The trend toward encouragement of worker participation in accident prevention in the coal mines of the United States is not new; however, it has been given added impetus in recent years and is now definitely progressing. It has been found by experience that, although there are many approaches to a mine-safety program that will include the workers themselves as well as their supervisors, no one way is suitable under all circumstances. It requires the concerted efforts of many agencies working along parallel lines toward a common goal. The following seven principal agencies, using somewhat different methods, are listed to illustrate how this problem is approached throughout the coal-mining industry 1. Federal Bureau of Mines. 2. State mining departments (in individual States where coal is produced). 3. Programs conducted by individual mine operators. 4. Programs conducted by mine workers' organizations (unions). 5. Institutes, societies, and other educational organizations. 6. Coal operators' associations (regional and national). 7. Universities, college, and high schools. Each of the seven approaches to safety are discussed briefly, and their methods end contributions, such as publications and other activities, are listed.

Coal fines of less than 0.5 mm particle size, discarded as too fine for gravity separation, were subjected to flotation tests at varying pH and temperatures using modified dosages of kerosene as oil phase and methylisobutylketone (MIBK) as frother. Optimal coal recovery of over 74% was obtained using 200 kg kerosene and 4 kg MIBK per ton of coal fines at a pH of 9.7 and an ambient temperature of 26° C. The coal concentrate obtained under these optimal recovery conditions assayed 9.10% ash, 0.35% sulfur and 0.011% phosphorus, representing reductions in the ash, sulfur and phosphorus contents of approximately 75%, 43% and 8.3%, respectively. Its gross calorific value was 32.9 MJ/kg, its percentage of volatile matter measured 30.6 and the fixed carbon content was 66.3% (d.a.f). Caking tests showed the optimal concentrate has a standard welling number of 1 and is a Gray-King coke type C. These results show that the optimal flotation product could be utilized for such industrial purposes as steam raising or for processing in gasworks, but it would be unsuitable for metallurgical coke production.

Abstract- The Key Tuffite is a thick (0.3 m to 6 m) and laterally extensive (-10 km) cherty, sulfide-bearing tuff unit in Archean greenstones in the Matagami mining district in northwestern Quebec. It lies at the contact of the Watson Lake Group and overlying Wabassee Group volcanic rocks, and is host to major Zn-Cu volcanogenic massive sulfide deposits. The tuff component is highly altered and its volcanic precursors are not identifiable by petrographie means. The tuff is mixed with a volcanic exhalative component comprising chert, carbonate and sulfides (pyrite, pyrrhotite, and minor sphalerite and chalcopyrite). The normative mineral composition of the Key Tuffite is 33% quartz, 28% sulfides, 16% sericite, 8% carbonate, 60Jo chlorite and 9% other minerals. In the vicinity of the Bell Allard and Orchan mines, the precursor tuff components are identified using immobile major and trace elements, as Watson Lake tholeiitic rhyolite (Zr/Y = 1.5 to 3.5, LaN/Ybn. = 1.7 to 2.8, Si02 = 72.5 ± 1.2 wt %, and Wabassee calc-alkaline andesite (Zr/Y =9, LaN/Ybn. = 4 to 8, Si02 = 56% to 65%). Immobile element computation techniques were used to calculate mass additions and losses in the conversion of the tuff to the Key Tuffite. Average net amounts of Fep3 (27% total iron), Si02 (14%), CaO (8%), S and K20 ( + 2%), were added, Na2O was removed (-2.8%), and MgO was over-all unchanged. Total net mass change was +63%, which comprises mainly exhalative additions, but also includes changes owing to hydrothermal alteration of the tuff component.

The investigations carried on at the fuel-testing plant of the United States Geological Survey at St. Louis in 1904-1907 included tests of the steaming and gas-producing qualities of many coals and of the possibilif3 of their improvement by briquetting, together with washing and coking tests and tests of some of the resulting coke in the cupola. These tests were part of a general inquiry into the manner of utilizing most efficiently each of the coals under investigation. The equipment used in the cupola tests of coke, the manner of conducting the tests, and the essential results have been described in publications of the Geological Survey," and only the more important conclusions to be drawn from the tests are mentioned in the following pages. The tests were made to show the fitness of the cokes for foundry purposes, but an incidentlll result was to show foundry men and the coke producers the advisability of studying the conditions of foundry practice. The present bulletin, published by the Bureau of Mines because the analyzing and testing of fuels have been transferred from the Gilological Survey to the Bureau of Mines, briefly reviews the status of the coke industry, some features of practice in the use of coke in the foundry, the probable happenings of a cupola heat, and the reasons for modifying charging practice so that a particular coke can be used to best advantage.

On the basis of preliminary data, production was 1 Mt (1.1 million st) with an estimated value of $47 million. Production increased by 3 percent in tonnage from 973 kt (1.1 million st) with a value of $45.1 million in 2012. Tennessee was the leading producer state accounting for 64 percent of domestic production, followed by Texas, Mississippi and Kentucky. About 67 percent of total ball clay production was airfloat, 22 percent was crude or shredded and 11 percent was water-slurried.ConsumptionIn 2013, domestic ball clay producers sold clays to the following markets: ceramic floor and wall tile (44 percent); exports (21 percent); sanitaryware (18 percent); miscellaneous ceramics (9 percent); fillers, extenders, and binders, and unspecified uses (4 percent each), based on 2012 end use patterns and current markets. Other markets accounted for less than 1 percent of the remaining ball clay sales or use. Sales reported for the manufacture of fiberglass or most filler, extender, and binder applications were likely to have been mainly kaolin mined or purchased by the ball clay producers.PricesThe average value of domestically produced ball clay was approximately $47/t ($43/st) in 2013 compared with $46/t ($42/st) in 2012, on the basis of a preliminary survey of domestic ball clay producers. The unit values of exported and imported ball clay were $126/t ($114/ st) and $373/t ($338/st), respectively, in 2013, compared with $62/t ($56/st) and $314/t ($285/st), respectively, in 2012. Unit values for most large export shipments increased in 2013, and a larger number of low-tonnage, high-value export shipments were shipped in 2013 than in 2012, resulting in a doubling of the average export value. Two low-tonnage, high-value shipments in 2013 accounted for the increased value of imports."

In planning mine ventilation systems, heat issues are normally associated with deep-level mines where auto-compression and virgin rock temperatures play a major role. However, a number of mines suffer from high ambient temperatures and humidity, very steep virgin rock temperature gradients and an influx of hot groundwater. Mines in Australia and, particularly, South-East Asia have to deal with these environmental conditions, both in the operational and planning phases. These operations normally have to take heat into consideration during the planning stages at much shallower depths. In high rainfall regions, the water table is saturated and groundwater flow rates are particularly high, which add significant water heat load potential to the mine ventilation system.This paper considers the ventilation challenges associated with hot groundwater conditions in mechanised mines. The paper is based on specific project experience gained from a number of projects in the United States, Australia and South-East Asia and draws on data from mines that experience hot groundwater conditions. The SMR geomechanics classification system (adaptation of RMR for slopes) is reviewed with data from 87 actual slopes in Valencia. In a research project, SMR has been applied by a GIS system, as a method to forecast stability problems in future road construction. As a result of this work a methodology for GIS application has been developed. On revient sur la classification geomechanique SMR ( une adaptation du RMR pour talus et pentes) avec les dates de 87 talus existant autour de Valencia. Dans le cadre d’un projet de recherche SMR a été appliquée, avec un système GIS, comme méthode de prévision de stabilité problèmes dans la construction de futures routes. Une méthodologie pour l’application du GIS a été développe. Das Geomechanische Einteilungssystem SMR (eine Anpassung des RMR an Böschungen) wird an Hand der Daten von 87 Böschungen im Gebiet von Valencia überdacht. "The Mining Information Technology User Group considers information to be a strategic enabler to improved business performance in mining. This ad hoc group has been meeting since 2000 to share knowledge and leverage their efforts in effectively using IT in mining. In this paper, core issues to mining IT are reviewed, along with initiatives to engage industry professionals and decision-makers in the potential for improved use of information in their operations. Relevance of IT to Canadian MiningMining operations always drive to improve their performance, and so far they have succeeded by using different technologies. While economies of scale have come in fragmentation and material handling, and energy usage has improved through conservation and design of integrated mineral processing plants, these systems have the net result of tightening operational constraints, through reduced excess capacity. There are higher opportunity costs of lost production when integrated, large-scale systems are operating in a sub-optimal way.The problem is that it is profoundly difficult to run a mine in an optimal way. Optimization requires a defined objective function (e.g., profit), which is hard to pose, let alone solve, because so many inter-related aspects of an operation affect the bottom line. Even for a small, well-defined process state, it is difficult to measure all the pertinent information with sufficient accuracy to ensure that the system is performing well in real time.The art of mining remains making good decisions with uncertainty: in the orebody delineation; in the allocation of resources; in the efficiency of the operation; in the reliability of components and systems; and in responding to the downstream market. As well, individual decision-makers need to know how their decisions affect other processes and systems, so that improvements in one part of an operation do not result in such degraded performance in the rest of the plant that overall profitability goes down."

THIS REPORT presents methods and principles useful in designing underground mine openings and pillars in competent rock formations. Two types of formations are considered: (1) Massive formations, in which openings are generally mined with an arched roof, and (2) bedded formations, in which openings are generally mined with a flat roof. Design principles for openings and pillars in massive formations are obtained by considering the maximum tangential stresses developed around single and multiple openings for stress fields of various types. Design principles for openings and pillars in bedded formations are obtained by considering the average stress in pillars and the maximum stresses in roof layers. Experimental procedures for making stress, strain, and in situ physical-property measurements in underground mines to check design calculations are outlined and the results discussed.

The Canadian steel industry is now in many ways a mature one, having achieved many technical successes during its hundred-year history. It is interesting to look back over this period, to learn something of the histories of the different producers and of the people and forces that shaped their development. The following article provides a thumbnail sketch of the Canadian steel industry as it exists today. It is intended for the general reader, not for the specialist who will want to consult the several books and theses written on the development of the industry during the last hundred years. The famous Les Forges du Saint-Maurice, an important iron producer for a century and a half, provides a natural historical starting point for a look at the four major players - Dosco, Algoma, Stelco and Dofasco - who have provided most of the hundreds of millions of tonnes of steel, in every form from horseshoes to tinplate, needed in the twentieth century. The smaller companies which have sprung up in the last 20 or 30 years are dealt with briefly - but only because their history is so recent. Not so long ago the mini-mill, based on scrap rather than on the blast furnace, was thought to be specially suited to the economies of the smaller developing countries of the Third World. However, recent history has made it evident that the small plant, specializing in a few basic products (e.g. reinforcing bar) or taking advantage of special circumstances, can successfully compete with the large blast furnace/primary steel producers.

Unfortunately, mining and mining accidents have gone hand-in-hand since man first started to extract ore from the ground. In the first published treatise on mining, De Re Metallica, Georgius Agricola (1556) stated that cold, water, dust, stagnant and foul air, roof falls, falls from ladders and demons all caused injury and death in the mines of his day. Although demons are no longer considered a cause of accidents in modern mining, the other factors remain with us still. The United States government started keeping track of fatalities with the establishment of the federal Bureau of Mines in 1910. Successor agencies, such as the U.S. Mine Safety and Health Administration (MSHA) continue to track fatalities today. Looking at the records, it can be seen that coal mine fatalities dropped from 2821 in 1910 to only 27 in 2004. The reduction in fatalities and injuries didn’t “just happen.” It took concentrated effort from the entire mining industry: miners, supervisors, safety officials, mining inspectors and mining researchers. But first, specific hazards must be identified before they can be corrected. In past, coal mining accidents have been analyzed by: type (roof fall, electrical, etc), mine attribute (location, seam height, etc.), and aspects of the mineworker (work experience, job classification, etc). Much of this research helped to direct the industry’s attention to where additional vigilance and safety training was needed. No doubt this directed effort has led, at least in part, to the decrease in coal mining fatalities. This paper takes a novel look at coal mining fatalities: it examines the risk of fatalities based on how long the mine has been open.

Occurrences of titanium, zircon, and other heavy minerals are widespread in Florida. Deposits concentrated as "heavy sands" by wave and wind action have been mined an or near Atlantic coastal beaches since 1916. An important inland concentration at Trail Ridge; .believed, to have formed along an ancient share line, was disclosed by preliminary investigations (1947) by the Bureau of Mines. This report describes investigations to determine the extent and grade of "heavy-sand" concentrations in other inland stabilized dune areas in the central and northeastern parts of the peninsular region of the State (fig. 1). Portions of the central highlands south of Trail Ridge and terraces and dunes in the coastal lowlands region, east and northeast of the ridge were investigated. Holes were drilled in 10 areas (see table 1 and fig. 2) along State and County roads and on private property. They were spaced 250 to 2,000 feet. apart to obtain a cross-sectional picture of "heavy-sand" content in the dune areas. These sections were generally placed in east-west directions normal to the general trend Of the peninsula to intercept one or more of the ancient shore lines in the various areas (figs. 3 to 13, incl.). A total of 433 drive piped and 333 jet holes were drilled, and 7,293 bulk and core samples were taken. Intermediate holes were placed at closer intervals when field analysis indicated 1 percent or more of heavy minerals present. All of the holes drilled and the analysis of samples that contain 1 percent or more of heavy minerals are listed in table 2. Profiles (figs. 14 to 20, inclusive) show the more favorable concentrations, which are irregular in outline and erratic in mineral content. The highest concentrations averaged 1.0 to more than 2.0 percent heavy-mineral content, but a few individual hole samples exceeded 3.0 percent in grade.

WILBER JUDSON is one of that fairly large group of mining engineers that graduated at an Eastern college, worked his way up in various jobs in the West and in the Latin-American countries, and finally came to New York as an administrative officer of a large mining company. Since coming to New York he has been a loyal friend and counselor of the A.I.M.E., and is now serving a second term as one of its Directors, his first term covering the period 1935-1938. Mr. Judson was born in the capital city of Michigan on July 26, 1880. Probably it was his roving spirit rather than professorial urging that was responsible for the fact that four colleges were responsible for his education: Northwestern, University of Michigan, Harvard (S.B., 1901), and the Michigan College of Mines (graduate study). In his first ten years of professional work he might have been found serving as mine foreman at Catamarca in the Argentine, as superintendent of the Inter Ocean mine at Sunshine, Colo.. as foreman for the Cerro Prieto, Magdalena, Sonora, as superintendent of the Hudson Iron Co. in New York, or as manager of the Dolores mine in Chihuahua for the Mines Co. of America, or in Spain, or in Panama.

Privately-owned companies considering investing in the resources sector can optimise their investment decisions by adopting a systematic technical assessment of acquisition assets, similar to the approach commonly adopted by public financial institutions and publicly-listed companies.Technical due diligence provides a process to identify key geological, mining, geotechnical, metallurgical, environmental and social risks and opportunities and determine the most likely business case and valuation of assets. Technical due diligence is commonly carried out in parallel with legal, commercial and financial due diligence, often involving the acquirer, to maximise the understanding of the investment.There are significant advantages in investors conducting a comprehensive technical due diligence, which typically involves site visits and project assessment to international standards by an independent, multidisciplinary team of experts. The outcomes provide the opportunity for the investor to make early, informed decisions and to understand and manage risks.Technical due diligence may be carried out at several stages: when considering and weighing up a number of investment options, prior to and during a transaction or immediately post-transaction. In the first stage, the outcomes will inform the choice of investment and, more particularly, whether there are any fundamental flaws in the projects being considered. In the second stage, due diligence outcomes can inform the level of investment and approach to risk management and planning. The organization of the'Explosives Division is indicated by the accompanying chart (fig. 1). As this has been discussed in a previous report3/, it will not be considered further in this report. The activities of the various units are outlined below. I. INFLAMMABILITY OF GASES AND VAPORS4/ Determination of the Explosion Hazards of Combustible Gases and Vapors Found in Mines and Industries The Explosives Division maintains, at the Pittsburgh Experiment Station, a laboratory specially equipped for the determination of the explosion hazards of combustible gases and vapors. Of particular importance, is the determination of the chemical composition within which explosions may occur and beyond which there is no danger of explosion, combustion or inflammation. These limits, known as the limits of inflammability, as determined by this and other laboratories, have been compiled in Bulletin 279 of this Bureau. The last revised edition (1931) of this bulletin has been exhausted. Since it was published, the Pittsburgh laboratory has determined the limits of about 40 combustibles and has ascertained more precisely and accurately many previously published limits.

"The fifth annual National Safety Competition conducted by the United States Bureau of Mines to determine the best safety records at mines and quarries during the calendar year 1929 has been concluded, and the general results of the contest are presented herewith. To the winner in each of the five groups into which the contestants were divided there has been awarded the bronze trophy 'Sentinels of. Safety,' donated by the Explosives Engineer magazine. The trophy for bituminous coal mines was won by a mine in Alabama; that for metal mines by an iron-ore mine in Michigan; that for nonmetallic mineral mines by a salt mine in New York; that for quarries and open-cut mines went to a limestone quarry in Michigan;. the trophy provided for anthracite mines was, of course, won by a mine in Pennsylvania, as all of the anthracite mines participating in the contest are situated in that State.Winners of the trophies were selected by a committee of sward in accordance with rules governing the contest and on the basis of accident records furnished by the various companies to the Bureau of Mines. These records were summarized by the bureau and the results submitted to the committee. Members of the committee are W. H. Cameron, managing director of the National Safety Council. William Green, president of the American Federation of Labor; James F. Callbreath, secretary of the American Mining Congress; T. T. Read, Vinton professor of mining of Columbia University and editor of 'Mining and Metallurgy'; C. B. Huntress, executive secretary of the National Coal Association; A. J., Curtis, assistant to the general manager of the Portland Cement Association; A. T. Goldbeck, director of the engineering bureau of the National Crushed Stone Association.Thirty-four States were represented in the l29 contest. Among the plants which participated were 68 bituminous coal mines, 29 anthracite mines, 54 metal mines, 19 nonmetallic mineral mines, all of the foregoing being underground mines, and 141 quarries or open-cut mines. A total of 106,533,006 man-hours of work was reported by all of the companies. Accidents during the year numbered 7,008 and represented a period of disability equal to 986,306 man-days. Hence the accident-severity rate for all plants combined represented 9.3 man-days of disability for each thousand man-hours of exposure to hazard. Similarly, the combined accident-frequency rate for all plants showed that 66.3 accidents occurred for every million man-hours of exposure to hazard. Both of these rates indicated an improvement over the combined rates for all plants in the previous year's contest. The reduction in the accident-severity rate centered chiefly in the metal mine group, though all except the quarry and open-cut mine group shared in the reduction; the improvement in the accident-frequency rate was in all croups except anthracite and metal, the rate for the former having increased while that of the latter remained unchanged."

"The ultimate aim of the Law of the Sea Conference, held under the auspices of the United Nations, is to ensure that all aspects of the use of the sea are covered by international law. The question facing the nations of the world can be stated as: "" Who will control and benefit from the use and the wealth of the sea?""The United Nations Conference on Law of the Sea - known as UNCLOS - which reconvened in New York during the latter part of August 1978 was the third such Conference in the UN's history. The concepts of sovereignty over the territorial sea and freedom on the high seas have remained fundamental to the international law o f the sea until our time. The legal regime based on these two concepts developed initially from state practice meant that the unilateral actions taken by one or more countries were eventually accepted and followed by others.It was not until 1958, during the first Geneva Conference on the Law of the Sea (pursued in a second Conference in 1960) that the Law of the Sea was codified and modified to a certain extent by the then independent nations of the world in the four multilateral conventions on territorial sea and contiguous zone, continental shelf, high seas, and fishing and conservation of living resources.A third Conference got under way many years later when the members of the UN met in New York at the end of 1973 for preliminary discussions . This meeting stemmed largely from the need to fill gaps in existing international legislation which did not cover the new uses of the sea. The Conference was subsequently reconvened a number of times - in Caracas (1974), in Geneva (1975) and twice in New York (1976) for what was called "" substantive negotiating sessions."" A sixth session was held in New York in 1977; a seventh, held in Geneva at the beginning of 1978, recessed and reconvened in New York at the end of August 1978. This is what is referred to, in international jargon, as the seventh session of the Third United Nations Conference on the Law o f the Sea. The following dates are the principal markers of a saga which began some twenty years ago with the purpose of regulating the use of the oceans."

More than 1,200 professionals from the global tunneling and underground space industries are expected to be on hand for the 2009 Rapid Excavation and Tunneling Conference to be held at Caesars Palace in Las Vegas, NV. The conference, set for June 14-17, is sponsored by the Society for Mining, Metallurgy, & Exploration, Inc. (SME) and the Construction Institute of the American Society of Civil Engineers. The four-day conference will feature more than 100 technical papers in 19 sessions. Two one-day short courses are also planned, as are a pair of field trips. And the show?s exhibit will feature more than 120 of the industry?s leading equipment and service suppliers.
