Since the promulgation of the first Federal Asbestos Standard by the Occupational Safety and Health Administration in 1972, other federal agencies have modified the standard to better carry on their own unique missions. The instruments used to identify and measure asbestos, the sampling protocol, and the criteria used to define asbestos, have been modified to some degree. The Mine Safety and Health Administration regulates and controls asbestos dust in the mining and mineral commodity industries. However, crushed stone and processed ores contain mineral fragments that are frequently difficult to distinguish from asbestos. Mineral nomenclature, instruments for particle analysis, and sampling strategy must be accommodated to some degree to make asbestos control workable and meaningful. Precedent in other agencies has made consideration of these changes possible. Newly identified amphibole asbestos minerals have further complicated the agency?s regulatory charge. Changes in its Asbestos Standard are now being considered. Crushed taconite ore in the Eastern Mesabi highlights many of these issues. ©2008 Published by Elsevier Inc. During 1996 and 1997, Oregon experienced flooding on a scale not seen in many years. Some gravel pits located near rivers experienced erosion. In several cases, breaches occurred between the gravel pit and the river. Initial evaluation of several sites that experienced these breaches showed that impacts to the river system were complex and varied significantly from site to site. The impacts to the adjacent river system may be viewed as positive and negative. Several flood-plain-mining sites in Oregon located in areas of historic river flow reverted to active riverbeds. In many cases, state and federal fisheries biologists and university researchers saw the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries —Mined Land Reclamation Program (DOGAMI-MLR) is studying the effects to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound flood-plain decisions regarding mining.

The Bushveld Complex of South Africa contains almost 90% of the world’s reserves of platinum group minerals (PGMs). In the flotation of PGMs, there are significant challenges arising from the need to treat ever-decreasing grades of the relevant ore deposits. The major challenge in the flotation of these ore bodies is the control and management of the gangue minerals, particularly silicates such as orthopyroxene, plagioclase feldspar, and pyroxene which are often rimmed with talc which makes them naturally floatable. It has been shown that various polysaccharide depressants such as CMC and guar have different properties in terms of depressing the gangue minerals. Since the PGMs are often associated with sulphides, copper sulphate is widely used as an activator in PGM flotation but can inadvertently activate the gangue minerals as well as reduce the recovery of PtTe2 which accounts for up to 40% of the Pt in the Platreef ore body. Depressants also reduce the mass of solids reporting to the froth and can thus destabilise the froth. This effect on the froth can be mitigated by using higher frother dosages or water of higher ionic strength. Reducing chromite recovery is of critical importance since high levels may negatively affect the downstream smelting process. Chromite recoveries can however be reduced through the application of gravity separation or reducing entrainment through reduced water recovery. In summary, due care needs to be taken to carry out site test work to develop an optimum ratio of collector, frother, activator, and depressant to ensure that the highest grades and recoveries of the PGEs are obtained while reducing depressant dosage as much as possible.

To achieve compliance with 2015 EPA Tier 4 Final regulations, which permit only around 10% of Tier 3 particulate matter (PM) and NOx emissions, a number of technologies are being implemented. Use of a fuel borne nanoparticle combustion catalyst reduces the level of PM and unburned hydrocarbons exiting the combustion chamber, alleviating the burden on downstream exhaust after-treatment systems. The impact of an iron-ceria combustion catalyst (GO2) on carbon oxidation kinetics and on diesel engine emissions is presented. The iron-ceria nanoparticles catalyze carbon oxidation at lower temperatures and increase the oxidation rate by a factor of 18 at 400 °C. Engine tests on a generator powered by a John Deere Model engine and field tests on a Cummins ISC 330 tractor truck and CAT 3508B propulsion engines are presented. Use of GO2 resulted in a reduction in PM10 (particulate matter under 10 um) emissions of up to 26% and a hydrocarbon emission reduction of up to 41%. NOx emissions did not increase in these trials and the amount of change depended on engine type. Application of this fuel borne technology for emissions reductions in mining equipment offers significant benefits.

Complex and distinct geological units spread along the 7-mile long 30-ft inside diameter Upper Rouge Tunnel CSO Control Project in Detroit, Michigan. Its construction is divided in two tunnel construction packages: The South Tunnel, to be driven in finely laminated weak TG Limy Shale, will be excavated by a shielded TBM with precast concrete segmental lining, while the North tunnel, predominantly in a relatively more competent geologic formation Antrim Shale, will be excavated by a main beam TBM with a two-pass lining system. The adits and deaeration chambers will be excavated by sequential excavation method. This paper addresses the process of selecting excavation methods and lining systems for shafts, tunnels, connecting adits, and deaeration chambers.

The economic success and growth of any metropolitan region depends on mobility. Today, mobility between New Jersey and New York is threatened by a transportation system that cannot meet 21st century travel demands. The transportation bottleneck created by the Hudson River threatens the viability of one of the world?s great centers of commerce and culture. Fortunately, there is a solution: The Access to the Region?s Core Mass Transit Tunnel. The US$8.7-billion Mass Tran-sit Tunnel?s (MTT) new two-track line will double commuter rail capacity under the Hudson and create a new, state-of-the-art cavern station in Midtown Manhattan, with wide platforms, high-speed escalators and other features to improve riders? travel experience. The capacity and other benefits of the MTT project will launch a new era of prosperity for the region, just as the Pennsylvania Railroad did almost 100 years ago when it built the existing two, single-track rail tunnels that now form the sole commuter rail link between New Jersey and New York. The existing tunnels run from North Bergen, NJ, under the Hudson River to Pennsylvania Station at 33rd Street in Manhattan. Construction on the MTT, the largest public works project in the United States, is scheduled to start this year and continue through 2017. The MTT is ready to go to construction thanks to a major commitment of financial, engineering, project management and other resources from NJ TRAN-SIT, New Jersey?s statewide mass transit agency, and the Port Authority of New York and New Jersey, a bistate agency that operates the Holland and Lincoln tunnels, the George Washington Bridge and other major transportation facilities in New York and New Jersey. The project is also strongly supported by the state governments of New York and New Jersey, as well as that of New York City. The MTT is New Jersey Governor Jon Corzine?s number one transportation priority.

The raw-coal feeding system and the upward medium current flow in a dense-medium vessel (DMV) are, in addition to the residence time of particles in the separator, important factors for efficient coarse particle separation. The feed material from a raw coal screen and/or pre-wet screen merge with the major volume of circulating medium as push medium, guided by an adjustable submergence baffle plate deep fed into the separator for effective separation. The remaining volume of the circulating medium enters from the purge and drain hoppers at the bottom of the DMV. This generates a gentle upward medium current flow in the separator, which prevents dense medium stratification/settling and merges as part of the push medium. A two-dimensional, two-phase model developed using computational fluid dynamics (CFD) is used to describe the flow pattern and evaluate the function of the dip plate for understanding the mechanisms of particle separation in the separator. The particle movement in the DMV is also tracked to investigate the major operating parameters affecting the separation performance of the DMV. The simulation results of the DMV separation performance are validated by in-plant test data.

This paper reflects the challenges encountered during the construction of the light rail tunnels under Boyle Heights, in Los Angeles, California. Equipped with two state-of-the-art EPB TBMs, the construction team undertook the mining of twin bored tunnels in the Los Angeles alluvium. The gassy underground conditions dictated many aspects of the design of the tunnels, as well as the tools and means used for their construction. This paper will detail the challenges encountered during construction, as well as the means, methods and logistics used on the project. Discussion includes: EPB TBM machines with some very unique/specific features; complex assembly sequence due to limited shaft access; final precast concrete liner with double gaskets; NATM cross passage excavation in soft ground and below the water table; compensation grouting; mucking shaft arrangement.

P. Mousset-Jones I found the article most interesting and timely. I consider it imperative that mine case studies like this one are undertaken and published so that the practicing mining engineer and geologist can obtain a better idea of what is the preferred estimation and grade control technique to use, given the site-specific geology, grade distribution, etc. Mining companies, with operating gold mines, need to be encouraged to either initiate such a study in-house or support a research project by financing a graduate student at a local university. The latter method is preferable since it not only provides research support but also an excellent training opportunity for young mining engineers and geologists. Ideally, what is needed is exploration drill-hole, blasthole, and mine production data that can then be used to assess the efficiency of different estimation and grade control methods by comparing the results obtained using the drill/blasthole data with the actual production data. It is hoped that more mining companies will realize that the rewards from this kind of research greatly outweigh the sometimes perceived problem with releasing data to a university. I noticed that the authors used the blasthole data to represent the actual values, the validity of which relies heavily on the two key assumptions with regards to blasthole assays and in-pit ore-waste selection procedures. Could the authors comment in more detail on these assumptions and what criteria they used to check the validity of the assumptions? Since the article was published, have the authors had the opportunity to compare their estimates with the actual production data? It would be interesting to compare other estimation methods with OK and IK. For example, how well did the polygonal method used at the mine compare with the results given in the paper? I would like to mention that B.L. Kwa completed a similar study (Kwa and Mousset-Jones, 1986) using exploration drill-hole, blasthole, and production data from the Alligator Ridge mine in Nevada. The study compared a variety of estimation methods, including IK, and the final results are shown in Fig. 1. The IK method exhibits the smallest difference between estimated and production results and is closely followed by the indicator moving window (Ind MW) method. Reply by Y.C. Kim We do concur with Professor Mousset-Jones with respect to the merit of such case studies performed at a local university. In answer to his request for comment on the validity of the two key assumptions made in our paper, we can only say that these are reasonable assumptions that are very difficult to validate. The assumption of blasthole assays being accurate can be partially validated by a careful analysis of the nugget component of blasthole variograms. The assumption that the in-pit ore-waste selection procedure in use was an effective one can only be validated through comparison between the mine estimates of ounces of gold versus the actual recovered ounces of gold at the mill. Neither one of these two assumptions has been validated to date due to several reasons. For example, the mine went through a change in management since the study. Similarly, no compelling reasons have been presented to perform detailed variogram analysis of the blasthole data. We do, however, believe that the obtained results (i.e., indicator kriging performs better than OK in a highly skewed deposit) will remain the same in relative terms, regardless of how valid these two assumptions may be. The most recent comparative study by D. S. Lindsey of the Montana College of Mineral Science and Technology also shows a similar ranking between ordinary kriging versus probability kriging, which is an extended version of indicator kriging. INTRODUCTION Countries that are currently developing their mineral potential have unique information systems requirements to support these activities. The mining laws usually grant the State considerable authority over the process. In many instances, the mining laws give a government agency the responsibility for granting and controlling exploration permits and development concessions. This is the case in Costa Rica. The Direcion of Geologia, Minas, y Hidrocarburos (DGMH) of the Ministerio de Industria, Energia y Minas (MIEM) is responsible for the management and operation of the National Mining Register. This paper describes the results of two studies of the information system requirements to support the National Mining Registry as well as those supporting some of the other function of the DGMH. The first of the studies reviewed the situation before the installation of computer equipment. The second study evaluated the installed systems. BACKGROUND Historical Perspective Mining in Costa Rica is at present a relatively minor part of the economy. It consists primarily of industrial minerals and gold production. Gold production is largely by small-scale miners and may be more substantial than reported. There is considerable interest on the part of the Government in both having a better understanding of the existing mining industry and promoting future development. Mining law was first provided by the Ordinanza de Mineral (of 1830). This was replaced by the first Mining Code of 1953. Apparently, one of the first problems caused by the 1953 law was the granting of concessions which were not worked. A 1968 agreement with ALCOA also resulted in political conflict. The Government worked on a new Mining Code for many years and in 1982 the current Mining Code was enacted. Draft implementing regulations were prepared in April 1984. Mining Code of 1982 The Mining Code of 1982 addresses most aspects of mining in Costa Rica including the declaration that all mineral resources are to be the property of the State. The State may grant exploration permits and exploitation permits. The exploitation of hydrocarbons, radioactive minerals and certain water resources was reserved to the state. The DGMH was given authority to settle placer claim disputes, maintain a registry of exploration permits, and exploitation concessions. and generally supervise mining activity. Towards this, the Mining Code of 1982 includes rather detailed requirements for the processing of application for permits and concessions. Mining Code Application Requirements The following briefly describes the requirements to give the reader a feeling for the complexity of the process. Currently, over 1,000 active applications, exploration permits and exploitation concessions are being monitored under the process. The number remains relatively consistent in that the number of new applications is usually about the same as the applications that are put aside. The time and date of the filing must be certified by the DGMH. The application must include all the information specified in the Mining Code. If incomplete, DGMH must notify the applicant of the deficiencies or omissions and direct that the applicant correct the deficiencies or omissions within 8 business days (a single 30 business-day extension is allowable). If the applicant does not respond as directed, the application is deemed as not having been filed and the pertinent information is placed in the files. The DGMH must reject the application outright and direct it be placed in the files in the following cases: (a). If the new application covers the area of a previous permit or concession, either being processed or already granted.

Part of a major sewer expansion for the City of Columbus, Ohio. The Big Walnut Outfall Augmentation Sewer?Part II (BWOAS) consists of 13,200 feet of tunnel of 12-foot tunnel passing mainly through glacial deposits with a water head of up to 2 bar. A Lovat RME167SE was used to drive this tunnel with steel fiber reinforced precast segmental liner used for support. This paper will discuss the concepts for tunnel sup-port and TBM selection, the problems encountered with the TBM sealing systems and the solutions used to repair the machine.

The Umiray Angat 13,2 km long tunnel in Philippines have been bored through extremely variable and difficult ground conditions including a number of special events. In particular the following adverse conditions were found: faults in decomposed ground, high temperature rocks, extremely rapid and important convergence phenomena, water inflows up to 800 litres per second. The special El Nino climatic conditions caused a long dry season and lower the level of the lake that was granting the access by barge to the site under the minimum navigable level. Many equipment have had therefore to be transported to site by a 10 ton capacity helicopter, after having been partially dismounted. For the same reason most of the tunnel drive have been bored servicing the site by 1 ton capacity helicopters to transport materials, spares and personnel. In order to overcome the above geological and logistic problems several innovation were introduced and tested in this project. Despite all that difficulties the 13,2 km of tunnel were bored in about 24 months, with a global average of 500 m/month.

The East Bay Municipal Utility District is undertaking seismic upgrades of the Claremont Tunnel in the San Francisco Bay area. The tunnel carries treated water across the active Hayward Fault to supply a major metropolitan area. Studies indicate the tunnel could be severed by fault offset during a major seismic event. A design approach to achieve limited operation of the tunnel following fault displacement has been established and design details are currently being evaluated. This paper describes the project, the design approach, and summarizes significant construction constraints.

Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.

In October 1999, Liebherr-America, Liebherr Construction and Liebherr Mining Equipment held anopen house at its Newport News, VA, plant. The open house was held to celebrate the company’s50th anniversary and to demonstrate the new TI 272mining truck. Attending the open house members of the media, vendors and company representatives from all over the world. In his introductory comments, company president Peter Eller announced Liebherr’s dedication to expanding its presence in North America. Liebherr now has 30 dealers across the United States. As part of the open house, a brief history of Liebherr was presented, beginning with its creation in1949. Liebherr engineering and sales representatives were available to answer questions.

Equipment-washing facilities at Freeport-McMo-Ran?s Sierrita Mine in Arizona produce a mixture of oil and water that was difficult to dispose of easily or cheaply. However, after some changes in the facility, waste oil is now used as part of the mining process. Freeport-McMoRan Copper & Gold Inc., head-quartered in Phoenix, AZ, operates copper, gold and molybdenum mines. It is the world?s largest producer of molybdenum. Heavy equipment used at the mine is hosed off periodically in the wash bay. The dirty water and oil mixture drains into the sump next to the bay. Oil was manually collected for disposal. This was a tedious and dirty process Mine managers sought a more efficient method of removing the oil. Instead of spending the time and effort skimming the tank with vacuums or sorbents, they enlisted the help of Abanaki Corp., manufacturer of the Model 4 Oil Grabber. Engineers designed the sump to utilize prevailing winds to blow the oil to one corner. This was the ideal place for the Abanaki skimmer. The skimmer removes the oil and discharges it into a plastic storage container. ?This reduces the time needed to keep the area clean, and the staff can focus on cleaning the equipment rather than worrying about the oil,? according to Jay Salerno, construction manager at the Sierrita Mine. Salerno is considering adding an optional oil concentrator to the skimmer to make the process even more efficient. The concentrator would remove any water picked up by the belt and return it to the sump, leaving nearly pure oil for disposal. Because the mine is located in the Sonoran desert, most of the water evaporates in the hot, dry air and is not reused.

Precast concrete segmental lining systems have been gaining widespread use in seismically active areas and a single-pass version of such a system has been developed for use on the Silicon Valley Rapid Transit (SVRT) Project in San Jose, California. The response of tunnel linings to seismic shaking is often predicted using engineering judgment, elastic closed-form solutions and numerical modeling. Such analyses generally assume a continuous structural system and hence do not explicitly model the behavior of the jointed segmental lining. A number of analyses were performed to predict radial and circumferential joint behavior during seismic ovaling and wave propagation. These analyses included a complex, three-dimensional finite element based ground-structure interaction model that incorporates inelastic constitutive soil behavior, cracked concrete properties and no-tension, frictional segment joint surfaces. The paper discusses the results of the analyses and provides guidelines for the design of precast systems in zones of high seismicity.

Due to the constant need to improve SAG mill performance and efficiency, extensive research into all aspects of SAG mill optimization has been performed. This paper will review the current evolution of SAG mill shell liner design and their performance at the Copperton Concentrator. The effect of these liner design changes will be discussed with respect to: • Liner configurations • Mill operating performance, i.e., throughput, power draw, mill control • Mill mechanical performance, i.e., liner wear profiles, liner life, liner breakage, liner hardness • Foundry manufacturing considerations • Economic evaluation of throughput versus liner life This paper will discuss the results of Kennecott Utah Copper’s (KUC) and ME International’s (MEI) test work, providing an insight into the past, present and potential future opportunities of SAG mill liner design.

ntroduction As the gold mining industry continues to develop in the Dominican Republic and Haiti, more deposits will undoubtedly be discovered that will be amenable to development. The Pueblo Viejo gold mine is currently in operation in the Dominican Republic. It has become an important component of that country's economy. Pueblo Viejo output is important to the government as a foreign currency earner. It is also said to be among the world's more successful gold mines. But, while Pueblo Viejo is successful, no other major gold discoveries have been made in recent years. Therefore, alluvial deposits of gold have caught the attention of geologists on the Island of Hispaniola. In the past four years, exploration and investigation of alluvial deposits have been initiated in both the Dominican Republic and Haiti. This type of activity is expected to continue over the next few years. Alluvial gold mining is rudimentary gold washing, done mostly by farmers. It is an old tradition, dating back at least 100 years, and is done by small, independent, or community farming villages in the mountains and plains of the Dominican Republic. Investigations in the DR Recently, alluvial gold investigations have been undertaken in well known locations of the Dominican Republic. One is in the Villa Altagracia area. Here, the terraces and gravels of the Haina River basin were examined, test-pitted, and assayed by Minera Altagracia, a local Dominican mining group. Results led to a new investigation by the state-owned Rosario Dominicana (RD), the company that mines the gold at Pueblo Viejo. Rosario tested areas previously investigated by Minera Altagracia. RD could not define the type of concentration that could justify an industrial-scale type of exploitation. The Haina River placers are located in the flats and valleys of Central Dominican Republic. They are classified as small-scale type of operations where local cooperatives can do the traditional gold washing. It is not now considered a dredgable project for a mining company. The next alluvial gold investigation was undertaken by the Dominican Department of Mines and others in an area of some 700 km2 (270 sq miles) in the northeast near Miches. Farmers have been washing gold in streams and excavating pits in various areas, particularly La Mina and have made a living. Government geologists panned several hundred streams and river tributaries. They also washed material from deep excavations. The results, however, were negative insofar as locating alluvial gold concentrations suitable for large-scale or industrial-scale exploitation. The most favorable locations were the terraces along the Jayán and Cuarón Rivers in the area of Miches. But the grade od concentration is poor. Actually, only traces of gold were found in these
