THE wage rates and working conditions in the anthracite. region of Pennsylvania have been governed for nearly 20 years by the award of the Anthracite Coal Strike Commission, appointed Oct. 16, 1902, by President Roosevelt. The report of this com-mission, made in March, 1903, was accepted and, with eight modifications made at various dates, has had .almost the force of law, and has kept this great indus-trial region free from strikes for almost a generation. In 1920, President Wilson appointed an Anthracite Coal Commission, and its report, accepted Aug. 30, 1920, governed wage conditions to April 1, 1922. Actually, the agreements have been for terms of two to four years, and lately, in 1916 and 1920, the employ-ees have continued at work pending the negotiation of new agreements which were made retroactive, and which have all been modifications of the original 1903 award. With the expiration, April 1, 1922, of the 1920 award approaching, Mr. Lewis, president, of the United Mine Workers of America, addressed a letter, on Feb. 20, to the operators, suggesting a meeting on March 15; this date was accepted by the latter, with the notation that the time was short. At the meeting, the Mine Workers presented 19 demands, and advised that if a satisfactory agreement was not reached by April 1.a suspension of mining would occur, contrary to the practice since 1916 of continuing work with a retro-active adjustment.

(written discussion?).¬A study of this paper raises a question on which it is hoped Mr. Stork will throw more light; that is, why does an oxygen content generated on poor melting conditions have a deleterious effect on the properties of the iron, while an oxygen content generated by the oxidation of steel scrap in the cupola is beneficial to the strength and chilling ability? In each case the oxygen is absorbed at the same time and place in the process of melting and it is by no means clear why the superiority of semisteel should be assigned solely to its oxygen absorption, when oxygen absorbed without the steel addition is admitted to be injurious. It is not apparent why oxygen caused to be absorbed by the steel addition should not pro-duce the effects of burning, sluggishness, slag inclusions, gas occlusions, etc., the same as oxygen absorbed by the iron in the cupola for any other reason, and it would seen that other factors to which he has not given sufficient emphasis must enter into the author's results. To an impartial reader of this paper, who was most favorably inclined toward J. E. Johnson, Jr.'s theory of the improvement of cast iron by oxygen, the discrepancy in the author's reasoning or statements is difficult to accept, and it is hoped that an explanation will appear in the final discussion.

Within the past few years, the mining industry has taken a new impetus in all its branches. New mines are being opened every day, while old ones, which have been either working at a loss, or have been compelled to shut down, are now gradually being reopened and placed on a paying basis. This growth and new life is due, in a measure, to the discovery of new mining districts, but the most important cause of the progress is the wonderful advance that has been made in all branches of mine-engineering. By means of the important inventions and discoveries that have been made in mechanics, chemistry, and electricity, we are now able to work ores which, only a short time ago, would have been regarded as worthless. We find, for instance, the electrician eliminating two of our greatest difficulties, those of distance and superior elevation, while the mechanic has brought to the highest degree of perfection, not only ore-crushing and hoisting machinery, but all such devices as pertain to the mechanical handling of ores, and, at the same time, the metallurgist, with his combined chemical and mechanical skill, has helped us to extract the precious metals from the most refractory of ores. Any discussion of outside support to Latin American mineral industries must concede at once the pre-eminent role of U. S. industry and business. American capital has developed the great copper resources of Chile and Peru, the lead-zinc of Peru and Mexico, the bauxite of Surinam and Jamaica, the petroleum and iron ore of Venezuela. American consumers have provided the market for their products. U. S. companies operating south of the border have trained Latin American geologists, engineers, chemists, and skilled labor-including metal, mineral, and fuel technicians-to new and greater competence. The industrial demands of World War II drastically altered world economics and concepts of U. S. foreign mineral requirements. In this country discovery of vital mineral resources fell far behind the alarming depletion rates, and there was new appreciation of the actual and potential importance of the world's less extensively explored areas. During the war and afterward, the task of supplying the nation's mineral requirements became greater than private industry could carry alone, and the Government assumed a position of continuing support.

Experimental results in conjunc-tion with the equation demonstrate the fact that energy input which produced fracture is not expended on unbroken starting material inside the mill at any time. Recently, schuhmann1 derived the Charles equation2 using the postulate that complex com-minution operations can be considered as a summa- tion of many comminution events. The fragments resulting from each event are assumed to follow the Gaudin-Schuhmamn distribution. In his derivation, Schuhmann implies that the size distribution of the total mass of a material is determined by the fraction of that mass actually subjected to comminution. The economics of fuel oil must be considered in two aspects; viz., fuel oil as one of a number of competitive fuels and fuel oil as a refined product of petroleum. "Fuel oil" is usually defined as that product of petroleum which is used in furnaces for the generation of heat by simple combustion. It is true that any product of petroleum used in an internal combustion engine is essentially a fuel oil, but such oils are not included in the class known as "fuel oil." Fuel Oil as One of Several Fuels For a number of years, the petroleum industry has believed that the petroleum reserves were very limited and that petroleum products would begin to become scarce within a few years. The industry has believed that there would be a gradual but continual rise in prices as a result of this impending scarcity. The lodes of Cripple Creek, Colo., partake of the composition of the geological formation which they traverse. The prevailing rocks are andesitic breccia, lying upon granite, and also bodies of phonolite, trachytic phonolite, nepheline-basalt, etc., penetrating both the granite and the breccia. At Kalgoorlie, in West Australia, the prevailing rock is schistose, and has not been certainly identified, though microscopic sections indicate the probability that it was originally an acid eruptive. The lodes are essentially bands, more highly schistose than the encasing rock, and impregnated to a notable degree with disseminated pyrites and secondary calcite. During 1899 Cripple Creek produced 425,590 tons of ore, having a gross value of $15,658,254; during the same period the output of Kalgoorlie was 467,048 tons, valued at $17,724,587. In chemical composition, the ores at Cripple Creek and Kalgoorlie, respectively, present differences equally interesting to the petrographer and the metallurgist. Successful explosive gas well stimulation requires a thorough understanding of explosively driven cracks under confining in-situ stresses. In a previous paper (Simha, et a1 1983) the problem of explosively driven cracks was experimentally investigated to reveal the features of crack propagation. It was observed that the explosively driven crack propagation is the result of two different but overlapping phases. The first phase involving the initiation and early time crack propagation is entirely governed by the explosively generated stress transients. The rapidly decaying stress transients then lead to the second phase of crack propagation largely controlled by the in-situ stresses. The purpose of this paper is to more fully understand the characteristics of the first phase concerning the initiation and early time propagation of explosively driven cracks. Experiments are conducted with plastic models under biaxial compression and the dynamic event is observed with a high speed multiple spark gap camera of the Cranz-Schardin type. The experimental observations are utilized to propose analytical models of crack initiation under explosive loading to aid in the design of multiple fracturing necessary for successful application of modern well stimulation techniques.

The Tigre Mining Co. of Mexico, owned by the Lucky Tiger Combination Gold Mining Co. of Kansas City, decided early in 1910 to enlarge its mill, which consisted of a concentrator milling 3,000 tons of ore per month. The enlarged plant was designed to crush and concentrate 6,000 of ore and to cyanide 7,500 tons per month. The extra tonnage cyanided was to be obtained from tailings which were stored below the old mill. Power was supplied to the old mill from four boilers; a 150-h-p. Corliss engine and two Weber 60-h-p. gas-engines using producer-gas made from charcoal. The total horse-power required, including 60 h-p. used for machine-drills in the mine, was approximately 275. Cord-wood cost $4.32 per cord, 8 by 4 by 3 ft., and charcoal $15 per ton. The fuel supply in the surrounding country was approaching exhaustion; more than 150 mules and 50 men were engaged in cutting and transporting this fuel, and the unsettled political conditions in Sonora were such that it would be practically impossible to keep an organization of this kind together. The price of fuel was steadily rising and at times it became almost impossible to get sufficient fuel to operate. It was estimated that the enlarged plant, together with the mine, would require 750 h-p., as follows: Horse-Power. The coal-measures of George's Creek coal-region, in Maryland, lie in a comparatively flat synclinal basin, about 4 miles wide. The dip of the measures is, in places near the edge of the basin, as much as 20 feet in 100. The Pittsburgh seam, known locally as the " Big Vein," is the only seam worked at the present time. Ocean No. 3, one of the large mines of the Consolidation Coal Company, has its opening on the outcrop of the Pittsburgh seam, in a ravine which cuts into this seam to such an extent as to bring this opening to within a mile of the axis of the basin. After working all the coal to the rise of this point, the mine was further developed by extending a slope down the dip of the seam, making such an angle with the line of greatest dip as to give a grade varying from 1 to 10 per cent., down which the empty cars carry a rope from a single-drum winding-engine. The coal was worked from each side of this slope in successive Iifts during its progress. From the top of the slope, for a distance of 4000 feet to the fourth lift, the " make " of water is drained by gravity through a heading into the adjoining mine. Below this point the water was pumped into this same heading, at the fourth lift, from which point, as before mentioned, it flowed by gravity.

The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on all week-days, except holidays, from Sept. 1 to June 30, and. from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information willreceive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. Henry D. HibbaRd, Pittsburgh, Pa,: This is a most interesting and instructive paper, some of whose lessons should find immediate application. It points out how fuel-consumption is to be decreased in open-hearth practice, by changes in the plan of the furnace. To look first at the greatest item of loss, radiation, it is seen that thicker brick-work is advisable to lessen this. Especially is this true of the roof, made at present, almost universally, only 9 inches thick to prevent cutting. Now that high roofs, well above the course of the flame, are becoming general, and the average melter is better able to judge the temperature of his furnace, that reason has less force; and we may build roofs 18 inches thick, or perhaps better cover the usual 9 inches with an equivalent layer of sand, which has the advantage of following the arch as it rises and falls with the different degrees of heat. The side-walls of the hearth, usually 131/2 inches thick, may also he thickened up to 18 inches, and the door-linings to 7 inches; and the heat thereby saved will be valuable, while its absence from the working-platform will be much appreciated by the workmen.

THE, prices of crude petroleum and its derivatives have shown an upward trend from 1915 to 1920, and a downward trend from 1920 to 1923, see Table 1. Over the former period, oil prices were dominated by the rapidly increasing demands and inflation incident to the war and its aftermath, while over the latter period oil prices were influenced at the outset by deflation and then by the conditions of overproduction that have characterized the past three years. The purpose of this paper is to analyze the broader features of the more recent price movements in the petroleum industry and to relate these features to basic economic conditions in the industry. INDEX NUMBERS OF OIL PRICES The analysis and comparison of price movements may be facilitated by converting actual prices into relative prices, or index numbers, with 1913 taken as a base of 100. In this way, the various price groups are expressed as percentages of the 1913 prices and may thus be readily compared with one another or with the average prices of other commodities similarly expressed. Table 1 gives the index numbers representing the average prices of crude petroleum, gasoline, kerosene, fuel oil, lubricating oils, and all commodities. The last named is the index of all commodities as published by the U. S. Bureau of Labor Statistics and .is widely accepted .as the official measure of the general price level. The index numbers of oil prices were calculated by the writer from weekly quotations published in trade journals.

INTRODUCTION The current study is part of the U.S. Department of Energy's (DOE) on-going subsidence research program. The long-term objective of the DOE program is to develop analytical methods of subsidence prediction applicable over a broad range of geologic and mining conditions encountered in the United States. The DOE currently has several contracts in progress to develop a sound data base that can be used in the development of predictive models. Dames & Moore is currently under contract to DOE to collect and analyze detailed subsidence and hydrologic data from a coal mine employing longwall mining methods in the Eastern Coal Province. Work under Contract No. DE-AC22-80PC 30335 began in October of 1980 and will continue through September of 1984. The contract includes monitoring of two adjacent longwall panels. This paper summarizes the surface monitoring work that was performed through February of 1982. Mining of the first of the two panels (3 off 3 north) was completed on February 3, 1982. Results of the surface monitoring through completion of this panel are presented and discussed. SITE DESCRIPTION The mine being studied is located in eastern Ohio. THE importance, to geologists and metallurgists, of knowing the mineralogical forms in which the silver occurs in ores has increased during the past few years, and will continue to increase as long as working hypotheses are converted into proved theories and rule of thumb methods are supplanted by scientific data. The methods used for the determination of these silver minerals have been: (1) careful study of polished ore sections with the microscope, and more recently, (2) metallurgical separation of the ground ore by flotation, tabling and panning, supplemented by microscopic examination of these separated minerals, and chemical analyses. During the course of some experimental work carried on by the testing department of the International Smelting Co. and myself, it becomes important to determine, in a general way, the distribution of the silver values in the minerals, as they exist in Tintic Standard and North Lilly siliceous oxidized lead-silver ores. These mines are in the East Tintic Mining District, State of Utah. In this work the second method was used. Differential flotation tests were run, separating the sulfide from the oxidized minerals, and the products were assayed. Various concentrates were carefully panned and the separated products assayed; special samples of ore were selected and assayed. The microscope was used only for the purpose of determining whether the individual minerals were in the so-called "free" state.

Much valuable scientific research has been performed in recent years on the subject of phase behavior of hydrocarbons. ? 1-11 Engineers employed in petroleum production are interesting themselves in this work as well as in methods of applying the fundamental data available to the solution of their various problems. Recently a number of papers have been published in which applica-tions of phase behavior have been made to specific cases pertaining to critical phenomena.)12-16 Little effort, however, has been made in the literature to show the relation between changes occurring in the critical region and the more common phase behavior, therefore it is believed that a presentation of the fundamentals of phase behavior with reference to hydrocarbons is timely. Study of phase behavior is not new. In the metallurgical field, knowledge of heterogeneous equilibria has advanced tremendously, particularly with reference to solid-solid and solid-liquid behavior. Much is known about vapor-liquid equilibria too, but few engineers are familiar with this subject. ?

In this Bureau of Mines report, the authors present the results of laboratory tests on the burst proneness of coal. Many researchers have studied the violent breaking of large coal masses in underground mines, called bursts, but the causes remain uncertain. They have often assigned to geology and gas pressure the causative roles. The objective of this work is to show that stress can produce bursts in many coals if constraint is necessary for pillar survival and is suddenly lost. We tested coal samples from 15 mines, in 11 coal seams, in six states in the laboratory, and 13 were made to burst. These bursts were produced in several ways, but segmented steel platens were used in the tests reported. Two parameters analogous to the momentum and kinetic energy were used to rank the burst proneness of the coals tested. Tangential strains over the lower surface of the model coal pillar were measured to reveal a periodic slipping prior to the burst. High-speed motion pictures (350 frames per second) reveal the burst behavior in slow motion. We propose a modified Mohr-Coulomb stress-failure criterion to describe the burst behavior. When the horizontal constraint is suddenly lost with little change in the vertical stress, the Mohr stress circle increases in size dynamically, exceeding the static failure condition. When the inertia of the coal mass is overcome, a burst occurs. We conclude that most coals can be made to burst and that such bursts can be expected in mining at increasing depths.
