The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a means by which public desires-pursuant to social objectives such as environmental protection and occupational safety-can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the trade-off between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision making. While recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds under the assumption that elements of the regulatory process may be examined individually. The subject of this study is limited to the interplay between regulatory agencies and their clientele.

THE history and efficiency of 40-ton capacity dump trucks for surface waste removal at the New Cornelia opencut copper mine, at Ajo, Ariz., are summed up in this paper. Tabulations of truck performance, together with detailed cost figures, prove the value of truck transportation for certain special operations at a large mine. Emphasis is given to the fact that truck transportation not only reduces the haulage costs but also reduces the breaking ground and shovel-loading costs per ton. The New Cornelia opencut copper mine is in the desert. The climate is ideal for seven months of the year, but the five summer months are uncomfortably hot. The elevation is 1820 ft. above sea level and the annual rainfall is approximately 6 inches. The ore body is a monzonite-porphyry deposit. The waste-rock capping consists of hard rhyolite, conglomerate and porphyry. All the material is hard and cannot be excavated without blasting. The rhyolite and conglomerate waste is very blocky. The weight of the rock in place is 2.16 tons per cubic yard. The average mine production per day is 22,000 tons of ore and 18,000 tons of waste rock, the latter consisting of surface rock and material within the ore body too low in grade to send to the concentrator. The rock is loaded by electric shovels with 4 ½ -cu. yd. dippers. The primary transportation of ore to the concentrator and waste to the dumps is by 30-yd. dump cars and oil-burning steam locomotives; therefore truck haulage of waste is a minor factor of the New Cornelia operation. However, as New Cornelia was one of the first mines to use large-capacity dump trucks for haulage, the results obtained are of interest. EQUIPMENT On the south side of the New Cornelia is a hill rising about 500 ft. above the normal surface elevation, roughly 1000 ft. in diameter at its base, called locally Arkansas Mountain peak. Exploratory drilling in this area developed additional ore that could be made accessible for open pit operation only by moving the mountain face a maximum distance of 400 ft. to the south. The slope of the mountain adjacent to the pit averaged 35°, and the small area involved precluded the use of train haulage for the removal of the 4,000,000 tons of waste estimated above the normal pit elevation. A study of dump-truck haulage at Boulder Dam and San Gabriel Dam led to the decision to use large-capacity end-dump trucks rather than smaller trucks, for the following reasons: 1. The truck would have to withstand the impact of hard, heavy chunks, some of them weighing as much as 10 tons, which would be dumped from the 4 ½ -cu. yd. dipper. 2. The coarse, rocky, abrasive material would soon damage a light truck body. 3. The body of a small truck could not be efficiently loaded with coarse rock.

FOR the past four years the management of the Black Hawk Consolidated Mines plant at Mogollon has conscientiously kept accurate records pertaining to cost of operation and the performance of certain equipment. These records have been valuable in coordinating the work in the mine, mill and power plant. Also, as to quantity and kind of equipment and supplies most suitable from the standpoint of economy and dependable operation, they have served as a guide. Through comparison with records at other mines, where the same things are being done in a different way, they have pointed out mistakes to be avoided. No outstanding accomplishments, either in costs or performances, are revealed; in fact, some of the results are perhaps quite inferior to those obtained at similar plants, but it is with the thought that more records should be published for the benefit of the mining profession that the author presents these data. To other operators and to mining engineers who are called upon to make estimates for prospective operations, the information herein should be helpful. GENERAL CONDITIONS Mogollon is in the southern part of Catron County, southwestern New Mexico. It lies near the western border of the Mogollon Range, 14 miles east of the Arizona line. Silver City, 80 miles to the southeast, is the nearest railroad point. The connecting road, over which supplies are hauled into camp by trucks, is an improved highway for about 50 miles; the remainder consists of graveled roads and unimproved steep mountain grades. One general supply truck and one tank truck make daily round trips. Hauling of supplies to the mine has cost at the rate of $0.08 per ton-mile; or, on the basis of ore production, $0.30 per ton mined. Lumber, hauled in from local mills, has cost an average of $30.00 per 1000 board feet, $8.50 of which has been for hauling. The annual consumption averages 108,000 board feet. Lime, hauled from a plant in Arizona, is about the only other item not brought out from Silver City. Fuel oil for the generation of power is the item of greatest hauling expense, the f.o.b. Mogollon cost of approximately $0.06 per gal. being nearly twice the f.o.b. refinery price. Water for power plant, mill and camp use flows to camp storage tanks through a 4-in. pipe line from a spring and intake 3 miles up Silver Creek Canyon. A few times, particularly in the month of June, mill operations have been suspended for two or three days because of water shortage. Measurements of the rate of decomposition of austenite at constant temperature are commonly represented by plotting the percentage transformed on linear coordinates against time on either a linear or a logarithmic scale, a method that yields a curve that in shape resembles an integral sign (Fig. 1). A graph of this kind is not always convenient because extrapolation to the beginning or end of the transformation, or even intebrpolation, may be uncertain unless there are a large number of observations, which seldom happens; furthermore, the degree of consistency of a set of measurements is difficult to judge from such a curve. It is desirable therefore to find some mode of plotting, or even better to find a standard variety of graph paper, that gives a straight line instead of the integral shape. The straight line has many advantages; the number of readings required to fix the position of the curve is greatly reduced, interpolatiorr is easy and rapid, extrapolation can be carried out with greater confidence and, finally, the consistency of the measurements is readily estimated from the scatter of the points. The last advantage is particularly valuable when the data are obtained by direct microscopic examination alone, because they are influenced by the skill of the observer in estimating the relative size of areas, possibly also by undetected inhomogeneity of the specimen. A search for ways of representing the observations as a straight line yielded two methods which are described in this paper. The paper also includes an account of some interesting relations brought to light in applying these methods to the available experimental data. Usually the best way to derive such a method of plotting is to base it on established principles of chemistry and physics, as has been done, for example, for the temperature variation of the equilibrium constant of a chemical reaction. But so little is known of the mechanism of the decomposition of austenite, and so little is available in the way of well established background for changes of this kind, that it is simpler to rely upon purely empirical means. POPULAR opinion, as it might be termed, has always been of the trend that a flotation reagent added to the ball mill during grinding would be more thoroughly mixed with the pulp and for that reason more effective in the production of low tailing. That there are other effects, inimical to good flotation, when using so-called chemical reagents, is brought out by the series of tests outlined in Table 2. It was defi-nitely proved that if either the T. T. mixture (20 per cent thiocarbanalid-80 per cent orthotoluidin) or po-tassium xanthate were added to the ball mill the result-ing flotation concentrate would be lower in copper and higher in insoluble than the concentrate produced by adding these same reagents without the ball mill cir-cuit. With the T. T. mixture four sets of tests were made. The screen analyses of the flotation feed show that there was very little difference in the original grind-ing. When the T. T. mixture was added to the head of the flotation machine the flotation concentrate had a little over 61 per cent solids -200 mesh. If the mix-ture was put into the ball mill the flotation concentrate had but 40.7 per cent of the solids -200 mesh for one set of tests, and 49.0 per cent for the other set. With the mixture at the head of flotation the total concen-trate was high in copper (34.715 and 36.525 per cent) and low in insoluble (13.20 and 11.61 per cent). The assay of the concentrate when the T. T. mixture was introduced into the ball mill was what might be termed low in copper (29.389 and 30.833 per cent). In one of these 'sets of tests (periods 8 to 11, third column) the insoluble was high, 16.81 per cent. The other run (peri-ods 12 to 15, fourth column) for some unknown reason shows a low insoluble, 12.72 per cent. With similar grinding the addition of potassium xan-thate to flotation produced a concentrate having 62.8 per cent -200 mesh, whereas with the potassium xanthate added to the ball mill the flotation concentrate was very coarse, only 36.4 per cent passing 200 mesh. The difference in the total assay of the concentrate is remarkable ; 35.847 per cent copper when the xanthate went to flotation and 30.44 per cent copper when the xanthate was added to the ball mill; insoluble, 10.94 per cent in the former instance, as 22.15 per cent in the latter.

In the preparation of this paper the writer has drawn freely upon the writings of Orton, Munn, Shaw, Mather, Miller, Hoeing, St. Clair, Jillson, and others, as well as upon his own personal knowledge of the fields of both states. It is to be regretted that certain data gathered by him and his assistants last fall are not available for publication. Oil in Tennessee A few wells drilled for brine for salt making in Tennessee between 1820 and 1840 obtained oil, but no definite search was made for oil until just after the close of the Civil War. Active drilling was then begun in Overton and counties southwest of it on the eastern half of the Highland Rim. A number of strikes were made at shallow depths in the basal part of the Mississippian but the wells were soon exhausted and abandoned. Drilling was revived, about 1892, when the Spurrier district in Pickett County was developed and was followed by the Riverton district in the same county in 1896. A pipe line was laid from the Wayne County, Ky., fields and about 60,000 bbl. of oil were run before a very heavy slump in the production, a failure to find an extension of the field, and excessive local taxation caused the removal of the pipe line in 1906. There was then no production in Tennessee until the discovery, in 1915, of oil near Oneida, Scott Co., at about 950 ft. (289 m.) in fissures in the Newman or St. Louis limestone. This field, however, soon failed and was abandoned. In 1916, oil was found at Glen Mary, Scott Co., in the Newman limestone at a depth of 1232 ft. (375 m.) A number of wells have since been drilled there, some of which were dry while others, close by, were produccrs. The largest one yielded, at first, about 340 bbl. per day and produced for several months, when it suddenly went dry. Several of the first wells began at 6 or 8 bbl. per day and are still maintaining that output. Production is from a fissured part of the limestone and varies greatly in accordance with the size and extent of the ramification of the

The reports for the years 1942 and 1943 were written in 1943 and 1944, respectively, and were summarized at the meetings of the Institute in February 1941 and February 1944, but were held in manuscript form until released for publication in 1945. 1942 During the year 1942, developments in the Peruvian oil industry continued to be subject to repercussions from the swelling war effort, which steadily diverted more of the normal supply of men and materials into war channels, and necessitated the rerouting of supply lines. The result in Peru was an increasing demand for crude oil and products. The production of petroleum in Peru in 1942 was 13,626,259 bbl., as compared with 11,935,584 bbl. in 1941—an increase of 1,690,675 bbl., or approximately 14 per cent. The largest increase, amounting to over 61 per cent, was from the Lobitos fields, but this increase was caused largely by the subnormal production in 1941. International Petroleum Company's production in the La Brea y Parinas field increased 727,111 bbl., or 7 per cent, whereas the Peruvian Government's production in the small Zorritos field declined 10,380 bbl., or approximately 20 per cent. The final production figures for the Ganso Azul field at Agua Caliente were not available for 1942 at the end of the year, but the production was believed to have increased approximately 80 per cent from 1941, or from 13,750 to approximately 25,000 barrels. Development and Exploration Exploration in Peru in 1942 was very limited and confined to areas adjacent to the older producing fields, and the efforts there were largely expended in the extension and development of the producing areas. This situation resulted partly from the shortage of transportation and drilling equipment, and also from the strong demand for increased production of oil. . International Petroleum Co. completed 69 wells during the year, including seven exploratory wells, three of which added moderate extensions to the proven areas. Sixty of the completions were oil wells and nine were dry holes. Lobitos Oilfields, at Lobitos and Restin, is understood to have concentrated its drilling effort on development rather than on exploration. The Peruvian Government operating at Zorritos confined its drilling to the development of the small producing areas previously found. During the year it announced plans to drill three exploratory wells in the Pirin area of southern Peru (see map on p. 638). It was reported that the Government had made a survey of the Sechura area (representing the southern part of the Northern National Reserve as shown on the map), but no work under this arrangement was announced. The Cia. Ganso Azul, at Agua Caliente, completed its No. 6 well as a producer on March 27, and during the year it completed the installation of a 400-bbl. topping plant.

The objective of this paper is to present a better method for determining reservoir reserves of gas from extended drawdown test data. Means are proposed for conducting the test with or without the requirement of prior build-up to a static reservoir pressure. The test is based upon solutions to unsteady-state gas flow developed in an earlier paper and is believed to be superior to previous methods for determining reserves from flow-test data. The limitatiom of such tests are discussed, with emphasis on the subject of test duration. The test can supply useful information if the mechanics and limitations of it are understood. This type of information can be particularly valuable in deciding whether or not to drill offsets to producing wells. INTRODUCTION In the life of any gas or oil field, the engineer in charge must decide if certain wells need stimulation and whether or not to drill more wells in the field. Well production tests can aid in making these decisions. For instance, the value of stimulation can be estimated by determining formation permeability and the amount of well damage from drawdown or build-up tests. These tests are freely used in the oil industry. A less well-known type of analysis uses data from extended drawdown tests for determining reservoir reserves. Into this category fits the "reservoir limit test" of Jones,'-3 and the "reservoir reserve test" presented in this paper. The chief value of these tests is their ability to "see" reservoir boundaries and thus prevent costly dry holes. Methods for determining reserves of both gas and oil reservoirs were proposed in the work of Jones. His proposals appear sound for single-phase liquid flow. The generality of his work on gas flow is open to question, however, since the analysis is based upon solutions to liquid-flow equations. The test for gas reserves presented here is derived from unsteady-state gas-flow solutions presented in a previous paper.' In deriving this reservoir reserve test, it has been assumed that all of the reservoir energy is provided by expansion of the reservoir fluid and that the reservoir is radially symmetrical. No mention has been made of the effects of deviations from Darcy's law such as quadratic (turbulent) flow and well damage. Since the terms representing these effects are function of rate only, since the rate is constant and since the data are plotted in a differential form, it seems reasonable that these terms will not affect the test results in any way. No attempt has been made to estimate the effects of water drive, faults, or other departures from an idealized and isolated reservoir. INTRODUCTION THE bibliography of mining methods in the past few years has contained many articles dealing with the use of the diamond drill for blasthole drilling. In the Canadian mines, this method has been used with great success in stoping at Noranda, Aldermac, Waite Amulet, East Malartic and Sladen Malartic mines in the Province of Quebec. It has also been used at the Dorchester and Beattie gold mines in Duparquet, Quebec. The method has found useful application at Copper Mountain mine, British Colombia, and at Flin Flon mine in Manitoba. In the United States, the diamond drill blasthole method has been used at Cornwall Iron Ore Mines in Pennsylvania and at the Republic Steel Corporation magnetite properties in the Port Henry district of northern New York. In the Lake Superior iron district, the method has been used at the Anvil-Palms mine of Pickands, Mather and Co. at Bessemer, Mich., and is also used at the Book mine of the North Range Mining Co. at Alpha, Mich. Other companies in the district have also experimented in some degree with the method at some of their properties. This paper is being offered as a preliminary report on the use of the diamond drill method of stoping at the Book mine. Sufficient work has been done with it to prove its worth and it is the purpose of the article to present some results, operational details, equipment ideas and recommendations which we have found in its use at our mine. LOCATION AND DESCRIPTION The Book mine is situated about a mile north of the village of Alpha, in the NE-NE ¼ and the SE-NE ¼ of sec 12-42-33, between the Dunn mine and the Balkan-Judson mine, and about four miles southwest of the village of Crystal Falls, on the Menominee Range of Michigan. The property was found to have ore near surface in sufficient quantities for open-pit operations and stripping was begun in the latter part of 1942 to prepare it for ore production in 1943. During 1943, 288,447 tons of direct shipping ore were produced from the open pit and 382,933 tons in 1944. While the mine was being operated as an open pit some 350,000 tons of lean ore were stockpiled for later treatment. This material is being treated in a washing and jig plant and concentrates are produced during the shipping season. The ore bodies at the Book mine are characteristic of the Menominee Range. They are found on the flanks of sharply folded anticlines which have a fairly steep pitch to the northwest. The open-pit operations in 1943 and 1944 revealed two of these anticlinal structures. The term "coal-mine mechanization" is definable in several ways. In its general application it can mean the use of machines instead of manpower in each of the various mining activities necessary for the production of coal—so that under this definition a mine that uses mechanical coal cutters could be classed as a mechanized mine. Common usage, however, insists that a mechanized mine is one in which machines are used for the entire process of mining or extraction and transportation of the coal. For the purpose of this paper, then, the second definition of "coal-mine mechanization" will be used, and practices employed in mines where the greater part of the production is obtained through the use of mechanical loaders and conveyors will form the basis for this discussion. Physical Contact Hazards If we were to group all the hazards that accompany the use of mechanized equipment in a mine, the predominant class would be that which, for want of a better name, might be termed the "physical contact" hazards; that is, all the sources of danger that lead to accidents through physical contact of workmen with machines. A survey of accidents in a group of mechanized mines indicated that this class of hazards may be responsible for more than half the number of accidents in mechanized mining. For example, of 21 mining-machine accidents at one mine, 14 were of the physical contact type; of 14 loading-machine accidents at the same mine, 8 were the result of physical contact. Certain of these hazards are controllable through the use of guards— a guard over the cutting-machine bits when the machine is being trammed from place to place, or a chain or some similar locking device around the cutter chain, so that an accidental blow or push against the bit control will not cause the cutter chain to move. Other hazards, such as the possibility of a loader operator having his foot crushed by a crawler tread, or a brakeman being hit by a loader boom swung too far to one side while a car is being loaded, might be subject to control through the use of guard devices, but the reduction or elimination of all physical contact hazards by such methods does not appear feasible. Every accident of the physical contact type should he investigated to discover whether guards could have prevented it, but often the only way in which to combat these hazards will be through the awakened consciousness of each workman as to the danger that exists if he indulges in unsafe practices. A good approach to control of accidents in any mine is the establishment of a set of safety rules or operating rules. The intent of such rules is to provide guides far the workmen to follow in the operation of equipment. Frequently the workmen have no regard for such rules, and observance is obtained only through compulsion on the part of management. TEe method of R. W. Moore' for determining subsurface interfacial depths by means of integrated curves of apparent resistivity has been analyzed theoretically. It is found that the only unique tangents that can be drawn to such curves are the asymptotes at infinite electrode spacing and the tangents through the origin at vanishing electrode spacing. Explicit expressions have been derived for the relationship between the electrode spacing at the points of intersection of these tangents and the thickness of the surface strata as a function of the conductivity parameters for the two-layer and three-layer earths. It is found that in all cases the electrode spacing at the points of intersection will exceed % of the thickness of the surface layer, and may even become indefinitely large as the resistivity of the deepest layers increases as compared with that of the surface layer. These results do not agree with the empirical findings of Moore that the intersection of the tangent lines fall at an electrode spacing very approxirnately equal to the thickness of the surface layer. Introduction In a recent paper, R. W. Moore1 proposed a new method for the analysis and interpretation of earth-resistivity measurements. This consists essentially in plotting against the electrode separation of a Gish-Rooney system the integral of the apparent resistivity with respect to the electrode spacing, and observing the breaks in the integral curves. Specifically, tangents are drawn to the various segments of the integral curves, which show appreciably different slopes, and the intersections of these tangents are used as indications of the depths of the various underlying strata. By numerous examples Moore has shown that the electrode separation at the first intersection so found agrees very closely with the depth of the bottom of the surface layer. Moreover, in a number of instances the intersections for greater electrode spacings seemed to correspond to the depths of deeper beds. From a strictly empirical point of view, the procedure proposed and demonstrated by Moore appears to be particularly interesting because of its simplicity as well as its apparent accuracy, Moreover, such a simple method would be especially valuable in view of the well-known difliculties heretofore encountered in the quantitative interpretation of resistivity data. It therefore seems appropriate to attempt a mathematical analysis of the problem to see whether the integral method of Moore has a sound basis. Such an analysis is presented here. Even on cursory consideration, it is clear that the remarkable successes observed by Moore in the application of his method are indeed surprising. For it depends upon the determination and choice of the slopes of smooth and continuous curves, which by their nature must show even more gradual- variations than the original apparent-resistivity plots that are already so difficult to interpret quantitatively. • The Venezuelan Trade Mission to the United States announced that Bethlehem Steel Corp. will begin exporting iron ore from its El Pao concession, south of the Orinoco River in Venezuela, in about three months. The ore will be transported by rail from the mines to barges on the Orinoco and transshipped to ore vessels at the coast for shipment to the Sparrows Point, Md., plant. The Latin American business men warned that projected increases in the United States tariff on petroleum imports from Venezuela would force that country into bilateral trade agreements with other countries and would mean drastic curtailment of Venezuelan imports from this country. •Bethlehem, South American Gold and Platinum Co., and U. S. Steel are investigating the possibilities of securing American foodstuff for their South American mining camp commissaries through the International Basic Economy Corp. IBEC buys in quantity to supply its subsidiary companies operating in Venezuela and Brazil. The mining companies will rid themselves of this burdensome task as well as realizing a saving from the bulk purchases of IBEC. •Oliver Iron Mining Co. has begun construction of a fine ore and taconite agglomeration plant at Virginia, Minn. It is expected to be ready in six months. The plant will be used to experiment with the making of clinker cakes and egg-sized lumps by sintering machines and nodulizing kilns respectively; about 1 million tons per year will be produced. • Roof pinning has been adopted at the iron mines of TCI, near Birmingham, to support overlying strata as mining progresses. Favorable results have been obtained in that dilution of the ore has been reduced by 50% which is attributable to this method of supporting the roof. •An American mining engineering team has gone to Turkey for a two-year assignment assisting Turkish government agencies in the $45 million ECA development, mechanization, and construction of cleaning plants for the Zonguldak coal field, 200 miles east of Istanbul on the Black Sea. The group consists of James Beeley, John E. Good, John S. Lambright, David Renshaw, and Charles R. Weir, all of the Paul Weir Co. •Arthur F. Taggart describes a new way of training engineers by emphasis on broad, basic engineering courses on page 460 of this issue. •Lawrence T. Tierney, chairman of the National Bituminous Coal Advisory Council, released a report stating that the increase in oil imports since the latter part of 194$ has caused significant damage to the U. S. fuel economy. It has reduced the strength of and employment opportunities in the coal, domestic petroleum, and transportation industries, as well as in related service and supplier fields. •Women, camels, and donkeys are the beasts of burden of the Sahara, according-to the UNESCO World Review. •Increased demand for magnesium sheet in airplane construction ana other phases of the national security program have led Alcoa to establish a sheet magnesium rolling division at its New Kensington, Pa., works which will begin operation shortly. Novel prospecting methods being used by the USGS in its search for uranium include: shock-mounted instruments in light trucks,. Geiger-counter probes lowered into augur holes, and experimental airborne prospecting.

MICA is a mineral that once was a familiar sight as fireproof windows in stove and furnace doors and as lamp chimneys and shades. Since 1878, the beginning of the electrical age, the use of mica for such purposes has gradually declined and its use in electrical equipment and appliances has developed to such an extent that the known sources of supply are scarcely equal to the demand. With the increasing capacity of electric generating units, the size of mica sheets found in nature was inadequate. However, in 1894, a process was developed whereby thin films or splittings cemented with shellac or other binders could be pressed into large sheets. 18 The introduction of radio in the early 1920s created such a heavy demand for the smaller sizes of mica that on March 22, 1938, mica was included among 23 commodities on the list of strategic materials approved by the United States Army and Navy Munitions Board. To be included in this list, the material must be one whereof the domestic supply is not sufficient to meet the demand. COMPOSITION Mica is a complex mineral composed principally of the silicates of potassium, aluminum, and magnesium. Less prevalent species contain, as essential components, lithium, vanadium, and chromium. Iron usually is present either as an essential component or as an impurity. The mica group comprises some nine different species, five of which, muscovite, phlogopite, vermiculite, lepidolite, and biotite, are widely used in industry. Lepidolite and zinnwaldite (lithium micas) and roscoelite (vanadium mica) are sources of lithium and vanadium. Muscovite, "white mica," is potassium mica. Theoretical formulas H2KAl3(SiO4)3. There are two varieties, distinguished as to color, known in industry as ruby and green. In crystals or "books," the colors each range through varying shades of red and green. However, when split into thin films, all micas, except biotite and phlogopite, are colorless and transparent. Muscovite frequently is stained red or black by thin films of iron oxide between the laminae. The staining usually is derived from magnetite, which sometimes is found as unaltered crystals.

The United States aims to achieve some modicum of energy self-sufficiency through means such as conservation, increased domestic oil and gas production, substitution by the electric utilities of coal or coaloil mixtures for oil and gas, and development of a viable synthetic liquid fuels industry. Coal's role in attaining this goal will necessitate doubling coal production by the end of the 1980's. And if the United States does in fact become the World's Saudi Arabia of coal, the total annual production to meet these domestic needs and export markets could double again by the year 2,000. As only a small portion of our Nation's reserves are recoverable by state-of-the-art surface mining methods, most of the coal produced in the future will have to be mined underground (Averitt, 1975). But this projected increase in coal demand is occurring in the face of a decade of radically decreasing productivity. Specifically, average worker productivity in underground coal mines has decreased from 14.2 tonnes (metric tons) per workershift in 1969 to 7.2 tonnes per worker-shift in 1979; and 95 percent of coal produced underground during this period was produced by room-and-pillar methods (U.S. Dept. of Energy, 1980). Although there is no complete agreement on the impact of recent Federal legislation, there is strong correlation between the dramatic decrease in productivity in underground coal mining and the implementation of the recent Federal mine health and safety regulations (U.S. Congress, 1969). A review of the wide range of coal mining research, development, and demonstration projects currently being funded by the federal government and by industry gives little encouragement for increasing worker productivity on room-and-pillar sections underground in the immediate future (Palowitch, 1978). Conversely, the opportunities for increasing production/productivity underground with longwall methods appear somewhat more encouraging. Although at least one longwall face in the U.S. did produce more than one million tonnes of coal in a single year, the national two-shift average production from one hundred or so longwall faces is about 1,000 tonnes per day (Huwood-Irwin Co., 1978 and Consolidation Coal Company, 1976). Clearly, there exists some real opportunities for improvement. One of these opportunities is to automate the cutter-loader.

WHEN, after years of troublous experiences in roasting sulfide ores with heavy dust and fume losses resulting from the equipment and methods first available, there appeared on the scene of metallurgy that revolutionary process known as sintering, it was felt that at last there had been found the ideal method for preparing sulfide ores for blastfurnace reduction. Not only were the sulfides roasted but also the fine oxidized ores were bound together with them in strong porous cellular masses which were in the best possible condition for reduction. With the experiences gained in the manipulation of the Huntington-Heberlein, Carmichael-Bradford, and Dwight & Lloyd processes there developed a refinement of detail which brought the whole plan of roasting by sintering to a high plane of perfection. But that metallurgy is never stationary is revealed by the fact that changes in milling practice, particularly the development of flotation, have introduced a new set of problems in sintering itself. Inasmuch as it is felt that these problems have not yet been solved in an entirely satisfactory manner this paper is written to record the present practice of the Salt Lake Valley smelters with the hope that there will be brought forth such discussios as may perhaps lead to still better practice. By far the greater proportion of the sulfides smelted today are flotation concentrates. Usually they are high grade, sometimes as high as 70 per cent. and more in lead. They are extremely fine, many mills grinding the ore so that from 60 to 80 per cent. will pass through screens of 200 mesh. The physical condition in which many of these concentrates reach the smelters is disconcerting to the metallurgists. Some are of about the consistency of putty. Others are of a sticky, slimy nature. Others again, dried to the limit, are veritable powders. Remembering that the down-draft sintering charge for the best results must be porous enough to let air be drawn through it reasonably well, must be thoroughly mixed, and must have some coarse material in it to segregate out and form a layer on the grates, it will be understood that the advent of this extremely fine material has made necessary still further elaboration in the equipment and processes of preparing sulfides for the blast furnaces,

The mining district of Sao Fidelis, in the northern part of the State of Rio de Janeiro, is situated on the Paraiba River, where it crosses the Serra do Mar (Mountain of the Sea), in the center of a mountainous country having numerous graphitic outcrops. For a long time, these outcrops were irregularly explored by local people, who had little means and no technical advice. A few years ago, the Cia. Brasileira de Mineracao de Grafite took over the control of some of the more important outcrops and entrusted to me the task of studying the ores and establishing a flowsheet for a pilot plant to be situated in Sao Fidelis—the ore to be concentrated being mostly of a very high grade. Mineralization and Ores The rocks of the district are mostly gneiss and crystalline schists, with occasional interstratification of dolomitic limestone belonging to the Archean Brazilian Fundamental Complex. The general direction of the beds is roughly between 60' and 80°E., with variable dip, generally nearly vertical. Mostly, direction and dip of the graphitic outcrops is concordant with the embanking gneisses or schists. These outcrops seem to be aligned in two or three parallel zones (Padua, Sao Fidelis, Mac- abu), the Sao Fidelis zone being the best known and the most important to date. Two outcrops of the Silo Fidelis zone, Saudade and Sao Benedito, are now being exploited. Mining has beer] carried out, so far, on a small scale. The mineralization consists of a vein of nearly massive graphite in a very compact, partially granitized gneiss, with vertical dip. The vein is most irregular, nith nests and lenses irregularly distributed along the fracture plane. The ore consists chiefly (particularly in Sao Benedito) of massive graphite appearing and disappearing along the main direction of the vein, forming a succession of irregular lenses in a sort of rosary design. The average width is more or less one foot, with variations from zero to 6 feet. The lode minerals are quartz, a little feldspar and garnet (the latter having its origin perhaps in the embedding gneisses), with rare ferruginous clays on the outcrops. In Saudade a little pyrite, pyrrhotite and chalcopyrite is found occasionally, as well as a carbonaceous mineral, very light, black and shiny, with conchoidal fracture, looking like a sort of jet. The composition of this mineral has not yet been established, but it seems to be very complex. The mineralization seems to be hydro-thermal at a rather low temperature, perhaps mesothermal. The paragenesis, according to samples from Saudade, seems to be as follows, the earlier minerals being listed first: pyrrhotite, pyrite, chalcopyrite, with quartz concomitant to the three and graphite formed later. IT has been long known that the gas evolved during the boil in the open-hearth furnace is mainly carbon monoxide associated with smaller quantities of other gases. A number of attempts have been made to determine the precise effects of carbon and oxygen content of the bath, and of other factors, such as temperature, upon the evolution of carbon monoxide. In his investigation of the carbon-iron oxide product in liquid steel, Herty1 showed that the value of this product at equilibrium could be approximated by plotting the value of the product observed in open-hearth reactions against rate of carbon elimination, and extrapolating to zero rate. The results of this study showed a slight but definite effect of temperature upon the carbon-iron oxide reaction. Experimental studies of the evolution of gases from rimming-steel ingots have not yet attained the degree of precision necessary for an exact understanding of the effects of pouring temperature, carbon content, and iron oxide in the metal upon the composition of these gases. Klinger2 showed that the gas consists mainly of carbon monoxide, and that con-siderable variation in its composition occurs during the solidification of the ingot. In order that these variations may be understood in their proper relationship to the progress of solidification of the ingot and the segrega-tion that accompanies solidification, it is essential to have a knowledge of the condition of equilibrium in the several chemical reactions by which the gases are being formed. It is also necessary to understand the effects of temperature upon the equilibria, and further, to know the manner in which the temperature of the liquid metal within the ingot changes as the skin of the ingot is being built up. The reactions in which we will be chiefly interested are those involving in the one case the oxides of carbon, and in the other case steam and hydrogen, with iron oxide and carbon in the liquid metal. The reactions as they occur in unalloyed liquid iron, and their respective equilibrium constants are written as follows:

Rickard, Denver, Colorado: The observations made by the author concerning the treatment of gold-bearing ores, deal with the subject only briefly and in a general way; but, coming from an authority, they invite comment. In stating the fact that a " finely-divided condition " is a necessary characteristic of ores containing free gold, the author must be refer ring to those mining districts only with which he himself is ac quainted. The statement would not be true of certain gold-mining regions in America and Australia. The ores of some Californian mines and the mill-stuff treated at certain of the mills of Clunes and Ballarat in Australia, and of Otago in New Zealand, contain the gold in a free but in a coarse state. Moreover, "reduction to fine sand and flour" is not required by certain ores, even though the gold be in a finely-divided condition. In such cases the gold becomes de tached from the quartz before the gangue has been pulverized into particles as small as those in which the gold occurs. The dry-crushing of free-milling gold-ores is onknown in the new mining regions of the world. It is not clear whether the author has in mind any European district in which such a process is in actual use. If he has, a description of the method and the results obtained would be very valuable. Dry-crushing is, other things being equal, twice as slow and twice as expensive as wet-crushing. In the case of free-milling gold-quartz it serves no purpose, since such ore does not carry sulphides which contain any large percentage of value, and which, by being slimed, may carry away part of that value. The dry-crushing of a free-milling gold-quartz would be considered an absurdity by an American metallurgist. If the ore contain "free gold only," why submit it to a further treatment, such as concentration, after its passage over the amalga mating-plate ? What does the author propose to concentrate ? Again, why anticipate the treatment of tailings by the McArthur Forrest, or some other process ? The satisfaction felt by a mill-man in saving gold by a subsequent treatment of the tailings from his mill appears to me to be like that of the man who shoots at a rabbit,

This paper discusses the major portion of the hoist (drag or crowd) system and it shows how static control accomplishes its major aims. In 1959, the first truly static control for Ward-Leonard equipped electric excavators was designed, developed and placed in service. The control system, originally intended only as a more modern electronic type of alternate to the proven rotating amplifier control system has since proven to be much more. When they conceived the original system, the designers had much more in mind than simply replacing the rotating amplifier with one that had no moving parts. The long range plan, which started with the initial system consisting of an SCR (silicon controlled rectifier) preamplifier and magnetic amplifier power amplifier, called for eventually, a control system low in cost and maintenance, relatively simple in design and extremely reliable. The plan also included the elimination of as many of the shortcomings of the rotating system as possible. No small accomplishment, when it is considered that the rotating control system had been, with only minor modifications, the standard of the industry for 20 years. The final step in the original design plan called for the eventual development of an amplifier that could be used as one of the basic building blocks of the future. DEVELOPMENT RESULTS Since the successful unveiling of the first static control system, continuous development has resulted in a slow, but sure progression along the path described by the original plan. The first version of the new control corrected one of the shortcomings of the rotating system by removing the necessity of operator anticipation. This was accomplished by making the system faster in response so that the operator noticed virtually no delay between his movement of the master controller and that of the machine. Thus, after the operator became familiar with the operating characteristics of the machine, he was able to become more relaxed while digging. The natural result of this accomplishment was higher production. All of the subsequent versions of this new control were even faster than the initial design. Although it was not distinguishable by the operator, the further increase in response resulted in large gains in the limiting of transient torque peaks applied to the machine while digging. Also, a more effective control of the torque and power peaks was obtained when plugging the motion being controlled to a stop. Commercial strip mining of coal was first begun in the state of Illinois in 1911.l The annual tonnage of coal produced from coal strip mines in the state was very small until 1924, when the strip mines shipped 1.68 pct of the total state shipping mine tonnage. Since then, strip mines have gradually come into their own by producing a sizable percentage of the coal produced in the state. Table 1 shows the coal tonnage shipped from both underground and strip coal mines in the state of Illinois for selected years. The table illustrates the major role that strip mines play in the state's coal industry. Today, strip mining is generally conducted in areas where the coal seams lie so close to the surface of earth that a stripping method of mining the coal seam is cheaper than an underground method. Strip mining not only recovers 100 pct of the coal deposit, but may also be used as a method of mining large acreages of coal abandoned by the closing of underground mines. Open cut or strip mining is a very highly mechanized method of producing coal and is carried on in three distinct and separate operations. The first of these is uncovering or exposing the coal seam so that the coal is made available for mining. The second operation is that of actually mining the coal. The third operation is the washing, crushing and grading of the coal according to the producer's market. Description of Shovel The Marion 5560 power shovel is used in the first of these three operations. The large electric-powered shovel works forward and back across the coal deposits, removing the overburden of dirt, rock, and clay in successive cuts of 30 to 60 ft deep and 40 to 80 ft wide. The shovel has a maximum cutting height of 95 ft, but around 60 ft is considered to be the maximum economical cutting height by the operators. The smaller the depth of cut, the more economically the shovel will operate until a minimum cut of 15 ft is reached, below which the efficiency decreases rapidly. The Marion shovel may be used in tandem stripping in excessive depths of overburden. The other type of excavating equipment used in the tandem team is generally a dragline with a long boom of about 180 ft. In tandem stripping, the dragline is used to remove the upper portion of the cut and to place it at a maximum dumping radius from the place of removal. The Marion 5560 power shovel is then used to remove the overburden left above the coal seam and to deposit it at the shovel's maximum dumping radius.
