Land uplift due to mine flooding has become a significant challenge with extensive historical mining activities, particularly in Germany’s Ruhr district. The cessation of coal mining operations has led to a gradual rise in groundwater levels, altering geotechnical and hydrological conditions and causing surface uplift. This study develops a system dynamics (SD) model to investigate the dynamic interactions of influential variables such as groundwater levels, total stress, porosity and permeability with land uplift over time. The model integrates causal loop diagrams (CLD) and stock flow diagrams (SFD) to comprehensively understand the system’s behavior. SFD illustrated that for a 10 percent increase in groundwater level, the land uplift increased by about +6 percent, and a rise of 200 percent in total stress caused an 18 percent increase in effective stress, which decreased the land uplift by about 20 percent. This study highlights the importance of dynamic modeling in informing land-use planning and mitigating the long-term impacts of land uplift after mine closures.

When systematically compared to other engineering fields, mining engineering is distinctive in 1) having a total systems concern. 2) dealing with encumbered space and 3) requiring full spectrum practice. The total systems concern results from having to design and then co-ordinate in space and time several major systems: excavating and bulk handling, ground control, life support and normal support. This requirement favors a generalist rather than a specialist approach. In coping with encumbered space especially in underground coal mining, the uncertainties of geologic conditions are compounded by tightness, roughness, remoteness and hazards. Into this difficult setting the total systems * complex is "stuffed," adding congestion and interference. Because of significant ground deterioration a flexible "rapid in-out" approach is usually vital to mining. Full spectrum practice arises from the need to manage, as well as to plan and design, a labor intensive operation. Since market conditions can also fluctuate most aspects of administration are needed in many respects, mining engineering functions relative to civil engineering in a way similar to industrial to mechanical engineering, with encumbered space being crucial. On this basis stress is placed on: 1) personal relations, 2) field work and 3) entrepreneurship, viewing time as money. Specific recommendations for improving engineering, safety and management and leadership are made. Since most new deposits are marginal, by applying these recommendations with high technology they could possibly now be mined on a widespread basis.

The recession that began in late 1980 has proved to be not only prolonged and severe, but in certain ways unique in its effect on the mineral industries among the periods of economic slowdown experienced in the Western world since the end of World War II. This time almost all minerals have been affected. In previous business turndowns, by contrast, some mineral sectors have with-stood economic adversity well. They experienced little or no adverse effect-thanks either to a strong secular expansion in the markets for their particular product or to specific factors that caused demand to be well maintained. For example, aluminum, molybdenum, and nickel are three metals that enjoyed extraordinary growth in applications during the years 1946-1973. These metals were little affected during the recessions that occurred in that era. Similarly, coal did not suffer a pronounced drop in sales in the 1974-75 turndown because, with the price of oil rising sharply, a switch away from oil and back to coal was clearly indicated for some energy-intensive applications. Oil itself was largely impervious to the ups and downs of the business cycle until very recently. And the precious metals, gold and silver, have often been regarded as benefiting from reduced economic activity because labor becomes more available, productivity rises, and operating costs diminish. In the current recession, however, no major mineral has escaped the broad trend. The secular growth factors that were previously so evident for aluminum, molybdenum, and nickel have disappeared, at least temporarily. The stable pricing behavior that previously characterized all three of these commodities has been replaced by extreme price weakness and apparent inability of the major producers to continue their roles as market leaders. Coal and oil both have suffered from a sharp drop in energy requirements. There are those who now anticipate a collapse of the market control over oil prices so clearly exercised by OPEC since 1973. If oil prices are no longer effectively controlled by the governments of the exporting countries, then coal prices are also certain to be affected. And the combination of high interest rates, tight money, and a change in public perceptions of precious metals put the skid under gold and silver quotations in 1981 and early 1982. Although inflation has been viewed as the scourge of most Western countries ever since the oil crises of 1973-74, prices-in constant dollars-of most minerals have not risen. On the contrary, with the exception of the precious metals and oil, for most minerals the prices that prevailed at the end of 1982 were close to the levels of the Great Depression of the 1930s in constant dollar terms. Table 1 compares prices for copper, lead, zinc, and aluminum at the end of 1982 with the average prices in 1934, stated in constant 1967 dollars. This emphasis on prices for mineral commodities reflects the fact that profits of mining enterprises vary directly with the level of prices. Manufacturing and retailing enterprises march to a different tune. They establish sales prices based on costs. Their profits tend to vary with volume. Commodities are for all practical purposes fungible, that is the advantages of known brands in marketing manufactured goods have little application in a commodity market. Thus the individual seller of minerals is unable to establish his sales prices. Except where a monopoly is present, he must sell at the going market. His option is to abstain from selling if he finds the price unremunerative. In past recessions, some mineral producers chose to do precisely that-either accumulating a substantial share of their output in inventory or, in prolonged downturns, abstaining from production. During the current recession, however, private-sector mining companies did not have the option of accumulating inventories to any great extent. Capital costs for new mineral projects or for expansion of existing facilities have escalated at an alarming rate since the early 1970s. Added to this has been the heavy cost of installing pollution control or safety equipment to comply with the regulations adopted in most industrialized countries (and particularly the United States) since 1968. The consequence has been that the financial position of most major mineral enterprises in mid-1980 was already strained. To finance increased inventories meant incurring additional funded debt at high interest costs, thus impairing the concern's credit rating. Management Choices Private-sector managements have had to face up to the alternative of either continuing to produce at an unchanged rate and marketing output at unremunerative prices or reducing output. The Similkameen Copper Project located near Princeton, British Columbia, is operated by the Similkameen Mining Company Limited, a wholly-owned subsidiary of Newmont Mining Company. The orebodies for this project are located on both sides of the Similkameen River for which the project is named. The project involves the processing of an average of 15,000 STPD of andesitic ore, mineralized largely with Chalcopyrite, at an overall plant availability rating of 90 percent. Project life is nominally 15 years. Design for the plant and its ancillary facilities was undertaken by Bechtel Corporation with procurement and construction management by Canadian Bechtel Limited. Construction began in June 1970 and first ore was introduced into process in March 1972. This paper concerns itself only with the project tailing system. The processing plant is located on a bench of glacial stream gravels which overlooks the river canyon. This site represented the only relatively flat area of sufficient size to accomodate processing facilities near to the ore- bodies. Reference is made to Figs. 1 and 2 showing the relationship of project features in plan and profile.

One of the major aspects of the problem is the siting, design and construction of environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sires for several reasons: 1. Surface mines represent an open pit that can conveniently serve as a repository for wastes. The first operation permitted under Michigan’s Part 632 Non-Ferrous Mineral Mining Law, it opened in 2014 and is expected to produce 163 kt (360 million lbs) of nickel, 134 kt (295 million lbs) of copper and small amounts of other metals over its estimated nine-year lifespan.The company extracts approximately 2 kt/d (2,200 stpd) from the underground nickelcopper mine using a bench-and-fill stoping process. Accessed from the surface by specialized underground trucks, the vehicles carry about 45,400-kg (100,000-lb) loads through a 1.6-km (1- mile) long and 5.4-m (18-ft) diameter ramp shaft descending into the earth at a 13 percent grade. Stoping is a bottom-up method that involves systematically blasting columns of loosened ore that is then mucked by front loaders into trucks and backfilled using cemented and uncemented rockfill."

The fly ash from coal combustion often has a high unburned-carbon content. This can make it unusable as a cement admixture, which is the major fly ash utilization market. As a result, high-carbon fly ashes currently disposed of by landfilling, at sometimes considerable expense. In this paper, the use of froth flotation to remove the unburned carbon from fly ash is described. Three different fly ashes were studied, which had Loss-on-Ignition (LOI) values of 6.79, 6.90, and 11.11 %. It was found that the use of an alkanolamide/oil mixture as a froth-conditioning reagent could greatly reduce the amount of collector needed, by increasing the affinity of the collector for oxidized carbonaceous surfaces. For each of the three fly ashes, froth flotation reduced the LOI of the ash to less than 2% which is well below the ASTM specification of no ' more than 6.0% LOI for Class F fly ash. Increasing carbon content of the ash tended to increase the quantities of reagents needed in flotation.

Clinoptilolite zeolite may offer attractive, cost-effective alternatives for remedial cleanup of old minesites, smelters and other sites with heavy metal contamination. Previous research demonstrates the relatively strong affinity of clinoptilolite for numerous metals and clinoptilolite displays a particularly strong affinity for lead (Loizidou and Townsend, 1987), one of the most toxic and problematic heavy metals. Since clinoptilolite can also selectively absorb some radionuclides and organic compounds, it may offer practical solutions to a wide variety of environmental problems.

Planning today for what hopefully will never happen is one of the surest ways to decrease the chance of it happening. As Napoleon proved and Ian Mitroff wrote, "The heat and stress of battle is the worst time to make decisions of strategic importance." Mitroff also wrote, "The value of a plan is not that it will ever perfectly match reality, but going through the process of planning speeds the process of recovery. It allows the organization to emotionally work through the worst before it actually happens." This paper concentrates on things miners must consider; on the need for plans to be like a belt conveyor strong enough to carry the load, flexible enough to stretch a little; on the criticality of throwing away fax machines and telephones, and having certain officials at the scene rather than back in head-quarters; on the training of fire brigades and mine-rescue teams; on having company-controlled chromatographs; on having people who can look at trends rather than numbers. Some of the things in this paper might anger some readers; for that, I can only ask them to consider first the problem not their position.

Several major impediments threaten the successful delivery of tunnel and under-ground construction projects. In addition to technical design and construction risks associated with tunnel projects, many of which are well understood, budgetary pressures, funding constraints and the complexity of procuring, administering and executing multiple concur-rent projects in a large program could also have a catastrophic impact on the program?s objectives. Contributing factors often include poorly managed design, procurement, construction, managerial, organizational, market and stake-holder risks, as well as nonconforming inputs or outputs to the costs and schedule, or any other potential inabilities to deliver the required or desired results. A strategy to prevent ?failure? of a project requires a proactive and holistic approach to risk management. Through planning, identification, analysis, management, monitoring and control of the project?s risks (both threats and opportunities), attention to management of risk will in-crease the probability and impact of positive events and decrease the probability and impact of events adverse to a project?s objectives.

One might ask why someone like myself, involved in the determination of taxes, should be speaking at a "cost engineering" session of a national engineering society. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much, as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully yea will recognize that, within certain limits, taxes can be controlled to an economic advantage. That question may then lead to another question: What does the amount of taxes have to do with me? I'm an engineer or manager; not an accountant or a lawyer. If I may take a few minutes of your time, I might be able to present in a brief discussion some interesting facts that will provide the answers to those questions. My discussion will be directed mainly to Federal taxes. However, much of it will be applicable to state and local taxes, also.

Because of the tremendous technological advances achieved in recent years in microcomputers, it is not only technically feasible but also economically viable to develop an automatic truck dispatching system using a microcomputer. Such an effort was initiated by the Department of mining and Geological Engineering, University of Arizona in the summer of 1983. Up to date results and experiences prove that today's microcomputers can be economically employed for such a system to be used at small to medium scale open-pit mines. An IBM/XT microcomputer with 10 MB harddisk storage, together with automatic sensing capability of truck movements at several key locations in the pit, formed the core of this system. System software is written primarily in MICROSOFT FORTRAN with supporting subroutines in MACRO assembly language. The software is designed to automatically monitor truck movement throughout the pit, to make heuristic assignments based on expected shovel availability and truck travel times, and to record production statistics. It is currently dimensioned to handle 50 trucks, 10 shovels, 10 dump sites and 3 material types. Due to the lack of funds to purchase the necessary communications hardware, the work related to the automatic sensing of truck movements has not been performed to date. Otherwise, the automatic truck dispatching-system is fully operational on a realtime mode.

The most important event affecting the United States coal industry in 1993 was the strike by the United Mine Workers of America (UMWA). This was a series of selective strikes, beginning with a strike against four Peabody Holding affiliates on Feb. 2, following unsuccessful contract negotiations between the UMWA and the Bituminous Coal Operators' Association (BCOA). Although that strike ended on March 3, the failure to reach a new contract agreement led to walkouts at several Midwestern mines on May 10. During the summer, the strike expanded to include mines of 13 companies in seven states including Ohio, Pennsylvania, Illinois, Indiana, Kentucky, Virginia and West Virginia. About 17,000 miners were idled during the strike. As the prospects for a settlement diminished, the Secretary of Labor appointed a federal mediator. The mediation resulted in a five-year contract. In addition to increases in wages and pensions, it was agreed that 60% of new job openings would be filled by laid off and active UMWA miners. In return, companies won the right to establish more flexible work rules and scheduling of miners. While some health care benefits were expanded, the agreement established a new health care system that was designed to reduce costs. Preliminary Energy Information Administration (EIA) data indicate that US coal production fell by 5% in 1993, to 859 Mt (947 million st) (Table 1). The strike was one of the primary causes of the decline in production. Another significant cause was a 27% decline in coal exports. Also, a very small displacement of domestic coal production resulted from a rise in coal imports.

Progressive Design-Build (PDB) is an emerging variation of alternative delivery programs in the underground construction industry. PDB refers to the way a construction project design is developed by the Owner and the Design-Builder in a step-by-step process. According to the Design-Build Institute of America (DBIA), Progressive Design-Build allows the design and construction team to collaborate during the earliest stages of project development. This enables engagement between the three key players in a construction contract: the owner, the designer, and the contractor. Is the PDB the best alternative program delivery for large contracts? What is the perspective of the private sector? This paper will provide an overview of the different alternative delivery programs used in the underground industry, pros and cons of each of programs, and the perspective of the designers and contractors. The paper will focus on how the PDB works, reasons why owners should consider PDB for their projects, best collaboration strategies among owners, designers, and contractors to deliver a successful project, and how to manage the project risks using a PDB method.

In this work, a comprehensive field study was carried out to measure the background air quality status and identify the air pollution sources from opencast mines around a heritage site in India. Air quality modeling was conducted to envisage dust concentration due to existing and closed mines in the region. The air quality modeling exercise predicted that particulate-matter levels of PM10 and PM2.5 might increase in the ranges of 3.2 to 23.1 and 2.1 to 8.9 μg/m3, respectively, due to mining activities when some of the closed mines will be operated in the region without controlled emission. The predicted total PM10 and PM2.5 at the selected receptor locations were in the ranges of 86.39 to 194.89 and 34.82 to 99.55 μg/m3, respectively. Adequate measures were suggested to control air pollution from mining activities, and an intelligent dry fog system was designed to suppress dust emission efficiently from mineral processing plants and opencast mines. The developed system has special features for facilitating eco-friendly mining.

Goldberg will be the 2017 Hall of Fame Inductee and will serve as the keynote speaker at the awards banquet. Goldberg was appointed president and chief executive officer and joined the board of directors of Newmont Mining Corp. in March 2013. Prior to this appointment, he served numerous companies in key positions including Rio Tinto Minerals, US Borax and Coal & Allied Industries. At every appointment, he was able to improve safety concerns and reduce injury rates. While serving as chairman of the National Mining Association, Goldberg launched the CORESafety initiative and US Borax was the first mining company to receive the California Governor’s Environmental and Economic Award.The Medal of Merit will be awarded to John C. Lacy, a shareholder of DeConcini McDonald Yetwin & Lacy, P.C. and a director of the Global Law Center at the University of Arizona’s Law School. Lacy’s law practice concentrates on mining and public land law and encompasses transactional and title consideration involving acquisition of mineral rights. He played a crucial role in the revisions to the mining law of the Republic of Bolivia and the English translation of the mining laws and regulations of Mexico. Lacy’s expertise in mining law impelled the University of Arizona James E. Rogers College of Law to approach him to head the new Global Mining Law Center in 2015. The program now partners with the Lowell Institute for Mineral Resources and offers cross-listing of courses"

The reclamation of surface land areas disturbed during the course of coal recovery became a major, universal consideration upon the implementation of the Surface Mining Control and Reclamation Act of 1977. This legislation not only established reclamation as an absolute requirement, but also presented guidelines for reclamation standards and required bond-posting procedures to assure completion of the reclamation process. The Office of Surface Mining was established to enforce the provisions of the Congressional mandate by promulgating specifically detailed regulations and supervising the State participation in this regulatory process. The major operational consequences of the reclamation-related provisions of the Act and the OSM regulations are the increased costs and complex procedures necessary to accommodate the regulatory authorities. It is anticipated that many of these costs and procedures have not been adequately evaluated by either the coal operators or the regulatory bodies. It is, therefore, necessary to proceed with an examination of the general reclamation processes, the effect of these processes on product costs, and the methods, if any, which may be utilized to minimize their impact on the overall operation.

Procedure for approval by the U. S. Army Corps of Engineers of a new source of aggregate is in three phases. Phase 1 consists of an investigation of a quarry or proposed quarry by district geologist and laboratory geologist and/or petrographer. The quarry face or suitable outcrop is logged in detail or, if exposures are poor, cores may be taken to determine whether further investigations are warranted. Phase 2 consists of thorough laboratory testing. Cores and crushed material are subjected to a number of acceptance and quality tests for soundness, absorption, abrasion, reactivity, and other properties. Petrographic analysis is also made. Phase 3 is a physical and economic study of the site and involves determining quantity of stone avail- available, amount-and character of overburden, condition of haul roads and distance to rail shipping point, plant flow sheets and capacity, aggregate sizes produced, and approximate price of material at plant.

"The use of gas, temperature and airflow sensors to monitor mine ventilation atmospheres offers numerous safety and operational bene-fits to mines. Detection of dangerous gases, changes to airflows and temperature variations are some of the obvious benefits of using at-mospheric sensors in mines. The prediction of atmospheric conditions between sensors however is potentially difficult, and gaining full cover-age a mine will require either many sensors or a method of extrapolat-ing and predicting atmospheric conditions between and downstream from a sparser array of sensors. A dynamic simulation computer model technique is demonstrated to predict time based changes to atmosphere conditions downstream from sensors. The dynamic model predicts the time based changes to conditions throughout a mine model by simulating the mixing, addition and dilution of gases and airflow changes in incremental time steps. The advantages of this method is that a real time overview of full mine atmospheric conditions can be viewed at all locations, even areas without sensors. In addition, with careful planning and consideration of potential contaminant sources, the number of required sensors can be minimized. INTRODUCTIONMine Ventilation Sensors The importance of continuously monitoring mine atmospheres has been recognised since mining underground began and the effects of harmful gases on human health were discovered. Through the 19th and early 20th centuries, coal miners would take canaries underground with them as an early detection system against life threatening gases such as carbon dioxide, carbon monoxide and methane (Figure 1). The canary, normally a very songful bird, would become agitated, stop singing and eventually die if not removed from these gases, signalling the miners to quickly exit the mine (Davalle, 2011)."
