Mining companies are increasingly looking to the developing world for the next generation of mining projects, often in countries that have little or no previous history of large-scale mining. One of the major challenges for such projects is hiring?and retaining?personnel that have technical skills and experience in mining-related disciplines. Staffing a mine with an expatriate workforce is neither cost-effective nor sustainable, and many countries now insist that mining companies ?transform? the profile of their workforce to more closely mirror the demographic profile of the host population. The need to nurture mining-related skills in emerging mining nations is not solely limited to the workforce: there are also pressing economic and sustainability imperatives to develop capacity within local service providers such as consultants and contractors, as well as to facilitate informed engagement between mining companies, government and civil society. However, few educational institutions in emerging mining nations currently have the ability to offer practical training in mining-related disciplines. Local employees who are sponsored by companies to develop their skills through international study maybe impeded by language and cultural barriers, and may also be taught using course content that is of limited relevance to the specific challenges of their future working environment. This paper addresses the challenge of skills development and retention in emerging mining nations and uses examples from sub-Saharan Africa and the Asia Pacific region to explore practical means of developing capacity in mining-related disciplines. It examines the need for companies to implement strategies to develop local technical capacity in countries where they envisage a long-term operational future and also highlights the need to foster partnerships between academia, developmental institutions, mining companies, governments and civil society to establish the critical mass of mining-related skills required to nurture the development of a sustainable mining industry.

Diesel fuel fire experiments were conducted in NIOSH’s Pittsburgh Research Laboratory’s (PRL) Safety Research Coal Mine (SRCM) to determine the critical air velocity for preventing smoke rollback. Such information is necessary for the preplanning and implementation of ventilation changes during mine fire fighting and rescue operations. The fire intensity varied from 50 kW to 300 kW depending upon the fuel tray area. Airflow in the 2 m high and 2.9 m wide coal mine entry was regulated during the course of each experiment; measured upwind from the fire as an average over the entry cross-section with an ultrasonic airflow sensor; and recorded dynamically with a mine monitoring system. The extent of smoke reversal was monitored with light obscuration monitors, ionization smoke sensors, and visual observations. Experimental results for the critical air velocity for smoke reversal as a function of fire intensity compared very well with model predictions based upon a computational fluid dynamics (CFD) fire dynamics simulator.

Since 1995, when "freeze lining" refractory systems were introduced to the ferroalloy industry, they have gained in popularity, due to the freeze lining?s reputation for reliability, safety, and the contribution it makes to profitability. As with many popular and effective technologies, however, the freeze lining has spawned low-cost pretenders that claim the "freeze lining" name. On the surface they appear to contain some of the components of the technology, such as thermally conductive materials, but they fail to incorporate all of the principles that define a true Freeze Lining. The term "freeze lining" refers to the refractory system?s ability to maintain a temperature profile that is low enough to freeze a layer of process material on its hot face, which insulates the refractory and prevents direct contact with molten metal and slag. In doing so, the common wear mechanisms found in the submerged arc furnace - chemical attack, erosion, and thermal stress - can be prevented. These wear mechanisms are all related to high temperature; thus, they are prevented by maintaining low temperatures. Certain refractory properties and design concepts are absolutely necessary for the lining system to function as a true Freeze Lining. The paper explains these requirements and why they are important - the Truth of freeze linings - and further explains why systems that ignore one or more of these requirements cannot claim to be freeze linings, thereby exposing the Myths.

Washington?s King County is constructing a new regional wastewater treatment facility, called Brightwater, in response to growth in the greater Seattle region. Planning conducted in the late 1950s identified the need for two regional treatment facilities. Constructed in the 1960s, these plants have served the region well. However, an eventual need for a third facility was also recognized. The Brightwater project implements the final phases of the long-term plan. The project includes a new treatment plant and an extensive conveyance system. When completed in 2010, the Brightwater facilities will treat sanitary sewer flows from growing populations living in northern King County and southern Snohomish County. The new system will fulfill commitments to provide wastewater services to local jurisdictions and sewer service providers in the King County Service Area. It will also provide more flexibility in the operation of the King County regional wastewater system. The Brightwater wastewater treatment plant will provide secondary treatment capacity using membrane bioractor technology in 2010 for 36 million gallons per day (mgd), with anticipated expansion in 2040 to 54 mgd, using membrane bioreactor technology. These capacities are for average wet-weather flows. The plant will also accommodate peak hourly flows of 130 mgd by 2010 and 170 mgd by 2040. United States federal and state regulatory authorities require underground mine operators to adopt adequate measures to minimize material damage to the surface caused by nine subsidence. This paper presents an approach to define and determine the extent of material damage due to subsidence from underground coal mining. The basic steps involved in the development of adequate criteria have been enumerated together with the approaches and methodologies used.

The selected mining method for the Rodeo lower Zone is slot and slash. Initial design indicated that the stope height should be limited to a maximum of 18 m, thus six levels were needed to extract the ore. Higher stope height in the Rodeo Lower Zone means less development thus less capital required to extract the available reserves. It was proposed to eliminate one level by establishing 30 m and 24 m level intervals. To ensure that no stability problems will be encountered by eliminating one level, a Matthew analysis, based on diamond drill core information, was performed for the Lower Rodeo Ore Body. In addition, comparisons between the rock mass quality of Meikle Main Zone below 1825 L and Meikle East Zone between 1600 L and 1750 L with the rock mass quality of the Lower Rodeo were made

The application of underground pre-concentration technology to narrow vein mining has the potential to change the entire economics of bulk mining methods when used in narrow vein situations. The rejection of waste at or near the face means that a higher-grade ore can be sent to surface. The waste rock can be reused directly as backfill. Swelling of the muck through blasting means that only 60 to 65% can be used as fill. Planning and scheduling of the fill usage is key to the success of this method. Through the use of simulation and system analysis, this paper examines the planning and scheduling implications of underground pre-concentration when applied to traditional narrow vein mining methods (cut-and-fill /drift-and-fill, longhole, AVOCA). It considers the logistical factors that represent potential system bottlenecks that are key to understanding the correct implementation and control strategies.

A method of calculating anti-slide pile, sheet pile, underground diaphragm and structure with anchors etc. is proposeed in the paper. The effect of the various layers of soil, anchors and bracings etc. on laterally loaded structures may be considered in the model. In the analysis the structure is divided into a series of elements. The transfer matrices of both deformation and internal force are established for each element. According to continuous condition neighbouring element should be connected. Thus the deformation and internal force of each element can be found out in conbination with boundary conditions. The method has a wider adaptability and it can be applicable to a great variety of the analysis of interaction between various structure and soil. If parameters in model are selected properly, the computed results would be in good agreement with the measured data.

The southwestern United States contain the world's s largest deposits of boron minerals. In general, the mineral is readily available, and mining costs are not excessive. The most important boron mineral of commerce is borax (sodium tetraborate) however, there are large deposits of colemanite (a mineral having the composition represented by 2CaO 3B2O3 5H2O) in Clark County, Nov. This material was worked in times past by converting it to sodium tetraborate. In recent years the deposits have laid idle because of a mire readily available source of borax in the old lake beds of California.]

"The demand for energy has continued to rise worldwide in line with population growth. The majority of South Africa’s electricity is supplied by coal-fired power stations. The amount of fine coal (-2 mm) generated at coal processing plants has increased, due mainly to mechanized mining methods. Fine coal retains more water, which lowers its heating value.Drying the coal is costly and it is difficult to achieve the required moisture content. Consequently, coal fines are often discarded. An estimated 8% of the total energy value of mined coal is lost1.Fluidized bed technology is often used to dry coal thermally, but this method is expensive and has an adverse environmental impact. The objective of this study was to investigate the removal of moisture from fine coal (<2 mm) in a fluidized bed operated with dry fluidizing air at moderate temperatures as the drying agent. The effects of different air temperatures and relative humidity levels were investigated in a controlled environment. The study further investigated the influence of coal particle size on moisture removal.The drying rate was found to increase with increasing temperature. The relative humidity of the drying air had a more pronounced effect on the drying rate, even at temperatures as low as 25°C.. It became more challenging to remove moisture as the particle size decreased. The gain in calorific value was greater than the energy required to dry the coal samples, showing that a fluidized bed using moderately warm dry air is an energy-efficient drying technology. Inter-Mountain Labs, IML, performed a study comparing mining waste rock sample analysis by Net Carbonate Value (NCV) and Modified Sobek acid-base accounting procedures. The study looked at 468 waste rock samples and compared the data for Neutralization Potential (NP), Acid Generation Potential (AGP), Net Neutralization Potential (NNP), and the ratio of NP/AGP. The study found that a majority of the samples were below 50 Tons CaCO3/kTons. This subset of ?low-level? samples was also examined separately for Acid Base Accounting parameters. The analysis compared the NCV procedures to the Modified Sobek procedures and concludes that the NCV procedures are as protective of the environment as Modified Sobek procedures.

Based on the geological-geometric characterization of the basaltic rock at the site of a factory for chemical products situated in the Southern region of Brasil, and on results of a significant number of packer tests, the principal directions of flow were estimated, taking into consideration the intersection and the orientation of the joints and the amount of contaminant flow measured in each interval. The tests were performed using the multi-packer hydraulic multitest probe of IPT (HMTP) instrumented with an electric conductivity meter. A method of analysis for three-dimensional evaluation of the amount of contaminant flow in the area was proposed for future mitigation of the problem. Basé sur une caractérization géologique-géotechnique de la roche basaltique existant sur un site dune fabrique de produits chimiques située au sud du Brésil et sur les resultants dún nombre significantif déssais du type packer, les directions principales d´écoulement ont été estimées en considerant l´intersection et orientation des joints et la quantité de contaminant mesurée sur chaque intervale d´essais. Ceux-ci ont été realizes en utilisant une sonde multipacker developée au IPT – São Paulo (HMTP) instrumentée avec un mesureur de condictivité électrique. Une méthode d´analyse 3-D pour l´évaluation du transport du contaminant sur ce site a été proposée pour une future mitigation du problème. Auf Grund der geologischen Struktur des Basalts auf dem Gelände einer chemischen Fabrik in Südbrasilien und der Ergebnisse einer ansehnlichen Zahl von Pumpversuchen wurden die Hauptfließrichtungen bestimmt unter Berücksichtigung des Kluftgefüges und der in jedem Intervall gemessenen Menge kontaminierten Wassers. Die Versuche erfolgten mit dem im IPT entwickelten Verfahren (HMTP) mit Mehrfachpackern und elektrischen Leitfähigkeitsgebern. Ein analytisches Verfahren zur dreidimensionalen Ermittlung der Mengen kontaminierten Wassers wurde für die künftige Befassung mit dem Problem entwickelt.

In 1997, a group of Canadian mining companies met to review the Mine Environment Neutral Drainage (MEND) program and to consider future activities. They concluded that (1) that Canadian industry and Natural Resources Canada (NRCan) should fund a small secretariat in Ottawa to support technology transfer in Canada and, (2) that it was important for industry to continue the momentum of MEND on an international scale. The need for the International Network for Acid Prevention (INAP) was strongly endorsed by consultants, company, university, and government experts from Australia, Canada, and the United States who convened in Vancouver in February 1998. The initial focus was the development of a solid knowledge base covering the collective experience of INAP?s members to promote the dissemination of successful practices, the identification of knowledge gaps, and the formulation of effective research proposals. The sharing of information on past successes and failures alone was viewed as sufficient justification for the formation of INAP. INAP was officially launched in October 1998, and is now an effective, industry-based initiative to globally coordinate research and development in the management of sulphide mine waste. Significant improvements in the management of sulphidic mine materials through knowledge sharing, research, and development of technology by INAP will reduce liability associated with acid drainage. The main source of Mn in raw materials for SiMn production is Mn-ore and Mn-rich slag from the high carbon FeMn production. The amount of slag per tonne of SiMn metal is mainly determined by the ore/slag ratio. Increasing share of FeMn slag at expense of Mn-ore will lead to larger slag/metal ratio in the SiMn process. High volume of slag leads to an increased consumption of energy and probably to higher losses of metal inclusions in the final slag. Excavation of a SiMn furnace has shown that only modest pre-reduction of Mn-ore with CO gas seems to be obtained. Nearly all reduction of MnO was finished at the top of the cokebed. Dissolution and reduction of quartz obviously takes place in the cokebed zone after the main reduction of manganese oxide is finished. Probably the ?pick up? of Si in the metal is quite fast and takes place as the metal trickles down through the cokebed towards the metal bath. The distribution of Si between SiMn alloys and multicomponent MnO-SiO2-CaO-Al2O3-MgO slags is mainly determined by the process temperature, the silica content of the slag and its R-ratio = (CaO+MgO)/Al2O3. As an example, the equilibrium content of Si in the alloy will increase by about 6 % if the R-ratio is reduced from 2 to 1, provided constant temperature and silica content. The effect of temperature is also considerable. The equilibrium content of silicon will increase by approximately 6 % per 50°C in the temperature range 1550°C to 1700°C. The equilibrium content of MnO in SiMn slags depends first of all on the temperature and secondly on the silica content of the slag. At 1600°C the MnO content decreases from about 9 % at silica saturation to a minimum of about 3-4% when the silica content is reduced to about 40-45%.

Jet-grouting method is a useful technique to reinforce foundations on relatively soft or vulnerable soil layers such as fractured zone and stratum with cavities. Although jet-grouting has been widely applied to various field works, a reliable design standard has not been established yet. A number of model tests were performed to investigate end bearing behaviors of piles reinforced by jet-grouting. It was concluded that end bearing capacity was increased in proportion to uniaxial compressive strength of grout column. Based on the test results, the design criteria for the end bearing capacity were suggested.

This report summarizes the work performed under USBM Contract No. H0155155. The purpose of this work was to obtain operational data on retrofit noise control treatments suitable for use in coal preparation plants. This data was obtained by evaluating the performance of four categories of noise control treatments which were installed in a commercial coal preparation plant. The four categories of treatments were resilient screen decks, resilient impact pads, chute liners, and curtains. The selection, installation and initial evaluation of the treatments was documented in the Volume I report issued in 1977. This Volume II report summarizes the results of the long-term evaluation of the original treatments, as well as some additional tests which were conducted on elastomer-clad (resilient) screen decks. This project demonstrated the feasibility of a number of retrofit noise control treatments, some of which also proved to be quite durable over the long term.

Total milling cost is composed of energy, liner and grinding media costs. In primary high ball load milling, the grinding media play the biggest role in total milling cost. This cost can be drastically reduced by improving the impact condition inside the mill. The impact condition inside the mill is influenced by shell liner design (as well as feed end and discharge design) and the type of discharge. The improvement of the impact condition will result in a significant decrease in grinding media consumption. The softened impact condition allows for better alloy optimization, resulting in a further reduction in grinding media consumption. Optimized liner design can also improve energy consumption as less energy is wasted in the projection of the grinding media. Magotteaux utilizes tools to simulate and show the grinding media trajectories for shell and end liners. This paper will present some practical examples where the media and energy consumption can be or has been reduced by optimizing liner design.
