The court in Baleni v Minister of Mineral Resources [2019] 2 SA 453 GP and [2020] 4 All SA 374 (GP), deliberated on the protection of rights of a community holding informal land tenure under Customary Law. The contention related to the necessary level of consent needed to acquire a mining right over such land. Moreover, whether consultations with such communities (Section 23, Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA) or consent (Section 2, Interim Protection of Informal Land Rights Act, No. 31 of 1996 (IPILRA)) was required to acquire such right. The case has a significant bearing on the granting of mining rights in South Africa, and the discretion of the Minister of Mineral Resources (the Minister) in this regard. However, the objectives of the MPRDA and IPILRA do not dovetail, therefore consultation and consent are not mutually exclusive (Tlale, 2020). This note argues that, despite the resounding victory of this case, the peripheral basis surrounding the decision and the various levels of engagement require serious deliberation. Equally, the degree of reliance on the IPILRA requires clarity to avoid aborting the fundamental objectives of the MPRDA. This paper provides considerations and recommendations that may reduce or eliminate the tensions between the statutory and socio-economic rights in the application of the two statutes.

Deep Well turbine pumps receive constantly increasing application to the problem of mining water and other fluids from great depths. Many installations of medium settings are presently operating successfully and it is felt that mach greater depths are immediately within reach. Settings and lifts in excess of 2000 feet: are not at all out of reason with present knowledge experience, and materiels; however, conditions of individual applications will govern in each case and dictate methods and possibilities to the designer. Design and operating problems of deep set -turbine pumps ire discussed together with a description of various types of equipment falling within this category. Although the deep well turbine pump has been produced In the vertical turbine pump industry for many years, the connotation of the word "deep" still remains questionable. Among the manufacturers of this type of machinery, answers to the question implying the practical limitation of setting for a deep well pump will vary to an extreme. Most pump designers are in accord that this type of equipment has not yet been exploited to its fullest degree; however, the subject is admittedly fraught with unsolved problems and un¬tried solutions so that such a discussion must necessarily derive from personal opinion and, belief., even though based on substantial experience and background. For this reason, it will be stipulated that the present writing will deal with what may be termed euphemistically ?a highly controversial subject.? During the nineteenth century, a paper was published under proper authority proving beyond question that the human body could not withstand speeds exceeding 20 miles per hour. As a limitation, this looks ' pretty ridiculous to us today. At the beginning of the twentieth century, there was not a single machine in operation that could be described as mullti-stage deep well centrifugal pump. Over the last four years, a major collaboration between CSIRO-MIS, UCT and JKMRC has produced two significant advances in the modelling of comminution. The Universal Comminution Model (UCM) uses parametric SPH/DEM studies of comminution and separation devices to calibrate mathematical models which are suitable for industrial use. The Virtual Comminution Machine (VCM) uses the same computationally intensive techniques based on discrete element modelling (DEM) and smoothed particle hydrodynamics (SPH) to directly model any comminution device by combining a CAD file describing the machine design, sophisticated ore characterisation methods and advanced particle scale flow and breakage simulation. The UCM should be useful for process analysis and optimisation of existing equipment and circuits while the VCM should make a major contribution to the evaluation and development of new machines. Progress to date is encouraging with several processes now well described using DEM. This paper also reports on progress towards combining DEM for particles with a realistic slurry model based on SPH for different types of comminution devices. In due course, this combination should allow accurate modelling of particle transport in wet mills to be combined with DEM models.

The use of electronic detonators in civil tunnelling applications, to reduce vibration in small firings has been successfully utilised for a number of years. As part of the mining industry’s commitment to reducing blast damage during the development cycle in underground mining applications, a series of development blasts using e-Dev™ electronic detonators in a typical mining application was conducted at Resolute’s Mt Wright operations in North Queensland in 2010. Results were based on direct comparisons to the current industry standard of non-electric firings as a baseline, with as many parameters as possible being captured during the trial. Development costs are typically high in most underground mines, especially in capital development headings, which are in waste and therefore of no direct economic value, so by being able to accurately fire to design, costs relating to both ground support requirements and volume of material removed, (and therefore haulage required) can be minimised. A direct comparison of overbreak (ground blasted outside of design) and cast (distance rock thrown from blast) was also made during the trial, as well as close monitoring of the drilling accuracy.

The prestressed concrete industry in particular, and the precast concrete industry to some extent, are rank newcomers to the concrete construction field compared to the cement, ready-mixed or concrete masonry industries. This young industry reflects its youth and vigor in its enthusiasm, optimism and the belief that it can reach any goal it chooses to set -- and it is setting its sights high. The prestressed and precast concrete industry fully expects to become the major structural and architectural material by the 1980's. Before exploring how the industry expects to reach this goal, a brief look at the origins and the growth of the industry may be useful in an evaluation of the feasibility of this goal. It was always recognized that concrete, strong and efficient for supporting loads which cause compression, was weak and inefficient when used to carry loads which induce tension. Thus the reason for reinforced concrete in which the concrete efficiently carries the compression in a flexural member while low grade steel bars reinforce the concrete in the areas 'of tensile stress. (Fig. 1). The steel being relatively inexpensive, can passively, but quite effectively carry tensile force while the concrete carries compression. The concrete in contact with the reinforcing also protects the steel from corrosion and acts as insulation to provide a superior "built-in" fire resistance. The major disadvantage of reinforced concrete relative to its main competitor, steel, is its weight in relation to its load-carrying capacity. The heats of formation of seven substances were determined by solution calorimetry. At 298.15° K, the heat of formation of lithium sulfate from lithium, rhombic sulfur, and oxygen was -343.1 ± 0.7 kcal/mole, and the heat of formation of lithium sulfate monohydrate from lithium, rhombic sulfur, oxy-gen, and hydrogen was -414.3 ± 0.7 kcal/mo1e. For the silicates, the heats of formation at 298.15° K from the elements were kaliophilite, -503.8 ± 0.5 kcal/mole; leucite, -721.6 ± 0,8 kcal/mole; eucryptite, -505,2 ± 0.6 kcal/mole; alpha-spodumene, -727.9 ± 0.9 kcal/mole; and beta-spodumene, -721.1 ± 0.9 kcal/mole. The corresponding heats of formation at 298.15° K from the constituent oxides were kaliophilite, -42.7 ± 1.1 kca1/mole; leucite, -42.8 ± 1.1 kcal/mole; eucryptite, -16.1 ± 0.7 kcal/mole; alpha-spodumene, -21.0 ± 0.7 kcal/mo1e; and beta-spodumene, -14.3 ± 0.7 kcal/mo1e.

Drilling and blasting 12-in. blastholes started about the middle of 1946 and has worked out so well that about one half of the blasting, formerly done with 9-in. holes, is now done with 12-in. holes. In most of this work the harder benches were chosen for the 12-in. size because these were the areas where the greatest difficulty was encountered in thorough fragmentation. At the start of this experimental work a 42-T Bucyrus- Erie churn drill was available whereas all other blasthole drilling was being done with 29-T rigs. The large drill was first equipped with a standard 9-in. string of tools but it could not drill quite as fast as the 29-T drills. How- ever, when the weight of the string was increased about 700 lb, or to a total weight of about 3500 lb, it was found that the 42-T exceeded the drilling speed of the 29-T by about 25 per cent. When a 12-in. bit was substituted for the 9-in. bit the 42-T rig again dropped behind the drill- ing rate of the 29-T rigs. At this stage of the experiment the 42-T was using a 12-in. bit with detachable points and the total weight of the string of tools was about 3800 lb. It took longer to change the drill points than it did the regulation bit and this accounted for some of the slower drilling rate. When a heavier stem and standard construction 12-in. bits were used it was found that the 42-T could drill a 12-in. hole slightly faster than a 29-T could drill a 9-in. hole even in the hardest rock in the pit.

Impurity removal is a very important stage of the hydrometallurgical treatment of rare earth elements (REE) processing circuit, which is performed after water leaching of the acid baked REE concentrate. Lime neutralization has a high efficiency in removal of impurities and is the preferred process due to its economic advantage; however, the process has its own problems, such as the production of large volumes of gypsum and co-precipitation of REE with gypsum, i.e. REE loss. This work deals with the effect of several additives (cetryltrimethylammonium bromide (CTAB), polyvinylsulfonic acid (PVS) and polyacrylic acid (PAA)) on the uptake of REE by gypsum from synthesized acidic solutions. The main purpose of this study is to investigate the changes in the crystalline morphology of gypsum precipitated by the addition of crystal habit modifiers and to determine the crystal changes’ effects on the uptake of REE by gypsum. In this regard, different concentrations (0.2, 2 and 5 g L−1) of above-mentioned additives were studied at room temperature.

A program of research was conducted by the Bureau of Mines to investigate anomalies in electrical-discharge behavior during consumable-electrode arc melting of titanium and to study the effects of these irregularities on arc-furnace explosions. A major effort was devoted to an experimental survey of arc behavior and a qualitative definition of discharge phenomena.3/ An important conclusion was that the "glow" of industrial arc-melting terminology is not a glow discharge but a skittering arc in a displaced position. The conditions that permit displaced skittering were tentatively defined. The displaced skittering arcs tended to damage melting crucibles in two ways, and details of possible mechanisms leading to crucible rupture and explosive reactions have been proposed accordingly. However, no acceptable means of preventing crucible damage was discovered.

It is known that an addition of rigid particles into a fluid medium changes the flow field. Therefore, the rheological behavior of suspensions will be hardly Newtonian, such as their continuum phase. This phenomena was studied by Einstein in 1906 (Einstein, 1956) for the single case of spherical particles in a continuum liquid of a very dilute suspension. The final analysis applied for suspensions was derived from the evaluation of the behavior of ideal gases, finding a simple expression for the viscosity of the dispersion. All the following works about the hydrodynamics of suspensions at low and high solid contents was based in the Einstein´s model. For clay minerals suspensions where the physical and chemical properties of the particles are complex, it was found that the Einstein´s model is not a good approximation, even so for the most dilute dispersions. The present paper shows a new approximation that describes the non-Newtonian behavior of the suspensions of clays, and the attempt of understand how the different fine sizes, shapes and physico-chemical properties of clay particle surfaces give specific characteristics of plasticity, viscosity or visco elasticity to suspensions. With over 700 large electric-drive haulage trucks operating in Canadian mining today and over 3700 in mines worldwide, most aspects of electric drive are well known. Recently, however, extensive application of these trucks to down-hill hauling in mountain mining makes it vitally important that many of us better understand the operation and proper application of the dynamic retarding feature of these vehicles. This paper is an attempt to clear up misunderstandings on this subject, to suggest precautions that mining operators should take in comparing competitive retarding systems and to challenge equipment manufacturers to evolve improvements to the important aspect of system performance.

O objetivo desse trabalho é caracterizar o processo de delaminação, tanto em Modo I como em Modo II, de abertura de trinca. A densidade e porcentagem de fibra do compósito carbono-epóxi foram calculadas para caracterizar o compósito. O inserto, para simular o início da trinca, foi feito no processo de fabricação dos compósitos a fim de manter sua integridade. Pelo mesmo motivo o corte foi feito a jato d’água. Para caracterização da delaminação foram feitos ensaios de DCB (Double-cantilever Beam) e ENF (End-notched Flexure), segundo as normas ASTM D5528 e ASTM D790-10, sendo ambos realizados na máquina universal de ensaio MTS, capacidade de 250 kN. A fractografia em Microscopia Eletrônica de Varredura (MEV) foi feita a fim de identificar os mecanismos de dano durante a propagação da trinca. Foi possível concluir a fabricação do compósito, bem como do inserto, é viável. Porém, houve aparecimento de bolhas, por causa da baixa pressão da bomba a vácuo. O corte a jato d’água manteve a integridade do compósito. A rigidez alta do compósito pode ser comprovada por meio das propriedades mecânicas obtidas pelo ensaio de tração. Os valores de GIC e GIIC estão dentro do esperado pela literatura, sendo GIIC maior que GIC por causa da presença de um capo de compressão no ensaio em modo II, enquanto que em modo I é abertura pura por tração.

"This paper has outlined forms of Au & Ag losses in copper smelting process and methods for increasing Au & Ag recovery, analyzed factors influencing Au & Ag recovery in copper converting process, presented Au & Ag behavior in copper electrorefining process, and reviewed effect of current density/electrolyte circulation rate during electrolysis and surface finish of cathode on Au & Ag losses. Measures and research direction for decreasing Au & Ag losses in electrolysis have also been introduced. Based on Au & Ag behavior in copper electrorefining process and previous studies by others, new approach for increasing Au & Ag recovery in copper smelter has been discussed. And brief comparison has made between continued multiplication method and equilibrium method application in the case of calculation of Au & Ag recovery in copper smelter.IntroductionAs gold and silver are the major by-products from copper smelting process, efficient Au & Ag recovery has become one of the key approaches for copper producers to increase economic efficiency. With similar physicochemical properties, Cu, Au and Ag belong to the first subgroup of elements in the same periodic table. Au and Ag will be enriched into Cu phase firstly when both matte-slag phase and copper-matte phase appear in copper smelting process. However, great changes have taken place in Au & Ag proportions into individual phase due to changes of physicochemical conditions in each smelting process. Metallurgists at home and abroad have carried out a great deal of pilot plant tests and laboratory tests in order to increase Au & Ag the former Soviet Union with regard to Au & Ag losses in copper smelting process in the 1970s and 1980s, and he proposed solutions to increase Au & Ag recovery in copper metallurgical plants. As more than 20 years passed, Jingchun Lu's paper, Discussion on Increasing Au & Ag Recovery in Copper Smelting System, remains as a literature of the most comprehensive study. Based on Jingchun Lu's literature, the authors of this paper discussed new approaches to increase Au & Ag recovery in copper metallurgical plants with combination of many researches done by other researchers for over 20 years."

This report compares the quality of zirconium metal prepared by batch reduction of zirconium tetrachloride by (1) sodium, (2) magnesium, and (3) mixtures of sodium and magnesium. Criteria for quality are based on chemical analyses and hardness testing of zirconium arc-melted from sponge. The best quality zirconium with respect to low oxygen content and hardness numbers was prepared by reaction of zirconium tetrachloride with a mixture of sodium and magnesium. It was found that this reaction could be successfully carried out by two methods: (1) addition of sodium and magnesium before the initial reaction and (2) periodic injection of sodium during reaction of zirconium tetrachloride with magnesium. The largest quantity of metal was found to be recovered from experiments in which a mixture of sodium and magnesium was used. Magnesium appeared to be a better reductant than sodium because magnesium-reduced zirconium contained less oxygen and exhibited lower hardness numbers than sodium-reduced metal.

In Cleveland County, North Carolina, 1 ½ miles south of Kings Mountain, Foote Mineral Co. operates an open pit for the production of spodumene, feldspar, mica and commercial stone. Spodumene concentrate is sent to Foote Mineral's Sunbright, Va., plant and to other customers. Exton, Pa. and New Johnsonville, Tenn., plants produce lithium com- pounds sold to the oil industry for multipurpose lithium-base greases, to the metal industry as welding flux, to the air conditioning market and to the glass industry. Ceramic-grade spodumene, feldspar, and mica concentrates go to other processing companies from the Kings Mountain plant. Waste amphibolite is delivered to a neighboring quarry operation. Geology and exploration of the deposit have been described by T. L. Kesler, Chief Geologist of Foote Mineral Co., in the September 1961 MINING ENGINEERING. Measured ore reserves as published at that time were 20.7 million tons. The ore deposit consists of a series of lithium-bearing pegmatites enclosed in amphibolite and mica schist wall rocks. The general strike of the pegmatites is northerly, and in the southern part of the pit, they dip slightly towards the west. The largest body being mined has a fairly uniform thickness of about 200 ft. Other pegmatites in the pit area range from 20 to 100 ft in thickness. Minerals in the pegmatites are 20% spodumene, 32% quartz, 6% muscovite, 41 % feldspar and 1 % trace minerals.

The wet process is the most commonly used worldwide for phosphoric acid (PA) production, in which phosphate rock (PR) is reacted with strong acid mainly sulfuric acid. This work aims on studying the rare earth elements (REEs) distribution during the production of phosphoric acid using different qualities of phosphate through various industrial technologies. At the onset of this work, the process started with 12 samples of PR, PA, and phosphogypsum (PG) being taken simultaneously from two different Moroccan basins (Ouled Abdoun mine represented by K09 and Gantour mine depicted by G10, G20, BG) and various production lines at two processing platforms (Jorf Lasfar and Safi). Afterward, collected samples were prepared and analyzed for REE characterization using an inductively coupled plasma mass spectrometry (ICP-MS). Based on the analysis results, a transfer factor ( TFX) was introduced with the aim of gauging the REE distribution between PA and PG. The results showed that the total concentration of REEs in different phosphate qualities ranged from 411 to 631 ppm; the major part of this concentration was attributed to the four elements: Y, La, Ce, and Nd which constitute more than 77%. The REE distribution between PA and PG depends on neither the phosphate quality nor the industrial technology used since that the distribution results showed that 55 up to 66% of the initial REEs in phosphate rock ended up in the PG. The behavior of each REE was common except for the element scandium, which transferred mainly to the phosphoric acid.

The jig men of the Tri-State (Joplin-Miami) zinc district complain about the flakiness of their mill feed. They believe that the flakiness of the composite grains of gangue and mineral are to blame for losses of zinc; that is, that the flaky grains in the jig tailings have higher zinc tenor than the cubical grains. Although the evidence which follows contradicts this belief, no effort is made to give a final and conclusive answer. On the other hand, there is outlined a positive and mechanical method which the operator may use to pursue this and similar investigations. DISCUSSION OF SCREENING METHOD Hand-sorting is obviously not satisfactory for separating cubical grains from flaky grains because the personal influence can not be removed. Screens, however, may be used with success. A set of each of two types of screens is required; namely, the square-hole type and the rectangular (rectang, oblong) type. The square-hole screens must be of the double Tyler scale; that is, the order of the sieves should be after the fourth root of two instead of the customary square root of two; close sizing is important. The size of the rectang screens may be selected by trials so that a part of the material already closely sized on the square-hole screens, will pass the oblong holes. Obviously, the cubical grains will remain on the rectang and the flaky grains will pass through. Hence the mode of operation is to screen first on square-hole screens and then split the products on the oblong-hole screens.
