DURING the morning session," on Feb. 17, papers were presented and discussed regarding a recent wire saw installation, cement rock quarry operations, hydration factors in gypsum deposits and the status of the phosphate industry of the West. Oliver Bolvles presided and there were about twenty-five members present. W. M. Weigel's paper (T. P. 262), "The Application of the Wire Saw in Marble Quarrying," was read by the author. He described the recent installation of the St. Clair Marble Co., near Guion, Ark. Since the use of the wire saw for quarrying is comparatively new and the fact that it has been almost entirely limited to slate quarries heretofore, ?he description and data given in this paper were of much interest.

IN furtherance of the policy of acquainting those members of the Institute who live at a distance from New York with all the details of administration, the thirty delegates sent by the local sections and the technical divisions were invited to attend the meeting of the Directors on Tuesday evening as well as the Directors' dinner immediately preceding. Including the Directors and officers, new and old, the members of the Papers and Publications Committee and the section delegates, more than 70 sat down at the dinner table in the Engineers Club. The attendance at the business meeting that followed was not quite so large, doubtless for the reason that the ladies' fashion show, held in connection with the informal dance, offered attraction that eclipsed that of watching the wheels of Institute business go around.

NEW place was assigned to the women for their headquarters at the annual meeting of the Auxiliary but they, as usual, occupied a large place in the activities of the annual meeting. The alcove on the Thirty-ninth Street side of the building was a busy place on Monday morning, as the members of the various sections from New York to California greeted each other. The registration was conducted under the supervision of Mrs. Wolfes, Miss Georgene Davis and Mrs. Jennings, while Mrs. Hursh, Mrs. Hyde, Mrs. Charlton Reynders, and others dispensed tickets to the various functions that had been provided for entertainment. There seemed to be the usual number registered, but when only one member of the District of Columbia Section made herself known everyone wondered why the large delegation of last year had so dwindled. The explanation appeared next day, when a number of others from that Section arrived, telling of a delightful reception on the night before, at the White House. Mrs. Hoover had honored the "Canaries"¬(the organization of Lone Girl Scout' workers) the officers of the Section, and their husbands, who for once became only "so and so's husband." Luncheon was served on the fifth floor on Monday, the hostesses for that day being Mesdames C. F. Ayer, Willis Burns, G. W. Farny, H. G. Moulton, and T. T. Read. WHATEVER the outcome of the Industrial Recovery Act, it has currently injected the first hope and optimism into the coal industry for more than a decade. Compared with the recent drab years the results are impressive: Bituminous production for the first ten weeks, 78,000,000 tons, may be compared with 63,000,000 last year; anthracite, 14,600,000 tons and 9,600,000 tons for the same periods, respectively, bringing the heaviest payrolls in ten years with individual checks reminiscent of former boom times. Hurried calls for long deferred new equipment and replacements have stimulated foundry and machine works and the -invigorating effect on the railroads is indicated by the first actual car shortage in a decade. And even in the welter of confusion over code prices, this heavy tonnage has moved at the most profitable figure the coal man has realized for many years, though with the large volume on old contracts, profits were not as large as many think.\

NO matter what position we hold, workman, foreman, superintendent, manager, president, or what not, let us fail to give or to make good products, then see how quickly we'll be called to account for- our work by the buying public. The waves of progress taught us that millions were wasted in unnecessary strikes-we also learned that many losses were due to neglect on the part of manufacturers to give the same consideration and attention to the human element of their factory as they gave to their machinery. The employees learned also that the employer was their agent who found purchasers for the product of their labor. So between the two we learned that many years of labor were needed in order for a worker to recover his wasted savings, or for the manu¬facturer to replenish his loss. Treat 'em rough, and tell 'em nothing, was not very far from the true relationship between management and employees in manufacturing plants in the early days. Today just exactly the opposite views are held by executives whose function is the handling of employees. Men today want to know what it is all about. They are intelligent enough to comprehend the facts, and to use them constructively, and it is good business to give them the information.

The pumping operations at the Chief mine have been unique in the respect that for many years the entire flow of water into the mine has been disposed of by pumping into natural underground " caverns" or "sinks." Volumes up to 4000 gpm have been pumped into these caverns with no apparent tendency for the caverns to fill with water, and it has never been proven that any of the water returns to the mine workings. Major pumping operations have been carried on during two periods, the first from 1918 to 1927, and the second from 1942 to the present time.

PACIFIC COAST steel and iron industries can now take care of all the western and export demands except for heavy structural shapes, thick plates, rails, alloy tool steels, and a few other items. In. 1902 all of our steel came from St. Louis and Milwaukee and points still farther east. A small quantity at that time came from foreign countries. Early mining in the West was, broadly speaking, prior to the steel age. 'Wood for structures and iron for castings were almost exclusively used. Forgings were made of rolled iron that came from the East and foreign countries. San Francisco was, from the early days of mining, the manufacturing center for mining and milling machinery of all types and held that position until the .nineties, when eastern competition began to be felt. Even today in the old mining camps of the West, and many abroad, you will find machines and equipment with familiar San Francisco manufacturers' names. ..Iron, either rolled or cast, entered into their manufacture, for steel castings did not come into general use :until the nineties.

NEW economic forces are at work in the petroleum industry.. In order to visualize these forces and clearly see their bearing on the producer, refiner and marketer, it is necessary to see in perspective the economic evolution of the business. For several decades prior to 1913 the outstanding feature of the petroleum industry was a trend toward integration, culminating in a huge combine, the Standard Oil Co. An important aspect of this integrative trend, however, was its concentration on the combination aid control of refining and marketing, leaving crude oil production, for the most part, to the exigencies. of small-unit competition. It is a noteworthy coincidence that during this era the law of oil and gas was formulated and applied, whereby these substances had to be reduced to possession to establish ownership; and the forces of competition in crude oil production were thereby intensified. It was to the interest of an industry, safeguarded in its control of manufacturing and markets, to have supply stimulated by legal convention as well as by individual initiative in order that the growing demand could be met without interruption. And so over-production of crude oil during this era was no handicap, but rather an aid, to the progress of the industry.

MECHANIZATION of American coal mining continues to make rapid progress. Economic pressure will compel abandonment of manual methods wherever possible and will also provide the incentive needed for the improvement of machines and mining systems. However, rapid progress may be made along strictly technological lines and at the same time much slower progress in approaching maximum productivly and efficiency. One can well ask, just how efficient are mechanized mines, and to what extent is productivity affected by the mental attitude of management and workers?

MOST extraordinary of the technical developments in placer gold mining during the last five years has been the rise of the dragline dredge, by which is meant a floating washing plant for auriferous gravel, fed by a dragline excavator. The idea originated in the fall of 1933, when Horace Onyett constructed a floating washing plant to which gravel was delivered by a dragline excavator standing on dry land. Onyett's operation near Oroville, Calif., and another started by H. F. England later on Wyandotte Creek, Butte County, Calif., yielded '75 oz. of fine gold before the end of 1933. Although the first operation was abandoned shortly as un- profitable, the dragline-dredge method of gold recovery soon began to expand at a boom rate. As a matter of interest, the Onyett operation was taken over later by Lord and Bishop, who are re- ported to have succeeded in making it the first financially successful drag- line dredge. PROBABLY the most critical and difficult period in an engineer's career is that between the completion of his college work and his attainment of professional recognition and accepted status in the industrial world. Upon leaving school the young graduate breaks his immediate ties with his educational institution and in a sense finds himself adrift. At this time in his life a society like our Institute has both the responsibility and the privilege of meeting a vitally important need in his professional life. Some of these young men are Student Associates, in the year after graduation, and some are Junior Members, but all need advice and assistance. In some respects this situation will be accentuated by the war. Not only will thousands of young engineers be mustered out of military service but the process we describe generally as industrial reconversion will make necessary many readjustments in personnel. About two years ago the Institute recognized the opportunity of helping the younger member to help himself by appointing a new standing committee to be known as the Committee on Professional Development of Junior Engineers. Herbert Hoover is Honorary Chairman and it is my privilege to serve as Chairman. The name of the Committee is not entirely satisfactory but it expresses the general objective. The present article is in the nature of a progress report of the work of this Committee.

A SIDE from the technical sessions held as noted elsewhere, the chairman of the various sub-committees of the Mining Methods Committee, together with a few other specialists, were invited to a conference with President Bradley, which was held on Wednesday afternoon, Feb. 20. The general plan of a comprehensive series of comparable papers descriptive of mining practice in various parts of the country, launched by this committee some seven years ago having been adopted by the U. S. Bureau of Mines, the feeling was general that the Committee could safely 1eave.that part of its work in these capable hands and turn its attention to other matters. IN all mining operations a considerable portion of the work performed, especially underground; is accomplished under artificial light, yeti this subject is often not given proper attention. Poor illumination decreases mining efficiency, impairs the sorting or grading of ores, and increases the risk of accidents. In the beginning, and for several years afterward in the metal-mining industry of Butte, Montana, candles placed in candlesticks were carried by the men. Sconces or holders for candles were also provided at stations and curves in drifts to furnish better light for men engaged in. hand tramming. It was also common practice to place clusters of candles on the ground, with no provision for guarding against an underground fire other than the exercise of sufficient care by the men themselves. An accumulation of candle grease from this source was the direct result of the first serious fire in the Anaconda mine, in 1889.

No democracy such as ours, can ever be prepared for war, because we could never conceivably be the aggressor. The aggressor prepares in secret, designs his new tactics, and invents and makes new equipment and selects the time to strike. If a democracy prepare done year and the war came later, all that it had one would have to bed one over. All that England has today in the way of effective armament has been invented, designed, made, and the crews trained since the war began, because the totalitarian aggressor introduced new types of equipment and new techniques.

TRADITION tells us that the earliest use of Alabama iron was to make shoes for the horses of General Andrew Jackson and his men during the first part of the nineteenth century. The first recorded incident in the making of iron was the request of U. S. Indian Agent Benjamin Hawkins "that a crew of blacksmiths be sent to the Creek Nation in the lower Mississippi territory." These frontiersmen made up the first body of pioneer iron makers in the territory. The first known blast furnace was built by Joseph Heslip in 1818 at Russellville, named after Major William Russell, who was General Jackson's chief of scouts. The Tannehill furnace was built in 1830 in what is now Tuscaloosa County and its ruins, as shown above, can be seen today.

The Bureau of Mines' Twin Cities Metallurgy Research Center has of late concerned itself with reduction-induration of iron ore. One development provided a flowsheet for the agglomeration of green concentrate pellets in a reducing atmosphere created by a solid reductant external to the agglomerate. The product pellets were well metallized and physically competent. Maximum recommended operating temperature was 2100º F. In these studies, it was observed that unflred iron ore pellets indurated in a bed of anthracite or certain lignite chars frequently acquired exceptional crushing strength. A diagnosis of the phenomenon revealed that sulfur in the fuel was the probable cause. Accordingly, a research program was established to test this premise and to put it to practical use. Gaseous reductants were employed initially because of the ease and accuracy with which they could be metered.

DEVELOPMENTS in Iran currently arousing interest in a considerable portion of the world, particularly on the part. of that country's immediate neighbor on the North and in our own country, an inseparably related to and largely dependent upon the government's attempts to strengthen its economy and improve the standard of living of its people. These efforts are encompassed by provisions of the Seven-Year Development Plan recently enacted and not, in the process of implementation. It is a fine example of what one financially sound but extremely backward and poorly equipped country has undertaken to do on its own account and with its own resources. This Seven-Year Plnil was formally authoriztld by an act of the Iranian Parliament in February 1948. Its stated objects are to carry out such plans for the development of the country and its economy as ail1 raise the standard of livinc: and standard of education of the people, and re- duce the cost of living. A seven-yrar program for carrying out the work within the limits of appropriations was assigned under the law. The total amount to be expended during the seven- year period was fixed at the equivalent of $670 millioil at current rates of exchange.

IT is popular today to dramatize in a journalistic spirit, some particular factor among the causes of unemployment. Naturally the time chosen for such emphasis is usually when the factor in question is temporarily a particularly active one. A few months ago, in the unemployment then current, we saw largely the results of a healthy acceleration in changes in processes, greater efficiency, a more intensified use of labor-saving devices, perhaps also a change in products. So we have been hearing a great deal about the influence of mechanization on unemployment, the so-called technological unemployment. Many talk as if this kind of unemployment were a wholly new phenomenon, for- getting that it is a constant process in a growing industrialism, though it sometimes becomes more pronounced. At other times one would think that seasonal unemployment is the only type of unemployment, and then again the fashion changes and we hear .about nothing except cyclical unemployment. Every few years there seems to be a different fashion in labelling the germ supposed to be the cause of unemployment.
