Many chemical methods of upgrading ilmenite to enhance its titanium dioxide content involve reduction of the FeO in this mineral followed by solution of the metallic iron produced. While the use of most mineral acids for this purpose entails acid regeneration or salt disposal problems, these difficulties can be overcome with carbonic acid. Satisfactory rates of iron removal have been achieved at temperatures below 100° C and at CO, pressures up to 600 psi. Lowering of gas pressure over soluble bicarbonate solutions permits recovery of CO. and precipitation of iron oxide. The removal of the manganese, often present in ilmenites, is also feasible with these treatments.

As part of an effort to provide basic data on the fundamental scientific and engineering principles of minerals beneficiation, the Bureau of Mines is conducting research on the flocculation of mineral fines. This paper presents results of studies using cross-linked starches containing carboxyl, diethanolamine, iminodiacetic acid, and xanthate groups to flocculate hematite, goethite, chromite, manganite, pyrolusite, cuprite, and cassiterite fines. The carboxyl and xanthate derivatives flocculated all minerals except cassiterite; the latter was flocculated by only the diethanolamine derivative. The imlnodiacetic acid derivative flocculated hematite, goethite, chromite, cuprite, and pyrolusite fines. Zeta potential measurements were made to help define the reaction mechanism responsible for flocculation. These measurements indicate that electrostatic attraction probably is not involved, except possibly in the case of the diethanolamine derivative. The separation of hematite from quartz by selective flocculation with chelating crosslinked starches under two pH conditions and with two dispersing agents is described. Best recoveries and grades were found when either the carboxyl or xanthate derivatives was added at the natural pH of the pulp in the absence of a dispersing agent.

In discussing the possible contribution of plastic deformation to neck growth during sintering, Wilson and Shewmon State that Lenel, Ansell, Salkind, and Early34, 35 concluded that dislocation flow is the rate-controlling process in sintering under zero external load. The experiments cited34, 35 were done with applied external loads, and the conclusions were that the same kinetics could be controlling sintering due to the force of gravity with no additional applied load. The effect of gravity on sintering behavior was previously cited.34, 31 In addition, Wilson and Shewmon argue that the conclusions of Refs. 34 and 35 are doubtful because the strain rate is proportional to stress for plastic flow. This assumption is true only for certain kinds of plastic flow such as Nabarro-Herring Microcree38 As Early, Lenel, and Ansell point out3' plastic flow, based upon dislocation movement, can exhibit strain rates which exhibit a power law relationship to the applied stress.39, 40 Wilson and Shewmon also doubt the results of Refs. 34 and 35 because the stresses in the necks are too small for x/a > 0.1. This is true, and the experiments described in Refs. 34 and 35 were done for small values of %/a. The conclusion was that plastic flow by dislocation movement was important during the early stages of sintering when x/a is small.

As political tensions in African and Asian mineral producing regions increase, the orientation of Latin America's economic development assumes importance not only in the U.S. hemispheric policy but also in our mineral-based economy. Latin America as a mineral supply source has been confronted with regional, political and economic problems which may, at best, have limited further investment and, at worst, have suggested possible repudiation of existing investments. Historically, the mining industry has provided a basis for the national economies of Bolivia, Chile and Peru, and recently the governments of these countries have sought to force increased development of the industry through new and somewhat revolutionary mineral legislation. The extent to which the mineral industries are intended to finance economic development is uncertain and the influence of this legislation on economic freedom and incentive for foreign and domestic investment is a matter for some thought. Two facts are outstanding: first, mining, at present, provides approximately 80% of the foreign exchange in Chile and Bolivia and 42% of that in Peru and, second, existing tax revenues are insufficient to finance a developing economy.

BROWN iron ore reserves of Franklin county are being proved economical by Heavy-Media separation at the Blackburn mine of the Shook & Fletcher Supply Co. about 120 miles north-west of Birmingham. The ore occurs under a cover of ferruginous chert and gravel and these materials are also disclosed as streaks in the ore body as it is mined. Previous methods of jigging and hand sorting the ore became too expensive because of rising wages but the use of Heavy-Media separation has proved economical and is making Franklin county the most promising source of additional reserves of brown ore.

Three periods of major activity have led to the development of the present mineral industry in northern Canada. At the turn of the century, placer gold was discovered in the Yukon Territory and production has been continued to the present day. In the late 1920's and early 1930's, vigorous aircraft- aided exploration resulted in the discovery and production of radium at Port Radium on the southern shore of Great Bear Lake and of gold at Yellowknife on the north shore of Great Slave Lake. During this period, oil was discovered at Norman Wells. Present mineral production is today largely derived from deposits which have been developed in the 1950's. Among these are the re-opened deposits of United Keno Hill, uranium deposits at Uranium City, natural gas resources from the Peace River gas area, nickel-copper deposits at Lynn Lake and Rankin Inlet, and the Cassiar Asbestos deposits at McDame Mountain.

Production in Colombia attained a new high during 1940 when it reached a total of 25,607,976 bbl. Of this amount, the Tropical Oil Co. produced 21;426,492 bbl., including 268,586 bbl. of petroleum condensate, and the Cololmbian Petroleum Co. produced 4,181,484 bbl. from its Barco property. The wildcatting program of different companies in the Magdalena Valley that was initiated during the previous year was continued but with results that were decidedly disappointing. Ten wells were drilled in the Magdalena Valley between the approximate latitudes of Puerto Wilches and Puerto Berrio and nine of these were dry; the tenth was a small producer of no commercial importance. The prospects of finding new fields in the Magdalena Valley thus received a serious setback, since some of the tests drilled were on well developed surface structures. The prospects of the Valley, however, have by no means been exhausted and drilling operations are being continued on other prospects. One additional wildcat was drilled outside the Magdalena Valley on the Colombian Petroleum Company's Barco Concession, which brought to 11 the total number of wildcats drilled in Colom-bia during the year. Third World countries have lately taken a variety of actions to improve their revenues from the development of their mineral resources. Increasingly, their governments seek to negotiate production agreements on the basis of feasibility studies and discounted cash flow projections. Developing countries are now more selective in giving incentives to encourage investment in the mining sector. They recognize the value of their contributions to mining projects by way of guarantees and the provision of infrastructure. Third World governments now seek to participate in the basic decision making which determines profitability, such as loan-equity ratios, plant capacity, and processing and sales arrangements. They are alert to the benefits of large-scale development and appreciate their risks. They seek to increase their benefits from foreign exchange earnings and the multiplier effect of mining projects. New forms of arrangements are being used to insure that the mining sector is developed in harmony with the national objectives of the Third World.

Changes in SO2 emission standards will not only influence the cost of supplying energy demands from coal, but also the competitive position of various production regions and the method of mining (surface vs. underground). A multiperiod interregional competition model was utilized to evaluate the interactions between mining capacity, new mine development, coal reserves, mining, processing and transportation costs and equipment availability and SO2 emission standards. The empirical results indicate that not only will costs increase dramatically, but production in eastern as well as western regions that have low sulfur reserves will also increase as sulfur standards become increasingly more strict. Implications of the adjustments in the location of coal mining activity for the processing, transportation, and capital goods markets are also presented.

It is a time-honored saying in the anthracite region that " under the conglomerate there is no coal;" and the adage is generally reckoned a sure guide in coal-exploration. Yet there are many places where conglomerate, even coarse conglomerate, occurs above important coal beds, and, among others, above the great Mammoth bed. One of the most striking of such occurrences is on the Shippen and Wetherill tract, half a dozen miles west of Tamaqua; and it illustrates remarkably the disastrous effect of a too unquestioning blind confidence in the sweeping literal truth of a broad generalization. Here there is a conspicuous crag formed by a twenty-foot bed of egg-conglomerate, dipping 60 degrees southerly, and jutting out boldly at the western end of a hill, where it is cut through by the small stream of Little Creek. The hill runs eastward for half a mile, with occasional exposures of pebbly rock along the western half of the crest. The following general survey of the character and present condition of the silver-mines of Mexico, though not offered as a detailed treatise, has been prepared with care, is believed to be generally up-to-date, and is offered as a summary which may be found useful by mining engineers. For several centuries Mexico has ranked first anlong the silver-producing countries. It is now second as a copper-producer, and seventh as a gold-producer, with a fast-increasing output every year. The total amount of capital invested in its mining- and smelting-works exceeds $250,000,000, while the value of the yearly metallic production is $160,000,000. There are more than 20,000 recorded mining properties. The silver-mines of Mexico represent deposits of three principal classes: (1) veins and stock-works in eruptive rocks; (2) fissure-veins crossing the crystalline schists, granite, diorite, etc.; and (3) veins and replacement-deposits in limestone. The following series of analyses, which may, be of interest to Bessemer-steel makers, is submitted as a contribution to the muchvexed discussion of manganese in Bessemer steel. They were made by the writer in the spring of 1881, at the works of the Pittsburgh Bessemer Steel Company Limited, during a' period of about eight days, part of. which time the rail-steel showed great variation in rolling qualities. During the first part of tile time in question, it rolled well; later on it began to roll wome until, finally, it cracked very badly, reaching its worst stage. After this it rapidly improved until it again rolled smoothly. During this time of transition from good rolling to bad, and hack to good again, the course of the manganese was followed quite closely. It is the striking correspondence between these varying manganese contents and the differences in rolling which is here presented as worthy of notice. The other ordinary elements were determined occasionally, but showed no. unusual variation: The steel, in question, was ordinary rail-steel of about the following compusition : C=35. P - .08. FOR several years an investigation has been in progress in the research laboratory of The American Brass Co. to determine the thermal and electrical conductivities of most copper alloys of commercial importance and several of scientific interest. This paper contains such data on the binary alloys of copper with silicon, aluminum, manganese and nickel, and on a large number of ternary or more complex alloys. Some inter-esting general relationships between the thermal and electrical conductivi-ties for all copper alloys at all temperatures are pointed out. The data for the copper-zinc, copper-phosphorus and copper-tin binary systems have already been published1,2 ? except for the electrical conductivity at 200° C., which is given in the appendix of this paper.

For more than 100 years, British Columbia has been considered a mountainous mining province, rich with potential but relatively poor in actual production. Times have changed. Today, Japanese interests and money have altered the difficult, if not once impossible, economic conditions and market factors which until recently precluded any great growth of the British Columbia mineral industry. The mining boom now underway in British Columbia has carried the total value of mineral production in the Province to a record height in 1962 as it rang up a 27% increase over that of 1961. Breaking the $200 million barrier for the first time, total value of British Columbia's mineral output reached $229- 276,385. Of this amount, metals accounted for 70%; industrial minerals, 6 %; structural materials, 9 %; and fuels, 15%. The substantial increase is attributed to the record production of copper, iron, asbestos, natural gas and petroleum, in addition to the continuing high production rate and favorable prices of other mineral commodities.

The stability of waste dumps depends to a great extent on the physical properties of the underlying foundation. These physical properties are evaluated through surface geotechnical surveys, subsurface exploration, and field and laboratory testing. Sufficient information must be obtained to define and assess the strength, consolidation, distribution, topographic and hydrogeologic properties for these materials. Important foundation data collected in the field include: surface infiltration rates, downhole hydraulic conductivities, ground water levels, bedrock structural parameters, soil types and soil thickness. Laboratory testing should identify the classification, strength, moisture content, hydraulic conductivity, attenuation and consolidation characteristics. Summarized in this paper are procedures and typical results of porphyry copper leach dump foundation investigations. Laboratory properties and design recommendations for potenia1 foundation liner materials are described. Back analysis and laboratory foundation strengths are compared. The topographic effect of the foundation on dump behavior is discussed and a foundation pore pressure monitoring experiment at the toe of an active waste dump is described.

The Empire IV expansion is on schedule for completion in January 1980; Hibbing Taconite's 2.7 million ltpy* expansion should be finished late in 1979; and Reserve Mining's tailing disposal project is on target for April 1980. Erie Mining Co., the first to bring 170-ton haulage trucks to the Mesabi Range, reports excellent operating results, and Inland Steel expects to produce 80% of its pellets in 1979 using coal rather than oil. One Michigan mine has so many inspectors that it has hired a school bus to transport them around the operation; and a contractor reports that mine construction projects of the future may require the training of 15,000 workers. All of this was covered at the 52nd Annual Minnesota Section AIME Meeting and the 40th University of Minnesota Mining Symposium, a joint event held each January in Duluth.

In the time it takes you to read this sentence, you'll be "zapped" by about 40 cosmic rays. Though harmless, their existence is being probed by a team of Texas A&M University physicists. What's most unusual about the research project is the design and location of the telescope required to detect the particles-it's made of fluorescent light tubes and is 457 m (1500 ft) underground at United Salt Corp.'s mine in Hockley, Texas, about 80 km (50 miles) southeast of Texas A&M's College Station campus. Cosmic rays are actually particles smaller than atoms traveling at extremely high speeds. Scientists believe their source is the same as that of starlight, and that these primary particles entering the earth's atmosphere create secondary particles in collisions with oxygen and nitrogen atoms.

The southern gold-fields offer some of the most complex and trying problems encountered in mining; and their successful solution often means the success or failure of the particular enterprise involved. In vein-mining, where the values are scattered over large areas, making it necessary to handle a large tonnage of very low average grade, the successful solution has been found in some instances by a combined hydraulicking and milling; water under pressure being used as the mining agent, and also for transporting the broken material to the mills, and effecting in its passage a partial concentration of the product by washing out the lighter and looser dirt of the ore-mass. The placer-deposits of the South, which were the original localities from which gold was mined, have been extensively worked, and to any one now undertaking their development offer many difficulties. The antiquity of the industry in this field, which was the cradle (in fact, literally the rocker), in which the California '49-er was born, gives assurance that all the deposits available to water and natural drainage have been more or less extensively worked already, so that, as a rule, any placer-deposits yet remaining undeveloped may be considered to offer some difficulty beyond the ability of the " old-timer " to overcome.

Many coal producers have been faced recently with the problem of arranging their production facilities to accommodate recent trends in the transportation of their product. Each operator is normally faced with a different problem requiring a system to meet his specific needs. It may be that he would be required to load a seven or eight thousand ton integral train each day which would naturally call for a large storage pile, high loading rate, accomplished in a minimum of time On the other hand, it may be that he is faced with furnishing coal to make up one-half of a unit train that is to be assembled twice a week. Whether the problem is large or small, many considerations must be given to each specific problem to be certain that the proper scheme is applied. The operator actually has several choices as to what type of storage and loading facilities he may consider. The storage pile, for instance, may be open type, conical in shape, kidney-shaped, or long and wedge-shaped. It may also be enclosed by steel or concrete

Many firms in the minerals industry are facing enormous capital-equipment requirements for existing operations, planned expansion programs, pollution control systems, etc. Yet, because of existing economic conditions, mining companies find it increasingly difficult to obtain reasonable financing for the acquisition of large, high-cost capital equipment. One way of obtaining the use of mining and other major pieces of high-cost capital equipment is through leasing. The popularity of this approach is evidenced by the growing number of leasing companies, equipment manufacturers, and financial institutions now offering this service to their customers. Indeed, leasing has become a billion-dollar industry, and many commercial banks have developed sizeable portfolios in this area. "Should we buy or lease?" This question eventually comes up whenever a mining company needs additional major capital assets.
