ONE of the earliest investigations of ground water in Florida was made in 1513 when Ponce de Leon arrived at St. Augustine in search of the Fountain of Youth. The history of the development of the water resources of the State shows that the large artesian reservoir that underlies Florida was discovered in the latter part of the last century. Part of that history is given by L. C. Johnson1 who states that the first successful artesian well in Florida was drilled at St. Augustine between 1880 and 1882. After the City of Jacksonville failed to obtain a flow of artesian water at a depth of nearly 400 ft and abandoned the drilling, R. N. Ellis, City Engineer, and L. C. Johnson, using Johnson's knowledge of the geologic structure of the artesian reservoir, estimated correctly that artesian water could be obtained at a depth of about 500 ft. Thus began the development of the large artesian system in the northeastern part of the State. In 1908, the Florida Geological Survey issued its first report on the ground water of central Florida.

The purpose of this paper is to point out some features of the position of fuel oil and it's relationship to the economic balance and price structure of the petroleum industry. The term "fuel oil" as used in this paper includes crude used as fuel as well as refined gas oil and fuel oil. The period covered, from 1922 to date, may be characterized as the new normal era after the post-war inflation and deflation. In order to establish a proper perspective, the figures on consumption of the principal products of petroleum are shown in Table 1. This table shows that fuel oil and gasoline made up the bulk of the total demand in 1928 just as they did in 1922. There has been so much comment about the enormous increase in gasoline consumption that it may come as a surprise to some people to find that fuel oil is still at the head of the consumption list, in point of volume at least, and seems likely to hold that place for at least another year. Having established the fact that gasoline and fuel oil are by far the most important products, the remainder of this paper will deal almost entirely with these two items.

In a marked departure from conventional practice, the Power Plate process combines the two unit operations of leaching and electrowinning into a single continuous step for direct recovery of copper from sulfide concentrates, cement copper, copper scrap, and copper oxide slurries. Considering how environmental controls are pre- venting development of smelters for additional capacity or new construction, the Power Plate process provides a welcome pollution-free alternative to the smelting-electrorefining routes. And its low capital investment and low operating costs also recommend it to copper producers who are now using or investigating various hydrometallurgical methods.

Cyprus Pima Mining Co.'s open pit operation was started in 1957 with the normal assumption that the ore reserve estimate was accurate within an acceptable range of values. Over the years, a number of attempts have been made to refine and polish the ore reserve figures using a variety of established standard procedures. None of these attempts have produced results which are totally satisfactory, particularly when comparisons are made between ore reserve estimates and short to medium range production figures. Statistical studies of operations data revealed relationships which could be used to subdivide ore blocks in much the same way as they are actually mined. Comparisons between these newly developed ore blocks and production data show that the new method of evaluation yields excellent results.

The Mine.—For some years attention has been drawn to the copper deposits of the Appalachian range of mountains, and especially to those in that portion crossing the corners of Virginia, North Carolina, and Tennessee. Certain it is that in many places in this locality available deposits of copper await the miner, and one after another are being opened and worked. The parts of these three States alluded to are but sparsely settled, and communications are insufficient to meet the demand for transportation. Railroads are wanted, as the existing wagon roads are unfitted for heavy hauling; these circumstances increase very much the difficulties in the way of mining enterprises. Notwithstanding this, the success of some of the mines of this section is an established fact, and Ducktown has for some years held a high rank among the copper-producing localities of the United States. of all these deposits, however, none is more interesting or more deserving of attention than the one now under consideration. The works of the Ore Knob Copper Company have been energetically pushed forward, since the reopening of the mine, in the spring of 1873, by Mr. J. E. Clayt,on, the superintendent and one of the chief owners of the property, and if one thing more than another can insure success it is the combination in this gentleman of rare business capabilities with the deepest personal interest in the prosperity of the undertaking. The copper vein at Ore Knob* is a clearly defined fissure traversing the gneissic rocks of Pre-silurian age in a direction 61' east of north.

Florida phosphate operations are unique in the ways standard mining equipment is made to meet specialized problems. Hydraulic mining and transportation has evolved in meeting three such special problems: 1) surface mining of a shallow, poorly consolidated but wet material; 2) high pro¬duction rates, necessary because of low prices for phosphate rock in a highly competitive market; and 3) preparation of the value-bearing rock, or matrix, for washing and flotation. The magnitude of the problems is better appreciated if the reader understands the size of operations in the area. The Florida phosphate field produces and ships about 10 million tons per year of phosphate rock. All of this has to be concentrated to its shipping grade, either by scrubbing and screening or by flotation.

INTRODUCTION TO STATISTICAL INFERENCE The intent of the mineral appraiser in collecting samples from a mineral deposit is to arrive at accurate conclusions concerning the size and value of the deposit. In other words, he wants to derive reliable inferences about the total mineral population from the collected sample data, which (he hopes) is representative of the whole. The discussion of sampling theory in Chapter 2 was oriented toward assuring that our sampling techniques and sampling units would indeed be representative of the total mineral population. Chapter 3 described the most common statistical parameters for defining distribution in various populations. Chapter 4 gave some insight into theoretical distributions of random variables and the probabilities associated with them. The intent of this chapter is to derive inferences from the preceding information about the population mean and the population variance. Knowing something about the normal distribution, and assuming our samples represent a roughly normal population, we can make inferences or logical deductions about the estimated interval or the limits of values which can be assigned to a mineral population. ESTIMATION OF POPULATION PARAMETERS In the application of statistics to mineral deposits it is never possible to know the actual values of the parameters or the theoretical distribution of values within the deposit for which our data are samples. Even after the deposit has been mined out it is questionable if the true value of the parameters can be retrieved accurately, due to dilution, mining, and processing losses. Therefore, our problem is to determine what function of our sample values we should use to estimate the unknown parameters of greatest interest to us-namely, the population mean and the population variance of the deposit. RAPID colorimetric estimation of the amount of transparent minerals has been applied success- fully to instream mill products at the cryolite flotation plant of the Pennsylvania Salt Mfg. Co., Natrona, Pa. Apparatus used was a Bausch & Lomb monochromatic colorimeter. The optical assembly of the colorimeter, shown in Fig. 1, passes light from a 6-v, 32-cp, prefocus incandescent lamp through two condensing lenses, a heat-absorbing filter, an aperture-control diaphragm, an interference filter, and a sample container. The light finally strikes a barrier-layer photocell and the output current of the photocell is measured by a galvanometer. The engraved index line of the collective lens, located between the lamp and the galvanometer, is imaged upon the transmission scale of the colorimeter by the galvanometer mirror. Reflected light from the galvanometer mirror, the position of which is determined by the output current of the photocell, enables reading of percent transmission throughout the mineral sample being tested. The colorimeter, Fig. 1, was standardized as follows: 1-The colorimeter was connected to a Sola constant voltage transformer, A, of 6-v output operated from a 110-v ac supply. 2-Turning the toggle switch, C, illuminated the transmission scale, B, and the control knob, D, was adjusted with a blank in the optical system until the hairline on the scale read zero. 3-A No. 430 interference filter, E, was inserted into the filter channel, F. &--A test tube, G, containing 7 cc of distilled water was pressed into the sample space, H, and the fine adjustment knob,

At Black Lake, Quebec, Lake Asbestos of Quebec Ltd., a wholly-owned subsidiary of American Smelting and Refining Co., has opened a $36-million mining and milling operation which will produce about 100,000 tons of asbestos fiber a year and add 7 pct to the Free World's supply. The orebody once lay beneath Black Lake, and readying the ore deposit for open pit mining meant removing about 37 million cu yd of overburden- 30 million cu yd by dredging and pumping, and 7 million by power shovels and trucks. The enormous amount of material to be dredged, control of drainage during dredging, the need to cope with drainage problems in the area and to provide for flood control to replace the regulating effect of the lake, posed unusual engineering challenges and required tremendous capital investment.

The following notes are contributed, not with the idea of offering a complete history of the development of this very important process as applied to the Leadville district, but with the hope that the practice, as it was carried out in the Bi-Metallic Smelter, may still be of interest to others. The Bi-Metallic Smelter, at Leadville, Colo., was the first to make a commercial success of the process described in the following pages, which consisted essentially of smelting raw silver- and copper-bearing sulphide ores in blast-furnaces to form a matte, which was generally re-smelted with siliceous ores for a second high-grade matte. Robert Sticht, in his excellent monograph on the subject,' has outlined briefly the plant belonging to this company. He says, in effect: The Boulder, Mont., enterprise set the example for others with whom the patentee (W. L. Austin) had been negotiating, and the old La Plata lead-smelter at Leadville, Colo., was fashioned into a crude, temporary experimental plant for the Bi-Metallic Company, and the feasibility of the process demonstrated by a trial run. Subsequently, the plant was considerably improved, and, being supplied with very favorable ores, continued to run without interruption from August, 1892, to June, 1893. In September, 1803, smelting was resumed in a completely remodeled establishment, some $200,000 having been expended upon the new work. Thus, aside from the Montana experiments, which, under the direction of W. L. Austin, began as early as 1885 at Toston, and continued with indifferent success for six or seven years, the Bi-Metallic plant at Leadville may be said to have

It must be evident to almost everyone by now that a massive transformation is occurring in our iron ore economy. Its equal has been seen only once before in the entire history of the North American steel industry, and not even once before within the personal memory of anyone now engaged in it. The lone precedent was the beginning of ore shipments from the Mesabi Range in October, 1892, which was before anyone still short of normal retirement age had been born. No younger observer, in the steel industry or in any other, has ever known anything else than that the Lake Superior region-in which the Mesabi is the giant-has supplied all but a small fraction of total North American blast furnace ore for the use of three generations of steelmakers. Directly or indirectly, it was the discovery of the Mesabi which created most of the prime and satellite companies that have since come to prominence in the various ore-consuming phases, and it was the same discovery that had broader effects on the entire spectrum of their technologies than any other single event that has ever happened since, although the advent of byproduct coke is a close runnerup. It affected every sector of the national economy and was a keystone in making our standard of living what it is today.

In practically all rock-excavation problems there is need for a careful study of the rock structure, its fault, cleavage or bedding planes, and even the texture of the rock itself. These studies should form the bases upon which an excavation method is selected and they should be carefully considered in predicting the amount and extent of the excavation. The need for such studies was forcibly illustrated in the problems involved in a cut made in 1929, along and underneath a 200-ft. high rock projection for a State-highway near the City of Easton, Pennsylvania. The rock mass was badly faulted and also contained a number of cleavage planes at approximately right angles to the fault planes. Much of this structure was visible and could have been studied and analyzed before' the work was begun. The State had rigid specifications as to finished grade and slope of cut, which apparently were made without reference to the geologic structure. The contractor complied with the specifications, under the close inspection of the State engineers. A tunnel blast was, placed in the base of the cliff, with the result that 65 per cent more rock was broken than was intended by the specifications. About four years after the blast, the writers of this paper studied the circumstances surrounding the operation, to determine the cause of this excess excavation.

Recently, when increasing attention has been paid to mercury for environmental reasons, the interest of several plants is directed to the removal of mercury from roaster and smelter gases. When Outokumpu Oy built its zinc plant at Kokkola in 1969, intensive development work was started to find an efficient and economic method for mercury removal from roaster gases. A process was developed, after laboratory research and pilot plant tests, to eliminate and completely recover mercury from the roaster gases. The process was commissioned in 1970. The behaviour of mercury in the roasting process and several possible methods of removing it from gases are discussed in this paper. Theoretical investigations and empirical tests show that the removal of elemental mercury from gases by sulphatization is very efficient. Further, it is stated how the technical process was built on this idea. The zinc sulphide concentrates contain small quantities of selenium, chlorine and fluorine. The role of selenium in the process is described. Similarly, the behaviour of chlorine and fluorine in the roasting, sulphatizing and scrubbing units has been discussed. Finally, the recovery of purified mercury and selenium from the precipitates is described.

Yet the two eras themselves were strikingly dissimilar and represented marked differences in the company's activities, corporate structure, and personnel. From its organization in 1834 almost to the end of the first decade of the twentieth century, the partnership known as Phelps Dodge was directed, managed, and controlled by the family dynasty established by Anson Greene Phelps. IN ATTEMPTING to summarize briefly the reconstruction of the Hecla plant since the fire, three important facts must be held in mind; namely: a hurry-up job with the shadow of an insurance company in the background; restriction of working space in the narrow Burke Canyon; and building two-thirds of the plant on a filled area. Construction work was carried on without interruption through the winter season. These adverse conditions have contributed many obstacles not ordinarily encountered in mining work. The first problems immediately after the fire were organization and policy; the-former to create an efficient construction crew out of a mining organization; the latter to determine the type and extent of surface plant to be built. The new crew was organized from a nucleus of mine employees, 25 per cent. of the old crew remaining for construction work. Permanent fireproof buildings were decided upon, the general arrangement of the new plant to be similar to the old one as far as possible, at the same time enlarging it 100 per cent. in anticipation of the demands which would be made upon it when the Star Mine began operating. Cleaning up the wreckage was a big job, the extent of which is indicated by the fact that 30 carloads of scrap iron and steel were moved off the property. In re-establishing transportation facilities at the plant, a previous disadvantage of a steep grade on the high line was obviated by excavating 1600 yd. of solid rock; the fire having destroyed all town buildings below, made this work possible.

Forty-sixth Meeting The forty-sixth meeting of the Boston section was held at the University Club on Monday evening, Jan. 28, 1918. Thirty-six members and guests were present, which is a record for this Section. After a good dinner, President Philip N. Moore, of the Institute, was introduced, and spoke of the many problems of the Institute. The topics covered were the progress and growth of the Institute during the administrative year, the efforts to stimulate the local sections and to bring them more in touch with the policies and problems of the parent body and, last but not least, of the constructive results and patriotic work of the Institute in the national service of the war. The other guest of the Section, Mr. Thomas Nelson Perkins, Counsel for the Priority Board, spoke most entertainingly of recent experiences in Russia, England and France. After considerable discussion during which Mr. Perkins most obligingly answered innumerable questions, the meeting adjourned at about 10 p. m.

THE Tennessee Copper Company's operations are in the Ducktown Basin, in the extreme southeast corner of Tennessee. The ore is of the heavy sulphide type, the predominating sulphides being pyrite, pyr-rhotite, chalcopyrite and sphalerite. The gangue is a micaceous schist, with varying amounts of free quartz. The mining operation develops two classes of ore, each of which is concentrated by the flotation process in separate mills. Table 1 shows a typical analysis of the ore treated in each mill. This was gradually increased to 600 tons by 1926, to 900 tons in 1928, and to 1350 tons in 1938. Fig. 1 shows the crushing and grinding flowsheet in 1928, when the capacity was 900 tons; Fig. 2, the crushing and grinding flowsheet that was developed by 1938, for the treatment of 1350 tons per day. A comparison of these flowsheets reveals that this increase in tonnage, with a subsequent improved operation, was accom-plished with identically the same major equipment. Improving a concentrator's capacity, metallurgical results, and costs as time goes by is a commonplace practice, and is accomplished in various ways, depending upon the local conditions. The reason for presenting the data of how this was accomplished in the mills of the Tennessee Copper Co. is that a fast-running rod mill plays such an interesting role
