Many Third World countries of Third World Africa are well-endowed with minerals, especially gold. Political and economic conditions discouraged interest by Western capital for the several decades since colonial rule. Influence from Eastern Block countries has gone and the left wing orientation widely favored by Third World countries has almost disappeared. Under International Monetary Fund influence, these countries now solicit Western finance to expand their industries. Mining is especially encouraged. The paper describes the financing of some recent developments and examines trends and opportunities in some of the more attractive countries.

The Electroslurry TM electrowinning concept has been incorporated into a process flowsheet for recovering copper from smelter flue dusts. The process has averaged 96% recovery of the copper as high-grade electrowon while at the same time removing a majority of the impurities that degrade drawn copper as a result of recycling flue dust and liberator cathodes: The dust is processed through several stages consisting of leaching, copper precipitation, Electroslurry TM electrowinning and waste liquor treatment. The process may be integrated into a smelter operation and become an effective and feasible means of maintaining good product purity.

During 1993, contraction of indus¬trial economies in Germany (-2%), France (-1 %), Japan (-0.1 %), Eastern Europe (-2%) and the former Soviet Union (-13%) dimmed prospects of a robust economic recovery for North America. Some European countries that suffer from high unemployment and large government deficits have non-com¬petitive cost structures that will require long-term economic reforms to solve. Restructuring in the United States also continued in 1993. The sluggish pace of the US economic recovery, in¬troduction of federal tax increases and the persistence of high levels of unemployment did little to inspire consumer confidence. By the end of the year, however, sales of consumer durable and capital equipment began to grow. Depressed demand for minerals by industrial economies in recession was partially offset by continuing rational¬ization or abandonment of non-competi¬tive productive capacity in Eastern Eu¬rope and the former Soviet Union. Al¬though aluminum, lead, titanium sponge and zinc prices fell, increases in copper and steel consumption helped steady their prices along with prices of some alloys. Cash flow to the mining industry - the primary source of exploration funds - was therefore constrained. For many companies, exploration expendi¬tures were reallocated geographically and in terms of commodities sought.

In the course of the grinding experiments conducted at Climax over the past twenty years one interesting phenomenon was discovered. This was that balls made of certain types of steel grind more ore than some others. The most significant variation was found in the results secured with a hard alloyed forged bail compared with the forged carbon ball supplied by most ball manufacturers These findings were confirmed in many repeated controlled tests. The value of these tests depends on the methods used, the facilities available and the care with which the investigations were conducted. These are described in the following. This testing has largely been done in eight 91 x 81 low discharge ball mills in closed circuit with 7811 duplex screw classifiers. The mills run at 20 RPM on a feed approximately minus 3/8 inch. The ore is ground through 28 - 35 mesh in one stage. Each mill and auxiliary classifier is in a separate, parallel grinding and flotation section The, ore to each: section is the same in every particular and is fed to each mill bin from a common conveyor tripper. The ore from the bin to the ball mill is weighed on a conveyor scale. The power input to each mill motor is determined with a watt hour meter which measures the power to the mill motor only. Both the scales and meters are checked periodically by standard methods and have been found to give consistent readings. Automatic samplers are employed on each section to obtain accurate measurement of the size reduction. A size analysis of the classifier overflow is made each shift and a composite size analysis is obtained from a weighted average of the various shift analyses. The mills are driven by 450 horsepower synchronous motors so that there is no speed variation and shell liner age is kept as nearly the same as possible in mills under test. The same set of operators is assigned to a mill under test as to the control mill. In all other particulars such as ball load, mill density, liner design, etc., the mills are operated in precisely the same manner. This is an ideal arrangement for plant testing. From observations of ball mill performance over the past twenty years, it is the opinion of the operating staff that variations of as little as one to two percent in mill capacities may be determined if sufficient operating hours are devoted, to a test. Relations between mill capacities, fineness of grinds and power consumptions have been established with a high degree of accuracy. In Table I are given the figures for one test. These show that while the grind with the hard ball was slightly coarser, the tons ground per hour was 5.4 percent greater with the soft ball, and 6.1 percent greater on the basis of minus 100 mesh produced. The power consumed per ton with the hard ball was 4.4 percent greater on a tons per hour basis. The soft ball was inferior in wearing qualities and steel consumption per ton of ore was 24 percent greater with it. In this test the mills were charged with the two different balls for a period of three months to allow the ball loads to come to equilibrium. In Table II are given the specifications of the two balls. The difference in grinding rates may be accounted for by the nature of the ball surfaces. The surfaces of the soft balls after being worn a while are rougher to the touch. Enlarged photographs of the worn-in surfaces of hard and soft balls are shown in Figure I. These show the presence of scratches or skid marks on the hard ball surface which indicates less nipping effect. The Climax ore pulp has a pH of 6.0 and is in a dispersed state. The viscosity is low compared with most ores especially those that are conditioned with lime. This would lower the tendency of the pulp to adhere to the balls with a lower grinding efficiency as a result. It was also thought that the relative rates of wear from surface to center might affect the make-up of an equilibrium ball charge. This probably has little effect on capacity as shown by the size analyses of the two ball charges in Table III. This hypothesis was subsequently investigated by the use of rationed charges. The principal concepts of computer control and automation have been successfully applied in industries world-wide, The enthusiasm generated by the proponents of computer control, and the apparent mystery enveloping the techniques of computer control, have caused attention to be focused on this infant industry from all quarters. Consequently, the motivation to "computerize" may be the hope that computers will solve all economic problems. The truth remains that not only have there been monumental successes, but there have been some colossal failures. This paper will attempt to outline a generalized guide to computer control and present methods for avoiding some of the major pitfalls. Since the investment required for computer control systems has been drastically reduced in the past year, small operations will likely find that computerized process control is attractive in areas where it has never been considered before, The discussion presented here is intentionally non-technical and directed towards those who may soon find they have a possible application for a control computer. The primary purpose of computer control is to reduce expenditure and increase profits by improving the quality of product, increasing the efficiency of operation, reducing the materials and man hours required or a combination of these. Success or failure to reach the desired goal depends, to a large degree, on a well-planned approach. This includes recognizing a possible computer application, properly defining the job which is to be accomplished, evaluating computer systems, selecting a capable manufacturer, and following through with sound systems engineering and programming.

As the mining industry faces increased challenges with declining ore grades and harder to access deposits, operating mine sites in an environmentally responsible and economically viable manner will require innovations that improve efficiency in energy logistics, and automation. Technological advancements in mining have been successful primarily because of the willingness and capability of these solutions to share information with one another, for example OEM payload systems sending information to Fleet Management Systems, and in turn Fleet Management Systems interfacing to ERP systems. To promote and facilitate the sharing of data, there has been a push towards open standards with initiatives led by organizations like ISO, ISA, EMESRT, and GMG. These efforts are aimed at creating a more collaborative and interoperable environment within the sector. However, when it comes to implementing autonomous solutions, a different trend dominates— closed-stack solutions. These closed stack solutions not only prohibit a mine site from selecting best-of-breed solutions, by blocking the competition from entering the market, they also risk slowing innovation that could help overcome the challenges the mining industry faces. Open Autonomy, an internationally published standard that allows any FMS to work with any Autonomous solution, breaks this closed-stack approach and invites competition from other industries. This competition comprises of autonomous suppliers from other industries and manufacturers of smaller, civil-sized haul trucks. The availability and capabilities of these smaller-sized autonomous haul trucks will help tackle the challenges of responsibly and economically mining lower quality ore grades and mining harder to access deposits.

Our interest in metallurgical applications for activated carbon was thoroughly aroused when laboratory studies indicated that each dollars worth of carbon could retain as much as four dollars worth of tin. Since then other data was developed suggesting many Potential uses in the metallurgical field it is hoped that, the information presented in this paper may encourage studies by knowledgeable individuals in metallurgical operations. Activated Carbon accomplishes its results by adsorption which involves selective removal of materials from solution by holding the compounds on the carbon surface at the active areas. An example of adsorption is the dyeing of cloth where the dye is selectively held on the cloth surface and the concentration in the dye solution is thereby reduced. Many theories exist on, adsorption, but the predominant factors involved in metallic ion adsorption probably are that adsorption is indirectly proportional to solubility and is benefited by high concentrations acting to squeeze out molecules in smaller amounts.

The 2011 report titled ?Energy Critical Elements: Securing Materials for Emerging Technologies? by the American Physical Society?s Panel on Public Affairs and the Materials Research Society surveys potential constraints on the availability of these elements and identifies five specific areas of potential action by the United States to ensure their availability: 1) federal agency coordination; 2) information collection, analysis and dissemination; 3) research, development and workforce enhancement; 4) efficient use of materials and 5) market interventions. Energy-critical elements (ECEs) are a class of chemical elements that currently are critical to one or more new energy-related technologies. A shortage of these elements would significantly inhibit large-scale deployment, which could otherwise be capable of transforming the way in which energy is produced, transmitted, stored or conserved. The report addresses elements that have not been widely extracted, traded or used in the past, and therefore are not the focus of well-established and relatively stable markets (such as carbon in coal or uranium as fuels, copper, aluminum, nickel and iron, all of which are clearly vital in energy applications).

The Parallel Thimble Shoal Tunnel (PTST) project is a part of the Chesapeake Bay Bridge- Tunnel (CBBT) complex. The project involves the construction of a two-lane bored tunnel under the Thimble Shoal Channel between Portal Island #1 (the southernmost island) and Portal Island #2. The new PTST will be the rst transportation tunnel constructed in the Mid-Atlantic region by a tunnel boring machine (TBM). This paper describes the design and construction of the tunnel approach structure in an open marine environment with the strategies employed to overcome the various construction challenges. The project is unique since the entire tunnel approach structure is built on a very limited area within an open marine environment without any reclamation of the existing island.

The discovery of the gold deposits of the Jerritt Canyon district and the construction of the E. R. Bell Mine is one of the significant mining developments in the United States during the past ten years. This mine will exploit one of the larger deposits of disseminated gold presently known, with proven, recoverable reserves in excess of 67.6 million grams of gold. Interest generated by the success of this project has contributed greatly to the tremendous resurgence in exploration for disseminated gold deposits in Nevada and throughout the west. The Jerritt Canyon project, including the Bell Mine, is a 70/30 joint venture between Freeport Gold Company and FMC Gold Incorporated, both of which are wholly owned affiliates of the respective parent companies, Freeport-McMoRan, Inc. and FMC Incorporated. Under the terms of the joint venture agreement, Freeport Exploration Company, another Freeport-McMoRan affiliate, manages the exploration and pre-mine development. Drilling, design, construction and management of the Bell Mine are provided by Freeport Gold Company.

The Jamaica Mining Legislation requires the bauxite companies operating in the island to reclaim all mined-out lands (except those legitimately excluded) to the level of agricultural or pastoral productivity, which existed prior to the commencement of mining. If it is not possible to reclaim a mined-out area the companies are required to reclaim an equivalent area of some other land which had not previously been used for agricultural purposes, or alternatively, pay to the government the sum of $120 (US) for every acre of land mined in the particular sector. In the seventeen years since the programme commenced the companies have in general chosen to reclaim most of the mined-out lands, rather than the cheaper alternative. However, the ultimate success of the programme will depend not only on actual reclamation per se but moreso the productivity of the rehabilitated lands. There are a number of reasons why the accent has to be placed on productivity of the lands. The first is that Jamaica is a small country (4,450 square miles) with a population of nearly 2 million people. Because of its mountainous terrain it is estimated that only 35% of the land area is cultivable in crops and pastures; hence this limited area, as well as that which can be reclaimed, must be made highly productive in order to support local and export demands. The Mining companies own over 200,000 acres of land, and of this acreage, it is conservatively estimated that about 75,000 will be affected by mining and will be reclaimed. As such, the use of the land after mining can have an important bearing on Jamaica's future agricultural productivity. There is also a need to shift from a linear economy to a more circular one, in which wastes are recycled rather than landfilled, so as to increase eco-efficiency. The purpose of the Sustainable Aggregates Planning in South East Europe (SNAP-SEE, SEE/D/0167/2.4/X) project is to develop a Toolbox for Aggregates Planning to assist governments and stakeholders in national, regional, primary and secondary, aggregates planning in southeast European countries. The Toolbox comprises documents on stakeholder consultation, data and analysis methodologies, a vision of best practices in aggregates planning and how to build an aggregates plan. The Toolbox will also support ongoing efforts to enhance minerals policy in the European Union (EU) as called for by the European Innovation Partnership on Raw Materials. The idea of using only one strand for both sintering and cooling of the sinter is not new. In 1952, in the U.S.A. a sintering plant was built at Benson Mine (Star Lake, N.Y.), including : - 68 m2 or 735 sqft (8 wind boxes) for sintering, - 22 m2 or 237 sqft (3 wind boxes) for cooling. In the USSR, a large number of machines have been built allowing for cooling of the sinter on the strand, especially the 4 m (about 13 ft) machines, with : 252 m2 sintering grate area 60 m2 cooling grate area 312 m2 total grate area. However, such ventures did not prove very successful, and the IRSID embarked many years ago on a research program to discover : - what are the problems associated with cooling on a sintering strand ; - what are the possible solutions for industrial plants.

"In this review, the sintering process is first described and analyzed to identify the key factors affecting the structure and quality of iron ore sinter. Under fixed sintering conditions, the granulation efficiency, nucleus stability and primary sinter melt volume and properties of the iron ore are considered to have significant influence on the sinter structure and quality. Discussion is then focused on the effects of the chemical, physical and mineralogical characteristics of the iron ore on these key factors, and the consequences for sinter quality.IntroductionSintering is the most economic and widely used agglomeration process to prepare iron ore fines for blastfurnace use. In modern blast furnaces, particularly in East Asia, iron ore sinter typically constitutes more than 70% of blast-furnace ferrous feed. High sinter quality and efficient sinter production are thus required both to withstand extreme operating conditions and maintain the productivity of modern blast furnaces. At the same time, due to the increasing depletion of high-grade iron ore resources from large deposits, iron ore producers are moving toward developing an increasing number of deposits of much smaller sizes to maintain current production levels. It is therefore imperative for iron ore producers to develop long-term strategies to maintain the quality and consistency of the iron ore fines they are producing while exploiting these smaller, complex deposits. The iron grade, gangue minerals present, overall mineralogy as well as physical characteristics of iron ore fines being mined from these different deposits vary considerably. Overall, ores now have highly complex mineralogy, are becoming more porous and friable, and contain increasing amounts of gangue minerals, which will have important implications for the sintering process and sinter quality.Blending is one of the most effective options being explored by iron ore producers to deal with multiple small complex deposits. This allows the iron ore producers to reduce the number of products and take full advantage of the unique characteristics of each individual deposit to achieve long-term product consistency while increasing production. Blending is also a common practice in sinter plants as it is almost impossible to produce from one single ore a high-performance sinter mixture with the required processing characteristics. A typical sinter mixture used in Japanese steel mills (Nakano and Okazaki, 2007; Matsumura et al., 2013) often contains five or more ores to achieve balanced sinter quality and productivity with relatively low cost of raw materials."

As one of the more important Industrials Minerals, gypsum occupies a significant place in the economy of the United States, particularly in that segment which can be loosely called the Construction Industry. For many years, products made from gypsum have been a major building material, and the usefulness and versatility of these products is such that their widespread use is expected to continue. In 1968, according to U.S. Bureau of Mines statistics, the value of all gypsum products sold in the United States was 405,000,000 - and although this value has dipped from the 1964 high of $ 432,000,000, it is expected to trend upward in the next few years to equal and surpass this figure as the construction industry recovers from its current squeeze of "tight money" and high interest rates. There are many factors to be measured in determining the potential value of any mineral deposit, and how it might fit within its particular industry. What, then, are the qualities which a gypsum deposit must have in order to profitably participate in the four hundred million dollar plus business which is the gypsum industry? First let's consider the geology of gypsum, the geographic distribution of deposits, and the more important factors such as size, grade, capital requirements, and operating cost. Then, an understanding of the uses of gypsum, various types of products, and location of markets would be helpful, along with such other factors as the structure of the industry, price trends, etc.

"Ask an average non-industry person on the street “What is coal? What is coal mining? What is a coal miner?” The most common answers are coal is something Santa puts in your stocking for being naughty, coal mining is destroying the earth causing global warming, and a coal miner is a person that uses a pick and shovel to dig coal out of the earth. As farfetched as these answers seem, unfortunately this is the opinion of many Americans. Realizing the lack of educational opportunity regarding coal and coal mining, a first-of-its-kind grassroots coal education program known as CEDAR (Coal Education Development and Resource) was created. What started from a general conversation at the December 1992 North Carolina Coal Institute (NCCI) Winter Meeting at the Mid Pines Club in Southern Pines, North Carolina led to the creation, and later expansion of, CEDAR. NCCI President, Gene McBurney, challenged John Justice, NCCI Board Member from east Kentucky, to come up with an idea of how to improve the image of the coal industry, pledging $5,000 from the NCCI as seed money to assist in the development of any such program. John then met with the leaders of Coal Operators and Associates, Inc., (COA) in Pikeville, KY where they agreed to match the NCCI commitment, as well as to assist in the program’s development. After further meetings with representatives from industry, business, and the local school system, CEDAR, Inc. (of east KY) was born. The first year of implementation, the program offered coal education programs to public and private schools in one county in east Kentucky. Although it started in the coalfields of eastern Kentucky, it certainly did not end there. After an amazingly successful first year of the program, it didn’t take long for industry leaders in the western Kentucky coal-fields to learn about, and take note of this new, unique, and exciting program that provided opportunities for teachers and students to learn, “the rest of the story” about the coal industry. Through the joint efforts of Costain Coal, and the Western Kentucky Coal Association, CEDAR of West Kentucky, Inc. was formed in 1994, and has operated since that time, except for the two year period from 2004-2006. The program restarted in 2006 under the name of CEDAR West, Inc. and continues to be offered in six western Kentucky counties."

"INTRODUCTIONThe Port of Miami Tunnel (POMT), designed and constructed by Bouygues Civil Works Florida between 2009 and 2014, was a Public Private Partnership between the Miami Access Tunnel Concessionaire, Florida Department of Transport, Miami-Dade County and the City of Miami. The project comprises dual 11.3m internal diameter, 1.27km long, twin lane road tunnels running between Watson and Dodge islands and under the main shipping channel in Biscayne Bay (Figure 1).The POMT was a unique project which embodied many technical firsts and involved the first large diameter tunnels constructed through Florida’s challenging sedimentary carbonate strata. At the outset, a comprehensive ground investigation was performed, using both conventional and less conventional investigation techniques, to characterise the highly heterogeneous ground conditions.The findings of the investigation had a major impact on the tunnelling methods, triggering a series of mitigation works to ensure that the tunnels could be excavated safely and effectively. The mitigations included modifications to the already designed Tunnel Boring Machine (TBM), to facilitate an innovative excavation process, and a unique grouting campaign (Storry et. al. 2013a). The project was completed and opened to traffic in August, 2014 and has significantly alleviated traffic congestion in Downtown Miami.GEOLOGICAL CONTEXTThe geological conditions at the project site consist of carbonate sediments which can be divided into distinct geologic units; the Miami Limestone Formation (Layers S3, S4), the Fort Thompson Formation (Layer S5), the Anastasia Formation (Layer S6), the Key Largo Formation (Layer S7) and the Tamiami Formation (Layer S8). Multiple changes in sea level over a relatively short geologic time scale have resulted in a heterogeneous profile consisting of interbedded sedimentary rocks and sediments, which vary widely, both vertically and laterally (Figure 2)."

In order to provide a reference framework for discussing the applicability of drilling technology to shaft construction in coal mining ventures, it is meaningful to review the history and nature of United States coal mines relative to shafting. Coal mining in the United States is characterized by shallow depths relative to most of the coal mining world. While the trend is toward deeper and deeper mines, many new mines have shaft depth less than 800 feet, and a large number of operating mines are drift or outcrop mines utilizing shafts for ventilation and portals. In the past, shafts of 200-300 feet have been commonly constructed. The use of conventionally sunk shafts at present and in the past is due in part to the shallow shaft length required, favoring conventionally sunk shafts. Another factor is that large shafts are required for multipurpose and production shafts. A third has been the practice of utilizing shaft construction contractors who had been until recently very competitive with raise drilled shafts at shallow to moderate depths. Recently, however, the costs of conventionally sunk shafts have skyrocketed. Too, more shafts are being required. Several factors are responsible among which are: (1) The increasing depth of shaft required for new mines and for shafts in advance of old mines. This significantly affects unit costs, e.g. $/yd3,of conventionally sunk shafts. Moreover, more gas is encountered in the shaft sinking operation.

The problem of the freezing of moist raw materials, such as concentrates, in railroad cars during winter shipment has been a continuing source of both economic and operational trouble to the industry and to the railroad companies. The difficulties center around the discharging of frozen cargoes into the plant materials handling system. Because of cargo freezing, appreciable delays in car-dumping schedules occur each winter and cause additional expense for demurrage charges and for slowdown of plant operations. In one plant during one winter, a car dumper rated at 40 cars per day could dump only 3 cars per day in bad weather. Delays became so serious one winter, that 500 cars held in the yard became so badly frozen, that they were sent to the southern part of the United States to thaw after they accumulated an average of two months demurrage charges. These delays in car unloading become critical if unit or integral train concept is applied to the movement of raw materials. Anticipated savings in transportation costs through better equipment utilization are largely based on rapid loading and unloading cycles of whole trainloads. If freezing problems cannot be adequately solved, unit train operations cannot be operated to achieve the potentially large reductions in transportation costs. The freezing problem may tend to become even greater in the years ahead, because the unit train concept will allow the trains to run faster and consequently the heat loss will be accelerated due to the larger heat transfer coefficient. A compensating factor, however, will be the shorter travel time. Further, the sources of raw materials being mined are located farther north than before and the ambient temperatures during transit are going to be lower.
