On the first of July, 2012, the Australian GovernmentÆs Clean Energy Act commenced. From this point, a price of $23/t of CO2-e will apply to facilities that trip the liability threshold. This first part of this paper concentrates on the mechanics of the Clean Energy Future legislation and how it will be applied to the mining and mineral processing industry.The second part of this paper contains analysis of the data presented for typical mine operations. Methodologies for constructing a carbon strategy are also presented. This will entail determining what the objectives of the carbon strategy are, and defining what the strategic priorities for a business should be. An action plan to address the risks identified from the Clean Energy Act is also developed as part of the strategy.Details such as the advantages and disadvantages of opting into the carbon price scheme for liquid fuels are shown. Other considerations such as the ability to acquire permits through the carbon farming initiative or through overseas clean development mechanism projects are explained.CITATION:Allen, M and Holt, P, 2012. Two different techniques were used to make measurements of the absolute value of electromagnetic noise in an operating hardrock mine, Grace Mine, located near Morgantown, Pennsylvania. Diesel-powered haulage equipment is used in this mine, and the electromagnetic noise environment it creates was measured to see how it differs from the environment created by electric-powered haulage equipment. One technique measures noise over the entire electromagnetic spectrum of interest for brief time periods. Data are recorded using broadband analog magnetic tape and are later transformed to give spectral plots. The other technique records noise amplitudes at several discrete frequencies for a sufficient amount of time to provide amplitude probability distributions. The specific measured results are given in a number of spectral plots and in amplitude probability distribution plots.

"The structural design of mine headframes is challenging due to the significant differences in the geometry, rigidity, and behaviour of these structures compared to conventional buildings. The differences are related to the main purpose of these structures, which is not human occupancy, but rather the support of hoisting equipment. The main objective of this paper is to present the seismic elastic behaviour of headframe structures in comparison with conventional buildings, which is the base case for the definition of seismic loads. This paper highlights the impact of backlegs on the dynamic behaviour of mine headframes, more specifically the resulting torsional sensitivity. INTRODUCTION The design of industrial structures is often governed by industrial processes rather than by architectural constraints. In ground-mounted hoisting plants, the structural configuration of headframes must allow clearances around conveyances and ropes while resisting the lateral loads associated with the hoisting equipment. Typically, these structures use backlegs to withstand the lateral loads, which leads to highly irregular structures with unconventional dynamic behaviour. The codes and standards applicable to the structural design of mine headframes in Canada are often incomplete or not adapted to the reality of practising engineers. This situation creates confusion, and engineers must look at various guidelines and international standards to support the engineering calculations required for the design of these structures. The loads resulting from the support of hoisting equipment, such as ropes and conveyances, are usually simple to calculate and are determined based on the information from manufacturer and industry related guidelines. Moreover, the loads associated with snow accumulation and wind are calculated applying the same methodology used for conventional buildings, without any major issues. On the other hand, the seismic loads are often difficult to calculate based on the methodology from the National Building Code of Canada due to the significant differences in the dynamic behaviour of the structures. The resulting structures may be either over-designed or worse, under-designed. Hence, there is a lack of uniformity in engineers’ designs. The latest edition of CSA S16-14 “Design of steel structures” includes Annex M (Informative) “Seismic design of industrial steel structures” to help designers close the gap between the requirements of traditional regulations and actual engineering practice."

"While the American Exploration & Mining Association (AEMA) was preparing to close one chapter and begin another during its annual conference in Spokane, WA Dec. 3-7, word of a significant victory on an issue that has been important to the association for many years came from the halls of Washington, D.C.During a keynote address on Dec. 6, Joe Balash, assistant secretary of Land and Minerals Management for the U.S. Department of the Interior (DOI), told a sold-out lunch crowd that the DOI had released final drafts of proposed revisions to the Obama-era greater sage grouse conservation plans. The revisions suggest removing hundreds of thousands of acres of federally protected habitat in Utah, and easing restrictions on energy development and other activities, including mining, in Colorado, Idaho and Wyoming.The protections of the sage grouse were put in place by the Obama administration in 2015. The sage grouse, a prairie fowl, is considered by conservationists to be a key indicator species for the health of America’s sagebrush ecosystem. The previous plan to protect the ground-dwelling bird imposed restrictions to development in sage grouse habitat, but did not place the birds on the endangered species list — a move that many believed would have imposed far more rigid rules.AEMA, and its executive director Laura Skaer, led the way in the fight against the Obama-era greater sage grouse plan, arguing that the plan unnecessarily hurt economic development.“We were the first organization to point out that the greater sage grouse was being used to stop mining, oil and gas production and grazing on public lands in the interior mountain west,” said Skaer who is retiring from AEMA with a significant legal win on this front. “Early on, we cautioned that the proposed Land Use Plan Amendments would be worse than a listing (of the sage grouse) under the Endangered Species Act. Very few believed us until they saw the plans with all of the restrictions and the recommendation for a 4-million-ha (10-million-acre) withdrawal from mineral entry. We were the only organization that filed comments on all 88 Land Use Plan Amendments in 11 states covering more than 24.2 million ha (60 million acres).”"

This paper describes the incipient heatings that occurred below ground in the High Main and Main seams at the mine between the years 1963 and 1966. The possible causes, effects and activities associated with such heatings are discussed in an attempt to establish the precautions necessary to minimize such occurrences. The assessment of as many "norms" as possible is made to enable the earliest detection and level of activity to be determined.

"Corundum and andalusite were discovered in August 1944 on what is now known as the Blue Metal group of claims. The property, comprising five unpatented lode claims, is situated 20 Miles northwest of Yerington in the Buckskin Mining District, Douglas County, Nevada, An engineer of the. Bureau of nines examined the property on November 1, 1944, and recommended a small: amount of drifting and crosscutting to determine more definitely the extent and character of the ore deposit. The work that had been done by the owners was for sampling purposes only and was confined to a few small pits on the outcrop, and no effort had been made. to delimit the ore zone. Samples taken from the best surface showings were sent to the experimental station in Salt Lake City for beneficiation tests. The results of the preliminary test work appeared favorable, and upon the strength of them and the recommendations made by the Bureau, 2.5 miles of access road was approved and completed early in 1945. Exploration was started on June 24 and completed September 26, 1945.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mines resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.This paper is one of many reporting on various aspects of the Bureau of Mines program initiated in August 1939 by passage of the Strategic Minerals act, the scope of which was. greatly expanded by subsequent legislation.Some of these papers were published as war minerals reports, others as bulletins, technical papers, reports of investigations, and information circulars of the Bureau of Mines or• in, technical journals.The Bureau's program at first included separate investigations by the Mining and metallurgical Divisions, but these were consolidated under Assistant Director R. S. Dean beginning July 1, 1942. Mining and metallurgical investigations carried on in three regional organizations more closely integrated thereafter by a staff of specialists, who reviewed findings made in the field and in Bureau Laboratories, considered proposals for additional work, revised reports for publication, and served as advisors to the assistant director."

Ore deposits are becoming more complex to mine as a result of the exhaustion of surface and other easily mined deposits. There is also increasing socio-political pressure to design more environmentally sound, sustainable, and safe mining practices. Wang and Ma designed a mining method for coal, similar to a modified drift and fill using a continuous miner to take sequential cuts (rooms) that are subsequently backfilled. The authors have modified the concept to make it more autonomous, safer, and less costly using highwall coal mining techniques, modified and adapted for underground applications. The method is more flexible than longwall mining and the percentage extraction would seem to be in the same range. In addition because of the backfilling, surface subsidence would not be a major issue and could be more effectively managed.

High precision on-line particle size distribution measurement of mineral slurries has recently be-come available. It provides new tools for the development of monitoring and optimization methods for mineral grinding and separation circuits. The paper presents the development work at the Kemi chromite concentrator plant of Outokumpu Tornio Works in Northern Finland. The Kemi concentrator processes annually 1.2 Mt of chromium ore. The products are upgraded lumpy ore and metallurgical grade concentrate. The concentrate is produced using gravity separation methods, preceded by a rod mill - ball mill grinding stage. The separation process performance is strongly dependent on the particle size distribution of the grinding product at the Kemi plant. Particle size distribution has a significant effect on the concentrate grade and recovery. Currently a new laser diffraction based on-line particle size analyser is used for monitoring the grinding product. The analyser system allows the measurement of the whole cumulative particle size distribution simultaneously. It provides a wealth of new measurement information for process control. A monitoring and optimization scheme for grinding and gravity separation based on the particle size information is presented. The goal is to minimize the production of fine slime, and subsequently to improve the concentrate quality and minimize chromite recovery losses. Data-based recursively identified linear PLS process models are developed for optimization purposes. The preliminary results of the monitoring system operation in on-line use are presented.

The Bureau of Mines investigated two methods for recovering potash from carnallite ore in continuous 100-lb/h flotation units. In the insoluble-slimes flotation procedure, insoluble slimes were removed by flotation prior to potash flotation. In the direct flotation method, insoluble slimes were depressed and the potash floated directly without prior removal of the insoluble slimes. Seventy-three percent of the potash in the ore was recovered in a leached final KCl product contain-ing 59.1 pet K20 using the insoluble-slimes flotation method. The direct flotation method recovered 74.5 pct of the potash in a final product containing 60.2 pet K20. The rate of return on the investment was calculated at 13 pct for the insoluble-slimes flotation method and 15 pct for the direct flotation method, based on a Bureau economic evaluation.

IN the latter part of the year 1943, it was decided to experiment with diamond-drill blast holes in the Old Bed magnetite mine at the Mineville mines of the Republic Steel Corporation, in sections of the ore body where vertical dimensions were large and where development for sublevel bench stopes had already been done. Other possibilities of application for this drilling method were in the reclamation of old floors and pillars in the pitching folds of the Lower Old Bed ore body and in the reclamation of large vertical pillars in the " 21 " Bonanza-Joker ore body. The cross sections and views of the two ore bodies will show the conditions to which the diamond-drill method has been applied. The Lower Old Bed magnetite ore body is lenticular and dips approximately 30° toward the southwest and strikes generally southeast and northwest. An intensely folded structure, which pitches generally on an axis approximately at right angles to the strike, is continuous from the uppermost old workings down to the present bottom of the mine, and probably continues with depth. On successively lower levels this folded structure becomes greater in vertical dimensions and the two folds are closer together in a horizontal dimension. As shown in Fig. 1, this folded structure gives to parts of the ore body considerable vertical dimensions, which provide areas that were developed for sublevel bench stoping above a slushing drift, as shown in Fig. 2. It was in one of these previously developed sublevel bench stopes, No. 26 on the 1185-ft. level, that the diamond-drill blast-hole method was applied for mining the upper sublevel. The lower sublevel was underhand-bench-drilled to the finger raises of the scram drift below. The roof of this stoping area began to break and spall on the lower sublevel, causing the roof to become inclined. Along the hanging wall of the stope this reached an elevation about half way between the two sublevels. A smooth schistose seam in the hanging wall causes the ore to break away freely. Therefore, if bench mining had been carried on in the upper sublevel, a dangerous condition of poorly supported benches would have resulted. When the drillers were slashing across the sublevel to footwall and hanging wall to make a bench, spalling roof of the opening below would probably have carried away part of the bench, and would have left a dangerous place in which to continue underhand benching. A 6 by 8-ft. raise had been driven between the lower stope and the upper sublevel about 200 ft. from a manway. It was decided to use this raise for a starting cut and to arrange holes as shown in Fig. 3, so that a slot would be opened across the ore body between the footwall and hanging wall. This slot would then be used for the purpose of breaking into the ore; by blasting vertical rings of holes drilled at right angles to the axis of the pitching folds as nearly as possible. The Tata Steel mill at Skinningrove in the North East of England produces top hat sections for mineshaft guides in sizes 102 and 150 mm. The top hat section is the technically preferred shaft guide choice for modern deep mine shafts. This paper explores the relative service performance of top hat and square hollow section guides in service. Comparative corrosion performance is reviewed and the paper describes work commissioned by Tata Steel (as Corus) undertaken by Aker Kvaerner Engineering to evaluate relative winding speeds, relative loads and fatigue life in service. The experience of supply to UK Potash mining is discussed and the future view of high capacity hoisting and larger section size market need and availability is assessed.

The Bulletin. As already announced in the January Bulletin, this publication will be issued during the coming year monthly instead of bi-monthly as heretofore. Among other reasons for this change, it is desired to effect thereby the earlier transmission to members of important papers, lists of candidates for membership, and other items of timely information. The New Haven Meeting. As already announced in special circular, the XCVIth meeting of the Institute for the reading and discussion of papers will be held at New Haven, Conn., beginning Feb. 23, 1909. The Secretary of the Local Committee is Prof. J. D. Irving, Box D, Yale Station, New Haven. The program embraces visits to many interesting works in New Haven, Ansonia, Bridgeport, etc. The leading topics for discussion at the sessions will be: The Conservation of Natural Resources; A Sea-Level Canal at Panama; and The Technical Education of Mining Engineers. But papers on other subjects also are announced. A supplementary session of this meeting will be held in New York City, at some time during March, 1909, as a joint session with other national engineering societies, for the further discussion of the subject of The Conservation of Natural Resources. A Pacific Coast Meeting. The XCVIIth meeting will be held on the Pacific Coast, including a visit to the Exposition at Seattle, and various other points en route going or coming, depending upon the route and program finally adopted. More definite information will be announced at the New Haven Meeting, or at the earliest possible date thereafter.

A finite element model of a 5 m radius DC arc ilmenite furnace in idling mode was used to test the notion that the slag solidifies when it comes in to contact with colder pig iron, thus constituting the initial step in the formation of solid slag at the slag-pig iron interface. It was found that a slag that is 150°C hotter than the pig iron does not solidify at the interface. The 150°C temperature difference between the slag and pig iron is a result of solid slag at the slag-pig iron interface, not the other way around as suggested in the literature. Calculations show that the thickness of the frozen slag at the slag-pig iron interface is 1.7 cm for the furnace used. It is proposed that slag solidification begins with the slow co-current flow of molten slag and pig iron in the outer parts of the furnace. This provides enough time for molten slag to interact with molten pig iron without solidifying. As the reduction products form due to reduction of the slag by carbon in the pig iron, the slag solidifies. This approach negates the need for the slag to solidify by merely coming into contact with an inherently colder pig iron. Making use of a low thermal contact conductance between the slag and pig iron was found to be sufficient to numerically capture the presence of solid slag at the slag-pig iron interface and to preserve the 150C difference between the slag and pig iron phase.

Não há como garantir a qualidade das análises se não houver uma certificação da qualidade dos padrões de referência de forma a calibrar equipamentos de análise, verificar e controlar metodologias e treinar e avaliar os analistas. A produção na Mina de Serra Azul é um processo dinâmico em constante evolução e requer uma gama grande de padrões de referência com características próprias que o mercado de material de referência não tem condições de suprir. A ArcelorMittal partiu então para desenvolver uma metodologia simplificada, mas eficiente com base em critérios estatísticos consagrados para produzir seus próprios materiais de referência secundários (ou internos) de forma a atender a sua própria demanda deste tipo de material.l

Project Environmental Approval is a multi-faceted issue. From a mining perspective, it is a costly item because of avoidable time delay. The government perspective is that the approvals are a necessary part of meeting departmental requirements to ensure that the wellbeing of other uses of the environment is maintained. This paper outlines some of the problems inherent in the environmental approvals process and makes recommendations to both the proponent and government about improving the efficiency of the process.

Successful relationships between mining companies and local stakeholders are now an essential part of the social contract of “doing business” (Prescott, 1995). The methodology presented in this paper is designed to assist mining companies in understanding and building relationships with diverse stakeholder groups. The methodology starts by recognizing that mining projects have a natural life cycle which can be used to identify when new external affairs strategies are required. In designing an external affairs strategy, the first step is to set objectives that are compatible with the overall objectives of the mining project. The management team then identifies the main stakeholder groups and seeks to understand the priorities and inter-relationships of the individual stakeholders. The result of this stakeholder analysis is an understanding of the Degrees of Influence of each of the stakeholder groups along with a relationship map which illustrates the strong interactions between stakeholders. The company is then prepared to take a proactive approach to building relationships with the primary stakeholders. This methodology was developed by BHP to assist with the federal government environmental approval process for the development of Canada’s first diamond mine. BHP has successfully used the methodology in three different phases of the NWT Diamonds Project and is now applying the methodology to mining and development projects around the world.

Production levels at the Kidd Creek copper operation increased during the 1980's by expansion of both the smelter and refinery and by major modifications to equipment which was causing bottlenecks. As a result, there was a significant reduction in the unit cost, some manpower reductions and hence a significant increase in productivity. In the last two or three years, there have been no major expansion projects leading to unit cost reductions and yet these have still been attained. This has been achieved by the development and implementation of various techniques designed to maximize the inherent potential of the operators and maintenance employees. This paper will initially describe the operation but will then place emphasis on employee involvement through such methods as idea awards, incentive schemes, loss control and continuous improvement programs. Organizational changes are discussed, particularly with reference to changes from the traditional operator role to one which encompasses maintenance skills and to cross-training of maintenance employees into multi-discipline fields. The effect of these changes are discussed by a review of the salient plant parameters of safety, production levels, cost and quality.
