The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the 11on and Steel Division. Manganese Products, Inc. has developed a chemical process for the recovery of high-grade manganese oxides from low-grade manganese ores. Ammonium sulphate is also produced. Manganese ore is leached with sulphurous-sulphuric acids. The impurities are removed with ammonia, heat, and air. Manganese oxides are produced by addition of more ammonia and air under pressure. Ammonium sulphate is recovered from the remaining solution.

The paper describes a system for on-line analysis of ash in solids in coal slurries for coal cleaning operations. The system consists of two sensors: 1) gama density gauge, and 2) ash sensor. The operational characteristics of each sensor are discussed.

IN order to put sufficient work on steel ingots for rails, they must be reduced from about 12 inches square. As this cannot be done at one heat, they are first drawn down to about 7 inches square, and then reheated and rolled into rails. This first reduction or " blooming," is usually done in this country in a 30-inch 3-high rolling-mill, with movable rolls, so as to get several reductions in each set of grooves. To obtain a negative determination for prime farmlands in its approved lignite surface mine permit application, Phillips Coal Co. conducted a soils mapping effort and a historic land use survey. In addressing the justification for topsoil substitute materials, the company relied on results of a geochemical evaluation to demonstrate improved drainage, trafficability, and fertility. It also relied on results of field test plots. Post-mining land use was determined through the use of overlay maps considering existing land use, vegetation, and historic prime farmland. The reclamation plan incorporated these elements plus indicator species, existing vegetation, and wildlife needs.

Klaus Detert and Ludwig Thomas (Westinghouse Electric Gorp.)— The results of C. Panseri and co-workers are quite important. The authors came to the same conclusions about the occurrence of zone formation in A1-Mg alloys as was outlined in previous papers.31'32 Because of the sensitivity of their measurements, it was shown that zone formation could also occur at a much lower range of mag- nesium content than previously observed.31, 33 The idea of strong interaction between magnesium atoms and vacancies, as stressed by the authors, so that all of the quenched-in vacancies are kept in solution at lower temperatures but anneal out completely at 150°C, is in disagreement with our results which clearly indicate that zone formation and annealing out of vacancies occur simultane-

This paper describes and evaluates factors to be considered in applying computer based instruction (CBI) to the mining industry. CBI is especially suited to the monitoring of training functions and to the delivery of competency-based task training. Its effectiveness is dependent upon: (a) organizational factors (size, number of trainees and trainers, and current training budget), (b) appropriate hardware (accessibility, exclusivity, user-sophistication, transportability, graphics, and cost), and (c) appropriate software (flexibility, response evaluation, video interaction, graphics, and trainee management).

* A demonstration pipeline for transporting coal will be constructed by Pittsburgh Consolidation Coal Co, at the Georgetown strip-mining operation near Cadiz, Ohio, The 12-in., 17,000-ft line, special crushing and preparation equipment, and pumps especially designed for the operation will cost about $550,000. A slurry of fine coal and water will be fed into the line and moved through it under pressure. * Sulphur resources in the U.S. are being rapidly exhausted with no new major deposits being found, This common mineral may become one of the most strategic items during the next five years. Recovery of sulphur from pyrites is being considered in case of an emergency. Already the British have adopted stringent measures to conserve sulphur supplies.

BECAUSE of the well known relationship between a low atmospheric pressure and increased amounts of methane in coal mines, attempts have been made to find associations between low pressures and coal mine explosions. An early study by F. Able disclaimed this relationship. He found that half the explosions took place during a rising barometer when methane content in a ventilated mine would be decreasing. A more recent study by C. L. Hosler revealed a close relationship between anthracite mine explosions and low atmospheric pressure. Bituminous coal mine explosions, where coal dust as well as methane can be exploded, were found to be more closely associated with a rising pressure following a low barometer than with the falling or low pressure period.
