IN an engineering fashion we have made an assay of the engineering profession, using as a. sample the engineers listed in "Who's Who in America" (1928-1929). We are aware that some will say it is an unfair sample; that it came from the best mine. This is readily admitted, with this qualification: that all engineers and architects by virtue of their training and experience have been freed of most of the dross to which mankind is heir. They are -a selected group to begin with, having all the potentialities those in the sample possess. We are also aware that some will say a part of those included in the sample are not engineers. Our answer to that criticism is this: An engineer is no less an engineer because for the time being he is president of a bank, a university, an opera company, or a hotel company. Moreover, he is no less an engineer because he is a governor of a commonwealth, a United States senator, a member of the Cabinet, or the President of the United States.

THE luncheon of the Milling Methods Committee in the Engineers' Club, on Feb. 16, was distinctly a social affair, although several matters of a non-milling nature were fruitfully discussed. The session* on Milling Methods, the same afternoon, attracted a gathering which overtaxed the capacity of the Board Room on the fifteenth floor. Galen H. Clevenger presided, with the moral reinforcement of Charles Butters. As all papers were available in printed form, and since synopses have appeared in MINING & METALLURGY, it is unnecessary to cover the contents of each in detail here. The first paper (T. P. 410), by Leaver and Woolf, on the "Flotation of Minor Gold in Large-scale Copper "Concentrators," was excellently summarized by R. S. Dean of the U. S. Bureau of Mines, who stressed the -very definite action of lime as a depressant of gold, and showed how the authors had worked out the best conditions of alkalinity, pH concentration and reagents for -optimum recovery of gold along with base metals, especially where lime had to be used to depress pyrite. No discussion was evoked.

IN RESPONSE to a request from the president- elect of the Institution of Civil Engineers of Great Britain, Mr. Calvin W. Rice, secretary of the American Society of Mechanical Engineers, prepared a brief history of the joint activities of engineering societies in the United States, from which we have taken the following facts. National Societies Our first joint activities were in collection with the celebration of the eightieth birthday of "Uncle John" Fritz in 1902, and it is of interest to note that two of the members of the original celebration committee, Messrk. . Ambrose Swasey and Jesse Merrick Smith, will be members of the official deputation to England in June. Mr. Rice, also,' was .a member, of the original committee.

FAR NORTH, on the bare Arctic tundra, 11 mi. above the mouth of the Keewalik River where the latter discharges into Kotzebue Sound. several ., Eskimos garbed in parkies and muck lucks mingle with a small group of similarly clad white men. All of them shield their eyes from the white glare of the arc as a gasoline-driven arc-welding set rains molecules of metal on the break in a bull wheel, the large gear wheel which swings the boom and cab of a dragline shovel.

THE non-ferrous alloys have been placed in the same class with steel by metallurgical research on hardening, and hardenable alloys of all metals except zinc are now manufactured. The hardening of the non-ferrous alloys is accomplished by a process of heating, quenching and ageing. R. S. Dean, head of the research department of the Western Electric Co., told of the results of this research in 'a lecture on "Recent Advances in the Art and Science of Fabricating Metals," given before the Missouri Mining and Metallurgical Association on Jan. 24, 1929.

DEPLETION of anthracite resources in Lackawanna County, Pennsylvania, has forced the recovery of coal tracts formerly considered unminable. Chief among these are the large areas of outcrop coal lying on a heavy pitch on the mountain sides, abandoned thirty or forty years ago as too costly and too hazardous to mine. The old companies, in many instances, stopped their chambers 80 or 100 ft. hack from the actual outcrop, and then dropped back another 100 ft. before starting to rob the pillars, thus leaving large areas of coal. Recovery of this coal naturally leads to mining hazards not encountered years ago. The first step is to sink a slope from the surface with the pitch of the vein, and then drive counters across the pitch as close to the robbed area as proper protection for the lower side of the -counter will permit. Next, the old chambers are advanced or new ones driven in the solid, as the conditions require. As these chambers approach the outcrop the real safety work begins-that of preventing the miner from being buried or locked in by an avalanche of mud.

THE year 1936 has seen rehabilitation of many plants which had been closed or severely curtailed. The Steptoe smelter of the Nevada Consolidated Copper Co. has been transformed by a rearrangement of the flow of material and utilization of mechanical handling to a maximum. The Phelps Dodge Corp. reports the construction of newer and better reverberatories at the Copper Queen smelter, and of particular interest, a single high-pressure waste-heat boiler placed directly over the uptake. There has also been a complete reconstruction of the smelter at the Laurel Hill plant of the Nichols Copper Co.

SOME extension of flying service to the mining industry occurred in 1938, particularly in Canada, where freighting activity radiated from Edmonton into the new northern mining districts. Again the airplane demonstrated its usefulness in getting new equipment rapidly into the field and in decreasing shutdown time while waiting for repairs. An 18-ton Caterpillar tractor with shovel attachment was disassembled, brought in by plane, and placed in operation at Berens River, Ont., within seven days after its de- livery at Winnipeg. At Central Patricia a mill breakdown required the replacement of a full mill head and trunnion with ball bearings, weighing 2700 lb. The Canadian Airways Junkers, termed the "flying boxcar," was called in from Yellowknife, 1300 mi. away, and the new installation was completed three days later.

A REGULAR meeting of the Executive Board 'of American Engineering Council was held in the Onondaga Hotel, Syracuse, N.. Y., Feb. 14, 1921, with the president, Herbert Hoover, presiding. Reports of committees were presented and acted upon as follows: ENGINEER ON INTERSTATE COMMERCE COMMISSION The second meeting of the Committee was. called because it was represented to the Committee' on Pro¬cedure that the American Society of Civil Engineers, the American Association of Engineers, and the Ameri¬can Institute of Consulting Engineers were anxious to have President-elect Harding appoint an engineer to fill one of the vacancies on the Interstate Commerce Commission. The representative of The American Society of Civil Engineers agreed to endorse the recom¬mendations- of American Engineering Council, and the Committee on Procedure prepared and sent a letter to the President-elect, a - copy of this letter being sent to each member of the Board. No names were suggested. . The appointment of an engineer on the Interstate Commerce Commission was approved and the Board, after approving the action of the Committee 'on Procedure in writing the President-elect, voted that, if requested, the Committee on Procedure submit a list of not less than six names for the appointment of an engineer on the Interstate. Commerce Commission.

ERLE VICTOR DAVELER, who in his application for membership in the Institute in 1909 modestly described himself as "millman," was born at Denver in 1885 and graduated from the University of California in 1907. After a few months' work at gold mills in California he went to Tonopah, where for the next two years he had a varied experience working on pumps, convey- ors, tube-mills and filters. For the following two years he was experimental foreman and metallurgical engineer for the Utah Copper Co. at Garfield. He was sent in 1911 to be assistant superintendent of mills at the Ray. From 1913 to 1917 he was mill superintendent at the striking but unsuccessful experiment in large-scale low-grade gold mining of the Alaska Gold Mines Co.

AT A meeting of the Boston Local Section of the Institute, on Oct. 3, approval was voted to the work done by its representatives on the Committee opposing the passage of a bill by the, Massachusetts Legislature to license engineers. The report is as follows: The Joint Committee on Licensing of Engineers, which included a Committee of the Boston Society of Civil Engineers and representatives of seven other societies,* submitted to the members of the respective societies, on Jan. 8, 1921, a report in which it was stated that on Jan. 4, 1921, a petition was filed in the Legislature of Massachusetts by the Boston Chapter of the American Association of Engineers accompanied by a bill to provide for the registration of professional engineers and land surveyors. This report also stated that at a meeting of this committee, held on Jan. 7, 1921, it was voted:

CONCIDENT with what promises to be a record-breaking year of activity in the world's greatest iron-ore district is the announcement of plans to hold the regional meeting of the American Institute of Mining & Metallurgical Engineers at Duluth, Aug. 12 to 15 in¬clusive. More than 25 open-pit mines will be in operation in Minnesota's great iron-ore district this year, affording to those attending the convention an unusual op¬portunity of viewing practically side by side the interesting activities of power-shovel operations, railway haulage, truck haulage, conveyor-belt haulage, tower-excavator operations, iron-ore concentration, and underground mining. The ore can be followed from the mines to washing and concentrating plants and to the docks and lake carriers on Lake Superior, where an average of one boat of 10,000 tons' capacity will be loaded and depart every 15 minutes, day and night, during the 1941 shipping season.

Discussion of the paper of John B. Dilworth, presented at the Pittsburg meeting, March, 1910, and printed in Bulletin No. 35, November, 1909, pp. 1041 to 1043. FRANK FIRMSTONE, Easton, Pa. (communication to the Secretary*) :-Mr. Dilworth's formulas and tables are of course correct, and the extinction will occur as calculated, provided the money periodically set aside for sinking-fund be really invested. and the interest compounded as assumed in the calculation. Actually, in almost all cases, such funds are used "in the business," in which case, in addition to the periodical charges for principal of the fund, additional charges must be made at the end of each period to cover the interest and compound interest on previous charges. The periodical charge for sinking-fund thus becomes a varying and continually increasing one until the date of extinction. On many accounts it seems more natural and convenient to make the extinction by a fixed periodical charge under the legal rule for partial payments, namely, that each payment should apply first to the interest due at the date of payment;: and any remainder, after this is satisfied, be deducted from the principal before the interest for the next period is calculated. COKE and by-products have prime importance in the war program. The past year was marked by the construction of new and the rehabilitation of old by-product and beehive ovens and by the increase of production from existing plants to practically 100 per cent capacity. W. T. Brown's paper, "Plan to Improve Blast-Furnace Coke," presented at the Fuels Conference in St. Louis, Sept. 30, showed how the blending of low- and high-volatile coal improved the physical properties of coke and that improvement of the quality and uniformity of coke favored an increase of blast-furnace capacity- a vital need in the war program. Others in the industry have likewise increased production of coke or recovery of by- products by various innovations or changes in operation. Recognition of the value of pooling these developments for the benefit of the entire industry led to organization of a survey of coke- oven plants and blast furnaces by the Bureau of Mines in co-operation with the Solid Fuels Co-ordinator with a view to improving metallurgical coke production and recovery of by-products. This survey is being conducted with the help of an advisory committee consisting of representatives of the Bureau of Mines, the Solid Fuels Co-ordinator, the War Production Board, and the blast-furnace, coke-oven, and coal-mining industries.
