Charleston, SC is anything but boring. The city was founded in 1670 and has played a significant role throughout the history of the United States. Located along the coast of the Atlantic Ocean in the southeastern United States, Charleston was a vital city in America?s early existence. Charleston?s coastal location has helped the city become the fourth largest cargo port in the United States and earn the 2011 designation as the number one travel destination in the United States by the Conde Nast Traveler Magazine. Part of Charleston?s charm and beauty can be attributed to its historic structures and churches that line nearly every sidewalk, roadways that were laid out based on the width of horse carriages, great weather, southern hospitality and coastal living. Now imagine the challenges of installing new, or re-placing aging infrastructure, in this setting. Every shovel full of dirt, every stick of pipe and every roadway sub-surface has its own historic story to tell. For engineering minded individuals, Charleston?s infrastructure has almost as fascinating a history as its more visible surface structures. Charleston was among one of the first American cities to construct separate sanitary and storm water drainage infrastructure. This concept has roots dating back to the city?s founding and is a credit to the foresight of its founding fathers who understood the basic health differences between sanitary and storm water.

Our objective was to develop a transfer function model of phosphate heap leaching for design, optimization and control. The procedure included analysis of time-lapse photography of a laboratory heap. Our experimental results confirm the predicted system transfer function kinetics. Our conclusion was that the transfer function and z transform that we have developed will allow us to control flow rate and pH online.

Attending the Prospectors and Developers Association of Canada (PDAC) meeting and exhibit has become an annual tradition for many in the mining industry. Similar to last year’s synopsis, this report is an overview of the 2003 conference from the eyes of a consulting mineralogist. It is supplemented by conversations with other participants. And it examines the conference handouts. Certain segments of the mining industry have seen improvement throughout the year in terms of metal prices, stronger demand and renewed interest by the investment community. Other segments continue their decline due to depressed commodity prices, higher oil prices, a continued weakness in the global economy and war uncertainties. SARS was known to the world, but it was not a Toronto epidemic during PDAC. In short, this year’s PDAC was permeated by an air of anxiety about the Middle East.

NIOSH’s Pittsburgh Research Laboratory is currently involved in research to identify silica dust generation in underground metal/nonmetal mines. The ultimate goal of this research is to develop control technologies to reduce worker exposure to respirable silica dust. Commodities and job classifications with the highest silica dust exposure have been identified through analysis of the Mine Safety and Health Administration (MSHA) compliance dust sampling database. Dust surveys were conducted in an underground limestone and gold mine to investigate silica dust sources, generation levels, and controls being used. A summary of the mining operations, sampling procedures, resulting data, and suggested methods to improve the dust control will be provided.

Numerical modeling was used to design the pillars and bolting plan for a mine with weak roof and multi-seam stress condition. Previous mining experience, pillar/roof yielding and in-situ horizontal stress were considered in the models. By modeling the upper seam yielding and vertical stress transfer, a multi-seam influence zone was obtained. Appropriate pillar sizes were designed for conditions with and without upper seam stress influences. Roof support for the track and belt entries, using fully-grouted resin bolts and cable bolts, was proposed and implemented in the model. The bolting plan was evaluated under the weak roof condition.

As the 2009 George Fox Conference neared its conclusion, Arthur Silber, project chief of the Mass Transit Tunnel (MTT) project was able to pull away from the constant buzzing of his Blackberry long enough to give a short presentation and a significant piece of news to the record 318 attendees at the Graduate Center, City University of New York regarding the MTT project. ?As the former administration (The Bush administration) was leaving office, we were told that Congress was notified of the FTA?a (Federal Transit Authority?s) intent to issue final design construction approval to us,? Silber said of recent advancements concerning the $7.2-billion dollar project. It will add passenger rail service from New Jersey to New York City as part of the Access to the Region?s Core project in the form of the Trans Hudson Express Tunnel (THE tunnel). ?That 10-day waiting period ended yesterday (Jan. 26).? In days leading up the Fox Conference, those involved in the tunneling industry, and the MTT in particular, had a lot to be optimistic about. The MTT received environ-mental approval on Jan. 14 (see page 9) and, with the acceptance of the final design, the multi-billion dollar project moved that much closer to a ground-breaking ceremony. So close, in fact, that before leaving his office for the conference, Silber posted the contract documents and plans for the Manhattan Tunnel project online at www.arctunnel.com (an indepth look at the project from Silber is on page 22). While many were interested in the progress of the project, Silber also spoke about the new plans for the cavern complex at the New York Penn Station expansion. The original plans called for two lines that would come into a large cavern complex with a north and south cavern to access the trains. After numerous core samples were taken from the streets of Manhattan, it was deter-mined that this design was not feasible and changes were made that will include a deeper cavern under Sixth Avenue, with 14-m (45-ft) of cover with a 30-m (96-ft) wide cavern that resides entirely under 34th Street. The cavern was also moved 20 m (60 ft) to the west to remain at least 61 m (200 ft) away from New York City Water Tunnel #1. The new design will include three-over-three track arrangement. The mezzanine will be 46 m (150 ft) below street level at 8th Ave, Silber said.

A change of support model consists of a procedure to change a stationary histogram at a small data scale to represent a larger scale; typically a distribution of sample drill-hole data is changed to represent a chosen selective mining unit (SMU) scale. Most grade variables average arithmetically. Thus, the mean stays the same for different scales, and the variance changes according to well-established theory using average variogram values. The longstanding challenge has been to predict how the shape of the histogram changes. The discrete gaussian model is widely used because it appears reasonable and introduces few artifacts; there are no artificial minimum/maximum values and the target mean and variance are reproduced exactly. The resulting distribution shape, however, is strongly dependent on a multivariate gaussian distribution. The authors generalize the approach by taking advantage of a property of the isofactorial model, which allows one to specify where the random function falls on the spectrum between a low-entropy mosaic model and a maximum-entropy diffusion model. A measure of dissemination (MD) is computed using a ratio of the madogram and the variogram. The change of support algorithm is developed that uses a variable measure of dissemination (VMD) that is easily calculated and fit to data from the deposit. The resulting VMD change of support model is very flexible to represent different mineralization styles encountered in practice; global predictions of recoverable reserves are more accurate and decision-making is improved. A number of real examples are shown to demonstrate the approach.

With the dawning of a new century came the beginning of a new era in the coal industry. Instead of the traditional practice of only buying and selling produced coal in the United States, a coal futures market was established. The New York Mercantile Exchange began trading coal futures in July 2001. But, even in this new era, many of the old is-sues that have beset the coal industry still remain, as was evident in2001. Coal production increased to are cord level during 2001, according to preliminary data from the US Energy Information Administration(EIA). Production in 2001 rose by4% to 1.01 Gt (1.12 billion st), compared with 2000 (Table 1). This barely surpassed the previous record level of 1 Gt (1.11 billion st)set in 1998. Coal consumption remained unchanged. The additional production was used to replenish the depleted stockpiles that had resulted after two years of declining coal production and increasing coal consumption.

The government of India convened a precedent-setting meeting in New Delhi on Nov. 12, 2001.The meeting brought together regulators and the mining industry in an attempt to fix the industry’s mine development problems in that country. More than 150people attended the all-day session. Ram Vilas Paswan, Minister of Coal and Mines, chaired the meeting. Ravi Shankar Prasad, Minister of State for Coal and Mines, was also present. The secretary of the Department of Mines and the Joint Secretaries and Additional Secretary also participated. The Department of Mines’ mandate is for economic growth: to get new mine development going and to make investment in mining attractive for both domestic and foreign-owned companies.

San Martin Mine is an open pit, gold heap leach operation located approximately 70 kilometers from the Honduran capital of Tegucigalpa. Mining operations commenced in 2000 and were completed late in 2007, while heap leaching operations continue. Reclamation was executed concurrently with operations to the extent practical. The area has distinct rainy and dry seasons and closure objectives include: prevention and mitigation of acid rock drainage, sediment and erosion control, and mitigation of visual impacts. Final closure is well underway at San Martin and this paper describes the closure processes conducted to date, problems encountered, and the subsequent lessons learned.

The first version of the longwall strata control and maintenance system (LSCMS) has been successfully developed by the Strata Control Re¬search Team at the University of Alabama. The system includes a software package designed to monitor shield leg pressure, interpret the data and predict the forthcoming roof loads and the existence of geological anomalies. It can also detect maintenance problems of the face equipment. The LSCMS was installed underground and connected to the surface terminals at Drummond's Shoal Creek Mine in Alabama. The system has proven to be a useful and practical system for improving safety and efficiency in coal-mining operation. The Shoal Creek Mine is a new, large coal mine operated by Drummond with two longwall panels. The Blue Creek seam is the primary source of coal production. It is located at a depth of 275 to 440 m (900 to 1,450 ft) below the surface with an approximate 2% southwest dip. Typical strata conditions are represented by two stratigraphic columns (Figs. la and b). A fireclay/dark shale parting (called Middleman) 0.2- 0.7-m- (1- to 2.5-ft-) thick exists between the Mary Lee and Blue Creek seams. Mining conditions vary from area to area. This mainly depends on the Blue Creek seam thickness that ranges from 0.9 to 2.9 m (3 to 9.5 ft). The thickness of the Mary Lee and the parting is relatively consistent with a to¬tal of 0.9 m (3 ft). Demand for nonfuel minerals depends on the overall state of the economy, which steadily improved each quarter in 1984. New housing starts rose to 1.8 million units. Automakers turned out about 15% more cars (7.8 million) and 30% more trucks (3.1 million) than in 1983. Nevertheless, many domestic mineral operations experienced difficulties in 1984. This resulted from import competition greater use of newer engineered materials, emphasis on multi-unit housing and downsizing of motor vehicles. About 15% of our energy was imported. This in cluded $36 billion worth of crude oil and $22 billion in refined products This added significantly to the overall merchandise trade deficit of $12; billion. On the bright side for mining, coal production rose 14% to 810 Mt (890 mil lion st). Three-fourths o: the coal was burned to generate electricity and more than half of our electricity was derived from coal-burning plants. With the exception of a few large-bulk, low-value raw minerals, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult. Consequently, our nonfuel minerals trade deficit rose 60% to $19 billion, reflecting imports of $39 billion and exports of $20 billion. There were increased pressures from some major segments of the minerals industry for some form of import protection. But President Reagan said, "Our goal is a system of free and fair trade in goods, services, and capital. We will work toward this goal through both bilateral and multilateral trading agreements." The US minerals industry consists of domestic mines, concentrators, smelters, refineries, mineral manufacturing plants, and recyclers. It also includes many wholly- or partially-owned operations in many parts of the world, providing employment and income for US citizens and others as well. Compared with 1983, the value of US raw nonfuel mineral output rose 8%, to $23 billion. The $253 billion worth of goods processed from this crude mineral output was a 14% increase. Major Metals Raw steel production - a major indicator of both material use and mineral production-rose 10%, to 84 Mt (93 million st). This stimulated a 36% rise in domestic iron ore production, to 52 Mt (57 million st), about 98% pelletized. Iron ore imports rose 44%, to 14 Mt (15 million st). Despite the increase of steel production, output remained well below levels of just a few years ago. For example, 1984 production was still 23% less than in 1981. Raw steelmaking capacity remained steady at 122 Mt (135 million st). The industry continued to cite steel imports as a major reason for low domestic capacity. In December, pacts with seven leading steel exporting nations were announced. This is an effort to reduce import penetration to about 18.5% of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 50% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production, at 45 kt (49,500 st), rose threefold. The formation in Newmont Mining?s Phoenix Mine near Battle Mountain, NV contains high levels of abrasive quartzite as well as gold, copper and silver. Newmont started mining operations at Phoenix (formerly Battle Mountain Gold) three years ago and the planners knew they were working with a challenging geological formation. But as it turned out, it was more challenging than anticipated. Mine manager Mark Evatz said, ?Anything that touches Phoenix rock wears fast. The rock fights back here.? To contend with the hard conditions, Newmont uses Atlas Copco?s Pit Viper 271 (PV-271) blasthole drill. Because of the hardness of the rock, drilling at Phoenix requires hammer drilling and the mine uses Atlas Copco TD65 hammers with 171 mm (6.75 in.) bits. The mine?s PV-271?s are outfitted with a single 41 m3/min (1450 cfm), 2.4 MPa (350 psi), oil-flooded air compressor. Phoenix has six Atlas Copco PV-271 drill rigs plus an Atlas Copco DML and a DM45 midrange blasthole rig. The mine?s goal is to keep 3.6 Mt (4 million st) of muck in inventory to stay ahead of the shovels and support needed operational flexibility (ore control related). Drilling efficiency has been a continuous point of improvement since operations began at the mine. The single-pass depth capability of 16.5 m (55 ft) on the PV-271 helped with that. Originally, the plans called for 6-m (20-ft) bench heights, supported by 7-m (23-ft) drill depths, and time spent moving from hole to hole was eating up productivity. Drilling on that plan resulted in drilling an average of 14 m/h (47 ft/hour). When depths were changed to 13-m (44-ft) drill depth, supporting blasting of 12-m (40-ft) benches, they were able to use the single pass capacity of the PV-271. Performance increased to more than 18 m/h (60-ft/hour) an hour. Although the drill depth change largely supported the improvement, other aspects of continuous improvement associated with improved knowledge of the Pit Viper drills helped as well.

Project feasibility no longer involves just technical and economic viability-today's feasibility study must include environmental, regulatory, and political considerations as well. While the US now appears at least somewhat committed to developing synthetic fuels, including oil shale, it is the environmental issues, rules, regulations, and guidelines that will play the major role in determining the timing, magnitude, and overall scope of synfuel development in the coming years. The key environmental obstacle affecting oil shale development is uncertainty. Although oil shale may be the most environmentally studied "new" technology in the world, little is known with much degree of certainty about potential environmental consequences of one full-scale commercial facility, or the effects of a massive development effort in a relatively pristine and sparsely populated area. Other primary environmental uncertainties include: • Environmental compliance costs and their effects on investment decisions; • The reliability and acceptability of anticipated pollution control technologies; and • The confusing, time-consuming environmental regulatory framework, which requires more than 100 permits, clearances, and reviews before development occurs. This discussion will focus on the latter uncertainty, and will describe he current status of potential constraints to oil shale industry development in five areas: water availability; water quality degradation; air quality degradation; reclamation and spent shale disposal; and community impacts.

Although lifetime estimates for sulfate reduction based on total substrate carbon typically range from 20 to 30 years, field and laboratory experiments showed that rates of sulfate reduction decreased over time as readily available organic material was consumed. When the rate of acid input exceeded the rate of sulfate reduction, alkalinity was removed from the substrate, pH decreased and metals increased. Output pH increased from 4 to over 6 after the system was shut down for several weeks and the rate of acid input was reduced. Successful long term treatment requires a design based on the input pH and the long-term organic decomposition rate.

Large metallurgical complexes have more data than a small city and these data change as internal and external conditions evolve. Staffing turnover hinders experienced-based decisions especially with simple tools like spreadsheets. Lack of current information can contribute to decisions that result in significant deterioration in the quality of operation. Timely, unified information from sophisticated analyses presented to the broadest possible reach will improve operation. The major innovation is the addition of the web browser to the suite of software people will use with no training – the other two are spreadsheets and graphical presentations – and the consistent organization and transformation of the real time data to support broad access. This paper describes the data transformations and presentation methods necessary for a Web view, especially the special needs of real time data and analysis required for active operations decision-making. Many people inside and outside the complex, not just operators, need timely information that is abstracted, aggregated, organized and unified. Unification and aggregation of real time data presented via the Web opens a new paradigm for collaboration. The analysis tools are as important as the data. These rule-based tools add significantly to the operations database in the form of results stored for viewing with plant data. Mining and metallurgical plants already use many sophisticated analysis tools such as predictive maintenance policies based on statistical analysis vibration analysis, and oil and lube analysis for critical equipment. These add real time events, similar to an alarm package, and unified production information to the operational database. Simple models are used on line to create key indices that provide a real time indication of performance. Key indices include metrics for losses due to plant availability, performance efficiency, and overall process equipment effectiveness. These additional data in the operations database are used for early fault detection, increased production, better quality, higher availability of equipment and faster detection of process bottlenecks. An important feature is the ability for people to create their own key indices and store the results for use by anyone in the plant historian, but accessible by a browser. The Reserve Mining Co., in the processing of taconite iron ore quarried from the Peter Mitchell Pit, deposited the finely crushed waste rock into Lake Superior near Silver Bay Minnesota. In the early 1970s The U.S. Environmental Protection agency filed a lawsuit against Reserve Mining Co., asking the court to force the company to stop dumping into the lake. On April 20, 1974, after a lengthy court battle, the U.S. District Court concluded that the Reserve Mining discharge into Lake Superior violated federal and state pollution laws and thus ordered Reserve Mining Co., to halt the lake disposal of taconite tailings. At the time many feared that some of the mineral particles contained in the tailings (alleged to be asbestos or asbestos-like) would cause human health problems. This Conference was thus convened to readdress the problem of the mineral content of the Biwabik Iron Formation and to whether any minerals contained in the ore could cause human disease. The four papers given in this session address the nature of the mineral particles in the taconite rock, the definition of the term ??asbestos?? and the history of the legal controversy over the possible health effects of certain mineral particles contained in the Biwabik iron range ores. Morey The Biwabik Iron Formation was a principal source of ore for the American steel industry during the 20th Century. The unaltered iron deposits, called taconite, contain approximately 30% iron and 50% SiO2. About 75% of the iron in taconite resides in the mineral magnetite, the remainder is largely in iron carbonate and several iron-silicate minerals.

A critical element of the Transbay Transit Center Program, the Caltrain Downtown Extension (DTX) will extend commuter rail service into downtown San Francisco and accommodate future statewide high-speed rail service. The DTX project includes 1.8 miles of underground construction, comprising significant sections of mined and cut-and-cover tunnel. At the request of stakeholders, an updated cost estimate was prepared early in the project?s preliminary engineering phase. Unsurprisingly, this yielded a cost substantially higher than the available budget. This paper provides a summary of the management processes and planning decisions taken to bring the project back to budget, resulting in a configuration which derives maximum value from available funding and retains maximum flexibility for future system expansion.

Now that the price of sulfur has reached unexpected high levels, it is little wonder that sulfur from surface ores is again receiving attention. In most instances, it is advantageous for an ore to be at or near the surface. However, it is a distinct disadvantage for sulfur ore to be close to the surface because it precludes the use of the Frasch process. The Frasch process depends on the presence of at least 180 m of uniform overburden to allow pressure injection of superheated water into the sulfur-bearing formation to melt the sulfur. In the Frasch process, sulfur separates cleanly from the gangue underground and comes to the surface in a very pure form. Surface sulfur deposits, particularly those in the Western Hemisphere, exist largely due to volcanic activity, and sulfur separation from the gangue is a formidable technical problem. None of the surface deposits are large compared to some of the Frasch deposits, but at the present sulfur price, they are certainly of economic importance. From the turn of the century until 1975, the price of sulfur was for the most part $18-$28/t. However, with the price of sulfur now over $154/t, there are a variety of technical alternatives to consider for sulfur surface ore separation that may not have been economically attractive a few years ago.
