Peru produced approximately 15,838,610 bbl. of oil during 1938, which was 1,618,406 bbl. below its production during 1937. As in recent years, the entire output of the country came from the La Brea-Parinas, Lobitos-Restin, and Zorritos fields, which are all situated along the northwestern coast. Outside of the proven areas, the drilling of test wells was continued by the Peruvian Government on the reserved zone near Zorritos. Six wells have been completed or are drilling. Of these one is a gas well at 2619 ft. and one is dry at 1415 ft. It is reported that three standard and two rotary rigs are being used. In southern Peru, in the Pirin region north of Lake Titicaca, the Government made a geological study of the National Reserve. In eastern Peru, the Cia. Petrolera El Ganso Azul continued its activities in the montana region, where its first well was reported to have had a show of oil at 1000 feet. This paper describes the computer-assisted development and implementation of new written examinations for persons desiring to become certified as underground or surface mine electricians in the State of West Virginia under the certification program defined by the WV Department of Mines and the Board of Miner Training, Education and Certification. The procedures used to develop and validate the new certification tests have simplified the administration of the new tests. Future developments in mine electrical work can also be easily incorporated into the certification program by augmenting the existing computerized pool of test questions prior to computer-production of future test forms. Most important, computerization now facilitates continual evaluation of the certification program, to contribute to greater safety in mine electrical work in West Virginia.

Laboratory permeability measurements at elevated pressure and at temperatures ranging from 20º to 150°C have been conducted on samples of Ironton-Galesville sandstone. The purpose of this testing was to identify and characterize important physicochemical processes occurring in association with the injection and withdrawal of heated ground water at the U.S. Department of Energy's Aquifer Thermal Energy Storage (ATES) field site in St. Paul, Minnesota. Results indicate that permeability decreased significantly as temperature was increased and that dissolution of the dolomite and silicate cementing agents and accompanying changes in mechanical properties may occur in the heat storage aquifer at St. Paul. Further, loss of permeability with temperature in laboratory samples may be caused by the change in the mechanical structure of the sample. Tests at ambient temperature to evaluate the effect of particle migration under conditions of reversed flow indicate that this process will not significantly impair formation permeability at the St. Paul site.

The adoption of a plan of safeguarding American industry against extreme revolutionary industrial propaganda is the keynote of a report just issued by ex-Governor Robert P. Bass, of New Hampshire, covering the period of his service as. Director of the Marine and Dock Industrial Relations Division of the United States Shipping Board. He thinks that the only hope of America's resisting the tide of industrial unrest that is sweeping over the civilized world is in the development and early application of a constructive industrial program, in which program publicity and education carrried on by the Government will hold a leading place. He says: The Government should systematically inform both employers and employees in regard to many matters of the utmost interest and importance of each. It should acquaint labor with the Government's activities and service to labor in the past and should create in labor an appreciation of its joint interest with capital and with the Government in the problems of production. Satisfactory assurances should be given that labor will have a substantial voice in determining the distribution between capital and labor of the profits of production. Labor should be promised its reasonable share of any increase in production. There should be a joint determination of wages, hours, and conditions of work. Based on the foregoing principles, great emphasis should be placed on labor's interest and responsibility in the processes f production.

(written discussion*).-When we undertook the development of the Kathleen mine, near DuQuoin, certain features greatly influenced the construction and underground development. The country is very flat, so that the usual gravity yard movement of empty and loaded coal cars would entail a very heavy fill at the empty-car end of the tracks, with some form of car-pulling arrange-ment to move the loads where it was practically impossible to provide. a gravity movement. So the yard was made level, except for 1000 ft. (304 m.) under the two tipples, where the cars are moved by gravity and controlled under the main-shaft tipple by four Fairmont car retarders. Both tipples are spread sufficiently to admit of introducing a narrow-gage track and locomotive. One 18-ton locomotive is at present employed in moving empties clown to a point above the main-shaft tipple and the loads off the track scales clown into the storage yard; ultimately a 25-ton loco-motive will be employed on the loaded side of the tipple. The time effect in reheating certain steels below the critical range is very marked. The increased toughness, shock-resisting power, and machinability of steel subjected to a long, high drawing temperature has been thoroughly demonstrated and is of practical importance, particularly in the manufacture of "smokeless" rifle-barrel steel. The time effect in tempering is most important when a maximum drawing effect is desired, in which case the highest physical properties as well as ease of machining are important considerations. These are the conditions in drilling a rifle barrel. A hole, 0.30 in. in diameter and 24 in. long for the Springfield rifle, and 30 in. long for the Russian military rifle, has to be drilled in the heat-treated material. This barrel-drilling operation is probably the most difficult one in rifle manufacture, and anyone who has been connected with rifle manufacture knows how seriously production is affected when "hard" or non-uniform steel for barrels is encountered. The importance of high physical properties (tensile strength, toughness and resilience) in a rifle barrel is obvious. The physical properties of two different lots of barrel steel are given below. The first lot, No. 1, gave serious trouble in the drilling operation; the second gave no trouble at all.

Morenci ores contain as an average about 0.015 pct molybdenite, MoS2. Incidental to the concentrating operations applied for the recovery of copper minerals, approximately two-thirds of the molybdenite is floated and appears in the final copper concentrate. The economic importance of molybdenum and the success achieved in its recovery in milling operations elsewhere encouraged research directed toward its recovery in marketable form. Several procedures are utilized to effect separation of molybdenite from copper and iron sulphides, but only two have wide application. In the better known of these two methods the molybdenite in the copper concentrate is depressed in a flotation operation using soluble starch as the depressant. The tailing from this treatment thus becomes a low-grade molybdenite concentrate which after thickening, filtering, and low temperature roasting is repulped with water and subjected to additional flotation steps for recovery of the molybdenite. A thio-phosphate collecting agent is employed in flotation of the copper minerals. Presumably the stability and lasting effects of that collector type necessitated the practice of depressing molybdenite followed by subsequent roasting to insure elimination of copper and iron sulphides from final molybdenite concentrate.

Reasonable and timely solutions to the complicated mathematical calculations involved in the mine planning, economic evaluation and slope stability studies related to the Ruth Mine would not have been feasible without the modern digital computers. The Ruth Mine was a prosperous underground copper operation in east central Nevada from 1915 to 1948, when rising mining costs finally exceeded the value of the ore. A substantial reserve of porphyry copper remained in the ground, but until recently all economic evaluations indicated that it was at best a marginal operation and a relatively poor risk of capital. There has been a steady progress in improving all aspects of surface mining since the first steam shovel started stripping overburden; however, developments in just two rather specialized areas proved to be critical in changing the Ruth Mine from a reserve of mineralized rock to an economically attractive orebody. One involved the progress made in recent years in the science of slope stability. Applying the latest techniques in this field to mine planning resulted in reducing the stripping ratio from 6.0:l to 4. 2:l. The other major factor was the efficiency and cost performance of large capacity haulage trucks which made it feasible to go down over 1100 ft. in an open pit and recover ore with a high stripping ratio economically.

Habraken—We read this paper with great interest and are glad to congratulate the authors for their valuable work, supplying an important contribution to the mechanism of tempering on the carbides in vanadium steels. We are in a good position to appreciate this work since we have been studying, for more than a year, Cr-Mo steels of a composition similar, but less highly alloyed (namely 0.1 pct C, 3 pct Cr, 1 pct Mo). Our results are quite in concordance with the authors', however, we wish to point out that it is very interesting to use equally the electron microscope in order to observe the variations of microstructure in steels. We have studied simultaneously the evolution of the carbides in situ with the electron microscope, and, after extraction, again with the electron microscope, and then with X-rays. The first results which we have obtained have been communicated at the Congress of Delft (July 1949) and at the "Journees de la Metallurgie" in Paris (October 1949). These may be summarized as follows: After tempering with varying either the tempering temperatures or the tempering times, the carbides show two evolutions. The first one is connected to the carbides existing in the steels, principally in the boundaries of the grains. For some groups of steels these carbides may coalesce and for other groups they may

It is desired to call the attention of young men who have had technical training and experience to the fact that their abilities can best be put at the service of the country by selecting a branch of service in which their special qualifications will be of the greatest use. The submarine force of the United States Navy requires the services, as officers on board submarines, of young men who have had technical training in mechanical and electrical engineering and who have had experience in these professions. It is intended to enroll a number of such men as provisional ensigns in the Naval Reserve Force, give then a course of instruction in deck duties at Annapolis and a course in submarine work at New London. Those who successfully pass these courses will then be sent on hoard submarines for regular duty. It is requested that any men who desire this duty and who are qualified as below outlined send their names and addresses to the Commander Submarine Force, U. S. S. In a device known as the electron-beam microprobe, the mining industry has lately acquired a sophisticated new analytical tool that can dig out answers to a broad range of questions spanning all phases of mining activity. Essentially, the microprobe is a specialized X-ray fluorescence unit that makes it possible to obtain chemical analytical data for volumes as small as 1 cup. With this capability, it can be used both for determining the composition of small inclusions in rocks or metallic products and for monitoring changes in composition that proceed from a reacting surface. At the Research Center of Kennecott's Metal Mining Division, this versatile probe has successfully solved problems in mineral operations ranging from exploration through refining. A few instances of how the probe has been applied at the Center are presented here. ELECTROLYTIC zinc produced from sulfate solution and, with pure lead anodes is always contaminated with a small and varying percentage of lead. The purpose of this investigation is to determine the characteristics of several lead alloys and their influence on the products of electrolysis and power consumption. The study of alloyed anodes has been a matter of interest for some years. Tainton, Taylor and Ehrlinger prepared a highly interesting paper1 on this subject a year ago, in which the effects of silver-lead and some ternary alloys of lead-silver-tin were described. The present paper describes a study of various combinations of 10 metals. The general plan of the work provides for the fabrication of the alloyed anode, its adequate conditioning by preparatory electrolytic operation, the production of cathode zinc and its analysis, the determination of the anode polarization, and other features. A list of the anodes tested, showing composition and polarization at various current densities together with the lead assay of the cathode zinc, is shown in Table 1.

The week of Sept. 22, will be a week of convocation of societies in Chicago with the exposition of Chemical industries. The American. Institute of Mining and Metallurgical Engineers will occupy the stage for most of the week, American Ceramic Society meets on Wednesday, the American Electrochemical Society on Thursday, Friday, and Saturday, and the Technical Association of Pulp and Paper Industry from Wednesday to Saturday. There will also be a symposium upon Safety in the Plant and Mine under the chairmanship of M. L. Leopold, Safety Engineer of the U. S. Bureau of Mines, and in the evening after this sleeting-which will occupy an entire afternoon-there will be shown a series of motion pictures of safety work in plant, field-and mine. The motion picture program will consist almost entirely of films now being made. Even in motion pictures, the Exposition is outstanding as the place of introduction to the public of the newest and most recent developments. Each improvement of the projectoscope in motion-picture projection has been reserved for first public demonstration at the Exposition. Mention cannot be made of the new exhibits that are engaged for the Exposition, other than to say that the electric furnace will be in operation. These will give, probably for the first time, men of science an opportunity to see and compare the various designs and judge them for the various work to which they are applicable.

A major problem whose importance touches the entire underdeveloped world is how to reconcile the demands of nationalism with the requirements of the international economy. Chile's copper industry presents a study of how one such accommodation has been slowly, if precariously, evolved. The dependence of a low-income country on the international economy presents, on the one hand, opportunities for speeding up the rate of development and, on the other, imposes a set of constraints on national behavior. Nationalism may be indispensable in motivating low-income countries to bear the economic costs and absorb the social changes involved in modernization, but it may also inhibit the acceleration of economic growth by its failure to come to terms with the international economy. Nationalism is a two-edged sword. An outstanding feature of Chile's economy since the mid-1920s has been its considerable dependence on the export of a single primary commodity- copper. Moreover, the affiliates of two US.-owned firms-the Anaconda Co. and the Kennecott Copper Corp.-have dominated Chile's copper industry, a fact which from time to time has posed conflict between that nation's long-range economic opportunities and more immediate political realities.

Since the blast Fired August 15th, 1878, which was described by Mr. Clark," and up to November, 1881, we have fired three smaller blasts, one in the southwest corner of the quarry and two in the buttress of rock left standing by the first blast near the mouth of the main gangway. We intended to keep an exact account of the stone thrown down by each blast, but the large quantity required by the furnaces since the beginning of 1879, and the time taken up by more important matters, have caused this to he neglected, so that it is not possible to separate exactly the cost and quantity of stone obtained during this time by the old method from that furnished by the large blasts; yet as the latter quantity has been much greater than the former, some notion of the value of the large-blast plan may be reached by comparing the figures from September, 1878, to November, 1881, with those for times when the old system was exclusively used. Since 1878 wages have been raised, lowered, and again raised, and to get a year of sufficiently large production for fair comparison it is necessary to go back to that ending April, 1872, when wage? and supplies were different from present prices and from those of 1878,.

The greatest difficulty in choosing solutions to environmental problems ill a free market economy (such as ours) stems from two factors: adverse effects of pollution are largely external to the producer, and expenditures made that improve the environment result in benefits that are free to all, These two factors are sufficient to explain why the solution to many environmental problems is to be found in public action. Such action is most likely to be economic- ally efficient if it can be carried out so that industry retains the freedom to make decisions based on the free market. Two examples-a zoned discharge fee and innovation of recycling systems-illustrate the type of changes in the mineral industry that would lead to an improved environment. The first requires that ownership of the relevant public resources be vested in control agencies. The second indicates that profit opportunities existing in solid waste recycling should facilitate innovation. Both concepts can reduce environmental loadings but will require imaginative thought from persons in the mineral industries.

The Los Alamos National Laboratory was involved in an oil shale fragmentation research program in cooperation with a Consortium of industrial companies to investigate the feasibility of using modified in-situ (MIS) recovery of oil from oil shale. Field tests were conducted at the Anvil Points Mine, Colorado, in the thick oil shale beds of the Green River formation. Part of the program included obtaining data about fragmentation by instrumenting the tests with accelerometers, velocity gauges, and the CORRTEX technique (Continuous Reflectometry for Radius versus Time Experiments). Some of the rock motion data from accelerometer and velocity gauges is presented, along with some conclusions. In addition, the signal recording system is briefly explained. The CORRTEX technique is discussed, and some results on explosive performance and stem behavior using the method are discussed.

A special meeting of the Alaska Mining and Engineering society, held at Perseverance Mine of the Alaska Gastineau Mining Co. on Mar. 17, 1017, was attended by 46 members and about 80 guests, among whom were members of the Alaska Territorial Legislature. After an interesting trip through the mine in the afternoon, the members and guests assembled for dinner at the Perseverance Dining Room. After the dinner G. T. Jackson, assistant manager of the company, as president of the society, called the meeting to order. After the reading of the minutes, he welcomed the guests and then gave a short history of Perseverance Mine. B. L. Thane, manager of the company, briefly out-lined its general organization. The following papers were read-by members of the society and members of the staff of the Perseverance Mine: "The Organization of the Mine Staff and the Methods of Mining," by B. B. Nieding, Mine Supt.; "Tramming Equipment and Costs," by R. R. Van Valkenburgh; "The Surveying of the Mine," by R. L. Healey, Mine Engineer; "The Electrical Equipment of the Mine," by W. S. Pullen, Supt., of Power Supply; "The System of Mine Accounting, "by E. J. Doherty, Mine Accountant; and "The Mine Buildings," by D: J. Argall, Asst: Mine Supt. M. T. Tolch, Transportation Supt., described briefly the general transportation of the ore to the mill and the equipment used.

Both drilling and production in Rumania showed increases in 1934 over 1933. The drilling totaled 1,138,000 ft. and production 63,500,-000 bbl., being increases of 50 and 15 per cent, respectively. During the year production gradually increased from 155,000 bbl. per day in January to 180,000 bbl. in September, and then declined slightly to the end of the year. The increases were largely due to competitive drilling in the Gura Ocnitei field (including west extension to Viforata). Wells completed during the year totaled 238, of which 215 were oil producers. The outstanding development of the year was the discovery by Steaua Romana of what appears to be a major field at Bucsani. Other important discoveries were a three-mile west extension of the Gura Ocnitei fault to Viforata and a five-mile east extension of the Moreni field to Calinesti. Strictly speaking, the latter cannot as yet be called an extension. Oil sands have been corded in the Meotic, and in all probability production will be established in 1935.
