CINNABAR was discovered in southwestern Arkansas on Little Missouri River in sec. 1, T.7S., R.26W., in April, 1930, and near Antoine Creek in sec. 28, T.6S., R.23W., some 15 miles farther east in May of the same year. It was not, however, until June, 1931, that cinnabar was identified as such in a specimen from the original discovery area sent to W. M. Weigel1 by Walter F. Hintze of Murfreesboro. Almost simultaneously2, in July, 1931, Moritz Norden of Hot Springs identified specimens from the Antoine Creek area as cinnabar. Immediate interest in the district followed the identification of cinnabar and by January, 1932, the district was known to extend as a mineralized belt about one mile wide trending east-northeast from sec. 13, T.7S., R.27W., in Howard County-across central Pike County and into Clark County to sec. 19, T.6S., R.23W., thence extending southeast into sections 33 and 34 of the same township. Since then, cinnabar has been found in sec. 6, T.7S., R.22W., thus giving a total east-west length to the district of approximately 30 miles. Interest focused mainly on the two discovery areas, with the result that mining development has progressed most rapidly in those localities. In the Antoine Creek area the Arkansas Quicksilver Co. has done con-siderable exploration work and has retorted the high-grade ore so .obtained. In the Little Missouri area the Southwestern Quicksilver Co. has had a 12-ton rotary furnace in more or less continuous operation since April, 1932, and has been the largest producer in the district.

TOP-SLICING was introduced in the Pachuca district in 1917 by T. C. Baker, at that time mine superintendent, of the Santa Gertrudis mine. There then existed 1200 ft. (365.7 m.) below the surface, lying between the fourteenth and eighteenth levels (a vertical distance of 108 meters) a block of ore having a length of 295 ft. (90 m.), and an average width of 82 ft. (25 m.) and dipping at an angle of 65°. This block lay in the hanging wall of the vein and consisted of highly altered and fractured andesite, cut through with mineralized quartz stringers. On the foot-wall side, 26 ft. (8 m.) of old filling, left by former operators, was of payable grade. Stoping therein was first undertaken by the square-set filling system, but because of the extremely heavy hanging wall and loose dry filling in the foot wall, all square setting had to be accompanied by spiling, which made the operation exceedingly slow and costly. A system of mining was sought that would eliminate the difficulties inherent to the square-set system in heavy ground and that at the same time would effect the desired economies in mining. After several years, top-slicing has met all the conditions most satisfactorily, so that when similar conditions presented themselves in El Bordo mine, this method was adopted with necessary modifications. El Bordo mine is operated by the Santa Gertrudis company, and is situated about two miles north of Pachuca. Because of the diversity of the orebodies, a number of different mining methods are in use, among them top-slicing.

Su mineralización está relacionada con el intrusivo del mismo nombre, encontrándose el centro más efectivo de la mineralización en el stock San Francisco, mientras que la paragénesis observada en las estructuras estudiadas es compatible con el zoneamiento existente; ya que las primeras capas depositadas son de cuarzo y pirita, siguiendo la esfalerita, enargita, calcopirita, tetrahedrita, esfalerita y galena; rellenando las cavidades se encuentran los carbonatos.

The lamellar-dendritic transition in Sn-Pb alloys near the eutectic composition has been studied at high growth rates. Lamellar structures were found over a substantial range of tin-rich compositions, and this range extended to increasingly tin-rich concentrations as growth rate increased. These results are discussed in terms of stability and competitive-growth arguments. Various experimental and structural limitations to the rate of directional solidification are discussed. The rate of heat removal at the heat sink is the major experimental limitation. ReCENT interet1,2 in the use of fine composite structures produced by directional solidification of eutectic alloys makes it important to determine the range of composition and growth conditions that yield such microstructures. Because increasing growth velocities produce increasingly finer microstructures, it is particularly significant to determine the factors limiting the rate of solidification. Mollard and Flemings3 have shown that composite structures, free of primary dendrites, can be obtained in Sn-Pb alloys of off-eutectic composition. The composition range of composite structures was found to increase with increasing values of G/V, where G is the temperature gradient and V is the growth velocity. These results are in good quantitative agreement with an analysis of the stability of a planar eutectic interface.4 This analysis specifically predicts that over a small range of compositions stable lamellar structures will be obtained even for G/V = 0, hence, even at very high growth rates. The lamellar-dendritic transition in Sn-Pb alloys has also been analyzed with a model based on competitive growth between dendrites and the composite structure.576 This treatment, based on earlier work on organic eutetics,7 predicts that the composition range yielding composite structures in Sn-Pb will increase rapidly at high growth rates. An increase in the composition range of composite structures at high growth rates was recently observed in Cu-Pb alloys near the monotectic composition.8 In view of these results, and the predictions of the stability and competitivegrowth analyses, it was decided to study the lamellar-dendritic transition in Sn-Pb alloys at high growth rates. EXPERIMENTAL Using 99.999 pct pure materials, a series of Sn-Pb alloys were prepared containing 16.8 at. pct to 27.6 at. pct lead. (Eutectic composition is 26.1 at. pct Pb.) Ingots were extruded to 0.175 in. rod, and some rod was drawn to 0.070-in. wire. Directional solidification was accomplished in two different ways, Fig. 1. For growth rates up to 2 x 10-1 cm per sec, a 0.175 in. diam sample was placed in a graphite crucible 5 in. long with 0.250 in. OD and 0.035 in. walls. Samples were melted under flowing argon in a vertical, platinum-wound furnace, and solidified by driving the crucible downwards through a \ in. hole in a water-cooled copper toroid, Fig. l(a). An insulated chromel-alumel thermocouple was imbedded in the center of a representative sample, and moved with the sample during solidification. The local temperature is plotted against the distance travelled by the sample in Fig. 2. As the growth rate increased, the solid-liquid interface moved closer to the water-cooled toroid and the temperature gradient increased. At growth rates above 10-1' cm per sec, heat was not removed fast enough and the sample moved into the toroid in the liquid state. The curve for V = 2 x 10-1 cm per sec shows a plateau caused by incomplete removal of latent heat from the interface, a problem which will be discussed later. To improve the heat removal, the toroid was cooled by nitrogen gas precooled in liquid nitrogen. This allowed successful solidification at rates up to 2 x 10-1cm per sec. Higher solidification rates required still more effective heat removal. Samples 0.070 in. in diam were placed in graphite tubes 0.125 in. in diam with 0.020 in. walls. Instead of cooling by sliding contact with a cooled toroid, these thinner samples were sprayed or directly immersed into water, Fig. l(b). After solidification, samples were stored in liquid nitrogen until they could be examined metallographic-ally. The surface was prepared with a diamond-knife microtome, followed by a light etch. The presence or absence of tin dendrites, Fig. 3, or lead dendrites, Fig. 4, was noted by optical microscopy, usually of a transverse section near the center of the sample. Replicas of the surface were prepared and examined in an electron microscope to resolve the fine lamellar structures, Fig. 5. The structures observed at various compositions and growth rates are summarized in Fig. 6. Composite structures were observed at increasingly cin-rich compositions as growth rate increased. This transition from dendritic to composite structure with increasing growth rate was also demonstrated by solidifying half a sample at a slow rate and then suddenly increasing the growth rate by lifting the furnace and quenching the sample with a water spray. A longitudinal section of this sample, Fig. 7, shows that the tin dendrites, which extended ahead of the slow-moving composite interface, were bypassed by the composite when the growth rate was increased. The range of composite structures at high growth rates was limited by the appearance of primary lead dendrites on the tin-rich side of the eutectic composition. "Glencore’s Sudbury Integrated Nickel Operations in Falconbridge, Ontario, has been in operation since 1930. Many new technologies and practices, now common in the industry, have been implemented at the site and contribute significantly to the industry’s understanding. Since the last update on the Smelter operation published at the NiCo 2005 conference, the Converter Aisle has undergone significant changes in the operation of vessels. The Aisle continues to consist of 4 Peirce-Smith converters, but the Slag-Make Converter, and the Slag Cleaning Vessel have been re-tooled or re-built as Hybrid Vessels (HV), each generating matte for the two Finishing Converters and clean slag for disposal. The complicated scheduling and the overall benefits to the Smelter are reviewed here as part of the on-going tradition of industry support.INTRODUCTION The Glencore Nickel Sudbury Smelter operates a Roast Reduction Smelting (RRS) flow sheet with a specialized Converter Aisle operation that maximizes metal recovery to Bessemer matte. The main process equipment consists of a pair of Fluid Bed Roasters, a submerged-arc Electric Furnace and four Peirce-Smith converting type vessels (Figure 1). In the RRS flow sheet, concentrate is roasted with air to remove sulphur as SO2. Calcine from the Roasters is mixed with petroleum coke upon addition to the six-in-line rectangular Electric Furnace. The coke back reduces the metallic oxides, producing a matte and a discard slag.Gases from the Roasters are sent to a single pass absorption Acid Plant where the SO2 is converted to acid. Under the previous operating targets, approximately 70–75% of the sulphur in the incoming concentrate was fixed as acid with the balance going to the Electric Furnace in calcine for Bessemer matte production. Off-gases from the Electric Furnace and Converters are combined in a balloon flue, treated for particulates in electrostatic precipitators and discharged to the Smelter stack without any SO2 fixation."

A picture of the ceramic industrial potential of the Pacific Northwest States is presented by reviewing the present ceramic industries, raw-material resources, and current market demands. A resume is given of the industrial plants manufacturing ceramic ware as well as available information on raw-material resources. No attempt was made to prospect for new deposits but rather to evaluate, insofar as possible, those already known. Since much of the industry is concentrated on the Pacific coast, most of the information available on resources concerns deposits in that area. Large, undeveloped districts in Montana and Idaho, however, offer promise of larger reserves of ceramic raw materials. Average annual production, some operating costs, and annual power consumption are given for each of the plants. Production and some cost figures are listed to show the limited nature of the present industry and to suggest fields open for new development.

Underground rock drilling has gone through intense development during the last 25 years. Mechanization and hydraulics have greatly increased the efficiency of drilling and improved the environment of the drill operator. As the total economy has become more and more important, the development has resulted in greater overall economy in drilling. The latest evolution step is computerization of drilling equipment. Computerization has been applied to tunnelling jumbos, long- hole drilling rigs and bolting rigs. With today's technology computerization is the natural way to increase capacity and productivity of the drilling process. However, it is still impractical to implement total "robotic" drilling. In computerized drilling the operator's role continues to be vital in controlling the drilling process and in analyzing the effect of individual parameters on the whole excavation process. Today this is called "CAD" - Computer Aided Drilling.

Properly designed evapotranspirative (ET) cover systems can greatly reduce the amount of infiltration and groundwater recharge (deep percolation) into potential acid generating mine waste. In arid and semi-arid environments, infrequent precipitation, low measurable subsurface fluxes, spatial variability within mine waste and cover material, and evapotranspiration from below the cover system create challenges to monitoring moisture flux in these systems. Sloped ET single-layer (monolayer) cover depths and a variety of reclamation treatments are being studied at a copper tailing impoundment in Arizona, USA. To monitor the performance of different ET cover systems in response to precipitation patterns, four different test plots consisting of two different cover depths and two different vegetation densities were instrumented with heat dissipation sensor nests. The sensors measure the soil water pressure potential and allow hydraulic gradients to be determined within and below the cover systems to depths of 180 cm. Three replicate sensor nests were installed in each test plot to account for variability in materials and test plot treatments. Data collection occurs twice daily and is ongoing. Weather during the 26-month monitoring period was characterised by two months of greater than normal precipitation followed by nine months of normal precipitation and 15 months of abnormally dry conditions. Monitoring data indicate that deep percolation occurs in response to periods of extended precipitation, however, drying was observed to depths of six feet below the surface in all test plots. Using conservative assumptions regarding tailing hydraulic properties, one-dimensional downward flux predictions based on the monitoring data indicate very low (Additional long-term monitoring and installation of deeper and replicate monitoring sensors into tailings without cover systems are recommended to evaluate the long-term ET cover system performance and develop a better understanding of deep percolation rates at the sites.

THE United Eastern Mining Co.'s property is located in the Oatman, Gold Roads mining district of Mohave County, Ariz. The mine and mill are some 26 mi. (41.8 km.) southwest of Kingman, the nearest railway connection. The ore consists of a mixture of calcite and quartz with some andesite. The values, which are mainly gold, alloyed with approximately 34 per cent., by weight, of silver, are extremely fine so that fine grinding is a most important factor in extraction. The milling process, briefly, consists of single-stage, coarse-crushing, two-stage ball milling in cyanide solution, followed by combined mechanical and air agitation, and by straight counter-current decantation. The Merrill zinc-dust precipitation method is used to recover the values, and is preceded by the Crowe vacuum treatment of the solution. The most notable features of the plant are the absence of filters, and the use of short peb mills loaded with steel balls, for fine grinding. As originally designed, the capacity of the mill was to be 200 tons per day, although the grinding end was to be capable of handling double that amount. By adding extra agitators and thickeners and by some alterations to the grinding end, the daily capacity has been raised to 285 tons. This, it is hoped, may be increased to 300 tons during the warm months of the present year. In 1962, while investigating the tungsten potential in the Thompson Creek area for Union Carbide Corp., Henry T. Eyrich obtained anomalous concentrations of molybdenum (up to 19 ppm Mo) from stream sediment samples collected along Pat Hughes Creek, a tributary to Thompson Creek. Follow-up investigations by Eyrich during the same year disclosed the presence of a hydrothermally altered and molybdenite-bearing granitic exposure in the headwaters of Pat Hughes Creek about 2.4 km (1.5 miles) upstream from the sample point. The altered outcrop measured about 549 by 305 m (1800 by 1000 ft), contained abundant northwest-trending quartz veins locally with molybdenite, and was overlain and surrounded by the Challis volcanic extrusive sequence of mid-Tertiary age. Eyrich's subsequent soil and rock chip geochemical sampling program over the altered outcrop area showed a general increase in the molybdenum content to the northwest toward the postmineral Challis volcanic cover. Over a distance of about 305 m (1000 ft), values in the altered intrusive rock increased from less than 5 ppm Mo to over 600 ppm Mo, with aconcomitant intensity of the hydrothermal alteration pattern. Based on these geochemical results and on preliminar; megascopic hydrothermal alteration studies, Eyrich correctly concluded that the altered outcrop is an erosional window and that molybdenum mineralization of sufficient grade could exist beneath the Challis volcanic cover some distance further to the northwest. His recommendation to test the area of potential molybdenum mineralization with several drill holes was, however, declined by Union Carbide in 1962. The property remained unclaimed until 1967, when Eyrich joined Cyprus Mines Corp. Acting on Eyrich's recommendation, Cyprus immediately staked 26 lode mining claims to cover not only the altered intrusive outcrop, but also the northwest trend of mineralization where it projected beneath Challis volcanic rocks. Eleven of these claims are now patented.

The Dizon open pit mine of Benguet Corporation in western Central Luzon, Philippines has yielded some 182 000 t copper, and about 26 000 kg gold and 48 000 kg silver as by products since it started operation in November 1979. The 140 million tonne orebody is associated with a small quartz diorite porphyry stock emplaced in volcanic rocks on the basal slope of a stratovolcano complex as stockworks, fracture fillings and disseminated sulphide mineralization averaging 0.43% Cu, 0.93 g/t Au and 2.5 g/t Ag. Intense hydrothermal alteration accompanied the mineralization that developed fairly distinct mineral assemblages within and around the intrusive. Post-ore volcanic activity later gave birth to an upward-flaring diatreme which broke out south of and adjacent to the orebody and partially destroying it. Subsequent volcanic activity buried the mineralized area along with the rest of the stratovolcano's surrounding slopes under a thick deposit of pyroclastic and laharic debris. Erosion eventually removed the volcanic cappings over Dizon and also exposed the quartz diorite porphyry stock which might have resulted in the truncation of a sizeable section of the Dizon deposit. The chain of stratovolcanoes that comprise southeastern Zambales range hugging the southeastern edge of the Zambales ophiolite is part of a west-facing volcanic arc that extends for some 300 km along the western margin of central and southern Luzon whose development has been correlated to the subduction in the Manila Trench located off the west coast of Luzon. Prominent WNW-trending lineaments that cut across the ophiolite appear to be splays of the Philippine Fault whose intersection with the Mt. Pinatubo stratovolcano complex might have localized the emplacement of a number of intermediate stocks along with the gold-rich porphyry copper mineralizations associated with some of them.

That makes all the difference,” said Dee Kippers, of FMI Henderson Mine, in her talk on “Process optimization during a market downturn (A Moly MacGyver story).” Kippers told an entertaining story of the journey she and her team took in tackling the issue of an annual spike in iron content in the product at Freeport- McMoRan’s Henderson primary molybdenum mine near Empire, CO.As the metallurgists tried one thing after another — cranking up the iron depressant, adjusting pH with sodium hydroxide and hydrated lime, modifying reagent levels — Kippers found that when she shared her results with the operators, communicated with them on what she was doing and got their input, they were more willing to work with her, and more understanding and supportive of her efforts.The results make the case for getting people on board and coming together as a team. The cost savings from their optimization efforts, with little capital investment, have been “enough to cover the annual salaries of our metallurgy department and then some,” Kippers said.Considering the environmentDavid Lemieux, of Dundee Sustainable Technologies (DST), talked next on “Cyanidefree process for gold extraction,” presenting the results obtained from a demonstration campaign of the company’s novel chlorination process for gold extraction and associated arsenic stabilization process. Developed at an investment cost of C$35 million, they are ready for commercialization, having been demonstrated on the laboratory, pilot and demonstration scales.The DST process is differentiated from the Plattner chlorination process, which was in use from 1851 to 1916, by moderate process conditions of atmospheric pressure and ambient temperature — the result of using sodium hypochlorite solution, or bleach, instead of direct injection of chlorine gas — and new, cheaper materials of construction, such as polymers, plastics, fiberreinforced plastics and Teflon, resulting in lower capital and operating expenditures."

Following the United Nations initiative to fingerprint the origin of conflict materials, the German Federal Ministry for Economic Cooperation and Development has decided to fund a pilot study on coltan ores. Since 2006, our working group has been investigating columbite- tantalite (coltan) mineralisation, especially in Africa, also within the wider framework of establishing certified trade chains. More than 300 samples were obtained from the worldÆs major coltan producing areas. Special attention is, however, directed to samples and concentrates from Ta-Nb-Sn provinces in Africa: Democratic Republic of the Congo, Rwanda, Mozambique, Ethiopia and Namibia. Using state of the art analytical tools, we investigate mineralogical and chemical parameters obtained from columbite-tantalite ores and concentrates in order to distinguish between ore provinces, likely even down to the deposit scale. Methods employed include fully automated electron microscopy (mineral liberation analysis), electron microprobe analysis (major and minor elements), laser ablation plasma-source mass spectrometry (trace elements and U-Pb dating), X-ray fluorescence spectroscopy (bulk major and trace elements), X-ray diffraction analysis (mineralogy and structure) and thermal-ionisation mass-spectrometry (U-Pb dating). Major and trace element concentration patterns, mineral assemblages in the ore concentrates, and zoning characteristics in the different pegmatites from Africa distinctly differ from each other. Furthermore, the following age populations are evident:Archaean (>2.6 Ga);Palaeoproterozoic (1.9 - 2.1 Ga);early Neoproterozoic (æKibaranÆ; 0.98 - 0.93 Ga); andlate Neoproterozoic to early Palaeozoic (ca 0.5 Ga). Currently, we focus on the resolution of the fingerprinting system from region via ore province down to deposit scale. Our preliminary analytical results indicate that a certification scheme including fingerprinting of sources of coltan ores is feasible.

THE annual fall meeting of the Institute of Metals and the Iron and Steel divisions, in conjunction with the American .Society for Steel Treating and the Metal Congress and Show, at Boston was from many standpoints the most successful we have had to date. While many faces were missing from the various gatherings, the Institute registration reached the high mark of 324 members and guests. Cooperating with the Steel Treaters were also the American Society of Mechanical Engineers, the Society of Automotive Engineers and the American Welding Society. ,The meeting was, as usual, a three-ring circus with technical sessions 'galore, plant .trips, visits to the Exposition, social events such as lunch- eons and dinners as well as entertainment for the ladies present.

Spurred on by the very high demands for new crude supplies resulting from World War 11, the oil men of Kansas strained every effort in 1943 to find as many new pools as possible. In all, 1761 test wells were drilled, ,of which 895 were successful in finding new oil supplies and 32 in finding new gas supplies. The total number of wildcat wells drilled in Kansas was 577, including the so-called "extension wildcats," which are located less than 2 miles from production. As a result of the very determined effort to find new oil reserves, 49 of the wildcat test wells found new oil pools in western Kansas and 7 found new oil pools in eastern Kansas. There were 289 rank wildcat tests, and among these 28 were successful ventures. They are responsible for 26 of the new oil pools recorded for the year and 2 of the new gas pools recorded. The ratio of dry holes to producing wells among such rank wildcats is thus approximately 10 to I (289 dry and 28 good). This compares with a ratio of II: I in 1942 and 6:1 in 1941; the same in 1940 and 5:Iin 1939. With nearly all wells flowing to their maximum economic capacity, the total production for Kansas during 1943 reached a new high; that is, 107,700,000 bbl., compared with 97,000,000 during the previous year. Similarly, the amount of gas sold during 1943 made a new high point on the production curve. The total amount was 122 billion cubic feet, compared with about 98 1/2 billion cubic feet for the year previous. As usual, the large Hugoton field of south- western Kansas accounted for approximately half of the total gas production. Highlights of the Year Despite the fact that 56 new pools were found in Kansas during 1943, it must be admitted that the future reserves of the state have not been increased greatly. Most of the new pools seem to be of minor value, although it is admittedly impossible to gauge the future production of any pool in Kansas with any exactitude. Judging by the later performance of some of the pools found in 1942 and in 1941, less than five of the new pools are likely to make any great contribution to the state's future oil reserves. Taking up the counties of Kansas in alphabetical order, the following statements summarize the highlights of the year. In Graham County, the Morel pool was extended to the southeast and this pool now promises to become one of the important pools of western Kansas. Several of the older wells have already contributed more than I000,000 bbl. of oil, and such a figure is considered very satisfactory in Kansas. In McPherson County, important new reserves were found by persistent drilling in township 17 S., R. I. W., the most northeastern township of the county. Many new wells in older pools and discovery wells in new pools make this region look promising. The Lindsborg pool, which had a sensational revival during 1942, was also extended in a number of directions and has now become a rather large producing area with a fairly high future potential capacity.

Spurred on by the very high demands for new crude supplies resulting from World War 11, the oil men of Kansas strained every effort in 1943 to find as many new pools as possible. In all, 1761 test wells were drilled, ,of which 895 were successful in finding new oil supplies and 32 in finding new gas supplies. The total number of wildcat wells drilled in Kansas was 577, including the so-called "extension wildcats," which are located less than 2 miles from production. As a result of the very determined effort to find new oil reserves, 49 of the wildcat test wells found new oil pools in western Kansas and 7 found new oil pools in eastern Kansas. There were 289 rank wildcat tests, and among these 28 were successful ventures. They are responsible for 26 of the new oil pools recorded for the year and 2 of the new gas pools recorded. The ratio of dry holes to producing wells among such rank wildcats is thus approximately 10 to I (289 dry and 28 good). This compares with a ratio of II: I in 1942 and 6:1 in 1941; the same in 1940 and 5:Iin 1939. With nearly all wells flowing to their maximum economic capacity, the total production for Kansas during 1943 reached a new high; that is, 107,700,000 bbl., compared with 97,000,000 during the previous year. Similarly, the amount of gas sold during 1943 made a new high point on the production curve. The total amount was 122 billion cubic feet, compared with about 98 1/2 billion cubic feet for the year previous. As usual, the large Hugoton field of south- western Kansas accounted for approximately half of the total gas production. Highlights of the Year Despite the fact that 56 new pools were found in Kansas during 1943, it must be admitted that the future reserves of the state have not been increased greatly. Most of the new pools seem to be of minor value, although it is admittedly impossible to gauge the future production of any pool in Kansas with any exactitude. Judging by the later performance of some of the pools found in 1942 and in 1941, less than five of the new pools are likely to make any great contribution to the state's future oil reserves. Taking up the counties of Kansas in alphabetical order, the following statements summarize the highlights of the year. In Graham County, the Morel pool was extended to the southeast and this pool now promises to become one of the important pools of western Kansas. Several of the older wells have already contributed more than I000,000 bbl. of oil, and such a figure is considered very satisfactory in Kansas. In McPherson County, important new reserves were found by persistent drilling in township 17 S., R. I. W., the most northeastern township of the county. Many new wells in older pools and discovery wells in new pools make this region look promising. The Lindsborg pool, which had a sensational revival during 1942, was also extended in a number of directions and has now become a rather large producing area with a fairly high future potential capacity.

IT is customary for the president of an engineering society, in his annual address, to describe either some engineering problem with which he has beer connected or to review the work of the society during his administration. My first thought, this being the sesquicentennial year of our nation, was to review the advance in coal mining for the past fifty years, during which period I have been more or less intimately con-nected with the bituminous coal industry, and have personally witnessed most of the great changes which have occurred in methods and machinery used in the production of coal, but preparation of the requisite address would take more time than could be spared to prepare it, and its presentation would consume so much time that it .would not be suitable. The new arrangement providing for giving the presi-dent's address at the business meeting makes it more .appropriate to review the work of the Institute during the past year, together with some suggestions which appeal to me as being of advantage to the future wel-fare of the Institute, which I will try to do briefly. The work of the business office has been reviewed in the Secretary's report and it will not be necessary for me to dwell on it. Suffice it to say, it seems to be going along very well. Additional work could be done which would be to the advantage of the Institute, if we had the money with which to defray the necessary ex-pense incident to it, but I will refer to this again later. I would be derelict if I did not refer to the splendid work of the Secretary and the Assistant Secretary. Keeping in touch with all the sections, which number now about 26, and affiliated student societies which number 40, besides special committees, and represent-ing the Institute on various boards, provides work enough to occupy the Secretary's time almost exclu-sively. In addition to this the Secretary and the As-sistant Secretary have the work of editing and publishing the TRANSACTIONS of the Institute; the issuing of the magazine, MINING AND METALLURGY, in the splendid manner in which it goes out to the mem-bership is no light task and I think they should receive the commendation of the membership for this work.

Manganese nodules form at the sediment surface of abyssal plains throughout the global ocean at water depths of about 4000-6500 m. The nodules form a continuum from purely hydrogenetic (all metals from seawater) to purely diagenetic (all metals from sediment pore waters), which will determine which metals of potential economic interest are enriched in the nodules. Another important factor in metal enrichment is whether diagenesis in the bottom sediment is oxic or suboxic. There are several nodule fields in the deep ocean that have received much attention with regards to economic potential, the most important being the Clarion-Clipperton zone (CCZ) in the NE Pacific, where the International Seabed Authority (ISA) has signed 12 contracts for exploration areas, each spanning 75,000 square kilometers. Those nodules are rich in nickel (mean 1.3 wt. %), copper (mean 1.1 %), and manganese (28%), with moderate amounts of cobalt (mean 0.2%), molybdenum (587 g/t), and lithium (129 g/t). A conservative estimate is that there exists 21,100 million dry tonnes of nodules in the CCZ, yielding more manganese, twice the nickel, three times the cobalt, and four times the yttrium than the entire land-based reserve base (economic plus marginally economic plus subeconomic reserves) for each metal. Total rare-earth elements (REEs) as oxides average 0.09% in CCZ nodules, a potential byproduct even at that grade because the heavy REE complement averages 26%, compared to less than 1% for the large land-based carbonatite REE deposits. The price for HREEs is much greater than for the light REEs. For comparison, the REEs in deep-ocean ferromanganese crusts are 3 to 5 times greater than nodules and the HREE complement averages 18%. Of the 12 CCZ contracts, 7 are with States (China, France, Germany, Japan, Korea, Russia, and a group of States (IOM); and 5 are with companies: G-Tec Sea Mineral Resources NV, Nauru Ocean Resources Inc. (NORI); Tonga Offshore Mining Ltd (TOML), UK Seabed Resources Ltd (Lockheed UK), and Marawa Research and Exploration Ltd. Three other nodule fields that have received attention are in the Peru Basin, which has nodules very rich in manganese (34%) and lithium (mean 311 g/t), the Penrhyn Basin (Cook Islands Exclusive Economic Zone), with nodules very rich in cobalt (mean 0.4%); and the Central Indian Ocean Basin (CIOB), where India has an exploration contract with the ISA. CIPB nodules have mean nickel, copper, and manganese contents of 1.1%, 1.0%, and 24% respectively.

A facilities success or failure of doing well during a regulatory inspection is typically measured by the number and type of citations that result, and financial liability resulting from those citations. The success of a facility during an inspection depends on several factors including, the preparation prior to an inspection, behavior and activities during and inspection, and finally, action taken following the inspection. This paper contains suggestions for improving inspection results and establishing an attitude of compliance at manufacturing and mining facilities.
