In 1986, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 5-acre Zwagg Island Wilderness Study Area (OR-12-14) in order to evaluate its identified mineral resources. The study area is located in Curry County, OR, immediately west of Brookings. There is no evidence of mining activity on or near Zwagg Island, and no mineral resources were identified. The steep-sided, flat-topped island is normally accessible from the mainland by way of a sandy beach. The island consists mainly of marine sandstone, mudstone, and conglomerate of the Jurassic Dothan Formation. Dothan Formation sandstone has been used locally as construction material. Rock along the coast has also been used for construction of jetties to improve harbor access; additional work has been proposed at the port of Brookings. Although suitable for other construction uses, stone from Zwagg Island would probably not meet physical requirements for jetty stone. Development of a stone resource on the island is unlikely.

This report presents a Fortran IV computer program for the structural analysis of space-frame protective canopies used in underground mines to protect equipment operators from falls of roof, face, or rib. This program entitled CANOPY permits rapid calculation of the elastic strength of a canopy for a variety of static loading conditions. Stresses in, and displacements of each structural member are computed and printed out. Additionally, identification of all members that have commenced yielding, weight of the canopy, total loads on the canopy, and maximum loads that the canopy can sustain elastically are output. Program description, input instructions, program listing, and two example problems are included.

Paper written on project work carried out in partial fulfilment of Phd. (Process Engineering) degree* The recovery of cobalt and copper from waste slag was studied in a plasma DC-arc furnace in reducing conditions. Three fluxes, CaO,CaF2, and TiO2, were investigated for their influence on selective recovery of cobalt into an iron-rich alloy. A further investigation on the influence of furnace power on the reduction of slag to recover cobalt to the alloy showed that a change in power setting had an unexpected effect on the recovery of metals to the alloy, in that selectivity of base metal recovery over iron recovery decreased at an increased power level. Highland Valley Copper (HVC) is a large open pit copper mine in the southern interior of British Columbia. Machine guidance technology using GPS has been utilized at the mine since 1996 for blast hole drill navigation and since 2000 for shovel and dozer navigation. Since 1997, rock recognition has been part of the drilling process. This allowed the mine to develop a Mine to Mill strategy using the rock hardness information from drill monitoring systems to both refine drilling and blasting parameters as well as downstream crushing and grinding strategies. Although this preliminary effort has been very successful at HVC, the current intent is to gain further benefits through better use of existing information while also deriving an enhanced data set from monitoring production drills. In the latter case, the objective is to acquire and process drill variables in such a manner as to permit more detailed definition of rock mass characteristics. The subsequent focus will be to use the derived geotechnical and geological information as part of a practical process to more prescriptively blast the rock mass. Through the definition of domains based on drill monitored derived rock mass properties, the intent will be to enhance blast outcomes that lead to optimized downstream (from blasting through to concentration) processes in a more proactive and timely manner. This paper examines a proposed approach to be able to derive more accurate and consistent rock mass properties from production drilling. In addition, the discussion will identify potential benefits to be gained from process improvements that result in enhanced productivities, and crushing and grinding optimisation due to blasting strategies that are more closely matched to identify rock mass characteristics.

The development plans, along with the conditions and circumstances presently found in the now ongoing mine development, will be discussed as well as a brief review of planned stoping activity and stoping results to date.

Mr Colin M. Spence took office as President of The Federation of Societies of Professional Engineers on 1st July, 1984. Colin Maynard Spence was born in November 1921, and was educated at the Durban Preparatory and High Schools, in both of which he was a Dux Scholar. He graduated from the University of Natal in 1942 with a B.Sc. degree in civil engineering. In 1958 he received a Diploma in Town Planning from the same university. The predevelopment and preparation of a total infrastructure in a deep level mining environment, prior to the shaft system being commissioned has major advantages. This paper intends to indicate these advantages and outline an understanding of the disadvantages. These benefits can be classified in three basic groups: the financial and timing advantages, a knowledge of the ore body and the development of required technology to meet the design parameters. The required technology in many aspects was still to be developed prior to successful application. Stemming from the technological evolution are some secondary advantages which will be described in each of the groups. Safety and health considerations and some practicalities made some of the new technology redundant prior to the actual application. In each case the actual achievements and the anticipated benefits will be indicated to allow the reader to distinguish clearly between planned and actual achieved advantages.

The increased cost of imported oil fuels, coupled with our understandable reluctance to commit ourselves to the use of nuclear energy, has resulted in a renewed reliance on coal as a primary source of energy. New Zealand is fortunate in being fairly well endowed in its coal resources, but their exploitation until now, has been on a relatively small scale. Future exploitation, whether from underground or open cast mines, must be on a very much larger scale. This paper outlines some of the factors which should be considered in planning large open cast mines.

For the second time in four years, the coal industry was brought to the forefront of the nation’s consciousness in 2006, as two separate events unfolded which involved coal miners trapped underground. Unfortunately, the tragic results of the 2006 incidents were not the same as in 2002 when the trapped miners were all successfully rescued. In January, two different incidents, both in West Virginia, focused the public’s attention on the dangers that miners face on a daily basis. As a result of these unfortunate events new legislation requiring improvement in safety in underground mines passed both at the federal and state level. In 2006, a total of 47 miners died on the job, matching the total number that occurred in 1995, and more than double the 22 killed in 2005. Notwithstanding those tragic events, coal production in the United States reached another record level in 2006, ending the year at 1.05 Gt (1,161.4 million st) according to preliminary data from the U.S. Energy Information Administration (Table 1). Production in 2006 was 27.1 Mt (29.9 million st) higher than the prior record set in 2005 of 1.03 Gt (1,131.5 million st). Although coal production rose in 2006, U.S. total coal consumption actually declined for the year. Coal consumption decreased in the electric power sector by 1.1 percent, while coking coal consumption decreased slightly. Only the other industrial sector had higher coal consumption in 2006, increasing by 0.3 percent. (Note: All percentage change calculations are done at the short tons level.) U.S. coal exports declined slightly in 2006, while coal imports again reached a record level. The excess production over consumption allowed total coal stocks to increase significantly during the year, as electric generators rebuilt their stockpiles that had fallen substantially in 2005 because of missed shipments in the second half of that year.

The Slippery Rock Watershed Coalition was organized to restore a 70 km2 portion of the headwaters of the Slippery Rock Watershed in northwest Pennsylvania. Thirteen passive treatment systems have been installed with engineering and funding provided by private industries, county government and the Commonwealth of Pennsylvania. In addition, experimental systems have been installed at the Jennings Environmental Education Center which, in addition to monitoring the systems installed within the watershed, provide an array of educational and research opportunities for secondary, college and university students. The coalition sponsors an annual seminar for students to present the results of their research and field trips for public officials and private citizens to learn how public and private partnerships work together to restore the Slippery Rock Creek watershed.

This report describes the results of investigations into four specific areas related to trolley wire power distribution systems in coal mines. These are: 1. Partially insulated (shielded) trolley wire 2. High-speed insulator fault detectors 3. Dual-wire trolley systems 4. Insulator failure indicators. Prototype devices or designs were developed in each area. In addition, a brief survey was made in an attempt to assess the Future of mine trolley systems, and data was collected and reviewed in an attempt to analyze the nature of trolley wire related accidents. Other options for decreasing the risks associated with trolley systems that arose .during the study are briefly described in appendices. These include insulating equipment and miners from return and/or energized conductors and use of a segmented trolley wire with local control of current delivering capability.

The accident-frequency rate for placer mining in 1942 is reported as 36.923 accidents per million man-hours worked. This figure places placer-mining accident frequency slightly higher than that given for quarrying-35.7-but considerably under the 78.0 for coal mining and 56.5 for metal mining.4 Placer mining is subdivided into four types of activity: Underground, surface, dredging, and hydraulicking. It is the purpose of this paper to present and discuss safety practices in dredging and hydraulic mining; therefore, the following considerations will be limited to these two types of placer mining.

All parameters influencing the decision for selection of a suitable extraction method were first selected as the base of this study. Then these parameters were categorized in two main groups. The first group of the parameters includes ?geomechanical and inherent characteristics of the dimension stones? such as hardness, RQD, compressive strength, joints plane orientation and spacing, and water content. The second group was named ?technical and economical parameters associated with the investor?s objectives? like for example extraction capacity (production rate), blocks recovery, mechanization, capital investment and operational costs. Finally, the influences of all mentioned parameters on the selection of the most applicable extraction methods have been assessed and discussed.

As OEM sensors and interfaces have grown in number, the available data from equipment in the mining environment has continued to multiply. This equates to an increased visibility of operating performance, mechanical and electrical health, and predictive monitoring that can directly improve maintenance reliability and scheduling. With increased visibility, where should a reliability engineer begin to look to directly impact Capacity Assurance? More specifically, what source will provide inputs to the Failure Modes Effects Analysis (FMEA)? Liquid oxygen explosives are ordinarily made from a carbonaceous absorbent and from liquid oxygen of high purity. These explosives have a limited but definite field of usefulness; their properties have been described in the literature, which includes several publications of the Bureau of Mines, the most recent dealing with fire-retardant treatments.3/ It seems generally conceded that the outstanding hazards in the use of these explosives are their high inflammability and their relative sensitivity to mechanical action. Each of these topics has been studied, and some interesting practical results have been obtained. Treatments have been described[7] that render liquid-oxygen explosives prepared from granular carbonaceous absorbents practically immune to the action of igniting agents representing or exceeding practical hazards in violence.

[Executive Director’s note: ISEE is committed to continuing its efforts to ensure that blasters be made aware of the issue of migration of carbon monoxide resulting from blasting operations. In the July/August 2001 issue of the J o u rnal we printed excerpts from “Carbon Monoxide - The Silent Hazard,” an article from the Safety Update, published by Nobel Insurance Services. We also re minded readers of the text from the 17th edition of the ISEE Blasters Handbook in its section on trench blasting as follows: “...consideration must be given to the proper venting of gases generated from the blasting. Should those gases spread laterally rather than vent directly to the surface, the gases may travel underg round and finally vent well outside of the planned area. Such events may be caused by the strata, soil conditions or root systems, or existing and/or abandoned utilities or other man-made structures. In the worst situation, gases resulting from the detonation such as CO2, CO, and/or N Ox may travel through the strata and find their way into basements of nearby homes or businesses.” While incidents are rare, a number of cases in re c e n t years have resulted from outdoor blasting operations p roducing carbon monoxide gas that has migrated t h rough the earth and accumulated in nearby enclosed spaces. T h e re are steps that a blaster can take to be proactive in preventing incidents. These steps and studies of the occurrence have been expertly presented in several papers presented at ISEE conferences and included in the ISEE Conference Proceedings, available th rough the Blasters Library. In addition, Material Safety Data Sheets provided with explosives used in surf a c e blasting should provide additional information on gases p roduced by detonation. Below, we have reprinted the IME white paper, entitled “Fumes from Blasting Operations.” The paper underscores the unique set of circumstances that combine to contribute to high concentrations of CO measurements in underground, enclosed spaces following the detonation of explosive materials and provides recommendations to blasters

This survey was conducted to determine the magnitude of the methane emission and control problem in U.S. bituminous coal mines. The resultant data indicate that the emission rate for any given coalbed depends primarily on the coal production rate and on mine depth, as well as on the nature of the coalbed and the surrounding strata. An excellent correlation was found between (1) the methane emission rate and (2) the product of coal production rate and mine depth for the mines in the Pittsburgh, Pocahontas Nos. 3 and 4, and the Illinois Nos. 5 and 6 coalbeds. The highest total emission rates found in U.S. bituminous coal mines were as follows, in million cubic feet per day: Monongalia County, W. Va., 39; Marion County, W. Va., 30.4; McDowell County, W. Va., 13.1; Washington County, Pa., 11.9; Greene County, Pa., 11.4; Buchanan County, Va., 21.6; Jefferson County, Ala., 10.3; and Franklin County, Ill., 6.6.

Manganese nodule, available in ocean beds, is a potential resource of the future for copper, nickel and cobalt. Recovering only these metals, containing less than 3% by weight, will result in the generation of large amount of residue. In addition to the material losses, several environmental and ecological problems arise out of this. The present study has been aimed at reducing the environmental and ecological problems associated with massive generation of this residue together with utilization of the resources. Presence of ~ 20% manganese and ~16% silicon in the residue has prompted us to check its suitability as a raw material for silicomanganese production. Lower manganese content and lower Mn/Fe ratio of the residue than that required for silicomanganese production has been corrected in this study by suitable blending. The efficacy of blending and its thermodynamic aspects using FACTSAGE software are discussed. The studies conducted indicate viability of bulk utilisation of the residue through silicomanganese production and thereby reducing the burden on environment to a great extent.
