A NOTABLE feature of the practice of the American mining engineer is the fact that 'his field has been world wide, and the results of his work may be found in all countries. For this reason, the mining engineer is particularly interested in any legislation tending to restrict his freedom in this respect. In their zeal to improve the status of the professional engineer, those responsible for the enactment of the registration laws now in effect in various of the United States may have introduced a practice that will result very much to the detriment of the American mining engineer. He is preeminently interested in the maintenance of the professional "open door," and fame may be the reward of him who calls the first "International Conference for the Limitation of Restrictive Legislation." There is no reason why these United States should be the only country to regulate the practice of professional engineering and, in fact, the movement is spreading beyond its borders. Already, it is necessary for the mining engineer to be thoroughly conversant with the various state laws in order to insure his right to pursue his calling. It may soon be necessary for him to make sure of his status in foreign countries before undertaking work in them.

A surface indicating pressure, temperature and flow instrument that ernploys variable frequency sensing elements has proved useful in evaluating flow characteristics of wells. Relative productivity of individual oil and gas sands in a given well can be analyzed at several back pressures. The subject of this lecture might well have been assigned to an economist or banker rather than to a geologist, but, as it was deliberately assigned to me, it is to be treated from a geologist's viewpoint. The term precious metals ordinarily includes the platinum group as well as gold and silver. Platinum, like silver, has had a great decline in price during the last few years, but has not been a medium of exchange and therefore has aroused comparatively little comment. Its relation to price level is like that of commodities in general, and will be dismissed without further comment. Of the two precious metals used as mediums of exchange gold, because of its adoption as the basis of most monetary systems and because of its threatened shortage in the near future; has been a subject of general concern to governments, financiers, and economists; silver, on the other hand, which has flooded the market of late has brought forth cries for help, direct or indirect, from producers and to a less extent from the largest users, especially China, whose purchasing power has been greatly curtailed, but it fails to arouse the interest that gold does. Many predictions have been made by economists, bankers, and others regarding future supply of gold and its effect on prices but the differences among these predictions are about as many as the number of prophets. The alternate processes by which solute atoms can limit the migration of grain boundaries have been considered. At the lowest solute concentrations the controlling process is "mechanical breakaway" in which the solute atoms affect the driving force and not the mobility. In the next higher range of solute concentration, solute atoms are bound to the boundary and diffuse by boundary diffusion along cusps in the boundary developed at the solute atoms. In this region the boundary velocity is controlled by the component in the direction of boundary migration of the rate at which the bound solute atoms can diffuse along the boundary. At still higher concentrations, it is predicted that boundaries break away from the binding solute atoms by thermal activation. The specific behavior Predicted is consistent with the observations of Aust and Rutter. The most striking agreement between prediction and experiment is that obtained for a range of solute concentration in which the boundary velocity is inversely proportional to the cube power of the solute concentration. 13.8-1. Introduction. Table 13.8-1 shows that production from the African continent is an important part of total world mineral production. In three of the major particular resources listed, diamonds, gold, and cobalt, African production accounts for considerably more than half the world output. Overall, South Africa including South West Africa plays a dominant role in the mineral economy of Africa, other than in petroleum production. Table 13.81 also shows that much of the production is won by surface mining methods. In addition to the minerals listed in Table 13.8-1, Africa is a main world source for the following minerals: [Beryl 33% of total world production Columbium-tantalum 50%" " 1' Platinum group metals 20% l' " 11 Corundum 55%" " " 11 Vermiculite 30% (' " (6 Uranium oxide 15 0/, of free world production] South Africa and Rhodesia together account for nearly all of this production, except for columbium (niobium) of which Nigeria is the main producer. Thus the importance of southern Africa as a major mineral province can readily be appreciated. The consequences of serious political or military conflict between white-dominated southern Africa and the rest of the continent would be grave indeed, particularly for the West whose financial and economic interest in Africa as a whole is very large. The development of mineral resources in Africa involves the same basic elements as are involved anywhere else in the world: exploration, drilling and sampling, metallurgical assessment, and economic evaluation before, if it is justified, a prospect is brought to the productive stage. ONE of the well-known and important uses of the noble or precious metals has been for electrical contacts. In fact, the elements of this group, comprising gold, silver and the six platinum metals, have been called "noble" because of their ability to resist- heat and corrosion, properties which were early found to be of importance in good contacts. Of these, platinum and its iridium alloys, palladium, and silver, have been extensively used. In recent years the electrical industry has been responsible for about one-eighth of the total consumption of the platinum metals in the United States. Information is not available as to what part of this one-eighth has been used for contacts but it is certainly an important one. SUBSTITUTES FOR PLATINUM During the past 20 years a considerable number of contact alloys have been proposed in the patent literature largely with the aim of more or less replacing platinum by gold or silver, and some of these alloys are finding increasingly widespread application as the reliability of their performance becomes established.. From even the partial data at hand it appears that this substitution by the less precious metals has replaced at least one-half of the amount of platinum that the entire electrical industry would otherwise be consuming at the present time.

The subject of this paper is particularly appropriate, since Daniel C. Jackling was active in early exploitation of taconites on the Mesabi Range and contributed greatly to their later economic development. After his success in developing the low grade porphyries in the West he looked for more worlds to conquer, and so undertook the concentration of low grade taconites, from which he hoped to produce commercial ore. Mesabi Iron Co., organized in 1919, actually did produce merchantable sinter from taconites in 1922. The enterprise did not prove commercial at the time, as cost of production was high and the surplus of iron ore in the Lake Superior District already contributed to a low market price, but this same property has since been developed by Reserve Mining Co. The work done by Jackling had much to do with the success of this later venture. Iron ore was first discovered on the Marquette Range in Michigan in 1845. The first ore from this range came from the old Jackson mine in Negaunee in 1848. During these early years this property and others on the Marquette produced limited tonnages for transportation to Lower Lakes and for consumption by charcoal furnaces in the area, where a plentiful supply of hardwoods furnished the charcoal for iron smelting. The Marquette and other ranges tributary to Lake Superior did not produce much ore for transportation to Lower Lakes until the locks at Sault Ste. Marie were constructed, but from the time the first lock at the "Soo" was completed in 1855 these ores were transported through the locks to consumer centers in the East. The Marquette Range has a history of continuous production from 1848 to the present day.

THE thermal analysis of a metal or alloy is ordinarily made with the aid of heating and cooling curves, in which transitions are indicated by the rapid changes in curvature that accompany .changes in the rate of heat absorption or evolution. Analysis by the method that depends on the change in thermal expansivity is not customary, partly, at least, because of the difficulties involved in making the necessary measurements. However, under certain circumstances, the dilatometric method of analysis may possess advantages over the thermometric method that will justify the additional trouble required. The addition of 1 per cent. of zinc to an alloy has been found to produce, upon the volume changes that take place during transition, effects that suggest the possibility of using the dilatometric method of thermal analysis as a rather sensitive means of obtaining chemical information. Although the illustrations presented in this paper are drawn from data obtained during an investigation of dental amalgams, similar phenomena can doubtless be observed with other alloys. Some of the results found during an investigation made in 19171 have been confirmed by data on the thermal expansivity of amalgams published by Souder and Peters of the Bureau of Standards in reporting tests of dental materials.2 Although the Bureau of. Standards made experiments for the purpose of discovering effects of including zinc as one of the constituents of a dental alloy-a matter much discussed in dental literature but without the presentation of reliable experimental evidence to support the views of ;either side-the reports of the test made by the Bureau give the impression that certain striking phenomena associated with the presence of zinc were not noticed. Among such phenomena are those connected with the conditions that determine whether or not a specimen of amalgam becomes covered with droplets from which crystals develop.

Heaving in roads built on the Mancos Shale is a serious problem in east-central Utah. Heaves are expressed as local bumps, general rises and severe cracking of the pavement. The heaves usually occur in shale road cuts and generally show a seasonal cycle, which reaches a maximum development in the winter. The presence of certain salts, absorption of moisture and physical properties of the subgrade materials were considered, in Utah, to be the main factors in the heaving mechanism. Work done on similar problems elsewhere and studies conducted by the author indicate that the latter two factors are the most important. Results of this investigation indicate that heaving areas are associated with slaking shale or expansive clays, with and without salts present. Laboratory studies show that the initial moisture content of remolded samples and the desiccation history of un- disturbed samples have a major effect on swelling. Swell tests on compacted samples at various temperatures indicate that water has more influence on swell than temperature, except for samples containing sodium sulphate, which swelled with decreasing temperature. Chloride salts inhibited swelling. Tests on shale cores indicate that the stability of slaking shale can be preserved by maintaining its original moisture content. It is concluded that shales and expansive clays, when exposed in road cuts, become desiccated and are subject to expansion when moisture is subsequently available. The seasonal cycle of heaving may possibly be explained by the annual moisture excess and deficiency. To minimize the problem, freshly exposed shale should be kept wet, and the thickness of the subbase and base courses should be increased. The Utah State Department of Highways has been plagued for many years with a distressed condition that develops in roads constructed on the Mancos Shale. The following compilations are made from a series of investigations and are used to present the subject in an unbiased manner, as the writer does not represent any company or financial interest. The present situation is complex. The producers are hard pressed by reason of the low price of crude, while the independent refiner is little better off, because of the corresponding cut in price of refined products, except on occasional contracts. If the real costs are analyzed, it will be seen that the land speculators and the lessors—royalty owners—make the larger profits and not the struggling legitimate operator or independent refiner. The new 4800-ton fine-grinding plant at the Hollinger Consolidated Gold Mines property at Timmins, in the Porcupine district of northern Ontario, went into operation in November 1937, and represents the culmination of an experimental program. The plant is a moderately low rectangular building of hollow tile on a steel frame, large enough to house four 7 by 15-ft. ball mills, with a 12 by 27-ft. classifier beside each mill. At one end is space for the addition of another mill and classifier or a mill and classifier for the regrinding of table concentrates. This regrinding is now done in the old grinding department of the main mill building. Also within the new building are the four 6-in. sand pumps for lifting the product from the low-dis-charge ball mills up to the classifier feed launders and the containers and appurtenances of a complete dust-collecting system. Together with the usual overhead crane, these constitute the major units of equipment within the new plant. The location is at the lower end of the main mill buildings toward the old tailings pond, now so neatly leveled off and sodded to rival the very best of our own W.P.A. projects. Close by the new grinding plant is a large dome-shaped structure—the new fine-ore bin designed and built by Mr. Longmore and the Hollinger milling and engineering staffs. There are four separate automatically loaded inclined belt conveyors leading up from the bottom of the bin to the grinding plant. Each belt is equipped with a recording weightometer, in the grinding building. The whole structure and the machinery within it give the impression of permanence and a carefully integrated design with close attention to details, giving the operators every advantage for consistently good work. The many ideas and opinions behind this achievement were all ably organized and executed by the Hollinger milling and engineering staffs, and not a few were directly initiated by them. A GLANCE at the list of papers1 that have been published since 1920 on the general subject of flotation suggests the variety of ideas that exist regarding the underlying cause of the phenomenon.' Among these ideas, we find several coherent theories, but none that adequately and completely explain the phenomenon. Ralston2 and Bains3 suggested an electrical theory which has to do with the attachment of mineral particles to a bubble by the attraction of unlike electrical charges. This theory has its root in the fact that a bubble of air in pure water is electrified in such a way that the surface is negatively charged while the body of the water is positively charged. This result, which was first discussed by Helmholtz, also obtains when the water contains anything except a high concentration of hydrogen ions, or ions which are trivalent or tetravalent. The theory also holds that the mineral particles have positive charges on their surfaces, and so there is attachment between bubble surface and mineral particles by the old law of electrostatics, which states that unlike charges attract. CONTACT ANGLE AND OIL ATTRACTION The contact angle-the angle formed by a fluid-fluid boundary when both are in contact with a solid-has been indicted several times for complicity in the phenomenon of flotation. This angle is supposed to indirectly measure the surface energy of a solid. Thus if we have two fluids in contact with a solid, we may express the difference between the two fluid-solid tensions as equal to the fluid-fluid tension times the cosine of the angle between the two fluids.4 If the two fluids are in contact with the solid, this is, no doubt, an excellent way of establishing relative surface energies. However, in flotation, we deal with substances which are not wetted by water. What assurance have we, then, that the angle

DETAILED knowledge of purchase specifications established by coal consumers is essential to the successful design and operation of a coal preparation plant. ANTHRACITE Specifications should be considered by both the consumer and the producer as guide posts outlining a certain path for both to follow. Plants differ, therefore specifications must differ to meet the varied requirements. Specifications are not of themselves a "cureall" or an assurance of complete satisfaction in fuel utilization. Specifications should not be regarded as a license to engage in an orgy of buying any and all coals that may happen to fall within their limits. This would lead to the indiscriminate mixing of coals which may vary in their burning characteristics. Different coals of equal grade tend to be individualistic in their burning characteristics. Rather, specifications should be used to help simplify coal selection, to reduce the actual number of coals used over a given period; in other words, to have a stabilizing influence on coal or customer turnover. In the final analysis, the use of too many coals per year in a plant is costly to both the consumer and the producer. Too many sources usually result in higher operating and maintenance costs for the consumer and higher sales costs for the producer. Finally, the statement included in the report accompanying the comprehensive Coal Selection Charts prepared by the Coal Committee of the National Association of Purchasing Agents, and released in 1938, is significant. This Committee worked diligently for a period of 15 years seeking to find a scientific and reliable method for selecting coals. The two following paragraphs are quoted from its report: More important is the fact that no ready-made classification or set of specifications can possibly replace the judgment and resourcefulness of an experienced combustion engineer or fuel technologist, nor the usual need for full scale plant tests under the exact conditions of use before a final decision is made.

The effect of high pressure on the stability of the (any phase transformation in the Fe-V system was studied by experimental and theoretical methods. The maximum solubility limit of the y loop of the atmospheric phase diagram was found to increase by a factor of five at 40 kbars pres-sure. The solubility limits of (Y and y phases are calculated on an approximate thermodynamic basis at pressures of 20, 40, and 50 kbars as a function THE high-pressure behavior of the a =^ y transformation in iron and iron-base alloys has been the subject of considerable interest recently. For those binary or higher-order alloy systems possessing a closed y loop, the effect of pressure is to extend the region of solubility of the more dense y phase. Although quite accurate calculations have been made of the a y temperature-pressure diagram of pure iron,' only very approximate thermodynamic calculations or experimental measurements have been made of the pressure dependence of a ^ y equilibria in binary systems exhibiting a y loop.2"4 of temperature and are found in excellent agreement with experimental results. The experimental high-pressure phase diagrams were determined using binary diffusion couples diffused under simultaneous conditions of high pressure and temperature and analyzed with an electron microbeam probe. Approximate calculations of the stabilizing effect of high pressure on the o phase are qualitatively confirmed by experimental results. These previous calculations have primarily dealt with the slopes of the allotropic a (Y= y phase boundary at terminal solubility. The lack of detailed understanding or accurate experimental results of the pressure dependence of the two-phase a ^ y field has been due, in part, to the types of experimental methods previously employed. The primary purposes of the current paper are twofold: 1) to develop and make use of thermodynamic expressions with the aid of supplementary data, to approximately calculate the pressure dependence of the entire y loop and the two-phase ((Y + y) width in the Fe-V system; and 2) to accurately determine the corresponding experimental high-pressure phase diagrams. The current paper describes the powerful method used which enables the simultaneously measurement of phase equilibria and diffusion under high pressure and temperature. A second paper, part 11, will deal with the effect of high pressure on binary diffusion in the Fe-V system.

INTRODUCTION The Third Theory of Comminution, oftentimes called the Bond Theory, was first published by Fred C. Bond in 1952. Since then, it has been widely used in the milling industry to size crushing and grinding equipment as well as to predict and evaluate their performance. Although two other comminution theories were advanced almost a century earlier, one by Rittinger, 1867, and the other by Kick, 1885, their use was limited because they did not agree with actual commercial comminution systems (Bond, 1961). According to Bond's Third Theory, the work input is proportional to the new crack tip length produced in particle breakage, and equals the work represented by the product minus that represented by the feed. For particles of similar shape, the crack tip length is equivalent to the square root of one-half the surface area, and the new crack length is proportional to [(1/vT - vF)]; where P and F are particles diameter of product and feed, respectively. For practical calculations, the particle diameter can be expressed in terms of the 80% passing sizes, P and F, respectively. Numerically, the work index is the energy required in kwh/t to reduce a given material from theoretically infinite feed size to 80% passing 100 microns. The work index of a particular material is determined in the laboratory by conducting the standard Bond grindability test. Bond developed separate tests for the rod mill and the ball mill. ONLY the acute phase of the smelter fume problem is new. The problem itself is older than the Christian era. While both lead and copper were mined and crudely smelted ; on: 3,000 years ago, it was not until the Roman occupation of the Iberian Peninsula and the British Isles, which occurred but shortly before the beginning of the Christian era, that there was any evidence of smelting operations on a scale sufficiently large to permit a fume problem. Around Huelva, Spain, are found more than 30 million tons of slag from lead smelting conducted there by the Romans. Pliny tells us that more than 20,000 slaves were employed in the Iberian mines. Extensive mining and smelting by the Romans in England and Wales were coincident with the Iberian proceedings. These metallurgical operations were upon a sufficiently large scale to produce marked results both upon the surrounding country and the smelter workers, but, as they were those of a conqueror upon conquered soil, conducted by slaves, imperial Rome failed to recognize that such a thing as a smoke problem did or could arise, and whatever fume question there may have been at that .time remained a question only to those who had no chance to answer any phase of it. The smelting operations of the Romans extended over about 400 years, and little is "recorded of lead and copper smelting from that time until the 16th century. From the revival beginning at this period up to the present century, the growth of smelting has been comparatively gradual. In Great Britain, smelting was conducted almost wholly in localities where metallurgical operations were of paramount importance, and the communities that grew up in smelter localities were due to and dependent upon the mines and smelters. This fact had much to do with the comparative freedom of British smelting from burdensome fume litigation and legislation. To a lesser degree these conditions applied to the German operations which, when coupled with the further fact that most of the early German operations were to a greater or less degree fiscal workings of Prussia, Saxony and Brunswick-Hanover; accounts for

EXPLORATORY WORK THE related subjects of preferred orientation, directionality in physical properties, and earing tendencies of wrought metal [ ] strip have attracted the attention of metallurgists to such an extent that in the past 20 years hundreds of researches have been published on this one general problem. The anisotropy of tensile strength and elongation have been exhaustively studied in their relationship to the occurrence of ears in cups drawn from strips-20.29 and, to a lesser extent, yield strength7,11,17 and stress-strain curves" have been investigated. Despite the tremendous fund of knowledge thus accrued, no simple quantitative correlation of directionality and earing tendencies has yet been found. In a sense, this is not surprising. The formation of ears in a drawn cup clearly is a special phase of the general study of metal flow; in particular (as will be brought out in the course of this paper), ears are due to anistropy in the rates of deformation of the metal in the radial, circumferential, and "thickness" directions of the original blank. It would be difficult to effect a correlation between earing tendency and a property that may be completely independent of the flow of metal, or at best related to metal flow in an exceedingly complex fashion. Yet, it is this correlation that has been attempted; tensile strength and elongation are attributes of metal rupture, a phenomenon that has quite admirably been shown to be distinct from the phenomenon of metal flow,21 while yield strength and stress-strain

STUDY of the ore deposits of Colorado has disclosed, in numerous places, sharp changes in both mineralogy and metal content of the primary or hypogene deposits with change in depth. A clear understanding of the meaning of these changes is requisite to form intelligent conclusions that can be applied in the exploration of such ore deposits. This paper is an attempt to set forth some of the geologic and chemical relations of minerals that bear on this problem. The effect of the differing electrode potentials of elements on the order of oxidation and on the order of displacement of one metal by another metal in supergene sulfide deposits has been studied for many years by several investigators. The results all agree rather closely with the original Shurmann series of replaceability of metal sulfides, as Wells has shown.1 So far as the writers are aware there has been little attempt from the geologist's viewpoint to correlate the electrode potentials of the elements, other than those of the common metals, with the positions and mode of combination of the elements as found in ore deposits, and in particular in hypogene deposits. The senior writer for a number of years has emphasized the importance of oxidation-reduction reactions as a factor in the formation of certain hypogene ore minerals, and as the electrode potentials are a measure of the relative Oxidizing and reducing power of the elements and their ions, it seems possible that a study of them may offer some suggestions on certain problems. Surveying and mapping are used to locate and visually portray objects, lines, or areas in relation to a reference point or line. The actual making of the measurements to locate the objects and points falls under surveying while mapping is concerned with putting the survey information into a graphical form. Generally, the type or class of proposed survey depends on the precision required. Some surveys may need only approximate measurements which can be obtained by simply pacing or by using an ordinary measuring tape; others may require much accuracy, thus calling for the use of an engineer's transit or theodolite along with a graduated steel tape for horizontal measurements, or a level and a graduated rod for measuring vertical distances. Mapping is likewise dependent on accuracy requirements. For example, a general layout showing the relative position of surface facilities may not call for a large scale of dimension or great precision whereas for detailed work, a large scale plus care in plotting points and drawing lines and curves are important factors. SURVEYING METHODS There are many kinds or types of surveying methods. Some examples include : land surveying for determining boundaries of land areas; route surveying for locating roads, highways, right-of-way, and haulways; city surveying for laying out lots, streets, and alleys; and mining surveying for projecting mine openings and locating mining operations. See Fig. 1. There are other types of surveying than those named, but in general, the type of method to be used will depend on the purpose for which the survey is to be made.
