Globally, it is anticipated that the mineral sands industry will enter a period of short supply. Demand for both titanium dioxide and zircon is forecast to continue increasing, with new projects needed to come on-stream to fill the supply gap. Victoria is well placed under this scenario as a source due to the high quality of its mineral assemblage, its excellent resource grade and the globally significant size of its mineral sands resources.Australia’s mineral sands rich Murray Basin remains under-developed, especially at its extensive Victorian margins. Development to date has not progressed adequately for the reasons of technology difficulty, history of competition with other jurisdictions and the absence of a platform that requires development as a consideration for security of tenure. Victoria’s mineral sands potential is not just about the Murray Basin, in addition, there have been discoveries in the Gippsland Basin and prospective sites in the Gippsland Basin remain under-explored. Key problems included the lack of available ground for potential developers and the intellectual property of solutions to technological problems associated with the fine grained mineral deposits belonging to a previous developer (with patents now expired).As such, the timing is right to re-visit the potential of the Murray Basin as a site for long-term development with high returns based on current and predicted prices.In order to understand why Victoria’s earth resources in general, and mineral sands in particular, remain under-explored and undeveloped, the Department of Primary Industries initiated an internal review of its role in encouraging and supporting investment in the earth resources sector.As a result, the Victorian Government has committed to taking action to encourage effective ground turnover and acknowledges that a new focus on engagement with industry is needed to bring new investment to the State. The revision of the Mineral Resources (Sustainable Development) Act 1990 provides an opportunity for the government to better align its legislative processes with industry project lifecycles and facilitate access to valuable resources that currently remain undeveloped.Victoria has a track record in assisting projects reach development stage. Iluka currently has two operations in the State in addition to its mineral separation plant that is capable of processing HMC from its South Australian operations. Iluka is expected to ramp up its Murray Basin Stage 2 operations with the WRP mine scheduled to come on line in early 2012. Meanwhile, Astron is actively seeking partners for its Donald Mineral Sands project. The project is becoming increasingly attractive given the recent price hike in zircon; Astron has access to an estimated five to 6 Mt of zircon in its Donald WIM 250 deposit.Given its substantial and valuable mineral sands endowments, the State of Victoria should sensibly be the centre of future investment in project development. However, as previously mentioned this is currently not the case. The Government is therefore committed to implementing new measures that protect security of tenure but ensure that genuine companies can access endowments where they have a clear intent to work those resources.

During the fiscal year 1935-36, the Ore-Testing Section has been active in carrying out a program designed to attain the objectives that have been set up for it. For the purpose of standardizing important testing methods, an attempt has been made to develop a rationalized scheme for ore testing, starting with preliminary investigations to determine the physical and chemical properties of the ore, following this with a logical selection and trial of processing tests to find out how the ore may be most effectively treated, and concluding with a discussion of what interpretation may be placed on the results in terms of plant design and operation. A selection of procedures that appear well-suited to the ore-dressing problems under investigation is included in the following paper of this report so that other experimenters may be enabled to verify our findings and to offer criticisms and suggestions for improving our practice. A tentative scheme for the evaluation of flotation reagents is being investigated, and some progress has been made in a study to determine the significance of small-scale testing. These projects have required 899 analyses. Papers on these and others on ore testing, such as testing for amalgamation and for cyanidation, will be included in future annual reports.

"A 4-ft.-diameter shaft has been drilled to a depth of 2,790 ft. in strong, hard, basic Precambrian rocks at Lynn Lake Manitoba. This was done on the property of Sherritt Gordon Mines Limited for the purpose of ventilating and developing the ""N"" orebody, which is located approximately 4,000 ft. south of the Farley shaft.The drilling was done under contract by two drilling companies. Peter Bawden Drilling (1964) Limited drilled the initial 12:1,4-in. pilot hole to a depth of 3,000 ft. Shaft Drillers Limited of Canada then reamed the hole to 4 ft. in diameter to a depth of 2,790 ft. At this point, the reaming was stopped because of the difficulty in passing a change in direction in the line of the pilot hole. The hole was completed by driving a raise 200 ft. from the 3000 level to the bottom of the 4-ft. hole using an Alimak raise climber.Cuttings from the reaming operation were directed into the 12:1,4-in. pilot hole, where they fell to the 3000 level and were removed by a mucking machine and standard mine development cars.The elapsed time from the start of the pilot hole to the completion of the reaming operation was ten months, with an average advance of 279ft. per month. There was a two-month delay between the completion of the pilot hole and the start of the reaming operation.The 12:1,4-in. hole was drilled in an elapsed time of 45 days from the time of setting up the rig. The average advance per day was 66.8 ft.The reaming operation was done in an elapsed time of 194 days. A one-month delay required to repair damaged equipment left 163 days for the drilling and setting-up operation, for an advance per day of 17.1 ft."

Electrowinning is a process by which metals, such as copper or nickel, are recovered from aqueous electrolyte solutions resulting from the extraction of the metal ion from an acidic or basic leach solution. The electrolyte or “pregnant” solution is customarily forwarded to an electrowinning "tankhouse." In the tankhouse, the metal ions are deposited on cathode plates by electrodeposition and then recovered from the cathode plates. Other processes may be employed with other metals, such as nickel, zinc, among others, to produce an electrolyte from which their respective metals are obtained. During the electrowinning (electrodeposition) stage, elemental metal is plated out at the electrowinning cathode and oxygen evolves at an insoluble anode. The evolution of oxygen gas forms bubbles which entrain strong acid electrolyte, carrying it into the air above the electrowinning tank in the form of a fine mist or spray when the bubbles break. An acidic mist is generated above the electrolyte. This mist or spray then spreads throughout the electrowinning tankhouse. The acidic mist is corrosive and a health hazard and can cause extreme discomfort to the skin, eyes, and respiratory systems of tankhouse workers, especially during hot weather conditions. Polyfluoroalkyl based products (PFAS) have been widely applied as anti-misting agents in the electrowinning of metals in an acidic electrolyte. Functionalized PFAS compounds, however, have come under increased scrutiny by the EPA due to their impact on human health and the environment. There remains need for improved acid mist suppression agents for electrolysis and electrodeposition, particularly for products free of fluoroalkyl components.

The present paper describes state-of-the-art Pulverized Coal Injection technology with focus to Dynamic Distribution guaranteeing highest accuracy on equal distribution and being thus one of the key factors enabling constantly highest injection rates. As an alternative to the construction of a new plant, existing plants may be modernized and upgraded to latest technology. Two recent examples are presented. As a conclusion, two case studies of return on investment are showing that the PCI technology, both for new facilities as well as for upgrades, is very profitable and mandatory for high blast furnace operation effectiveness.

Several improvements were made to the single strand rod mill at Laverton to increase production, reduce maintenance and improve several aspects of product quality. With changes to the water cooling line and control system, cobbles could be significantly reduced, more consistent properties obtained and yield improved. An upgrade of the laying head enabled vibrations to be reduced and thus allowed for higher speeds on small sizes. With potential for dramatically increased pipe life, a new pipe support and laying pipe system provided for improved laying pattern on small sizes and thus more uniform cooling on the conveyor and better coil package. This paper discusses details of these equipment and control system upgrades and the resulting benefits that have been realized from the project.

(New Haven Meeting, February, 1909.) This paper deals specifically with heading-driving as distinguished from the broader term tunnel-driving. A heading is a pilot or path-finder for the main tunnel. Some headings are complete tunnels in themselves; that is, conditions at times warrant driving a heading the full diameter of the proposed tunnel. A tunnel 10 ft. in diameter might be driven to advantage through a single heading, provided the nature of the material admits, but it usually pays to drive rock tunnels of large diameter through the heading-and-bench system. Much de-pends upon the material, as in soft ground tunnels of much larger diameter are driven in a single heading. In mines, the tunnels, drifts, cross-cuts, adits, etc., are usually of small diameter, hence the driving of headings applies to completed tunnels in minim-work, except, of course, in cases like drainage-tunnels and main entries leading into coal-mines, where conditions call for tunnels of large diameter, approximating those driven for railway-service. In building aqueducts the tunnels are driven from 6 to 8 ft. in diameter up to 15 or 20 ft., while in railway-service the dimensions vary from 18 to 30 ft. in diameter. There is no department of rock-excavation so difficult as that of heading-driving. This work. also belongs to the most expensive class in rock-excavation. A heading is driven .directly in the solid. There are no lines of lesser resistance towards which to direct the energy of the blast, but. the material must be blown out by main force. The completion of the heading simplifies all the rest of the work of excavation. It is easy, for instance, to enlarge a heading either from above, below or oil the sides, by breaking towards the open face through holes approximately at right angles to the axis of the heading; or the enlargement sometimes takes place by holes driven outside

The United States Bureau of Mines has within its ranks a group of engi- neers who are engaged in working out quarry problems, the solution of which will be of general benefit to the industries involved. The problems undertaken are approached in a systematic and thorough manner, all the evidence for and against any proposed change or new development being collected as carefully as an attor- ney would prepare his data on an important case. Unlike the attorney, however, the Bureau engineer does not take sides; his judgment is based entirely and in- partially on the array of facts presented. In order to gain the desired infor- mation he visits many plants, consults with the leaders in the industry, works out experiments in his laboratory, and supplements this information with a stu- dy of all available literature already published on the subject in any part of the world. As an engineer who has for eight years conducted such inquiries in the stone industry, I propose to discuss the Bureau of Mines viewpoint; and it may be of interest to consider with me in a brief and general way the engineer's method of looking at quarry problems, and some of the results attained through past and present labors. While the Bureau has conducted no investigation directly for the crushed- st one industries, two years of investigative work at cement-plant quarries, and work now being conducted at lire-plant quarries, has a very direct bearing on the problems of the crushed-stone industry, since stripping, drilling, blasting, loading, and transportation are similar in many respects in all stone quarries. The results of cement-plant quarry investigations are to be found in Bureau of Mines Bulletin #160. Peruvian legislation requires the preparation of an Environmental Impact Study (EIS) for new and expanding mines/beneficiation facilities and the preparation and implementation of an Environmental Adjustment and Management Program (PAMA) to control and mitigate environmental impacts associated with existing mining/beneficiation activities. Shepherd Miller, Inc., developed guidance documents for preparing an EIS and PAMA for Peru's Ministry of Energy and Mines and presented workshops to Peru's mining industry on preparing an EIS and PAMA. This paper discusses the process and approach taken and the results.

Pronounced isothermal martensite formation at room temperature was measured dilatometrically in a steel containing 0.01 pct C, 24.9 pct Ni, 0.26 pctAl, 2.58 pct Ti and 0.25 pct Cb. It is shown that martensite will form isothermally if stabilization of the austenite-martensite transformation is eliminated by removal of carbon. The decarburization of two iron-nickel alloys allows isothermal transformation to martensite to occur at temperatures above their athermal Ms temperatures. In an Fe-22.4 pct Ni alloy, at the 0.008 pct C level, the Ms temperature during air cooling is 85°F higher than that during- water quenching-. At the 0.15 pct C level this difference is reduced to only 5°F. The introduction of carbon causes stabilization during air cooling which lowers the Ms temperature virtually to the same level as determined during mate?. quenching. Thus in the 0.15 pct C alloy, the Ms temperature is almost independent of cooling rate. It is suggested that rival theories of martensite formation should be reexamined in alloys of sufficiently low carbon and nitrogen content to eliminate the complication of stabilization. The Ms temperature of a steel containing 0.01 pct C, 24.9 pct Ni, 0.26 pct Al, 1.58 pct Ti and 0.15 pct Cb, solution treated at 1500°F and air cooled as 1/8-in. diam specimens, was found to be 57 °F. 1 However, when held for several hours at room temperature the steel hardened slightly and became appreciably ferromagnetic. Isothermal transformation to martensite was first revealed by Kurdjumov and Maksimova2 in an iron-base alloy containing 0.6 pct C, 6.0 pct Mn and 2 pct Cu. Most of the other studies of isothermal martensite have also been confined to highly alloyed steels which transform at subzero temperatures; for instance, DasGupta and Lement, 3 Cech and Hollomon, 4 Machlin and Cohen,5 Shih, Averbach, and Cohen.6 Averbach and cohen7 noted a rapidly decaying volume increase at room temperature in a steel containing 1 pct C, 1.5 pct Cr and 0.2 pct V. cina8 and Marshall, Perry, and Harpster9 have described the isothermal transformation to martensite at room and subzero temperature in stainless steels. Kurdjumov10 has recently reviewed the subject, noting that the isothermal formation of martensite can be observed only in the temperature range somewhat below Ms or below -50°C. The isothermal formation of martensite may be characterized as follows: 1) It occurs in steels of widely different compositions, the main prerequisite being a low transformation temperature. 2) The transformation occurs by the formation of new plates and not by the growth of old ones. 3) The isothermal transformation is suppresed by stabilization during slow cooling or holding at temperatures near room temperature. However, the factors governing this mode of transformation are still not fully understood. The formation of martensite isothermally suggests an activated process. The early theories of martensite formation did, in fact, utilize classical nucleation concepts. Kurdjumov 11 first proposed the presence of thermally activated nuclei of different sizes and compositions which would grow if they reached critical size during cooling. This treatment was enlarged and developed quantitatively by Fisher, Holloman, and Turnbull12,13 and was later reviewed by the latter two authors.14 Fisher15 associates Ms with a nucleation rate of one per cc per sec. At slightly higher temperatures the nucleation rate is so low that isothermal formation of martensite is not observed in reasonable times. At slightly lower temperatures the nucleation rate is so high that it could not be suppressed by rapid cooling. By judicious use of parameters Fisher 16 was able to obtain good agreement between classical nucleation theory and the incubation times of martensite formation.4 However the application of these principles to martensite formation in iron-nickel alloys15 predicts that an alloy containing about 30 pct (31 at. pet) Ni would not transform. The presence of an Ms temperature at -223° C in an alloy containing 34.1 pct (33 at. pct) Ni led Kaufman and cohen17 to reject the hypothesis of homogeneous nucleation in favor of the reaction path theory originally proposed by Cohen, Machlin and Paranjpe.18 This theory conveniently explains the formation of martensite athermally but becomes labored when dealing with isothermal formation. Kaufman and cohen19 did explain the isothermal activation of embryos by assuming it to be a result of the expansion of their boundary dislocation loops but this treatment predicts an upper temperature limit of isothermal martensite formation.

A Smart Cell is a closed-type tip post-grouting device that is attached to the bottom of the steel reinforcement cage of a drilled shaft and is used to enhance performance and to reduce uncertainty thereof. Control of the grout is maintained within the device during injection and a uniform stress is imparted across entire base area simultaneously, inducing a pre-mobilization load into the shaft as well as the soil. This paper describes the construction and tip post-grouting of drilled shafts from two bridge projects in the Santa Cruz, Bolivia region along the Paraí River. During the grouting process at each project site, there were noticeable differences in the grouting pressures achieved and responses observed, even within short distances between shafts. For this project, the greater benefit of using the Smart Cells was the reduction of risk and uncertainty of performance due to the highly variable soil conditions. Ultimately, since the response of each shaft was observed during grouting and because a “minimum” value of shaft resistance (i.e., pre-mobilization of load) was measured, there is a greater reliability with the anticipated performance of the shafts when axial loading is eventually applied.

U.S. Bureau of Mines research to develop diagnostic methods to locate and evaluate fires in abandoned mines and waste banks and techniques to extinguish such fires was applied to an abandoned 60-acre underground bituminous coal mine (Renton, Allegheny County, PA) to locate and extinguish three separated fire zones. Mine fire diagnostics interpret changes from baseline values in subsurface pressures, temperatures, and mine gas composition under imposed pressure gradients induced by a borehole exhaust fan. The effective gas sampling area surrounding each borehole is greatly enlarged. Sampling iterations, using a "communicating" boreholes set, provide "fire signature" information for locating both heated and cold areas. Time-dependent monitoring differentiates heating and cooling periods resulting from combustion front movement and/or fire extinguishment activities. A water injection with fume exhaustion extinguishment effort involved injecting water through boreholes to quench the heated zones while exhaust fans actively removed heated gases from the mine. The technique was ineffective as implemented, primarily because of inadequate spreading of water from the injection points. The Bureau's diagnostic method determined the fire locations and the effectiveness of the water injection with fume exhaustion extinguishment technique.

The Songwe Hill Rare Earth Element (REE) Project in Malawi is a near surface carbonatite-hosted deposit with synchysite and apatite as the key REE bearing minerals. A strong focus has been placed on understanding the REE mineralogy of the Songwe Hill carbonatite as REE mineralogical characterization is a crucial component at all steps, ranging from exploration to production, in the development of REE deposits. Extensive mineralogical work has been completed at Camborne School of Mines (CSM), Natural History Museum (NHM) London, British Geological Survey (BGS), Nottingham, Aberystwyth University, Wales, Mintek, South Africa, and SGS Inc. Canada (SGS). The following analytical techniques were used: scanning electron microscopy (SEM), electron microprobe analysis (EMPA), laser ablation inductively coupled plasma mass spectrometry (LA-ICP-MS), and QEMSCAN®. The detailed studies have demonstrated that while synchysite is light-REE enriched as expected, apatite, abundant in all stages of carbonatite emplacement at Songwe, is anomalously enriched in mid- to heavy-REE relative to apatite in other carbonatite deposits. The distribution of REE within synchysite and apatite at Songwe has had important implications for the direction of the metallurgical work with respect to the behaviour of light and heavy REE through the flotation and hydrometallurgical stages of the flow sheet.

In this paper is presented a review of the changes that have taken place in certain Canadian non-metallic mineral industries since 1909. The fifteen-year period 1909 to 1923, inclusive, has been selected for two reasons. In the first place, statistical treatment of the subject under review has been nearly uniform throughout the period. In the second place, this decade and a half is itself further subdivisible into three well marked quinquennial periods, the middle one covering the period of the great war when industrial conditions were greatly disturbed. It then becomes possible to institute certain comparisons between equal periods before and after the war disturbances. The items selected for inclusion in this review are certain of the more important members of that class of minerals usually grouped together under the heading of non-metallics. They are all minerals of which Canada is known to possess important resources, and which are indispensable to many of our greatest manufacturing industries.

"The mining industry suffers from a shortage of professional and other workers. Research and analysis has demonstrated a close correlation between high performance in productivity, maintenance and safety. There is also a significant correlation between engagement and performance. It is the hypothesis of the authors that mines can use a strategy of establishing themselves as a high-performance mine to attract and retain high caliber professional people: step 1 is to become best practice in equipment performance (productivity, maintenance and safety) step 2 is to brand the mine as æbest practiceÆ by sharing what has been confidential performance and outcome information with the general industry.Previous research has shown that many professional people are attracted by the prospect of a high achieving site because of the learnings and the support for continually doing better. In addition, a link has been established in previous research between productivity and safety. Operators and drivers are attracted to sites which have fewer dangerous people operating or driving. Good management delivers exceptional performance and a work site which high caliber managers and operational personnel people want to work at. The strategy requires commitment and proper execution but it can work. The strategy needs a specific approach and this paper will discuss this. A case study is provided from a mine which over a nine month period increased dragline performance by 15 per cent and reduced stress on the boom by 30 per cent. This mine paid the employees (professional and operational) $25 000/a less than the major mines but the operators and professional people would not leave; in fact, people were happy to be paid less to work there.CITATION:Lumley, G and Trott, T, 2012. In February 2016, the upgraded Blast Furnace 1 of JSW Steel Limited (JSW) at its Vijayanagar Steel Plant was blown in after a 6 months shutdown in which the whole furnace was rebuilt on the existing foundation and within the existing tower structure. Despite several plant constraints it was possible to increase the furnace inner volume by 85% - reaching 2307 m3 from existing 1250m3. The upgradation project covered the stockhouse and its dedusting system, top charging system, furnace profile, furnace cooling system, casthouse and its dedusting system, slag granulation plant, pulverized coal injection plant, hot blast system and gas cleaning plant – with major interventions in order to cope up with the changed operating conditions. The total scope of the project was split by JSW into several packages, all based on design data provided by Paul Wurth. JSW was responsible for coordinating the local subcontractors along with Paul Wurth which has been appointed as main technology supplier in charge of complete basic and selected detail engineering in the key areas and of the supply of core equipment such as the Bell-less Top®, copper staves, GCP key items and TMT casthouse machines. The main design concept and the key points of the project such as optimization of project ROI, advanced erection concepts as well as a summary of the operating results are presented confirming JSW “BF1” upgradation as one latest examples of the current state of the art in the revamping projects.

A study has been made of wet, autogenous grinding of disseminated copper ores, including testing of a large number of samples from Kennecott Copper Corporation's Chino mine. The efficiency with which the various samples could be ground was found to vary over an extremely wide range, even among samples taken from different locations within the same ore body. These variations in grindability can be qualitatively correlated with the composition of the rock and the fracturing and alteration that had occurred. Because of the large-scale non-homogeneity of disseminated copper ore bodies, extensive and careful testing of autogenous grinding is needed. An accurate correlation of the grinding data from various samples with the geology of the ore body and with mining plans will indicate if variations in grinding mill throughput can be avoided in practice by mixing or blending of mill feed and if, therefore, autogenous grinding can be applied successfully.
