The Institute is one of the five national societies that joined in organizing the Congress, the others being the American Society of Civil Engineers, the American Society of Mechanical Engineers, the American Institute of Electrical Engineers, and the Society of Naval Architects and Marine Engineers. Each society has pledged from its general funds or some special fund a certain sum to guarantee the success of the Congress. To this the engineers resident on the Pacific Coast added $13,000, the total guarantee fund amounting to $37,000. It is hoped that this money, iii part or in whole, can be repaid to the guarantors of the Congress. The sums necessary to conduct the latter and to publish the proceedings, are to be derived from membership fees paid equally by all participating. A member of the Institute as such is not a member of the Congress and will not receive any of the publications of the latter. He is eligible to become a member of the Congress and it is hoped that he will do so. The membership fee is $5, and this entitles one to receive the introductory volume of the Congress containing the proceedings; a digest of the other volumes and a general index. It also entitles the member to one other volume of the transactions, to be chosen as he will. For moderate sums he can buy additional volumes, the whole set costing delivered, $30 or less. On Jan. 12 the total membership was 2,350, of which only 290 were recorded as mining engineers. Full details regarding the Congress have been sent to every member of the Institute, and the failure of the members to take a more active interest in the matter is believed to be due to some misunderstanding of the situation.

In all, 210 wellst were completed in southwestern Pennsylvania during 1939, which is 59 more than were drilled during the preceding year. Of this number, 137 were gas wells, which is a considerable increase from the 81 completed during 1938. Only 25 oil wells were completed, as against 28 in the previous year, and 28 dry holes, 6 more than last year. Shallow Development—Gas The increase in the number of gas wells is largely the result of a search for additional gas in Armstrong and Indiana Counties. Although a considerable number of wells were drilled in the latter county, the majority of them produced less than 100 M cu. ft. initial open flow. In Armstrong County, a new pool was opened in Cowanshannock township, producing from the third Bradford sand. Several large wells were obtained there, one of which produced an initial of nearly 12 million cu. ft., with a reservoir pressure of 1100 Ib. However, the productive area has been fairly well outlined by further drilling and shows that the pool covers only about 800 acres. The sand is 20 to 30 ft. thick, and probably has 5 to 6 ft. of pay. Thus this reserve is not an important one. Several wells were found in Menallen township, Fayette County, where the Big Injun sand has been having a play for the past three years, but the activity there is much less than a year ago. Oil On the west side of the Bradford sand gas pool, Cowanshannock township, Armstrong County, a well was drilled which flowed 100 bbl. the first day from the Tiona sand. Activity in the oil fields of the state was at a low ebb during the year because of the longest period of low prices that has yet prevailed, which has been detrimental to both the eastern and western sections of the state. Production for the state as a whole shows a drop of 209,192 bbl. during 1939, the total being 5,356,963 bbl. The loss is in the production of the western division, where a loss of approximately 300,000 bbl. more than offset a gain of approximately 100,000 bbl. in the eastern division. The loss in the western division can be attributed to decline in drilling activity due to the low prices prevailing, which were caused by flooding of the normal markcts with cheap Illinois crude. The gain in the eastern division is the result of repressuring operations begun in previous years and now showing results, and not to any renewed drilling activity. Gas development in western Kentucky during 1939 was of minor importance. In eastern Kentucky approximately 50 producing gas wells were drilled, which were sufficient for present market with excess reserves already developed. With the severe winter and additional industry load every gas well connected has been on line for the past three months. Although all demands are being met, development will be greatly increased during 1940 to meet depletion. From the geological point of view, the drilling activity in the western division developed additional information of benefit. Several wells on blocks of acreage assembled in previous years were drilled in the deeper parts of the Western Coal Basin—southern part of the Illinois Basin— giving for the first time accurate information about the Pennsylvanian and lower formations down to and through the Devonian.

The steel industry has a definite need in its tonnage mills for a formula relating expected tensile strength to the analysis of the steel. The McWilliam-Barnes1 and other less comprehensive formulas are used for this purpose, but these formulas were designed for an analysis range that does not include the medium manganese and silicon-bearing steels. This type of steel is being produced to meet the demand for tensile strength slightly higher than that of ordinary structural steel but not high enough to justify expensive alloy steels. The purpose of this paper is to present a somewhat more comprehensive formula based on data accumulated over a number of years by the Inland Steel Co., and to discuss the method followed in obtaining a formula to fit the data. The resultant formula admittedly is still weak in some respects, but for the expanded analysis range appears to be an improvement over the other formulas. It is hoped that with the collection of more data and possible collaboration with other mills studying this problem it will be possible to work out a more nearly perfect formula. Several publications have been issued on this subject. In some, the equation type of relation was evolved while others made a combination of tables and an equation. The latter include work by Campbel12,3 and Webster.4,5 Campbell classified the steels as acid and basic and applied a different formula to each. For basic steels, he used the equation: Teosile etrength = 41500 + 770C + 1000P + yMn [1 y was a variable depending on the carbon and manganese content of the steel and was listed in tables. INTRODUCTION Characterization of a site for the prediction and simulation of dynamic events requires the determination of mechanical properties of the rock at stress/strain levels and rates and at a scale appropriate for the events and critical structures involved. The structures of interest can be on the surface, underground, or designed to impact and penetrate into the site (projectiles). Dynamic events of interest are equally diverse: seismic waves from distance earthquakes or explosions; close-in phenomena associated with earthquakes and explosions; vibrations associated with heavy equipment or machinery; and stress transients associated with impact and penetration. The complexity of site characterization depends on two factors not specifically related to the nature of the site itself: the stress levels generated by the dynamic event and the sophistication of the prediction and simulation techniques. For very high stress levels, such as occur near a nuclear detonation, and for low stress levels, such as occur during seismic wave propagation, site characterization is simplified, and often certain details of the site are not particularly important, such as shear strength variations in the case of very high stress levels. In the intermediate stress range, however, all descriptive relations are non- linear, a complete finite strain constitutive model is required, and all details of the site, such as lithology and fracture distribution, become important. The site characterization must be complete enough to support the most sophisticated prediction and simulation technique that will be applied to the analysis of the dynamic event. The procedures of site characterization are illustrated in this paper by a specific dynamic event, projectile impact and penetration, and a specific site, an outcrop of Dakota Sandstone near San Ysidro, New Mexico. Some years ago the writer was struck by what might be called the remarkable vitality of the Virginia furnaces during the panic of 1893; and attention was called to the fact in the American Manufacturer of February 8,1895. From the second half of 1892, which was a period of maximum output, to the second half of 1893, when the full effects of the depression had been reached, the output of pig-iron had fallen off in Illinois 85; in New York, 66; in Ohio, 51; in Tennessee, 44; in Pennsylvania, 28; and in Virginia only 15 per cent. It seemed a reasonable inference that the State which had thus shown its marked ability to meet hard times could make and market its product with a larger margin of profit than any of the other States. This was true at that time, and to a certain extent the reasoning still holds good; but my mistake was in not fully realizing the marked effect of the Mesabi development, combined with reduced economies in transportation, and the consequent advantage to those furnaces which were so situated as to utilize these new commercial factors. The effect of these factors is seen in comparing the second half of 1894 with the second half of 1892. New York had dropped off 44, Alabama 23, Tennessee 21, Illinois 19, and Virginia 16 per cent., while Pennsylvania had increased 5 and Ohio 10 per cent. While there is no question of the great economy which has been made possible for certain interests which are peculiarly situated with reference to the ores of the Northwest, it is yet too early to say what furnaces not so fortunate will have to pay for their raw material. Already an increase of twenty cents per ton of ore has been announced, based upon increased cost of production.

Spodumene is a lithium-bearing pyroxene, and is an important source of lithium compounds. Because of its high alumina and lithia content, it might be a desirable constituent of glass batches. The use of spodumene in ceramics will undoubtedly increase, as it has been shown that a mixture of the proper proportions of this mineral with soda feldspar and potash feldspar has a much lower maturing temperature upon firing than has any one of the three components. The mineral spodumene seldom occurs as pure mineral, but ordinarily with feldspars, mica and quartz. All spodumene-bearing rocks tested contained these minerals as gangue. Small amounts of iron and manganese oxides also were present, usually as stains on the silicate grains. Mica associated with the spodumene carried a considerable amount of lithia. This was discovered in flotation tailings, which, although virtually free of spodumene grains when examined microscopically, showed 0.4 to 0.5 per cent Li²O on chemical analysis. The lithia content of micas picked from the North Carolina spodumene rock was variable. Some samples contained little lithia, others more than 3 per cent. In 1938, under the supervision of Oliver C. Ralston,S the Bureau of Mines, in cooperation with the Tennessee Mineral Products Corporation, undertook to study the beneficiation of North Carolina spodumene by froth flotation. The Bureau had previously published investigations on the beneficiation of spodumene.2,3The methods described in the second publication3 did not give good results with badly weathered spodumene rock, so that more thorough investigation of the subject was warranted. The sudden decease, April 1, 1910, in Chicago, of Dr. Franklin R. Carpenter was a shock to his many friends. He died in his sixty-second year, of heart paralysis. To most fellow-members of the Institute who have followed the progress of the last twenty-five years in the mining and treatment of non-ferrous ores, the work of Dr. Carpenter in that line is familiar; but very few, even of those who knew hinl well in the later years, are acquainted with his earlier struggles to satisfy an inborn hunger for knowledge. The story of his life resembles that of the pioneer who opens up new country; overcoming hardships with indomitable courage, meeting doubts and difficulties with an alert and open mind, and exercising in the face of reverses an unconquerable perseverance. It seems appropriate to place on record in the Transactions a brief outline of the life and work of this eminent engineer. During the past 15 years of his life Dr. Carpenter was much interested in genealogy. In the pursuit of this study as an avocation, he traced his own ancestry to the time when ((Hugh," called "le Charpentier" on account of the dexterity with which he had swung his battle-axe as a crusader, settled in Sussex on lands received from William the Conqueror. The Carpenters came to this country with William Penn. A prominent member of the family was Joshua Carpenter, the founder of Christ Church, Philadelphia. Dr. Carpenter's branch of the family moved from Pennsylvania into that part of Virginia which is now West Virginia, where his grandfather settled in Harrison county, while the grand-uncle went further west, and built the first iron-furnace at Hanging Rock, Lawrence county, Ohio. BITUMENS have been defined by Abraham1 as substances of variable color, hardness, and volatility; composed principally of 'saturated hydrocarbons, substantially free from oxygenated bodies, sometimes associated with mineral matter; the nonmineral constituents being fusible and largely soluble in carbon disulphide. The principal bituminous substances other than petroleums known to commerce are: (1) native asphaltites, such as gilsonite, grahamite, and glance pitch, distinguished by their hardness and relatively high fusing point; (2) native asphaltic pyrobitumens, such as wurtzilite, distinguished by their infusibility and comparative insolubility in carbon disulphide; (3) mineral waxes, such as ozokerite, distinguished by their high content of crystallizable paraffins; (4) native asphalts, containing varying amouqts of mineral matter, distinguished by the comparative absence of crystallizable paraffins; and (5) bituminous residues obtained from the distillation of petroleum. GILSONITE Gilsonite, a black native asphaltite 98 to 99.9 pct pure, characterized by a hardness of 2 (Mohs), a specific gravity of 1.01 to 1.10, and melting point of 230° to 400°F (K and S), is mined commercially only in northeastern Utah. It occurs in parallel, almost vertical veins, from a few inches to 18 ft wide and 8 to 30 miles long, that cut across the Tertiary limestone and shale of the broad Uinta Basin. The bitumen is believed to have been distilled by heat from oily material in the underlying Green River shale. At the Rainbow mine of the American Gilsonite CO.,† the gilsonite, formerly extracted in an opencut by a system of slopes and benches, is now mined by shafts and horizontal drifts. This discussion covers only one method of pressure drilling—that developed in the Kettleman Hills field. Thus it is probable that many departures from the procedure herein described would be advisable, and perhaps necessary, in using this method of drilling wells in other localities. Purpose of Pressure Drilling By the early part of 1936, formation pressures in the heavily produced north end of the Kettleman North Dome field had declined to range from 1000 to 1500 lb. per sq. in. This low pressure, combined with the depth of the wells (8000 to 9000 ft.) permitted water to be filtered out of the mud into the producing sands during drilling operations. The loss of water was indicated by loss of fluid from the suction tank while drilling, accompanied by an increase in mud weight. It was found that when water was added to the mud stream at such a rate as to keep the fluid level in the suction tank constant, the mud weight would not vary. This indicates that water only was forced into the sands. The rate of this loss at various wells ranged from 2 to 5 bbl. per hour. At some places complete loss of circulation occurred, and drilling mud to the extent of 200 to 1000 bbl. had to be pumped into the sands before returns were regained. It was believed that these conditions had already begun to harmfully affect production, and that such effect would become more pronounced as formation pressures continued to decline. Pressure drilling with oil was introduced because it eliminated the danger of loading the formations with mud and water. The method also afforded a convenient means of testing as drilling progressed, lessening the amount of formation testing, which had become necessary because of encroaching edge water.

THE crystallography and morphology of ?-Al3Fe precipitates in an A1 + 0.5 wt pct Fe alloy have been studied by transmission electron microscopy. The alloy was cast in cylindrical ingots, 15 cm in diameter and 60 cm in length, and cooled slowly. The measured composition was 0.527 wt pct Fe, 0.001 wt pct Mg, and 0.003 wt pct Cu. Spectrographic analysis revealed no additional trace impurities. Thin slices were cut from the ingot and reduced by more than 95 pct by rolling to a thickness of 0.1 mm with no intermediate annealing treatments. These thin sheets were then vacuum-annealed for 1 hr at 612°C and air-cooled in their capsules. Thin foils for examination in the electron microscope were prepared by electropolishing. The precipitate is found in the form of oval platelets on the (110) planes of the matrix. The major axes of the platelets are parallel to the (110) directions of the matrix, and vary in length from 1/2 to 2 p. The thickness is about 1/10 µ. Examples of platelets, both in the plane of the foil and normal to the foil, are shown in Figs. l(a) and l(b), respectively. lack' found that ?-A13Fe (more correctly Al13Fe4) belongs to the monoclinic system. Using Black's structural data and simultaneous electron-diffraction patterns from the matrix and precipitates, the habit planes and directions were determined to be: (001)? 1 (110)Al [100]?|| H [001]Al The orthogonal crystallographic axes of the precipitates are accurately in the habit plane, while the measured coincidences of the directions are only within 10 deg. The major axis of the platelet is parallel to [010] in the 0. This orientation corresponds to the direction of nearest registry of the lattices.

A MINING institute open to all men interested in any branch of the mining industry will be held at the Col-lege of Mines, University of Washington, Seattle, during the week beginning March 5. Prospectors, miners, mine owners, persons interested in metallurgy, investors in min-ing enterprises, and the public generally are invited to at-tend. This institute will take the place of the Winter Min-ing Session which originated at Seattle in 1897 and con-tinued for twenty-eight years. The complete new equip-ment of the Mines Laboratory will be used to give demon-strations of new machines and processes of mining, ore dressing, and metallurgy. This year the ceramic industry, including cement and branches of clay working of special Importance in the Northwest, will be included in the insti-tute. All instruction will be given by specialists. Prominent technical men and managers will give lectures on their special subjects. Among the speakers engaged are G. T. Jackson, formerly superintendent of the Alaska-Gas-tineau and the Chichagof mines, who will speak on the mining of large bodies of low-grade ore; R. F. McElvenny, superintendent of the Tacoma Smelter, on the nature of contracts that a smelter can offer to mines and prospects; M. D. Leehey, mining lawyer, on some popular errors re-garding the mining law; H. H. Townsend, on the explora-tion and purchase of prospects by operating companies; J. L. McAllen, on quartz mining in the Willow Creek dis-trict, Alaska; F. Powell, on gold dredging. In the evenings, lectures illustrated by stereopticon views and moving pic-tures will be given. The week will close with an excursion o mines and plants.

(Butte Meeting, August, 1913.) 1. Character of Gases which Caused Helmets to Get Out of Order. DURING September, 1911, the fire area, in the Lowell mine continually increased. and gases resulting from the fire came through the upcast shaft. These gases contained such a large percentage of sulphur dioxide that the men were unable to go up and down on cages, and, within a comparatively short time, repairs in the shaft were found to be necessary. Since the fire was in sulphide ores and extended into certain timbered sections, the gases contained varying amounts of SO2, CO2, and perhaps, at times, CO. The temperature in the shaft was generally about 97°, and the relative humidity from 97 to 99.5 per cent. The corrosive action of the fumes became apparent when the cables had to be changed more often than usual, the heads of lag screws in the guides of the shaft disappeared, and the cages needed frequent repairs. It also became necessary to repair two compartments of the shaft by putting in 150 ft. of new guides between the 600 and 800 levels and lag screws in nearly all the old guides from the surface to the 800 level. 2 Ordinary Methods of Testing Helmets which were Unsatisfactory. These conditions required all work to be done by men wearing oxygen helmets. The Draeger type was tried, and was used until all repairs were completed. At first the helmets were tested for air circulation and air tightness .and the injector was tested by water gauge according to the methods recommended by the Draeger Oxygen Apparatus Co. Six arrangements, covering these different tests, are illustrated in the catalogue and circulars of the company.

EXACT information as to performance of the gas lift from the mechanical engineering standpoint is hard to obtain. Several hundred wells are now producing in California fields by means of the gas lift, and a survey of results shows that the gas lift has increased production at these wells by approximately 60 percent. Similar or even larger figures describe results in Mid-Continent fields. Such an increase in output of oil is so satisfactory, to the average oil producer, that it may not encourage investigation looking to more efficient operation. The cost of lifting oil by compressed gas varies from 3 c. to 15 c. per bbl. of oil, depending upon the efficiency of the gas lift. A difference of 10 c. or 12 c. per bbl. of oil is immediately noticed by an oil operator and the cost in production is as real to him as is the price of his product. Therefore, the efficiency of gas-lift process deserves more consideration than it has been given in some quarters. It has been found that there is a wide variation between different operators and at different wells in the amount of gas used per barrel of oil lifted. Some of the most efficient operations show oil being lifted with only slightly over 400 cu. ft. of gas per bbl. of oil.1 On the other hand, wells are being flowed and using as high as 3000 cu. ft. per bbl. of oil. The cost of compressing gas to 300 or 400 lb. varies from 3 c. to 5 c. per 1000 cu. ft. of free gas. This figure has been obtained from a number of sources and as a matter of fact is the basis of actual business transactions involving gas compression. The cost of lifting oil with compressed gas is thus determined.
