The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

The use of stable isotopic measurements as a technique for elucidating the origin and history of the water in hydrothermal fluids is relatively new. Recent studies have emphasised the importance of meteoric water in the formation of many hydrothermal ore deposits including many epithermal gold-base metal deposits which occur in faulted volcanic terrane. Other vein-type gold ores are believed to have formed from fluids of magmatic or metamorphic origin and exhibit characteristic d180 values. These values also give information regarding temperatures and the degree of equilibrium. Preliminary oxygen data for some important gold deposits of eastern Australia are evaluated in the context of styles of mineralisation.

"Xanthate is a sulfide collector that has been widely used in flotation for almost a century. It is inexpensive, easy to synthesize and apply, and produces good metallurgy in the right applications. However, a major drawback of xanthate is that it decomposes easily and generates CS2 gas in transportation, storage and operation, which can be harmful to human health. Also, excessive xanthate in tailings pond leads to toxicity of the process water and potential damages to aqua-life systems. New regulations in Ontario require that the TWA (time-weighted-average) value of CS2 in the work place is below 1 ppm, which is 1/10 of the previous limit. The stringent regulation may eventually sweep other regions of Canada with the increased awareness of healthy working conditions and environment protection. Therefore, it becomes very important to find xanthate replacements which will be “green”, i.e., environmentally friendly.In this research work, a systematic procedure is used for collector evaluation using the Sudbury nickel sulfide ores from Vale’s Ontario operations, starting with the collector properties (MSDS) evaluation, followed by batch flotation tests, miniplant tests, plant trials and economic evaluation. It is found that the most promising xanthate replacement is dithiocarbamate.INTRODUCTIONSulfide mineral flotation has been practiced since the early 20th century. Its industrial importance is well recognized as mineral concentrates from flotation can be economically smelted and refined to provide primary metals. Collectors play a vital role in froth flotation. There are reagents possessing both a polar group that binds them to the mineral surface and a nonpolar group that is oriented away from the surface to attach air bubbles. The introduction of xanthate as a sulfide collector in 1925 was a remarkable development in froth flotation (Keller, 1925). It is low cost, easy to synthesize, water soluble, simple to control in application. Most importantly, it has strong capability and usually good selectivity for sulfide mineral flotation, which have been keeping its application prominent for almost a century."

Mine seals are used in underground coal mines throughout the United States to isolate abandoned mining areas from the active mine workings. The objective of adding inert gas to a sealed mine area is to quickly reduce the oxygen concentration in the sealed area to a level that will not support combustion. In the US, this process is typically conducted from the ground surface and because surface-to-mine access is constrained by so many variables, it is very difficult to provide a source of inert gas to the place where it is needed underground. To alleviate this problem On Site Gas Systems, under a NIOSH contract, built a nitrogen (N2) generation plant that operates in the underground environment. The purpose of this work was to create a reliable in-mine mobile plant that would extract N2 gas from the mine atmosphere and use the gas to create and maintain a safe sealed mine area. The plant is based on a novel design using pressure swing adsorption technology and is sized to fit on a standard shield car or mine dolly for easy transport in and around an underground coal mine. The plant is capable of producing about 900 scf/min of N2 gas at ambient mine conditions. After an exhaustive series of laboratory tests, the plant was field tested at the NIOSH Safety Research Coal Mine (SRCM) where a portion of the mine was sealed and rendered inert. During the test, the movement of the injected gas was monitored at several underground points to observe the progress and extent of the inerting process. This paper describes the plant design and the results of the field test at the SRCM. Very few of those occupied in pursuits other than mining have any conception of the extent of boring operations that have been carried out on the gold and coal fields of Victoria, or of the valuable and definite knowledge obtainable by such means. The subject comprises various branches, which it will be necessary to describe in detail. The three main divisions are The Administrative, which includes all financial work and general management. The Professional, dealing with topographical and geological work necessary before any scheme of boring can be laid out, the preparation of plans, the inspection of cores obtained from bore holes, the examination of diamonds, etc. The Mechanical Branch, dealing with the drilling machinery, setting of diamonds, maintenance of stores, etc. In 1877, the Goverpment of Victoria decided to assist in prospecting the mineral resources of the colony by the aid of diamond drill boring, and for that purpose, a vote of £5,000 was passed, with which were purchased three diamond dulls, an American type being adopted.

This paper summarises the results of a research project whose goal was to provide the Australian coal industry with a rib support design methodology and software tool that could be utilised by suitably qualified colliery staff. The project was primarily funded by Australian Coal Association Research Program (ACARP) and further supported by several Australian longwall operations. The outcome of the project is a design methodology and software tool called, Analysis and Design of Rib Support (ADRS). ADRS is an empirical technique, which recognises that several geotechnical and design factors affect ribline performance and in addition that operational and safety issues essentially dictate the level of performance required. Therefore, the design recommendations associated with ADRS are specific to the Australian coal industry; however the procedure(s) for data collection and analysis could be applied to other countries' 'underground coal industries. Case history data were compiled from 34 longwall and two bord and pillar operations resulting in 204 case histories with each case history data set being defined by approximately 130 individual data fields. In addition monitoring (incorporating stress cells and extensometers) was undertaken at 10 collieries to assess and quantify the effectiveness of different rib support patterns and hardware on rib performance. The monitoring sites allowed for an improved understanding of the mechanisms of rib failure and degradation in terms of its interaction with the installed support and at the various stages of the mining cycle. The design methodology deals with both mains development and gateroad development specific to Australian longwall mines. This paper focuses on longwall gateroads subjected to abutment loading and in particular the travel road which becomes the tailgate of the subsequent panel. The statistical analyses associated with these cases suggested that the level of rib support should be based primarily on the development height and the pillar stress level. The ADRS software guides users through the design process, allowing them to develop rib support plans based on sound science and a broad base of in-mine experience To the best of the authors’ knowledge ADRS is the first systematic rib support design technique to be developed for any country’s underground coal industry. The development and use of empirical models in mining have substantially contributed to improving safety and productivity. ADRS further demonstrates that empirical techniques are particularly relevant and beneficial in dealing with the complexities of geotechnical design associated with underground coal mining.

Over recent years there has been a significant increase in the number of miners in the Pilbara region of Western Australia targeting channel iron deposits (CID) located in valleys, intersected by ephemeral creeks and below the groundwater table. The falling iron ore price has triggered a drive to reduce cost and maximise yield. Creek diversions provide an opportunity to maximise the utilisation of orebodies and extend the life-of-mine.Creek diversions that are required during mining operations to access ore and provide flood protection have historically been constructed as uniform engineered channels designed primarily for flow conveyance while minimising earthworks costs; however, the design of diversions becomes more complex when they are required to function in a similar way to the existing creek system during operations and remain stable during more extreme events than would typically occur following mine closure, in accordance with current regulatory guidance. The design specifications for closure are often more rigorous than the operational phase, and could incur significant additional cost to implement retrospectively if not planned and designed upfront.The complexity of diversion design depends on site specific factors such as: the size of the creek to be diverted; hydrology; corridor restrictions; geomorphology; hydrogeology; geology; environmental and heritage values; potential impacts and the risk to operations and environment. The complex interactions of these factors must be well understood and hydraulic modelling undertaken to characterise the existing creek system, demonstrate the diversions, provide adequate flood protection during operations, and can function in a similar way to the existing system following mine closure. In a survey of the effects of heat treatment on the comminution of various rocks, it was found that unusual size distributions often characterize the broken products, and that this is related to a great increase in intergranular fracture1. It is the purpose of the present paper to contribute to an understanding of this effect. In a thesis by one of use, critical consideration was given to many mechanisms which could conceivably be responsible for the increased intergran-ular fracture. It was shown that neither gross chemical changes nor intergranular corrosion are required. Among non-chemical mechanisms the most likely appeared to be (1) Uneven expansion due to thermal gradients, giving spalling (2) In a manner similar to that prevailing in metals, the appearance at high temperature of intergranular weakness. (3) Unequal thermal expansion of adjacent grains. Experiments were designed and conducted to permit a choice among the many alternative mechanisms and in particular among the three listed here. EXPERIMENTAL MATERIALS Tests were made on the materials listed in Table 1. Of each material, only lumps similar in composition and grain size were used. The three marbles listed in Table 1 were analyzed to assure that their chemical compositions did not differ greatly (Table 2). On the basis of the chemical analyses, of differential thermal analyses, and of X-ray powder diffraction patterns, it appeared that the marbles were very similar except for their grain sizes.

"Free gold particles occur in many base metal and precious metal mines throughout the world. Occasionally mine operators are unaware of the presence of free gold particles in their ores because they have not seen free gold hand specimens or at the working face of the mine.Due to the high density and malleability of gold, large circulating loads of free gold particles can build up over time in grinding circuits. This gold is often deposited in unintended traps throughout the mineral processing system.These unidentified free gold deposits represent a serious security risk as well as inaccessible inventory of gold. Deposits of free gold particles often remain undetected by mine management until they are accidentally discovered while repairing mill equipment. The trapping and subsequent release of gold particles can frustrate attempts to calculate accurate metallurgical balances.Nuclear tracers have been used to determine the free gold recovery efficiency of gravity recovery equipment, drills, and sampling equipment (Clarkson, 1994, 1997, 1998, 1999 and Walsh, 1986, 1992). In 1995, the author used radiotracers to locate and eliminate gold traps at La Mine Doyon (Clarkson, 1997). In 1998 and 2001, the author also salted mineral processing circuits at Royal Oak's Pamour Mine in Timmins (Clarkson, 1999) and at Gold Corp’s Red Lake Mine in Ontario with radioactive gold particles.The gamma and X-ray radiation from gold's nuclear isotope (Au198) were detected through steel, in pipes, and in moving equipment with scintillometers. The radiotracers proved to be a safe, rapid and accurate method of identifying gold traps, improving security, determining the recovery efficiency of Knelson gold concentrators and estimating retention times of gold particles in various processes."

Wire rope, when used for hoisting on a mine is one of the most vulnerable units in the most expensive group of installations on the mine. With the introduction of hoisting on the Koepe sheave, a new technique was established. This innovation brought with it certain advantages which long had been recognized and which are being developed further.A need exists for the development of an infallible non-destructive testing device for wire ropes and it is axiomatic that the development and application of such a device should be coupled with the physical examination of mine hoisting systems. Therefore an integrated type of research programme is necessary in order to correlate the effect of shock loading with rope damage, which may be detected ultimately bynon-destructive means. This paper reviews certain historical aspects of investigations on this topic and it outlines a policy for research which can cope with a.c. or d.c. methods of excitation of the rope.INTRODUCTIONThe importance of wire rope in mining operations is often not fully recognized. A wire rope when used for hoisting in a mine shaft should be regarded as a "machine" forming part of a system of machines, and consequently it should be specified as such when it is purchased, it should be maintained as such during its working life, and it should be discarded only when it has done its duty and has been rendered either unsafe or uneconomic for further use.Every mine shaft, vertical or inclined, has in it one or more wire ropes which are used to transport men, material, and ore. The most common methods of processing of uranium ores is sulfuric or carbonate leaching with conversion of hexavalent uranium to uranyl carbonate or sulfate anionic complexes followed by sorption of the later by strong base anion (SBA) exchange resins. It is known that chloride anion has high affinity for SBA resins so that it depresses sorption of anionic complexes of uranyl. Application of the SBA resins becomes impractical for recovery of uranium when chloride concentration in pregnant leach solution exceeds 3-5 g/l [1-3].

Rittinger's and Bond's descriptions of rock crushing relate the energy input required to fracture rock and the surface energy required to form new fractures to the change in specific surface area of feed and product during comminution. The potential applicability of this approach to blasting is illustrated, using the results of data from bench blasting tests on Pinal schists and production blasting of Carboniferous limestones. The approach contributes to understanding of the mechanisms involved in blasting and to the design of test blasts. A modified form is presented of the relationship between blasting energy, specific surface area of the muckpile and a rock energy constant related to the discontinuity structure of the rock. The modified equation fits observed data and offers a simple basis for further experiments

In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. A non-notified resource consent was sought which necessitated that environmental effects be shown to be æless than minorÆ, and resulted from robust science and a pragmatic approach to design. As part of the assessment of environmental effects, there was a need to understand the effects of boron concentrations on aquatic organisms (ie algae, plankton, plants and invertebrates) in the receiving environment. Boron is a naturally occurring element that is found in the form of borates in the oceans, sedimentary rocks, coal, shale, and in some soils but Waikato coals and ashes have particularly high boron content. Boron is an essential micronutrient for higher plants with interspecies differences in the levels required for optimum growth. As aspects of the ANZECC (2000) derived boron limits are based on toxicity of aquatic algae and plants to boron it was important to assess these components in the environment. The effects on the receiving environment of the Awaroa Stream were assessed using predicted water chemistry and comparing actual boron concentrations in a comprehensive and multifaceted reference-condition approach of catchment ecological indicators. In addition a toxicological-based assessment of boron and a re-calculation of the ANZECC trigger levels were undertaken and applied to the ecological indicators. The reference-condition approach revealed that habitat and overall water quality attributes at and between sites was more influential in determining the aquatic biotic communities than boron concentrations alone. There was no evidence of any gradient of changes in ecological indicators with changing boron concentrations, nor evidence of any residual effect of high historic boron concentrations on the aquatic biota.

Purpose In order for the SAIMM to remain relevant and ensure maximum value to all members, Council propose three changes to the Constitution. 2. Background Three changes to the Constitution were proposed by the Council on 21 July 2006. These changes now have to be approved by means of a ballot at a Special General Meeting. "Particulate ground calcium carbonate (GCC) is used as a filler and coating pigment in a wide range of applications including papers, paints, plastics and films. In this paper we will overview the requirements for GCC used in both filling and coating applications in the paper industry and highlight the processes used in the production of these materials.INTRODUCTIONCalcium carbonate is both abundant and very widely distributed occurring most commonly as limestone, marble and chalk (Harben 2002). Given, the high purity, whiteness and relative inertness of these materials it is not surprising that they are heavily utilised in a range of industrial applications. Worldwide ground calcium carbonate (GCC) capacity is estimated at 50.5 million tonnes per year (Roskill, 2002). This usage is divided between relatively coarse materials that are used in applications such as landscaping, cultured marble and carpet backing and finer grades that find application in plastics, rubbers, inks, paints and paper. Given the usage of calcium carbonate products across a very wide range of consumer products, the outlook for GCC is very promising with growth expected in many markets. Growth is anticipated across many applications in the emerging nations and more specifically in paper applications on a global basis.Over the last several decades the GCC processing industry has evolved to be well adapted to both the cost effective production and delivery of standard products and the production of high performance speciality products. Many of the standard unit operations found in the metaliferous raw material processing industry are also used, albeit in some cases in modified form, in the processing of GCC. Coarse products (diameter > 3 - 10 µm) are typically produced by dry processing routes. Whereas, the finer products are typically produced by a combination of wet and dry processing."

The Peelwood district of New South Wales is located some 65 miles south of Bathutst on the Tuena-Crookwell road. A number of occurrences of lead-zinc-copper ore are known from this district but only three mines, Peelwood, Cordillera and Mt. Costigan, have achieved any significant production. The purpose of the paper is to describe the mineral composition of sulphide ores from these three localities.HISTORYNo published information on the geology of the Peelwood area is available. Came (1899) reports that, at the time of cessation of mining operations in 1888, the Peelwood mine had produced some 600 tons of copper metal and regulus, the Cordillera mine had yielded 9000 tons of ore at the recoverable grade of 2·5 per cent Pb, 2·5 per cent Cu, 90z/ton Ag and 1 dwtjto:p. Au, but that no production figures were available from Mt. Costigan. No further work was carried out on these properties until 1951 when the Electrolytic Zinc Company of Australasia instigated a programme of geological mapping and exploratory diamond drilling (Whitten, unpublished data, 1953). Mining at Vale’s Creighton Mine has been active for nearly 120 years in Sudbury, Ontario, Canada. Being the deepest mine in the Sudbury region, mining induced seismicity is a common occurrence at Creighton Mine. Over the past five years, 26 large magnitude seismic events ranging from 2.5 Mn to 3.7 Mn (Nuttli) have occurred. Out of these large magnitude events, three 3.0+ Mn events occurred between April 2020 and January 2021. The majority of the 3.0+ Mn events are believed to be the fault-slip type that could be linked to the known major geological structures and/or long-term effect of mining over many years. The recent large magnitude events are believed to be triggered by high induced stresses while mining the first few stopes of a new lower horizon in the top-down centre out mining sequence.
