This study is primarily directed toward providing an understanding of the economic complexities associated with subsidence damage on the surface resulting from underground mining. Some of the pertinent theories on the physical stresses involved are reviewed, and both remedial measures and relevant laws in various countries are discussed. Part I (Chapters 1-3) is an historical overview of various aspects of subsidence problems (theoretical, remedial, and legal) during pre-World War I, between World Wars, and post-World War II, respectively. Part II (Chapters 4-9) presents a comprehensive analysis of the economic aspects of subsidence in relation to the following mining alternatives: (a) carrying out the lowest cost mining method without regard for any surface subsidence, (b) special mining techniques, (c) partial mining, (d) full recovery with stowing, and (e) sterilization or leaving the mineral unmined beneath selected areas. These alternatives are evaluated in terms of their measurable expenses.

Wildcat strikes in the Appalachian coal fields, primarily in West Virginia, have resulted in an estimated 4.5 million ton loss in coal production during July and through the first week in August. Since then, the strike intensified further, and on August 9, nearly all of West Virginia's 60,000 miners were off the job with another 10,000 miners on strike in eastern Kentucky. The Bureau of Mines estimates that West Virginia's coal output is currently (8/9) eight million tons below last year when the state produced 108 million tons. West Virginia, the Nation's second largest coal producer of coal behind Kentucky, has not failed to mine over 100 million tons a year since 1938. At the end of the second week in August, nearly all coal miners in West Virginia remained out. The strike is a protest against a cutback in union health and retirement benefits. An announcement June 23 about the United Mine Worker's health and retirement fund precipitated the strike, Fund directors said that because of inflation and production losses caused by earlier wildcat strikes and the severe winter, miners would have to pay the first $250 of hospital costs and 40 percent of doctor bills, up to $500 a year. Previously, the funds paid all hospital and doctor bills. According to the West Virginia Coal Association each day of the strike in West Virginia results in a loss of coal production of 500,000 tons, a loss of $3.8 million in miners wages and $1 million in contributions to the UMWA's health and retirement fund.

Electric power curtailments resulting from the coal strike, required Noranda Aluminum, Inc. to shut down its 140,000 ton-per-year (tpy) primary aluminum smelter at New Madrid, Mo., and layoff 308 workers. Other primary aluminum production facilities affected by the coal strike included the Aluminum Company of America plant at Evansville, Ind. which shut down half of one potline; the Eastalco Aluminum Co., smelter at Frederick, Md., which cut production by 7 percent; and the National-Southwire Aluminum Co. plant at Hawesville, Ky. which cut production by 6 percent. Alumax, Inc. announced that construction had started on a 91,000 tpy potline at the Eastalco primary aluminum smelter. The new potline will be owned 65 percent by Alumax and 35 percent by Mitsui & Co. Ltd. Howmet Aluminum Corp., which currently owns 50 percent of the existing 176,000 tpy facility, has the option of becoming a 50 percent owner of the third potline in 1982. Construction of the new line was scheduled to be completed in 1980.

This report presents the results of a study to develop a detailed mining method design based on longwall mining with sublevel caving. The method is applicable to low-dipping coal seams 20 or more feet thick such as are found in the western United States. The report covers (1) the development and description of the mining method, (2) evaluation of the engineering feasibility of the design, (3) estimates of productivity and recovery, and (4) an engineering cost analysis and economic feasibility evaluation of the mining method design.

The survey work on protective canopy design was conducted in a 2-month period commencing November 15, 1973. The reported re¬sults under this contract are intended to provide guidance to coal mine operators in complying with federal regulations pertaining to incorporation of protective canopies on underground coal mine electric face equipment. All coal mine electric face equipment manufacturers and 11 coal mines were visited in the course of conducting this survey. Canopy designs currently being manufactured and those now being used underground were examined and discussed with manufacturers, mine operators, machine operators, and safety committeemen. The general objective was to find out what kind of canopies are now being made and used underground, what the operational problems are, and what can be done to secure improvements. Specifically, the survey scope was as follows: a. Survey all electric face equipment manufacturers. b. Survey 10 coal mines (seam height 60 inches and greater). c. Identify current production canopy configurations and minimum mine entry dimensions for each model and type of electric face equipment. d. Assess in-mine operation of canopies developed by manufacturers and/or coal companies. e. Specify optimal canopy configuration and minimum mine entry dimensions for each type and model of electric face equipment.

Technical developments in the American petroleum industry as regards exploration, drilling, production, and transportation were characterized by many anomalous conditions during the half decade 1914-19. A review of the literature of that period discloses the striking fact that individual geologists, engineers, and other technologists were surprisingly well versed concerning the occurrence of natural hydrocarbons and methods of extracting them and were acquainted with many of the physical and chemical characteristics that influence the behavior of fluids in natural reservoirs. However, the industry as a whole knew little of the correct application of recognized fundamentals; indeed, judged by present standards certain expediencies of self-styled "practical' operators seem cumbersome, if not evidences of ignorance.

The domestic mineral and material industry grew in some key sectors and declined in others during 1993; overall, the industry was poised at yearend for stronger growth in 1994. Metals production is expected to increase with anticipated growth in U.S. motor vehicle sales. There also may be increased demand for industrial minerals in 1994 based on domestic highway and building construction. Additional information on events, trends, and issues in the mineral and material industry is presented below and in the commodity sections that follow. Overall Industry Performance The value of processed materials produced from minerals in the United States during 1993 is estimated to have been about $326 billion, an increase of 5% compared with that of 1992. The estimated value of U.S. raw nonfuel minerals production in 1993 was $31.6 billion, about 1 % less than in the preceding year. The value of domestic minerals production has risen in 28 of the last 33 years.

The U.S. Bureau of Mines, Department of Labor, and United States National Committee of the CIE hosted the TC4.10 Mine Lighting Committee Meeting and Second International CIE Mine Lighting conference at the MSHA Academy in Beckley, WV from October 12-16, 1981. This was the first time the meeting and conference had been held in the United States. The TC4.10 Mine Lighting Committee, chaired by Dr. Adam Peretiatkowicz of Poland, was attended by 15 committee members and six guests representing eight countries. Discussion during the meeting covered mine lighting instrumentation, open cast (surface mine) lighting, and lighting sources. The committee also reviewed a draft of proposed lighting terminology and suggested changes to make the definitions more acceptable to representatives of the nations present. The mine-lighting conference featured 20 papers presented by 18 speakers representing six countries. The papers covered all phases of mine lighting, including research, hardware development and application, personnel acceptance, and requirements for system maintenance. The conference attracted 126 attendees and also included displays by eight lighting hardware manufacturers and four mining machine manufacturers. Papers from the conference are being published by the Government Printing office, with copies presented to the conference attendees. Copies will be available to others interested through the NTIS. During the course of the TC4.10 meetings and conference, committee members toured three mining equipment assembly plants, and six of the foreign representatives visited a longwall installation in an underground mine. THE lack of Aryan roots for the names of metals commonly known among the Aryan settlers of Asia Minor, as well as the later colonizers of Europe, indicates that these races were generally ignorant of the use of metals until they came into contact with Semitic peoples. Practically all mining-terms in current use among the earliest Greeks resemble very strongly their distinctly Semitic equivalents, which can be traced all the way in a broad belt beginning in Lower Mesopotamia, and extending westwardly to the Syrian shores of the Mediterranean. The Greek word " "metallon," for instance, used indiscriminately to designate mine or ore, probably came from the earlier Semitic equivalent, " matal." Again, the Greek words " chrysos " (gold) and " chalkos " (copper) seem to be descended from the Semitic forms " throats " and a chalak." It is a natural inference that primitive mining-methods were evolved by the dwellers in the mineralized areas of Asia Minor, from whom later Greek, Roman, and even North European miners obtained their first notions of the reduction of metallic ores, by virtue of a general westward migration of mining and metallurgy. Some traces of its passage through Turkish territory will be noted in this paper. While European Turkey can boast of one ancient gold-field, the Asiatic dominions of the Sultan may lay claim to at least two well-defined and widely-separated gold-producing districts. These three regions may be distinguished as the Thracian, the Pontic, and the Anatolian gold-fields. II. TURKEY IN EUROPE. . The Thracian Gold-Field. This paper is one of r series published by the Bureau of Mines dealing with the mineral resources of western South Dakota. The mining of pegmatite minerals is described mainly from the standpoint of the feldspar industry, as most of the other .pegmatite minerals produced are recovered as byproducts from the mining of feldspar. Feldspar is shipped from the Black Hills by three companies, all operating in the southern Hills. Because the pegmatites of the northern Hills, represented by tae Tinton area, have been described in other papers3/ of this series, the present paper is confined to the pegmatite dikes of the southern Black Hills. Emphasis is placed upon the current activity in pegmatite mining; little attention is given to the history of many famous mines in the district, and information concerning them may be obtained by consulting resorts cited in the bibliography. The field work was carried on from July 28 to October 15, 1938. ACKNOWLEDGMENTS The geology of the Black Hills has been studied almost continuously during the last half century. A wealth of literature has attempted to explain the geology and mineralogy of the pegmatite dikes of this region. WE have just heard a very able presentation, by Mr. J. C. Cameron, on the subject of Recent Trends in Labour Relations, as they exist today in Canada (l). With minor changes, what he said applies equally to the situation in the United States. Direct negotiation between employer and employee on a man-to-man basis, wherein good faith and mutual esteem was at least sometimes a factor, has almost entirely given way to a mass struggle in which each side is represented by highly trained specialists in a new jurisprudence, built up on vote-getting labour laws, decisions in analogous cases by Boards whose members may have had very little personal acquaintance with the specific case, etc., etc. Membership in a labour union has become almost an essential requisite to a job; once in, the individual workman loses his identity and dares not act on his own initiative or even express any idea not handed him by his Union head. An honest workman cannot turn in an honest day's work, because his Union will not allow him. Leadership in the Unions has become so powerful an instrument, both politically and monetarily, that Union policies are drafted primarily to build up that power, and may have little relation to the equities of the individual case. ?While both sides still render lip-service to the doctrine that Capital and Labour can advance best by co-operation to mutual benefit, that doctrine has in effect given way to as bitter and as legalistic a struggle as any in our civil courts. There are many reasons to believe that we are, industrially, in a situation much like the European situation from 1935 to 1939; an impending war to the death with 'appeasement' as the only, unavailing, policy

Talc is a hydrous magnesium silicate having the chemical formula H2Mg3 (SiO8 ) 4 ; it is often called steatite, soapstone or potstorie, and by the trade names talc clay, agalite, asbestine, and verdolite. The term talc may be used to include all forms of the pure mineral, whereas steatite denotes particularly the massive, compact variety, and soapstone the impure, massive form that often contains only 50 per cent of talc. Merrill 1 says: The name soapstone is given to dark-gray and greenish talcose rocks, which are soft enough to be readily cut with a knife, and which have a pronounced soapy or greasy feeling; hence the name. Such rocks are commonly stated in textbooks to be compact forms .of steatite, or talc, but as the writer has elsewhere pointed out, and as shown by the analyses here given, few of them are even approximately pure forms of this mineral, but all contain varying proportions of chlorite, mica, and tremolite, together with perhaps unaltered residuals of pyroxene, granules of iron ore, iron pyrites, quartz, and, in seams and veins, calcite and magnesian carbonates. When pure, talc is soft, having a hardness of 1, but when impure or when it grades into its varieties, the hardness increases to 3 or 4. Talc ranges in color from pure white and silvery white through gray, green, apple green, gray green to dark green, nlso yellow, brown, or reddish when impure. It is rarely, if ever, found in wellformed crystals, but often occurs in foliated plates or in fibrous aggregates. It is commonly compact or massive or in fine granular aggregates. Several analyses of talc from different regions ·are given in Table 1. Talc has several varieties, the most important of which is Rensselaerite. This variety, found in a small area near Gouverneur, St. La.wrence County, N. Y., is a hard, fibrous, -waxlike mineral having the same chemical composition as talc, but lacking its softness and its peculiar greasy feel. Its hardness and its peculiar fibrous form, even when ground, have made its grinding and separation a separate problem. In addition to the varieties of talc and soapstone, the mineral pyrophyllite or agalmatolite, a hydrous silicate of alumina, with the formula H2Al2 (Si08 ), is also mined and sold as talc. It resembles talc in color, feel, luster, and structure, and may be successfully substituted for true talc for most uses. In this paper it will be considered as one of the commercial forms of talc.

As a producer of gold and platinum, Colombia is most emphatically an important country. Last year it produced 656,000 oz. of gold-twice as much as any other country in South America, in fact accounting for a third of the production of that continent. In platinum, world data for 1941 are not available, but in 1939 Colombia exported 39,000 oz., apparently ranking fourth among the world's producing countries, being exceeded only by Canada, Russia, and the Union of South Africa. Colombia was always a mining country. Centuries before the Conquest, Indians mined gold, copper, silver, salt, and emeralds. The Spaniards simply intensified mining. The Bank of the Republic states that from 1493 to 1940 52,177,427 oz. of gold was produced by Colombia, and official Chocó statistics show that about $60,000,000 worth of platinum was mined between 1908 and 1941. These figures are impressive indeed considering that only rich pockets and surface showings were mined by the ancients.

This overview presents historical and reference information on the principal gemstones and their production in certain states. The report is not a definitive work on gemstones within the select states or United states.

This report describes the development and limited testing of a semi-automatic, raise climber, Compact Service Hoist System designed for stope access in underground metal and nonmetal mines. Demonstrated capabilities of the system include a 1,000-lb payload capacity, control from the traveling cage and from up to three remote stations, operating in vertical or inclined raises 3 ft in diameter and up to 300 ft in length and a travel speed of 50 ft/min. The system has the capability of operating in crooked raises because the conveyance climbs two stationary wire ropes suspended down the raise. The drive unit is electrically powered with power and control signals supplied to the drive unit through an umbilical 'cable also suspended down the raise. The system has been designed for portability, ease of installation and minimum raise development. The hoist has been demonstrated successfully in an above ground test tower. This report provides a detailed description of the hoist design and its demonstrated performance to date.

External trade strongly influences the well being of all nations. In the modern economic mechanism, no country is so well endowed that it has not to import commodities from others and to export its products in turn to make good its deficiencies, to rectify or improve its financial structure. From the standpoint of international commerce, Canada is strategically well placed. On the south she is bounded by the richest country in the world. On the east she faces the Atlantic, on the west the Pacific. On both coasts there are fine harbours to which lead great lines of railway that span the continent. Canada is now fifth among the exporting nations of the world. For disposal abroad, she has enormous quantities of primary commodities and substantial amounts of manufactured goods as well. But she is far from being self-sustaining. She is unusually dependent on foreign trade, not only because of the commodities she has to sell but because of the lack of many essential articles she does not or cannot produce. To Canada, external commerce is vastly more important than internal trade. The wealth of nations is decided by their ability to produce more than they need, to sell more than they buy, and to build up favourable balances resulting from trade or services. With few countries, however, are returns perennially satisfactory. Fruitful periods are followed by leaner years. In times of prosperity foreign credits are increased, monetary systems strengthened, reserves accumulated to withstand recurring days of strain. Today, the foundations of financial systems are being re-examined, "dogmas hitherto accepted as canonical are being questioned" . It is not only in Europe and America that men search for illumination in problems arising from monetary restrictions.

Mercury has been used by mankind since prehistoric times. It has been, and is now, widely used in industry and medicine and has unique properties which make direct substitution difficult or impossible. At present its prin- cipal uses are for electrical apparatus, control instruments, electrolytic soda preparation, mildew-proofing paints, pesticides, and medical and dental preparations. Deposits of mercury are less common than those of other base and precious metals, but some of the deposits are very large and have been ample to meet the world's past demands. The price of mercury has had many sharp fluctua- tions, but in general, the limited number of producers has resulted in a more stable price structure than that of many other commodities. The United States has been one of the main producers of mercury, and from 1850 to 1961 produced 3,247,704 flasks. Yearly production since World War II has varied from 4,535 to 38,067 flasks. An estimate of domestic resources of mercury producible at various price ranges was prepared for each mercury mine by combining specific knowledge of mercury mineralization with estimates of potential, based on geologic informa- tion and past production history. The sum of the individual estimates for each price range is shown in a table. A parallel estimate of nationwide production potential was made from a study of past price and production relationships. These were analyzed by plotting yearly production figures against the previous year's price, expressed in dollars of constant purchasing power. An equation was fitted to the data by mathematical means and was used to extend the curve into areas of higher than historic prices. Potential production rates at various price levels were taken from this graph. The estimated yearly production rates were used to make an estimate of total potential based on the premise that produc- tion rates and reserves have a proportionate relationship.

Reynolds Metals Company announced plans to increase its rate of production of primary aluminum by 17 thousand tons per year by the end of February. Other producers were expected to increase operating rates during the first quarter of 1976 (see table 10 pg. 29). CHROMIUM -Under the Trade Act of 1974, a petition was filed July 16, 1975, with the U.S. International Trade Commission (ITC) by the Tool and Stainless Steel Industry Committee for Import Relief and the United Steelworkers of America, AFL-CIO, for import relief for certain stainless and alloy tool steel products. The Commission determined on January 16, 1976, in a report to the President, that increased quantities of imports of stainless steel sheet and strip, plate, bar, and rod and alloy tool steel except ingots, blooms, billets, slabs, and sheet bars were a substantial cause of serious injury or threat thereof. The Commission recommended import quotas for the period 1976 through 1980. The President has 2 months in which to act, with his decision subject to a Congressional override.

Because of its convenience and availability, natural gas (and to a much less extent manufactured gas) in being used more generally throughout the country for domestic and industrial purposes. With this use, specific and little-recognized hazards have arisen owing principally to the fact that the public and the consumer lack knowledge of the explosive property of this fuel. During the past 8 years gas explosions hove occurred in public and private buildings with loss of more than 300 lives and injury to many others. Such appalling catastrophes can and will be prevented if and when the necessary precautions are taken in the construction of buildings and the installation and maintenance of gas lines and gas appliances, plus adequate supervisions inspection, and education.
