The paper reviews the elements of a conventional insurance program; explains why such a program is not fully responsive to the project financier's needs; examines some of the new insurance coverages that can supplement a traditional program; and emphasises that these insurance markets are still in the early stages of their development with consequent effects on capacity (insured amount) and to some extent price (insurance premium).

IN order to put sufficient work on steel ingots for rails, they must be reduced from about 12 inches square. As this cannot be done at one heat, they are first drawn down to about 7 inches square, and then reheated and rolled into rails. This first reduction or " blooming," is usually done in this country in a 30-inch 3-high rolling-mill, with movable rolls, so as to get several reductions in each set of grooves. A preliminary study of silver ion adsorption by sphalerite in ion exchange column with influent electrolyte marked with radiosilver is described. Rapid ion exchange occurs at first followed by slow reaction controlled perhaps by solid state diffusion. One experiment with radiocopper instead of radiosilver is reported briefly.

IN connection with the manufacture of special Beseemer pig, containing .030 per Cent. or less of phosphorus, it was found that the phosphorus in anthracite varied so greatly that it was necessary to sample and analyze each car-load. This, of course, in addition to our routine work, involved a considerable amount of extra trouble, and some experiments were made, with the view of cutting down the time and labor of the determination to a minimum.

The forecast of continued growing demand for phosphate, chiefly for fertilizer, has caused a world-wide rush for deposits by a variety of companies many of which have never before mined phosphate rock. The newcomers are diversifying into this growth industry on the strength of certain capabilities. Among these are the availability of investment capital, mining or processing know-how and marketing experience. Product tie-ins have motivated some into the search. Companies with excess sulfuric acid or potential for making it are in this category. This acid is the most commonly used for dissolving phosphate rock to make phosphoric acid. Base metal smelting companies are prime candidates in this field with by-product acid from roasting processes. Producers of "sweet" natural gas, such as those in Louisiana and Texas, have a potential for recovering low cost hydrogen from excess gas production for the manufacture of ammonia, the main source of nitrogen for fertilizer. "Sour" gas producers, such as those in the Canadian fields, are making sulfuric acid that is combined with western U.S. phosphate to make fertilizer materials. The presence of one or two steel companies in the look-see for phosphate deposits is based on by-product ammonia from coke-oven gas.

Lewis E. Young, who will formally assume his duties as President of the AIME at the Annual Meeting in San Francisco in February 1949, was born in Topeka, Kansas, Oct. 1, 1878. Dr. Young received his engineering education at the Pennsylvania State College, where he received the degree of B.S. in Mining Engineering in 1900. In 1904 he received his E.M. degree from Iowa State College, and in 1915 a Ph.D. from the University of Illinois. In 1947, the University of Missouri conferred on Dr. Young honoris causa the degree of Doctor of Engineering. His active career began in the educational field as instructor at Iowa State College, and following that, as professor of mining at the Colorado School of Mines, 1903-1907. While he was at Golden he launched hi: career as consulting mining engineer for various Western companies. Leaving the Colorado School of Mines, Dr. Young returned to Missouri, serving the University of Missouri as director of the School of Mines and Metallurgy at Rolla, 1907-1914. Leaving Missouri he went to the University of Illinois as assistant professor of business organization, 1915-1918, during which period he wrote exhaustive treatises on mine subsidence and mine taxation, which won for him the degree of Ph.D. before mentioned.

Salicylaldehyde, a chelating agent for tin, has been found to function as a collector for the flotation of cassiterite. Infrared and nuclear magnetic resonance studies clearly show that salicylaldehyde can form a chelate compound in bulk and at the surface. Results are also given for the flotation of a tin ore with this reagent.

It has been necessary to collate the available data on the solubility of graphite in Fe-Si-Mn alloys for a study of slag-metal equilibria in ferromanganese production. That study will be reported later; the collation is reported here. The carbon content of graphite-saturated liquid iron above 1153ºC by Chipman and co-workers1 is: %C= 1.34 + 2.54 x 10~3t(°C) [l] For graphite-saturated manganese above 1322ºC it is: %C = 2.68 + 3.52 x 1CT3 t(°C) [2]

Approximately 850 delegates from 24 countries met in Tokyo, Japan, May 24-27, for the second MMIJ-AIME Joint Meeting in 55 years, to exchange technical knowledge and experience in the fields of exploration, mining, metallurgy and petroleum engineering. The first such meeting was held in 1917 in Kyoto, Japan. Although the Mining and Metallurgical Institute of Japan was the sponsor, the entire meeting (machinery exposition, technical program, and tours) was a joint effort of the two institutes.

The cross-measure borehole system is a common method of controlling gob gas throughout Europe. Drainage holes are drilled into the strata adjacent to the coalbed being mined. Removal of the coal on a longwall panel relaxes and fractures the adjacent strata, enabling these holes to draw out the methane. A test in the Upper Kittanning Coalbed demonstrated the capture of 50% of the total methane generated by the mining operation. A test in the Pittsburgh Coal bed was not as effective.

An empirical model is developed that predicts accurately the transient response of salt creep to incremental and decremental changes in stress and temperature. Even though the model is empirical, it is derived from a firm theoretical framework for the micromechanical deformation processes of both steady-state and transient creep. In the model, the transient creep functions modify the steady-state creep behavior, which in turn is based upon creep mechanisms and the def ormation-mechanism map. The model is applied successfully to experimental stress-drop results obtained for salt.

We are all familiar with the many varieties of scrap metals and the astonishing number of secondary metals of various specifications produced from the treatment of those scraps. The impact. of the war on this industry has required a great many changes in the types of secondary metals produced from scrap, and in their utilization. In the short period available we cannot cover very much of this field, but we do hope to give you through the various papers a brief introduction to some of the principal problems. Mr. James S. Osborn's scholarly look doesn't prevent his keen insight into human beings and practical affairs of the world from coming through strong and clear, as it did in an exclusive interview with this reporter a half-hour after Dr. Osborn was sworn in as director of Interior's Bureau of Mines. An internationally recognized authority on geology and mineral resource development, Dr. Osborn won his Ph.D. at the California Institute of Technology. Since 1959, he has been vice president for research at Pennsylvania State University, where he originally joined the staff as professor of geochemistry in 1946 and also served for six years as dean of the College of Mineral Industries.
