INTERACTION of dislocations on intersecting slip planes has long been considered a primary cause of work hardening in metals. Easy glide and low work-hardening rates have been observed experimentally only when single-crystal specimens were oriented so that one slip plane was initially favored. When single-crystal specimens have been oriented so that initially two or more slip planes were equally favored, high initial work-hardening rates have been observed. In a polycrsstalline aggregate, glide on five systems is in general necessary for a crystal to deform in conformity with the change in the shape imposed by the other crystals.* Only a small fraction of the crystals of a polycrystal will be oriented so that two

AMONG the more interesting peculiarities of plutonium is the brittleness of its room-temperature monoclinic phase, a, since the adjacent higher-temperature phase (transformation temperature, 112C), ß, is also monoclinic but very ductile. Other elements, e.g., tin and manganese, have phases which exhibit similar contrast in plasticity. However, it was considered unusual when the a phase which has less than 0.1 pet tensile elongation' was rolled to 90 pct reduction in thickness at room temperature.' Since brittle behavior often is a structure-sensitive property, but could also be the result of covalent-type bonding, further experiments reported here have been conducted in an attempt to illuminate the problem. Electrorefined plutonium was rolled under various conditions and examined to determine the strain-hardening characteristics and also to determine under what conditions rolling could be performed. The rolling mill had 6.0-in.-diam heatable rolls with a variable roll speed (6.25 to 445 in. per min). As is known to representatives on Engineering Council, the Patents Committee of Council has collaborated with the similar committee of National Research Council in developing a scheme for the improvement of the method of dealing with patents in this country. The staff of the Patent Office is itself actively engaged in this effort. Out of the report prepared by the National Research Council, and approved and adopted by Engineering Council as the report also of its Patents Committee, remedial legislation has taken form. Three hills have been introduced, known as H.R. 5011, a bill to make the Patent Office independent of the Department of the Interior or any other department, and to simplify the procedure of the Courts with reference to assessment of damages or profits for infringement of patents; H.R. 5012, a bill to establish a single Court of Patent Appeals; and H.R. 7010, a bill to increase the force and salaries in the Patent Office. Chairman Charles A. Terry, of the Patents Committee, requests that representatives of Engineering Council write to their congressmen, urging the passage of these hills and so far as convenient, request their friends to do likewise.

The United States Civil Service Commission announces open competitive examinations for the positions of valuation engineer, assistant valuation engineer, and valuation aid for the Income-tax Unit of the Internal Revenue Bureau. The duties of these positions will involve the estimating of: (1) The quantity of mineral, oil, and gas or timber; (2) the theoretical and market values of mineral, or oil and gas in place, standing timber, and their products; (3) the value of equipment ordinarily used in discovery, exploitation, and utilization of such natural resources; (4) the cost of development, exploitation, and utilization of such natural resources. The entrance salary for each grade, within the range stated, depending on the qualifications of the appointee, is: Valuation engineer, $3600 to $4800 a year, though in exceptional cases higher salaries may be paid; assistant valuation engineer, $2500 to $3600 a year; valuation aid, $1200 to $2500 a year. Applications for valuation aid must have had a bachelor's degree from a college of recognized standing, graduation from a four years' high-school course, or education equivalent to that required for such graduation, and at least four years' experience in the technical branches of one of the industries mentioned in positions tending to qualify them for the duties outlined above.

At its meeting on February 21, 1933, the Board of Directors passed the following resolution defining and expressing the policy of the Institute with respect to official participation or action in controversial matters: WHEREAS, the Board of Directors at its last meeting passed the following resolution: "The Board of Directors, having been appealed to by several Local Sections for advice concerning the attitude and policy of the Institute relating to the endorsement of candidates for public office, the following statement of policy is formulated: "Whereas, the American Institute of Mining and Metallurgical Engineers is organized for purely professional and scientific purposes, and whereas diversity of opinion among its members on partisan or political questions is inevitable, it is the expressed policy of the Institute to refrain from official participation or action in political and semi-political matters." AND WHEREAS, appeals for additional advice have been received: NOW, THEREFORE, IT IS RESOLVED: (1) That the policy of the Institute is to refrain from official participation or action in controversial non-technical economic subjects; further (2) That if any Local Section is in doubt as to the application of this policy to any particular subject, it should communicate with the Secretary of the Institute for advice.

NOTHING makes the run-of-the-hall Congressman feel quite so secure as to be on an investigating committee. It's sure fire publicity for one thing and is a convenient excuse for absence from Congressional sessions when controversial issues are being balloted. The minerals procurement program has just had a thorough investigation by Congressmen of the House Interior and Insular Affairs Committee who heard valuable testimony from men like John D. Morgan, director of materials procurement, DPA. He listed over 40 government agencies concerned with mineral affairs. Testimony disclosed the justification for many of the agencies but Congressmen and mine operators have been regarding the defense minerals program in the same light as did the mining student who remarked to the descriptive geometry prof "it's not the intrinsic difficulty of the problem which gives me trouble; it's the multiplicity of detail."

The Pilares de Nacozari mine is located ill Sonora, 75 miles south of Douglas, Ariz. The town of Douglas is on the International Boundary and is the place at which the ores from the Bisbee mines are smelted. The Moctezuma Copper Co. owns the mines at Nacozari, and the copper-concentrates shipped to the Copper Queen smelter, at Douglas, make a good smelting-mixture with the Bisbee ores. The Moctezuma Copper Co. and the Copper Queen smelter at Douglas, as well as the railroad from Douglas to Nacozari, are owned by the Phelps, Dodge & Co. Copper concentrates produced by many operations in the United States and South America contain chalcocite (79.9% Cu) as a major component, yet the grades of these concentrates rarely exceed 25 to 28% Cu. Mineralogical studies made by E.P. Cadwell indicated that the low grades were caused by dilution by pyrite rimmed with secondary chalcocite. Laboratory and plant tests proved that concentrates could be significantly upgraded by using a simple, low cost cyanide leaching technique to dissolve the rims and reject the pyrite. The many advantages of this new procedure are cited and the process steps and a typical flowsheet are described.

My bets are on you, every time! But who is right? In the "cobalt issue" of our favorite magazine, January 1951, you stated: "By far the best immediate United States prospect for, large amounts of cobalt is the Blackbird mine of the Calera Mining Co., which is operating for Howe Sound Co., in Leinhi County, Idaho." In the March 1 issue of Saturday Evening Post, Ernest F. Mechlin, Jr., chief cobalt section, National Production Authority, states: "The Bethlehem Steel Co.'s Cornwall, Pa. ore bed is the principal domestic source." Maybe he should have said: "was the principal domestic source", or perhaps Howe Sound's Idaho cobalt is still in the prospect stage in Mr. Mechlin's opinion, perhaps in yours too. KATHARINE W. ALTHOUGH the similarity between puzzolana, or trass, and blast-furnace slag, as seen by comparison of the analyses, is a well-known fact, blast-furnace slag has not been used commercially as a substitute for those cementing materials. The reason, the writer apprehends, lies in the fact that unless such slag is disintegrated or subdivided by rolls, the process must either be too costly, or the material is not in a fit and proper condition for the purpose. In order to produce a reliable slag cement, the slag must be ground together with the lime into an impalpable powder. The subdivided slag must, therefore, be perfectly dry, and, at the same time, friable. The stronger the hydraulic properties of the lime, the more reliable the slag cement will be, and practice has proved, that the slag from a gray-iron furnace gives the best results. The slag cement which has given the results shown in the annexed table, under pressure tests, was composed of six parts of slag, from a blast-furnace producing No. 3 foundry iron, and one part of lime, of medium hydraulic properties. The above-described class of cement bears storing as long as most Portland cements, and the cheapness of its production is self-evident.

The amplitudes and frequencies of vibratiolls of a four-story stucco building were measured by specially developed electrocapacitive seismometers. Records were made on three floor levels with as many as 10 seismometers recording simultancously. Sources of vibration were: (1) an electric motor with unbalanced pulley, maximum speed 1800 r.p.m., maximum centrifugal force 90 lb., (2) truck traffic (both solid and pneumatic tires) moving over inequalities in the street in front of the house, (3) falling weights dropped on the street pavement from different heights, (4) miscellaneous sources, including a man jumping on the floor of the house and slamming doors. Tests were made to determine the natural frequencies of floor and wall panels by varying the speed of the unbalanced motor and by exciting the panels with a single impulse. The vibrations recorded were compared to records of vibrations from quarry blasts and it was observed that the vibrations from truck traffic were comparable to those recorded from quarry blasts and in no instance was there any damage to the building. As the tests were all of a negative character as far as damage was concerned, no index of destruction is formulated. Instead, the records are presented simply as vibration measurements obtained in an ordinary house under typical conditions.

THIS IS a history of a company whose roots run deep into the nation's past and whose field of operations has never been narrowly confined. The men who founded Phelps Dodge were men of initiative and imagination. They were men of strong convictions and upright character. They held fast to the simple virtues and traditions of the days when America was young. This heritage they passed on to their successors. From the very beginning, under such leadership, Phelps Dodge became a company of large affairs. It bought and sold, exported and imported, built factories and organized railroads, converted great forests into lumber, and operated coal and iron mines. Much of the iron, copper, and tin plate used in the United States for a generation was under its control. Its business abroad was extensive enough to warrant the organization of a separate partnership in England. Then, almost half a century after its foundation, the company began to substitute new activities for old and eventually transferred its major operations to the West, primarily to Arizona. THERE are three chief production zones of tungsten ore in China. In the Province of Kiangsi mines are located at Kanchow, East River, and West River. Their combined production is understood to amount to 300 to 350 tons of ore per month, and their original exportation is made through the port of Kiukiang, largely to Shanghai. The second zone is in Kwangtung Province, the mines there being at Tayulin. Produc-tion reaches about 200 tons per month and cargo is gen-erally exported through the port of Hong Kong. In the Province of Hunan approximately 25 tons of ore are produced monthly in the mines at Ton-on. Tungsten ore from Kiangsi and Kwangtung Prov-inces is generally about 70 per cent WO, (tungstic acid), while that from Hunan is of lower quality, run-ning about 65 per cent WO3. Kiangsi ore is received from the mines in 100-1b. and Hunan in 224-lb. gunny sacks. No repacking is done except as it is made neces-sary by the condition of the sacks. Kiangsi Province contains the Chinese districts pro-ducing the largest amount of salable wolframite or tungsten. Many districts west and south of Kiangsi have been found to have wolframite deposits.-Com-merce Reports.

(Read at the Philadelphia Meeting, February, 1878.) SOME statements have already been made to the Institute in reference to the cost of other departments of the above-named works, and some details have been given in tabular form.* For the purpose of the present paper it may be sufficient to say that this converting works is made up of three buildings, a cupolahouse, an engine-house, and a converting-house. The machinery and fixtures comprise two blowing-engines, two pressure-pumps, two five-ton converters, five hydraulic cranes, three pig-iron cupolas, four spiegel cupolas, two lifts for the cupolas, together with the usual arrangements of smaller parts. Every effort was made in the construction to combine efficiency of operation with durability, and the general course of the operation of the works during two and a half years seems to warrant the belief that the large outlay has been fully justified. • In the accompanying tabular statement all items on vouchers less than ten dollars, and all freight items have been omitted. * See Transactions of the. This brief resume of the events transpiring in Mexico, culled from the daily New York newspapers since the last Bulletin went to press, does not show any degree of improvement in the situation. MEXICO SEEKS TO AVOID BLAME FOR BANDIT RAIDS All foreign passengers leaving Nogales for Mexico on the Southern Pacific or Mexico Railroad. whose business would take them through territory occupied by the Yaqui Indians or Mexican bandits were requested by Mexican Consul Emilio Tamez to sign a statement that they relieve the Mexican government of responsi-bility for anything which might happen to them while in that part of Mexico. The Mexican consul stated, says the N. Y. Tribune, that this was by order of Mexican Ambassador Ignacio Bon ill as, at Washington. When the State Department was advised of this activity Secretary Phillips, in a message to the consulate at Tampico, according to the N. Y. Tribune, asserted that "compliance with the waiver requirement will not interfere with the relation existing between the United States and its citizens and that Americans so complying will in no way lose the protection of this government."

It is the object of the present paper to bring to the notice of members of this Institute, the results of experiments made during the past six months in the manufacture of the alloys of iron and manganese in the blast-furnace. The ores at hand and available for the purpose were brown hematites, containing but a very small percentage of manganese, and various manganese ores containing a small percentage of iron. It is hardly necessary here to call attention to the statements regarding the production of iron-manganese alloys from such ores, which are given by all the well-recognized authorities on metallurgy. Suffice it to say, in a few words, that they hold that the operation is practically impossible, and that in the use of oxides of iron and manganese, mechanically intermixed in the same ore, much difficulty has been found in producing spiegeleisen. Spathic ores, containing manganese chemically combined, are alone recommended for the production of spiegel, and even then it is said that well-managed furnaces produce only about 75 to 80 per cent. of spiegel, the balance of the production being white laminated pig or gray iron.

With statistics still incomplete, it appears that the safety record of the mineral industry for 1955 will do well to hold its own in comparison with 1954. On the one hand, metal mining shows an improvement in its record, due in part to intensive campaigns for preventing ground fall accidents. Coal mining, on the other hand, is showing a poorer record in 1955 than for the preceding year. While no major disasters occurred during the year, increased fatalities resulted from ground fall, haulage, and machinery accidents. It seems probable that increased job training may serve to improve the situation. Health: Utilization of diesel equipment continues to increase in noncoal mines, in spite of existing prejudice. In 1955 two types of diesel-driven tractors and one shuttle car were approved by the USBM. Where diesel engines are used controlled ventilation is mandatory in order to keep the CO content under 20 ppm, but such ventilation is not difficult to achieve with normal equipment.

Members of the Institute who have visited the works of the Lackawanna Iron and Coal Company at Scranton, will remember the exposure of a large vein of anthracite coal in the rocky bank on the south side of Roaring Brook, near the blast-furnace. The vein is quite flat, and is exposed to view for several hundred yards along the banks of the brook, a few feet above the surface of the water. It is some ten feet in thickness, and is known as the Big Vein. At a point just opposite the blast-furnace, much of the coal from this vein was mined out many years since, the usual pillars being left to support the overlying rock and drift, which are here some twentyfive to thirty feet in thickness.
