An active list of permissible explosives was published in December 1936 as part of Bureau of Mines Report of Investigations 3324, under the title "Active List of Permissible Explosives and Blasting Devices Approved Prior to July 31, 1,936." This list included 170 brand names. Changes in the list that have been authorized to June 30, 1937 placed 35 additional brands of permissible explosives on the active permissible list as a result of tests, changes in brand names, or transfer from the inactive list. Ten permissible explosives were transferred from the active to the inactive list. The present list contains 196 brand names, one explosive having been placed on the list subsequent to June 30, 1937. "This study reports a new property of the important NAD(P)H-dependent flavoenzymes, glutathione reductase, lipoyl dehydrogenase and ferredoxin- NADP oxidoreductase, that can catalyze a one electron reduction of metal ions such as chromium(VI) and vanadium(V). During the enzymatic reduction process, molecular oxygen is reduced to H2O 2 , which reacts with the reduced metal complexes to generate hydroxyl radicals. Since the hydroxyl radicals have been suggested to play an important role in Cr(VI) toxicity, this study provides a basis for a recent observation that Cr(VI) mutagenesis is strongly oxygen dependent. These results also point to an enzymatic pathway for the metabolism of some metal ions and concomitant generation of hydroxyl radicals. l. INTRODUCTIONThe purpose of this communication is to report that some important NAD(P)H-dependent flavoenzymes (glutathione reductase, lipoyl dehydrogenase and ferredoxin-NADP+ oxidoreductase) can catalyze one electron reduction of metal ions such as chromium(VI) and vanadium(V) and simultaneously reduce molecular oxygen to generate Hi02 and, eventually, the ""OH radical. This finding is significant because (i) the known substrates for the flavoenzymes are organic species and not metal ions, and (ii) the report on the enzymatic formation of the ""OH radical provides a new pathway for understanding the mechanism of genotoxicity of some non-ferrous metal ions. For example, it has been suggested that OH radical is likely to be the major species responsible for Cr(VI) genotoxicity [1-5). The 'OH radical is generated through the reaction of Cr(V) complexes with cellular Hi02 [4,5]. Cr(V) itself is known to be generated from Cr(VI) in various biological systems, in particular, microsomes [ 6), mitochondria [7] and mitochondrial electron transfer chain complexes [8]. However, no specific enzyme responsible for the Cr(V) generation has been identified except possibly glutathione reductase [4]. In this study we have used ESR and spin trapping techniques to show that the flavoenzymes can generate Cr(V) and provide a catalytic redox cycle for 'OH formation in such reactions. "The Malartic Gold Fields mine is a good example of the association of ore deposits with a major fault zone. It also exemplifies the control exerted by the physical and chemical character of the host rocks on the localization of orebodies.The mine is in Fourniere and Dubuisson townships, Abitibi county. It is 6 miles east of the town of Malartic, 9n the main highway and railway from Noranda to Val d'Or.The discovery of the mine is due largely to the enterprise of the late J. P. Norrie, who organized the present Company in 1935. The ground is entirely covered by overburden, but Mr. Norrie believed that the extension of the Cadillac-Malartic 'break', the principal ore-bearing structure of the district, would be found on this group of claims. This belief was supported by the discovery of gold-bearing float in the area, and was confirmed by a dip-needle survey and a few pilot diamond drill holes that showed that the favourable Malartic greenstone band passes through the centre of the property.In this way the most favourable area for prospecting was narrowed to a zone 2 ½ miles long by ½ mile wide underlain' by greenstone. The remainder of the property is underlain by sedimentary rocks, which, from experience elsewhere in the camp, were not considered as promising. However, as the entire surface is covered by deep overburden, the location of orebodies even within this more or less restricted area could be accomplished only by a long campaign of diamond drilling. Systematic diamond drilling began in 1936.The contacts of the greenstone band were considered to be the most promising places to begin the work, and the early drilling was concentrated on the south contact, because the orebody of the East Malartic mine, 4 miles to the west, had been discovered on this structure and it was reasonable to hope for a repetition of these conditions. Although the south contact was very thoroughly explored, with a certain amount of encouragement, the work did not prove the existence of deposits of ore grade, and attention was shifted to the north contact zone of the greenstone band. In this locality much more promising results were obtained, and a number of good orebodies were outlined."

THE sinking of a new shaft at the Newport mine, Ironwood, Mich., was started in May 1931 and completed on Aug. 3, 1932. During this period, 2665 ft. of shaft in granite was completed, at, an average advance of 6 ft. per 24 hr. In November of 1930, experimental work was con-ducted oil 65 ft. of shaft through 22 ft. of overburden where ledge was encountered, and this work convinced the operators that all drilling could be clone with vertical holes with the blasting relief to a 4 ½ -in. hole drilled vertically in the center of the cut. The reason for not adopting the conventional V-cut was to get away from damaging the shaft steel. The blasting in a V-cut naturally tends to throw the broken material upward, but with the cut as adopted the relief was in a horizontal direction to a large extent. The scheme of mucking employed made it necessary to keep the steel shaft sets within 511 ft. of the bottom at all times. This could not be clone without serious damage with a V-cut when blasting in granite. The cut as drilled also broke 10.53 ft. per round of drilling, which was considerably more than the experience with a V-cut in the sane material. The extended cut reduced proportionately the delays for charging, blowing smoke and handling drilling equipment in the shaft. Another advantage was the ease in drilling vertical over inclined holes, and the preservation of the proper spacing of the drill holes at the bottom of the cut.

An electrochemical process was developed for the preparation of vanadium from vanadium carbide. Commercially available vanadium carbide (V2C) was used as the starting material. Vanadium was obtained by electrolysis of the V2C in a BaCl2-KCl-NaCI-VCl2 electrolyte at 670° C using a helium-atmosphere, molten-salt electrolytic cell. Vanadium products were recovered with purities high as 99.6 percent. Current efficiencies of 87 percent and vanadium recoveries of 84 percent were attained. The cathode products were amenable to electrorefining to high-purity vanadium of 99.96-percent purity.

The coal reserve base is defined for coalbeds having sufficient thickness for underground mining within a depth range compatible with economic recovery. The reserve data are compiled by the Federal Bureau of Mines by updating and reevaluating previous estimates of the U.S. Geological Survey, State geological surveys, and others. Through the application of computer techniques, the tonnages are compiled by State, county, coalbed, and rank. Coal reserve base is allotted to sulfur categories by a statistical apportionment of data from available Bureau of Mines reports and records. The coal reserve base in those States east of the Mississippi River, minable by underground methods, is estimated to be 169 billion tons in coalbeds greater than 28 inches in thickness to a maximum depth of 1,000 feet. Excluding those coals in reliability categories other than measured and indicated, the underground reserve base includes 162 billion tons of bituminous coal and 7 billion tons of anthracite. Of the total, 27 billion tons contains 1.0 percent or less sulfur. Most of this low-sulfur coal is in the southern Appalachian area. Approximately 16 percent of the underground reserve base is without available analyses. Included in this report is a glossary of terms applicable to a classification system for coal resources and reserves. The purpose of this system is to provide a common yardstick for determining coal resources and reserves.

This paper constitutes a report from the Committee on Geological Research to the Geology Division of the Institute. Two years have elapsed since a formal report was made containing several resolutions aimed at assisting geological research, a review of research equipment available, a summary of research projects suggested for consideration, and a list of research then in progress (see July, 1947, Bulletin, pp. 351-370). At this time we may note what action has been taken on the various resotions and suggestions of the Committee, indicate the more important accomplishments of independent investigators, and present a summary of the rather imposing volume and variety of research currently being carried on throughout the country. I.-Committee Resolutions and Suggestions 1.-A National Advisory Committee on Research in the Geological Sciences The original resolution adopted on the setting up of this Committee was approved with despatch by Council and was forwarded to the Minister of Mines and Resources. Due to a reorganization in the Department and possibly other reasons, no action on this important matter has yet been taken, but we are assured that some time this year such a Committee will be established by the Department of Mines and Resources. Unquestionably, it will give a fresh impetus to research in the geological sciences. When the noteworthy progress made by the research committees on Geophysics and on Soil and Snow Mechanics, established by the National Research Council, is considered, it is indeed regrettable that the Department of Mines and Resources has not acted more decisively in this matter.

It concludes with a selected bibliography.Surveys Utilizing Leakage HalosLeakage halos can be used as scalar or vector quantities in thesearch for deeply buried blind mineral deposits. In the first case, the occurrence of a leakage halo (e.g. a small pitchblende seam) may simply indicate the possible presence of pitchblende mineralization or orebodies; in the second case, the areal or three-dimensional distribution of leakage halos may, by their increasing frequency and I or increasing metallic or gangue element content, provide a means of vectoring in on loci of mineralization and orebodies. Examples of both cases are given in the following text.Leakage halos are of many types, as shown in Figure 2 (Part 1), and are best discussed with respect to their associated mineral deposits. Furthermore, it should be noted that leakage halos are frequently offshoots or extensions of enveloping halos. Where this occurs, careful tracing of the leakage halo(s) downward or upward respectively will often lead to the apex or nadir (bottom) of the enveloping halo(s) and ultimately to mineralization or ore."

The Bureau of Mines investigated the formation of boron and boron-carbide coatings by vapor-phase reactions. Optimum parameters were determined for hydrogen reduction of boron trichloride and for the fonnation of boron-carbide coatings on graphite by reaction with the depositing boron. At 1,300° C, about 85 percent of the boron was deposited. Tungsten substrates did not react with the boron deposit; other substrates reacted to various extents. The hydrogen reduction of boron tribromide was briefly investigated. Boron carbide was deposited at 1,300° C by adding methane to the boron trichloride-hydrogen feed gas. The chemical composition of the vapor-deposited boron carbide approximated B4C. A method of etching B4C was developed to study its microstructure. When boron was deposited on graphite at 1,500° C, very hard, uniform, strongly adherent coatings of B4C were formed that might be useful in rocket nozzle applications.

A 1-year program of exploratory research, to determine the feasibility of radar exploration in advance of coal mining, has been completed. Advance detection of obstructions including faults, clay veins, abandoned wells, and pyritic concretions would improve the safety and efficiency of mining. Initial calculations based on laboratory tests of the RF electrical properties of bituminous coals indicated feasibility; radar waves at frequencies below 100 MHz should be detectable through tens to hundreds of meters of coal and be well-reflected by clay, pyrite and metal obstructions. Using a proprietary, experimental, VHF short-pulse "mining radar" system, two cycles of field testing and equipment improvement were completed. Measurements were made in three bituminous coal mines, a quarry, and a salt mine. Comparisons were made with ground-penetrating radar equipment developed by others for salt dome exploration and for military tunnel detection. The proprietary mining radar equipment and techniques used were found to be the most effective known for coal exploration, but further improvements are needed; one major problem in all systems is interfering clutter signals arising in the equipment and from mine room reverberations through leakage coupling of the antennas to the air. Nevertheless, several practical goals have been achieved: excellent radar reflections were received and identified through up to 30 feet of coal; reflections from a wet, abandoned drill hole were identified by their polarization property and detected at distances up to 272 feet, and mine-wall reflections were detected at distances up to 735 feet (both through salt); propagation through and reflections from large vertical clay veins in coal were demonstrated; experimental results agree reasonably well with theory. The results and experience gained during the project affirm the feasibility of the method. They also provide a firm basis for the development of a practical radar technology for exploration in advance of mining. No Subject Inventions, as defined in the contract, were made in the course of this work.

The oolitic iron ore reserves in Lisakovsky, North Kazakhstan represent quite a challenging deposit both from a technological and from a resource point of view. The difficulties in processing such types of ore are connected with the extremely fine dissemination of phosphorus and gangue minerals inside the oolitic formations. The goethite crystals are cemented in their structure by aluminosilicates with quartz and other gangue minerals and dissemination is so fine that they are not separable by physical methods. The laboratory tests performed for dephosphorisation show that the combination of alkaline roasting followed by low intensity magnetic separation and acid leaching enables the obtaining of high grade iron concentrate. The magnetic separation performed ahead of leaching is effi cient as a means of buffering the high pH by washing out the soluble salts and the excess of base and after leaching facilitates the removal of secondary liberated gangue minerals in the non-magnetic fraction. As a consequence, phosphorous content is dropped to a more acceptable level for the ferrous metallurgy and iron grade and recovery reach 61.6 and 80.8 per cent respectively.

Flotation is an important example of a chemical process by which one solid may be separated from other solids in a mixture. In contrast to other chemical processes such as leaching and smelting, separation of solids by flotation is characterized by the establishment of contact among three phases. In froth flotation these three phases are the solid to be floated, an aqueous electrolyte solution, and a gas, usually air. The gaseous phase may be re- placed by an organic liquid phase or this organic liquid phase may be added deliberately as a fourth phase. To gain an understanding of the flotation sys- tem, it is therefore necessary to study the chemical and physical properties of surfaces and to establish the effect of changes in composition of the bulk phases on the nature of the three interfaces, solid-gas, solid-liquid and liquid- gas. With very few exceptions inorganic solids are completely wetted by the aqueous phase so that the first step in flotation is to replace partially the solid-liquid interface by a solid-gas interface. This displacement process is accomplished by the addition of suitable reagents to the aqueous phase. The resultant surface reaction leaves the solid surface with a hydrophobic film. Although the primary objective of these reagent additions is to alter the solid surface, chemical reactions between the added chemical species and those species derived from the dissolution of the solids are unavoidable. For a quantitative description of such reactions and for the determination of the feasibility of a proposed reaction, we rely on available thermodynamic data. The application of thermodynamic principles to flotation systems has contributed much to our understanding of flotation. The changes in thermodynamic properties such as free energy and chemical potential are accessible to experimental determination, and a knowledge of their magnitude allows us to develop and predict a chemical mechanism oy which a solid becomes floatable. In this chapter it will be assumed that the reader has a working knowledge of the general principles of thermodynamics and solution chemistry. A complete discussion of the physical chemistry of flotation must include a treatment of solubility relations, complex ionic equilibria, reaction potential, and the elements of electrochemistry, especially those dealing with reversible electrical cells. The principles related to all of these features of the flotation system will not be discussed in this chapter. The discussion will be concerned with the thermodynamics and electrochemistry of surfaces and the electrical double layer model of the interface.

Except for the work of Guillet, who conducted a systematic investigation on the zinc-replacing value of nickel in brass, and extended his investigation with a view to developing commercial high zinc content nickel brasses, the author does not know of any other systematic research on the subject. The most promising commercial alloys and their physical properties obtained by Guillet are given below: These test results scarcely justify the use of such quantities of so expensive a metal, and could have been obtained from ordinary commercial brass. For purposes of comparison, the physical properties of ordinary brasses, ranging from 70 per cent. to 50.1 per cent. Cu in both the cast and normalized1 conditions are included in 'Table 1. These incidentally furnish a useful standard of the properties of castings and of rolled, extruded and forged brass when correctly annealed. A close study of some of the well-known special brasses containing nickel reveals a series of alloys which bewilder by their complexity, and me can only hazard a guess at the function and commercial value of each of the many elements used.

ThE transformation of austenite to proeutectoid fer-rite is becoming recognized as an exceptionally useful vehicle for quantitative studies of the kinetics of phase transformations.'" Reasons for this popularity include well-characterized microstructures which develop on a convenient scale with acceptable kinetics within a considerable temperature-composition region, the absence of great sensitivity to common impurities, and, especially. the availability of a unique wealth of the ancillary information indispensable for the quantitative interpretation of kinetic measurements, including phase diagram,3 crystallographies diffusivity,5 inter-facial energy,=17 elastiit," specific vlume, ''' and ativity'-' data. Development of considerable amounts of additional thermodynamic information from activity data is of particular importance with respect to kinetic studies, since much of this information is needed in temperature-composition regions not directly accessible to presently available techniques for the measurement of equilibrium properties. A generally useful approach to the thermodynamics of solid solutions, which is of especial value in this situation, is based upon the formulation of the free energy of such solutions as a function of temperature and composition. The free energy of solid solutions has been resolved into many components. Particularly in the case of interstitial solutions, with which we shall be concerned in the present study, however, only the positional entropy component has been intensively studied. The other components are conventionally taken into account by fitting equations for the activity of the interstitial species or the temperature-composition path of phase boundaries, derived principally from positional entropy considerations, to experimental information on these quantities through adjustment of one or more constants in the equations. A number of studies of the thermodynamics of interstitial solid solutions have been made primarily on this basis,'"25 but only Kaufman, Radcliffe, and cohenZ2 (hereafter KRC) and ener''% ave applied the results of such studies to develop relationships for the thermodynamic quantities of interest in the austenite —- proeutectoid ferrite transformation. KRC made use of a model developed by cheil'' (on the basis of a previous study by ohansson'), and subsequently rede-rived correctly by Speiser and retnak,' in which a carbon atom is considered to inhibit occupancy of a certain number of its nearest-neighboring interstitial sites. schei120 determined the number of sites in austenite thus excluded by matching calculated and experimentally measured curves for the variation of carbon activity with the mole fraction of carbon. zener17 used a different approach. He assumed that the positional entropy of carbon is ideal both in austenite and in ferrite (i.e., no excluded interstitial sites), and included all other contributions of carbon in a temperature-independent "free-energy change" accompanying the transfer of 1 mole of carbon between the two phases. This quantity was determined by "pinning" an equation derived for the boundaries of the a + y region to experimental data on the compositions of these boundaries at a single temperature. In the present investigation, three different approaches to the thermodynamics of the proeutectoid ferrite reaction are examined comparatively: I) the method of Zener; 2) the model employed by KRC and predecessors; and 3) the more detailed statistical thermodynamic treatment of the same model developed by acher and Fowler and uenheim, ' in which the problem of overlapping regions of influence of individual interstitial atoms is resolved. In order to make these comparisons, it is necessary to undertake an extension of one aspect of Zener's method; since the Lacher- Fowler -Guggenheim (LFG) treatment has not been previously used in the present context, the necessary thermodynamic "superstructure" for this treatment will be developed in parallel

"We studied the mechanism of structural and chemical transformations of columbite, tantalite, zircon and feldspar surface during the treatment by high – power electromagnetic pulses (HPEMP) using the methods of X - ray photoelectron spectroscopy (XPS), analytical electron microscopy (SEM - EDX), Kelvin probe force microscopy and flotation experiments. According to XPS and SEM - EDX data, major changes in the atoms chemical state of investigated minerals surface are related with formation and modification of functional cover and changing in concentration (% at.) of hydroxyl groups on the mineral surface, leading to increase in the contrast of technological properties of the rare metals minerals. Research has identified the optimal parameters of HPEMP - treatment of rare - earth minerals Npuls ??104, Ttreatment ??100 sec. improving the selectivity of the flotation separation of columbite and zircon. The difference in mineral recovery into the froth (? e) before and after HPEMP - treatment was about 11 % and 24.5 %, respectively. No significant increase was observed in the flotation activity of feldspar. This study's findings demonstrate the effectiveness of HPEMP - treatment in inducing a controlled change in the structural and chemical properties of rare - earth minerals and improving the process efficiency for the processing of rougher tantalum - niobium gravity concentrates.INTRODUCTIONThe importance of improving the processing methods of tantalum-niobium ores and concentrates is explained by the mineralogical properties of rare - earth ores. These are properties such as the variable mineral, chemical, and grain size composition, complex morphometric properties, and the dissemination of ore mineral grains of micro - and nanometric size. Iron oxide and hydroxide films on the mineral surfaces neutralize the surface physicochemical and absorption properties of the minerals. Both in Russia and globally, nonconventional (non - mechanical) methods are being developed based on physicochemical, electrochemical, and pulsed energy impacts to improve the efficiency of disintegration and liberation processes of disseminated mineral complexes and to enhance the contrast of the structural, chemical, and technological (floatability) properties of refractory ores. This study is devoted to the investigation of the applicability of high – power electromagnetic pulses (HPEMP – treatment) for the change in the structural and chemical properties of rare - earth minerals and improving of the flotation properties contrast."

The influence of a number of alloying additions on the structure and hardness of Ni3Al (?') has been studied. Three general effects have been observed.. solid-solution hardening, strain aging, and defect hardening arising from deviations from stoichiometry. The solid-solution hardening phenomena are complicated relative to binary terminal solid solutions due to the possibility of virtually independent substitution for the component elements and to the concomitant effects of strain aging. In many superior nickel-base high-temperature alloys the elevated temperature strength is attributable to the presence of a dispersion of Ni3A1 (?') in a solid-solution matrix. Examples of such alloys are Inconel X-550, Inco 713, Waspalloy, and Nimonic 80. It is, therefore, appropriate to seek a further understanding of the properties and alloying behavior of this compound. Ni3Al, the compound most rich in nickel in the nickel-aluminum binary system, was first detected by litakal but not established with certainty until the much later studies of Bradley and Taylor' and Alexander and Vaughan.3 More recently the mechanism of formation was clarified by Floyd4 who showed that Ni3Al is the product of a peritectic reaction at 1395°C between the melt and the compound NiAl in agreement with the original suggestion of Alexander and Vaughan.3 Ni3Al has the ordered face-centered-cubic or Cu3Au structure in which the nickel atoms occupy the face centers and the aluminum atoms the cube corners, a0 = 3.570A. Despite earlier reports to the contrary. the compound apparently remains ordered at least to 1000oC.5 It exists over a narrow range of compositions (-3 pct wide) whose limits and temperature dependencies thereof have been reviewed recently by Taylor and Floyd.' Most previous workers have found Ni3Al to be both hard and brittle7,8 although Maxwell and Grala8 obtained 2.5 to 6 pct tensile elongation at room temperature and Alexander and vaughan3 described the material as "hard and tough" on the basis of observations made while preparing metallographic specimens. In a recent study one of the present authors found that although considerable intergranu-lar brittleness was evident: individual grains of a coarse-grained inert atmosphere arc-melted specimen were readily deformable.l0 The same study also showed Ni3Al to have an anomalous temperature dependence of hardness in that such a curve exhibits a number of peaks between room temperature and 800°C which could not be associated with any microscopically observable precipitation reactions or polymorphic transformations. It was, therefore, proposed in the present study to elucidate the anomalous high-temperature strength behavior and to examine the solid-solution alloying of this compound and the effects of such alloying on hardness. Sample Preparation and Experimental Procedure-Samples, both of pure Ni,Al and of various alloyed solid solutions based on Ni3Al, were prepared by arc melting 100-g buttons in an inert atmosphere arc furnace. All buttons were heat treated for 4 hr at 1275oC and examined metallographically for homogeneity. Microstructures were typically homogeneous and single phase with ASTM grain size about 1 and unusually clean grain boundaries. Chemical analyses showed good correspondence (within a few tenths of a percent) with intended compositions. Microindentation hardness data were obtained from room temperature to 800°C in vacuo using a balanced-beam type loading system in an instrument to be described in detail elsewhere." In general a 100-g load, a loading rate of 1 mm per min and an indentation time of 15 sec were used. Various indenter materials were used according to the materials bein tested because of specimen-indenter interaction. Fl Measurements of the Vickers-type indentations were made at room temperature. Hardness-temperature curves were run at least twice on each sample to ensure that surface work-hardening effects had been eliminated." The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. 16.1.1-VENTILATION'S ROLE Importance of Ventilation and Environmental Control-Mine ventilation is necessary for the preservation of human life and for the conduct of operations involved in the underground extraction of minerals. It clearly is the most essential of the functions attendant to mining, yet it is auxiliary to the primary objective in mineral extraction. Ventilation in mining thus poses a paradox: ideally, it should be carried out with minimum interference with and cost to production operations, yet it is absolutely vital in providing adequate environmental con¬ditions to support mining. Deterioration of the atmosphere, along with rising ground pressure, imposes the ultimate constraint with depth in underground mining. Ventilation requirements and costs rise rapidly with depth. To preserve atmospheric quality under intense heat conditions, ventilation at great depths must be supplemented by air condition¬ing. Likewise, when mining at any depth under severe or excessive conditions of gas, dust or humidity, supplementary control measures must be employed. In recent years, environmental standards in mines have been raised substantially. While limits are based on human tolerance, increasing concern is being expressed for standards of human comfort. The reasons are economic, as well as humanitarian. Worker performance and longevity correlates closely with environmental quality. Further, adverse accident and insurance compensation rates are a consequence of unsatisfactory environmental conditions. No mining company can afford to be lax in its environmental and ventilation practices. Functions and Processes-Ventilation is the control of air movement, its amount and its direction. As a means of quantity control, it is one of the constituent processes of total air conditioning, the simultaneous control within prescribed limits of the quality, quantity and temperature-humidity of the air. Ventilation is the most common and most. important conditioning process employed in mines for air environmental control. In mine ventilation, air is coursed through the mine workings and openings themselves and, for auxiliary purposes, through vent tubing and ducts. Thus, many interdependencies exist between the mining system and ventilation method. In fact, the two often have evolved ,jointly, as in room-and-pillar extraction of bedded or tabular mineral deposits, such as coal. Ventilation in mines today is provided almost exclusively by large fans, although air flow may result due to natural (thermodynamic) conditions. As mines increase in depth, size and complexity, demands on the ventilation system to maintain more stringent standards of environmental quality likewise rise. On the other hand, never have the technology and resources of the mining industry to cope with environmental problems been so well developed as they are today. In spite of rising costs, it is unlikely that further progress in mine ventila¬tion and air conditioning must await technological breakthroughs. 16.1.2-NATURE OF THE MINE ATMOSPHERE Air Mixtures-Air is a gaseous mixture comprising the natural atmosphere at the surface of the earth. "ABSTRACTCoal Mountain Operations is the newest of Fording Coal’s operations although it is the oldest in terms of its historical production. In October, 1994, Fording purchased the former Corbin Creek/Byron Creek Mine. The mine is located in southeastern British Columbia, approximately 150 air kilometers from Calgary, Alberta. It was first developed in 1905 and has gone through a variety of owners in its 90-year history.This paper will deal with the remobilization strategy and the mining plans for the operation which are being implemented to make this operation competitive in the world export coal market. IntroductionIn October 1994, following a due diligence process, Fording Coal Limited purchased Coal Mountain Operations from Corbin Creek Resources, an employee group which had previously owned the mine. The purchase awarded Fording Coal Limited with 100% of the assets, and control of all the coal leases at Coal Mountain.The mine is located in southeastern British Columbia, southeast of Sparwood at the hamlet of Corbin, (Fig. 1).Rehiring of laid-off employees started in November 1994, with mining activities also recommencing in November. The coal preparation plant was restarted in December with one shift, went to two shifts in January 1995, and had four-shift, full-time operation in April 1996."
