The increasing emphasis upon the use of refractory metals has resulted in a closer look at some of the properties of these materials. In the course of a study of the Nb-N system it became necessary to re-examine one such property, the spectral emissivity, e. Experiments were performed in order to determine e for solid niobium as a function of both temperature and nitrogen content. The results of these experiments, which indicate a small but significant correction to the spectral emissivity of pure niobium, are reported herein. In addition, data on the total emissivity, et, of niobium and the spectral emissivity of the nitride Nb2N are given. To this author's knowledge, neither of these emissivities are as yet reported in the literature. Previous studies of the spectral emissivity of niobium have been few. In 1915, Burgess and Waltenburgl obtained a value of 0.49. Whitney? in 1935, used a Mendenhall V to obtain the commonly accepted value of 0.374. A recent investigation of sintering of niobium graphically reported a value of about 0.36= using a solid block of the metal with a blackbody hole drilled into it. In Gila County, Ariz., the Jaquays Mining Co. still finds the mining of asbestos a worthwhile and economical venture. At a time when domestic productive capacity is being reduced because of rapidly rising costs and tough environmental dust standards, this firm has dramatically brought its mine and mill operation into full productive capacity and compliance with both Federal and State regulations. Jaquay's Mining Corp. owns four underground mines in the Tonto National Forest, located approximately 32 miles north of the Globe-Miami District in Arizona. Only one mine, the El Dorado, is presently active. It mines an estimated 45,000 tpy of ore and waste. From this figure about 3000 tpy of fiber (No. one crude to Grade 4T) and fiberized shorts (No, seven) are recovered at the firm's mill, located in Globe, Ariz. Based on current ore reserves, the El Dorado mine has an estimated life between 15 to 17 years, assuming current mining rates and stable market conditions.

ANALYTICAL calculations have been carried out on the effect of casing perforations on the productivity of wells, and formulas have been derived for general types of perforation patterns. The numerical calculations, however, show that the resultant well productivity is essentially independent of the perforation pattern, but is determined mainly by the total perforation density. Thus, for example, for a density of three perforations per foot of casing, the well productivity will be cut to one third of that of the uncased well for a perforation radius of 1/3 in., and to approximately one half for a perforation radius of 1/4 in,, regardless of the detailed manner in which the perforations are distributed over the casing surface. The analytical theory is also extended to include wells completed with slotted liners. It is shown that the reduction in productivity due to such liners will be relatively small as compared with that due to perforated casings.

The committee appointed .by W. R. Ingalls, president of the Mining and Metallurgical Society of America, to nominate candidates for the' annual gold medal of the Society consisted of E. G. Spilsbury, J. E. Johnson, Jr., and Bradley Stoughton. This committee recommended Mr. Schneider of the Creuzot Works in France for achievements in ferrous metallurgy, which recommendation was approved by the Society. From the report of the committee, the following facts relative to Mr. Schneider's career are taken: Born in 1868, Charles Eugene Schneider undertook the management of the Schneider establishment in 1898, after the death of his father, Henri Schneider. Under his enlightened management, the Schneider establishments have been considerably extended, their activity being not only directed to increasing production, but also to spreading more and more their scope for action in all branches of industry-in metallurgy, mechanical and electrical construction, shipbuilding, artillery and ammunition, and in public works. During the 10 years preceding the war, the number of employees in these establishments, and without counting those of the more numerous subsidiaries, increased approximately 50 per cent. When a hole is made in a stressed solid, such as rock pierced by mine openings, equilibrium of the solid is destroyed. To restablish that equilibrium the stress condition in the rock surrounding the opening becomes rearranged. This rearrangement may or may not develop local stresses in the vicinity of the opening which exceed the elastic strength of the rock. Since stability of the opening depends, therefore, on the strength of the naturally occurring rock surrounding the opening, this rock is an engineering material of construction, and all rock affected by the associated opening or system of openings may be considered a structure. The term invert is chosen to describe the formation of the structure built from the inside, as it were, and a consequence of mining rather than an entity built for a purpose. By definition, an invert structure is formed when openings are made underground and is com- posed of that material on the solid side of a rock-air interface wherein the stress condition is affected by the associated opening or system of openings. The shape of an invert structure is never clearly defined; the skin of the structure may be mapped, and even described, but the boundary of the structure within the solid rock mass must be arbitrarily set.

When Mr Carnegie made his gift, "for the erection of a suitable union home" for the engineering societies, United Engineering Trustees, Inc (then United Engineering Society) was chartered under Chapter 703, Laws of the State of New York, 1904, for "the advancement of the engineering arts and sciences in all their branches, and to maintain a free public engineering library" The Corporation was further empowered to acquire real and personal property and to use, maintain and occupy it, with the provision that any building erected by the Corporation shall be used perpetually as a meeting place and headquarters for the Founder Societies Thus the Carnegie gift realized the ideal of bringing the engineering societies together under one roof, and the Corporation through its members nominated in equal numbers by the four Founder Societies had the necessary authority to act for the Founder Societies in their joint interests in owning and operating for them not only Engineering Societies Building, but in the course of time, Engineering Societies Library, and

R. L. Stegman and M. R. Achter (U.S. Naval Research Laboratory)—In a study of the surface structures developed in the fatigue of nickel at low strains as a function of temperature, we have obtained similar results.3 As our apparatus permits fatigue tests to be conducted in vacuo, there was no masking of the surface at high temperatures by oxidation so that the structures there could be observed directly. The relatively few broad slip bands observed at room temperature gave way at 300°C to a large number of uniformly distributed and narrower slip bands. At 550°C deformation began to concentrate around the grain boundaries and progressively increased up to 800°C. In addition fatigue strength was observed initially to increase with increasing temperature up to about 600°C due to the effectively increased ductility caused by the dispersal of fatigue damage. The fatigue strength then decreased at higher temperatures as grain boundary cracking dominates. Maria Ronay, W. H. Reimann, and W. A. Wood (authors' reply)— The authors are pleased to note that R. L. Stegman and M. R. Achter reach similar conclusions from their study of surface slip on nickel. However, they would emphasize that their own conclusions are based on what is shown by study of specimens that have been sectioned and that this study also shows that surface slip is not necessarily representative of what happens below the surface.

WOULD you like to find a large new ore deposit next year? The answer is as obvious as the question is foolish. But perhaps the question does have some merit if we alter it slightly and ask: What are you doing about finding new ore? This one is more difficult to answer. Possibly you are doing nothing about finding new ore because you have proved reserves for many future years of production. Others may be investing some small percentage of time, effort, and money in mineral exploration, and reserves may be currently adequate, or inadequate, in terms of many future productive years. Still others may be engaged in large-scale mineral exploration programs involving large expenditures of time, personnel effort, and money. In whatever category you may be, a final question might well be asked. Is your current mineral exploration program, or lack of program, consistent with the long-range needs and objectives of your organization and of the mining industry as a whole, and is it designed to stimulate the growth of the industry in future years, or is it only a short-range program in response to some current situation?

Reconstruction of the British mining industry began shortly after nationalization in 1947 and continued until well into the 1950s with the support of the government. This support diminished as plentiful supplies of cheap oil from the Middle East made many coal mines uneconomic. The planned rundown which followed was foreshadowed in the 1965 White Paper which outlined financial measures to speed the closure of uneconomic collieries. The decline appeared likely to continue into the 21st century as the role of coal in UK energy requirements became less and less significant. This policy was well on course in 1973 when the oil crisis led to a complete reappraisal of the position. A government examination in 1974 of the coal industry then supported the National Coal Board's general strategy of major capital investment as set out in its ' Plan for Coal ' .1

FuRnace-men of the present day agree very nearly as to the best cooling-devices for the protection of blast-furnace hearths and boshes, and the best location of the cooling-system in the brick-work for the maintenance of favorable furnacelines throughout the blast. The replaceable bronze and copper plates are practically faultless; and there seems to be no reason why a furnace-hearth and bosh should not be held in good condition, by intelligent management and the use of replaceable plates, for a period several times the length of the average blast of to-day. While furnace-men have taken these .precautions to protect the hearth and bosh beyond the life of the lining, the portion of the lining above the mantle has been partly protected by some and wholly neglected by others. Some would not construct a furnace without mantle-plates, and others would not construct a furnace with them. In most cases, furnace-men have either trusted to Providence or to the bosh-plates for the continuance of favorable working-conditions above the mantle, and the prolongation of the life of the lining; consequently furnaces are constantly blown out for repairs to the lining, or for relining, when the hearth and bosh are in good enough condition to last through another blast. This report by the Bureau of Mines, U.S. Department of the Interior, presents several practical and inexpensive types of rock mechanics instrumentation for ground control around longwall panels. Application of these critical parameters, determined by this instrumentation, to the design and modification of rational longwall-mining systems is also discussed. In order to design or select an optimum mine structure or system, realistic and precise values of the design parameters must be determined in operating mines by measuring (1) existing ground stresses, (2) mining induced load transfer, and (3) strata movements as well as deformation moduli and rock strengths. Based on these parameters, rational and realistic criteria for mine design can be established by conducting case studies. It was found that several basic design parameters can be easily measured or determined in situ with simple, inexpensive, and practical instruments such as hydraulic borehole pressure cells, automatic recording convergence meters, automatic recording multiple-anchor-point extensometers, and hydraulic pressure recorders.

The cassiterite flotation circuit at the Renison concentrator has operated with increasing levels of automatic control since late 1981. The circuit operates at high levels of recycle which make it difficult to control manually so that the initial control strategy was to stabilize the mass flows around the circuit prior to circuit optimization. Control of the air supplies to the flotation banks was introduced to achieve this stabilization and initial results indicated that some success has been achieved, as indicated by improvements in the overall circuit performance and reduction in the stream variabilities. These improvements were gained through control of the major recycle to the roughing stage which dominates the circuit behaviour. Feed-forward control of collector addition has also been introduced successfully, but attempts to control the final concentrate grade have been less satisfactory. This work is continuing and the objective of current activity is to include the three cleaning stages in an overall circuit control scheme as a first phase of metallurgical optimization of the operation.

(written discussion?).-The authors seem to have proved that for a phenomenon as irregular as the one they were investigating there was no perceptible conduction effect in the platinum wire. It should be mentioned, however, that the conduction of heat to and from small wires is not proportional to their surface and might give unexpected value, varying largely with the medium in which the wire was situated. Attempts to eliminate a conduction effect in the wire by extrapolating the curve obtained by using different sizes have in some cases given incorrect results, so that the authors' result should be applied with great care as a guide in other cases. The difference in size of wire employed by them is really rather small. If the desire had been to find out how great the effect was instead of merely to demonstrate its absence, a greater difference of diameter would, of course, have been selected. The sharp gradient immediately in front of the burning portion of the cigar is quite surprising at first sight. The weight of air coming from a flame is considerably greater than the weight of material burned, and it would be thought that this stream of heated air would heat very con-siderably the material not yet reached by the zone of combustion. Pos-sibly the heat is exhausted in evaporating moisture from the material. In that case the cigar is really a sort of regenerative furnace, except that it is not air but the, material which is preheated, and the pre-heating produces dryness rather than increase of temperature. Whether or not this is the case would be shown by finding how hot a thoroughly dry cigar would get.

CHARLES F: WILLIS,* Bisbee, Ariz. (written discussion?).-An employment department operated only with the object of relieving the foremen from hiring and for the purpose of centralizing record keeping is not likely to be entirely successful, and is doing but a small part of the good that practice has shown is possible; although it was .probably a desire to save time and to conduct the business more conveniently that led many mining companies to centralize their employment department. The ultimate object, however, is the reduction of labor turnover, by obtaining men better qualified to fill the positions to which they are assigned, by following up their work and providing for transfer to other departments or for promotion, if advisable, by reducing the number of quits for inconsequential reasons, and by supervising such laying-off as is necessary in such a way that the permanent force is not upset. It provides a stability 'of employment, free from favoritism and paternalism, probably the best form of employment insurance that we can have. The value of the employment department is in direct proportion to the breadth of its supervisor, his ability to estimate and place men, his sympathy in dealing with their petty troubles, and his analysis of quits and the reasons therefor. There is probably no better index of the soundness of the industrial relationship between the employee and the employer than the reasons why men quit; an intelligent, unbiased analysis of these reasons tells where corrective measures are necessary. In nine cases out of ten the reasons are small grievances, easily corrected, and are things usually overlooked by mine officials.

On request of the Commissioner of Education, a small group of administrative professors of engineering and commerce from higher institutions near St. Louis met in conference with the Specialist in Commercial Education of the Bureau of Education on Feb. 22, for the purpose of discussing ways and means whereby the business of our country may be furthered through increased opportunity in our higher institutions for the preparation of engineers with business training. One or more representatives were present at this conference from the University of Minnesota, University of Illinois, Washington -University, University of Missouri, University of Iowa, Iowa State College, University of Kansas. It was recommended at this conference: First, That the Commissioner of Education appoint immediately a committee to consider commercial engineering in its various aspects and to prepare and approve one or more curricula in commercial and industrial engineering that can be recommended by the Bureau of Education for adoption in our colleges and universities. It was suggested that the committee consider the following curricula plans: First, That a minimum number of hours in business training be required in all engineering courses. Second, That a curriculum providing for a minimum of fifteen to thirty units in business economics be incorporated in all engineering courses and offered on an elective basis. Third, That a curriculum in commercial or industrial engineering, permitting full and proper emphasis upon engineering subjects, be offered in the School of Commerce with degree to be given in that school. Fourth, That a five-year combined engineering and commercial course he prepared.

It has recently been shown' that epitaxial films of silicon carbide deposited on silicon single crystals possess desirable properties for semiconductor applications. There is one apparent disadvantage to such a system, however; since epitaxial deposition is a high-temperature process, it can result in plastic deformation of the silicon substrate. The accompanying Berg-Barrett X-ray diffraction photographs reveal plastic deformation in two silicon semiconductor crystals which occurred when the crystals were coated with an epitaxial layer of silicon carbide at 1150°C. Due to differences in thermal expansion between the silicon substrate and the epitaxial silicon carbide, the silicon was subjected to stresses while still in the plastic temperature range. Both crystals shown were 0.7 in. in diam and 0.0055 in. thick. The crystals were sliced from a larger crystal so that their polar axes were parallel to the [ill] direction. After cutting, the crystals were polished with diamond paste, and etched in HC1 vapor to remove surface damage re- sulting from the cutting and polishing operations. This provided clean, damage-free surfaces on which to deposit the silicon carbide. Figs. l(a) and l(b) are reflection and transmission photographs, respectively, of the same crystal. Introduction The Surface Mining Control and Reclamation Act (PL 95-87) lays a new challenge before the surface mining industry by requiring that prime farmlands must be reclaimed to equivalent or higher levels of yield as nonmined prime farmland in the surrounding area (section 510d). We must now evaluate the situation and plan a mining and reclamation program that will achieve that objective. We must recognize that soil and land needs vary with intended land use and climatic setting. Also, various site conditions determine the potential for constructing a productive soil and the best procedures to accomplish that end. It is necessary to plan the land reconstruction program on a site by site basis in order to achieve the best results. Discussion The Prime Land Concept Terms like prime agricultural land have been used loosely for many years to refer to lands that are highly productive and well suited to agricultural use. The concept of what qualified as prime land varied considerably from one geographic area to another and from one person to another. HUNTOON Since the annual meeting in February, the New York Section of the Institute has held three meetings. The meeting-on March 10 was held in conjunction with the American Society of Mechanical-Engineers and the American Electrochemical Society, at the Engineering Societies Building. The papers of the evening were devoted to records of progress in the Processes for the Photographic Reproduction of Natural Colors. The speakers of the evening were F. E. Ives, one of the earlier workers in color photography, Westley Allison, C. W. Robinson, George F. Clyfton, John B. Taylor, and Henry Hess. The April meeting was held on April 22 at the Institute headquarters, and the topic for discussion was Sanitation in Mining and Metallurgical Work. The principal paper was by J. W.. Luther, chief surgeon of the New Jersey Zinc Co. This was followed by a similar paper by Charles L. Close, secretary of the Welfare and Sanitation Committee of the United States Steel Corporation, and by an account of the sanitation work done in Cuba by the Spanish-American Iron Co., which was read by the Chairman, in the absence of Charles F. Rand. Following these papers general discussion was indulged in.

FOLLOWING- the major explosion disaster in the Orient No. 2 mine of the Chicago, Wilmington and Franklin Coal Co., West Frankfort, Ill., on December 21, 1951, resulting in the death of 119 miners, an investigation was made by the U. S. Bureau of Mines under the direction of J. J. Forbes, Bureau director. The subsequent report concluded that the disaster. was caused by the emergence of a-large body of explosive gas from an abandoned area and simultaneous short circuiting of the ventilating current; the gas was ignited by an electric arc from nonpermissible electrical equipment and the flame was propagated throughout a large part of the affected area by coal dust and possibly by gas from other worked-out and abandoned areas. An immediate repercussion of the disaster was the opening of hearings by the. Senate Labor and Public Welfare Subcommittee on the Neely Mine Inspection Bill (S. 1310, introduced April 11, 1951) which would give federal coal-mine inspectors power to enforce safety recommendations by ordering the withdrawal of all employees where conditions constitute an imminent danger to their safety. Two days of testimony, January 24 and 25, disclosed that coal operators were not in agreement on the bill, although John L. Lewis, speaking for the UMWA, and J. J. Forbes, for the Bureau of Mines, were advocates.
