This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. Microstructure and precipitates in hot rolled low carbon steel sheet by CSP were investigated in this paper. It is pointed out the precipitates in low carbon steel sheet by CSP are different with that by traditional hot rolling. The bainites were found in CSP hot rolled steel sheet by TEM testing and these bainites could maintain in the sheets even after batch annealing. The selected area electron diffraction analyzing indicated that there were many CrB2BN and FeB4BN phases precipitated in hot rolled steel sheet and no AlN grains precipitated. The nitrides forming can limit AlN grains precipitating during the batch annealing processing, and this could do harm to the texture pipeline along orientation line forming with formed properties.

"The Craigmont copper-iron skarn deposit is adjacent to the southern margin of the late Triassic Guichon Creek batholith in south-central British Columbia. Host to the ore are sedimentary and volcanic rocks of the western calc-alkaline belt of the Upper TriassicNicola Group. In the mine area, the Nicola Group rocks are a stratigraphically complex sequence, at least 1800 feet thick, which have been subdivided into Basalt, Rhyolite, Carbonate and Clastic Sediment units. All the units strike and dip parallel to the margin of the Guichon Creek batholith and are within the batholith contact aureole. However, only the Clastic Sediment unit is in contact with the batholith.Most of the skarn and ore is within the Carbonate unit and more specifically within an Interbedded facies that consists of lime sandstone, lime siltstone, quartzo-feldspathic siltstone and argillite. The Interbedded facies and the adjacent barren Massive Limestonefacies are interpreted aspart ofa carbonate reef complex. The distribution of skarn and ore within the Interbedded facies suggests that the facies boundary was a physical and chemical barrier that resulted in concentration of metals adjacent to the Massive Limestone facies.Two stages of skarn formation have been recognized at Craigmont. In Stage I, ore-bearing magnetite-rich and actinolite-epidote-magnetite skarns developed both in basaltic rocks and in Fe-bearing siltstone and argillite of the Interbedded facies, while barren grossular garnet-epidote-calcite-pyrite skarns developed in Fe-poor rhyolitic bands within the Interbedded and Massive Limestone facies . In Stage ll, massive, barren grandite garnet skarn replaced mineralized Stage I skarns in the vicinity of diorite plugs. and specularite ore formed in brecciated Stage I skarn and clastic rocks away from the plugs. Theformation of Stage I skarns required no addition of material, only redistribution and concentration of elements already present within the Interbedded facies. However, the concentration of Cu in Stage lore requires a mechanism for more efficient leaching of Cu from the host rocks, an anomalous concentration of Cu at the site of the Stage I orebody or an additional input of Cu from an external source. The formation of Stage II skarn and ore requires only remobilization and recrystallization of Stage I skarn and ore.Copper and iron are the only elements in economic concentrations in the ore and chalcopyrite is the only significant copper-bearing mineral. Chalcopyrite is disseminated and interstitial to magnetite in Stage I mineralized skarns and is interstitial to specularite in the matrix of Stage II breccia ores. Chalcopyrite also occurs with pyrite as stringer ore in bleached • sediments and rhyolite tuffs in the stratigraphic footwall of the main orebodies.The Craigmont deposit has more features in common with Cu-Fe deposits hosted in metavolcanic and metasedimentary rocks than it has with typical skarn deposits associated with porphyry copper deposits. The orebody is more likely a product of concentration of metal contained within the Nicola Group rocks than of the mineralizing event that produced the . Highland Valley Cu-Mo porphyry deposits in the central part of the Guichon Creek batholith ."

The first industrial applications of roller presses at the comminution were in 1984 in the cement industry. Since then, the equipment has taken more space in the mineral industry. However, many challenges are still present in this equipment, more specifically regarding to ore breakage predictability. The application of this equipment in the pellet feed preparation is fundamental to increase the surface area (blaine index) of the mineral using reduced energy consumption. However, even after several pressing steps, it is still challenging to achieve granulometry in percentages required for the pelletizing process. Currently these levels are reached in wet milling processes, typically carried out in wet ball mills. For the of pellets formation in pelletizing plants, both pelletizing and the firing processes requires finer granulometry. The motivation of this work is to study the pelletizing process, comparing the physical quality of the pellets produced only through comminuted ore in roller press the pellets produced in conventional comminution using circuit with ball mill.

Phelps Dodge's 60,000 tpd Morenci Concentrator has been in operation since 1942. The integrating of process control applications into the concentrator began in 1972. A process control system is presently on-line controlling 30 primary grinding circuits and all reagent additions. The system consists of a centralized control room process control Computer, on-stream X-ray analyzer, on-stream particle size analyzers and an operator interface. This paper describes the process control system's development, control concepts and its influence on the concentrator performance.

"The energy required to plate pure zinc can be the most significant operating cost for an operator in the production of electrolytic zinc. This paper reports on developments on low energy Outotec coated titanium anode process technology with fully amorphous coatings, MSA®, and its application to brownfield zinc electrowinning operations around the world. This technology aims to reduce the operating cost and increase productivity for zinc producers.INTRODUCTIONZinc electrowinning is an energy-intensive process using more than 3,000 kWh/t of electric energy [1-4], and the reduction of the energy consumption is one of the key issues. The high energy consumption is due to a high cell voltage during electrolysis, which is mainly caused by a high overpotential of oxygen evolution reaction on lead alloy anodes which have been widely used in commercial zinc electrowinning processes. The overpotential of oxygen evolution is 0.6 V or more and which is approximately 4 times higher on average than that of the cathodic reaction (zinc deposition) [3,4]. Therefore, the reduction of oxygen overpotential is significant to reduce the electric energy consumption, and this will become more significant with increasing demand in metal production and rising energy costs.Oxide coated titanium anodes have been widely investigated for the oxygen evolution anodes in order to replace the lead alloy anodes [5-9], because it is known that the oxygen overpotential strongly depends on the material and structure of the anode. The most typical example of such anodes is an IrO2-Ta2O5 coated titanium anode, which is usually prepared at thermal decomposition of a precursor solution containing metal salts at 450 oC or more and obtained mixed oxide coating consists of crystalline IrO2 and amorphous Ta2O5. On the other hand, one of the authors of this paper, Professor Morimitsu, Doshisha University in Japan, has developed a novel oxide coated titanium anode, MSA® [10-25]. The most specialized point of MSA® is that the catalytic coatings are prepared at low thermal decomposition temperature and amorphous IrO2 or RuO2 is contained as the components in the coatings. Such amorphous coatings have high catalytic activity for oxygen evolution compared to lead alloy or crystalline coatings. Outotec acquired the international specialized MSA® patent licensing rights from Doshisha University and has produced and commercialized the amorphous oxide coated titanium anodes. These anodes have already been utilized mainly in copper electrowinning plants worldwide and have demonstrated a significant voltage reduction, a cost-efficiency, and a long lifetime. This novel technology is also effective to zinc electrowinning process, thus this paper presents the characterization and performance of amorphous IrO2-Ta2O5 coated titanium anodes and amorphous RuO2-Ta2O5 coated titanium anodes for oxygen evolution in zinc electrowinning."

"Introduction""No accounting system is very good, and all of them are infinitely variable*.”The purpose of this chapter is to discuss those facets of a typical accounting system which are most commonly encountered by operating managers in mineral processing plants. However, before concentrating in any detail on these it is important to understand the broad purposes and basic techniques of any accounting system in any major business.The three broad purposes of an Accounting System are:- Administering, controlling, and recording the flow of cash in and out of the business. Cash is, of course, converted into other assets (or stores of value) such as inventory, plant and equipment, etc. These assets also have to be administered, controlled and recorded.- Internal reporting to Management for information, for control, and for use in making business plans and decisions. - External reporting to stockholders, government, lenders and other outside parties.In this chapter we shall organize our discussion of accounting practice in mineral processing plants around these three purposes of accounting and focus in some detail on specific practices and techniques with which operating personnel will be routinely involved. INDUSTRIAL talcs and ground soapstones both include earth materials of different chemical and mineral compositions. In general, the industrial talcs are composed of silicates that contain appreciable amounts of magnesia. Generally talc, the mineral, is a predominant or at least common constituent. Talc, the mineral, is a hydrous magnesium silicate, with a suggested theoretical formula H2Mg3 (SiO3)4 or H2O.3MgO.4SiO2, which postulates 63.5 pct SiO2, 31.7 pct MgO, and 4.8 pct H20.11 Actually different single grains or leaves of pure talc have variations in water content ranging from 3.5 pct to more than 7 pct, as well as slight differences in the proportions of MgO and Si02.16 Only a very small percentage of the ground industrial talcs produced in the United States approaches the composition given above (see Table 1). The purer talcs invariably occur as alteration products of magnesium carbonate rocks. Some of these relatively pure talcs include compact, massive types largely mined in California, which are designated as steatite.38,58 In general, steatites cannot contain in excess of 1.5 pct CaO, 1.5 pct combined FeO and Fe203, and 4 pct A1203. The less pure varieties of massive talc and mixtures of magnesian silicates are commonly called soapstones, or merely talc. Many industrial earth products classified as talc or as soapstone contain a variety of minerals, especially serpentine (H4Mg,Si2O9), chlorites (hydrous magnesium, iron, aluminum silicates), tremolite (Ca2Mg5H2[SiO3]8), anthophyllite ([MgCa]SiO3), diopside (CaMg[SiO3]2), and quartz (SiO2). The carbonates calcite (CaC03), dolomite (CaMg[CO3]2), and magnesite (MgCO3) are also present in some industrial talcs and soapstones. Some of these minerals, as well as sulphides, sulphates, and iron and manganese oxides, if present at all or in excess of minute amounts, may alter the composition of the industrial talc sufficiently to restrict materially its use or to lower or destroy its value. These factors are discussed in a subsequent section of this chapter.

WHAT I would like to do is to talk for a while tonight about the Canadian mining industry in wartime-at least, the Canadian mining industry as viewed through the eyes of the Metals Controller. There is nothing quite like the Canadian system in the system of controls in the United States, because the Canadian Controller combines the functions of a good many of the organizations here. I think the nearest counterpart would be the Divisional Chiefs of the WPB-although they have perhaps less authority and operate in a somewhat narrower field. My own field, as you know, is the metals and minerals-all of them, as a matter of fact, with the exception of steel and iron and coal and oil. And as I am responsible for supplies not only from domestic sources but also from foreign sources, I exercise most of the functions of the WPB and some of the functions of the Board of Economic Warfare. As my department is also responsible for stock-piling and for the financing of new operations, I therefore exercise some of the functions of the Metals Reserve and also of the Defense Plants Corporation. Being an administrator under the Wartime Prices and Trade Board, I also have the same function in relation w the price of metals as the OP A. The Canadian system of controls is compact, relatively simple, and I believe reasonably efficient. I think two of the reasons for that are that both the Controllers and the Directors of production are clothed with very wide authority, and also the fact that all the buying for the three arms of the service is done through the Department of Munitions and Supply, of which we are a part.

The Anaconda phosphate plant was put into operation in the fall of 1923. Its present daily operating capacity is approximately 170 tons of treble superphosphate and 16 tons of phosphoric acid analyzing 42 pct P2 O5 and 52 pct P2 Os, respectively. As a result of the continued increased demand for phosphates, Anaconda decided in 1947 to expand the plant's daily output to 270 tons of treble superphosphate and 54 tons of phosphoric acid. The present daily plant intake is 335 tons of wet (footwall) phosphate rock analyzing 31.7 pct P² O5 and 0.28 pct V² O5. The rock is shipped from Anaconda's mine at Conda, Idaho, in open railroad cars, having been crushed to pass 3/8 in. mesh at the mine.' The expansion program will require an increased intake of 300 tons of rock per day. Coal refuse impoundments are disposal facilities specifically designed for the coal mining industry. Re-purposing refuse impoundments for co-disposal with natural gas flowback water and waste rock overburden has been investigated. The aims of this study were to investigate properties of coal refuse classification under the influence of co-disposed wastes as geochemical material exposure pathways from hydraulically exposed sodium and calcium ( Na+, Ca2+) cation loading from disposal of flowback water produced during the development of horizontal drilled natural shale gas frack wells, and waste rock having limestone characteristics. The geotechnical index classification of saturated cohesionless refuse is required to evaluate the liquefaction potential for strain or strength loss contributing to ground movements. This study is relevant to identifying changes in the coal refuse geotechnical index classification as sand-like, clay-like, or a borderline transitional material from the effects of ion and waste exposure in the impoundment’s reservoir porewater. Laboratory geotechnical tests were performed on fine coal refuse blended with different cations to classify the altered plastic behavior and index classification. Following determination of the index classification, the specimen’s stress–strain responses were investigated through isotropically consolidated undrained (ICU) triaxial compression tests. This experimental study culminated with two salient findings: the first is that introduction of ions alone into the refuse tailings or impoundment porewater resulted in significant material changes in property index classification, and the second finding was that the difference in refuse index classification did not correlate into noticeable effects of the monotonic undrained triaxial strength parameters.

Estudou-se as propriedades de filmes finos de TiO2 depositados em substratos de vidro.Os filmes foram obtidos pelos métodos Sol-gel e Evaporação por feixe de elétrons (e-beam) visando obter a propriedade autolimpante. Essa propriedade dos filmes de TiO2 está relacionada à hidrofilicidade fotoinduzida e pode viabilizar várias aplicações tecnológicas como a obtenção de vidros autolimpantes para módulos fotovoltaicos. O tetraisopropóxido de titânio foi utilizado como precursor no método sol-gel com deposição dip-coating. Na evaporação e-beam, partiu-se do TiO2 sólido. Os filmes passaram por diferentes tratamentos térmicos e as propriedades dos filmes obtidos pelas duas técnicas de deposição. A cristalinidade da fase anatásio foi identificada por DRX de baixo ângulo. A espessura foi medida por perfilometria e Microscopia de Força Atômica, obtendo-se valores próximos de 170 nm. Parâmetros como topografia, rugosidade e tamanho dos cristais de anatásio foram avaliados. A transmitância das placas de vidro com os filmes depositados foi medida por espectrofotometria UV-Vis. O caráter hidrofílico dos filmes finos foi comprovado por meio de medidas do ângulo de contato com água. Os filmes obtidos por ambas as técnicas apresentaram boa capacidade autolimpante devido ao efeito da hidrofilicidade fotoinduzida sob radiação UV.

The Bureau of Mines has upgraded high-iron domestic chromite concentrates by a carbonyl process. The upgraded chromite concentrates show as much as 10 wt pct higher Cr203 content and up to a threefold in-crease in the Cr:Fe ratio, compared with the starting concentrates. The high-iron chromites were first reduced to convert the iron oxides to the metal, and then treated with CO at elevated pressures and low temperatures to convert part of the metallic iron fraction to iron pentacarbonyl. Carbonylation was accelerated by the addition of H2S in small quantities. The iron pentacarbonyl was extricated from the con-centrate in the pressure reactor during carbonylation by a CO sweep through a pressure-reducing valve and passed through a decomposer at atmospheric pressure to convert it back to iron metal and CO. CO pres-sure, temperature, promoter trends, and other factors enhancing iron pentacarbonyl formation are presented.

"A sulfide ore containing 2.19 g/t Au and 13.13 g/t Ag was studied for the deportment and extractive metallurgy of pay metals. The ore is composed mainly of non-sulfide minerals with approximately 10% pyrite and minor amounts of marcasite, chalcopyrite, galena, sphalerite, and arsenopyrite. The deportment study using a comprehensive approach showed that gold and silver minerals in the ore are mainly native gold (Au), electrum (Ag, Au), petzite (Ag3AuTe2), hessite (Ag2Te) and volynskite (AgBiTe2) with minor amounts of acanthite (Ag2S) and argyrodite (Ag8GeS6). At current grinding fineness (P70@150µm), the majority of liberated native gold and electrum particles are larger than 20µm with 85% >40µm, some of them are even larger than 150µm, indicating that extended leach time may be required to dissolve these coarse gold grains to completion and gravity concentration needs to be considered. Petzite is relatively fine with all liberated particles being less than 80µm in size. Gold distribution and leach testwork results showed that liberated gold accounts for 50% of the head assay, exposed gold associated with sulfide and non-sulfide minerals accounts for 30% and 11% of the head assay, respectively. Gold locked in sulfide and non-sulfide accounts for 4.8% and 4.1%, respectively. Thus, it is recommended that cyanide leaching be considered for extracting gold in this ore. This paper presents the detailed results of the gold and silver deportment study and extractive metallurgy testwork, and discusses the impact on process selection and flowsheet development.INTRODUCTION Gold and silver have been found in various geological environments and ore types. In terms of the gold deportment and extractability, gold ores can be classified into two categories and 12 types. Their extractive metallurgy is largely driven by mineralogical factors such as particle size, association with other minerals, coatings and rimmings, presence of cyanicides, oxygen consumers and preg-robbers, presence of refractory gold minerals and locking of submicroscopic gold in sulfide and sulfarsenide mineral structures (Zhou et al., 2004; Marsden & House, 2006; Zhou, 2013a, 2013b). Compared to gold, silver mineralogy is more complex and metal extraction is more challenging due to its presence in over 200 Ag-bearing minerals (a silver-rich ore body would typically contain 5 to 10 different silver minerals) (Gasparrini, 1984), presence of refractory silver minerals (such as pyrargyrite, prustite and stephanite) and submicroscopic silver in sulphide minerals (such as galena and copper minerals) (Chryssoulis et al., 1985; Di Prisco et al., 2002). The presence of these issues often causes problems in Ag-bearing ore processing. Therefore, knowing the deportment of gold and silver in the ores and metallurgical products is important for flowsheet development and process optimization."

The respirable dust real-time monitoring equipment export information is complex, and electromagnetic wave wireless transmission is affected largely under mine conditions. The respirable dust concentration information transmission method based on led light equipment is proposed. The respirable dust concentration data of the individual real-time monitoring equipment is encoded to fit the system transmission; the encoded signal is modulated onto the LED mine lamp; the light signal is transmitted by the spatial channel; the signal is received by the receiver to the photoelectric conversion to restore the respirable dust concentration data for subsequent processing. Simulation and verification experiments showed that the respirable dust concentration information transmission method based on led light equipment can achieve the LED miners? lamps visible light wireless data transmission.

"Foundry engineers in the traditional foundry usually regard the quality of casting component as the most important issue and leave the energy saving or energy efficiency as the subsidiary one. This frequently causes disproportionate energy consumption as a result of the inefficient casting processes used and increases the production costs. This paper presents the novel CRIMSON aluminium casting process and compares its facility and melting process with traditional melt furnaces and aluminium alloy melting process. A real example is investigated to demonstrate quantitatively how the traditional foundry wastes energy and what the improvement of energy efficiency can be achieved using the new CRIMSON method. The results of this investigation will help the foundry engineer recognize the importance of energy saving and demonstrate how to use this new technology to reduce production costs and carbon footprint without decreasing the quality of the cast component.IntroductionAluminium melting in metal casting industry is an energy intensive process where it is estimated that the energy consumption is in the order of 1,700 ~ 4,700 kWh tonne-1 in using crucible and natural gas [1]. Different countries may use different energy resources for aluminium melting: in US the main energy resources are natural gas, electricity and coke [2] and in UK most of the foundry use electricity, gas and oil as energy resources [3]. Due to the pressure of rising energy price and the strict environment law, it is anticipated that under the right socioeconomic conditions, the efficiency optimisation of industrial process can be an important step toward increased industrial sustainability [4]. In metal casting industry the energy efficiency of a casting facility depends largely on the efficiency of its melting and heat treating performance. In association with the two performances, over 60 % of the total process energy costs are represented in a typical casting facility [5] where there are huge opportunities for metal casting industry to adopt the best energy practices for potential energy saving. How to ameliorate the current processes for increasing energy efficiency will have a vital effect on reducing the production costs and increasing the competitiveness. For instance, by implementing some state of the art technologies such as the CRIMSON method in aluminium alloy casting will make use of such opportunities."

"Les mineralisation d'or des gîtes de la SOQUEM - Silver Stack dans is canton Bousquet se situent dans une bands de roches pyroclastiques asides du groupe de Blake River, d'âge archéen, dans le même horizon géologique que lee gites aurifères de Thompson Bousquet et Dumagarni situés plus a rest. La propriété a été explores anterieurement a maintes reprises depuis les années 1930, parfois jusqu'aux travaux souterrains, notamment par les groupes Mooshla, Warrenmac et Westwood Cadillac ainsi que par Silver Stack Mines.Ces zones auriferes se situent a l'intérieur de larges halos (jusqu'à 1,000 m x 400 in) de pyrite disséminée (2-5%) dans des tufs a lapilli et des agglomerate acides montrant des concentrations locales de pyrite. La zone 1, découverte en vérifiant par sondage une anomalie E.M., coincide avec une de ces concentrations de pyrite et la teneur en or est ici proportionnelle a la pyrite. Ce secteur se distingue par l'intensité de l'altération en séricite. La zone 2, qui s'étend sur près de 600 m, se situe dans un agglomérat acids, avec une faible teneur en pyrite, et montre de fines veinules de quartz-carbonate.Du point de vue géophysique, aucune methods ne donne des résultats probants: la polarisation provoquée montre de tree grandee anomalies correspondant aux halos de pyrite, tandis que lee concentrations de pyrite détectées par les méthodes E.M. (VLF ou EMH) sont loin d'être toutes aurifères. Les relevés magnétiques aident a établir la structure la où un certain contraste de susceptibilité magnétique est present. Les essais minéralurgiques préliminaires indiquent que la concentration de Bette mineralisation aurifère ne présentera pas de problems majeur."

In the aftermath of the September 11th attack on the World Trade Center, groundwater control was of immediate concern. Water in?ow from the adjacent Hudson River through the compromised slurry wall ‘bathtub’ surrounding the site, ruptured water and sewer mains, and saturation from fire hoses all contributed to an already critical situation, further hampering the recovery and rehabilitation effort. An extensive pumping and deep well installation program was initiated, focused on reducing the hydrostatic loading to the severely damaged perimeter slurry wall.

A prática de desoxidação dos aços durante o vazamento, na qual se utiliza o alumínio como desoxidante é bastante difundida entre os aciaristas. Entretanto, gera-se como produto da desoxidação a alumina 2 Al + 3 O = Al2O3(s). Na maioria das vezes, a alumina compromete a qualidade interna do produto, assim como a lingotabilidade do aço líquido elaborado. Estas inclusões não metálicas contribuem para a obstrução da válvula submersa durante o lingotamento. Visou-se neste trabalho avaliar o potencial da substituição de parte do alumínio pelo coque na desoxidação parcial dos aços baixo carbono acalmados ao alumínio durante o vazamento do metal dos convertedores para a panela. Após o desenvolvimento da metodologia e do procedimento operacional, utilizou-se o coque como pré desoxidante em 868 corridas, no período de 09/2014 a 02/2015, sem a ocorrência de reações durante a adição de coque no vazamento e sem o comprometimento do acerto da composição química.
