The Hampton Roads Bridge-Tunnel (HRBT) Expansion widens the existing I-64 four-lane bridge-tunnel corridor to eight lanes through construction of two parallel tunnels, interstate widening, and bridge expansions. The design-build contract was awarded to Hampton Roads Connector Partners with HDR and Mott MacDonald retained as lead designers in a Design Joint Venture. This paper will highlight some of the e challenges related to the design of the twin bored tunnels from spaceproong, tunnel enabling wors, segmental lining design and durability considerations.

Narragansett Bay Commission’s (NBC) Pawtucket Tunnel Project includes construction of the 11,600-ft long, 30-ft ID, deep rock tunnel. This paper presents insight into the features and benefits of lump-sum, design-build that led NBC to select it as the project delivery method. The use of a design-build contracting process that included proprietary meetings to discuss and obtain feedback on Alternative Technical Concepts as well as to facilitate reaching consensus on modifications to the GBR-B is also described. The discussion includes features and benefits of design-build process that not only addressed NBC’s desired outcomes, but also allowed the Design-Builder to propose several innovative changes to the Base Technical Concepts included in the bid documents, and to develop a GBR-C that was compatible with their proposed means and methods of construction and addressed what they believed to be the more significant subsurface risks on the project.

Never increase, reduce, or remove ventilation without unquestionable, compelling reasons. This rule applies every day as well as when fighting fire, attempting to find survivors, or recovering the mine. Right now in some mine a miner is adjusting a regulator in one place to get more air into another. The chances are the desired result will be achieved. Has the miner done a good thing? NO! Solving the immediate problem reinforces the belief he or she can do it again. That "again" might be, to give but one of many examples, the explosion in Greenwich No. 1 Mine. Robbing the proverbial Peter can be the prelude to disaster in a mine. Reducing the airflow is a common practice when fighting a mine fire. In fact, some people have been taught to do that at MSHA's academy. People who believe that to be proper must be people who never experienced a fire. To fight most fires you have to scramble to get enough air. An explosion demands totally different "thinking". If people are soon to go into the mine, DON'T adjust the ventilation. If teams are in the mine, each affected area must be explored or sealed before making any ventilation change.

An economic and operational evaluation of the unrecovered metal, physical conditions, and chemical environment in a leach pad should be made prior to decommissioning. This evaluation will help determine the possibility and method of secondary and/or enhanced metal recovery and the method(s) to be used for detoxification and heap closure. The evaluation requires quantitative sample collection in a locally variable, yet grossly homogenous material. An assessment of a valley fill heap leach pad was made using a technique borrowed from placer technology called sonic drilling. The sonic drilling technique produced very satisfactory core recovery and sample quality. At this site, drilling results demonstrated that the method of heap construction produced expected features after extensive long term leaching. Rather than a uniformly homogenous pile of metallurgically depleted crushed ore, an assemblage of solution channels, un-oxidized sections, unleached areas, and compaction due to various factors, were found. These conditions are thought to represent a normal, rather than unique, situation for a valley fill heap leach. The lack of this information can have a significant impact on the economics and methods of heap re-handling and ultimate closure.

This study summarizes the ventilation requirements for the highly mechanized PT. Freeport Indonesia's underground mine operation in Irian Jaya, Indonesia. The deep ore zone (DOZ) is a coppergold deposit that is being developed underneath the current intermediate ore zone (IOZ) mine. One of the company's current plans is to prepare this mine for a steady ore flow of 25 kt/d (27,500 stpd) by 2003. This study includes the estimation of airflow requirements for various mining activities, the design of major intakes and returns, the determination of airway resistances and specifications of fan duties. It also includes the results of air pressure/quantity measurements in existing airways and the standards stated by the current Indonesian mining law.

In a world of technology and electronic communication, it is easy to forget what engineers do best with a problem: sitting around a table, exchanging views and ideas with sketches and respecting everyone?s view. This was the approach adopted in the project to arrive at a solution for the cross passage opening sup-port for the Seattle University Link Extension. Schedule and space constraints usually impede concurrent cross passage excavation and tunnel boring machine (TBM) operation. And where the space is constrained, opening support solutions that maximize available cross sections are of great benefit. While there are a number of solutions that minimize space, some of these solutions can require expensive steelwork and extensive drilling and fixing. However, following a detailed round-the-table discussion of the options and constraints, it was identified that a shotcrete shell would not only limit obstruction of the space during installation, but also permit easy installation, particularly around services, and avoid costly steelwork and drilling and fixing.

"It is well known that froth visual features reflect the operating conditions of the flotation process, so that being able to accurately obtain the froth properties is the most significant criteria to optimize and control this process. Froth segmentation is a useful procedure that can determine the bubble size distribution. Several algorithms have been proposed in this field, but marker-based watershed transform shows the best performance. In spite of this fact, the algorithm suffers from oversegmentation in cases when the flotation froth includes large bubbles along with small ones. In the paper, the marker-based watershed method is modified to prevent oversegmentation of large bubbles. The developed algorithm is validated using some froth images captured at different operating conditions, so the results indicate that the method can segment the mixture of big and small bubbles effectively.IntroductionFroth flotation is a widely used process for separating valuable from gangue minerals. Effective control of flotation circuits has a dramatic effect on overall performance of a mineral processing plant. In most flotation plants, process operators monitor the froth surface visually and make adjustments to process parameters based on their interpretation of the surface appearance and their idea of the appearance of an ideal froth. However, due to natural complexity of the flotation process, achieving optimal control is often not possible for human operators.In recent years, attempts have been made to control the flotation circuits using machine vision systems (Moolman et al., 1995; 1996a,b; Bartolacci et al., 2006; Kaartinen et al., 2006; Vanegas and Holtham, 2008; Aldrich et al., 2010). The froth bubble size distribution is the most significant control variable that reflects the operating conditions in a flotation machine. To date, a number of approaches have been proposed for bubble size measurement from froth images, including segmentation (Sadr-kazemi and Cilliers, 1997; Wang et al., 2003; Mehrshad and Massinaei, 2011), texture spectrum (Nguyen and Thornton, 1995), wavelet (Liu et al., 2005), an improved texture spectrum approach, a method based on binary images (Lin et al., 2008) and, finally, using interfacial morphological information (Yang et al., 2009)."

Kaiser Aluminum & Chemical Corporation's (KACC) entrance into the alumina market began in 1946 with the purchase of a small plant in Baton Rouge. Louisiana. Since that time KACC has been involved with the design, construct; on, and operation of many alumina plants around the world. One of these plants is located in Gramercy, Louisiana. The Gramercy Works is a multiplant installation consisting of an alumina plant, a caustic-chlorine plant, a petroleum coke calciner and a fluorochemicals plant. Each of these plants require their own specific environmental control programs to abate pollution. Kaiser has made significant progress through the years on their own initiative in pollution control. But many new challenges have been and continue to be created with the enactment of environmental laws. The 1970 Clean Air Act Amendments, the resurrection of the old "Refuse Act" in 1970 and finally the 1972 Federal Water Pollution Control Act Amendments prompted the formulation of our current philosophy towards the abatement of pollution. Since the formulation of these complicated pieces of legislation, others equally complicated, have come to being. The Federal Insecticide, Fungicide and Rodenticide Act as amended by the Federal Environmental Pesticide Control Act of October, 1972, the Toxic Substances Control Act of 1976, the Solid Waste Disposal and Resource Recovery Act of 1976 and the Safe Drinking Water Act sighed in December of 1974 have all contributed to the challenge for an alumina plant to meet regulatory constraints. However, this paper will only discuss the alumina plant?s environmental programs designed to meet compliance with air and water pollution legislation. At the Gramercy Alumina Plant, over $25 million has been spent for pollution control since 1969. The Gramercy Plant is a prime example of KACC's commitment to meeting the environmental challenge.

The use of diesel engines in underground hard-rock mines dates back to the late 1940s. For the first several years, they were used only occasionally, being limited to a few metal mines that experimented with crawler¬mounted front-end loaders, tractor-trailer hauling units, a few tractors for drill-compressor mounts, and utility cleanup machines. By the mid-1950s, track loaders had become commonplace in limestone mines and uranium mines on the Colorado Plateau in the United States, as well as in Canada. Use of crawler-mounted tractors as drill and compressor mounts also increased. By the end of the 1950s, rubber-tired loaders and some haulers began to replace the track-type machines and rail-mounted cars that had been in use. About 1960, the rubber-tired machines brought about a new era of underground mining mobility and flexibility, centered on a method commonly known as "trackless mining." Ultimately, many of the underground rail-type systems for loading and hauling were replaced by the trackless mining technique. ECONOMIC CONSIDERATIONS The size and nature of mineral deposits, plus ground control techniques, historically had dictated small open¬ings to the surface from many underground mines. The small mine openings led to the development of special rubber-tired loaders and haulers designed specifically for access through the small openings. However, some mines, particularly those in massive mineral deposits, are able to excavate and maintain very large openings, and some use modified room-and-pillar systems. With the large mine openings, the use of larger, more produc¬tive equipment such as that commonly found in surface mining becomes economical. In fact, productivity gen¬erally increases at a more pronounced rate than machine size increases because many of the larger machines were designed for heavy-duty shot-rock applications in surface mines and construction sites where the handling of blasted rock is common. Combining greater productivity often inherent in larger machines, with reduced downtime resulting from using fully developed machines with fast parts and service backup, some mine operators have been able to reduce material handling costs appreciably while reduc¬ing manpower requirements for operators and main¬tenance men. Large mine openings increase the amount of rock that must be handled in the development work, and they sometimes increase the dilution in stopes or rooms, de¬pending upon the dimensions of the ore zone. Providing adequate space for the unrestricted operation of large surface mining machines could, therefore, lead to more waste segregation and handling costs. It could also cause greater ore dilution that would result in a lower grade of ore being delivered to the processing plant. The tradeoffs between opposing cost factors must be reconciled and balanced to achieve the best overall cost of the crude ore, concentrates, or product. EQUIPMENT MODIFICATIONS Loaders and haulers designed for surface mining are seldom used underground in their standard con¬figurations without some modifications. If done, the modifications generally are made by the equipment dealer and/or the user, and the modifications usually include one or more of the following items: 1) The exhaust stack is lowered, and its direction is changed. Usually, it is repositioned horizontally to the rear, or it is fed into the engine fan to diffuse the exhaust gases. 2) The operator's position is lowered by either lowering the seat or changing the seat to a side mount. 3) The operator controls are adjusted to fit the new operator position. 4) Other components, such as the radiator and loader tower, are lowered. 5) Special bumper guards are mounted at the base of the radiator area. 6) An exhaust conditioner is mounted and con¬nected, using either a catalytic or a water-type condi¬tioner, or both. The mine plan for an underground longwall mine plan usually requires a longwall panel conveyor that begins operation at its maximum length and gradually shortens over the life of the panel. Current mine plans around the United States require initial panel conveyor lengths of up to 4500 m (15,000 ft) and capacities of up to 3.2 kt/h (3500 stph). Because these conveyors are constantly being moved from panel to panel, their components must be as compact and light as possible, and the design must be flexible enough to be modified as new terrain and conditions are met. In the past, when drive horsepowers or belt tensions were exceeded due to conveyor length, a new flight would be added, including additional belt storage units. In some cases, this led to as many as three flights installed in a single longwall panel. As the longwall retreated through each flight, mining was required to stop during removal of the drives and storage units. This sometimes meant several days of lost production. Intermediate drive technology was developed to eliminate this excessive downtime and still keep conveyor belts, motors, pulleys and other components as small as possible. With intermediate drives placed along the carrying side of the conveyor, belt and motor sizes are kept as small as possible, and only one storage unit is needed. Most importantly, as the longwall retreats through a booster drive station, it can generally be removed in a regular downtime slot and no additional production time is lost.

By most standards, you would expect workers exhibiting these traits to require minimal supervision. But, is this true? Is this how most current engineering managers lead? Looking at some current theories on leadership combined with personal anecdotes, this article will look at some common misconceptions about leading engineers.Engineers are different. There, it has been said. From cartoons to movies to television shows and more, there is a reason stereotypes of engineers resonate. Yes, you can find a lot of individual variation among specific engineers that you may know, but they do not detract from some of the overarching commonalities that engineers are known for.Clash of culturesWhat distinguishes a professional? Raelin (1985), in his book Clash of Cultures, describes professionals as having superior intellectual training, maintaining their own standards of excellence and being supported by associations that maintain the quality of the profession. Engineers obviously fit all three of these ideas: an engineering degree is still regarded as one of the most difficult to attain. Standards are maintained both through peer review and in academia, through ABET accreditation and through professional associations like SME to promote the discipline and foster technical growth.Six characteristics representing professional status are described by Raelin (1985, p. 9):• Expertise — prolonged specialized training in a body of abstract knowledge.• Autonomy — the freedom to choose the means to solve a problem.• Commitment — primary interest is in pursuing the practice of one’s own chosen specialty.• Identification — identifying with the profession and with fellow professionals, both through formal associations and through peers external to the organization.• Ethics — providing service without concern for oneself or without becoming emotionally involved with the client.• Standards — committed to help in policing the conduct of fellow professionals."

Urban quarries offer one of the greatest opportunities for profit in non-metallic mining with limited financial risk IF properly evaluated, planned and developed to meet market needs. Location, with respect to market, is the prime consideration. Geologic considerations and quality of rock are nearly as important. Cost factors and return on investment (ROI) are the principal financial considerations. Risk of capital is determined by weighing all factors that should be considered and how well judgements are based on information acquired. It is a simple, true axiom of business that an investment must be founded on amount of capital required with its expected return plus profit, expertise required to operate and time involved. Urban quarries generally offer excellent stone product market opportunities. Costs of land with mineral containment and processing operations are much greater than in rural areas. Environmental problems have become increasingly severe. Competition from other quarries in the market area is usually directly proportional to the profit attractiveness. Risk of capital (initial, developmental and operational) can be evaluated and reduced only by thorough analysis of the entire situation. Time and money expended on planning and preliminary investigations probably represent the most productive investment of available company resources.

Introduction The East-West Gateway Coordinating Council is an organization of local governments formed in 1965 to identify regional problems and to formulate policies, plans and programs to resolve them. The major goal of the Gateway Council is to improve the quality of life for the citizens of the St. Louis Region. While East-West Gateway Coordinating Council is the organization I represent and it only deals with the St. Louis Metropolitan Area, you will find one or more similar organizations in each of our nation's urbanized areas. As a result, for illustrative purposes, I will use my organization to portray what is happening nationwide. For example, in order to eliminate duplication, the Council reviews local applications for approximately 100 federally funded programs in such areas as highways, mass transit, parks, water treatment, and sewers before they can be sent to the appropriate funding agency. The Council's varied functions place it in a unique position of receiving more and more responsibility for developing strategies of implementation of various environmental regulations. This is due to the fact that environmental control is a relatively new field and we, as a country, are relatively inexperienced. The resulting regulations and guidelines will depend, to a great extent, on what the general public is willing to accept in terms of controls and what price they are willing to pay in terms of taxes and increased costs. Land Use: Growth vs No Growth This is perhaps the most encompassing environmental issue. We, as a nation, are beginning to realize that land is a limited natural resource and that the way we choose to use 'this resource affects many other aspects of our lives--whether we can catch edible fish in the Mississippi, how much we pay for sewer services, if we can swim in a

Fujiwara Quarry had been operated by the "Glory-hole Benchcut" mining system. But because it became difficult to meet the expanding demand by this system, "Central- shaft MCP" mining system was introduced in 1979. This MCP is equipped with a hydraulic walking system manufactured for the first time in Japan. Nowadays "Central-shaft" mining is the common method at limestone quarry in Japan. In this method crushing facilities are usually installed at the bottom of the shaft. But at this quarry, MCP was adopted and installed on the quarry surface. Many MCPs are operated in foreign countries, but in Japan few examples exist. Normally, Japanese limestone deposits lie in high mountains, which is obviously inconvenient for MCP to walk in and around the quarry. This difficulty, however, was overcome at this quarry, and MCP has been operated satisfactorily and efficiently for about 2 years after it was installed. In order to overcome the difficulty, in "Cen¬tral-shaft MCP" mining system, two mining methods are employed, the one is "SLICE-DOWN" mining method, and the other is "BLOCK-CUT" mining method.

Air-sparged hydrocyclone (ASH) flotation is one of the new promising technologies. Numerous applications have been successfully tested since its conception; nevertheless, research and development efforts have continued to provide for further improvements with respect to operating conditions and design considerations. Results from experimental studies on bubbles generation in the ASH system are presented in this paper. Bubble size distributions generated during ASH operation have been determined using a high-speed photographic technique. The influence of many factors including surfactant concentration, water flowrate, and porous tube pore size has been studied. Test results indicate that these process variables have a profound effect on the bubble size distribution. With an increase in surfactant concentration or water flowrate (shear field) the bubble size distributions become narrower and shift toward smaller average bubble diameters. However, the influence of pore size is more complicated. Depending on the experimental conditions the average bubble size was found to range from about 100 to 300 microns in diameter.

In efforts to improve ingress/egress from the existing subway platforms in PATH’s Exchange Place Station, a new 18-foot horseshoe cross-passage tunnel was constructed by Walsh Construction who retained Kilduff Underground Engineering for design of the initial support system and to install and maintain geotechnical instrumentation. The project presented some unique challenges as a result of the proximity to pedestrians on the platform. PATH service remained uninterrupted, limiting the Contractor to mechanical means of excavation to advance the heading. The logistics proved very challenging for the approximate 100-foot-long tunnel excavated in soft Manhattan Schist. This paper will present the design and construction challenges for the project.

The Jones Hill prospect is a Proterozoic age, volcanogenic, semi-massive to massive sulfide deposit. The deposit is located on the western edge of the Pecos greenstone belt in the southern Sangre de Cristo Mountains of northern New Mexico. The prospect is found in a block (West Block) of meta- igneous rocks, primarily diabase, metavolcanic rocks, and metasedimentary rocks (fig. 1). This assemblage is typical of lithologies found in the greenstone belt. Metamorphic grade is greenschist to lower amphibolite. The West Block is bound- ed on the west by Proterozoic age (1.7-1.4 b.y. by Rb/Sr), granitic plutons collectively called the Embudo granite, and on the east by Paleozoic sedimentary rocks, primarily sandstones, shales, and limestones of Mississippian and Pennsylvanian age. The mineralization occurs in a single horizon which has been overturned and cut into two blocks by a high-angle reverse fault (fig. 2). The mineralized horizon is found at the contact of felsic metavolcanic and rnetavolcaniclastic rocks with overlying intermediate metasedimentary rocks. The local stratigraphic sec- tion from bottom to top is as follows: 1) porphyroblastic quartz- sericite schist (originally a rhyolitic, subvolcanic intrusive); 2) quartz-sericite-chlorite-biotite schist (felsic metavolcanic and metavolcaniclastic rocks); 3) chlorite-talc-biotite-sulfide schist (altered felsic metavolcanic rocks); 4) carbonate-quartz-sulfide [ ] chlorite-tremolite-talc schist (mineralized exhalite); 5) quartz- chlorite schist (silicified tuff); and 6) amphibole-chlorite-feldspar- biotite schist (occasional mafic to intermediate metavolcanic flows).

Since the hypothesis of coal and methane outburst mechanism based on elastic mechanics gives no consideration to time, it can not give a satisfactory explanation to the outburst occurrence and its development. A creep mathematical model of coal containing gas has been set up through creep tests and analysis under the condition of tri-axial compression. And the model can explain the phenomena of coal and methane outburst successfully. The tests proved that there is no essential difference between the rheological properties of prone outburst coal and non-prone outburst coal. Outburst can take place in any kind of coal if the rheological conditions of coal containing gas are met. The creep mathematical model provides a basis for establishing a comprehensive index of coal and methane outburst possibility.

The Inter-Island Tunnel is a 7.7 kilometer (25,160 foot) long by 3.5 meter (11.5 feet) diameter concrete lined tunnel through the Cambridge formation below Boston Harbor. Constructed as part of the Boston Harbor Project, this tunnel will bring untreated wastewater from the MWRA’s South System headworks facility at Nut Island in Quincy, MA to the new Deer Island treatment plant. A myriad of problems delayed the construction of the tunnel. These problems included salt water inflows of over 22,000 liters (5,812 gallons) per minute, a major fire in the access shaft, weak rock and soil collapsing on the tunnel boring machine, and hand mining operations.
