MOST mineral products are used in the finely divided state, but some are sold in larger sizes. Coal, gravel, metallurgical fluorspar, phosphate rock, hematite, chromite, and other products are sold in sizes coarser than can be treated by many mineral-dressing methods. Gravity separation of coarser sizes by log washing and jigging is probably as ancient as any process now in use. The performance of jigs on a feed with sufficient difference in density of the minerals is excellent, but many families of minerals are too similar in density to be separated effectively by this method. The use of heavy suspensions of fine solids to separate coarse coal from bone and slate has been in use for some years. This separation by sink-and-float was limited until recently to light minerals. Development of galena and ferrosilicon as suspension media, by Minerals Beneficiation, Inc., at Mascot, Tenn., Pitcher, Okla., and Crosby, Minn., under patents granted during and since 1938, has permitted excellent results to be obtained on minerals of very similar densities up to 3.3. This process has been put in the hands of American Cyanamid Co. for exploitation, and further research now in progress may increase the density of suspension obtainable so that separation, at a density of 4,0 may be practicable before this is published. The Huntington-Heberlein dense-medium process, developed in England, is also being commercialized in the United States by Sink and Float Corporation. Du Pont has developed a sink-and-float separation using halogenated hydrocarbons as parting liquids; at this writing, the method is used commercially only on coal but has been successful in the pilot plant on many other minerals using tetrabromethane at densities up to 2.95. While these processes were being developed to extend the range of separation by difference in density to the coarser sizes, the Bureau of Mines was engaged in developing a process that will extend the range of separation by difference in wettability up to 2-in, size. War work has pushed aside its further development indefinitely. The results are published here with the hope that some use may be suggested that will justify post-war development, and so that readers that may be able to make immediate use of the scheme may have the information. Mr. Brown : .That part of the Standard Company's plant which has been added since the publication of Mr. Leggett's paper, and is described in mine, renders the single-phase, alternating system, which Mr. Hale has called " unelastic," much more elastic than it had been. The original plant at Bodie was substantially the same as the Telluride plant mentioned in his paper. The machines came from the same shops, and were practically the same; but while the Telluride Company has changed completely to a polyphase system, the Standard Company has retained its original plant, but has belted on a directcurrent generator at the receiving end, thereby converting the water-power into electricity, electricity into power, the power into electricity, and finally again electricity into power for use in the mines. This is a roundabout course, to be sure, but it shows that there are possibilities even in the out-of-date single-phase system. The only point perhaps, that deserves particular notice with respect to the hoist is the fact that the rheostat, or starting-resistance, was not built originally

The importance of the conservation of the waste heat contained in copper reverberatory furnace gases was realized very early by those in charge of operation at Anaconda. The first attempt to utilize it was in preheating the air used for combustion of the coal. This was done by forcing the air through ducts surrounding the flue-gas downtake and continued down beneath the furnace hearth to the firebox. Any small advantage gained by the heat transferred from the flue gases was more than offset by the losses sustained in cooling the hearth, therefore this process, after several trials, was soon discarded. It was first used at the Old Works as early as 1893 and again for a comparatively short time on the original furnaces at the Washoe smelter, or present works. Water-tube boilers came into general use very rapidly after 1890. Their adaptability for waste-heat steam generation, as well as the saving to be effected by the production of cheap steam from this source, was soon recognized. The first waste-heat boiler to be used in connection with a matte furnace at Anaconda was installed in September, 1900, at the "Old Lower Works." It consisted of a 100-hp. "Cook," vertical water-tube boiler. This boiler had 65 small perpendicular tubes arranged in concentric circles around a 10-in. tube in the center. These tubes were expanded into 4 ft. 4 in. inside diameter cylindrical steel top and bottom drums which served as the steam and mud drums respectively. This boiler was set in a cylindrical brick housing into which the furnace gases entered just above the mud drum and thence circulated upward around the tubes and steam drum to the stack. This installation proved unsatisfactory, presumably on account of difficulty with dust, and was soon abandoned. However, the possibilities for steam generation were undoubtedly encouraging for shortly afterwards (December, 1900) a 300-hp. Stirling boiler was installed, to be followed by two more in the spring of 1901. The choice of the Stirling type of boiler for application to copper reverberatory furnaces was particularly fortunate, as the arrangement of the tubes appears to combine to a great extent the maximum contact of the gases with the heating surfaces of the boiler and at the same time

D. Eppelsheimer, * Middletown, Ohio.—The housing of employees has so many and so varied aspects that in order to reach even an approximately correct solution it is necessary to have in mind a few fundamental principles; but it is not possible as yet to write these housing principles in the clear and correct form that is possible with many of our natural laws. Manifestly, the problem depends first on the kind of people it is necessary to house. What is suitable for the Southern unattached negro is not suitable for the married skilled American. The influx of colored labor has affected quite a number of what were satisfactorily housed communities. The second important factor is the relative proportion of the number of employees to the total employable population of the community in which the industry is located. The employer of a hundred men in a large city has little responsibility in the matter of housing his employees. If he employs 75 per cent. of the employable population in a community of 27,000, as is the case of the company with which the writer is connected, it means a large responsibility. In the establishment of an entirely new plant in a more or less isolated place, the responsibility becomes greater. As engineers, we design and write the specifications for the machinery to accomplish a definite purpose, and proceed to house it, provide the necessary buildings with their accessories in the way of cranes, or heating systems, or sprinkling systems, as the case may be. There is no reason why the operating force should not be built up in very much the same way: design the organization, write its specifications so that the employment department can secure the proper men, and then house that organization with just as much thought and care as is given the plant. In the plant, the various machines will work along certain definite lines and accomplish certain results; but even if we start with the proper organization it takes considerable time to get that organization working together. One of the most important elements to this end is the proper housing of the organization. A man usually spends more time at home than at work. Proper surroundings and a comfortable, convenient house of good appearance exercise an influence that cannot be denied, and an employee situated in such surroundings is far more inclined to follow the policies of his employer and take an active part in furthering them than one dissatisfied with his home and surroundings, which feeling

West Texas and New Mexico have been overshadowed by the dcvelopment in East Texas to such an extent that the area has been placed on a settled production basis by most of the operators. Considerable develop-mCnt work on both proven and unproven acreage remains to be carried 011, but the incentive, a ready and profitable market, has been lacking. The main characteristics of the fields in this area are so well known that they are not described again in this paper, which thus resolves itself into a statistical review of the more important production features of the area. Proration has been in effect during the year and has been rigorously applied with the full cooperation of all producers. Proration in West Texas and New Mexico is based in the more productive fields on a potential and acreage distribution of the allowance to the individual wells or acreage units. Potentials are determined generally by a short production test of from 1 to 4 hr.; and the hourly rate is multiplied by 24 to obtain the 24-hr. production or rated potential of the separate wells. The potential values thus set up have been questioned by many production men who are not willing to concede that the instantaneous (hourly) capacity of a well to produce is its potential capacity for a day with all other wells in the pool producing at their capacity. However, the potential of a well determined as above remains its chief rating as a measure of the permeability in place and as an indication of the possible reserve feeding that well. The acreage factor has made it unnecessary to overdevelop properties in order to obtain an allowance proportionate to neighbors who are willing to drill an excessive number of wells on a piece of acreage in the hopes of a quick drainage and a corresponding profit. Proration has resulted in an orderly development of many of the pools in this area on the base as outlined above, resulting in more reasonable spacing of wells and the more even withdrawal of oil and the ensuing expectation of high recoveries. Introduction The use of frequency of vibration measurements to determine tension has long been accepted by industries that use electrical or stranded cables of wire ropes in their operations. In contemplating how to determine the tension in chords of a roof truss, it seems almost inevitable that a similar approach should be investigated even though there are some important dissimilarities in physical behavior between a chord of a rod-type Birmingham truss and a stretched wire rope. While the dominant feature of both types of behavior is the existence of tension, the bending resistance of the vibrating truss chord cannot be ignored. And it is common to have attached to the chord, pieces of hardware (turnbuckles, extension sleeves, wedge boxes) that represent concentrations of mass not usually found in a vibrating wire rope. Analytical solutions to the problem of vibrating wires or beams can be found in the literature on vibrations (Timoshensko, 1955; Den Hartog, 1956). But in every case, at least one of the ingredients of the vibrating truss chord is missing. The presence of axial tension, or bending resistance, of concentrated masses and of end conditions peculiar to truss chords is a combination that appears not to have been dealt with before, although the techniques for dealing with it are commonly known. The purpose of this note is to report the results of a project to measure and calibrate such frequencies. The work was conducted by the University of Pittsburgh under the sponsorship of the US Bureau of Mines. Field observations Tests were conducted on 24 different truss installations. The first 18 trusses were installed in shale roofs above Kentucky No. 9 seam and Illinois No. 6 seam. The remaining six were placed against the competent sandstone over the Pocahontas No. 3 seam in West Virginia. Chord tension was determined by two electrical resistance strain gages, in series, applied diametrically opposite to one another on the rod before tensioning. Due to the combined effects of inexact gage placement, rod bending and residual torsion in the chord due to tightening, errors in tension as high as 1780 N (400 lb) were reasonably possible. Due to faulty soldering or damage, three of the first 18 trusses and one of the final six were rendered completely unreliable. In addition to strain, the first natural frequency of vibration was observed to the nearest 0.1 Hz. Dimensions recorded included the span between contact points at the bearing blocks (Fig. 1) and the locations and amount of excess rod and rod gap at the wedge box and turnbuckle, respectively.

BY the beginning of 1945 the output of petroleum products for war had reached a volume and a rate of growth which practically assured all requirements so long as war continued. The programs for making gasoline, lubricating oils of required quality, toluene for T.N.T., and chemicals for manufacture of synthetic rubber, as well as numerous other lesser petroleum products, were all well in hand, and unless catastrophic developments occurred there was no doubt of the ability of the industry to meet all demands. The end of the fighting found the refining industry working at top capacity on war commodities, but also in position to convert quickly into peacetime civilian production. 100-octane Aviation Gasoline Production of the vital 100-octane aviation gasoline, starting with approximately 44,000- bbl. daily capacity at our entry into the war, reached a top of 525,000 bbl. a day in the United States by the end of hostilities. With 75,- bbl. from other Allied sources, the grand total was 600,000 bbl., or 25,000,000 gal. each 24 hr. available to the armed forces had fighting continued. At times it was a close race between requirements and production, but never were any important military operations involving the use of high-octane aviation gasoline held up or delayed for lack of sufficient output of such material. The undivided effort of the entire refining industry in full cooperation with the Government made this record possible. Little diminution in output followed the German surrender on May 7. Plans called for a correspondingly greater activity for the Japanese war and possibly for well into 1946. But when the Japanese sued for peace on Aug. 10 most contracts were quickly canceled. Substantial stocks, reputed to be somewhere between 20,000,000 to 30,000,000 bbl., built up largely between V-E and V-J day pending organization of the larger Japanese war program envisaged after Germany gave up, were in the Government's hands in this country, in addition to working stocks in the war areas. Toluene and Lubricating Oil Requirements for toluene for T.N.T. increased rapidly as bombing speeded UP with increasing control of the air by the Allies in Europe and Asia. Production in excess of T.N.T. requirements which had been going into 1000-Octane aviation fuel blending during 1943 and 1944 was again drawn into explosive manufacture early in 1945. In anticipation of the war continuing into 1946, two new plants were ordered constructed, the decision being announced in April, plans calling for one of them to get into production about the end of 1945, the other in the first quarter of 1946. Both of these projects were later canceled as victory made it evident that the additional supplies would not be needed. Production was

Throughout the mining industry, many companies perform sophisticated business and financial analyses of proposed capital investments. However, once the project is approved, it is never reevaluated. At best, there is an attempt to control capital costs and minimize overruns. The post-installation appraisal, a formalized review of investment performance, may prove helpful. Typical Project Review A typical capital investment is approved after business and financial benefits have been reviewed with management.* The financial data shown to management often include a net income statement, cash flow analysis and summary economic data similar to those shown in Table 1 overleaf. These financials report the expected impact of the project on the corporation financial statements. This project is a rudimentary example of a capital investment decision. An actual project would undergo a more sophisticated analysis incorporating depletion benefits, deferred taxes and a detailed cost breakdown. The example project has several financial benefits that could result in management approval. For example, it provides an immediate net income benefit to the company, generates positive cash flows every year of the project life and has a discounted cash flow rate of return of 25 percent. However, it also has the disadvantage of a long payback period. A sensitivity analysis would show which areas of the analysis have the greatest impacts on profitability. Post-Installation Program Objectives The post-installation appraisal goes beyond the analysis shown in Table 1 by comparing actual results to those projected in the original economic analysis. The post-installation program has three primary objectives: 1. To provide a periodic performance review of major spending programs. 2. To review decision-making and evaluation procedures. 3. To provide a means of controlling individual project investments. The first major function of the post-installation program is the periodic review of actual performance of projects and investment programs, identifying those factors which proved critical to the health of investments. This review will serve to keep management abreast of progress, provide a comparison of actual performance against expectations, and provide valuable information that can be used for improving future economics. The second major function of the program is to perform a continuous review of the decision-making process. This includes testing of evaluation procedures, forecasting techniques, and logic used in making decisions. An information system should be set up whereby original evaluations and historical performance data gathered under the appraisal program are documented for use by evaluators and management when assessing past and future investment proposals. Such data should be particularly useful in evaluating new and developing types of operations and in activities where companies repeatedly reinvest. The primary purpose of this feedback system is to sharpen estimates to assure that they are realistic and attainable. The appraisal program also provides assurance that consistent evaluation procedures are being used throughout a company, leading to improved procedures

Gold was discovered in the Sierra Nevada by J. W. Marshall on Jan. 2, 1848. The town of Grass Valley soon sprang up and contained several stores in 1849; but the population of the town has always reflected the fluctuations in quartz mining. Gold-bearing quartz was found on Gold Hill in September 1850, and in the next two years most of the quartz-bearing veins in the vicinity were located. At first, the quartz was crushed in mortars with spring poles; the IIuff Co. took out $20,000 in this manner during the winter and spring of 1851. The first mill was put up in January, 1851. In 1866, there were in Grass Valley 248 stamps, crushing 71,420 tons of ore with an average yield of $30 to $35; in Nevada City, there were 142 stamps, crushing 14,200 tons, with an average value of $25. Rut in 1918, only two properties in this region, the Empire and the Korth Star, were producing Since then, there has been a revival of mining in the district and the following properties are being opened up: The Golden Center. Idaho-Maryland Mines Co., while the Su1tana is kept unmatered and work is going on in a half dozen mall propertics Mining Claims At the first meeting of miners in Grass Valley, Jan. 13. 1851, a plot :30 by 40 ft. was allowed for a claim, the boundaries in all cases being perpendicular. In 1852, the quartz miners in Nevada County deeided that "each prospector shall hereafter be entitled to 100 ft. on a quartz ledge or vein and the discoverer shall be allowed 100 ft. additional. Fach claim shall include all the dips, angles, and variations of the vcin." This rule was in force until replaced by the Federal mining laws of 1872; these allowed quartz claims to be 1500 ft along the vein, with all the dips, spurs, and angles, and to have a width of 600 ft. Flotation is now commonly practiced in alkaline ore pulps, yet little is known regarding the action of the alkaline solutions on the ore particles beyond the fact that films of oxidized material form. We wish to chronicle our discovery of the presence of soluble reducing agents in alkaline ore pulps of the United Verde, and present some data on lime consumption. During the grinding and flotation of a pyritic ore containing small amounts of ferrous sulfate and other soluble salts, an excess of lime was added to precipitate the salts, and filtered samples of the solution were titrated with standard permanganate solution. Even in pulps of high causticity an appreciable permanganate titration was always obtained, in spite of the fact that the solutions were shown to contain little iron. Investigation of the cause brought about the discovery of several previously unsuspected compounds in flotation pulps made from pyritic ore. Not only the reducing agents present had to be identified, but also the amount of dissolved oxygen, and a survey was finally made of the free oxygen content and reducing agents of the mill pulp in the concentrating mill at Clarkdale. A great many compounds might form, caused by oxidation of pyrite or other metal sulfides or by reaction between a lime solution and pyrite. The most probable compounds considered were calcium sulfides, polysul-fides, thiosulfates, and polythionates. Later it was discovered in the literature that in alkaline pulp polythionates do not exist and if introduced are decomposed into sulfites and thiosu1fates.l Any precipitated sulfur is changed by alkali into thiosulfate and polysulfide. Sulfites and sulfides react to form thiosulfate, so that in the end it is possible to have in an alkaline solution only thiosulfate and an excess either of sulfide or sulfite. The Copaquire porphyry copper deposit lies in an island of pre-Upper Tertiary rocks surrounded by Quaternary and Upper Tertiary formations. The pre-Upper Tertiary appears to be a horst block in a typical basin-range setting. Major right lateral faults have been mapped within the range from Chuquicamata north to Copaquire. All of the major porphyry copper deposits known in the block (e.g., Quebrada Blanca, El Abra, Chuquicamata, and Copaquire) are on or are very close to one of these major right lateral shears. In the Copaquire district, an epizonal igneous complex with diorite, quartz diorite, quartz monzonite, and intrusive dacite (in that intrusive order) invade folded Jurassic shale. Mineralization appears spatially and temporally associated with the quartz monzonite porphyry and dacite. Alteration zoning shows two separate core phyllic (quartz-sericite-pyrite) zones within one large argillic (clay-pyrite) zone. A propylitic (chlorite) zone is peripheral to the argillic zone. No potassic zone has been recognized yet at the surface. The intrusive petrology together with the phyllic, argilic, and propylitic alteration zoning as well as the chalcopyrite-molybdenite ore mineralogy characterize this deposit as being typical of the Lowell and Guilbert model. Copper and molybdenum minerals appear to be most strongly developed in the phyllic zone, in either a breccia or a zone of veinlets and stockwork which trend dominantly northeast, conjugate to the district's largest fault, the Sulfato fault. The setting is basically similar to that found in some other porphyry copper deposits in this block, in that the ore body is a zone of veinlets which appear to be genetically related to movement on a major north-south trending right lateral fault. The presence of the major fault in each deposit, and the speculative hypothesis that paleo-subduction zone operated at the time of mineralization, suggest the possibility that mineralization took place when a major fault permitted escape to the surface of cal-calkalic magma generated in a subduction zone as proposed by Ericksen. A hypothesis such as that proposed by Ericksen explains the near linearity of porphyry copper deposits in Chile, since the source of calc-alkalic magma would exist at about the same distance from a paleo-trench throughout the length of the paleo-subduction zone.

Oil and gas and their derivatives continue to be stable products in West Virginia. In the midst of the cataclysmic happenings of 1930 to 1934, which have swept away banks and practically destroyed many other enterprises of presumably nonspeculative character, the possession of a royalty or working interest in a few old oil or gas wells has prevented disaster in literally thousands of homes. These old wells yield their daily quotas of basic commodities, which the public must have. Fortunately, the facilities of disposal in the Appalachian Province are so ample and well managed that the owner of such equities may be reasonably certain that his proportionate share of existing markets will be afforded him without much effort on his part. In most cases these investments are free from encumbrance or hypothecation, therefore the main uncertainty is the date of ultimate exhaustion at the source. Generally, this is known to be fairly remote. The net result has been that individual owners part with such investments only as a last resort. In sharp contrast to the action of the small owner of wells or royalties who has prudently refrained from jeopardizing his rather certain income by drilling new wells that may be failures, or of which the product may not be needed for the moment, has been the plight of various promotional enterprises in natural gas. Many of these ventures have been operated by amateurish remote control and practically all have been overloaded from the start with bonds and debentures, which could only be satisfied in a rising and expanding market; and with operating costs that have been exceedingly high because of widely scattered producing units and large overheads. Many of these promotions are now in receivership or bankruptcy and in various instances the original units have been recaptured by former owners and have again become profitable by reason of personal operation and elimination of all forms of overhead expense. New Development In 1934, the State issued 524 permits for drilling. According to the trade journals, 553 wells were completed, with 184 oil wells, 274 gas wells and 95 dry holes (Table 3).

The object of this paper is to describe an application of the crosscut system of mining, as carried on in the Cabezas del Pasto mine, one of the copper-mines in the sooth of Spain. The system is not new; but it is not very generally adopted. It offers, however, decided advantages over other systems more in use; especially where the ore is found in large masses or wide lodes, as it allows the extraction of all the ore without leaving any pillars or roofs. A somewhat detailed description of the various operations and costs of working may not only be interesting, but may possibly lead to a more general adoption of this method in cases where at present the pillar-andstall system is preferred. The principal features of the copper-lodes in the south of Spain and Portugal are the following: They are nearly all lenticular masses of great lateral dimensions and unascertained depth; their direction is approximately east-west, and their dip towards north. Some are contact-lodes, having slate on the hanging-wall and porphyry on the foot-wall; others are imbedded in porphyry, and others again are imbedded in clay-slate. The upper portion of these lodes consists of " gossan," a siliceous peroxide of iron, mixed with more or less clay. The depth to which the gossan goes down varies in different localities, from 40 feet to 120 feet, and more. Below the gossan is found the iron pyrites, with about 2 to 3 per cent of copper. The gossan is generally admitted to be the result of the decomposition of the pyrites, the copper rendered soluble, filtering into the underlying layers of undecomposed ore, and enriching the ore below the gossan above the general average. Very rich pockets and streaks of ore, containing sometimes 10 per cent of copper and more, are often found in the upper portions of the lodes. The copper contained in the ore is generally in the shape of gray and black sulphides and copper pyrites; rich pockets often show chalcopyrite and fahlerz. In nearly

In the utilization of natural resources owner, operator, and consumer* should share the attendant benefits. Development needs to be planned under terms recognizing fully the interests of all concerned, for ally undue advantage given to any one of these participants is apt to involve even greater and disproportionate injury to one or both of the others. For this reason it is well to preface any consideration of needed reforms in legislation affecting the disposition of public land with a survey of certain fundamental principles that determine the general conditions of a11 land transfers preliminary to development, utilization, and production. The disposition of any undeveloped natural resource, whether timber, oil, coal, or water power, as a transaction to which land owner and prospective developer are parties, must be based in theory upon a division of expected returns.' Whatever the terms of such disposition, neither party can reasonably ask for anything other than an equitable division of the returns. Under this analysis three and only three questions need to be discussed; namely, what are those profits, how is this division to be accomplished, and what is the equitable basis of division ? The answer to the third question should probably be found by applying to the problem the principles of theoretical sociology, and the question need not be mentioned further at this time, inasmuch as it does not involve the practical considerations to be kept in mind in connection with the other questions, which are concerned with only the measure of returns and their division. That is to say, whether the land owner's equity is to be stated as 95 per cent, ox as 6 per cent, of the profits attending the development of the particular resource, no change would be necessary in the method to be adopted of arriving at the closest approximation of the prospective total profit. GOLD occurs ill many mineral deposits in the rocks of the Canadian Shield. It is present in the ores of many base metals and a considerable quantity is recovered as a by-product from the production of copper at Noranda, of nickel and copper at Sudbury and of copper and zinc at Flinflon. But the greater part of the gold production of Canada is from deposits in which gold is the only metal of value. No gold is obtained from placer deposits within the borders of the Canadian Shield. A brief review of the geological relations of some of the gold deposits of the Canadian Shield will be presented in an attempt to explain certain associations. Only those which are being worked for their gold content will be considered and descriptions will be confined to representative types of deposits, chiefly those of major importance; a few others, differing in certain features from those of the older and larger mines, will be included in order to illustrate the general conditions in which gold occurs in these ancient rocks. Brief summaries will be given of the geological relations of the Beattie and Siscoe mines of northern Quebec, of the mines of the Porcupine and Kirkland Lake areas of northeastern Ontario and of the Howey, Central Patricia and Little Long Lac mines of northwestern Ontario. Genetic relations to igneous rocks of granitic composition, outcropping in the vicinity, have been assumed for many of these deposits. Undoubtedly the ore minerals have been derived from igneous sources and, for some occurrences, there is evidence suggestive of genetic relationship between the ore bodies and neighbouring intrusive rocks. During the past few years, however, many investigators have expressed doubt of the genetic relationship of certain ore bodies to igneous masses near which they occur. As will be seen from references in the following descriptions the importance of the structural conditions in localizing deposition has been realized. IN applied mechanics and in metallurgy the transition from elastic to inelastic action is a matter of considerable interest and importance. Often the first inelastic deformation is apparently quite homogeneous; that is, uniformly distributed throughout the specimen. Sometimes this deformation is heterogeneous; that is, localized; inelastic deformation proceeds to some definite amount in restricted regions before adjacent regions of the specimen are inelastically deformed. In such cases the deformation does not become homogeneous until the whole specimen has been deformed the amount corresponding to that for each localized deformation. If the test is stopped before uniform extension sets in, the heterogeneous character of the deformation is apparent on the surface of the specimen through characteristic markings, which have been called "Lüders"' lines, "Hartmann's" lines, the "Piobert effect," or simply "flow figures." These markings are the source of considerable trouble in fabricating operations, particularly in the deep drawing of steel sheet. In many cases where the transition is of this nature, the stress developed at the upper limit of the elastic range is greater than the stress during the period of heterogeneous deformation, giving rise to the familiar "drop of the beam" effect in testing. The amount of the yield-point elongation, as well as the value of the stress at the lower yield point (the value to which the stress drops when yielding begins), are functions of the temperature and the testing speed. Lower temperatures and faster rates of testing increase both the yield-point elongation and the yield-point stress. These matters have been ably discussed in a recent paper by Winlock and Leiter1 though, as brought out by the discussion of that paper, the phenomena are but little understood. The purpose of the present paper is to clarify the problem through the application of a simple principle, and to show that, through the application of this principle, a number of phenomena in the plastic deformation of metals become more readily understood. ONE who has been trained in belief in the law of supply and demand and its effect upon prices finds it difficult to adjust himself to the minute regulations imposed by the New Deal, and also to the bewildering changes of government policy as expressed within a short period of time between the antitrust laws and the N.R.A., and later by the Bituminous Coal Conservation Act of 1935. A survey of the coal industry since the World War, both in this country and Great Britain, however, shows that regula-tion of some sort is needed if any stabilization is to be achieved and if the Wage structure and economic welfare of the many communities dependent solely upon coal are to be maintained. Let us look at what has happened to the industry since 1920, which can be considered as the end of the period affected by the war influence. This discussion will be confined solely to bituminous coal, although many of the general conditions are equally applicable to anthracite, the position of which now is at least as bad as that of the softer variety. Since 1920-to the end of 1934-the production of coal has decreased from 568.7 million to 358.4 million tons, or 37 per cent; the number of mines from 14,766 to 6,258, or 58 per cent; the average annual production per mine has changed from 38,512 to 57,425 tons, or 50 per cent. The number of large mines has increased considerably, and the number of men employed has decreased from 639,547 to 458,011, a reduction of 28 per cent, while the average output per employee has changed from 4.0 to 4.4 tons, or an increase of 10 per cent. The average price per ton of coal at the mine has varied from $3.75 to $1.75. During that time wages decreased largely until 1933 and since that time have increased, until now the rates paid are- considerably above those in other occupations, although the actual yearly earnings are low, because of part-time work. From 1920 to the signing of the Jacksonville wage agreement in 1924, about two-thirds of the men were union members and practically all of the nonunion mines were south of the Ohio River; with the fixing., of the high wage scale of that agreement, which soon proved to be an uneco-nomic one, many of the mines found that they could not retain their business, so gradually changed to nonunion. As a basis for further progress in several branches of metallurgy, particularly the study of physical properties of solid solutions and the kinetics of solid-solid reactions, a more complete understanding of the structure of solid solutions and the nature of the metallic bond is necessary. Any investigation contributing to this understanding should be of primary interest to the metallurgist. Since the metallic bond is characteristic of an assemblage of atoms, it can be studied only where this assemblage exists. One of the most promising approaches to this study of the interactions in metals is through the general problem of binary metallic solutions. Although crystal structures of many solid metallic solutions have been determined and solubility limits for many systems are given in phase diagram studies, progress beyond this is irregular. Electromotive force and vapor pressure determinations have provided thermodynamic activity data for small concentration and temperature ranges in the amalgams and a few other systems.1 In two systems, however, copper-zinc and iron-carbon, data are available for the calculation of activities over wide ranges of temperature and concentration. This activity data for the brass system is summarized in. the preceding paper.2 A detailed study of the solubility and distribution of carbon in iron is given by Smith and Darken .3 Their treatment of interaction energies is applicable only to dilute interstitial solutions. The objectives here will be to derive from activity data given in the previous paper for the brasses and structural considerations as much new and detailed information as possible about the interactions between copper and zinc in metallic solid solution and the effect of these interactions in determining the short range structure of the equilibrium phases; that is, we shall investigate the energy of interaction between pairs of atoms of the same and different kinds, the deviations of the distribution of nearest neighbors from complete randomness, and show that the conclusions found are consistent with the observed behavior of the brass system. The method of treatment is fairly general for substitutional metallic solid solutions and will be applied to other systems. The determination of vapor pressures of the components of alloy systems is being undertaken in this laboratory to supply more data for this purpose. The information obtained from solid solutions may be extended by careful analogy to liquids as long as the metallic type of bonding is preserved. Since it will be necessary to employ the language of thermodynamics, a brief summary defining the terms used extensively in solution theory is given below.

JAMES E. HOWARD,* Washington, D. C. (written discussion?). -Mr. Comstock, in his classification of the possible causes of transverse fissures, has not quite caught the point of view of the writer. It appears, following the trend of thought in Mr. Comstock's paper, that three groups instead of two might bee enumerated, namely: Fatigue of the steel, quality or, preferably, grade of steel, and mill practice. All steels are liable to failure by fatigue. Stresses that are capable of causing fatigue fractures are modified in their magnitude by the grade of steel acted upon. Mill practice is a term having a very wide meaning and in its relations to the development of transverse fissures has been used with such vagueness as to include many known factors and some that are unknown in the arts. According to the grade of steel employed, fatigue fractures may be accomplished by loads of greater or less magnitude, hence there is a relation between quality, or grade, of steel and the display of fatigue fractures. Mill practice of such an order as to affect the formation of transverse fissures must be shown to exert an influence on the ability of the steel to endure repeated stresses. Different grades of steel are selected for different purposes. Steel employed for fire-box purposes is of different grade from that used for cutting tools; although each grade is suitable for its purpose, and therefore of good quality. It is conceivable that a demand might be made for steel of physical properties in excess of those of any known grade. Under such a demand, impossible of' fulfillment, it would not be proper to refer to the steels as being deficient in quality; to do so would be a failure to recognize that all steels have their limitations in strength. Service conditions peculiar to rails admit of successive advance until the conditions can no longer-be met. The failure of a large number of rails from one type of failure, when all known means of averting the failure have been employed without success, is sufficient evidence that the end is close at hand. Iron rails, for a time, successfully met the requirements of railway service but weight of equipment, motive power, and rolling stock were increased, necessitating the use of steel. The early steel rails enjoyed the reputation of being of excellent quality, although: neither chemically nor structurally would they be so regarded ,lit the present time. BY the beginning of 1945 the output of petroleum products for war had reached a volume and a rate of growth which practically assured all requirements so long as war continued. The programs for making gasoline, lubricating oils of required quality, toluene for T.N.T., and chemicals for manufacture of synthetic rubber, as well as numerous other lesser petroleum products, were all well in hand, and unless catastrophic developments occurred there was no doubt of the ability of the industry to meet all demands. The end of the fighting found the refining industry working at top capacity on war commodities, but also in position to convert quickly into peacetime civilian production. 100-octane Aviation Gasoline Production of the vital 100-octane aviation gasoline, starting with approximately 44,000- bbl. daily capacity at our entry into the war, reached a top of 525,000 bbl. a day in the United States by the end of hostilities. With 75,- bbl. from other Allied sources, the grand total was 600,000 bbl., or 25,000,000 gal. each 24 hr. available to the armed forces had fighting continued. At times it was a close race between requirements and production, but never were any important military operations involving the use of high-octane aviation gasoline held up or delayed for lack of sufficient output of such material. The undivided effort of the entire refining industry in full cooperation with the Government made this record possible. Little diminution in output followed the German surrender on May 7. Plans called for a correspondingly greater activity for the Japanese war and possibly for well into 1946. But when the Japanese sued for peace on Aug. 10 most contracts were quickly canceled. Substantial stocks, reputed to be somewhere between 20,000,000 to 30,000,000 bbl., built up largely between V-E and V-J day pending organization of the larger Japanese war program envisaged after Germany gave up, were in the Government's hands in this country, in addition to working stocks in the war areas. Toluene and Lubricating Oil Requirements for toluene for T.N.T. increased rapidly as bombing speeded UP with increasing control of the air by the Allies in Europe and Asia. Production in excess of T.N.T. requirements which had been going into 1000-Octane aviation fuel blending during 1943 and 1944 was again drawn into explosive manufacture early in 1945. In anticipation of the war continuing into 1946, two new plants were ordered constructed, the decision being announced in April, plans calling for one of them to get into production about the end of 1945, the other in the first quarter of 1946.
