Introduction In 1987, the US economy continued to grow steadily, reaching an annual rate of $4.6 trillion in the last quarter. The value of domestically processed mineralbased materials rose slightly to $250 billion. The value of US metals rose sharply to more than $7 billion. Industrial minerals rose slightly to $18 billion recycled scrap was valued at $4 billion. Metal prices rose sharply toward year-end. A number of mining and metal companies experienced increased profitability, fostering more optimism about the future. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and federal debt continue to rise. 244 million citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production fell 9% to 7.1 million units, but truck and bus production rose 9% to 3.8 million units. New housing starts fell 10% to 1.6 million units. Excess productive capacity exists not only in the US, but also in many other countries. Consequently, the US mineral industry is encountering stiff competition from others, as well as increasing competition from newer engi¬neered materials. Domestic production of plastics rose 9% to 25 Mt (27 million st) - on a volume basis, double all metals. Some 7% of petroleum goes to make petrochemicals including plastics. Imports of nonfuel mineral-based materials in 1987 were valued at $37 billion and exports at $24 billion. Imports supplied a significant proportion of total US consumption of several important mineral materials, including many classified as strategic and critical. In December, the Congress mandated that any major changes in stockpile goals be made only by law, and that the Department of Defense submit annually detailed stockpile supply/demand analyses. Concern about apartheid in South Africa continued, resulting in increasing interest about chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The National Critical Materials Council continued to monitor the US materials position. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve continues in effect through Sept. 30, 1989. Under the DPA, the US Bureau of Mines maintains the Emergency Minerals Administration. Further consultations were held with Canada to strengthen the North American defense industrial base. Coal production, 60% from open pits, rose 2% to 825 Mt (910 million st) valued at $21 billion. Nearly four-fifths was burned to generate 56% of US electricity. Exports included 42 Mt (51 million st) of metallurgical coal and 24 Mt (27 million st) of steam coal, with a total value of $3.3 billion. Domestic petroleum production fell 5% to 480 Mm' (3 billion bbl). Uranium mining, including recovery from phosphates, fell 4% to 5.9 kt (6500 st). Nonfuel minerals Major metals: Raw steel production - a major consumer of many minerals - rose 7% to 79 Mt (87 million st). The Los Angeles, California JWPCP effluent outfall tunnel will transport secondary-treated effluent from the Joint Water Pollution Control Plant in Carson to the White Point Manifold. Upon completion, through ground conditions ranging from soils to hard rock, the tunnel will be approx. 7 miles (11 km) long with a finished internal diameter of 18-ft (5.5 m). This paper will present the Tunneling Condition Assessment Report (TCAR) and Tunnel Operation Plan (TOP) developed prior to construction, as well as the actual TBM performances achieved along the northern portion of the alignment in soft ground, shallow cover, and beneath a densely urbanized area.

Increasingly, geologists use geostatistical methods to evaluate drilling programs. The complexity of the methods varies with the nature of the available sample information, the objective of the statistical analysis and the geologist's experience. Occasionally, estimating the average sample grade is all that is required. In other instances a semivariogram calculation may be considered. If sufficient data is available, the geologist may wish to estimate blocks or panels of complex shape, using the kriging method of evaluation. Historically, the use of geostatistics by geologists has been limited by a number of factors, most significant being the difficulty in accessing and using computer programs needed to complete the necessary studies. Geologists are often working in remote areas from which electronic communication is unreliable, if not impossible. Even when access to computer programs is technically possible, the costs incurred in accessing and using these programs are often considered prohibitive. In many instances using the programs requires an understanding of computer systems far beyond that which a field geologist can justifiably be interested in acquiring and maintaining.

Asarco has been using computer-aided open-pit mine design since 1966. The in-house developed program package includes drill-hole analysis programs, interpolation routines, and three-dimensional open-pit design programs. The financial analysis step after pit design required that a reasonably accurate schedule be produced so that a good cash flow model could assess the feasibility of a project. The manual method of scheduling was too time-consuming for feasibility work, so a computerized scheduler was required. Since no computerized mine scheduling programs existed, we requested proposals from consulting firms to develop such a program. The selection of a consulting firm, the formulation of the contract and design specifications required about three years to accomplish. The consulting firm, Systems Control Inc. (SCI), of Palo Alto, spent over one year doing the programming and testing alone. The details of the program development were reported in "Computerized Year-by-Year Open-Pit Mine Scheduling," SME-AIME Transactions, December 1974. In June of 1973 the program, which SCI dubbed Optimum Resource Extraction or ORE, was installed. Version 1 of ORE was utilized successfully on three separate properties over a period of two years. During this time it became obvious that some of the original design specifications were restrictive, and certain modifications were required. The ORE program was submitted for modification, and after one year version 2 was operational in May of 1976. The program now consists of approximately 20,000 lines of FORTRAN source statements grouped into 190 subprograms, and runs in a 450K region of Asarco's 370/148 in Cranford, NJ. The Tucson com¬puter (370/115) is tied to the Cranford computer via a 9600 baud leased T.P. line, for running mine scheduling and other large mine planning programs.

Introduction In the design and specification of a ventilation system for an underground mine, it is necessary to make reasonably accurate estimates of the pressure losses in the various airways of the mine. These estimates can be made with little difficulty for open airways with simple geometric cross-sections, such as those cut by continuous miners or tunnel-boring machines. The situation is much different on a longwall face, where the airway's complex geometric cross section and the presence in the airway of obstructing equipment having a variety of shapes make it difficult, if not impossible, to estimate pressure loss using traditional methods of calculation. Head losses in mine entries are calculated using Atkinson's Equation. [22H= KPLQ (English) H= KP 3Q (SO (1) 5.2AA] where H = pressure loss, in. of H2O (Pa); K = friction factor, lbf•min2/ft4 (kg/m3); P = perimeter, ft (m); L = airway length, ft (m); Q = airflow quantity, ft3/min (m3/sec); and A = flow cross-sectional area, ft2 (m2) In this equation, the friction factor, K, is an empirical constant that describes the aerodynamic roughness of the airway. Typically, the K-factor for a given airway is determined by measuring the factors H, P, L, Q and A in Equation (1) and calculating K. Tables of friction factors calculated in this way are found in textbooks and handbooks that deal with mine ventilation analysis. Unfortunately, very few K-factors have been measured on longwall faces, and the accuracies of those that have been measured are entirely site specific, because of the wide variety of equipment found on longwalls. The development of a technique for prediction without mine-site measurements of the friction factor for any longwall face, regardless of its configuration, will thus be very useful in the design of ventilation systems for mines in which longwall mining is practiced. Calculation of pressure losses using Atkinson's Equation (1) and empirically determined K-factors provides accurate and useful approximations in cases where the airways have relatively simple cross sections. However, a careful analysis using the principles of fluid mechanics shows that such calculations are based on two assumptions that are not strictly correct when there are obstructions in the airway. The first assumption is that the air velocity distribution in the cross section, particularly around the perimeter, is uniform. This assumption results from the fact that the tabulated K-factor values found in the literature are based on field measurements with uniform conditions. Such uniformity does not exist in longwall airflows. The second common assumption is that the K-factor, and corresponding head loss, is independent of the Reynolds Number (NR) for a given flow. In fact, this assumption is not strictly correct, and is particularly erroneous in the case of irregular protuberances into the airflow, such as those found on a longwall face. The errors arising from the assumptions may be avoided by using K-factors calculated by a newly devised method, described below, which takes into account the fundamental principles of aerodynamic drag analysis. This new technique has two advantages: first, it is flexible enough to model any longwall, regardless of equipment configuration; second, it employs terminology and equations familiar to those who perform mine ventilation analysis, using K-factors, for which ventilation engineers have an intuitive understanding, rather than drag coefficients. To provide guidance for development of a longwall drag model, data were taken on two modern longwalls operating in substantially different conditions. Pressure measurements at Mine B were made with 200-foot (61-m) sections of 1/8-in. (3-mm) diameter plastic tubing, attached to a Dwyer Magnehelic gauge. Pressure drops were measured in 200-foot increments down the face, and summed to give the drop for the entire face length. This technique was found to produce small, repeated errors because of the number of segments required to span the longwall. At Mine A this problem was avoided by using a single, continuous, plastic tube for the entire face length. The psychrometric properties of the air were measured for both Mines A and B. A calibrated, standard vane-anemometer was used to measure the airflow on both faces. Finally, numerous dimensions were measured on both faces, and face profile drawings were obtained to allow detailed evaluation of the face equipment geometry. From this information, accurate evaluations of the average wetted perimeter and average area of the longwall face airways were made. Atmospheric monitoring systems (AMS) are required when using air from conveyor belt entries to ventilate working sections in U.S. underground coal mines. AMS technology has the potential to increase fire safety mine-wide, but research is needed to determine the detection and response times for fires of a variety of combustible materials. To evaluate the potential of an AMS for fire detection in other areas of a coal mine, a series of full-scale fire experiments were conducted to determine detection and response times from fires of different combustible materials that are found in U.S. underground coal mines, including high- and low-volatility coals, conveyor belts, brattice materials, different types of wood, diesel fuel, and a foam sealant. These experiments were conducted in the Safety Research Coal Mine (SRCM) of the U.S. National Institute for Occupational Safety and Health (NIOSH) located in Pittsburgh, PA, using a commercially available AMS that is typical of current technology. The results showed that through proper selection of sensors and their locations, a mine-wide AMS can provide sufficient early fire warning times and improve the health and safety of miners.

Load transfer capacity and failure mechanism of a fully grouted bolt installed across joints in shear is evaluated both experimentally and numerically in five types of bolts (low strength steel, rebar bolt and high strength steel). The strength of the concrete, bolt profile configuration, bolt mechanical properties and bolt pretension load play significant influence on the shear resistance, shear displacement and failure mechanism of the reinforced medium. Failure location moves towards the bolt joint intersection due to the increasing shear load, shear displacement and axial load developed along the bolt. Finally bolt failure occurs as a result of the induced axial and shear stresses acting between hinge points on either sides of the shear joint plane.

INTRODUCTION Denmark is a small country with a population of about 5.5 million in the north of Europe. A substantial part of Denmark consists of islands, and the Danes have been familiar with ferry links between their islands for ages. However, their wish for fixed links has resulted in the con¬struction of bridges between most of Denmark's islands in this century. (Fig. 1) A fixed link across the Store Belt or Great Belt, Denmark's most important waterway bet¬ween the island of Fyn and main island of Sjaelland, on which the capital of Copenhagen is situated, has remained to be constructed hitherto. In 1987, the Danish government decided that the Great Belt should be crossed by a fixed link, incorporating a two-track railway line and four-lane motorway. The Storebaelt Forbindelsen AS, a joint stock company in the sole ownership of the Dan¬ish state, has been established for the purpose of planning, constructing and operating the Great Belt Link. The company will refinance the construction project by charging toll to the motorway users and fees to the state railway. Here it should be mentioned that Denmark and Sweden are about to jointly realize the fixed rail and road link across the Øresund or The Sound between Denmark and Sweden on the basis of the realization model of the Great Belt link. At present, the project is at the com¬petitive tendering or contract awarding stage. In the near future, also the third fixed link of comparable extent, that is the crossing of the Fehmarn Belt between Denmark and Germany, will go into the decisive projecting stage prob¬ably in conformity with the aforementioned pattern. Going back to the Great Belt, it should be noted that this fixed link involves three exten¬sive sections and has been under construction since December 1988.

Flotation plant simulation, a relatively recent methodology in mineral processing, is defined and corresponding uses are discussed. Typical simulation structures are compared. Current problem areas exist although these are not insurmountable. Following a brief state of the art discussion, the N. I. M. simulation program is reviewed. In general, digital plant simulation is expected to be of substantial benefit in the near future.

The axial mixing characteristics of a pilot-scale flotation column were investigated with the objective of identifying means to mitigate the extent of axial mixing that adversely affects its grade/recovery performance. A wide range of design and operating conditions was investigated and the experimental results, obtained using the dynamic response method, were analyzed using three axial mixing models. The dynamic response of the column can best be described using the axial dispersion model. The results obtained suggest that the value of the axial dispersion coefficient, EL. can be signi6cantly reduced by judicial selection of hydrodynamic conditions and/or the use of column inserts that suppress the onset of hydrodynamic instabilities inherent to the operation of conventional flotation columns. Up to 40% reduction in the value of EL was thus obtained by using spargers that produce more uniform bubble sizes, while up to 30% reductions were obtained by controlling the residual frother concentration.

The Courthouse Commons SEM Tunnel was excavated within 6 feet of cover beneath two buildings in downtown San Diego utilizing high-precision geotechnical instrumentation. The excavated dimensions are approximately 25 feet in diameter and 328 feet in length connecting two in-service detentionlevel security buildings. Presupport includes large-diameter grouted canopy pipes and smaller pipe spiles. Initial support consists of fiber-reinforced shotcrete with lattice girders. This paper presents observed ground and structure behavior and lessons learned. Several years ago it was decided that ASARCO was in need of a good mine scheduling program to complete the computerized open pit mine planning package that was being used on new prospects and operating properties. A trial and error approach was being used to schedule a mine on a year by year basis, but this was time-consuming and far from offering an optimum solution l. Due to the magnitude of time and expertise required to develop such a sophisticated computer program, it was decided to search outside of the company for one already developed and available for purchase, This proved fruitless and therefore proposals were requested from consulting firms that had the expertise to develop such a program. Out of the five firms that submitted proposals, the one chosen was Systems Control, Inc., (S.C.I.) of Palo Alto, California. S.C.I. was selected because it was felt that they offered the greatest capability in the mathematical solution of complex problems. But due to their lack of mining expertise, a cooperative venture was developed whereby ASARCO would supply this mining knowledge. The selection of this vendor, the formulation of the contract and specifications, and the development of the computer program required about 3 years to accomplish.

A series of numerical experiments were performed in order to elucidate the stress distribution, fracture strength and mineral liberation potential in single specimens of rock during crushing. Fracture strength was shown to reduce under eccentric loading conditions. Similarly, the presence of inclusions, both hard and soft, reduced the fracture strength. The predicted crack paths indicate that mineral liberation is unlikely to be preferential.

"The Colorado School of Mines has used the Edgar Mine in Idaho Springs as an experimental mine to teach students since 1921. Since the school acquired the former gold, silver, lead and zinc mine, countless students have received hands-on engineering lessons on their way to earning mining engineering degrees. On Dec. 14, the House Subcommittee on Energy and Mineral Resources held a historic field hearing about the future of mining education in the United States in a classroom about 300 m (1,000 ft) inside the Edgar Mine. Representatives Doug Lamborn (R-CO), Rob Bishop (R-UT), Cresent Hardy (R-NV) and Ed Perlmutter (D-CO) were on hand for the first ever congressional hearing held in a mine where they heard testimony supporting the Mining School Enhancement Act, which was introduced to Congress by Hardy and Perlmutter on Oct. 9, 2015. The act, which is part of a larger mining development and reclamation reform package, seeks to address the absence of a viable pipeline necessary to replenish current faculty vacancies in United States Mining Schools. “What better place to hold a hearing to discuss the need for future mining engineering experts,” Subcommittee Chair Lamborn said in his opening statement. “It is a need felt by industry, states, the federal government as well as nonprofits.” The Mining School Enhancement Act would redirect millions of dollars in fees that are being collected from active mining operations to fund the research and educational programs at engineering schools with mining programs. Those fees now are being used in the form of grants awarded by the Surface Mining Control and Reclamation Act of 1977 (SMRCA)."

"Construction projects involve a great many risks. The risk that material prices will increase during construction or that the work under construction will be destroyed by fire, storm or some other act of God are just a few examples. In tunneling or other underground projects, one of the most significant risks is that the subsurface conditions encountered during construction will differ from what is expected. Each of these risks must be accounted for, managed and, ultimately, the duty of one party or the other to bear. The primary tool used to allocate the risks among the parties is the construction contract.How construction contracts allocate the risk that subsurface conditions will differ have changed substantially over the past century. Today, construction contracts typically allocate the risk through a series of provisions. The first is the differing site condition or changed condition clause. That clause, when included, typically provides that the owner bears the risk that the subsurface conditions will differ from what is indicated in the contract documents or what is reasonably expected. The second clause is one that provides that the contractor must conduct a reasonable site investigation and bear the risk of any conditions that such an investigation would reveal. The third provision includes disclaimers that are often included in geotechnical data provided by the owner (or the owner’s engineer) to the contractor which attempts to limit the information on which the contractor can rely. Because these risk-allocating devices seem to be somewhat conflicting, a brief discussion of each provides critical insight in understanding how the modern construction contract allocates the risk of differing site conditions.At the start of the 20th century, construction contracts looked substantially different than they do today. For example, one contract for the construction of a public water tunnel in Chicago, IL, drafted around 1895 contained the following clause:The contractor must take the work entirely at his own risk. No extra allowance will be made for quicksand, hardpan or boulders."

The Malana Hydroelectric Project is a private development located in HimachalPradesh State, India that was commissioned in June 2001. The plant was built and is owned by the Malana Power Company, a subsidiary of the Bhilwara Group of New Delhi. With a total head of 400 m and nominal capacity of 86 MW, the plant is capable of generating 360 GWh annually. The 3,1 km long, 4,0 m diameter power tunnel was designed to be excavated by conventional drill and blast methods. Contrary to traditional practice in India for pressure tunnels of providing a concrete lining, the Malana tunnel was finished mainly with shotcrete. In this way, the tunnel was completed in a period of18 months, a record for recent projects in the Himalayas, and at a cost substantially below that of conventionally lined tunnels. An interesting aspect of the project was the design of the steel tunnel liner linking the power tunnel to the penstock. The length of the liner was fixed finally on the basis of in-situ testing using both hydraulic jacking and doorstopper tests to evaluate the ability of the rock to withstand the internal pressure of4,0 MPa that exist near the downstream end of the tunnel.

The Nuclear Waste Policy Act of 1982 (NWPA) assigns the U.S. Department of Energy (DOE) the responsibi1it.y of locating, constructing. operating, closing and decommissioning a nuclear waste repository. Prior to submittal of a licensee application to the U. S. Nuclear Regulatory Commission, the DOE is required by 10 CFR part 60 to conduct a program of site characterization for the site to be described in such application. Site characterization includes an exploration and research program in the field and laboratory to determine the geologic conditions and ranges of those parameters which are necessary for determining the suitabi1it.y of the site as a geologic repository. The information thus collected should be able to establish with reasonable assurance that the public and environment will be adequately protected from the hazards associated with a repository at the site. This paper demonstrates by example a geostatistical approach which, on the basis of the existing limited data base, can be used to evaluate (1) whether existing information on a certain parameter is adequate to be considered representative. (2) if additional information is required, where should the additional sampling or testing be performed, and (3) whether the new1.y acquired data along with the existing information constitute representative data.

Success of The Carter Mining Company's safety program can be primarily attributed to "total immersion" of all operating and staff personnel in program design and implementation. Currently, the Company operates two surface coal mines in Campbell County, Wyoming. Total employment is about 440 and current annual production is about 15 million tons. The safety program has evolved from one which was administered primarily by staff personnel (the Safety Department) to one which requires active participation by line management and operating personnel. Lost time accident frequencies have declined from a high of 1.86 per 200K hours worked in 1978 to zero in 1982. Reportable accident frequencies have declined from slightly over 5 to slightly over 2 during the same period. Analysis of program results indicates that the most important achievement by the company has been to gain strong commitment to safe operation by all employees. It is important that program format and content be frequently changed and modified so that: 1) The requirement for safe job performance is communicated well and often, 2) The safe job performance message is trans- mitted in new and interesting ways, and 3) Operating personnel participate in design and implementation of the program.

Most of us are aware of the relationship between the golden-yellow resin spots on Upper Cretaceous Wasatch Plateau coals and fossil tree resins (?amber?). Nevertheless, confusion remains about the exact chemical composition and structure of commercial coal resin preparations as well as their observed heterogeneity. In order to arrive at a more detailed chemical description we need to distinguish between micropetrographic, organic geochemical and process technological definitions of coal resins, which may include substantial quantities of constituents unrelated to fossil tree resins. New information on composition and origin obtained by Curie-point pyrolysis/evaporation in combination with isobutane chemical ionization mass spectrometry, as presented in this paper, points to the presence of four more or less distinct resin components: (1) a sesquiterpenoid polymer; (2) sesqui-and triterpenoid monomers and dimers; (3) a suite of triterpenoid alcohols, ketones and acids; and (4) a series of increasingly aromatized hydrocarbons with naphthalene and picene type skeletons. Moreover, a strong similarity is found between the composition of recent Dammar resin and fossil Wasatch Plateau coal resins. Some of the technological implications of these findings and the consequent need for a more precise chemical definition and nomenclature are discussed.
