Many mining wastes, especially those from the metal mining industry, have traditionally been treated as a matter of little or no value and in practice a cost burden. Some wastes, due to their reactivity characteristics, have emergent values that go beyond purely economic and into the environmentally beneficial realm. This paper discusses the changing paradigm of mine waste management. Such fundamental parameters such as cut off grade, and strip ratio, are positively impacted by the revaluation of waste rock material. Mine rock waste can now be seen as a commodity of value, similar to the underlying ore being mined and influences the economic performance of suitable projects. This valuable material can be used for industrial purposes including acid neutralization as well as the capture and long-term disposal of anthropogenic carbon dioxide. The Turnagain Nickel project, located in northern British Columbia serves as an example of how waste rock material can become an important matrix for carbon capture and sequestration and can benefit economically from it. By producing material that has emergent economic value as well as carbon capture and sequestration capabilities, the sequestration matrix producer is a beneficiary of new carbon credits that have a market value and is looked upon favourably by regulatory authorities and affected stakeholders.

For 30 years, mining operations worldwide have used diesel-powered mobile machinery to mechanize the mining process. South African diamond mines and some US coal mines have 15 years of experience with this type of equipment. During the past eight years, most of the new gold production from underground mines outside of South Africa has been mined by bulk methods using diesel-powered machinery. The underground mining industry, then, has secured and institutionalized the larger benefits created by a technology that was new to mining engineers in the early 1960s. The state of mechanized diesel-powered underground mining is now mature. To survive, though, mine operators -regardless of commodity mined and position in the commodity cycle-must maximize the benefits of diesel technology. The benefits gained in the next seven to 10 years will be realized by tweaking this component, fine tuning that piece of machinery and demanding optimum use of the technology. Manufacturers of diesel-powered machinery share the condition of maturity with their customers. Larger scale and easy market development have occurred. Much has been made of the potential size of the US coal segment as well as markets in China and the Confederation of Independent States (CIS). Indeed, opportunities do exist in these regions. However, these market development opportunities do not imply the market size trend line remains unchanged. They simply mean the potential market size is within reach. In fact, the market size for the product is shrinking.

"Health and Safety problems can make a mineral deposit or a portion of one, an operating plant, or finished product unprofitable or worthless. Therefore they need to be reviewed when reserves are established and yearly thereafter until the deposit is closed down. Health and Safety regulations serve as a guide, but I have always done more frequent checks, when adding new products with different specifications or during times of bad weather and crisis. Water quality and quantity are always in question. Health and Safety are quality of life issues which are at or near the top of priorities for communities, companies, employees, and government bodies. Georgia dropped from one to three in U. S. for business development due to “Quality of Life” issues. Remember crystalline silica is present in nearly all sedimentary and acidic rocks and basic igneous rocks are the perceived home of asbestos. These health issues, any other safety and health issues or perceived issues need to be resolved initially and any time they come up during life of deposit. When handled properly good safety and health programs add to the profitability of a deposit, not to the costs. Daily safety checks in operating plants and mines, and visual check of all drilling core with an eye for changes are a key to successful programs. Both plants I turned around had terrible safety records, too much airborne dust, and maintenance problems resulting in low productivity. In almost every case cost reduction was tied to eliminating maintenance and spillage problems which caused health problems and increased possibility of accidents. Implementation of these safety and health programs around 1970 starting prior to government programs, working with new MSA/MSHA regulations, working to improve the regulations as a president of a state mining organization, and maintain profits was a challenge, but very rewarding. Reducing time to make repairs and work simplification gleaned from observations and employee recommendations learned from making multiple daily inspections resulted in years without lost time accidents at two plants, reduced maintenance and 33-75 % improvement in cost per ton at A. P. Green Refractories Co. Eufaula Calcining Plant 1972-77 and Oil-Dri Ochlocknee plant and mine 1979-82. The Ochlocknee mine worked 1981-2007 without a LTA. The author participated in 16 acquisitions and new plant design projects. All of above reduced costs allowed mining deposits with higher overburden to be used and considered. Thereby increasing reserves considered in all operations."

The New Austrian Tunneling Method (NATM) has been successfully applied to two very different tunneling projects in the U.S.. In the case of Pittsburgh's Mt. Lebanon Tunnels, two original design alternatives were prepared. The NATM alternative incorporating a reinforced shotcrete final lining was successfully bid and constructed. At Washington Metro's (WMATA) Section B-10 Glenmont Route, Wheaton Station and tunnels, a NATM value engineering redesign was prepared for the low bidder. The design incorporating a waterproofing system based on a PVC membrane between the initial and final linings was accepted by WMATA. In both cases, European experience and standards were meshed with U.S. standard practice. Examples of NATM flexibility as an original design and as a value engineering proposal are presented.

The expansion of surface mining has led to the development of very large off-highway trucks capable of hauling payloads in excess of 290 t (320 st). Mine haul roads have historically been designed empirically, relying heavily on local experience; the trend in increasing truck size will thus render the current pavement systems inadequate. Because truck haulage costs can account for 10% to 50% of the total costs incurred by a surface mine, not only would the maintenance costs of existing roads of inadequate design increase, but vehicle operating and maintenance costs would increase prohibitively. Thus, there is a need for improved design technologies encompassing the construction and management techniques of mine haul roads appropriate for the wheel loads of vehicles now in use. This paper presents the different components of a mine haul road design and management system and demonstrates the value of its application through case studies. The system has been applied at several South African surface mines, and distinct benefits have been derived. The improved structural design of a new road resulted in a 29% saving in construction costs and provided better service, while the optimal selection and management of wearing course materials provided better functionality at lower total transportation operating costs.

Acid Mine Drainage (AMD) is the most serious environmental problem facing the Canadian Mineral Industry today. Acid Mine Drainage results from oxidation of sulphide minerals (e.g. pyrite or pyrrhotite) contained in mine waste or mine tailings. It is characterised by acid effluents rich in heavy metals that are released into the environment. A new acid remediation technology is presented in this paper by which metallurgical residues from the aluminium extraction industry are used to construct permeable reactive barriers (PRB) to treat acid mine effluents. It describes column tests performed to simulate a PRB using Bauxsol?, a chemically and physically treated bauxite refinery residue, as a reactive material. This experimentation shows promising results for the Bauxsol? PRB method in neutralizing pH and removing metals from acidic mine effluents.

Imaging spectroscopy is a relatively new remote sensing tool that provides a rapid method to screen entire mining districts for potential sources of surface acid drainage. An imaging spectrometer known as the Airborne Visible/InfraRed Imaging Spectrometer (AVIRIS) measures light reflected from the surface in 224 spectral channels from 0.4 - 2.5 µm. Spectral data from this instrument were used to evaluate mine waste at the California Gulch Superfluid Site near Leadville, Colorado. Here, the process of pyrite oxidation at the surface produces acidic water that is gradually neutralized as it drains away from mine waste, depositing a central jarosite zone surrounded by a jarosite + goethite zone, in turn surrounded by a goethite zone with a discontinuous hematite rim zone. Leaching tests show that pH is most acidic in the jarosite and jarosite + goethite zones and is near-neutral in the goethite zone. Measurements indicate that metals leach from minerals and amorphous materials in the jarosite + goethite and jarosite zones at concentrations 10 - 50 times higher than from goethite zone minerals. Goethite zones that fully encircle mine waste may indicate some attenuation of leachate metals and thus reduced metal loading to streams. The potential for impact by acidic drainage is highest where streams intersect the jarosite and jarosite + goethite zones. In these areas, metal-rich acidic dace runoff may flow directly into streams. The U.S. Environmental Protection Agency estimates (U.S. EPA, 1998) that mineral maps made from AVIRIS data at Leadville have accelerated remediation efforts by two years and saved over $2 million in cleanup costs.

INTRODUCTION Tens of deposits in' coal basins of Western and Eastern Siberia are being open-mined with the technology of overburden rehandling into the mined out space of pits by excavators - draglines. This technology is preferred due to the high productive Russian equipment, comparatively low cost, and relatively small Influence exerted on the environment. The basic tendency of the last decades is the aspiration for enlarging the sphere of the' technology application for development of gentle and steeply dipping seams with the use of blast destruction of overburden and with combined winning of loose alluviums and rock partings. Complex technological schemes with multiple rehandling are widely used. In addition to it, stripping workings, intermediate storage of mineral resources, placing of transport dumps, and engineering construction can be realized with the use of draglines. More than ten of dragline faces are simultaneously exploited in some pits, and the rehandling coefficient ranks from 0.1 to 8. Here, conditions of winning and placing (position of a face and existing dump) are varying in space and time; this leads to the necessity of reconsidering the order for conduction of works (schemes) within the current designing. By now, in order to this, it is required to realize complex engineering calculations by graph-analytical methods and definite experience. The need is available for automatization of this process by creation of the corresponding software. The software is to: • Orient on the active pits and use information on the existing geology, equipment, and situation in mine. • Calculate the existing schemes more operative and on a higher qualitative level to model their development in a pit space with parameter optimization. • Predict situations demanding to change the existing technology for mining operations and recommend optimal technological schemes. METHODOLOGICAL FOUNDATIONS FOR MODELING The problem is not new, it has more than fifty year-old history of creating mathematical models algorithms, and programs in Russia, Ukraine, USA, Canada. Australia and other countries with the developed mining branch. Conventionally, all population of programs can be divided into three groups depending on goal and interval of prediction: • Long-term programs used in designing and intended for substantiation of the nine capacity, selection of mining system, establishment of limits for applying the technology of overburden rehandling. Restrictions on fugitive emissions and crushing operations continue to get tighter. Although fugitive dust control in the gold mining industry has historically been difficult, there are now several options that can make dust control both effective and efficient. Using new technology, mine operators can now design and maintain a dust control program that can reduce product losses, decrease equipment failure, cut cleaning costs, and meet air quality compliance standards as well as provide a better working environment. This paper discusses the sources of fugitive emissions related to the gold mining and crushing operations and describes effective new control methods.

The post-apartheid South African government has instituted a new minerals policy. As part of the new policy, minerals rights are now held by the national government, not as private property. In addition, the national government desires to see a greater participation of all South Africans in the corporate mining arena. At the same time, the national government has adopted a policy of a strong monetary unit compared to the U.S. Dollar. The combination of these tow policies has led to changes within the platinum mining industry.

The use of a laboratory-scale magnetic fluid-based separator for coal separations was examined. A Frantz laboratory magnetic separator was modified by fabricating new pole pieces of the appropriate geometry to provide the proper magnetic field gradients. Two separation chambers, which were constructed out of Plexiglas, were designed to fit between the pole pieces. A commercially available, water-based, ferro-magnetic fluid was used as the separating medium. The separating density was changed by varying the intensity of the electromagnet. Both batch and continuous separations were made using 0.59x0.50 and 0.18x0.15 mm coal. The results are compared to those obtained using organic liquids.

Just prior to the close of the century, the Mine Safety and Health Review Commission issued its long-awaited decision in Berwind Natural Resources et al. vs. Secretary of Labor[1] to usher in the new millennium. The case arose as a result of a mine explosion in Eastern Kentucky resulting in the US Mine Safety and Health Administration's (MSHA) issuance of 225 citations, not only to the contractor but to four affiliated entities of Berwind Corp. While an Administrative Law Judge dismissed citations to three of the four Berwind entities, MSHA and the remaining Berwind entity appealed the case to the commission. Although the commission effectively left intact the administrative law judge's decision, it announced a new theory of liability that would apparently be applied in the future, namely the unitary operator theory.

INTRODUCTION In both the United States and Canada, a company making a public offering of securities must comply with regulations which have been promulgated by Federal and/or Provincial Legislatures. This paper focuses on the regulations pertaining to reserve reports required by the United States Securities and Exchange Commission (SEC). SEC RESERVE FILINGS Reserve reports made to the United States Securities and Exchange Commission are the only reserve reports which are directly regulated by the United States government. The requirements for SEC reserve reports are set forth in the filing forms as shown in Appendix A, from Item 17A of SEC Form S-18. These reporting requirements, which are intended to protect the investing public from inaccurate or misleading claims, are primarily oriented to S-1 or other filings for new stock issues but must also be followed for annual 10K reports which must be filed annually by U.S. public corporations as part of the Corporate Annual Report. These undertakings require independent audits of reserves, mine designs, plant facilities and a general economic evaluation of the planned or existing operation as part of the backup documents for filing. An ore reserve is defined by the SEC as "That part of a mineral deposit which could be economically and legally extracted or produced at the time of the reserve determination". With the growing urban population and the concern for traffic congestion and pollution (emissions control), public transportation is becoming more and more attractive to both city dwellers and managers. To gain access to the central area of the city, the sub- way remains the most viable alternative, despite its higher cost when compared to above ground or elevated transportation systems. There are relatively few regulations and criteria for subway ventilation, particularly when compared with mine ventilation. The main document that provides guidance and general recommendations for subway ventilation and environmental control is the Sub- way Environmental Design Handbook, published in 1976 (2nd edition) by the U.S. Department of Transportation, Office of Re- search and Development. Many of the subway systems in existence today have been designed and built with ventilation features adequate for normal train operation, but their design does not consider stringent criteria for such emergency conditions as a train fire in a tunnel. The National Fire Protection Association's Standard for Fixed Guideway Transit Systems known as NFPA 130 as well as the ASHRAE Handbook - HVAC Applications (1995) provide specific design and operation requirements for subway ventilation systems. Some of the existing, old subways are upgrading their ventilation systems to comply with the new regulations. The ability of a particular ventilation system design to provide adequate ventilation during normal and emergency conditions can be evaluated using computer modeling and simulation techniques. A train fire will cause a sudden change in the tunnel ventilation pattern by adding an unsteady and fast-growing source of heat. The hot air and gasses created by a fire will tend to flow uphill, possibly against the normal flow, producing a 'backlayering effect." To prevent this effect from happening, enough ventilation must be provided and the governing criterion to establish the required airflow is called 'Critical Velocity." Several software packages are available for special applications on tunnel and station ventilation as well as to model the spread of smoke and heat in case of a major tunnel fire, using Computational Fluid Dynamics. This paper presents the current issues in subway ventilation, as shared by the public transit community around the world, together with modern alternative design concepts vis-à-vis the more stringent emerging Fire-Life Safety criteria. Examples of recent studies and ventilation systems design are provided.

Since 2016, electromagnetic interference (EMI) of personal dust monitors (PDMs) with magnetic proximity detection systems (PDSs) has been observed in underground coal mines. The EMI causes the magnetic field measurements of a PDS to change, which, in turn, alters the calculated location of the miner relative to the machine. Any altered location calculation can potentially cause the PDS to fail to warn a worker who is at an unsafe distance from the machine, arousing a serious concern on safety hazard caused by EMI in underground mines. The search for EMI mitigation strategies led to the development and use of large shielding pouches and boxes to hold the entire PDM to reduce its magnetic emission. Research on these pouches and boxes found that although they were able to reduce the emitted radiation from the PDM, they also disturbed the magnetic field of the PDS, affecting its performance. Researchers from the National Institute for Occupational Safety and Health (NIOSH) have focused on shielding internal PDM components rather than shielding the entire PDM. The PDM air pump motor is one of the PDM components that has been identified as a major source of electromagnetic radiation and has been selected for further study and tests. The measurements show that a small copper or aluminum foil enclosure can effectively reduce the magnetic emission of the motor by between 50 and 85% at 73 kHz. This study compares the test results of the air pump motor with various cost-effective shielding materials. The data provided in this paper can serve as a reference for shielding enclosure design of the PDM air pump motor to reduce its electromagnetic emission as one form of EMI mitigation strategy.

Conventional remote sensing applications for the exploration of natural resources has largely been the domain of low resolu­tion Earth orbiting systems such as Landsat™ which can sample a broad range of the spectrum. As the classic application of remote sensing, it has proven its worth through the discovery of numerous mineral deposits worldwide. Often this technique relies more on the spectral content of the imagery for narrowing potential sites on the ground, but often cannot reveal the detailed context of the observed response. As the dawn of the new era in remote sensing grows closer, high-resolution imagery is proving its worth for the definition of mineral potential and its cost sav­ing advantages for mine management.

Performing a magnetizing roast in a furnace or kiln is a well-established technology. However, the use of microwave heat for the magnetization of hematite in the beneficiation of ferruginous bauxite is a new approach. This paper reports on an investigation of this procedure, which is followed by comminution and magnetic separation. The results of this investigation indicate that a nonmagnetic product containing 80% A1203 and 2.5% Fe203 with a recovery of 80% can be made from a crude bauxite ore containing 55.9% A1203 and 5.6% Fe203. This product is suitable for refractory use. The mechanism is explained by the ability of the microwave radiation to heat specific points within the bauxite. These heat-specific points are at the location of iron minerals. In a reduced atmosphere, the microwaves promote faster conversion of the iron minerals to a magnetic phase, which improves the magnetic-separation process.

Under sponsorship of the USBM and later of the DOE, a new type of rotary rock drill has been developed by The Bendix Corporation. Originally developed for the production of holes for the installation of longer than seam height roof bolts, the flexible drill is a useful tool for many drilling applications. This drill allows hands-off or remote production of holes for increased drilling speed and greater operator safety in any strata suitable for rotary drilling. The paper discusses various applications and experience for the flexible drill system in coal mining, metal/nonmetal mining, and for general civil engineering uses. Manual, remote control, and automatic roof bolter modules are also discussed.
