On June 20, 1972, Ocean Energy was awarded Contract No. H0220055, entitled Portable Task Luminaire System Development. Initially, this was a 12 month program consisting of three phases: Phase I -- Design of the Luminaire System and Battery Chargers, Phase II -- Fabrication of Prototype Units, Phase III -- Fabrication of Production Prototype Units and Battery Chargers. In addition to developing the Portable Task Luminaire System, however, this contract was amended a number of times in the course of the program to include the development of a Low Coal Portable Task Luminaire, a Rib Mounted Luminaire System, and a Machine Mounted Luminaire System, all based upon the same high frequency fluorescent lighting and safety technologies involved in the Portable Task Luminaire. This report covers the activities of this program as amended, and includes the development and fabrication of all of the systems. This report constitutes the final fulfillment of the contract.

Late in 1974 at a meeting with the Cedar Coal Company in Chelyan, West Virginia, a very definite requirement for an automatic heat sensing fire suppression system for the type coal augers used in their mine was revealed. Several fires had been experienced, and while equipment loss was a consideration, operator safety was also a concern. As of that date no one had developed an automatic system specifically for fire suppression on coal augers. II. EQUIPMENT DEVELOPMENT As a result of the above meeting, an unsolicited proposal was made to the Bureau on March 1, 1975, and a contract was issued to provide the following services: A. Determine and define fire hazard problem on Compton Coal Auger. B. Modify or otherwise mike a Lease "AFEX" system suitable for protecting the fire hazard area developed in paragraph "A". C. Make installation of "AFEX" system. D. Monitor installation for reliability for a period of 90 days after installation. C. ConJurt a simulated fire test to determine effectiveness on system.

A two-year study focused on current noise exposure levels in the South African mining industry, aimed at helping the Mine Health and Safety Council of South Africa meet its milestones for eliminating noise-induced hearing loss (NIHL). Methods A multi-task methodology was adapted from international baseline studies to determine the exposure to noise in both large-scale and small- to medium-scale mines. Results On average, 66.7 per cent of the employees sampled in year 1 and 78.4 per cent in year 2 were exposed to noise levels of above the 85 dB A legislated occupational exposure level. Conclusions Information obtained through the study could be developed into a national personal noise exposure database, including audiometric results, equipment noise emission levels and initiatives for noise engineering control by mines and equipment manufacturers to facilitate targets of eliminating NIHL. FABRICATION of semiconductor devices.requires the formation of electrical contacts, often involving the use of lead, tin, and lead-tin solders. In several recent instances when germanium had been bonded to nickel with lead, a new metallic phase appeared, unattached to either germanium or nickel, but rather suspended as a continuous foil wholly contained within the lead matrix. Since such metallic structures do not form in nickel-lead or lead-germanium systems under identical conditions, a brief study was made of the characteristics and possible formation mechanisms of this material. More than 80% of U.S. roof bolts are fully-grouted, but about 1500 roof falls are reported each year. Anchorage failure of a fully grouted bolt can occur when the roof is active near the top of the hole. This paper reports on an extensive series of short-encapsulation pull tests (in which the bolts are installed with only 1 ft of resin) that were conducted in the National Institute for Occupational Safety and Health (NIOSH) Mine Safety Research Laboratory and operating mines in WV and PA. The tests confirmed that poor anchorage can been countered under some weak rock conditions. Suggestions for improving anchorage are included.

Safety conditions in industry have greatly improved over time. However, around the world, in Canada, and in each province or territory, people are still the victims of serious industrial accidents. The increasing safety of people at work then continues to be an imperative in industry today.<p> So how do we achieve a workplace where no one gets hurt? Well, in simple terms, folks need to be protected from unplanned exposures to equipment or energy sources that can do harm. If you think about it, all of our efforts in loss management and safety should then be directed toward avoiding these uncontrolled events. And it works! Our safety performance over the years has enjoyed tremendous improvement due to this support for loss management and safety. We now explore best practices toward achieving that next step in safety improvement.<p> As shown following, a large combination of loss management activities act together to support safety performance. Many of these activities are interrelated and some people have described them as the ?inputs? into an approach or program for achieving safety. Using this description, it follows that the ?outputs? of the program are some of the advertised measures of safety we see around us today, such as injury frequency rates. <p> It is asserted that a leadership focus to regularly measure safety and loss management activites (so-called ?inputs?), as a basis for taking supportive actions to ensure their effectiveness, is the basis for safety results (so-called ?outputs?) that consistently achieve high standards of excellence.<p> The concept of managing input activities, as enabled by effective measurements, can significantly act to transform our focus and priorities in the workplace. Supporting input activities like strategies, plans, or procedures with our best efforts will get us to our intended goals. Tracking outputs alone will not.<p> Safety and production have traditionally been cast as competing objectives. When both objectives are mutually supported and considered, however, people will invent ways of doing work that support both safety and production, and any other business parameter. When done right, innovation through meaningful involvement of affected people in the workplace will support safety excellence in a manner that in turn improves business efficiency overall.<p> For a workplace to be safe, it then requires everyone?s help and participation to make it happen, a collaborative effort by management, leaders, and frontline folks with the power and responsibility to take appropriate action at every level in the organization. In this way, everyone becomes a leader in safety.<p> The achievement of commitment to loss management input activities by folks in the workplace is the basis for attaining safety excellence. A workplace founded on commitment supports a safety culture with a vision for safe work performance at outstanding or world-class levels of achievement.<p> One may ask if injury incidents will be eliminated with this commitment and focus on workplace safety? Well, despite our best efforts in this area, there is never a guarantee that things can?t go wrong. We are simply not perfect. There remains in our workplace complexities and unanticipated risks that can have disastrous consequences if not managed at every moment. And when it goes wrong, we need to know we?ve truly tried our best, and now we have more to learn so we can get even better. <p> That?s the challenge represented by the safety imperative, a challenge to take safety performance that next step, a fulfillment of our commitment to the moral obligation we have to each other?s safety. It?s an effort that will continually raise the bar of world-class safety performance achievement for future generations. It?s a legacy we can be proud to be part of.

It is an honour to be invited as a speaker to this ICCR conference and a pleasure to be with you here in South Africa. I have been asked to talk about the competitiveness of coal versus other energy alternatives. Coal supplies nearly one-quarter of the global primary energy. Its most direct competitors are gas, nuclear and renewables. Oil is predominantly for transport fuels. Fuel oil is competitive with coal when crude is below its long-run average price and has some niche opportunities. But I will confine my comments to nuclear, renewables and particularly natural gas as the most potent current competitive threat to coal. Competitiveness is more than just cost and price; there is environmental acceptability, security or reliability and increasingly image. These factors are more of a spectrum than discrete issues. Dollars and cents remain the key issue for competitiveness but one must recognize the impact of politics in sustainable development and energy security.

The recent (2005) amendments to the Resource Management Act 1991 have made it clear that there is no obligation on an applicant to consult. However the importance and value in consulting with the community, particularly before commencing a major project, cannot be understated. &nbsp; This paper looks at the provisions of the Resource Management Act as they relate to consultation and public participation in the process, and will discuss the benefits of consultation both before an application is filed and following the filing of the application. Engaging with the local community can help shape a project to better fit the community, engender support and address opposition. In short, taking the extra step to what is legally required, can help smooth what is potentially a bumpy road. Examples in practice of the value of consultation are given.

The uses for which ground talcs are suited closely depend upon their physical and chemical properties , but , in spite of this fact , little scientific investigation has been made in order to devise quick and accurate tests for the determination of these properties . The chemical properties of talc are inherent and may not be altered or modified except by selective mining or by chemical processes not practical in the present status of the industry . However , the determination of chemical properties is not so important , for most uses , as of physical properties , although sometimes certain chemical characteristics are perhaps unduly insisted upon by chemists in some industries . Physical properties are dependent both upon mineralogical characteristics and upon methods of grinding and sizing and may thus be partly changed or modified by changes in practice . There is so little known of the chemistry and physics of the various processes in which talc is used that the purchase and sale of talc is governed more by rule- of- thumb methods dependent upon individual opinion and often , prejudice , than by accurate , standard tests . This not only causes unwarranted price fluctuations , but injures both the producing and consuming industries by creating false ideas of the suitability of talc for various uses . It thus seems important that present tests be standardized and made uniform for the whole industry , and that new tests devised to fill the existing gaps .

While the Kansas River Tunnel is a relatively short, small diameter tunnel, the shaft excavation methods implemented were long and large on innovation and use of reverse circulation drilling equipment. ATS Drilling, L.P. used mechanical excavation techniques for both soil and rock segments of the 42.7 m (140 feet) and 38.1 m (125 feet) deep shafts that were 2.9 m (9.5 feet) and 4.1m (13.5 feet) diameter, respectively.

Gold was first discovered in the Shotover by Thomas Arthur in 1862. He left his job as a shearer and soon there were up to 3000 miners working over the length of the river. Some parts were extremely rich and a few early miners recovered as much as 300 ounces in a day. From these early days of hand working the operations progressed through to hydraulic elevating once water races and pipes were installed after the Skippers road was completed about 1890. The riverbed was worked in paddocks with .the gravel being sluiced to a central suction which elevated the material over a sluice box. Use of this system continued intermittently through until 1977 when Joe Schieb retired&nbsp;û the last of the hydraulic miners. Many bucket ladder dredges worked on the lower Shotover near Big Beach where the Sew Hoy family recovered a lot of gold. Just after 1900, at least three worked further upstream, one on the beach where Shotover Jet now operates and one further up below the Moonlight. All the sections for this were transported in over the Moonlight Track and the boiler, steam engine and bucket ladder are still sitting at the edge of the river. up near Maori Point a dredge operated from Dredge Slip upstream. Records are poor on these dredges but they all suffered from the frequent floods and large boulders which damaged the bucket line. The last dredging attempt was about 1930 when a suction dredge was constructed on Maori Beach. This failed as seems to be normal for most suction dredging ventures. The river can drop to very low levels in the middle of a dry summer, and in winter when the water is tied up in the mountains as ice and snow. During 1863 when heavy rain melted snow in the high country, the river rose 35 feet overnight and drowned many miners camped on the banks. The ever present risk of flooding dominates the method of working and plant design.

Many underground projects now include preparation of a Risk Register through planning and design as a tool for project and risk management. There is still significant discussion within the industry as to whether and how to best present the Risk Register through the bidding process and the construction phase of a project. While the ITIG Code of Practice for Risk Management of Tunnel Works recommends this approach of continuity in risk management procedures, it is silent on the specifics of how this should be achieved. Productivity and operating expenses are everything when it comes to judging how well your mine and company are doing. Stakeholders are always looking at these numbers and trying to understand if productivity is improving, if operating costs are trending downward and what you are basing your decisions on. o make improvements you first need to understand how you are performing. If you can?t get this basic information, you will never improve. You will not be able to make simple decisions related to maintenance, operations or production. Forget about planning, as you will only be guessing based on the numbers some stakeholder or your executive wants to see. The problem miners run into is not that the data doesn?t exist; it does, but typically it?s raw, it?s everywhere and its volume is huge. Today there is more on-board computing capability in shovels than we had on our desktops three years ago. Add other mobile equipment, plant systems and multiple OEM vendors to the equation and the challenge is daunting.

Paper written on project work carried out in partial fulfilment of B. Eng (Metallurgical Engineering) degree This work was done to characterize the leaching of a uranium containing pulp processed by a South African producer to identify parameters that could be adjusted to increase the extraction of uranium in the existing circuit. Batch leach tests were used to characterize the leach properties and especially the influence of the oxidant concentration on the leaching achieved. It was found that relatively high extraction could be obtained even at room temperature by using a high liquid-to-solids ratio and that increasing the oxidant concentration significantly improved the leaching of the uranium minerals.

Broad band mine communication today is characterized mainly by individual solutions, which have in common their long development phases and their high cost for development, operation and service. The use of Ethernet and TCP/IP on the other side provides an uniquely price efficient combination of high bandwidth open networking, universal use and accessibility of cheap development tools, especially because it forms the technical infrastructure for the worldwide Internet. TCP/IP and Ethernet assures reliable networking however it is not able to guarantee the latency timing of forwarding network information. Therefor, the network design requires strict load limitation and application level traffic control especially if moving equipment has to be manually remotely controlled via the network. To optimize the use of bandwidth on mining networks using load limited, ?bandwidth wasting? local Ethernet segments, long distance broadband traffic should be carried out using more efficient, deterministic communication backbones providing a guaranteed quality of service for each of the physically separated networks. Open networking and broadband systems however may lead to the anticipation that any demands on bulk data or multimedia traffic can be fulfilled in the future. This definitely will not be the case as the bandwidth demands of applications will be growing as least as fast as the bandwidth provided by communication systems. Looking on those problems from an overall system integration perspective, machines and equipment in the future have to be equipped with intelligent computing devices capable of an intelligent local data preprocessing. Such ?Embedded Machine Information Servers? running commercial computing power in the future will be the intelligent bridge between open networking and a secured, high safety local automation system. These ?Embedded Machine Information Servers? then also can make advantage of intelligent video and audio data preprocessing to store and transmit multimedia information ?on demand? or when the application requires it. Summarizing the potential for the future Ethernet based networking together with powerful communication backbones and intelligent local data preprocessing on the machines in the future will lead the way to integrative, reliable and cost efficient mine automation solutions.

The present paper provides a brief overview of the thermodynamics of titania rich slags, an outline of the Multi-Phase Equilibrium (MPE) package and its application to ilmenite smelting. Through assessment of published experimental data on various systems containing TiOx, it was found that despite considerable scatter in measured phase equilibria data for the binary Ti2O3-TiO2system,the behaviour of binary and higher order titania rich slags and oxide solid solutions phases could be represented by solution models in the MPE package. Results from the applications of the MPE model on the stability of solid phases and slag-refractory interactions will be presented and discussed. Parallels will be drawn between the predictions by the model and observations made during pilot plant tests. The ore of Sarcheshmeh copper deposit that has been located in the south ?east of Iran, contains four type of rock that they have their specific hardness and strength according to their alteration type and mineralization. Blasting of these various types of mine rocks prepares various types of size for the product of mine as the feed of concentration. Along the crushing of this feed a few factors effect on the efficiency of the crushing unit. The aim of this project has been the consideration of the effect of ore size on the efficiency of crushing unit. For this investigation along the year 2000 A.D., six sample from feed and six sample from product of crushing unit have been prepared. The results of the screen analyze of these samples has shown that the size of feed has been lesser than the primary plan and the size rate of the product has been bigger than the primary plan. Also in this research the effect of feed size on the quality of product size has been considered.

Most importantly, an effective safety culture is built on the full engagement and participation of workers and leaders alike, who share in a vision for safe work performance where “no one gets hurt” and “everyone is a leader in safety.”Let’s learn together on how we can make a safety culture happen. The resulting bias for safety will ultimately save lives, and fulfills our moral objective to strive for safety excellence. IntroductionWe have the good fortune of living in democratic countries where freedom and the value of human life are key beliefs. These beliefs translate into the moral obligations and laws that we value and uphold in our society and life today.A minesite or workplace is simply a necessary part of our society where people earn a living. It is a place where our moral obligations and laws equally apply, a place where human life is of ultimate importance and value. In the early years of industry, this value has not always been evident. Take this description of a tragic accident reported in a coal mine on December 8, 1879:“Oliver Thompson, shaftman, aged 35— While taking wooden partitions out of a ventilation shaft, he fell off the work platform a distance of 100 yards, there did not appear to be anything unusual to account for this accident.”"

Paper written on project work carried out in partial fulfilment of B Eng Met Surface coatings persisting on zircon particles, after being leached in an acidic solution, are believed to be the cause of zircon misplacement during the electrostatic separation of heavy mineral beach sands. Electrostatic separation is employed to separate non-conductive zircon particles from more conductive rutile particles. Surface coatings on zircon particles are believed to render the non-conductive zircon particles more conductive, resulting in the contamination of the more conductive rutile stream with zircon particles. Resistivity measurements, X-ray photoelectron spectroscopy (XPS) and scanning electron microscopy (SEM) were performed to compare the surface characteristics of zircon particles found in the different product streams following electrostatic separation. XPS analysis showed that no significant difference exists in the outermost layer of the zircon particles found in the different streams. SEM analysis showed the existing surface coatings on zircon particles from different product streams to have similar chemical compositions. Resistivity measurements confirmed the results obtained from both the XPS and SEM analysis; no significant differences in the resitivities were observed. From the results obtained it suggests that surface coatings present on zircon particles are unlikely the primary cause of zircon misplacement. Zircon losses can possibly be a result of machine related aspects. Key words: XPS; SEM; resistivity measurements; electrostatic separation; heavy mineral sands.
