The following description of methods for conducting gas-producer tests is probably the first attempt to give the subject an analytical, thorough and comprehensive treatment. In some cases where tests have been made, the methods have been so unsystematic and ambiguous that it has been impossible to secure comparable results. To eliminate this difficulty, the following provisional code of gas-producer tests— which has some resemblance to the code of boiler-trials of the American Society of MechanicalEngineers—has been developed. The primary object in testing a gas-producer is to determine whether the producer is working satisfactorily or, what is the same thing, to see if the efficiency is as high as it should be with the type of producer in question; and also to find out if the composition of the resulting gas is adapted to the work it has to do. In order that the test shall be of any value, it must be thorough and comprehensive, and must be conducted with skill and care. When so conducted, the test will reveal the economy of the'producer; and, by making suitable changes, the efficiency will often be increased very much. The more stringent ventilation requirements of the 1969 Act have created a greater need for improved network analyses. More air is required at the last open crosscut (9000 cfm) and for the first time a minimum quantity is specified for the face (3000 cfm). Severe restrictions are placed on both belt and track haulage, and the intake air cannot contain more than 2 mg per cu m of respirable dust, to be reduced to 1 mg later. Larger tonnage and longer life mines are the trend today, necessitating multiple fans and shafts. Yet relatively little engineering goes into designing the mine ventilation system. In this paper a ventilation system is designed for a typical Pittsburgh block system, manual calculations are made and then checked by a computer solution. The computer is the ideal tool to try out proposed changes on paper to insure that the entire mine is properly ventilated and no costly adjustments need be made by dumping air. While it is theoretically possible to solve complex ventilation network problems by hand, it is not practical to do so because of the tremendous man-hours required and the many opportunities for errors. Thus the digital computer is indispensible to the ventilation engineer and newer improved ventilation programs are being developed to more realistically model mine ventilation networks. Suggested ventilation changes to comply with the new regulations are also critically evaluated.

In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by "remote control" mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation. In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term "communications ' as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. DURING the past 25 years the steelmaker has experienced some difficulty in producing steel to meet the standards established by the metallurgist. In contrast to the past, when a chemical specification of broad limits was the only requirement, he now has to employ such tests as microscopic, macroscopic, tensile, impact, Magnaflux and even X-ray and supersonic. The development of these tests has more than set the pace for a manufacturing process of which the exactness still hinges to an important degree on the ability of the furnace operator. In our efforts to produce steel, and especially alloy steel, to meet the exactness of modern engineering specification, many factors must be taken into account. It is not sufficient to make a good heat of steel in the furnace and then be satisfied that the job is done, since there are many pitfalls between the furnace and the finished product. The literature abounds with information on melting practices, deoxidation methods and slag control, but the lack of positive information about what happens when the steel is teemed into molds is quite evident. Such questions as what is the proper mold size, shape and thickness; which is the best mold coating; what is the best rate of pour for any given steel, and what is the effect of cooling rates on quality, are still answered by opinions. It is acknowledged that a poor heat of steel cannot be improved in the pouring pit. On the other hand, a good heat can be ruined by improper handling after it leaves the furnace.

This paper discusses education and training for economic geologists other than petroleum geologists. Candidates enter economic geology through liberal arts colleges, engineering schools and university graduate study. Whatever their backgrounds, rigorous courses are desirable-now conceded in theory, but not adequately recognized in practice. Besides basic sciences (each studied long enough to give a fair comprehension of its basic tenets), a functional command of English and two modern foreign languages is needed, as well as a broad understanding of mining, milling and metallurgy. A year of economics and finance is recommended. Surveying and drafting are essential skills. Yet geology should be represented in each term; otherwise the initial enthusiasm for the science, once contact is broken, may never be regained. A five-year curriculum is thus designed to take care of all major requirements and culminate in the M. S. degree. This curriculum reduces "cultural" courses below the average liberal arts requirements, but this is regarded as necessary. The pursuit of "culture" is assigned, as in most engineering and medical curricula, to extra college years or extracurricular time. To avoid the danger of over-crowding the schooling, the Doctorate in geology is preferred wherever possible. Its two added years should permit wider professional education; more browsing in "cultural" pastures; due attention to broader social implications; and some training in the research now increasingly required of the mineral industry. "In-course" training through cooperation between school and industry is especially advocated. The Institute should take the initiative in stimulating this practice.

Bill S.1431 for the creation of a Department of Natural Resources has received a propitious hearing before the Senate Committee on Government Operations. Interior Secretary Rogers C. B. Morton was one of the prominent witnesses who testified in favor. The department had been proposed, Morton said, with "the conviction that the development of all natural resources would be harmonized with the most practicable possible means to protect and preserve the environment, consistent with the social and economic needs of the Nation." Another opinion on the pro side came from Atomic Energy Commissioner Clarence E. Larson, who said that a "total picture" had become essential to the establishment of a policy for developing energy resources in the best public interest. Commissioner James T. Ramey, on the other hand, was one of the AEC dissenters. Ramey said he believed the reorganization of resource responsibilities would hinder efforts to deal with energy-environmental problems and prevent the use of AEC "expertise and facilities" to the greatest advantage. As Arnold Weber, associated director of the Office of Management and Budget, pointed out, however, retiring AEC Chairman Glenn T. Seaborg is in favor of the new department. Another supporter, and one who can cast a vote on the bill, is Sen. Frank E. Moss. Final Standards for emissions from new stationary sources will be published by the Environmental Protection Agency on October 27. The initial proposals, appearing in the Federal Register on August 17, called for limiting emissions per million Btu of heat input (maximum 2-hr average) to 0.2 lb of particulate matter, and, where solid fuel is burned, to 1.2 lb of sulfur dioxide and 0.7 lb of nitrogen dioxide. While the new rules are mainly for new plants, the EPA is also proposing them for "existing plants which are modified in such a way as to increase or alter. . . their emissions."

Stabilized blast furnace operation at high production rates and reduced coke consumption requires control of the gaseous distribution within the furnace. This can be achieved only by an increased use of agglomerates in the furnace burden, and control of the radial distribution of agglomerates and that of coke in the blast furnace. Dissection surveys of commercial blast furnaces recently conducted by several steel plants in Japan gave much valuable knowledge on the behavior of agglomerates within the blast furnace, specifically in regard to the softening-melting zone. The authors analyzed these survey results in conjunction with laboratory studies on the behavior of agglomerates, then proposed appropriate test methods to determine high temperature behavior. A reducibility test at temperatures over 1100°C, a test for softening and melting under load up to 1400°C, and a test for melt-down characteristics were developed to evaluate behavior of agglomerates in the softening-melting zone of the blast furnace. The high quality of self-fluxing sinter, as compared with pellets, was verified by means of these test methods. The test conditions of the respective test methods were examined in detail.

The profeseional career of Thomas Septimus Austin, who died at El Paso, Tex., Aug. 23, 1906, was contemporaneous with the growth of the silver-lead smelting-industry of the Far West, to which his talents and zeal contributed in no small degree. Born at Stratford, Conn., Dec. 7, 1853, he was the seventh son in a family of thirteen. His parents were well-to-do; and he received a thorough preliminary training at the Hopkins Grammar School, New Haven, Colin., passing thence to the Columbia School of Mines, in New York, where he was graduated in 1876. His first professional work was that of analytical chemist with a Cuban sugar company. In this position he spent a year, and, whatever else of benefit he may have acquired during that year in Cuba, he gained a facility of speech in the Spanish language which was of inestimable value in his subsequent work in Mexico and the southwestern United States. In 1877, he went to the Rocky Mountains, and, under the firm name of Murphy & Austin, opened an assay-ofice in Lead-ville, Colo., which was just then coming into public notice as a rich silver-lead camp. The next year, however, he entered the service of the Germania Smelting & Refining Co. at Salt Lake City, Utah, where he remained until 1882, first as assayer and chemist, and later as Assistant Superintendent. The Germa-nia bears the honorable distinction of being one of the first of the large " custom" lead-smelters erected in the West. Its founders may be called the pioneers of the modern lead-smeltr ing practice, and the Germania served, to a large extent, as a model for the many plants that sprang into existence during the next few years in Utah, southern Idaho, Colorado and other lead-producing districts. In the face of an increasing demand for minerals, the resulting technological developments, and rising overburden-to-ore ratios, many open-pit mines now incorporate totally different concepts for the removal of ore and overburden. Moreover, under a growing number of these concepts, wheel tractor scrapers are being assigned a major role in material- handling systems for unconsolidated overburden removal. To say that scrapers move only unconsolidated overburden is incorrect. On the contrary, ripped phosphate rock, copper ore, iron ore, and moderately consolidated overburden are also being moved by scrapers in various areas of the world. According to the Minerals Yearbook, about one half of the material moved in metal and nonmetal mines is never drilled, blasted or broken by other means. Scrapers Find Wider Application The increased use of scrapers in open-pit mining today is due in part to improved design which has endowed these units with added versatility and in- creased their production capability. The modern scraper, which is designed as a loading and hauling vehicle, cannot be compared to the original tractor- drawn scrapers which were limited in capacity, maneuverability, and speed. Improved design of the scraper bowl ejection system has aided production. Gravity ejection has been replaced with positive, forced ejection of material by hydraulic or mechanical action. Bowl and cutting-edge design which allows for maximum load with minimum effort has also increased production. An example of this was the introduction some years ago of the low-silhouette scraper bowl which reduced the work required to lift the material.

Considering the truly wonderful natural resources of the United States, and the variety and extent of uses for hydraulic cement at the present day, it seems strange that the manufacture of the artificial product called Portland cement has not been introduced here. Possibly the reason may be we have in different States of the Union rock deposits from which a cement can be obtained that is as good, and some claim even better, because of a more uniform quality, than the English product after it has been subjected to transportation across the ocean. One of these natural cement-rock deposits is found in the northern part of the city of Buffalo, and its manufacture has been carried on successfully for the past eleven years by the Buffalo Cement co., Mr. L. J. Bennett, President. The quarries cover an area of about two hundred acres, of which only twenty-five acres have been exhausted up to date; and the supply is assured for years to come. One acre yields on an average 80,000 barrels of cement; hence 12,000,000 barrels is a low estimate of what these quarries will yield before they are exhausted. According to the Geology of New York this cement-rock deposit is called the Water-Lime group, and forms in this section the uppermost member of the Upper Silurian. Its outcrop can be traced along the base of the second limestone terrace of Western New York, but at Buffalo a very large part of the overlying Corniferous limestone has been removed by natural agencies, leaving only about eight feet (six feet of rock and two feet of clay) on the top of the cement-rock, and thus furnishing the conditions for successful quarrying at a minimum expense. This rock is really an impure limestone, a mixture, as it were, of the underlying shales of the Onondaga Salt group with the overlying

The term metamorphism as commonly used means any change in a rock in either form or composition, from whatever cause. By metasomatism, according to Lindgren, is meant a metamorphism that involves a change in the chemical composition of a rock by the addition or subtraction of substance. Certain types of metamorphism are due to the action of mineralizing solutions, and are closely connected with ore deposition; they form, therefore, valuable guides in the exploration for ore-deposits. Other types of metamorphism are due to regional processes, and are not connected with ore deposition. By dynamo-regional metamorphism is meant a primary alteration of rocks over large areas under conditions of pressure, flow- age, and heat. This process produces schists and gneisses from either sediments or igneous rocks. It is thought that there is little migration of minerals or of elements in dynamo-regional metamorphism, and that the changes are due chiefly to recrysallization and rearrangement of original minerals in bands with their major axes oriented normal to the direction of greatest pressure. Under these conditions limestones are commonly altered to marble, and sandstones to quartzite, basic igneous rocks to greenstone or serpentine, while rocks of normal or acid com- position commonly yield the usual types of schist or gneiss. Dynamo-regional metamorphism, extending over large areas, has no connection with mineralizing processes, and is, therefore, no guide to ore deposits; while this process has certain features, such as characteristic mineral associations, in common with contact metamorphism, the results of the two processes may usually be distinguished without difficulty.

FEW subjects have attracted the attention of metallurgists more than ,oxygen in steel. From the days of Mushet and Ledebur interest in this subject has been increasing, and as additional knowledge has become available, the problem has naturally grown more complex. Instead of using the simple term "oxygen" we now distinguish between iron oxide, silicates of various kinds, oxysulfides, oxygen as gas and oxygen in solid solution in steel. There are five general methods for determining oxides in steel: hydrogen reduction;, vacuum fusion; various wet-extraction methods, including electrolytic methods; methods depending on volatilization of the iron away from the oxides; and metallographic methods. For oxygen in solid steel each of these methods has both advantages and disadvantages. The hydrogen-reduction method is of no use on steels above about 0.20 per cent. carbon;1 furthermore, it gives only FeO and possibly some MnO. The vacuum-fusion method2 is expensive and gives total oxygen, with the exception of some A1203, and does not differentiate between the various oxides in which the oxygen exists. Most of the wet-extraction methods' give only the more insoluble oxides Si02 and A1203, though the iodine method gives MnO to an uncertain degree (information that may be more misleading then no information

Fujiwara quarry had been operated by the glory-hole benchcut mining system, but as it became difficult to meet expanding demand with this system, a central-shaft mobile crushing plant (MCP) system was introduced in 1979. This MCP is equipped with a hydraulic walking system manufactured for the first time in Japan. Central-shaft mining is now the common mining method of Japanese limestone quarries. With this method, crushing facilities are usually installed at the bottom of the shaft. But at the Fujiwara quarry, MCP was adopted and installed on the quarry surface. Many MCPs are operated in foreign countries, but few examples exist in Japan. Normally, Japanese limestone deposits lie in high mountain, obviously making it inconvenient for MCPs to walk in and around the quarry. This difficulty, however, was overcome, and the MCP has operated satisfactorily and efficiently for two years since its installation. To overcome difficulties in the central-shaft MCP mining system, two mining methods are employed: the slice-down method and the block-cut method.

On Dec. 8, 1916, at a meeting held at the Massachusetts Institute of Technology, the John Fritz Medal was presented to Professor Elihu, Thomson, "for his achievements in electrical invention, in electrical engineering, in industrial development and,in scientific research." Professor Albert Sauveur presided. John J. Carty, chairman of the Presentation Committee of the Board of Award, made a short address-on the history and significance of the medal. He was followed by E. W. Rice, Jr., president of the General Electric Co., who spoke at length of the achievements of Dr. Thomson, whom he called "one of the world's most prolific and industrious inventors and scientists." Among other things, he said: "In the, field of electrical inventions alone, Professor Thomson has been awarded something over 550 United States patents, and in other fields; notably mechanical work, about 150 patent.,. he has made contributions to the world's scientific, and technical literature, in several hundred articles describing not only his own dis-coveries and inventions but making remarkably interesting contributions to scientific speculation and thought. "A skilled workman, he is always able himself to do the work which he asks others to perform. "His inventions are the result of such profound and accurate knowledge,. and developed with such skill, that they almost invariably work on the first, trial in accordance with expectation." Dr. Richard C. Maclaurin, President of the Massachusetts Institute of Technology, spoke of the personality of the man as well as of his accomplishments, as follows: "He has not only clone great things himself, but has shown ,in intense desire to help all who are struggling earnestly with scientific problems. He has proved an inspiration to an ever-widening circle of engineers and others who have entrusted him with their secrets and sought his help in overcoming their difficulties. THE commercial availability of electrolytic manganese has greatly changed the position of manganese as a nonferrous alloying metal. Manganese metal commercially available up to about ten years ago was reduced with either silicon or aluminum and contained substantial amounts of the oxides of these metals and other impurities. Manganese was accordingly not available as an alloy base and its addition to copper-base and nickel-base alloys was generally limited to a manganese content of a few per cent. Several special alloys like manganin contained up to 12 pct of manganese. A method for the production of electrolytic manganese was developed by the Bureau of Mines in 1936 and commercial production was begun in 1938. At the present time (June 1951), production is about 12 tons per day but appears likely to be substantially increased. Electrolytic manganese is deposited from an aqueous electrolyte containing manganese and ammonium sulphates and is marketed as cathode fragments about 1/8 in. thick. The impurities in its composition are as follows: iron, 0.0015 pct; copper, 0.001; arsenic, 0.0005; cobalt, 0.0025; lead, 0.0025; molybdenum, 0.001; sulfide sulfur, 0.017; sulfate sulfur, 0.014; insoluble, 0.002; carbon, 0.002; hydrogen, 0.015. This can be removed by heating; 95 pct of the hydrogen can be removed in this way without introducing significant amounts of oxygen or nitrogen. STAUNTON The third meeting of this winter season tool: place in a private dining room of the Sierra Madre Club in Los Angeles on Feb. 1, 1916, at 6:30 p.m., 22 members and guests being present. In the absence of the Chairman, S. W. Mudd, the Vice-Chairman, C. Colcock Jones, presided. After an enjoyable dinner the meeting was called to order, and the first paper by Ralph Arnold on Conservation of Oil and Gas in the Americas was read by the Secretary. W. F. Staunton then read an important paper on The Influence of California Oil on the Mining Industry of the West. In this he touched upon the uses of oil as a fuel for generating power, especially in connection with the Diesel engine. This paper was discussed it some length by J. F. Mitchell-Roberts, R. B. Moran, F. H. Asbury and L. D. Godshall. The Chair then introduced Robert B. Moran of the California State Mining Bureau, Deputy Supervisor of Gas and Oil, for the' Los Angeles . District, who addressed the meeting on the work of his department. The meeting concluded with A. B. Carpenter's reading of a paper on The California Gasoline Industry by W. R.. The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on all week-days, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received. may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.
