History.—The making of iron and steel from the ores of northern Mexico was for years a favorite project of the late Don Patricio Milmo, upon whose estate large deposits of coal and iron were known to exist, and with whom Mr. Eugene Kelly, of New York, was associated. Several expert examinations of the property mere made for them; and when failing health forced Sr. Milmo to retire from active part in the matter, Mr. Kelly carried on the project and associated himself with Messrs. Vicente Ferrara, of Monterrey, Antonio Basagoiti and Leon Signoret, of the City of Mexico, and other leading citizens of Mexico, Monterrey and New York, who, in May, 1900, organized the " Compania Fundidora de Fierro y Acero de Monterrey," with a capital of $10,000,000. The main reason for locating the plant at Monterrey was, that a circle drawn with Monterrey as a center, and the distance from Monterrey to Laredo as a radius, will contain all the known Deposits of iron-ore of Bessemer quality, and the greater part of the available coal, in the Republic. Moreover, Monterrey is connected with all the Mexican trunk railwaylines, and thus with the Gulf of Mexico, and supplies, therefore, the conditions necessary for prosperous manufacturing, namely, cheapness in assembling raw materials and means for wide distribution of product. It also has a number of enterprising citizens, who have been successful in mining, smelting and manufacturing operations, and a sufficiently large population to supply the necessary labor. It is a matter of frequent record in the literature that manganese will desulfurize molten iron under proper conditions. Particularly has much been written with regard to this action in the mixer, and numerous reports have been published describing experiments in which advantage was taken of this phenomenon in order to obtain a purer iron for the open hearth. The question of sulfur elimination in the ladle has, however, received comparatively little attention. The reaction by which sulfur is removed is considered to be: FeS + Mn = MnS + Fe. The manganese sulfide, being but sparingly soluble in the iron, and of a lower density, will rise from the body of the metal and collect as a slag on the surface. It is therefore an action taking place solely in the metal, and independent of interaction between slag and metal. As will be shown later the presence of slag on the metal tends to offset the effect of manganese elimination. It is this fact which distinguishes desulfuriza-tion in the ladle from desulfurization in the mixer, for it has been shown1 that the amount of sulfur eliminated in the mixer is closely tied up with the composition of the slag. Experimental Procedure In order to ascertain the extent of and the factors controlling this elimination in the ladle, several casts were sampled carefully at the blast furnace and again when the ladles were being emptied, either at the mixer, open hearth, or foundry. THE thermal conductivity of aluminum alloys is of considerable indus-trial importance. This is particularly true in such applications as inter-nal-combustion engines where one of the principal reasons for the use of these alloys is their relatively higher thermal conductivity. In spite of this, relatively few data are available on this property of aluminum alloys. The reason is quite apparent to anyone concerned with the experimental determination of coefficients of thermal conductivity. This determina-tion, in theory so simple, is extraordinarily difficult if any high degree of precision is desired. Fortunately, some knowledge of the relationship between thermal and electrical conductivity has permitted the use of the latter physical property in deducing the relative approximate-values of the thermal conductivities of metals. This fundamental relationship, first enunciated by Wiedemann and Franz1 as applying to metallic elements and later shown by Lorenz to be applicable to alloys within a single metallic system, has been of service in the industrial application of metals. The electrical conductivity of metals is easily determined with a high degree of precision. It is, therefore, quite desirable that the relationship between electrical and thermal characteristics be determined with the greatest possible precision. This paper presents data on the electrical and thermal conductivities of a number of aluminum alloys of industrial importance.

(written discussion?).-Dr. Brokaw has evidently given a great deal of time and study to this phenomenon and his conclusions seem sound and logical. .Mr. Lee Hager was probably the first geologist of repute to attach any great importance to the occurrence of paraffin dirt in connection with the Gulf Coast oil-producing salt domes. The writer has been reliably informed that through his discussion, the idea was promulgated that the presence of this so-called paraffin dirt was one of the most important and reliable indications of the presence of an oil-producing salt dome. Despite very strong evidence to the contrary, Hager evidently still has considerable confidence in this theory, as brought forth in his discussion1 of Dr. Brokaw's paper. Halter here gives all the paraffin dirt occurrences known to him, and adds, "Fifteen of these localities, including practically all of the greatest fields, have produced oil in some quantity." . The acceptance of the list of occurrences as submitted by Hager depends upon what material we are justified in including under the term "paraffin dirt." If we agree to a broad classification, whereby paraffin dirt is. to include all spongy, earthy, decomposed, vegetable material, or spongy soil impregnated with the same, then Haggler's list will have to be not only accepted but perhaps enlarged. On the other hand, if we confine ourselves to a strict interpretation of the substance known as paraffin dirt, based .upon typical occurrences, general understanding, and application, several of Hager's occurrences will be seriously questioned by many geologists. There has been no noteworthy increase in production during 1935; but, on the other hand, there have been ample manifestations of a considerable increase in interest and activity in connection with petroleum prospecting. The Lakes Entrance field, in the State of Victoria, on the coast some 120 miles east of Melbourne, remains the only actual producer; and this production, consisting of lubricating stock devoid of light fractions, is very small in amount. Arrangements have been completed under which a series of "scout bores" for structure testing in the region of Lakes Entrance will be sunk by the Government of the State of Victoria, assisted by a subsidy from the Federal Government. Prospecting In the State of New South Wales, brilliant geological research in very difficult country, carried out by geologists of Oil Search Ltd., has revealed several previously unsuspected domal structures in the Sydney-Newcastle coal basin. These have been mapped in detail, and a test well is being sunk at Kulnura, 10 miles west of Wyong and 40 miles north of Sydney. At the date of writing this well has reached a depth of 1250 ft., 10-in. casing having been set at 1248 feet. Superficial formations consist of the Hawkesbury sandstone and Narrabeen beds of the Hawkes-bury system (fresh-water Triassic). It is anticipated that the upper coal measures of the Kamilaroi (Permo-Carboniferous) will be entered almost immediately. The objectives of the drilling are the upper and lower marine beds of the Kamilaroi system, which are regarded as promising as potential source—and reservoir—beds for oil. At Mulgoa, 30 miles west of Sydney, a bore is being sunk by the same company, Oil Search Ltd., to test for natural gas on a well defined structure located by the company's geologists. Noteworthy flows of gas have been encountered, but nothing approaching a commercial supply has been struck. It is considered probable that the gas has been derived

In 1034 the Southern Experiment Station of the U.S. Bureau of Mines in cooperation with the University of Alabama began an investigation of the availability of kyanite ores as a source of raw material for the manufacture of refractories. Under this program, gravity concentration and flotation tests have been made on two varieties of Georgia kyariite ore, mica schist and massive. Most of the attention has been directed to the mica schist ores, as they are more widely distributed and seem to offer greater economic possibilities than the massive ores. It is evident that the preparation of kyanite for use as a refractory material involves other considerations than the mere elimination of impurities. A concentration process that eliminates impurities satisfactorily may have to be followed by some additional treatment, since the final product must be of a coarseness and size ratio that will make it suitable for refractories manufacture. So far in the investigation at the Southern Experiment Station of the U.S. Bureau of Mines only the concentration problem has been considered, and this paper is intended as an interim report. Ores The schist ores contain 1 to 9 per cent of kyanite crystals embedded in mica and quartz, with smaller amounts of graphite, garnet and iron oxide and minor amounts of other heavy minerals. The garnet content varies from a trace to a few per cent. The minerals are easily released by moderate grinding. The size of the kyanite ranges from fine needles to crystals 1 1/2 in. long, 1/2 in. wide and 1/4 in. thick. The garnet, quartz and iron oxide grains have a smaller mean mesh than most of the kyanite. The maximum size of the garnet crystals corresponds to about 14 mesh and that of the sand grains is considerably less. Most of the iron oxide is still finer, for the minus 100-mesh size is greatly enriched in Fe²O3. The massive ore consists of radiating masses of kyanite interlocked with quartz, mica, corundum and small amounts of other heavy minerals.

The attempts of British investigators to arrive at definite knowledge concerning the nature of the nitrogenous constituents of coal have been mainly made through studies of the behavior of coal on carbonization and gasification. There have been carried out numerous determinitions of the distribution of nitrogen in the products of carbonization under laboratory and large-scale conditions; and by a careful consideration of the extent to which nitrogen is liberated, say as ammonia,. at different temperatures and under different conditions of operation as regards atmosphere, it has been possible to form some general notions as to the nature of the nitrogenous compounds present in the coal; and at the same time to arrive at clearer ideas as to what are the important operative factors in determining the ammonia yield under working conditions. This work has been spread over many years and is summarized below. The difficulties of connecting the results in such a way as to allow of the nitrogenous constituents of the coal being described in terms of specific organic structure are great. They arise, for example, in the carbonization process, because the phenomena of decomposition observed at any one temperature can only refer to compounds decomposing at that temperature, each of them with a previous history of chemical transformations occurring at lower temperatures. To put it in &other way, the compounds occurring in the coke at any stage are not in the least likely to be those present in the original coal. The same difficulty, in a milder form, occurs when the method of differential solution is attempted. There is always the preliminary question, almost impossible to answer, as to how far the separation by the use of the solvent has involved some form of decomposition of the original compounds. In the following summary, an attempt has been made to bring together results obtained by British workers.

THE hot-milling process for reconditioning rock-drill bits is not new. It has been employed by a few mines for years and in the past decade it has been widely adopted, as its advantages have become better known. Because of the extensive commercial development in England and Canada of machines to operate on this principle, general acceptance has been largely in the British possessions and until recently has been chiefly in the field of conventional steel. In the past two years there has been a definite trend toward hot-milling of detachable bits in Canada, t but only in the past year has any considerable attempt been made to build special machines for this type of work. Generally a machine designed for con-ventional steel has been used and special holders employed to manipulate the bit. As early as 1934 at least one operator in the United States had adapted hot-milling to conventional steel with a substantial saving in resharpening costs. Several other operators have taken it up but there has been no widespread adoption of the method in this country by users of conventional steel. This may be partly explained by the fact that until recently no American manufacturer produced this equipment and operators have been obliged to build their own hot-millers or import them. Several years ago a few machines were built in Seattle, Wash-ington, and operated in some mines in the northwest, but, for reasons not generally known, the effort was abandoned.

The ultimate test of a business strategy is whether it achieves the owner's objectives. Most shareholders are interested in growth and profits, and share values on stock exchanges are very often closely correlated with profit growth and profitability measured as return on equity (ROE). Strategic management, then, involves managing investments or resource allocations to optimize long-term growth and real return on equity, within reasonable limits of risk. Figure 1 shows a plot of the five year, weighted average ROE of a number of communications companies against their stock market valuations in 1983, measured as a ratio of market value to book value. The principal explanation of the differences in the relative valuations of the individual stocks is historical ROE, weighted toward the most recent years. Further analysis demonstrates the added importance of growth in explaining the differences in stock market to book ratios. [ ] Research conducted by Booz Allen and others in recent years suggests that the relationships between ROE and market to book multiples hold true in industry after industry. Furthermore, we have found that in assessing business strategies for companies in these industries, the analyses should focus on whether proposed strategies are likely to lead to consistent long-term growth in real ROE, without excessive leverage. Our research also reveals, however, that these approaches to strategy assessment are not consistently applicable in the natural resource extractive industries. Figure 2 shows a similar comparison of market to book values against five year average ROE for a group of nine mining companies in 1983. Market value of the shares shows little correlation with ROE. ILLINOIS supplies coal to seven states in the Upper Mississippi Valley -Illinois, Missouri, Iowa, Minnesota, Wisconsin, and portions of the Dakotas, Nebraska and Kansas. In this same area are marketed large quantities of coal from West Virginia, Kentucky, Pennsylvania, and else-where; fuel oil from the crude petroleum supplies of the Mid-Continent fields, and natural gas from Louisiana, Kansas and the Texas Panhandle. The boundaries of this "Illinois coal-market area" are determined by competition from other coal fields and from other forms of fuel. Within the area so described 90 per cent of Illinois coal is marketed. Thus in the Southwest, an abundance of fuel-oil supplies and natural gas domi-nates the market almost to the exclusion of coal. The westward move-ment of Illinois coal in Kansas, Nebraska and the Dakotas is met by an eastward flow of high-grade coals from Colorado, Wyoming and Montana. In the lake-shore counties of Minnesota and Wisconsin, the market is dominated by Appalachian coals, cheaply carried over the Great Lakes and reaching the ports of Lake Michigan and at the head of Lake Superior. Illinois coals find their largest market in the southern and western sections of these two lake states. Only small quantities of Illinois coals are shipped east of the state line. This market area is occupied entirely by the neighboring coal fields of Indiana and the Appalachian coal fields in Ohio, West Virginia, Kentucky and Pennsylvania.

THE liability for damages to the surface caused by subsidence is an ever present threat in all underground mining. In ordinary lode mining, this threat rarely materializes into an action, due to the method of mining metaliferous ores, the dip of the veins, and the nature of the ground itself. In the mining of coal, however, this threat is very real. The coal frequently lies close to the surface, in beds underlying large areas of land the surface of which is suitable for agricultural or urban development. Furthermore, the coal is generally mined by the "room and pillar" method and when the pillars of coal are removed, the subjacent support is destroyed. This question of the duty of surface support has now become a very live one in Colorado. What was waste prairie land a few years ago, has become valuable agricultural land dotted here and there with growing towns. Frequent references. will be made here to Colorado conditions and adjudicated cases, but those conditions and cases and the conclusions to be drawn therefrom are equally applicable to all coal-mining states. Briefly stated, the question: is "Does the owner of the substrata or underlying mineral owe any duty of surface support to the owner of the superjacent strata or surface?" There is no absolute duty of support owed by the mineral owner and this assertion is made with full knowledge of numerous expressions to the contrary by courts of Pennsylvania, Illinois, Colorado and other coal-mining states. Whether or not any duty exists depends upon the circumstances surrounding each case, and since in the nature of things those circumstances are rarely identical, there can be no absolute rule.

PUBLIC discussions of mine finance in the tech-nical press have been confined mainly to methods of providing funds for the development of pros-pects or other mining operations which have not reached the stage of productivity. The application of modern financing methods to mines which have behind them a successful record of net earnings has, for some reason, been given scant consideration by mine owners and managers. In a few conspicuous cases, such for example as the Anaconda Copper Mining Co., Chile Copper Co., and one or two others, industrial finance has been applied to mining operations on the scale and after the fashion of other operations. When extensions are needed re-course is usually had, however, to the sale of common stock, with the obvious disadvantage of diluting the holdings of every stockholder of record prior to such financing. In some cases, it has been sought to over-come this disadvantage by issuing stock purchase rights to shareholders of record. If the stockholder is in a position to acquire additional stock, he may then pre-serve his interest intact, otherwise he must suffer a dilution of his holding. If he purchases additional stock he is, from one point of view, paying more for his in-terest than he bargained for when he made his original purchase. In many cases development and equipment are paid for out of surplus or current earnings. It is sometimes most difficult to explain to a manager why he can afford to borrow money when funds are available from a sur-plus account. Nevertheless, industrial enterprises with adequate surplus accounts often finance new construc-tion by the issuance of bonds. Such a procedure enables the company to maintain its surplus intact, and to con-tinue the payment of dividends during a temporary period of unusual expenditures.

IF the ball mill is considered only from an energy standpoint, it can be thought of as a converter of kinetic energy into heat energy and surface energy. The law of the conservation of energy must apply to the ball mill as it does to any machine or process in nature. The heat energy output of the ball mill is apparent to any casual observer of the operating mill since the outflow pulp will be appreciably warmer than the inflow water and rock. The rock in the ball mill is crushed by shearing of its ionic bonding caused by some impact-induced stresses beyond the elastic limit. As the bonds holding the mineral crystal lattices together are ruptured, new surface area is created on each unit of which a definite number of unsaturated bonds exist. Such unsaturated energy of bonding may be termed the "surface energy," and is a potential energy figure. This created energy was withdrawn from the ball mill system and represents an absorption, or disappearance of heat. To reduce the size of the rock, surface area must be created and with it the at- tendant characteristic surface energies of the minerals concerned. Thus the creation of surface energy, from an energy viewpoint, is the creation of useful work by the ball mill. Because of the controversial nature of the energy efficiency figures for modern operating ball mills, it seemed worthwhile to approximate the ordinary magnitude of such efficiencies from the above viewpoint. This was done by an energy balance of the three aforementioned forms of energy, kinetic, heat, and surface energy, for two 9Y2x10-ft grate-type ball mills grinding cement raw materials. Kinetic energy input to the balls was approximated as closely as possible while the heat energy output was measured by means of a thermometer and water and rock flow rates. The assumption was made

THE continual improvements in. the two extremes of the drilling, unit, the drill and bit, have prompted critical examination of the drill steel, the weak link of this drilling unit. Obviously, little is to be gained from the betterment of the drill and bit if the drill steel which transmits the force needed for drilling from the machine to the bit cannot stand long hard service. The technology of the bit has advanced from the integral type to steel detachables, thence to the tungsten carbide insert. The carbide insert is the most significant advance in the bit, bringing it to the level of a machine tool with its performance records under constant surveillance. Long steel changes have become advantageous because the carbide bit will drill greater footages without replacement than did the steel bit: The development of the tungsten carbide insert opened new fields of endeavor in drilling with percussion drills here- to fore known, but limited by the steel bit. After the introduction of the tungsten carbide bit, drill manufacturers began promotion of long feed shells, lighter drifters and stopers, and easily handled auxiliary equipment. Ultimately this promotion of better equipment was intended to increase the bit-against-rock time of the drill shift. Advantages of the uninterrupted drilling period of a long steel change and faster setup time of lighter drill machines are lost when the shank fails in the machine, rod failure requires continual changing, or the bit breaks off in the hole. In my last report on Petroleum in Burma and India1, details were given of production and development up to 1932. It was pointed nut, that the only statements available for Burma were those published officially by' the Government of India in the Annual Review of the Mineral Production of India (Records of the Geological Survey of India), which are issued about 10 or 11 months after the close of the year. Operations in Burma are almost entirely in the hands of three companies—the Burmah Oil Co., the British Burmah Petroleum Co. (with its subsidiary, the Rangoon Oil Co.) and the Indo-Burma Petroleum Co.—and these companies preserve a policy of secrecy, so that details are not available of new wells, depth, wells abandoned, or of other figures, except in so far as the Government considers it advisable to publish the information in its possession. GeneRal Developments in 1933-1934 As predicted in 1933, there have been no spectacular developments and no new fields have been discovered. Nor are there any new indications of a likelihood of fresh discoveries. The policy of extremely careful exploitation. has been continued and intensified; production is being maintained at an almost steady level and can be so maintained for many years to come—indeed, it is the policy of the leading company to permit refinery and local market requirements to dictate the production required. Contrary to experience in practically every other part of the world, India has shown a slightly decreased demand for petroleum products—especially kerosene, but also for gasoline. The increased use of electricity would explain the lower demand for kerosene, but the falling off in the demand for gasolinc can only be attributed, according to the Chairman of the Burmah Oil Co., to the depression and to the incidence of heavy taxation. In India (including Burma) as a whole, production was 305,018,751 Imperial gallons in 1931 (8,714,822 U. S. barrels); 308,606,031 Imp. gal. in 1932; 306,009,022 in 1933 and is estimated at 308,000,000 in 1934.

The production of oil in Colombia during 1933 was at the lowest level since the completion of the loop of the Andian pipe line in 1927. The commercial production amounted to 13,157,641 bbl., all of which was produced from the Infantas and La Cira structures of the Tropical Oil Company. One of the most important developments was the discovery of what may be commercial production on the Colombian Petroleum (Gulf) Company's Tarra anticline on the Barco Concession in eastern Colombia near the Venezuelan border. This promises to become the second commercially productive area developed in Colombia and, perhaps, one of major importance. Applications made in 1931 for concessions under the new Colombian petroleum law were ratified covering the Putana application of the Tropical Oil Co. and others of local Colombian and French interests west of the Carare River. On none of these concessions has any development work yet been initiated. South American Gulf Oil Company The following information covering the activities of the South American Gulf Oil Co. was furnished by E. S. Bleecker, chief geologist of the company. Magdalena Valley.—No development work was undertaken during the year either on the Valenzuela property acquired from the Colombian Syndicate or on the lands obtained from the Leonard Oil Development Co. near the Sogamoso River. The Valenzuela property was relinquished and a portion of the material was removed therefrom to the Leonard property near by. Colombian Petroleum Co.—The Colombian Petroleum Co., controlled by the Gulf interests, pursued an active development campaign on the Chaux-Folsom or so-called Barco Concession in the Department of North Santander. The drilling of the first well was begun early in the year on the north Petrolea dome of the Tarra anticline and at 490 ft. a heavy flow of oil, gas and salt water was encountered. On blowing in unexpectedly, the well caught fire, and after being extinguished was controlled only by pumping large quantities of cement into the formation and plugging the well. THE petroleum industry of Indiana made somewhat notable progress during the year 1923, considering the number of handicaps it encountered. The price of labor and materials continued to have an upward slant while the price of crude oil took a decidedly downward course. In spite of these adverse conditions, the quantity production will closely approximate that of 1922, when it passed the million-barrel mark. The progress of the industry in Indiana should be considered fairly satisfactory as long as the present production is maintained. In other words, if the loss of production from the waning old wells can be offset by the production from the new for a period of 10 or 15 years longer, the industry may have cause for congratulation. SUB-TRENTON INVESTIGATIONS In recent years a number of tests of strata lying below the Trenton limestone have been made in Indiana. Several of these tests were completed in 1923. Indications of oil were reported by drillers from several horizons below the Trenton. The most satisfactory of these came from the St. Peter sandstone lying immediately below the Trenton limestone, but no production has yet been obtained from any of the Sub-Trenton horizons. Glen Valley Wells.-Two wells in Marion County were drilled into the St. Peter sandstone, 1 mi. north of Glen Valley and 9 mi. south of Indianapolis. About 30 ft. of sand saturated with a dense asphaltic oil was found in the upper part of the St. Peter sandstone in one of the wells, which contained about 10 per cent. of the light oils, or more easily volatile constituents, and about 90 per cent. of a dark, dense, asphaltic residue. The oil resembled the residue of an asphaltic petroleum from which the more volatile oils had disappeared.

In 1034 the Southern Experiment Station of the U.S. Bureau of Mines in cooperation with the University of Alabama began an investigation of the availability of kyanite ores as a source of raw material for the manufacture of refractories. Under this program, gravity concentration and flotation tests have been made on two varieties of Georgia kyariite ore, mica schist and massive. Most of the attention has been directed to the mica schist ores, as they are more widely distributed and seem to offer greater economic possibilities than the massive ores. It is evident that the preparation of kyanite for use as a refractory material involves other considerations than the mere elimination of impurities. A concentration process that eliminates impurities satisfactorily may have to be followed by some additional treatment, since the final product must be of a coarseness and size ratio that will make it suitable for refractories manufacture. So far in the investigation at the Southern Experiment Station of the U.S. Bureau of Mines only the concentration problem has been considered, and this paper is intended as an interim report. Ores The schist ores contain 1 to 9 per cent of kyanite crystals embedded in mica and quartz, with smaller amounts of graphite, garnet and iron oxide and minor amounts of other heavy minerals. The garnet content varies from a trace to a few per cent. The minerals are easily released by moderate grinding. The size of the kyanite ranges from fine needles to crystals 1 1/2 in. long, 1/2 in. wide and 1/4 in. thick. The garnet, quartz and iron oxide grains have a smaller mean mesh than most of the kyanite. The maximum size of the garnet crystals corresponds to about 14 mesh and that of the sand grains is considerably less. Most of the iron oxide is still finer, for the minus 100-mesh size is greatly enriched in Fe²O3. The massive ore consists of radiating masses of kyanite interlocked with quartz, mica, corundum and small amounts of other heavy minerals.

COBALT is a silvery white metal with a slight bluish cast. It strongly resembles nickel in its appearance and properties, notably its resistance to corrosion, although its alloys with other metals differ decidedly in their properties from those of nickel. The name "cobalt" was derived from the German Kobold, meaning goblin, and this came to be applied to the cobalt minerals which, although they resembled ores, did not readily yield metal when smelted by the primitive processes available in the Middle Ages. Cobalt minerals were used as pigments by potters and glass- workers before the Christian era. Cobalt blue glass was found in the tombs of the Egyptians and in the ruins of Troy, and many colors used by the ancient Greeks and Romans contained cobalt. The ancients were entirely unaware that the colors they used were caused by cobalt and the metal itself was not isolated until about the middle of the eighteenth century, by Brandt, although the preparation of cobalt compounds had been carried on in a small way ever since the opening of the silver-cobalt deposits at Schneeberg, Germany, in 1470. By the middle of the nineteenth century, several firms in England were engaged in the refining of cobalt products and the consumption of cobalt oxide in the British ceramic industry in the year 1866 had reached 67,000 lb.
