"SynopsisCost estimation for surface coal mines is a critical practice that affects both profitability and competitiveness. New mines require these costs to be estimated using available information before a project begins. The competitive advantage of a new mine depends on it being both efficient and cost-effective. Low-cost producing mines have a higher chance of survival in a low-price environment than do high-cost producers. The competitiveness and profitability of a coal mine is based on the costs of production and the supply position on the cost curve. There is no single method of cost estimation, and the available methods consider only one or a few variables, leaving out multiple variables that could significantly affect the estimation of mine costs. Mining companies are thus searching extensively for a method that will increase accuracy in the estimation and evaluation of mining projectsThis paper highlights the shortcomings of the available approaches and proposes a data envelopment analysis method to develop a frontier for effective surface coal mines, and the use of a parametric method for modelling the costs and productivity of new mines to ensure effective competitiveness. The models will extend the capability of estimation and the accuracy of estimates using the efficient decision-making units, by considering the optimal mine-specific and external variables affecting costs.IntroductionCoal contributes 25% of the world’s primary energy needs, after fuel oil, which contributes 35%. The world energy demand, estimated over the period 1990 to 2030, is expanding at a cumulative annual growth rate (CAGR) of 1.7% (Schernikau, 2010, p. 14). This emphasizes the need for enhancing the production of existing mines, as well as opening new mines in order to increase the supply of coal."

The U.S. Bureau of Mines (USBM) is using laboratory and computer-based techniques to investigate the post- failure behavior of yielding pillars and pillar reinforcement techniques to control entry deformation. Poorly dimensioned yield pillars, can cause adverse ground conditions. Laboratory studies to evaluate various reinforcement techniques for controlling yield pillar deformation were conducted. A cracking and crushing model is used to evaluate potential tensile and compressive failure planes within pillars of various widths to assess the degree of yielding and stress redistribution. The use of an elasto-plastic model to evaluate the effect of various reinforcement on yield pillars is also discussed. These procedures effectively account for the residual pillar strength, important in yield pillar design.

The Umiray Angat 13,2 km long tunnel in Philippines have been bored through extremely variable and difficult ground conditions including a number of special events. In particular the following adverse conditions were found: faults in decomposed ground, high temperature rocks, extremely rapid and important convergence phenomena, water inflows up to 800 litres per second. The special El Nino climatic conditions caused a long dry season and lower the level of the lake that was granting the access by barge to the site under the minimum navigable level. Many equipment have had therefore to be transported to site by a 10 ton capacity helicopter, after having been partially dismounted. For the same reason most of the tunnel drive have been bored servicing the site by 1 ton capacity helicopters to transport materials, spares and personnel. In order to overcome the above geological and logistic problems several innovation were introduced and tested in this project. Despite all that difficulties the 13,2 km of tunnel were bored in about 24 months, with a global average of 500 m/month.

The design-build delivery system is being used to erect the landmark Christopher Bond Bridge as part of the kcICON project. The cable-stayed bridge is currently under construction and will span the Missouri River on I-29/35 in Kansas City, Missouri. The design-build process for the foundation work on this project has been successfully implemented as a result of cooperative efforts between the foundation designers and the constructors to develop a constructible design.

The East Bay Municipal Utility District is undertaking seismic upgrades of the Claremont Tunnel in the San Francisco Bay area. The tunnel carries treated water across the active Hayward Fault to supply a major metropolitan area. Studies indicate the tunnel could be severed by fault offset during a major seismic event. A design approach to achieve limited operation of the tunnel following fault displacement has been established and design details are currently being evaluated. This paper describes the project, the design approach, and summarizes significant construction constraints.

The experimental points which describe capillary pressure curves are determined at apparent equilibria which are observed after bydrodynamic flow has ceased. For most systems, the time required to obtain equalization of pressure throughout the discontinuous part of a phase is prohibitive. To permit experimental points to be described as equilibria, a model of capillary behavior is proposed where mass transfer is restricted to bulk fluid flow. Model capillary pressure curves follow if the path described by such points is independent of the rate at which the saturation was changed to attain a capillary pressure point. Aemodified suction potential technique is used to study cyclic relationships between capillary pressure and moisture content for a porous mass. The time taken to complete an experiment was greatly reduced by using small samples. INTRODUCTION Capillary retention of liquid by porous materials has been investigated in the fields of hydrology,l soil science,2 oil reservoir engineering,3 chemical engineering," soil mechanics,5 textiles: paper making: and building materials In studies of the immiscible displacement of one fluid by another within a porous bed, drainage columnsl and suction potential techniques2 have been used to obtain relationships between pressure deficiency and saturation (Fig. 1). Except where there is no hysteresis of contact angle and the solid is of simple geometry, such as a tube of uniform cross section, there is hysteresis in the relationship between capillary pressure and saturation.2 The relationship which has received most attention is displacement of fluid from an initially saturated bed (Fig. 1, Curve R2), the final condition being an irreducible minimum fluid saturation Swr. Imbibition (Fig. 1, Curve A), further desaturation (Fig. 1, Curve R), and intermediate scanning curves have been studied to a lesser but increasing extent.2 ,3,9-12 This paper first considers the nature of the experimental points tracing the capillary pressure curves with respect to the modes and rates of mass transfer which are operative during the course of measurement. There are clear indications that the experimental points which describe these curves are obtained at apparent equilibria which are observed when viscous fluid flow has ceased; and any further changes in the fluid distribution are the result of much slower mass transfer processes, such as diffusion. The increasing need for alternative energy sources as well as the less clearly perceived but equally increasing demand for non-fuel minerals has resulted in extensive exploitation of near surface deposits. Many such deposits have depleted reserves and mining corporations are increasingly turning their attention to deposits, with thicker overburden, less competent materials, steeper dips and more complex structure. These deposits pose mine layout, geotechnical and equipment problems as well as the need for large outputs to achieve economies of scale. The paper describes the major problems and operational solutions for such deposits using continuous excavation and transport equipment.

The only economically significant mineral exploited in Banglades - during 1981 was natural gas. Nitrogenous fertilizer production was important to the agricultural sector and was totally dependent on the natural gas for fuel and raw material. Domestic cement plants were also fu pled by natural gas. The flat river-delta terrain for most of Bangladesh makes the potential for discovering major mineral deposits poor. No large deposits of metal ores have been found and only in the small hilly southeastern section of the country is there even much chance of finding any. Heavy mineral sand deposits may eventually be exploited along the Chittagong coastline. There is a good potential for crude oil discoveries. The Bangladesh economy has been heavi¬ly subsidized by billions of dollars of foreign aid since the country's inception. A World Bank report recommended total aid needs of over $2.6 billion in fiscal year (FY) 1980-81. It received commitments for barely over one-half that amount.

Bulk materials handling systems are extensively used in the mining and minerals industry, where a fairly high incidence of structural failure is experienced, notwithstanding design compliance with appropriate standards. A number of case studies are explored to demonstrate how insufficient controls or protection systems have contributed to structural failures on mobile bulk handling equipment. The importance of design integration across engineering disciplines is highlighted. The revision of ISO 5049-1 (1994) is proposed to provide specific rules and guidelines pertaining to machine protection systems. It is further recommended that the structural design engineer of the original equipment manufacturer(OEM) fulfils a more prominent role during the final acceptance and handover of mobile bulk handling equipment, with specific reference to protection systems.

Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.

A study of subsurface waste disposal in the United States shows that in eight States a wide variety of industrial wastes are being injected into formations ranging in age from Precambrian to Recent. More than 30 wells ranging in depth from 300 to 12,000 feet are used for waste disposal into subsurface formations which include unconsolidated sand, sandstone, vugular limestone, and fractured gneiss.

A new heuristic sublevel mining stope optimizer is presented. The optimizer seeks the best locations and lengths of a series of vertical raises that, together with the blocks linked to each raise, define a mining stope. Five design constraints ? the footwall angle, the hangingwall angle, the number of raises, the maximum distance of a block from a raise, and the minimum width required to move the farthest block towards the raise ? allow the shape of the sub-stopes associated with each raise to be controlled. The optimization is done on the locations and lengths of raises using a genetic algorithm to efficiently sample the parameters? space. For each raise, a local network is defined in cylindrical coordinates around the raise such as to impose the design constraints. A maxflow algorithm on the local network is used to determine the optimal sub-stope for each raise. All substopes are combined to define the global stope for the entire deposit. The best global stope is obtained using a genetic algorithm to find the raise parameters providing the best profit over the entire deposit. Two synthetic cases and one real deposit are used to evaluate the new algorithm and compare the results with the single-raise optimizer. The multiple raises approach leads to significantly improved economics compared with the single-raise stope optimizer, and the dilution is also substantially reduced compared to the single-raise case.

Experiments were conducted al temperatures of 480° to 800° C. and hydrogen pressure of 6,000 p.s.i.g. to determine the effect of coal residence time on the conversion of a high-volatile bituminous C coal to liquid and gaseous products when using a semicontinuous apparatus designed fur rapid heating and cooling of reactants. The objective of the studies at high temperatures was to determine if appreciable quantities of coal could be converted to gaseous hydrocarbons and low-boiling liquid hydrocarbons. Experiments at lower temperatures were designed to indicate shifts in product distribution with respect to temperature and to learn more about the general mechanism of the reaction when using close control of coal residence time. One percent molybdenum, based on m.a.f. (moisture-and ash-free) coal, was used throughout this investigation. At 800° C., 6,000 p.s.i.g., and "zero" residence time) the yield of gaseous hydrocarbons was about 38 percent and the yield of oil about 4.5 percent, based on m.a.f. coal. With IS minutes residence time, under the same conditions, the yield of gaseous hydrocarbons was approximately 80 percent with no increase in yield of oil. Apparently at 800° C., and hydrogen pressure of 6,000 p.s.i.g. coal was rapidly carbonized to char with expulsion of volatiles. Char was then slowly hydrogenated to gaseous hydrocarbons without production of oil.

La extracción del mineral es el método más habitual para la explotación minera y se realiza a través de rampas, galerías, y túneles que permitan el acceso hasta la zona de minado. Sin embargo, cuando se da una excesiva profundizaciión del terreno, se emplea el método de pique vertical ya que logra el acceso de los operarios a las zonas más profundas de un modo más rentable y rápido a través de la extracción del mineral por izado de vagones o skip hasta el de nivel de superficie o intermedio. Por ello, es común que las minas replanteen la sustitución de su sistema de extracción habitual por el de izado por piques. En este sentido, el presente trabajo desarrolla la aplicación de los piques verticales en los sondeos de exploracion de la mina Hullera Vasco Leonesa. La primera parte del proyecto describe la ejecución de dos piques verticales (Aurelio y Emilio del Valle), y la segunda, en la ejecución de más de 17.000 m de galerías y obras de infraestructura de diversa índole.

160 numbers of double bulb underreamed piles were constructed based on the safe loads specified in IS code at Tripura. The pile load tests yielded a much lower capacity. A detailed investigation work was carried out to find out the reasons for anomaly. The work included soil exploration followed by extraction of two piles bearing numbers 72 and 151. It was seen that the bulbs were not formed as per specification. Some comments on IS Code have been made at the end.

AngloGold Ashanti Metallurgy has recently been involved in the successful installation of intelligent, expert control systems on the milling circuits. The benefits of expert systems in these highly interactive circuits are obvious. Existing comminution tools, which have been developed and can now be incorporated into online control, include improved modelling techniques and understanding, robust and competent simulation methods, sampling techniques, and optimization methods. The minerals processing industry has seen the benefits of predominantly research-based centres turning their focus to commercial applications of comminution circuit modelling packages, which in turn can be utilized within expert control systems. Expert mill control has been successfully installed at AngloGold Ashanti South Africa?s Mponeng and Kopanang Gold Plants. Expert control has also been installed at AngloGold Ashanti?s West African Sadiola Mine operation. The implementation of the systems has produced a number of positive outcomes. Plant surveys usually result in the identification of sub-optimal areas, and the control philosophy is then configured to ensure that these areas (along with the entire circuit) are optimized and maintained. Outdated PID loops have generally resulted in oscillatory control with large amplitude deviations from set-point. Significant improvements in SAR Metallurgy operations have been realized, firstly through achieving stability in the load and cyclone control, and secondly through online identification and implementation of optimized set-point conditions for mill mass, discharge density, etc. Soft sensors are configured to accurately estimate parameters that were historically not measurable, viz. breakage rate, mill load condition, onlinekWh/t-75 microns, mill discharge density and cyclone overflow grading. The Mponeng Plant system achieved circuit stability and improved overall grind. The Plant was able to pay back the control installation after 3 months, based on the additional recovery obtained from the finer grind. The system at Kopanang Plant has also resulted in enhanced plant recovery as a result of a finer grind and a lower residue gold content. The payback for this system was calculated at approximately 6 months. AngloGold Ashanti Metallurgy is currently expanding the installation of expert control to its other operations. It is also evaluating the performance of various suppliers of advanced control systems.

Yallourn brown coal and its characteristics have been the subject of innumerable papers and discussions. The Lurgi process adopted for the production of Towns gas by the gasification of brown coal has been described frequently in literature.The application of the Lurgi process for the gasification of Yallourn briquettes has naturally lead to some unexpected problems. Rather than attempt to review the whole field of experience gained in the first two years of operation of the gasification plant at Morwell, this paper attempts to describe two problems encountered, peculiar to the fuel used, and the steps taken in overcoming them.THE PROCESS AND PLANTTo clarify the conditions surrounding the problems, it is necessary to briefly describe the gasification and cooling processes and plant.Brown coal briquettes are gasified in a pressure generator, using a mixture of steam and oxygen as a gasifying medium. Crude gas produced in the generator is washed and cooled in the waste heat boiler and coolers. Figure 1 shows an arrangement of the generator and coolers. The gasifying medium enters the generator through a hollow shaft in the base. This paper forms the second of a series, in which it is proposed to communicate the results of an extensive research into the influence of alloying elements on the physical properties of lead, now being carried out in the Metallurgy School of the University of Melbourne.Some general comments on this research were made by the present writer as an introduction to the first contribution by R. S. Russell*: It was there pointed out that it was the intention to prepare lead as pure as possible, to determine its properties and then to make alloys with the various elements added singly, and in various combinations, in order to determine the effect of each. This line of action is still being pursued.It occurred to the writer, however, that this fundamental attack might, with advantage, be accompanied by a parallel investigation in which lead of commercial purity would form the basis material.
