In the United States and in Pennsylvania in particular the coal mine drainage problem is of continuing and growing interest to the coal mining industry, the state government, the federal government and the public at large. The 1965 amendments to Pennsylvania's Clean Streams Law prohibit the discharge of acid mine drainage into the streams of the Commonwealth after January 1, 1967. Because of this new legislation, the coal mining industry and state government are extremely aware of the necessity for new techniques for treatment and prevention of the flow of acid mine drainage from the active mines of the Commonwealth in order to keep the coal mining industry in business in Pennsylvania. Approximately one-third of the total volume of mine drainage presently polluting the streams of the Commonwealth originates from "active" coal operations and two-thirds comes from "abandoned" mine discharges. As early as 1963 it became evident that the Commonwealth of Pennsylvania and the coal industry in Pennsylvania would have to take active steps to abate the mine drainage pollution of Pennsylvania's streams and rivers. This became quite clear during the deliberations in Harrisburg which climaxed a twenty year struggle for effective strip mining legislation. The bituminous strip mining law enacted that year made it unlawful to have any acid discharge from active stripping operations.

I feel very privileged to be added to the distinguished group that has received this award since the first recipient, Reno Sales, received it in 1954. If my research is correct, the last geologist to be honored was Bill Callahan in 1982. Perhaps the Awards Committee decided it was about time to select a geologist, and I became the beneficiary. Regarding the discovery of the Carlin ore body, it was the culmination of several studies - one going back as far as 1939 when a US Bureau of Mines engineer named W.O. Vanderberg recognized an unusual type of gold mineralization in sediments in northern Nevada. What was unusual was the fact that the gold was so fine that it would not concentrate in a pan. This, plus the study of the Roberts Mountain thrust by Ralph Roberts (1960) and conversations with Harry Bishop, manager of the Gold Acres Mine, pointed Alan Coope and me in the direction of the Lynn Window and, eventually, the Carlin discovery. There has been a great deal written about this discovery. I thought it would be interesting to discuss the evolution of Carlin gold exploration in Nevada since this time and to discuss the changes in perception of this unique type of mineralization. The method used by Coope and me in following up on Roberts' work was to map geologically the Roberts Mountain thrust and conduct geochemical sampling of favorable outcrops and float. Coope was highly experienced in geochemical exploration, as he had graduated from the Royal School of Mines in London, studying under John S. Webb, one of the pioneers of geochemistry as applied to mineral exploration. We first considered using pathfinder elements, but finally concentrated on gold analyses alone, even though the sensitivity of fire assays used at that time was only about one-half part per million. According to the spatial relationship of the mineralization to the Roberts Mountain thrust, as pointed out by Roberts (1960), we were looking for mineralization within the thrust itself. Our models were the known Gold Acres and Getchell mines, which contained reserves on the order of 0.9 to 1.8 mt (1 to 2 million st). These were not of substantial size, but I had hoped we might find more than one of these tributary to a mill that would justify an operation for our employer, Newmont Mining Corp. What we ended up with was the type of deposit we were looking for - an open pit deposit of micron gold, which the old timers had missed because the gold was not capable of being panned. But never in our wildest dreams did we think there was a chance of finding a body containing 10 mt (11 million st) of ore at 0.30 oz/st (10.3 g/t).The deposit was not in the thrust proper but was found in a favorable horizon of Roberts Mountain siltstone that was below the thrust. This is the first example of how a model should not be followed blindly. Newmont was successful in keeping this discovery quiet for some time. After a considerable amount of drilling, a rumor circulated that they had discovered a large low-grade ore body of around 1.7 to 2.1 g/t (0.05 to 0.06 oz/st), which of course would not have been economic with gold at $1.13/g ($35/oz), which was the fixed price at that time. The company, for obvious reasons, did not discourage the rumor. When, however, the true results came out there was a lot of feverish activity. Because of this new type of so-called "invisible gold," which could have been missed by the old timers, the thought was that other deposits would be discovered very soon. The Carlin and other smaller deposits, including Bootstrap, Blue Star and Gold Quarry, were in windows where the lower plate of the Roberts Mountain formation (below the thrust) had been exposed by erosion. In 1991, US mine production of barite decreased 3.4%. Barite consumption, sold or used by grinding plants, decreased by 11.7%. Imports also decreased by 15.4% over 1990. World mine production increased I%, according to the US Bureau of Mines. The value of domestically produced barite, f.o.b. mine, increased 3.3% according to the Bureau. The declared value c.i.f. US port of all imported crude barite during 1991 increased from $40.61/t ($36.84/st) in 1990 to $42.35/t ($38.42/st), the Bureau stated. Nevada was the leading producer of barite with 78% of the total, followed by Georgia and Missouri. It is estimated that 75% of the domestically mined barite was used as a weighting agent in drilling fluids. The remaining 25% was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia and Tennessee was used in the non-oilfield sector. Of the total barite used by grinding plants and chemical manufacturers, it is estimated that 93% was used in drilling fluids. The remaining 7% was in the non-oilfield sector, including barium chemicals and fillers in paper, plastics and glass. Tonnage consumed in the drilling fluids market decreased due to the lower average rig count during 1990. The average number of rotary rigs operating was 860. That was 14.9% less than the 1990 average of 1010 in the US. Crude barite imports were 138 kt (152,000 st) less than 1990 or 15.4%. Imports accounted for 70% of the (ap¬parent) barite consumed in the US. During 1991, China continued to be the leading exporter of crude barite ore to the US with 85.1 %. India followed with 14.8%. About 97.5% of the imported barite ore was used in the oilfield sector. Ground barite imports decreased from 56.7 to 46.2 kt (62,500 to 51,000 st) 1991. Mexico was a major exporter to the US, accounting for 75.3% of the total ground barite imports. Canada shipped 23.7%, while other countries accounted for less than 1 %, primarily for the nonoilfield market. During 1991, the number of grinding plants supplying the drilling fluids market along the Gulf Coast was reduced from 12 to 10. Baroid Drilling Fluids completed its mining program at the Rossi Mine near Dunphy, NV.

Three water-spray ventilation systems were tested to determine their effectiveness in diluting methane at a room and pillar coal mine face. These systems were: the shrouded nozzle, the spray fan, and the conventional nozzle system that is normally supplied with continuous miners. The testing was carried out in two stages. The air-moving capacities of the nozzles were first evaluated in a duct. The duct tests showed that: (1) the volume of air moved by the nozzle is controlled by the type of nozzle, the space around it, and its location relative to the duct wall; (2) the spray fan nozzles or the shrouded nozzles are both capable of moving air quantities up to 6400 cfm (3.02 m3/s); and (3) when the shroud was removed from around the shrouded nozzle, its bare nozzle moved between 9 and 65 percent more air. In the second stage of testing, a full-scale evaluation of the three systems was conducted. The three spray systems were mounted on a continuous miner which was positioned in an aboveground simulated mine entry. The simulated face tests gave the following results: (1) the standard nozzle system, which is mounted on the front end of the miner, is inadequate for diluting methane; (2) under the best testing conditions (lowest methane emission rate, highest primary ventilation airflow, and closest brattice set back), the slight improvement given by either the shrouded system or the spray fan is the same; and (3) under the worst testing conditions (highest methane emission rate, least primary ventilation airflow, and farthest brattice set back), the spray fan gave superior performance.

This paper describes the underground work associated with the North Fork Stanislaus River Hydroelectric Development currently being constructed by Sierra Constructors for the Calaveras County Water District in California under a turnkey contract. Sierra Constructors is a joint venture of the Guy F. Atkinson Construction Company (sponsor) of South San Francisco, and the Harrison Western Corporation of Denver. Notable features of this project include the exceptionally high performance achieved by the 5.5m diameter Robbins tunneling machine and the 675m deep shaft pilot hole which was successfully realigned using oilfield directional drilling techniques. Other features include 3.7m and 4.3m diameter machine-excavated tunnels and various conventionally excavated tunnels constructed over a wide geographical area and diverse climatic conditions.

Nautilus Minerals was listed on the Toronto Stock Exchange in May 2006. The company now has major mining companies Anglo America (5.7%), Teck Cominco (7.2%) and Epion Holdings (22.4%) as significant shareholders, and has raised approximately $US346 million dollars to develop the world's first deep-water mine. The company is currently targeting high-grade copper and gold in seafloor massive sulphide mineralization, located near plate boundaries in back-arch basins of the Western Pacific. The first mine scheduled to be developed by the company is located in 1,600 meters of water at Solwara 1, in the relatively quite waters of the Bismarck Sea approximately 50 km from the port of Rabaul, within the Territorial Waters of Papua New Guinea. During 2006 and 2007 the company completed detailed environmental and geological studies, culminating in a number of world firsts, including the world?s first NI 43-101 compliant resource statement and environmental impact study for a seafloor massive sulphide system. Permitting is well advanced for the project, with initial production scheduled for late 2010, subject to timely grant of the permits. Extensive government and stakeholder liaison and engagement has been undertaken throughout the projects life, and is a core feature of Nautilus' desire to "do it right" in all aspects of this new industry.

The construction mineral aggregates industry--the largest industry on a tonnage basis--is threatened with large shortages in the near future. Ironically, these common minerals which include sand, gravel, and stone are among the most plentiful in the earth's crust. However, as these minerals are low in value and used in large volumes, they are extremely sensitive to transport cost, e.g., a haul of 20 miles doubled the delivered cost of mineral aggregates. Consequently, these minerals must be located close to points of demand to have economic usefulness. But the development of new deposits is virtually impossible near many urban areas for legal, sociological and economic reasons. The spector of unfinished urban transport systems, curtailed residential construction, and a general deterioration of the physical urban plant, looms as a direct consequent of future mineral aggregate shortages in the U. S. metropolitan areas. The shortages of mineral aggregates in the Greater New York Metropolitan Area (G.N.Y.M.A.) are prototypical of the shortages faced by the U. S. Metropolitan areas. This paper presents an economic analysis of the consequences of not considering the broad aspects of conservation economics as a major component of resource management. The needless annual cost for the G.N.Y.M.A. is shown to be $30 million.

A bewildering number of continuous thickeners and clarifiers are used in mineral industries and other heavy industries. General types are: 1. Conventional Thickeners (Fig. 1). 2. Thickeners with Flocculating Feedwells (Fig. 2). 3. Solids Contactors (Fig. 2). 4. Tray Thickeners (Fig. 3). 5. Lamellas (Fig. 4). 6. Conventional Thickeners with Lamellas 7. High Flow, Fluid Bed Thickeners (Fig. 5). These units must be adapted to varied applications. They must provide operating flexibility to meet process needs. Such factors multiply the decisions which must be made prior to the selection of a thickener. The seven types of thickeners listed above, with their variations, share design concepts which limit their application and which can be used to evaluate their performance. Some of these are listed: 1. Feed velocities must be limited and/or controlled. 2. Natural or reagent flocculation is necessary. 3. Horizontal settling area is the basis for capacity. 4. Overflow velocities must be limited and/or controlled. 5. A controlled underflow is necessary. Applying these needs to the basic process concepts is thickener selection. The basic function of a thickener in the minerals industry is the separation of a thickened sludge containing fine solids from water. Few metals or industrial minerals can boast a better growth record over the past fifteen years than the borates. This period of growth occurred before the influence of any large-scale use in plastics or high-energy fuels. These new developments not only provide expanding markets, but the programs related to their development are generating research information that will lead to many other new uses. The most dynamic growth areas for refined products of boron or borates are in the acid, the oxide and the reduced forms, such as the metal and the hydrides. Expanding requirements for these products will modify the emphasis on the use of naturally occurring sodium borates. Any borate from which boron can be economically extracted will become a potentially important ore. This is particularly true of the calcium borate, colemanite. Only one large deposit in the Western World has ever been developed where the principal economic minerals are sodium borates, This factor alone would discourage any exploration program directed solely toward the discovery of these ores; on the other hand, ample exploration opportunities for calcium borates exist in the desert regions of California and Nevada. It is therefore reasonable to restrict a program to this region, in spite of geologically favorable areas in foreign countries such as Turkey, Argentina and Chile.

I'm glad this meeting is being held in New York. First, because the city is close to my home in New Jersey, only 35 minutes from Times Square ..... if I were to come to Times Square between two and three in the morning. Otherwise it takes two hours. But even more important is the fact that all of you good people from around the country and around the world will enjoy the unique experience of that warm friendly atmosphere in the greater metropolitan area, something that you won't see any place else on the face of the earth. Seriously, the greater metropolitan area has been a large part of my industrial, cultural and spiritual experience. There are many aspects of it which I find disagreeable but on net I would rather live in this area, at least for the time being, than any other area of the United States. As a consultant I find contact with financial institutions, corporate headquarters, information sources and a great many production and research facilities a valuable asset to my activity.

During the last few years there has been a rapid increase in the development of the community or junior college throughout the United States, Some factors behind this development include the need for more college facilities to service the growing number of high school graduates, the desire of the public to provide some post high school education at reasonable costs, and the need to provide post high school educational opportunities not now provided by most of the universities and colleges. Many of the new community colleges provide at least three educational services including local opportunity to provide the first two years of a four year college program, two year technical-vocational programs of a terminal nature, and adult educational opportunities. The community college has the advantage of not being saddled with years of academic tradition which prevent it from changing to suit the educational needs of the community It serves. The flexibility of the community college in developing new programs, particularly in the technical areas, is going to provide industry with many of the badly needed technicians it is now unable to secure.

The new Tren Urbano heavy rail transit project in San Juan, Puerto Rico has one very significant part, the Río Piedras Contract, being constructed underground. This paper will give an overview of the tunneling work that started construction in1997. Design-Build procurement for tunneling is addressed. The new and modern transit system in San Juan will be 17.2 km (10.7 mi)long and have 16 stations in its first segment of construction, which is due to open in 2001. The line connects the city center district of Santurce to the outlying suburban municipality of Bayamón. All construction is being done under design-build contracts as a demonstration project funded by the Commonwealth of Puerto Rico and the Federal Transit Administration (FTA). The Río Piedras Contract is completely underground and involves practically all types of construction in soft ground. One station is built as cut-and-cover at the University of Puerto Rico. One portion has twin tunnels to be driven with an Earth Pressure Balance Machine (EPBM) and lined with one-pass precast concrete segments. Another has four short tunnel drives at a turnout that will be constructed with an initial support of shotcrete and lattice girders (i.e., the New Austrian Tunneling Method of construction). The most complex construction is the Río Piedras Station, which is being built as a stacked drift with a total of 15 individual tunnel drifts. After being sequentially excavated and concreted, they will form the arch of the 19 m (62 ft.) wide by 16 m (53 ft.) high cavern station. This structure is excavated in soil with less than 5 m (16 ft.) of cover to overlying historic buildings.

In recent years, equipment manufacturers have been busy developing remote control systems to catch up with the sophistication and efficiency of continuous miners. Now the tables are turned, and manufacturers are undertaking the new challenge of upgrading, refining and equipping continuous miners to take full advantage of the capabilities made possible by modern, successful remote control systems. Because the operator can safely advance the miner farther without pulling out for roof bolting, continuous miners now need to be equipped with means of complying with correct face ventilation, dust suppression, methane detection, diffusion and improved lighting. Some of the exciting possibilities being developed to catch up with remote control include feedback controls using laser beams as datum points, coal sensing devices with feedback signals to show the operator what the machine is doing, show where it is relative to the coal seam, how hard it is working, and more sophisticated use of cyclic control. Mining machinery manufacturers have accepted the new challenges, and faster, safer mining procedures are already in sight.

During the past decade we have witnessed spectacular improvements in productivity of open pit mining equipment. Thousand-horsepower engines, 200-ton trucks and 15-yard electric shovels, which such a short time ago were just dreams on a drawing board, are now realities. More productive equipment and metal shortages have encouraged increased production at existing mines and the development of new larger tonnage operations. Operators and engineers have been able to employ computers and various other types of automation to "stay on top of things". The mine geologist, however, is merely faced with a bigger and more rapidly changing pit to pick in. Keeping geologic information current in these mines presents entirely new problems to mine geological staffs. To obtain adequate geologic information on the developing orebody requires enlargement of the staff to share the work load or revision of methods in keeping with the times. The former has the disadvantage of loss of the comprehensive knowledge of the pit that a chief geologist likes to have, not to mention management's usual lack of enthusiasm for force increases.

Olivine was first described and named by Warner in 1790. It is an olive green to greenish gray colored magnesium-iron silicate containing a mixture, in solid solution, of fosterite (Mg2SiO4) and fayalite (Fe2SiO4). Ratios between fosterite and fayalite in olivine are somewhat variable, but in general olivine contains at least 85% fosterite. Specific gravity is variable also, depending on the ratios of fosterite to fayalite. As a rule it is in the 3.2 - 3.4 range. All commercial olivine is obtained from the rock dunite, the most basic member of the peridotite group. Dunites, in addition to being composed primarily of olivine, generally contain assessory pyroxenes and spinels (chromite and magnetite). Dunites', when altered by hydrothermal solutions or metamorphism, often contain alteration minerals such as talc, serpentine, chlorite, vermiculite and amphiboles. In the 1930's and 40's considerable research was conducted on olivine for use as a refractory, plant food raw material, magnesium source for metal, and a source for magnesium chemicals. This research met with only limited success.

We are proud that one of our predecessor companies originated the phrase "Safety First". That phrase remains today as the guiding principle that governs our total approach to safety and well being in U. S. Steel. U. S. Steel management is totally committed to this attitude and our objective is to have every employee as deeply conscious of his safety responsibilities. Safety is a state of mind but like most things it must have a physical side - both intertwined and inseparable. You might say each promotes the other; and this gives us confidence that with hard work, cooperation from all individuals, and proper application of knowledge and experience, our ultimate objective of frequency "0" will be attained. It is in this vein of thought we present a paper today which gives you briefly our progress, mainly in the physical, or mechanical, protection of miners at work in the Southern District mining operations of U. S. Steel. The Southern District not only includes the underground mining of coal but the underground mining of zinc ore in Jefferson City, Tennessee, and the quarrying of dolomitic limestone near Bessemer, Alabama.

Designers, engineers, and contractors are using three-dimensional seismic tomography for geotechnical site investigations and during tunnel excavation for hard rock and soft ground applications. Utilizing multiple types of seismic signals produced by a TBM, drill, or impact breaker, the reflection of different velocity features are processed into a holographic image of the actual structure to be encountered. The Mill Creek Phase 3 alignment in Cleveland, Ohio, was imaged to define existing conditions along a 1,200-ft section of a proposed 6.1-m (20-ft) diameter CSO tunnel and, specifically, a zone of expected anomalous conditions where drilling was inconclusive. In Japan, Kajima Corporation used TRT™ to image a number of tunnels including the Fujikawa and Kanaya tunnels in a combination of methods to map structural features along the alignment.

The concept of microorganisms as chemical reagents (flocculants, flotation modifiers and flotation collectors) is quite new. Potential uses for microorganisms include their use in place of certain conventional flotation reagents and as flocculating agents in minerals engineering processes. In addition, in some studies micro-organisms have been used to modify mineral surfaces and, thus, the flotation or flocculation of the minerals.

When considering alternative equipment choices in mill or process flowsheets, it is important to determine both capital and operating costs of such equipment as well as other possible savings related to downstream operations. This paper presents a few case studies and shows cursory guidelines for the selection of equipment for new installations or in the retrofitting of existing plants. Based upon recent plant experience, suggestions are given to improve the operation of clarifiers, thickeners and vacuum filters.

Hindered-bed separators are often used in the minerals processing industry to classify particles according to size and density. A new technology, known as the Eriez CrossFlow, was recently developed to overcome some of the limitations associated with hydraulic separators. The innovative feature of this unit is a novel feed presentation system that improves separation efficiency and capacity. In the present work, a detailed process engineering evaluation was conducted to determine the basis for the improved performance of this unit. The evaluation included controlled separation tests using well-characterized feeds, particle and liquid tracer experiments and mathematical modeling studies. Data obtained from this work show that the new separator is capable of maintaining good separation efficiencies at higher solid feed rates than traditional designs due to improved hydrodynamics in the separation zone. This paper reviews the operating principle of the Eriez CrossFlow separator, discusses the results of the tracer experiments and modeling studies and presents test data obtained from recent laboratory and plant trials.
