The problem of segregation and cavities in steel ingots is a subject which has given and is still giving metallurgists, engineers, and operators matter for serious consideration. This question has come more into prominence lately in the United States, due largely to the desire of railroad engineers to secure a better rail than they have obtained ill the past, as the service they demand is increasing in severity; and no doubt manufacturers will be able to meet what is required of them. The rails here are as good as those made in other countries, but the conditions of service and the extremes of climate are more Revere and consequently more breakages occur. Various reasons have been advanced to explain why rails may not be as good in quality to-day as in the past. Some engineers consider that modern methods of manufacturing, designed chiefly to obtain large output, tend to reduce the standard of excellence of more deliberate methods. Others think that 4-ton ingots are worse than those of 2 tons. Again, it is stated that the 100-ton heat in one ladle is too large, and is a step in the wrong direction in casting. My experience upon the question of the size of the ingot is that in rolling rails of from 85-to 100-lb. sections, the range of ingot is only practically such that the difference in the size does not help in the question of segregation, cavities, or blow-holes. I call attention to two ingots from work done at Pencoyd, Pa., 16 years ago. These ingots were bottom-poured, cast at the same time from the same center-runner, the one being 20 by 24 in. and the other 13 by 16 in. in size. Over 8,000,000 people in the United States depend on natural gas for their cooking, heating and lighting service. This service has been made possible only by the investment of large amounts of capital in transportation lines connecting the gas wells to the various communities, thus combining a hazardous mining operation with a public utility service. The effect that making these lines " common carriers" will have on the present and future service to these 8,000,000 or more people is of far reaching ethical and economic importance, and deserves careful consideration. As an introduction, it must be conceded that: 1. Natural gas, although a mineral and obtained by a mining operation—with more uncontrollable and uncertain features to cope with than exist in the mining of coal or other minerals—when served to the public becomes a public utility service. 2. The governmental power to regulate all public utilities in the interests of the public cannot be successfully disputed. 3. Mere suggestion of inconvenience to the utility is wholly irrelevant, as it cannot be considered or allowed to influence in making a defense against governmental regulation. Unfortunately it is not generally appreciated that:.. I . 1. Legislative enactments are not necessarily laws, and cannot abrogate economic laws or alter engineering facts. 2. There is a clear distinction between "common carrier7' and "public utility," although the terms are frequently confused. "A common carrier is one who undertakes for hire to transport persons or goods, or both, from place to place for all persons indifferently, the term implying indifference as to whom shall be served, and an equal readiness to serve all who apply, in the order of their application." On the other hand, property becomes a "public utility" only "when for a particular purpose the public have a right to resort to the premises and make use of them." WHEN examining a coal property it is customary for the engineer to take channel samples at several coal faces. In doing so the extraneous matter, or partings, which can be removed by hand, or mechanically, with the facilities at hand, or proposed, is rejected. Where there is doubt concerning a stratum it is usually rejected from the main sample but part is taken for separate analysis. The samples are forwarded to a chemist for proximate analyses and determination of British thermal units, and, sometimes, ash fusion. Consideration is given all available commercial analyses but frequently the owner presents only the favorable ones. From the results thus obtained a general evaluation is made, monies are loaned or expended, markets are determined, and realization is estimated. In many instances, such grades are not substantiated and it is time we looked deeper for a basis which will prove more practical. Institute committees are working hard on analytic and use classifications and much valuable information has already been assembled and distributed. However, no single grade can be applied to any particular bed or region. Much study has been given the Pittsburgh No. 8 seam, yet that bed is subject to material differences in a single section; i. e., some strata of a face may differ from others in structure and analysis, particularly in sulfur content. From some localities it yields a good carbonization fuel, while in others it is chemically unfit for such use. Traveling south to the Logan, W. Va., field we find the Cedar Grove (Island Creek) seam a hard, gray splint coal. In the same field, and not far distant, the same bed changes, both structurally and chemically, and consists of excellent gas coal. In Illinois the moisture content of a bed may vary greatly in different localities. We have seen mines in which part of the coal is excellent for special purpose use but is spoiled by the product from another part of the same mine.

IN combating mine-fires the use of carbon dioxide as a means of producing an atmosphere in which combustion cannot be sustained, has been many times suggested and frequently tried, generally with a fair degree of success. The carbon dioxide is produced by acting on limestone with dilute sulphuric acid, large wooden boxes being used to hold the limestone, and arranged in such a manner that one box may, be cleaned and refilled with blocks of limestone while another is being used in generating the carbon dioxide. The gas is led by means of pipes of large diameter to the location of the fire, tight brattices having been previously put up as close to the fire as possible on every side, so as to limit the space to be filled with the .gas to the smallest possible volume. The cost of producing Carbon Dioxide has been, however, a decided draw-back to the use of this method, and the danger of producing carbon monoxide by the reduction of the carbon dioxide by heated carbon, and consequently bringing about an explosion, has also tended to prevent the application of this method. The use of sulphur dioxide in combating mine-fires has not, I believe, been previously suggested or tried, and yet the method presents such decided advantages over the use of carbon dioxide that it seems proper to suggest the advisability of considering it as a cheap, convenient, and safe means of fighting stubborn mine-fires. 1. Cost, Preparation, etc.-One ton of brimstone, costing from $20 to $30, will produce about 25,000 cu. ft. of sulphur dioxide gas, and allowing for all sources of loss it is probable that sulphur dioxide gas can be produced for about $1,300 per 1,000,000 cu. ft. For carbon dioxide gas, produced by the action of sulphuric acid on limestone, a good estimate would be $4,000 per 1,000,000 cu. ft., provided that sulphuric acid

The method of treating hazards wherein value is decreased, is cited by R. D. Parks. Quite properly, the theory of probabilities is made use of when multiple hazards are under consideration. E. F. Fitzhugh, Jr. $ deals with the enhancement phase graphically and uses percentage of expectancy as derived by a study of conditions and the selection of a chance factor. It is believed that both of the authors referred to fully recognize the part which human judgment plays, and as coupled with experience, training, and the application of the theory of probabilities; in that respect the composer of this paper is in accord. Within the past year, the task of arriving at a mathematical method for handling the enhancement phase, and, additionally, coupling the negative and positive phases, was explored. In citing the hazard, or negative phase, reference is made to the text by Parks. Types of Items far Consideration On the hazard, or negative, side some of the common items to be considered are: 1. Subsidence and resulting damage. 2. Flo wage of water above that anticipated. 3. Geological. (a) Decline in quality of probable ore, and/or (b) Decline in quantity of probable ore. 4. Depressed economic conditions. 5. Litigation. Similarly, on the enhancement, or positive, side common items to be considered are: 1. Flo wage of water below that estimated. 2. Geological. (a) Increase in quality of probable ore, and/or (b) Increase in quantity of probable ore. 3. Elevated economic conditions. 4. Litigation. 5. Technological advance in the art. Tn all of the above items no consideration is given to placing a value on, or giving consideration to, possibilities. For example, referring to Table 1, the estimated normal present value (Vp) of a property, exclusive of risk consideration, is taken as $100,000. If subsidence affects the usefulness of the shaft, the present value of the property will decrease to $60,000, and it is judged that there is a 1 in 4 chance that the shaft will be impaired;, consequent.ly, if subsidence took place, the present value would be reduced ($100,000-$60,000) $40,000, but since the chance is 1 in 4, the allowable reduction would be only one-fourth of $40,000, or $10,000, or a discount of 10 pct (hazard factor) of the original value; the related safety factor is taken as unity minus 0.10, or 0.90. Thus, the original Vp, $100,000, multiplied by the safety factor ($100,000 X 0.90) gives $90,000, which is the adjusted present value of the property in this single instance. Additionally, there is a water hazard, which, if encountered, will reduce the present value to $85,000. The chance is 1 in 3. Following through with the same reasoning as shown above, the derived safety factor will be 0.95. To arrive at a single multiplying factor which will express the combined risks, the two safety factors are multiplied together, 0.90 X 0.95 = 0.855. THE manufacture of wheels of metal for locomotives and cars constitutes an important branch of the iron industry, and one closely related, moreover, to many of the conditions of railway practice, such as speed, safety of passengers, and economy of working. It has been, also, since the introduction of iron roads, a subject of constant study on the part both of engineers of construction and iron manufacturers. The car-wheels at first used in Europe had spokes of wrought iron and a hub of cast iron. Subsequently endeavors were made to make the wheels entirely of wrought iron, by forging successively the different parts which constituted the hub, spokes, and rim. By this treatment the expansion of the heated portions at the last forgings gave rise to interior ruptures in the already cold and finished parts. The metal was thus strained before use, and the wheels broke frequently in service. It was in consequence of these failures, doubtless, that the engineers of this country were led to employ exclusively wheels of cast iron. The railway companies are nevertheless greatly interested in the reduction of the weight of rolling stock, while preserving abundant strength, and by the employment of wrought-iron wheels one may attain this double end if the defects of manufacture which we have just mentioned are avoided. This may be accomplished by making the wheels in such a manner that the different parts are welded at the same time, whereby the interior strains which so frequently give rise to ruptures in wheels successively forged are avoided. This result has been attained by what is known in France as the Arbel process, of which I will give you a short description if you will kindly give me a few minutes' attention. In the death of Sir William Siemens, the Institute loses its most distinguished honorary member, one who, without exaggeration, may be ranked among the greatest Men of the century. In justification of this claim, I quote in part the words of two other men eminent in the walks of science. Professor Huxley, addressing the Royal Society, spoke of Siemens as "a marked example of vast energy, large scientific acquirements, and intellectual power of a high order," and as one " who had no superior in fertility and ingenuity of invention, while hardly any living man so thoroughly combined an extensive knowledge of scientific principles with the power of applying then] in a commercially successful manner. The value of his numerous inventions must be measured, not merely by the extent to which they have increased the wealth and convenience of mankind, but by the favorable reaction on the progress of pure science which they, like all such inventions, have exerted, and will continually exert." Dr. Wedding, in his address before the Verein zur Befarderung des Gewerbefleisses in Preussm, speaks of Siemens as being "so fortunate as to combine German erudition with British activity in such a manner that both nations, Gertnan as well as English, were equally proud of him; and, now that his rich life is ended, regret is expressed on both shores of the North Sea, first by the Germans that his entire life had not been spent in Germany, and his powers dedicated to Germany, and by the English that he was not born a Briton." Germany may well be proud of being the birth-place, not only of such a man, but of such a family; for where in history shall we find in a single family such a wide range of knowledge so successfully applied to the arts? IN THE light of the experimental data on equilibrium for the reaction C + FeO = Fe + CO in molten steel recently obtained by Kinzel and I Egan,1 it is necessary to revise current theories regarding the nature of equilibrium between carbon and FeO in the basic open-hearth furnace. According to the measurements of these investigators the equilibrium constant m for the above reaction for a pressure of dissolved CO equal to 1 atm. is equal to 0.0005 at 1550° C., when concentrations of carbon and. FeO are expressed in percentages by weight. Their work also shows that, with the pressure of CO fixed at 1 atm., not only is the product of carbon and FeO constant, but carbon and FeO are each independently constant-a circumstance which might have been predicted from theoretical considerations. At 1550° C., carbon is constant at about 0.025 per cent. and FeO at about 0.020 per cent., with the pressure of dissolved -CO equal to 1 atm., the product of these two constants being equal to the originally mentioned constant of 0.0005. Available data on the dissolved FeO content of samples taken from the metal bath at practical slag-metal equilibrium prove that this FeO content is determined solely by temperature and the effective FeO content of the slag. The distribution constant r at 1550° C., as determined by Herty, Gaines, Larsen, Simkins, Geruso and Watkins2 is equal to 0.0086. A slag would have to contain 0.020/0.0086 = 2.3 per cent. effective FeO or less in order to prevent the metal from containing more dissolved FeO than that required for equilibrium with CO at 1 atm. pressure. An analysis was made of the influence of floating molten zone traversal on the purification of tungsten rods and the effect of this purification on the brittle -to-ductile transition temperature. The major impurities detectable in the original rods, i.e., molybdenum and oxygen, were reduced by zone refining from 30 to 3 Ppm. Changes in the trace amounts of other impurities could not be quantitatively determined since they were below the limit of detection. Tensile tests on 3-mil wires, drawn from these rods and recrystallized to 17,000 grains per sq mm, showed a transition temperature of 60°C for the zone Purified and 175°C for the original material. 1 HE brittle-to-ductile transition temperature is manifest mainly in the bee metals, iron,' molybdenum, chromium,3 tungsten,4 and niobium. Since many of these metals cannot be fabricated at room temperature in a commercially pure annealed poly-crystalline state, a considerable amount of work has been done on evaluating the influence of purification on the transition temperature in order to determine indirectly whether the fabricability of these metals can be improved by removing impurities. Smith and Rutherford8 showed that the transition temperature of iron is lowered significantly by zone purification. Working with chromium, Edwards, Nish, and wain7 found also that purification appreciably lowered the transition temperature. A similar evaluation has so far not been reported for tungsten, probably because of the difficulties in obtaining tungsten in a purified polycrystalline state. carlson8 and, more recently, schadler9 have purified tungsten rods by floating zone traversal, but after zone traversal, their rods were single crystals. To obtain high-purity polycrystalline tungsten, a technique has to be round for transforming the zone-purified single crystal material into a suitable polycrystalline structure. The purpose of this investigation was to obtain zone-purified tungsten in a suitable polycrystalline state and then to evaluate the effect of zone purification on the transition temperature.

There has been much written on ball-mills, but no small amount of the literature is simply the expression of individual opinion without sufficient data. This is no doubt due to the complexity and obscurity of the phenomena involved. The outstanding paper is by E. W. Davis,I superintendent, School of Mines Experiment Station, University of Minnesota, which is based on a large amount of data from careful experiments with full-size apparatus, together with some mathematical philosophy. The entire philosophy is summed up in the equations given; but the present writers question the foundation upon which this philosophy is based. Encouraged by the work of Davis, the authors of this paper continued work they had been doing along this line. At first, photographs were taken of the ends of rods in a small laboratory rod mill. The mill was tilted slightly toward the feed end and the discharge end was removed. The rods remained in the mill long enough to permit good observation and good photography. Later, a mill 24 in. inside the stepped lining was constructed. It consisted of two sheets of plate glass, 1/2 in. apart, set in a cast-iron ring. It was driven by a variable speed motor and was connected to an accurate speedometer (magneto and voltmeter type). In place of balls or rods, cast brass disks were used. These were 3/8 in. thick and varied in diameter from 2 in. down to 3/4 in. Four small projections on each side prevented the disks sticking to the glass when water was used; sometimes steel balls % in. in diameter were added to the load of disks. There was also constructed a 6-in. mill with corrugated linoleum lining and containing a dry load of various sizes of steel balls. The mills were so connected to the motor that the small mill made two revolutions to one of the large mill. The following paper embodies a report which I made on the filter-press treatment of slimes at the Liberty Bell mine, Telluride, Colo. At the time this report was submitted, the management deemed it wiser to defer the installation of so costly a plant as the one required, in the hope that some of the many investigators in the field might soon evolve a cheaper and more perfect method of slimes-treatment, and one better suited to the conditions at Telluride. The Liberty Bell ore consists essentially of quartz and clay, with iron pyrites disseminated through the quartz in very fine particles. There is considerable iron and manganese stain in some of the ore, the latter especially in the clays, which are sometimes quite black. Occasionally particles of galena, zincblende, gray copper and a few other minerals are seen, but they are comparatively rare, and not in sufficient quantity to affect considerations of treatment. Free gold is occasionally seen in the quartz, and one or two instances of mire silver have been observed. The milling-plant consists of an 80-stamp amalgamating mill which crushes through 20-mesh screens; 20 Wilfley concentrating tables, taking out, in iron sulphides, about 2 per cent. of the total ore crushed; and a cyanide plant consisting of two tiers of 33 ft. vats, five in each tier, fed by revolving pipe-die tributers. The slimes overflow from the upper settling tanks through gates with adjustable outlets, and thence to a large canvas-plant, which efects only a small saving. This slimes product, of which about 100 tons escape per day (or 38 per cent. of the total ore crushed), contains about 3 per cent. of dry solids. Of this approximately 93 per cent. will pass a 200-mesh screen. The slimes range in value between $3.90 and $4.87 per ton, the values being about equally distributed between gold and silver. In discussing the waste upon which hinges, or is supposed to hinge, so largely the preservation of our national resources, the conclusions reached would be more reliable if actual experience were consulted, and fewer deductions were drawn from general statements, which are often the product of the imagination. It cannot be questioned that the value of by-products has .not been sufficiently appreciated by us, and that our tardiness in recovering the useful ingredients of the escaping gas of our coke-ovens is one of the most glaring instances of shortcoming in that direction. And yet even for that sin there is some palliation in the immature condition of affiliated industries. I presume that it is admitted, without argument, that, except under very exceptional conditions, all the elements cannot be recovered from most of the ores or natural products which we treat. While it is a shame that the by-products from our coke-ovens should be dissipated, Edward W. Parker's report to the U. S. Geological Survey for 19061 supplies a fairly good excuse in justification of this appalling waste. He says (pp. 773 to 774.): " What has been already commented on in previous reports about the slowness of manufacturers to change from the better known but wasteful beehive practice to the by-product recovery method of coke manufacture is particularly emphasized in the statistics presented in this chapter. For it would appear from the table following that the construction of by-product ovens had about come to a standstill, especially when the records for the preceding five years are taken into consideration. At the close of 1901, when there were only 1,165 by-product ovens completed in the United States, there were 1,533 in course of construction, 498 of which were completed during the following year. At the close of 1902, 1,346 retort ovens were building, 293 of which were added to the completed plants in 1903. At the close of 1903, 1,335 new ovens were building and 954 of these

The repressuring of oil-producing formations during the flush stage of production, although requiring primarily the same procedure as operations on formations where the gas pressure has been depleted, offers several advantages of major importance, the value of which has not heretofore been demonstrated. It is the purpose of this paper to present an account of some recent operations of this character and the economic effects on the properties where they were applied. The principal objective in all repressuring operations is to secure an effective diffusion of the input energy to all parts of the producing sand. If this can be accomplished, success is assured during the remainder of the life of the property; if not, it will be temporary only and will be followed by difficulties, .and the maximum possible recovery will not be obtained. During the past year in Texas, the Cook pool in Shackelford County, and the Turbeville pool in Archer County, while still in their flush stage of production, have been subjected to repressuring operations to observe their reaction to this process during the early stage of their productive periods. The repressuring operations carried on in each of these pools will be discussed separately in this paper in order to show peculiarities which were present in one pool but were not observed in the other. Turbeville Pool The Turbeville pool is in Archer County, about 30 rniles south of Wichita Falls. The productive sand varies in thickness from 10 to 30 ft., the average being about 16 ft. The depth of the sand varies from 1450 to 1530 ft. The developed productive area to date is approximately 200 acres, but the limits of the pool have not yet been proved. The sand varies considerably in different parts of the pool with respect to both porosity and permeability. The gravity of the oil varies from 39 to 41° A. P. I. There were some wells which flowed for a few days after completion but during 1927 all production was secured by pumping. The

The necessary and sufficient conditions for the stability of a multicomponent phase with respect to infinitesinzal fluctuations are derived and transformed to be written in terms of activity coeffcients and mole fractions rather than in terms of the customary second deritlatives of the free energy. NECESSARY conditions for the stability of a multi-component system were derived by Gibbs as early as 1876.' However, as the usefulness of these conditions is greatly enhanced by the simplicity of their translation in terms of functions of common usage, the present contribution establishes these conditions in terms of activities or activity coefficients-and mole fractions. It was shown in another article2 that not only may these conditions be used for the prediction of the appearance of new phases, but they may also provide a check on the orders of magnitude of the interaction coefficients involved. "Spinodal" decomposition is said to occur when, at constant temperature and pressure, the system is unstable with respect to infinitesimal fluctuations in composition. As a result, the "phases" which appear may be attained through continuous changes in the system rather than discontinuous ones, and, consequently, the free energy of these phases may be described by a unique continuous free-energy function. For a binary system, the familiar curve of Fig. 1 illustrates the case we wish to extend to a multicom-ponent system. The conditions to be written pertain to the decomposition of a system of n moles into moles of phase moles of phase v, ...hen moles of phase 9, where the phases a, ...v, ...9 are—at least initially-arbitrarily close in composition to that of the original phase. Recent work on borate deposits near Kramer in the extreme southeast corner of Kern County, California, is of special interest because of the information it seems to give concerning the mode of origin of the borate minerals colemanite and ulexite, especially when considered in conjunction with the valuable clue to the mode of origin of colemanite in its present known deposits given in a paper by W. F. Foshag,1 of the United States National Museum. Colemanite is found in or near original deposits of ulexite, from which it is supposed to have been derived by a change in the character of the ground water or rate of its movement or both. Indications that an alteration of this sort had produced colemanite were first recognized by the writer2 in specimens collected in the Kramer district in 1920, and sent to W. T. Schaller, at U. S. Geological Survey, for identification. The identity of the two borate minerals in these specimens was suspected when collected but not at once determined, but the relations of the minerals as seen in the specimens seemed to afford a manifest clue to the origin of the deposits. Similar specimens were obtained by the writer from deposits in Death Valley soon after he had examined the deposits near Kramer. After studying the specimens submitted to him Dr. Schaller wrote as follows: " I have finally positively identified the boron minerals you sent me with your letter of Sept. 27. The 'white fibrous mineral like ulexite, is ulexite; the 'harder nodules' in the clay are colemanite, apparently formed from the ulexite as a result of leaching, with recrystallization in place—a theory that Foshag is working on." The present paper is a report on the facts observed at the depo its near Kramer, and some general observations on the geological relations noted, which, unfortunately, still form only a very incomplete record. PENNSYLVANIA will be remembered, as long as oil is produced, as the cradle of the industry of petroleum in North America. It was on Oil Creek, near Titusville, Venango Co., .that Cola Edwin L. Drake, superintendent for the Seneca Oil Co., brought in the first commercial oil well on Aug. 28, 1859. Great difficulty was experienced in getting the well down to the producing depth of 69 ft. (21 m.) with the spring-pole system then in vogue for punching shallow water wells, so the novel expedient of driving an iron tube through the surface clays and quicksand was finally resorted to. The well had an initial yield of 25 bbl. a day on the pump, but soon went off, though 2000 bbl. were produced by the end of the year. With the Drake well a success, a young industry sprang into being, the rapid growth of which has been second to none in the country and the value of whose product is only surpassed by that of coal. For years the only producing territory, the Pennsylvania-New York field attained its greatest production in 1891, when the bringing in of the McDonald pool, between Pittsburgh and the West Virginia line, gave a total of over 33,000,000 bbl. At present the field, combined with West Vir-ginia and southeast Ohio, gives 25,000,000 barrels. GEOLOGY AND STRATIGRAPHY In general, the Appalachian field is a huge geosyncline, the axis of which runs roughly northeast-southwest, from north of the New York state line south through Brookeville, Kittanning, Pittsburgh, Washington, through the southwest corner of the state of Pennsylvania into West Virginia. Minor folding has accompanied or followed the dominant fold of the field, and it is from these structures near the Pennsylvania-West Virginia line and their influence on the accumulation of oil and gas that I. C. White, state geologist of West Virginia, obtained his evidence for anticlinal guidance of prospecting.
