One who has been trained in belief in the law of supply and demand and its effect upon prices finds it difficult to adjust himself to the minute regulations imposed by the New Deal, and also to the bewildering changes of government policy as expressed within a short period of time between the antitrust laws and the N.R.A., and later by the Bituminous Coal Conservation Act of 1935. A survey of the coal industry since the World War, both in this country and Great Britain, however, shows that regulation of some sort is needed if any stabilization is to be achieved and if the wage structure and economic welfare of the many communities dependent solely upon coal are to be maintained. Let us look at what has happened to the industry since 1920, which can be considered as the end of the period affected by the war influence. This discussion will be confined solely to bituminous coal, although many of the general conditions are equally applicable to anthracite, the position of which now is at least as bad as that of the softer variety. Since 1920—to the end of 1934—the production of coal has decreased from 568.7 million to 358.4 million tons, or 37 per cent; the number of mines from 14,766 to 6,258, or 58 per cent; the average annual production per mine has changed from 38,512 to 57,425 tons, or 50 per cent. The number of large mines has increased considerably, and the number of men employed has decreased from 639,547 to 458,011, a reduction of 28 per cent, while the average output per employee has changed from 4.0 to 4.4 tons, or an increase of 10 per cent. The average price per ton of coal at the mine has varied from $3.75 to $1.75. During that time wages decreased largely until 1933 and since that time have increased, until now the rates paid are considerably above those in other occupations, although the actual yearly earnings are low, because of part-time work. From 1920 to the signing of the Jacksonville wage agreement in 1924, about two-thirds of the men were union members and practically all of the nonunion mines were south of the Ohio River; with the fixing of the high wage scale of that agreement, which soon proved to be an uneconomic one, many of the mines found that they could not retain their business, so gradually changed to nonunion. The first sintering of zinc ores was done at the Bartlesville plant of the National Zinc Co., under the auspices of the late Otto Rissman. Mr. Rissman, who had had a long experience in the treatment of zinc ores, well realized all the difficulties of satisfactorily roasting zinc concentrates, which were becoming finer and dustier as each year went by—thus increasing the difficulties of roasting them in the existing forms of roasters, which were furnaces of the Ropp, Hegeler or similar types. Mr. Rissman's idea of the advantages of sinter was expressed in this way: in a zinc ore dead-roasted in a mechanical furnace there are many particles that are just like an egg; that is, they have a hard and impervious film of fused material on the outside, and in the retorting this completely cuts off access of the reducing gases to the center of the egg until a temperature has been reached at which this shell of the egg can be broken down through fusion. A particle of sintered zinc sulphide, on the contrary, is exactly like a piece of sponge. The moment the retort reaches the temperature at which the reactions can take place, they begin, because the reducing gases have ready access to the interior of the particles by means of the pores of the '" sponge." His faith in the advantages of sinter was amply borne out by the results obtained at the pioneer sintering plant for zinc ores installed by the National Zinc Company. Early Method of Sintering The method of procedure at Bartlesville was to roast the zinc concentrates down to somewhere in the neighborhood of 8 per cent residual sulphide sulphur; to cool these, then to wet them down to the proper moisture and mix them in the mixer of the sintering plant; then to sinter them by means of the heat available from the residual sulphides. The sulphur contents of the roast varied considerably, of course, as it was difficult with the furnaces in use to control the roasting exactly at any point short of dead roast. Hence at times the concentrates were roasted a little too low to sinter readily, and at such times the lack of sulphur was made up by the addition of raw concentrates to the sintering-machine charge in suitable amount.

The Asientos-Tepezala district is in the north of the State of Aguasca-lientes, about 30 miles north of the city of Aguascalientes, the capital. The district is reached by a standard-gage railway on the west side through the junction, Rincon de Romos, which is on the main line of the National Railways of Mexico from El Paso to Aguscalientes. The terminal is Tepezala. On the east side a narrow gage connects Asientos with the junction, San Gil, on the main line, Asientos to San Luis Potosi. Tepezala on the west side of the Asientos hills is about 2 miles from Asientos on the east side. The area between the two mining centers is separated by a low subdued divide which forms the central part of the hills. The district is in a group of isolated hills surrounded by characteristic bolsón plains. The hills rise above the surrounding plains about 6500 to 10,000 ft.; the highest peak is Alta Mira. The two mining districts lie somewhat upon the flanks of the hills at about the same elevation, 7200 ft. The district is an old one and has been known since early in the 17th Century when the mines were worked by the Franciscan Monks. Their mining operations, which were limited to the oxidized ore above the water level, consisted chiefly in extracting silver from the Santa Francisca vein. To judge from the old workings and the remains of surface plant, the operations were on a large scale. By modern mining operations since about 1900, the various mines of the district have been one of the principal sourees of ore for the smelter located at Aguascalientes. Topography The topographic features of the Asientos hills are largely controlled by the character of the underlying rocks. During the Tertiary period, the entire group of hills was probably covered by extrusive volcanic material in the form of cones and lava flows. The central part of these have since been carried away by erosion, so that remnants have been left along the borders of the hills. These remnants form rather conspicuous peaks,

So far as the quality of the product is concerned, the history of the production of pig iron for foundry purposes is one of constant retrogression. The steps in this deterioration began with cold-blast charcoal pig iron, then anthracite iron, coke iron; then gradually warm to hot-blast coke iron, with the charcoal furnaces also heating their blast to get greater tonnages, and finally the present-day hot-blast coke irons with scrap additions to the ordinary burden that, according to one European report, have gone as high as 65 per cent. Parallel with this quality retrogression is the enormous increase in furnace tonnages from about 15 to over 1000 tons per day in excep tional instances of modern practice. The key to this situation is economic pressure. The effect is a growing differentiation between furnace production for gray iron and malleable foundries and for the production of commercial steel. As the foundry is often compelled to draw upon the pig irons made for steel purposes, for economic reasons, whereas the steel industry does not draw upon foundry pig irons proper, the situation is resolving itself into one of grave consequence for the life of the gray-iron castings industry, and hence the intensive present-day feeling in foundry circles for rigid specifications to govern the quality of pig irons sold for foundry use. In the discussion of a paper on the use of scrap in the blast furnace held recently in the Institute, a very pertinent remark was made by one of the participating furnacemen, who confessed that "the things found wrong by the foundryman with his iron were beyond his depth." It may be added that those things are also beyond the depth of most foundrymen who, however, know from their results that they are getting poorer castings today with many pig irons than they did with those same brands in former years. In view of the great interest shown in the oil possibilities of Kentucky, one is impressed with the paucity of reliable literature on the oil fields of the state. A few brief reports by the Federal and State Geological Surveys are about the only reliable data available. When the estimated production figures, for 1918, are published by the U. S. Geological Survey, they will show a revival of the oil industry in the Blue Grass State during the past half decade. There will also be an increase in the production for 1919 and 1920, at least. Although as an oil-producing state Kentucky is small, compared with some of the other oil states, the present production and the area of undrilled proved territory is large enough to classify it as one of the important oil states of the Union. This paper will be confined to the Irvine District and the immediately adjoining areas which have been prospected with varying success. The Corniferous limestone or Irvine sand is the oil-producing formation in the area discussed. In my divisional nomenclature, the Irvine District includes the Irvine field, which extends from the town of Irvine eastward toward Campton; the Big Sinking area, which joins and lies to the south of the eastern part of the Irvine field; the Beattyville area, which lies to the north and northeast of the town of that name and joins the Big Sinking area; and the Ross Creek pool, which lies to the southwest of the big production and across the Kentucky River. Except for the Ross Creek pool, the main producing area is bounded on the east by the L. & E. R. R. and on the west and south by the Irvine Branch of the L. & N. R. R. Winchester and Lexington form the gateways and Torrent on the east, Irvine on the west, and Beattyville on the south are the principle entrances to the main fields. Evelyn, on the L. & N. R. R., south of Irvine, is the point of entrance to the Ross Creek area. Geology The geology of the Irvine District is very simple. The rock formations with which the oil man should acquaint himself lie between the lower measures of the Pennsylvanian sandstones and shales and the Devonian or Corniferous limestone, or Irvine formation. Only a very brief description of these formations will be given, as they have been described fully by E. W. Shaw.'

Instantaneous outbursts of gas in underground workings are similar in effect to great blasts of explosives, but without heat effects. Fortunately they occur only in a few localities in exceptional coal fields of the world and under exceptional geologic conditions. Such violent outbursts should not be compared with the ordinary outflows of gas into coal mines or with explosions of gas and dust. The phenomenon is essentially one of gas held in circumscribed areas under very high pressure and as a mining face or heading approaches such a place and the mining excavation sufficiently weakens the natural surrounding dam or shell, this is burst by the pressure just as by the discharge of a mass of explosives. The outbursts, so far as known to the writer, have been confined to coal beds and have not occurred in other mineral deposits. Hence, as discussed later, he believes that it is the relation of the gases to the coal material that is a factor in conjunction with others in producing conditions which permit the phenomena to occur when mining is done. The gases in most instantaneous outbursts have been hydrocarbon gases but in two coal fields they have been definitely found to be chiefly or wholly carbon dioxide. One of these localities in which CO2 outbursts have been frequent and have caused loss of life is in the southern part of the Gard basin, near Alais, in southern France. In 1919, the writer visited the Fontaine mine in this field the day following the occurrence of an outburst by which two men were smothered by carbon dioxide and fine dust. After 24 hr. the CO2 had not been entirely removed by the ventilating current. Occasional outbursts of CO2 have also occurred in other small basins in France, causing accidents, as in Puy-de-Dome. However, mines in the Gard basin, north of those in which CO2 outbursts have occurred, have experienced hydrocarbon gas outbursts. In the Lower Silesian coal field, Germany, there is a group of mines which have been subject to many instantaneous CO2 outbursts, some causing serious accidents, but the greatest disaster occurred recently

It has been stated, by Sir James M. Barrie, that "the man of science appears to be the only man who has something to say, just now-and the only man who does not know how to say it". The friendly jibe of the novelist contains enough exaggeration to make it humorous to the followers of Huxley and Spencer; but could any litterateur poke similar fun at the exponents of the avowedly utilitarian branches of science-the men of technology-without suggesting an unpleasant truth? Indeed the engineer does bungle language deplorably. He makes a fetish of efficiency, yet he shows no regard for the effective use of one of his most important tools-the pen; he believes devoutly in accuracy, yet he employs an instrument of precision as carelessly as a small boy handles a gun. This inconsistency may be due to causes such as were indicated by the Academic Senate when it undertook to explain the defective writing of the; students in this university.* The Senate suggested that the student is "constantly subjected by his environment to the unedifying influence of myriad examples of poor English", and that he is also affected by "a certain public prejudice against correctness of expression ". With these statements most of us will agree. Our local newspapers, for instance, tend to spoil the student's taste for good English; later in life, as an engineer, his daily contact with illiterate men inclines him to careless speech and slovenly writing. ONE of the most useful, and at the same time least commonly used, methods of thermal analysis for the determination of transformations in metals and alloys consists in the recording of the tune intervals required for successive increments of temperature change during heating or cooling, the temperature of the furnace containing the specimen being altered at a uniform rate. The curve obtained by plotting these time intervals as a function of the mean temperature of the specimen during the interval is called the inverse-rate curve. It is probably due to the fact that no simple and convenient method has apparently been available for the measurement of the successive time intervals that this method has not been so generally used as, for example, the differential method, for which several tykes of automatic or semi-automatic apparatus have been designed. Whenever this method has been used, the intervals have usually been measured with the use of a chronograph; its operation as practised at the Bureau of Standards' is as follows: The temperature of the specimen is measured by a thermocouple and a dial potentiometer. The operator sets the potentiometer at successive values of the electromotive force differing by equal increments, usually 0.02 millivolt, and records the exact instant on the chronograph, by pressing a contact key, at which the galvanometer coil passes through its null position. Two-second intervals are also recorded on the chronograph record, and the number of 'seconds elapsing between successive signals is afterward counted from the record and plotted as a function of the electromotive force or of the temperature. This is an admirable method and by it most minute thermal arrests may be detected, but it requires a good chronograph, which is generally difficult to obtain, and the time of one operator during the recording and, subsequently, to read the intervals from the record; the latter operation often takes from one to two hours.

IT is usual practice in the copper industry to use open horizontal molds for casting tough-pitch copper wire bars.1 A wire bar cast in this manner is partly characterized, by heavy wrinkles and a comparatively deep skin of oxide on the top of the bar, corresponding to the open side of the mold. On the theory that the rough, high-oxide surface might have an adverse effect on the rolling and drawing properties of a wire bar and might account for some of the irregularities of mill behavior, several bars which had been planed to remove the wrinkled surface were processed into wire. These bars responded to mill treatment more satisfactorily than did the regular wire bars. Realizing that machining the surface of one face of each bar would not be commercially feasible, it was decided that casting the metal into a vertical mold and cropping off the pouring end would accomplish. approximately the same result. Several wire bars of commercial size (250 lb.) were so cast and processed into wire for comparative test with bars cast in the usual horizontal molds. It is the purpose of this paper to present the results obtained from this investigation, in which commercial bar sizes and processing technique were used throughout. The results show that in general copper wire bars cast vertically are superior to those cast horizontally.

THE power drag scrapers and the slackline cableway excavator have been called "long-range excavators." Broadly, their field of usefulness is restricted to work in which their long range of action permits them to operate economically, and which other, possibly more conventional, excavating units cannot do. Both of these machines dig or lift material and transport it to a remote dumping point. They combine these two functions in a single machine, nearly always in a single straight-line motion. [ ] The purpose of this paper is to examine the important features that distinguish the machines in this group from each other, as well as from other groups. The Machines The "power drag scraper" is a long-range excavating machine that employs a bottomless drag scraper operated back and forth between digging and dumping points by two haulage cables. The typical arrangement is that of Fig. 1. This is the "slusher" of the underground mine, as well as the "dragline scraper" of the sand and gravel industry, and other open-pit mining operations.

After nine years of continuous operation it is a good idea to take stock of the geological concepts that guide the working of a mine. This is a welcome opportunity to discuss the Lovitt gold mine, which has been a challenge in both the geological and operational fields. The occurrence belongs to the extensive group of epithermal gold-silver deposits once worked so vigorously in the western states, Hungary, and New Zealand and still producing in Central America and the Philippines. These deposits are characterized by a relatively shallow vertical range up to 2000 ft, and often much less, and by bonanza orebodies of even more limited range. The area in which they occur is frequently widespread, so that exploration must be directed along and across the strike of known favorable structures in search of repetitions.

IN a paper on the mechanical behavior of heat-treated steel, N. H. Polakowski' put forward arguments to the effect that the stored energy resulting from the deformation of metals should be reduced during the inital stages of subsequent deformation carried out under conditions which produce work softening. At the time (1957) the only energy measurements available as indirect evidence on this point were the results of M. M. Degtyarev,2 some of which Polakowski reproduced in his Fig. 6, and which are again reproduced here in Fig. 1. The solid lines in the upper part of Fig. 1 are Degtyarev's, the dashed Lines Polakowski's prediction of the true trend of the stored energy in copper samples pre-strained in tension and then given various amounts of subsequent compression. The accuracy of this prediction has been borne out by some experiments carried out on American Smelting and Refining Co. copper (99.999' percent Cu) by the present authors. Bars of this copper about 0.4 in. in diam and 12 in. long were prepared by vacuum melting and casting, followed by cold forging and swaging in several stages of about 40 pct reduction in area with intermediate recrystallization anneals. After the final anneal one bar was deformed in tension to 30 pct elongation; the gage length was then cut into several samples which were given axial compressions of various amounts. The hardness of

(Butte Meeting, August, 1913.) GENERAL. THE Tooele plant. off the International Smelting & Refining Co. is situated at the mouth of Pine canyon, Tooele county, Utah. It is connected with the main line of the San Pedro, Los Angeles & Salt Lake railroad by the Tooele Valley. railway, and is about 7 miles from Tooele Junction. Fig,. 1 is a general view of the plant. The copper plant has been in operation since July, 1910, and the first blast furnace it the lead plant was blown in on Feb. 29, 1912. The location of the plant was selected on sloping ground with the idea of using gravity to the fullest extent and thus keeping labor at a minimum. Practically the entire plant is constructed of steel, reinforced concrete, and. brick.

In the use of free bubbles with precise temperature control and continuous pH measurement, the contact angle apparatus differs from all previous equipment. Experimental procedures differ sharply from the captive bubble method of introducing the gaseous phase in the three-phase system. When freed from the tube and captured by a solid surface, a bubble more closely conforms to the spherical ideal set up by the usual mathematical analysis of surface free energy or surface tensional relationships of the forces involved. The assembled equipment, Fig. 1, departs from the usual contact angle apparatus in providing: 1) water circulation for fixing temperature, 2) instruments to measure and record pH during testing, and 3) a system for producing and using free bubbles. The apparatus allows testing over a broad range of closely controlled conditions, and the use of free bubbles gives contact angles independent of operator manipulation, which was unavoidable in the older captive bubble method. A bubble released below the specimen rises through the liquid and contacts the mineral. If the mineral is gas-avid the bubble adheres, developing a finite contact angle.

THERE is probably no more interesting group of mineral fuels to be found in any country than that occurring within the limits of the new State of Colorado. The supplies are so abundant, and the occurrence and distribution are so favorable for easy development and transportation to the future manufacturing centres of the State, that they are destined to play a very important part in the material growth and prosperity of the region, the more so because of the rich and varied stores of ores awaiting metallurgical treatment, and the comparative scarcity of timber for fuel. From a purely scientific point, also, these lignitic coals form an interesting and important series. An examination of their geological occurrence and relations opens up new and important questions regarding the comparative value of various kinds of geological evidence, while a study of the character and composition of this class of fuels, which forms a connecting link, as it were, between the lignites and the true bituminous coals, may lead to a more thorough and accurate classification of mineral fuels. The analyses here presented are from samples, of not less than fifty pounds each, obtained by myself during the summer of 1875, and may be regarded as representing very fairly the average run of

Vexed with competition from relatively high grade foreign orebodies, perplexed by marginal, low grade domestic orebodies, and ironically faced with the fact that practically every metal needed in our economy is available domestically in ample quantity in the ground, our mining industry awaits the advancements in beneficiation technology that will bridge the gap between the ground and the market place for our presently unexploited mineral reserves. Among the vast number of research and development projects underway in the metals mining industry, there are a few chemical techniques in metals winning that, with further development or wider application, could have a profound effect on the industry. These techniques include the Imperial Smelting and Refining Process for complex lead-zinc ores, chlorination and fused salt procedures, the liquid ion exchange process, and the field of non-aqueous leaching. IMPERIAL SMELTING PROCESS The Imperial Smelting and Refining Process is of interest because it offers a possible economic route for the processing of complex zinc-lead-copper ores. The process represents the outcome of the combined efforts of metallurgists and engineers of Imperial Smelting Corporation. Ltd., the United Kingdom Subsidiary of the Consolidated Zinc Corporation, Ltd., and is the subject of patents throughout the world. This process is essentially the employment of the blast furnace for the production of zinc. Zinc has always resisted blast furnace technology, primarily because of the difficulty of condensing zinc vapor from dilute gases. The Imperial Smelting Process employs a blast furnace working at ordinary pressures and in a system which is able to con- dense a blast furnace gas of a very low zinc content.

Any type of agitation within a confined vessel is primarily concerned with two parameters: a level of agitation describing the homogeneity of the constituents (whether it be suspension or mixing), and the energy efficiency with which this level of agitation is accomplished. The following is an attempt to present a solution to the problem of adequately defining and optimizing these properties. A discussion is included of the application of good design practices to the determination of a mechanically efficient shape to the blade elements of the propeller. These practices, excluding several appropriate modifications, have been known, but not well understood, in aircraft fluid mechanics for a number of years. Having optimized the direct impartation of energy to the medium being agitated, attention is turned to one of the more perplexing phenomena of multi-phase systems - definition and prediction of agitation levels. The result of recent study and testing is a method of scaling that the authors believe provides a lucid understanding of governing physical parameters within the agitator itself, allowing one to scale up and down with confidence.

The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on all week days, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The, time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining reports, maps privately issued,-,and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.

Despite its inherent low Btu content, western coal's low sulfur content may provide a near-ideal answer to satisfy US goals for clean air and energy self-sufficiency. Vast reserves, amenable to low-cost strip mining, serve as a powerful economic basis for its viability as a primary and dependable source of energy for the coming decades. A major consideration, the solution of which may not be obvious, is the transportation cost. These deposits are remote from the utilities of the heavily populated eastern regions of the US (Fig. 1). A coal mine in Montana is likely to be more than 1500 miles from its utility market, while an eastern coal mine may be situated only 200 miles away. Thus, the question raised is: how can the haulage cost of western coal be substantially reduced to an acceptable level?
