Drilling and blasting near residential or business inhabited areas may expose people to blast induced vibration. Many of these people have never been exposed to blast vibration and airblast which can cause a variety of reactions ranging from indifference to anger. Blasting contractors seeking to minimize the impact of blasting to neighbors of the project will plan for a public relation plan which begins at bid time. The public relations plan cost will be included in their proposal and a variety of methods may be included including, door to door contact, letters, pamphlets, telephone calls, and the use of an independent consultant to conduct a pre-blast survey. By raising the awareness of neighbors to a blasting project the blasting contractor may reduce the anxiety and stress of unannounced blasting vibration and airblast. This helps everyone associated with the project from the project owner(s) to the blasting contractor.

ABOUT one hundred were in attendance when Donald M. Liddell opened the session* on non-ferrous metallurgy at 2 p. m. on Tuesday. F. F. Col- cord was vice-chairman. For the first part of the session the chair was turned over to Frank G. Breyer, who introduced G. L. Spencer, Jr., to read his contribution (T.P. 378), "High Silica Retorts at the Rose Lake Smelter," which was an account of the method of manufacture of high-silica zinc retorts at the Rose Lake smelter, and of the service given by these retorts. The materials used are, by volume, 50 per cent clay, 25 per cent silica flour and 25 per cent grog. Written discussion of the paper by E. M. Johnson, W. R. In- galls and M. M. Neale was read by Mr. Breyer. Mr. Johnson explained that their practice in manufacture differed very little from Rose Lake practice, but that their retorts did not last as long, possibly because Eagle-Picher does not use a hydraulic retort press or sintered ore. He ascribes the longer life of silica re- torts to the fact that they do not bend under heat. Mr. Ingalls pointed out that silica retorts are no better as heat conductors than clay retorts, but that they do have a superior rigidity in the furnace. THIS PAPER has resulted from a preliminary draft of a background paper prepared anonymously for the Science Council's Special Study of the Solid-Earth Sciences in Canada. The draft was circulated to eighty-four Canadian geologists; forty-eight of these responded with criticisms of the draft. All critical re-marks were considered carefully and most have been incorporated in the final paper in an attempt to balance the author's bias, although this bias undoubtedly still appears. Indications of support for a particular statement or section were also helpful, because many of these contradicted criticisms and enabled the author to judge the consensus. Thus, all criticism could not be incorporated because the referees did not agree. It is interesting that some remarks were con-sidered overstatements by some and too bland by others. The most perplexing critical comment was one which suggested a new author was needed, and went on to name the existing author as the most likely candidate.

Domestic nickel resources are costed to develop a contingency supply curve of U.S. nickel availability at various costs. It is estimated that 4.3 billion pounds of nickel is potentially recoverable from 698 million tons of ore at prices ranging up to $6.36 per pound of nickel. Over 95 percent of the total is estimated to be available at a price of less than $4.00 per pound.

Sodium carbonate, Na2CO3, more commonly known as soda ash, is the most important of the alkalies. Sulfuric acid is the only heavy chemical, Soda ash enters the market either as the natural product or as a manufactured derivative of common salt. Notwithstanding their common occurrence in closed basins of the Western States, natural sodas are produced at present by only four firms, all in the same California area, and satisfy only 4 percent of domestic demand for soda ash; soda ash made from salt supplies 96 percent of the requirements. The impossibility in wartime of routing all westbound American shipping through the Panama Cami.l has curtailed Pacific Coast receipts of soda ash and-increased the importance of local resources of natural carbonates. One of the most promising of ·these is the recently discovered trona (sodium sesquicarbonate)· deposit 2o·mnes· west of Green River, Wyo. "Quartz is the second most abundant mineral in the earth’s crust. Not only does quartz have many valuable industrial applications, it is also one of the most concentrated gangue minerals encountered in the processing of other minerals. Minerals such as hematite, apatite, calcite, feldspar, barite, and many more. Numerous applications of industrial minerals are sensitive to the hardness and abrasiveness encountered with quartz minerals, while other applications may lead to processing challenges for the end user. Therefore, process and chemistry optimization must be applied to ensure optimal grade is obtained for these valued industrial minerals. Extensive studies have been conducted in processing various industrial minerals, thus achieving a range of quality specifications, which entailed the application of ArrMaz’s CustoFloat and CustAmine collectors towards the separation of quartz from other minerals. INTRODUCTION Industrial minerals often have the misfortune of the gangue mineral being very similar in surface charge, and coordination properties, to that of the mineral of interest. An example is seen in phosphate beneficiation, when dolomite can be a gangue minerals (Table 1). Therefore, the development of processing reagents are quite complicated. Some minerals, like clays, may be washed away. However, most require the manipulation of the pH, in efforts to fine tune the system to the narrow difference in isoelectric points of the different minerals, as well as the knowledge, and resources that are necessary to exploit the differences to yield and an optimal grade/recovery. In some cases, the application of a depressant may be required, such as the phosphoric acid commonly applied to achieve the optimal balance of grade/recovery for phosphate from a mineral with elevated concentrations of dolomite (Wang, 2016), or the application of hydrofluoric acid to assist in producing feldspar product from a mineral rich in quartz (Heyes, 2012).ArrMaz's CustoFloat and CustAmine product lines have successfully been applied to the processing of industrial minerals for more than 50 years. Applications include, but not limited to phosphate, sand (glass, foundry & high purity quartz), clays (feldspar, kaolin, etc.), and many carbonaceous and sulfate minerals. The successes of these 50 years are largely due to ArrMaz's ability to tailor make the processing chemistries to fit the ever changing and declining mineral feed grade and variations in water quality (Moore, 2015; Moore, 2016). This technical knowledge of mineral processing is strongly complimented by the intimate service programs in place at many of the beneficiation plants."

This study outlines implemented tactics and results for community empowerment through participation in questionnaire surveys, educational programs, and discussion on sustainable sourcing from new critical raw materials (CRMs) projects. Utilising questionnaire surveys, including the Public Participation Geographic Information System (PPGIS), the research gathered public opinions from Estonia, Germany, Poland, and Zambia, receiving 1,068 responses. These responses addressed various social, economic, and environmental issues related to CRM projects. Feedback from educational courses with participants from over 25 nations and public events provided additional insights. The collected data and feedback offer crucial input for advancing sustainable and responsible CRM sourcing strategies in these regions.

Introduction. THE New London copper mine, about 81, miles east of Frederick, Md., was visited by the Writers for a few hours in the spring of 1909 and the following brief notes on ore specimens collected are presented as a contribution to studies in chalcocite ores. For certain data on the structural and areal geology of this portion of Maryland the writers are under obligation to the unpublished notes and maps of Arthur Keith. The detailed study of the ores is the work of B. S. Butler. The deposit here discussed has many similarities to those of the Virginia district of Virginia and North Carolina, which have been described y Graton1 and Laney2, except that in the deposits of the New London mine chalcocite is by far the most important ore mineral, while in the Virginia deposits bornite is commonly-the most important sulphide. In the New London occurrence calcite is the most important gangue mineral.

Blasting represents the highest risk of any surface coal mining activity that could result in injury and/or property damage off the permit area. In addition, blasting related issues e.g. flyrock, vibrations, air blast, etc., are responsible for a large percentage of citizen complaints. Thorough and consistent regulation of individuals certified to conduct blasting by the Office of Surface Mining Reclamation and Enforcement in Federal Program states and on Indian Lands under Federal jurisdiction is vital, as it serves to: facilitate coal production to meet the nation’s energy needs; protect people and property on and adjacent to Federal mining permits; form a basis for states to grant reciprocity certificates to Federal blasters; and be a positive example to primacy states. OSM issues Federal blaster certificates for blasting on Federal surface coal mine permits. The certification program includes experience, training and testing components similar to many of the states. But where a state program may focus on the specific blasting applications within its boundary, the OSM certificate requires a very diverse test to cover all potential blasting applications and products across the nation. Therefore, the Federal certificate is a good surface mining credential for blasters anywhere in the United States.

Dutch State Mines [D.S.M] introduced the Heavy Medium Cyclone into the United States for cleaning fine coal about three decades ago. Since that time the general industry practice has been to deslime the raw coal at 28 Mesh (0. 59mm) size. The plus 28M material is fed to the Heavy Medium Cyclone for cleaning, and the 28M x 0 fraction is processed by other means (e. g. flotation or hydrocyclones). This approach recognized that 28M was the smallest size particle that could be easily rinsed on vibratory screens without excessive loss of magnetite, and without blinding of sieve bend and vibratory screen decks. Another reason for the 28M de-sliming was to avoid excessive contamination of the media with non-magnetic coal, shale, or clay fines. The most undesirable of these contaminants is the sub-micron size clay particles (2) that greatly increase the viscosity of the media and reduce the numerical maximum level that the media specific gravity can obtain due to the lower specific gravity of clay with respect to magnetite. The higher the fugitive clay content, the more severe the preceding problems become. During the last 30 years, many conventional Heavy Medium Cyclone Plants have been built throughout the world. In the United States, the initial cyclone plants were confined to the production of high quality metallurgical coal where lower gravities of separation were required than could be obtained from the conventional hydraulic or air separation processes. In recent years a large and ever-increasing number of preparation plants producing steam coal have started utilizing Heavy Medium Cyclone technology due to the environmental pressures being encountered to produce low sulphur coal. Due to the inherent characteristic of many coals of having a lower pyritic sulphur content at lower specific gravity fractions, many applications and markets are appearing for separating steam coals at much lower specific gravities than have been historically normal in the United States. Therefore. Heavy Medium Cyclones are being utilized to a much greater degree in this field, due to the flexibility of low separating gravity ability coupled with high efficiency when high percentage of near gravity material is present.

GENERAL. THE Tooele plant of the International Smelting & Refining Co. is situated at the mouth of Pine canyon, Tooele county, Utah. It is connected with the main line of the San Pedro, Los Angeles & Salt Lake railroad by the Tooele Valley railway, and is about 7 miles from Tooele Junction. Fig. 1 is a general view of the plant. The location of the plant was selected on sloping ground with the idea of using gravity to the fullest extent and thus keeping labor at a minimum. In 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 15,174-acre Sleeping Giant study area, including the 6,112-acre Wilderness Study Area (MT-075-111), in order to evaluate its identified mineral resources. The study area is located in Lewis and Clark County, MT, about 30 miles north of Helena. Sleeping Giant Mountain trends west-northwest from the Missouri to the eastern crest of Little Prickly Pear Canyon (the route of Interstate 15), and has several summits over 6,000 ft. Geologically, the area is in the Disturbed Belt, and a large block of Middle Precambrian metasedimentary siltstone and underlying shale has been thrust northeast over younger, sedimentdry volcanic and intrusive rocks.

Field tests were made on the rate of corrosion of 30 materials used in air preheaters under regular operating conditions, and the buildup of deposits was observed. Twenty-three materials were tested with coal as the fuel on an underfeed stoker and seven with oil, including a short period with pulverized coal as fuel, The plant equipment is described, and pertinent plant operating data are tabulated. Figures 17 and 19 (pp. 24 and 27) give the results of corrosion tests on the uncoated metal test specimens. The information obtained from these tests follows the general pattern described in Bureau of Mines Report of Investigations 4996, Corrosion and Deposits in Regenerative Air Preheaters. The deposits were similar, and the corrosion rates of Cor-Ten and Mayari-R steel (previously found to be essentially the same at the Harding Street Station using coal) continued to show little difference at the Marion Generating Station using principally oil. The one high-alloy steel tested, type 321, showed a much higher corrosion rate than the low-alloy steel, Cor-Ten.

A detailed kinetic study of the flotation installation at the Metcalf Concentrator revealed a rougher flotation circuit operating under less than optimal conditions. Based on these results, a project was initiated to approximately double the rougher flotation capacity by increasing the installed volume from 780 cubic meters to 1,560 cubic meters. This project, which was completed in early 1991, replaced the existing cells with larger capacity cells. A comprehensive analysis of results demonstrates significant metallurgical benefits. INTRODUCTION/BACKGROUND The Metcalf Concentrator is located in Morenci, Arizona and is part of Phelps Dodge Morenci, Incorporated. Sumitomo Metal Mining of Arizona is a minority partner in the operation with 15% interest. The Metcalf Concentrator is the newer and smaller concentrator and operates in conjunction with the Morenci Concentrator. Operating capacity at Metcalf is currently 48,000 TPD of ore on a 365 days per year basis. The Metcalf Concentrator was commissioned in 1974 at a 30,000 TPD operating rate for the purpose of treating ores originating in the Metcalf Mine. The mine takes its name from the former town of Metcalf which was named for Robert Metcalf who was credited with discovery of the mineral district. The predominant ore mineral is chalcocite which occurs as a secondary enrichment closely associated with iron pyrite. The host rock is largely granodiorite and quartz monzonite. The original rougher flotation circuit consisted of a total of six rows of Wemco 8.5 cu. meter (300 cu.ft.) flotation machines treating pulp from the two grinding sections (Sections A and B). Each row was configured in a 4-4-4 arrangement. Shortly after startup the throughput rate was increased significantly without sustaining a recovery loss. This increase was achieved by raising the target value for the particle size of the cyclone overflow which is the rougher flotation feed. Shortly thereafter, the capacity of the pump and cyclone began to restrict further increases in throughput. After testing, two 66 cm. (26-in.) cyclones and a 12-in. X 12-in. centrifugal pump replaced the original classification equipment. As a result of these modifications, the grinding section could routinely process in excess of 42,000 TPD. Due to the increased tonnage rates, limitations in the rougher flotation circuit performance were observed. In an effort to improve the performance of rougher flotation with this higher throughput, the speed of the flotation mechanisms was increased from 230 RPM to 250 RPM. This change improved the suspension of the coarser feed and induced additional air into the pulp. It did, however, apply additional strain to the motors, shortening their life. At these elevated processing rates, it was found that the dart valves operated almost entirely at the top end of the control range and could not efficiently handle upsets from the grinding section. This was remedied by lowering the end overflow weir and allowing some of the tailings to overflow the end weir. However, in order to obtain acceptable recovery levels, the flotation pulp was maintained at a high level, adversely influencing the rougher concentrate grade.

"The San Juan Basin, New Mexico contains many heavy mineral beach-placer sandstone deposits of Cretaceous age. Beach-placer sandstone deposits are concentrations of heavy minerals that formed by mechanical concentrations (i.e. settling) of heavy minerals on beaches or in longshore bars in a marginal-marine environment. They have high concentrations of several elements, such as Ti, Zr, rare earth elements (REE), Sc, Y, U, Th, Nb, Ta and Fe. These elements are becoming increasingly more important to industry, because they are used in the manufacture of devices our society uses every day, i.e. cell phones, computers, and alternative energy devices, like solar panels. It is unlikely that any of the beach-placer sandstone deposits in the San Juan Basin will be mined in the near future because of small tonnage, low grades, high iron content, and distance to processing plants and markets. However, as the demand for some of these elements increases because of increased demand and short supplies, the dollar value per ton of ore rises, enhancing deposit economics. Current studies at the New Mexico Bureau of Geology and Mineral Resources are focused on the Apache Mesa (formerly Stinking Lake) deposit near Dulce, New Mexico. INTRODUCTION Beach-placer sandstone deposits are accumulations of heavy, resistant minerals (i.e. high specific gravity) that form on upper regions of beaches or in long-shore bars in a marginal-marine environment. They form by mechanical concentration (i.e. settling) of heavy minerals by the action of waves, currents, and winds (Fig. 1; Bryan et al., 2007). Modern examples are found along the Atlantic Coast, USA (Koch, 1986; Carpenter and Carpenter, 1991), southeastern Australia (Roy, 1999), and Andhra Pradesh, India (Rao et al., 2008), where they are mined for titanium, zircon, and monazite (a Ce-bearing rare earth, REE, mineral). Detrital heavy minerals comprise approximately 50-60% of these sandstones and typically consist of titanite, zircon, magnetite, ilmenite, monazite, apatite, rutile, xenotime, garnet, and allanite, among other minerals. Most of these minerals have a high specific gravity exceeding 4 and are dark colored, giving the sandstones a dark color, resulting in them being called black sandstones. Although beach-placer sandstone deposits are found in strata of all ages; the deposits in the San Juan Basin in New Mexico are restricted to Late Cretaceous rocks belonging to the Gallup, Dalton, Point Lookout, and Pictured Cliffs Sandstones (Fig. 2; Table 1; Chenoweth, 1957; Houston and Murphy, 1970, 1977). The beach-placer sandstones are black, dark gray, to olive-brown, resistant to erosion, and radioactive due to radioactive zircon, monazite, apatite, and thorium minerals. Anomalously high concentrations of Ti, Fe, Nb, Th, U, Zr, Sc, Y, and REE are characteristic of these deposits. Similar Upper Cretaceous heavy mineral, beach-placer sandstone deposits are found throughout Montana, Wyoming, Utah, Arizona, and Colorado (Dow and Batty, 1961; Houston and Murphy, 1970, 1977; Zech et al., 1994)."

The mine development decision is made on completion of exploration to determine whether or not a mineral deposit should be developed to production and, if so, how. This involves the selection of an optimum mine development alternative from a number of technically feasible alternatives and the comparison of this optimum with those of other available investment opportunities. If the optimum is sufficiently attractive, the deposit is developed to production. The selection process is carried out within a framework of corporate objectives and resources. The mine development decision is based on the balancing of two parameters - - rate of production as reflected in plant capacity and cut-off grade. On the basis of available information and experience, detailed revenue and cost 'estimates are made for each feasible combination of plant capacity and cut-off grade. What economic evaluation techniques should be applied to these estimates to reduce each alternative to economic indicators that will enable meaningful comparisons and an informed investment decision? This is the essence of the paper. The determination of optimum plant capacity and cut-off grade has been the subject of intensive research efforts by economists and mining engineers (1-7). Their studies are based on marginal analysis and assume that, at the time of decision, certainty conditions prevail with respect to ore reserves, mining costs and mineral markets. The optimum mine development alternative is defined as that which maximizes profitability.
