The mine and concentrator of Cyprus Anvil Mining Corporation are located in the south central section of Canada's Yukon Territory. The Yukon is sparsely settled, with a total population of less than 23 000. Wide seasonal temperature variations are experienced with extremes of 35º C and -57º C being recorded at Faro. The concentrator treats 9000 tons per day of a complex lead-zinc sulphide ore, employing conventional crushing, grinding and differential flotation to produce selective lead and zinc concentrates as well as a mixed lead/zinc (bulk) concentrate. The current operating practice and highlights of the eight years the concentrator has been in operation are reviewed. In addition, certain of the unique features and problems connected with plant operation in a remote northern location are discussed in some detail.

In a letter to the Secretary, Sir Robert A. Hadfield encloses a statement of the terms and conditions under which his prize is to be awarded by the Institution of Mechanical Engineers, and also a table comparing the hardness of a large variety of steels, examined both by Brinell and by scleroscope methods, together with the tensile and compressive strength of the same specimens. It formulates for students the system of logic and reasoning that is the mark of the practicing engineer. The three chapters are, "The Method of Engineering", "Application of the Engineering Method" and "Uncertainties in Engineering." They cover logic and reasoning, terms, nontechnical problems, practical conditions controlling the engineering method, inescapable uncertainties and the method of coping with them. The author is emeritus professor of civil engineering at Stanford. The material presented here formed chapters 9, 10, and 11 of The Engineering Profession, by Hoover and Fish, second edition 1950. Elements of Ore Dressing. By Arthur F. Taggart. John Wiley & Sons, Inc., New York, 1950. $10.- A modern and practical introduction to the subject by the noted author of the Handbook of Mineral Dressing. The philosophy that a mill and all its parts comprise a single treatment process is a continuing theme in the book. Professor Taggart covers hand picking, screening, filtration, and electrical concentration. After introducing sedimentation, he takes up acceleration in free-settling, hindered-settling, sink-float, jigging, film and trough concentrators and shaking concentrators. A discussion of organic chemicals in flotation is followed by a detailed treatment of flotation. Final chapters deal with primary crushing, secondary crushing, grinding, transport, and controls and flowsheets.

EXPERIMENTAL work on the concentration and agglomeration of low-grade iron ores was started many years ago at the Mines Experiment Station of the University of Minnesota by E. W. Davis and his staff. From these laboratory results and the work of 0. G. Lellep, consultant for the Allis-Chalmers Manufacturing Co., there were indications that the use of a downdraft continuous- grate furnace, patterned from a conventional-type sintering machine, would be practical. Consequently, a pilot plant was designed and constructed by the joint efforts of Allis-Chalmers Manufacturing Co. and Arthur G. McKee & Co. at Carrollville, Wis. Several years of work resulted in plans to build a large-scale pilot plant for commercial application. Such a pilot plant, built at Babbitt, Minn., by the Reserve Mining Co., was designed to produce 1000 tpd. Sufficient metallurgical and operating data were accumulated to permit the successful application to the design of a commercial plant of any desired capacity. Based upon this data, a pelletizing plant having a 3 ¾ million ton per year capacity was erected by the Reserve Mining Co. at Silver Bay, Minn. and started operation in October, 1955. Provisions were made in the design to permit future expansion to a capacity of 10 million tons per year.

Preliminary estimates indicate that world consumption of petroleum and related fuels in 1938 will be close to 1,908,000,000 bbl., or approximately 7,000,000 bbl. less than in 1937. This total does not include military consumption in foreign countries, which for obvious reasons is not made public. Foreign military consumption in any one year, however, is approximately represented by the difference between the total production of petroleum and related fuels and the "partial total" consumption above noted, after adding any decrease, or subtracting any increase in stocks in the United States. Fig. 1 illustrates this "difference" and shows that in 1937 and 1938, owing to the wars in China and Spain and the possibility of armed conflict in Central Europe, foreign military consumption—and possibly additions to foreign stocks—increased nearly 70,000,000 bbl. in 1937 over 1936 and remained at this high rate throughout 1938. No official information on foreign oil stocks is available to the writers. Table 1, recently published, purports to give the oil in storage in some of the European countries, but it is not known whether the figures include oil stocks for military purposes. It should be noted that with the annexation by Germany of Austria and part of Czechoslovakia the consumption of the country has increased to 53,000,000 bbl., which is about 36,000,000 short of the German produc-

Since the development of dispersion-hardenable lead-antimony alloys' in the laboratories of the Western Electric Co., Inc., studies have been made of the effect of various third constituents on these alloys.2 This paper covers a study of the effect of small amounts of arsenic. This element is important since it occurs as an impurity in many commercial antimonial leads and the results obtained are particularly interesting as indicating a class of addition agents which exert a stabilizing effect on dispersion-hardened alloys. Experimental In order to study the effect of increasing amounts of arsenic, a series of alloys were made up containing 1 per cent. antimony, and arsenic varying from 0. to 0.10 per cent., the balance Doe Run lead (99.997 per cent. lead). The alloys were cast into bars 1 1/2 in. wide by 3/4 in. thick and cold-rolled to about 1/8 in- thickness. Three samples of each composition were annealed 1 hr. at 225" C. and quenched in water. IN a precise study of Pennsylvania anthracites, the research on European. anthracites is of little value to us because of their different physical and chemical nature. Likewise, there can be little correlation with the physical properties of bituminous and lower rank coals. Although all high-rank coals are thought to have had a common origin, microscopic examination revealing essentially the same kinds of organisms in similar .states of preservation, the different physical properties apparently arise from the degree or kinds of metamorphism of these coals. Representative samples from the Pennsylvania deposits have been selected for analysis, together with graphitic anthracite, bituminous coal, and some of the common forms of carbon. A complete list, with descriptions, is shown in Table 1.

THE mining districts of the first and second order1 of the western United States (and borders) are those named on Fig. 1. These fall into four groups: (1) in the eastern outliers of the Rocky Mountain system; (2) in the Rocky Mountain system itself; (3) in the Great Basin; and (4) in the Sierras and Coast ranges. Of these four groups, the first three are almost entirely of Tertiary age and are within a belt of Tertiary compres-sive folding which we shall call the Rocky Mountain-Great Basin thrust arc. The backbone of this belt is shown by the line BAC. The position of the ore districts in this belt indicates a conformance to linear elements of the continental pattern. These are additional to the peripheral elements emphasized by Butler.2 NATURE OF THE THRUST ARC The thrust arc separates regions of contrasted kinds. To the east of it are flat-lying plateaus interrupted by earlier mountain folds; to the west, sunken basins, in which block-faulted ranges lie like an anchored fleet in a sea of desert wash or lava. The cross-sections are as shown in Fig. 2.

First discovered and claimed in 1929, the Cordero cinnabar deposit lies 11 road miles southwest of McDermitt, Nev., near the Nevada-Oregon boundary. The name "Cordero" means "little lamb" in the Basque language and is symbolic of the fact that the first ore specimen was found during the lambing season. The Bradley Mining Co. held the property for several years during the early thirties, but it was not until 1939 that Cordero Mining Co., a subsidiary of Sun Oil Co., entered the picture. The company, then known as Horse Heaven Mines, Inc. conducted preliminary work in 1940 which proved enough near-surface ore to warrant the construction of a mill during the following year. By 1943, Cordero was being rapidly depleted when deeper churn drilling intersected the large underground orebody that is still being mined today.

Peculiar crusts having appeared on certain irons made at Glendon and Pequest, which, in our experience, were entirely new, some analyses of them were made; and these analyses, together with an account of the manner of appearance of the crusts, are herewith submitted to the Institute. At Pequest the ores mere: & Peters, from Ringwood, N. J.; + roasted sulphurous ore, from Charlotteburgh, N. J.; and + red ore (decomposed magnetite), from Chester, N. J. The fuel was 7/8 Lehigh anthracite and + Connellsville coke, and the limestone a dolomite from Andover, N. J. The resulting iron varied in silicon from 0 84 per cent. in No. 1 foundry to 0.51 per cent. in gray forge; in phosphorus, from 0.81 per cent. to 0.55 per cent.; sulphur, 0.035 per cent.; manganese, 0.375 per cent. It was highly "chilling" in its properties, and very strong. In running, it invariably appeared to be of a lower grade than it really was; the higher grades scintillating as much as hard iron usually does. After getting into the moulds, and beginning to cool, a black crust began to show itself, seeming to exude from the pigs, till finally, when the iron was cold enough to break, it completely covered the face of the pigs. Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977 (SMCRA), Section 516 (b), requires the underground coal mining operator to "adopt measures consistent with known technology in order to prevent subsidence cawing material damage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonably foreseeable we of such surface lands, except in those instances where the mining technology wed requires planned subsidence in a predictable and controlled manner.. . ." Congress also directed the Secretary of the Interior to promulgate regulations to implement the law. As a result, the control of subsidence from underground coal mining to minimize surface damage has become the mandate of a federal law. This paper discusses the mechanics of subsidence and the effects of subsidence on ground features. This paper also summarizes some measures used to minimize the possibility of damage to structures as a result of subsidence due to underground coal mining.

Steel supports are increasingly used in metal mines for junctions, chambers, and other wide openings and for semi-permanent areas such as haulageways, shaft stations, and pump rooms. Steel lasts longer-especially in wet mines and where foul air is present-and is procurable in different sizes that will carry heavier loads than any timber of equivalent cross section. The chief advantage of steel supports is that less excavation is needed than with timber support of the same strength, so that faster progress can be made. Since there is no possible way to calculate the exact weight on supports, sizes must be chosen by experience. Any adjustment and cutting of steel supports underground would be costly and time-consuming, and it is therefore advisable to cut sets beforehand at the surface workshops. This requires standardization of sets. All these problems have been recognized at Bawdwin Mines, Burma, where mining is difficult, slow, and very expensive. The lead-silver ore is very brittle, with hanging and footwall rock of unconsolidated rhyolite tuff. During the rainy season from May to October water penetrates into the mine, and where soft rock is present disintegration into a loose mass around openings can be expected. For this reason heavy 10x10-in. timber caps break quickly in drifts and crosscuts, and timber rots in a very short time. An average increase of 50 pct in both maintenance work and costs could not be avoided.

A most stimulating event in the development of world mineral production and technology, the Eighth Commonwealth Mining and Metallurgical Congress was convened at Melbourne Town Hall on March 1 by Sir Maurice Mawby, President of the Congress. Continuing successively at Melbourne, Canberra, Sydney, and Surfers Paradise in Australia and then at Wellington, New Zealand, the four plenary sessions, 50 technical sessions, and both local and extended mine and plant tours during the seven weeks of the Congress, provided a superb medium for assessing the present and looking into the future. There were more than 2300 participants from 32 countries in the various functions of the Congress, including 500 delegates and wives from countries other than Australia and New Zealand, and from 18 countries not members of the British Commonwealth of Nations. Registrants from South Africa numbered close to 200 and there were about 100 from Canada, 70 from the United Kingdom, 60 from the United States, and 20 from Zambia. Although most of the overseas delegates held administrative positions with companies, government agencies, and colleges or universities, professions identifiable from registrations included 100 engineers, 60 geologists and 30 metallurgists.

One of the results of the work of the Committee on Precious and Base Metals is that the present Bulletin is as large as some of. the annual volumes of Transactions of the Institute, and we extend our. compliments and thanks to the Committee and express to the members thereof and to. the authors, who have so bounteously given of their time and information, the. sincere gratitude of the Institute. In order to get all these papers printed and distributed to the membership in advance of the meeting, it was necessary to divide the work between two printers. This accounts for the discrepancy in the pagination of the Bulletin; and we also ask the indulgence of our readers in case errors have crept into this preliminary edition during the period of unusual pressure. Program of the Butte Meeting.-The program of the Butte meeting will include six technical sessions for the presentation and discussion of papers and five half-clay visits to mines and metallurgical works. The following program is practically in final form, with slight additions which may be necessary later. Every effort will be made to have papers presented and discussed on scheduled time, so that members who are unable to attend the entire meeting may so plan their trip as to hear and discuss papers in which they are especially interested.

THE Pacific Northwest's joint meeting of the Industrial Minerals and Metals Branch in Spokane, Wash., drew 260 members, 72 students, and 30 ladies. Theme of the meeting was to acquaint men in the industry with students and younger men. The special appeal to the students was coupled with an attempt to attract young technical men from the companies located in the northwestern area. The activities of the meeting were available without charge to students. Contributions were made by the industries in the area to assist student attendance. Following the special student and faculty trip to the Trentwood rolling mills and research laboratory on Friday afternoon everyone enjoyed a complimentary dinner. A. Y. Bethune of the Sullivan Mining Co., spoke to the group on the operations of Kellogg, Idaho electrolytic zinc plant. The Industrial Minerals Div. session was opened on Saturday morning by R. G. Vervaeke, Conference Chairman who introduced A. O. Bartell of the Raw Materials Survey, Portland, Ore. Mr. Bartell in turn introduced C. W. Sweetwood who discussed Open-Pit Phosphate Mining.

Problems related to strip and auger coal mining have grown with the development of the industry and the economy. New technology has produced equipment that has made mining by surface methods not only highly productive, but potentially highly destructive of water resources and natural environments. On the other hand, growth of the economy has produced an increased demand for clean water and created new demands for amenity values that natural environments provide. Thus, opposing forces have created conflicts in resource use. And these conflicts have made surface mining highly controversial. Resolving the controversy will require the solving of complex economic and social problems. The essence of the economic problem created by surface mining is that, in the absence of proper regulation, substantial costs resulting from the process are borne by the public rather than the mine operator. The major goal for the regulation of the surface mining industry is to provide controls which will promote the attainment of maximum social welfare. Deciding upon the type of controls required, and how to apply them to attain a social optimum, however, poses some very difficult problems. In a comprehensive article on this subject, David B. Brooks defined the problem and suggested that benefit- cost analysis might be helpful in providing guidelines for making decisions about surface mining regulations.1
