The following resolution was passed by the Military Engineering Committee of New York on April 12, 1917. Copies are being sent to each member of Congress and to each of the five members in every State forming the committee representing, the five National engineering societies which carried on the industrial census under the direction of Howard Coffin. The Committee is urging every man to wire his Congressman and his Senator, asking him to do everything in his power to obtain favorable action by Congress on this resolution: Whereas in any large army to be created for the war, engineer troops will be needed in large numbers, and Whereas they should be officered by skilled engineers only, and Whereas the composition and training of such troops differ so much from the composition and training of non-technical troops that they should be organized under one central authority rather than under many scattered authorities. Now, therefore, be it resolved: That the members of the Senate and House of Representatives be requested to insist that all new units of engineer troops be organized and maintained by the War Department and not by the individual States.

Mr. Neilson was born Aug. 12, 1842, at Philadelphia, Pa., where he died Dec. 30, 1906. His business career began with his graduation, in the class of 1862, from the Polytechnic College of the State of Pennsylvania. For a short time after graduation he was instructor in mathematics at the college, and then became associated with Messrs. Booth & Garrett, chemists, of his native city. In 1867 he was sent to the Adirondack mountains to care for mining interests of the late Jay Cooke, and spent about three years there, operating the forges at Elizabethtown, Essex county, N. Y. He also prepared an interesting monograph on Catalan forges and their operations. In 1868 he published a chart showing the material progress of the United States, and the cost of certain staple products during a series of years, which is believed to be the first of its kind issued in this country. In 1870 he made a trip to the Pacific Coast, prior to entering the service of the Pennsylvania Steel Company.

WHEN Agassiz and his party of geologists commenced their exploration of the interior of Brazil and the Amazon region, one of the first and, to the last, one of the most novel and striking phenomena which met them everywhere was the great depth of decomposed or partially decayed rock in situ, which mantles, and for the most part conceals, the underlying strata. The same facts strike all geological observers from the North who happen to penetrate the middle and southern latitudes of the Atlantic States. The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society, but the name has 'now been changed to one which more nearly reflects the real function of the corporation. THE use of cadmium as a base for bearing metals is one of the most interesting recent developments in this field. It has caused a strong demand for cadmium and a marked rise in its price. It appeared to the authors, therefore, that the situation might be relieved for users if accept-able substitutes could be developed. A preliminary investigation has revealed that to some extent mercury may be substituted for cadmium. Whether its use is justified cannot be stated at this time. Most of the authors' work has indicated that the addition of mercury to alloys of cadmium and nickel detracts from their desirable physical properties; but this work has not been extended to cover service tests, which might reveal that the addition of low percent-ages of mercury to the cadmium-base alloys would improve their per-formance. [ ] ST. JOSEPH Lead Co., is entering the oil business. Andrew Fletcher, St. Joseph president, stated that plans call for a contract with the Continental Oil Co., to drill 11 exploratory wells. Six will be in Texas, one in southern Louisiana, one in northern Louisiana, and one each in California, Oklahoma, and Montana. St. Joseph is also negotiating a contract with the Zephyr Drilling Co., for wells in Wyoming and Colorado. St. Joseph is planning to drill another well on a 6000 acre plot in southern Illinois. Proxies issued before a special meeting of the board, said the new venture is not intended to change the general character of the company's business, or to involve a significant part of its resources. If gas, oil, or minerals are discovered in paying quantities, the company will develop and operate the deposits and dispose of the products for the joint account of Continental Oil and St. Joseph Lead. The mining company will contribute a proportionate share of the cost, but will have definite limitation of its obligation. The amendment to St. Joseph's certificate of corporation, passed by the board meeting, also extended the power of the company to include mining operations of all kinds.

DURING the course of the present investigation of alloy phases involving transition metals, phases were found in the systems Os-Ta, Os-W, and Ir-Ta. The (Os, W) phase was also recently reported by Raub.1 Pertinent information is given in Table 1. The approximate composition range of sta- bility was determined metallographically on arc-melted buttons that were annealed 72 hr at 1200°C and water quenched. X-ray powder patterns were obtained with a 114.6 mm diam powder camera using filtered copper radiation. The composition for (Os, W) given by Raub (66 atomic pct W) is in agreement with the composition range reported here. However, the lattice constants reported by Raub are: a0= 9.913±0.007, c/a= 0.515. The reason for the discrepancy between the lattice constants reported by Raub and those given here is not known. Acknowledgments The authors wish to thank M. H. Mueller and H. W. IT is not necessary to enter into a long discussion of ordinary bells, because every master carpenter or blacksmith knows how to make those levers with a crossbar that are called storks. This is nothing other than a board that has a thick and heavy head and looks more like a dolphin than a bird. This has a long tail in the form of a handle so that it makes a more powerful lever. As can be seen in every bell tower and other place where there are bells, it has, crosswise above the point where the cannon of the bell is fitted and fastened in, an iron bar which is arched and which has its two ends turned horizontally. IF it be admitted that the use of the metric system of measurement is desirable, and that it will be well, as urged by one of our engineering societies, to show upon all our plans or drawings a metric scale in addition to a scale of inches, then it becomes important to introduce some ready means of drawing these scales. For many present purposes it is quite sufficient to space off and to draw them with the common dividers and the right-line pen, but if the number of drawings made or copied in an engineer's office, and upon which scales must be shown, is more than two or three daily, then some more mechanical or automatic means should be provided. For a great majority of detail drawings, a simple transcript of the surface of a good two-foot rule would answer every purpose, and probably the best comparative showing of the metric scale would be made by drawing a line of millimeters close by the side of the line of sixteenths. Rock mechanics as a guide to a safe underground operation is gaining importance as more is under- stood of rock behavior under stress and of the competency of rock after blasting. The U. S. Bureau of Mines' Twin Cities Mining Research Center and White Pine Copper Co. personnel undertook a joint research program recently to define how the rock adjacent to a newly opened underground working could be left as undisturbed as possible. The goal was to leave a competent structure which would tend to limit rock falls and thus decrease the incidence of fatalities from this greatest of all underground hazards. High-amplitude stress waves and borehole gases create a crushed zone in the rock, the thickness of which is about equal to the borehole radius. Beyond the crushed zone, additional structural damage occurs to the rock from the microstructural level up to visible fractures that may extend several feet. This type of rock damage near the final excavation lines reduces rock strength and increases the possibility of failure of the openings from subsequent vibrations or stresses.

[ ] For President-Elect Leo F. Reinartz has been nominated for the Presidency of AIME in 1954. Mr. Reinartz is now vice-president, special operating development, Armco Steel Corp. He was born in East Liverpool, Ohio, and graduated from the Carnegie Institute of Technology as metallurgical engineer. He joined Armco in 1909 as a chemist and then became open hearth foreman; assistant superintendent, open hearth dept.; superintendent, open hearth dept.; assistant general superintendent; works manager, East works; manager, Middletown div.; and assistant vice-president, successively. Mr. Reinartz has been active in many technical societies and delivered papers before several. He has been the recipient of the Alumni Award from Carnegie and holds life honorary membership in the AIME National Open Hearth Conference. One of the organizers of the National Open Hearth Conference, Mr. Reinartz was Chairman, Executive Committee (1927 to 1946) and is presently Chairman of its Finance Committee. In October 1951 he was an American Conferee at the First World Metallurgical Congress held in Detroit. An AIME member since 1925, Mr. Reinartz has been active on numerous committees of the Institute.

Thirteen Directors, the Secretary, and seven guests were present. The formation of a Philadelphia. Section was discussed. The proposed rules for admission of additional societies to membership in Engineering Council were approved. An invitation was extended to the American Institute of Metals to become affiliated with the Institute upon the general terms proposed in the report of the Joint Conference Committee of the American Institute of Metals and the American Institute of Mining Engineers. The request of the Iron and. Steel Committee to hold a meeting in Milwaukee during the week of Oct. 7, 1918, was granted. The reports of the Treasurer and Finance Committee were accepted. A change in the By-laws was proposed. Thirty Members, two Associates, and four Junior Members were elected. The status of two Junior Members was changed to Member. The resignations of seven members were accepted. The clues of two members who are on active duty at the front were remitted. One member was reinstated to membership.

The suggestions of the members of the Institute are very much desired by-the Committee on Nominations prior to deciding upon its nominations to fill the places of those officers who retire early in 1917. The Committee must make its final report to the Board of Directors early ill October. The members are, therefore, -asked to send in promptly their suggestions for Directors as well as for Vice-Presidents and President. The Committee hopes to hear from a large number of the members. The officers to be elected at the annual meeting in February, 1917, are: One officer, known as Director and president. Two officers, known as Director and Vice-President. One of the most unusual assignments in the his¬tory of Loffland Bros. Co. is now in progress with the drilling of a 72-in. diam. shaft in Nevada for the United States Atomic Energy Commission. Projected depth being 3200 ft, by volume, this is the same as a 216,672-ft hole 83/4 in. in diam. Every aspect of the operation is king-sized. The 15,000-lb bit moves into position over the well on a specially-made railroad car riding on rails 14 ft apart. The single drill collar weighs 300,000 lb, is 60 in. in diam., and 43 ft long. The drill pipe is 133/s-in. 72-in. N-80 casing fabricated with special tool joints. The bit chews up 1.05 cu yd of rock for every ft of penetration (This is equal to the volume of 67.71 ft of 83/4-in. hole.

A new departure of unusual importance in Institute annals was in-augurated by the trip of President Philip N. Moore to the Local Sections at Nevada, Southern California, San Francisco, Seattle, Spokane, Montana, Utah, and Colorado. Everywhere the visit of the President was the occasion of an enthusiastic and successful meeting, which is reflected in the account, published under the different Sections in this and other Bulletins. The President also joined the members of the Columbia Section in their visit to Nelson, British Columbia, at the International Mining Convention, which was attended by mining engineers of Canada and the United States. The President of the Canadian Mining Institute, as well as the officers and members of the Western Section also attended this convention. For full particulars we recommend to our readers the ac- count of this very interesting meeting, which is given on another page of this. Bulletin. It is believed that this is the first meeting between the mining engineers of America and any other country since America joined the Allies. The Secretary of the Institute accompanied the President at the first four meetings and was expecting to attend the others also, but was called home by a death in his family.

The experiences of exploration crews with mineral land acquisition could be graphed to show a correlation with the natural law that everything tends to become more so. A single step, such as that of taking a series of deep soil samples, is sometimes delayed until some sense can be made from floating unpatented claims which are obscure in orientation as well as position-placer claims, overlapping lode claims, location posts with empty Prince Albert cans and claims with no apparent assessment work for ten years. Add to this some patented claims without monuments, a state or federal withdrawal area which may or may not invalidate preexisting claims, a loosely defined tunnel site, and some ranchers who understandably resent the separation of surface rights from mineral rights.

After surveying the beneficiation techniques in the Florida phosphate field, it is apparent that optimum beneficiation of this ore is a difficult task. Due to continually changing grade, size distribution and basic nature of the ore, there appears to be no universal technique nor a single reagent entirely satisfactory for achieving optimum metallurgy under these dynamic conditions. Although no major change in the basic flow sheet has been made in the last 20 years, there have been many refinements of the process in recent years which have helped increase production, improve recovery, lower unit cost of operation and make the beneficiation of lower grade deposits economically feasible. Among the significant changes is the use of larger plants and equipment which has helped to increase production significantly. The use of cyclones has facilitated and reduced the cost of slimes removal in these large plants. There have also been several new approaches to the flotation of coarse phosphate that are mentioned in the text of this paper. Lastly, significant improvements have also taken place in the area of flotation reagents.
