This , the 11th annual report of research and technologic work conducted by the Bureau of Mines on coal and coal products , is issued following the closing of the Bureau's war work on fuels and contains references to most of the published articles containing results of war investigations . The few remaining papers will be discussed in next year's report . The trend in coal research in the Bureau of Mines was discussed in Mechaniza- tion . This publication , covering the period from the close of armed con- flict to resumption of normal coal -research activities , includes a section never previously presented . There is included for the first time a discussion of the Bureau's activities in the Liquid Fuels and Lubricants and the Solid Fuels Subcommittees of the Technical Industrial Intelligence Committee . This report does not replace the more comprehensive ones prepared by individual authors and listed as footnote references in this publication . purpose is to bring to the reader a résume of the work for the fiscal year ended June 30 , 1946. The material presented herein is based largely upon publications , but the results of some research and testing, which would not otherwise be published in the near future, are presented in detail .

"INTRODUCTION The Federal Explosives Act (55 Stat., 863), as amended, was passed by Congress on December 26, 1941, and became effective immediately; it amended the Act of October 6, 1917 (4o Stat., 385). The purpose of the Act was to regulate the manufacture, storage, use, and possession of explosives in order to prevent sabotage and to assure that explosives and ingredients would not fall into unauthorized hands. Under the provisions of the Act, the Director of the Bureau of Mines was authorized to administer its provisions under the supervisions of the Secretary of the Interior.EXPLOSIVES-CONTROL DIVISIONTo administer the Act, necessary personnel were employed in accordance with the appropriation made from a special presidential fund and later by Congress, and the Explosives Control Division was organized as a part of the Health and Safety Branch of the Bureau of Mines constituting the fourth division of that branch. A central office was established in Washington, D. C., and field offices were designated largely at the offices of the Health and Safety Branch throughout the country, and 50 explosives investigators were employed and assigned to work from these offices under the direction of the district engineers of the eight districts into which the United States is divided by the Health and Safety Branch. The territory assigned to each investigator was based on the approximate amount of explosives stored in that area; however, smaller territories were assigned to investigators stationed near the Pacific coast, which was indicated as critical by the armed forces."

Many accepted and useful methods have been developed and used for pillar design. Each method has its own particular strengths and weaknesses. Three methods addressed in this paper are; empirical, analytical, and numerical. Each of these methods have their place in pillar design. Analytical methods result in close approximation of the ideal pillar (most economical, stable, or yielding) and are suitable for use in final mine design and in analyzing existing problems. BOYD uses the analytical method to develop site specific mine pillars design equations. An analytical method, one of many developed by BOYD, is presented here and is based on the procedure used by Wilson (1) and others in development of their empirical equations.

Mining companies require accurate short-term mining forecasts to meet budget targets and customer needs. Challenging mining conditions along with employee turnover and lack of standard geologic modeling and mine planning processes can result in time-consuming and inconsistent mine plans. Documentation and automation of the processes involved in mine planning, as well as proper software utilization, are critical in overcoming these challenges. This paper discusses the steps involved in achieving an optimized mine planning system to accomplish productive and cost effective operations. In addition, a case study is included to describe the process of implementing a semi-automated system whereby the geologic model and mine scheduling database are updated monthly to incorporate changes in geology in a relatively complex open-pit coal mine. This case study proves that the ability to update geologic models based on the latest information gathered from production drilling and mining activities can greatly enhance the ability to accurately predict short-term mining production.

ALTHOUGH the midday lunches of business associations have been re-echoing the phrases that re- search would lead us out of the depression and that the last place to economize is on research, nevertheless most executives apparently concluded that it was their neighbor who ought not to economize in research, and that in their own plants what had been discovered in 1929-30 was sufficient to lead them out of the wilderness. At any rate, I have discovered much less that seems worth noting, and compared with 1931, the report volume of the committee members is off about 40 per cent, and compared with 1929, about 80 per cent. Evidently there is some hookup with the +tee1 industry as to output, and the Report Reading Committee should investigate this and the relative use of commas and periods.

According to reports received by the Bureau of Mines, Department of Commerce, as of January 1, 1929 there were 413 completed refineries in the United States, with a total daily crude-oil capacity of 3,509,540 barrels. In addition, 14 refineries, with a potential capacity of 99,000 barrels, were being constructed. Of the completed refineries, 341, with a capacity of 3,325,890 barrels, or 95 per cent of the total capacity, were in operation; and 72, with a capacity of 183,650 barrels, or 5 per cent of the total, were shut down. The improved condition of the refining industry in 1928 was indicated in several ways; namely, in an increase in the total capacity of the completed plants, in the opening up of a few plants which were shut down during 1927, in a decrease in the number of plants dismantled, and in an increase in the number of plants under construction. The majority of the refiners have followed a steady expansion program commensurate in most cases with the increase in demand for petroleum products. Obsolete equipment has been dismantled and modern equipment has been installed, with the net result that the total capacity of the completed refineries in the United States has shown a steady increase since January 1, 1918, the date of the first Bureau of Mines survey. Between January 1, 1928, and January 1, 1929, the number of completed plants fell from 423 to 413, but their total capacity increase 259,160 barrels, or 8 per cent. This compares with an increase in runs to stills of domestic and foreign crude petroleum of 10 per cent, and of domestic crude alone of 7 per cent.

In its investigation of more efficient methods for utilizing the coals and lignites in the United States, to the end that waste might be avoided, the value of low-grade coals increased, and the life of the nation's fuel resources prolonged, the technologic branch of the United States Geological Survey carried on a study of the factors involved in the manufacture and use of briquets, including the suitability of various coals for briquetting, the cheapest and most satisfactory binders, and the furnace behavior and evaporative efficiency of briquetted fuel. The investigations had their beginning in the work done at the coaltesting plant at the Louisiana Purchase Exposition, St. Louis, Mo., in 1904, and were continued at St. Louis and later at Norfolk, Va. Accounts of various tests and statements of the conclusions to be drawn from them have appeared in a number of bulletins. a In connection with the work at Norfolk, comparative steaming tests were made in stationary, marine, and locomotive boilers with run-ofmine coal and the same coal formed into briquets of two sizes. The tests in a locomotive boiler that are described in detail in this bulletin were undertaken to add cumulative evidence to work done at other places. They were made possible through the courtesy of the Seaboard Air Line Railway Company in supplying both the locomotive and the coal used. During the trials the locomotive stood on a side track in the shop yards of the railway company at Portsmonth, Va. No running tests were made.

Numerical simulation of coal pi1lar loading has traditionally been a difficult task due to the unique and highly variable properties of coal and the inability of numerical procedures to duplicate these properties. This simulation was based upon material properties developed from laboratory tests of coal cubes and examined against coal pillar strength data developed from actual underground measurements. The coal cube measurements indicated the coal followed a nonlinear Mohr- Coulomb failure criterion. The in situ measurements showed that a pillar yield zone developed similar to Wilson's hypothesis and, at high confinements, the pillar core seemed to followed a pseudo-ductile behavior. The strain-softening material model, based on a 1inear Mohr- Coulomb failure criterion, simulated coal cube and pillar behavior at moderate load conditions. However, at high loads the models were inaccurate, due to an inadequate failure mechanism and/or to changes in the pillar constraints at the coalbed interface.

We are studying the hydrometallurgical recycling process of indium from an Indium-Tin-Oxide(ITO) target. For this process, it is necessary to remove Sn(IV) ions from the aqueous hydrochloric acid solutions containing In(III). In this study, the removal of Sn(IV) ions by a potentiostatic electrolysis method was examined. The polarization measurements and potentiostatic electrolyses were carried out under a nitrogen atmosphere. In the Sn(IV) solution, current begins to rise at the cathode potential of -0.26 V vs. SHE, and increases with a reduction in the cathode potential. In the In(III) solution, current begins to rise at a cathode potential of -0.43 V vs. SHE. Metallic tin was electrodeposited without indium electrodeposition at the cathode potentials of -0.30 and -0.40V vs. SHE. More than 98% of the Sn(IV) was removed at the cathode potential of -0.40 V after the electrolysis for 3hrs. Both tin and indium were electrodeposited at the cathode potential of -0.50V vs. SHE.

Previous laboratory and field experimentation has demonstrated the effect of several variables on drilling rate.1-5 These results have been incorporated into optimization theories6-" for the purpose of reducing drilling cost. Minimum-cost drilling theories rely on a combination of historical data and empirical prediction techniques for selecting optimum bit weight and rotary speed. Past solutions have required extensive use of computing equipment because of both the complexity of the mathematical formulations and the large number of parameters involved. Field attempts to apply these computed results have frequently failed because of the uncertainty of input data requirements. Humble has developed an on-site computer system to control bit weight and rotary speed and thereby implement the concepts of minimum-cost drilling. This system can (1) perform short interval drilling rate tests for formation evaluation, (2) use the results of these tests as input information to solve minimum-cost drilling formulas, and (3) control bit weight and rotary speed in accordance with these computed solutions. The purpose of this paper is to describe the computer control system and present results of initial field testing. Theoretical Considerations Minimum-cost drilling (MCD) requires a quantitative evaluation of the variables involved. Several forms of a basic mathematical model have been sug-gested.'?,' "he relationships reported here form the basis for the solution programmed in this work. Four equations are used, expressing drilling rate, bit bearing wear, bit tooth wear, and cost. A solution for minimum-cost drilling assuming constant bit weight and rotary speed over the entire bit life has been programmed for use in computing MCD schedules. This solution is subject to certain limiting assumptions such as those discussed by Graham et a1.I2: 1. Drilling cost is the summation of bit cost, rotating cost, connection cost and hoisting cost. 2. Diamond bits are excluded. 3. Bit life is limited by either bearing failure or tooth wear, or by a combination of operational factors that make it cheaper to pull an incompletely consumed bit. 4. Circulating hydraulics are adequate and do not limit drilling rate. 5. Bit weight considerations exclude hole deviation. 6. Drilling rate is a function of only bit weight, rotary speed, and degree of tooth dullness; that is, the effects of pressure, lithology, fluid properties hydraulics and drill string dynamics are ignored. These annual reviews are guide's to the current work-and publications of the Bureau but do not replace the more complete reports published under the authorship of the individual investigators on specific problems in Bureau of Mines bulletins, technical papers, reports of investigations, and information circulars and in the technical press. The Annual Report of the Director of the Bureau of Mines to the Secretary of the Interior for the Fiscal Year ended June 30, 1945, summarizes the year's work on coal as follows: Coal and Coal Products The United States maintained its No. 1 industrial position in supplying fuel for war and in preparing for peace through more complete mining, improved preparation and up-grading of coal for special uses, and better utilization of coal in industrial establishments and homes.

Handling materials in underground mines continues to be a major safety problem. To help reduce materials-handling injuries, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health are investigating those materials-handling tasks in underground mines that appear to generate a high number of injuries. Data from the Mine Safety and Health Administration for the years 1989-1999 were studied to find out if there were any trends in materials-handling accidents and if so, to determine what tasks were involved and the sources of injuries. Several underground coal and metal mines were visited to document innovative materials-handling technologies. Considerations for safety training and mechanization needs for continued reduction in materials-handling injuries are described.

"The iron ores of the Kiruna Mine in Sweden are of exceptional quality but for the phosphorus content in certain zones of the orebody. The prevention of mixing ores high in phosphorus with those low in phosphorus has always been of significant economic importance. The ongoing introduction of tele-mining and automatic haulage by LHDs requires new means in the field of quality control underground, as the experienced miner as well as the underground laboratory assistant no longer are involved in the process. As of 1998 LKAB has been testing prototypes of LIF Analysers for non-contact and real-time measurement of the phosphorus content of ore being transported by LHDs from the stopes to the respective ore pass assigned to a certain ore quality. The principles of the analysis of laser-induced fluorescence, the different test phases and results are described and conclusions made. With bulk sorting of ore underground the mining engineer supports the efforts of the metallurgist in the processing plant.INTRODUCTIONThe Kiruna Mine of LKAB, Sweden is the largest underground iron ore mine in the world. In the early nineties LKAB decided to develop the Kiruna orebody further down from the 775m main level to a new main level at 1045m. This development programme was realised while in the mineral processing section and in the pellet plant further capacity was added (Wyllie 1996).In addition to deepening of the mine, which opened up 330 million tonnes of ore, the exploitation of the so-called lake ore was included in the future planning, adding another 1 15 million tonnes of mineable ore. At an annual production of approximately 20 million tonnes of ore the Kiruna Mine today looks at a developed ore reserve sufficient for the next 20 years.All of the competitors’ ores traded in the world market are from open pit operations. LKAB compensates for the obvious disadvantages by continuous efforts to make the best possible use of her high quality magnetite ore deposit. This objective is realised by combined efforts in the pellet plant, the mineral processing plant and the mine. Propriety processes, latest big scale equipment and high tech solutions for automation lead to high quality sales products at a reasonable cost."

"THE ECSTALL ZINC PLANT was built for the treatment of the Kidd Creek zinc sulphide concentrates. Construction proceeded throughout 1970-71, with operations beginning in April 1972. The two concentrate types treated differ principally in minor impurity and precious metal contents. Processing flexibility was required to allow efficient recovery of the by-products, especially cadmium, copper and silver. The conversion of the zinc sulphide concentrates to end products follows a sequence of operations that are common to most electrolytic zinc plants and typical of the ""Tainton- Jephson"" flowsheet.1. Roasting in air at an elevated temperature to convert the metal sulphides to soluble metal oxides (calcine) and sulphur dioxide. The sulphur dioxide is converted to sulphuric acid in a contad plant and shipped by train to market.2. Leaching of the calcine in spent electrolyte to effect extraction and recovery of zinc as zinc sulphate solution, leaving an insoluble residue.3. Purification of the clarified zinc sulphate solution by cementation with metallic zinc dust to remove impurities detrimental to the electro-deposition of zinc or detrimental to product purity. The solids from cementation are the starting materials for secondary metal recovery.4. Electrolysis of the purified zinc sulphate solution to reduce the zinc to the metallic state while coincidentally regenerating the sulphuric acid for recycle to the leaching step."

MANY interesting papers, opportunity of seeing o1d friends, and an exposition showing all that is latest in equipment, all were factors in bringing a large crowd to Detroit during "Metal Week," October 2-6. The Institute's Iron and Steel and Institute of Metals Divisions held technical sessions at the Statler Hotel on October 4 and 5, and that hotel was also headquarters for the American Society for Steel Treating and the American Society of Mechanical Engineers, both of which also had technical sessions. The American Welding Society and the Wire Association met at the Book-Cadillac Hotel, and the exposition was staged at Convention Hall, out Woodward Avenue. All in all it was a big week for men interested in metal working. One of them stated to your reporter on the train en route to Detroit that this was the one convention that he never missed, and doubtless others felt the same way about it.

The history of mill liners has evolved over time and this paper tracks the changes and development of liner technology. It provides an overview of the primary types of liners, the design and the materials of construction. The design of a mill liner is driven by application, materials of construction, casting technology and handling issues. The choice of solid steel, grid liners, rubber or composites and magnetic liners is based on many factors.The methods used for monitoring wear and predicting eventual change out time are many and varied. The contribution of discrete element modeling (DEM) analysis in predicting wear profile is discussed.Mill trajectory and DEM software programs are used with great effect to predict the effect of lifter height, face angle, high low lifters or mill speed. In the field, trial and operational experience is used or improvements/design concepts at one operation are applied to another. Broken mill lifters, accentuated wear and other problems can be better understood using hardness testing, chemical analysis and photo micrograph analysis of pearlitic or martensitic structure along with fracture face observations. This forms a part of the typical root cause analysis. However given correct and sound liner and lifter, feed and discharge design media selection, and materials of construction, the majority of premature liner or bolting failure is normally attributed to incorrect operational methods such as excessive high ball to feed ratio, incorrect mill speed relating to lifter ball throw, incorrect media selection, "tramp" material entering the mill charge from upstream or recirculating process and understanding the specific mill operation in question.It is hoped that this paper will benefit mill operators who are faced with challenges of improving wear life and at the same time optimizing mill throughput and performance.CITATION:Connelly, D and Thompson, C, 2013. The domestic mining industry may be in the doldrums but there appears to be hope, at least from a regulatory standpoint. At least one US senator believes that the events of Sept. 11, 2001 made many citizens see the need for the country to become more self-reliant on its growing energy needs. Even before that tragic day, however, the Bush administration was making a strong push to open up more public land for energy and natural resource development.

The effect of longwall mining on streams and shallow aquifers has been the subject of numerous research studies for more than twenty years. As a result of these studies, it has become common to consider an overburden thickness of 400 feet as the lower limit at which longwall mining methods may be used with little or no effect on hydrologic systems. This paper presents the results of a study documenting the response of a large high order stream to shallow cover undermining by longwall methods in the northern Appalachian coalfield. The field site is located in a narrow stream valley where the overburden, composed primarily of limestone and sandstone units interbedded with shales and siltstones, ranges in thickness from 340 to 285 feet above the main bench of the Pittsburgh coal seam. Streamflow monitoring and monitor well measurements indicate that no significant loss zones or water table lowering resulted from undermining the stream or the adjacent valley bottom area. Additionally, hydrographs for shallow near-stream wells exhibit fluctuations related to natural seasonal variations, which are nearly identical to those observed in a non-undermined control well in the same watershed. Environmental factors affecting streamflow were monitored through the use of a control stream in an adjacent non-undermined watershed to differentiate between natural and mining induced changes in flow.
