A real-time Diesel Particulate Matter (DPM) monitor has been developed on the basis of the successful National Institute of Occupational Health and Safety (NIOSH) designed Personal Dust Monitor (PDM) unit. The objectives of a recently completed Australian Coal Association Research Program (ACARP) study were to modify the PDM to measure the submicrometre fraction of the aerosol in a real-time monitoring underground instrument. Mine testing focused on use of the monitor in engineering evaluations to determine how conditions can be improved. Studies, including a selection during Longwall (LW) moves as described in this paper, demonstrated how DPM concentrations from vehicles fluctuate under varying ventilation and operational conditions. Correlation between the current SKC DPM measurement system and real-time DPM monitors were conducted and results from six mines show a correlation between elemental carbon (EC) and the new monitor DPM mass ranging from .51 to .81 with R2 >.90. These differences are suspected to be due to variations from mine to mine in aspects such as mine atmospheric contamination, vehicle fleet variations, fuel type, engine maintenance, engine combustion efficiency, engine behaviour or interference from other submicrometre aerosol. Real-time monitoring readily reflects the movement of individual diesel vehicles and allows pin-pointing of high exposure zones such as those encountered where various vehicles work in areas of constrained or difficult ventilation. DPM monitoring approaches that have been available for some time based on shift average monitoring do not readily allow successful engineering evaluation exercises to determine acceptability of pollution levels. Identification of high DPM concentration zones allows efficient modification of mine ventilation, operator positioning and other work practices t o reduce miners? exposures without waiting for laboratory analysis results.

This study presents a comprehensive thermodynamic optimisation and sustainability analysis of the secondary copper smelting process for Waste Printed Circuit Board (WPCB) recycling. The study investigates various scenarios with different proportions of WPCB in the input stream, ranging from 0 per cent to 100 per cent. Through thermodynamic modelling using FactSage™ version 8.1, the optimisation process is conducted in three stages. The results of the thermodynamic modelling indicate that the best-case scenario for WPCB recycling is achieved with a 40 per cent proportion of WPCB in the input stream. This case exhibits a maximum copper recovery of 99.93 per cent while minimising the formation of other waste. In addition to the thermodynamic analyses, environmental factors such as the carbon emission index and resource utilisation efficiency are studied. The 40 per cent WPCB recycling case exhibits a resource utilisation efficiency of 93.055 per cent and a carbon emission rate of 0.133. The present investigation highlights the significant benefits of a 40 per cent WPCB recycling scenario through a secondary copper smelting process in terms of base metal recovery and energy efficiency, thus emphasising its potential for sustainable PCB waste management and resource utilisation.

This report contains the results of tests performed on three large diesel engines to determine their ability to meet selected criteria of the Mining Enforcement and Safety Administration Regulations for equipment used in gassy, non-coal mines. Study efforts were first directed toward determining the types of equipment expected to be used in underground oil shale mines. Three typical engines in the 800-1200 horsepower range were then selected for testing. Intake flame arresters, exhaust scrubbers, and water jacketed exhaust system were designed and built for each engine. During testing, each engine was evaluated for its gaseous emissions output, adequacy of the exhaust gas cooling system, ability to withstand internal explosions, and adequacy of the flame arresters. Surface temperatures of the engine and exhaust cooling system were determined under full load operation.

Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives: 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. "INTRODUCTION At the request of Elmer Burch, of Taos, N. Mex., the Apache mica mine was examined by an engineer of the Bureau of Mines in October 1942. As the result of this examination, the Bureau of Mines proposed to extend an adit to the projection of the mica-bearing dike. The Federal Geological Survey then prepared a topographic and geologic map of the property. This information and consultations with members of the Survey 3/ assisted in determining the course and extent of the exploratory work. The author supervised the work, which was done from January to May 1944.Title to the property was in litigation during the period of the Bureau of Mines investigation. Conrad Johnson, of La Madera, N. Mex., was contesting the valley of Burch's claim location covering the Apache mine. Johnson was a prior claimant. A map made during mining operations prior to 1929, showing all mine workings, was in the possession of Johnson, but he would not produce it for inspection as long as his title to the property was in doubt. The course of the adit extension was therefore controlled by the best information and judgment otherwise obtainable."

During the ABM Conference of 2015 the latest design and process features of the new 3-roll RSB® generation were presented together with a unique Size Control System SCS® for a real time closed loop control to produce an extraordinary quality SBQ – day in, day out. In the past two years, Kocks has focused on improving the repeatability of the rolling process and developed technology to enhance the performance of its equipment. These developments include Fast Remote Control (FRC), Stands Adjustable Under Load (AUL) implementation of closed loop Size Control System (SCS), and finally a state of the art laser Gauge (4D Eagle) that pulls all of these developments into a complete package of quality. Gauges used in the past generally operated with the “shadow” measuring system. The latest gauge developments are based on the “light section” method. This method is more suitable to provide real time measurement parameters of the rolled bar. Placed close to the last rolling stand, the “light section” gauge is capable of measuring around the complete diameter with a clear definition of the bar stage in relation to the axes of the rolls. It is also capable of making these measurements using a very high measurement frequency. Following requirements of the market, requiring the highest gauge measuring frequencies which display the bar in the most accurate way even at the highest rolling speeds, the “4D Eagle” gauge was developed. This paper describes all the process features and parameters of this impressive and unique newly developed gauge as well as the other described technical improvements.

On 23rd October, 1969, 54 members of the Institute set out at an early hour from Rand Airport in two chartered Dakota aircraft for a visit to the Hendrik Verwoerd Dam site. The weather was at the start rather unpromising but after passing Bloemfontein the overcast cleared and it turned into a glorious day for a most memorable visit. The Institute is indebted to U.C-Dumez-Borie Dams Limited, the main civil engineering contractors, and Mr J. D. McNamara their executive manager, for the very excellent arrangements made for this excursion. From the time the aircraft landed till a slightly belated departure the organisation of the extensive tours arranged for the parties was quite outstanding and a matter for congratulation to all concerned. At each of the many places visited there was a senior official to give an authoritative and comprehensive description of the work under his control. In addition the guides on the buses, loaned by the Department of Water Affairs, kept up an interesting running commentary throughout the day. A further much appreciated facet was the introduction of many of the experts on the site and a brief talk by each after an excellent lunch served at the recreation club. Each visitor also received a brochure with a progress report and a detailed site plan, with various sections highlighted in colour, and obviously prepared at the cost of much time and effort. The visit included tours of the large dolerite quarry, where some 150 000 tons of rock are removed each month, the 42 in. gyratory primary crusher, the secondary crushing and screening plant, the rod mill plant for sand production, and the automated blending and concrete batching plant. The transport of mixed concrete by 'silobuses' to the 6 cu. yd buckets of four Blondin cableways, two of which are radially movable and two with buffing towers, and the placing of the concrete in the huge blocks of the wall was watched from a vantage point. The most interesting part of the visit was without a doubt the inspection of the wall itself and the explanations of the many intricasies of its design and care in construction, covering aspects such as positioning of galleys, interlocking of blocks, reinforcement, refrigeration, actual concrete placing, subsequent grouting, etc. Other points of interest were the very complicated design of the wall itself, the river diversion plans, with three stages of coffer dams, the spillways, and the very well cut penstock tunnels.

In a Bureau of Mines investigation of the dynamic compaction of mine hydraulic backfills, two basic forms of mechanical vibration inducers were used and compared for effectiveness of compaction. Internal compaction, using concrete probe vibrators of various sizes, and external compaction, using plate vibrators} were studied and evaluated for use in underground stopes. An aluminum plate, which was light and displaced sufficient volume to remain afloat in fluid fill, and a steel plate were both used in the external compaction tests. Efficiency of compaction was better in studies conducted with internal probe vibrators. Tests were conducted in an underground backfilled stope with three different-sized probe vibrators (2-, 4-, and 6-inch-diameter) to determine an approximate area of influence. Results showed the areas of influence to be approximately 3, 4, and 5 feet in diameter, respectively, for the three different probes. Physical properties of hydraulic slurries were determined; preferred grain-size distributions, water exudation properties, and water contents of hydraulic slurries are reported. The best compaction results were obtained with moderately well-graded, fully saturated backfills, with slow rates of water exudation, which were capable of remaining in a semifluid state during the compaction process.

If the extraction is beneath massive roof strata, the roof tends to 'bridge' across large spans without failing, the caving behaviour is complex and irregular. Understandably, these give rise to many geotechnical problems with safety implications and involving sometime huge direct and indirect costs. Only two important problems, 'feather-edging' in pillar mining and `severe periodic weighting' in longwalling, are discussed in this paper in the background of geomechanics investigations in Australia at Blue Mountain Colliery and in South Bulga Colliery respectively. `Feather edging'- a major source of injury and fatal accidents in Australia and South Africa in such situations, refers to a phenomenon where the roof, at the goat edge, falls as a thin wafer of rock often suddenly, over-riding conventional timber breakerlines. The results of the first comprehensive, monitored trial in an Australian pillar extraction coal mine, suggests how the roof falls into feather-edging caving (generally) because of multiple shear-planes (interpreted) and how it may be alleviated. Because of complex fracturing behaviour of massive roof strata, periodic weighting at a longwall face is certain to manifest itself as 'yielding supports', heavy conditions', rapid convergence and in the worst case, as a cause of face stoppage. After briefly discussing the programme of instrumentation (in a chain-pillar and over the would-be goal) and results, this paper attempts to improve mechanistic understanding of the related geotechnical issues associated with the weighting behaviour and aims at establishing a 'threshold' value of weighting severity index (suggesting intensity of periodic weighting) with an objective to optimise operational controls before mining through potential (future) weighting areas.

Wollastonite is recognized as one of the most unique, non-metallic minerals in the world. Its history for use in industrial applications is recent compared to other minerals, however, its distinctive physical properties, such as acicular particle shape, and alkaline pH creates incorporation possibilities ranging from bowling balls to automotive fascia, from ceramic tiles to automotive brakes, and from thermal insulation board to industrial and trade sale coatings. Its future use will be impacted by the exploitation of deposits which will ensure maintenance of the acicularity and purity of this naturally occurring mineral. Additionally, closely held surface treatment technology will open up additional niches requiring highly engineered performance.

In an investigation of the incineration of combustible wastes, the Bureau of Mines studied the effect of dimensional parameters, process variables, and fuel properties on the operation of an incinerator that consisted of a single cylindrical combustion chamber in which all combustion air was supplied tangentially above the fuel. Construction and operation of three designs of such a device proved that the tangential overfire air design is effective in providing efficient combustion and low concentration of particulate matter in the effluent gas. A correlation was found that related burning rate with air rate, chamber diameter, and inlet port diameter. In one of the incinerator models, ignition was by radiation from a preheated surface. The temperature of this surface was required to be 1,400° to 1,600° F to insure ignition of moist refuse; however, this had little effect on combustion rates. In the combustion of moist refuse, evaporation of the water proceeded through the fuel bed as a wave, with an ignition wave following the evaporation.

"Safety performance in many companies and even industries has stalled in the last decade. Accidents rates are at a “plateau” and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas Refinery disaster, organizations that have “exemplary” safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters, the BP’s Deepwater Horizon Rig disaster in the Gulf of Mexico. Looking into the causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset, or its culture? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there features that can be delineated? The research and review presented in this paper covers a period since1995, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions of near zero organizations (NZO) that suffered unexpected disasters, based on extensive research by the author. More recently, the massive West Fertilizer plant explosion in Texas, and the Train Disaster in Lac-Mégantic, Quebec, Canada underlined the same trends. Organizations may experience calamities not because they are bad, or unsafe, but because they have become “cult-like”. INTRODUCTION The train disaster of 6 July 2013, in the small town of Lac-Mégantic in Quebec, Canada, in which 47 people were killed, had many strange pre-cursorsso-called “black swan” events that have occurred in many different industries. Black swan events are so rare, that there is almost zero chance that they will ever occur again, but they are so calamitous that the responses to these are emotional and irrational, (but necessary) and in those responses, the seeds for other, different black swan events are put into place. It is not what we don’t do, or do wrong, that causes modern disasters, it is what we do. The same things in the culture that make us successful, may also cause the disasters. We slowly, incrementally and insidiously ‘float’ into disaster. One such Black Swan event: The Piper Alpha Oil Rig disaster, killing 167 men in the North Sea on the 6 September 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry."

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. A brief résumé follows of recent activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority (under Executive Order 9728) was removed on June 30, 1947, when Government control of the mines was terminated.

Originally developed as a step change in ultrafine grinding efficiency, the IsaMill? has made inroads into conventional ball mill and tower mill mainstream grinding duties during the last 5 years - beginning with the Anglo Platinum mainstream grinding projects in South Africa. At the 2006 SAG Conference, plant testwork on the incorporation of IsaMill? technology into the McArthur River (Northern Territory, Australia) Pb/Zn primary grinding circuit was reported. The IsaMill? has now become an integral component of that circuit, treating up to 1mm top size feed and directly producing P80 45 µm rougher flotation feed. Two 1.1 MW IsaMills? are now used in this duty contributing to a 27% increase in overall plant throughput and a reduction in rougher feed size distribution. In this paper, we report on the current state of development and performance of the IsaMill? in the primary grinding duty at McArthur River and also consider future directions.
