There are two aspects of financing western coal development -- whether there is going to be enough money to finance the prospective large development of the industry, and the specific techniques of raising money for that development. To take the first question of whether there is going to be enough money around to finance your industry, I think it is quite clear that the restrictions on the development of western coal are going to be non- financial. Environmental impact problems are creating the greatest delay in coal mine development, at the moment; but getting enough personnel, mining equipment, railroad equipment, and failure of the Department of Interior to act on leasing federal coal lands all appear likely to create significant bottle- necks in the development of western coal -- larger bottlenecks than financing. Financing appears straightforward for the industry. There are many projections of the financing required to meet Project Independence goals. The National Academy of Engineers estimated that development of 500 million tons per annum of western coal would be necessary by 1985 to meet the Project Independence goals which might require $20 billion of capital spending. It is generally agreed that 500 million tons a year is not a realistic possibility. Carl Bagge?s estimate of production of 250 million tons a year by 1983 appears a more reasonable projection. In the last ten years the U.S. coal industry has experienced the collapse of several large silos. In addition, other problems such as extensive structural damage, small "live" capacities, inadequate feed rates, arching, coreholes, and particle segregation have been common to the industry. This paper explains the relationship between those problems and stored material properties, silo hopper configuration, silo structural design, and granular flowability. Methods of identifying, repairing, and/or modifying damaged silos, and designing new silos are given.

An accepted statement of fact is that transportation next to agriculture is the second most important industry in the world. The transportation networks of the United States contributed immensely to the growth and prosperity of our nation. My objective is to make each and everyone here aware of the need for communication between geologists, mining engineers, purchasing agents and transportation managers. Only through a cooperative effort is it possible to reap the benefits of transportation in the industrial minerals field. Transportation is often thought of in terms of trucks, rail cars, barges, covered wagons or whatever. If this is your only exposure to the transportation industry then you probably spent most of your life in a cave.

Bauxite, dolomite, and magnesite are natural occurring minerals that are used extensively in the manufacture of refractory products. In addition, magnesia produced from seawater or brine finds its way into the production of refractories. All of these materials must be processed at high temperatures, 1500°C to 2200°C, to produce an intermediate raw material (refractory grain) , which can then be used in the final manufacture of refractory bricks and shapes. During the last 20 years, the major supply of refractory bauxite has been from Guyana, and at times the annual production has ranged up to 1,000,000 tons per year. More recently, China has become a major source of refractory grade bauxite by supplying over 300,000 TPY. Other sources of bauxite in lesser quantities have been Surinam, Brazil, and the U.S.A. During 1980, the estimated available world tonnage amounted to slightly more than 1,300,000 tons. The bulk of this material has been calcined in rotary kilns except for some of the Chinese production, which was treated in shaft kilns. Recent work has indicated that an excellent product can be produced in the Nichols Shaft Kiln using much less fuel than the conventional rotary kiln. Details of the Nichols Shaft Kiln will be provided later in this paper.

Geosensing is used in oilfield drilling in conjunction with geophysical tools to support characterization of rock properties, geology, and reservoir conditions. This technology is now available to the mining industry and has been successfully applied to underground in-seam directional drilling in Australian coal mines for geologic exploration and methane drainage. The system utilizes a range of drill rig and wellhead mounted sensors which, combined with analytical software, produce real-time data from which 3D spatial features can be accurately modelled significantly in advance of mining. This innovation greatly expands on the information obtained from current in-seam directional drilling practices and provides for improved characterization of coal seams, including soft and weak zones, locations of geologic discontinuities, and analysis of formation flow. This paper provides a description of the geosensing system and the interpretation of actual data from long in-seam directionally drilled methane drainage boreholes at mines in Australia, and discusses how this system increases the value of directional drilling as an exploration tool for the coal mining sector, and the evaporite and hard-rock mining sectors where directional drilling is also applied.

Centromin is a Mining Company owned by the peruvian government. It's considered as one of the major mining and metallurgical center in Latin America. The main operations of the Company are: Mining, Concentration, Smelting and Refining of several metals (Figure 1). At present, dentromin operates with six mining units: Cerro de Pasco, Morococha, Casapalca, San Cristobal, Yauricocha and Cobriza; which are located in the Central part of the country between 2 100 m and up to 4 800 m above sea level. The installed capacity of concentration all together ranges about 14 000 tons per day. There's also a metallurgical plant in La Oroya with a production capacity of 220 000 tons per year of refined metal. The production of the Company is diversified in twenty two (22) final pro- ducts, whose major productions are : copper, lead, zinc, silver, gold, tungg ten and bismuth. The minor products are: arsenic, antimony, cadmiun, teluriun, sulphuric acid, indium, selenium, etc.

The I-75 Modernization Project (Segment 3) just north of Detroit, MI is being delivered as a Design-Build-Finance-Maintain (DBFM), which is a Public Private Partnership (P3). The project includes design and reconstruction of 5.5 miles of freeway, including a depressed section with a 20,630-ft long, 14.5-ft inside diameter, up to 100-ft deep stormwater tunnel, multiple drop shafts, and a pump station. The project also includes a maintenance term of 25-years. This is the first time MDOT has used a P3 delivery method for a major highway and tunnel project. This paper describes the development of the P3 documents, including performance-based tunnel and shaft technical requirements, and the approach to project risk management, financing, and insurance coverage.

V. Rajaram's paper does not accurately reflect the status of Eastern oil shale development as it stands today. Today, there are numerous firms and research organizations pursuing development of the Eastern oil shale resource. Details of the current projects can be found in the symposium proceedings for the 1985 Eastern Oil Shale Symposium held in Lexington, KY, in November 1985. Additionally, the comparison of the Paraho and HYTORT processes is invalid because the HYTORT process design used it not an accurate representation of the HYTORT process. I will briefly address this point. It is disconcerting to see the author reference hydroretorting work conducted at the Institute of Gas Technology (IGT) (circa 1978) in the introduction, which indicates hydroretorting (the HYTORT process concept) yields of up to 250% of the Fischer Assay oil yield, and then turn around and base the remainder of the paper on the 1981 "Synthetic Fuels From Eastern Oil Shale Report," which depicts the HYTORT process as yielding only 115% of Fischer Assay. Indeed, work conducted at IGT to 1981 indicates commercial oil yields for the HYTORT process would be in the range of 200% to 210% of Fischer Assay. A more thorough literature search by the author would have yielded a 1981 publication by Schora et al., entitled "Update on the HYTORT Process" presented at the Symposium on Synthetic Fuels From Oil Shale in Nashville, TN, October 1981. This paper thoroughly discusses the shortcomings of the referenced study with respect to the HYTORT process. For the interested reader, I can also recommend a June 1984 report entitled "An Economic Comparison of Five Process Concepts for Using Eastern Oil Shale," published by Los Alomos National Laboratory (LA-10106-MS, Parkinson et al., NTIS No. DE84-015981). This study applies a realistic HYTORT design (circa 1982) and indicates that HYTORT is the most econom¬ical method of processing Eastern oil shales (about $20/bbl less than Paraho). Additionally, completion of the HYTORT feasibility study in June 1983 by Phillips Petroleum Co., Bechtel Group Inc., HYCRUDE Corp., and IGT has resulted in development of designs that will make the use of HYTORT on Eastern oil shales even more economic. HYCRUDE Corp., a second-tier subsidiary of IGT, is involved in commercialization and licensing of the HYTORT process and is active in efforts to develop the Eastern oil shale resource. As such, I am disappointed to see outdated material that has the potential for adversely affecting development of Eastern oil shale resources published in MINING ENGINEERING. I can only hope that this response will serve to mitigate any negative opinions that may have been formed. Today, activity in commercializing Eastern oil shales dominates the oil shale scene in the US and indicates a realization of the potential for these shales. Reply by V. Rex, Jr. I hope that Hycrude's work will lead to the funding of a pilot plant to demonstrate that yields of greater than 200% of Fischer Assay can be achieved in a commercial plant using eastern US oil shales.

"Komatsu has been on the cutting edge of autonomous mining for the past 30 years and the company remains at the forefront of the technology that is changing from concept to a full-fledged reality.In 1996, Komatsu America Corp. (KAC) purchased a controlling interest in Modular Mining Systems; a move that enabled both companies to expand their product lines. It was through this effort that Modular helped to deploy the first autonomous haulage system (AHS) — the Komatsu FrontRunner system. In January 2008, the first commercial implementation of the FrontRunner system occurred at Codelco’s copper mine in Chile. Since then, Komatsu has put more than 130 haul trucks into seven sites on three continents to haul copper, iron ore and oil sands and its equipment has moved 1.8 Gt (2 billion st) of material with zero lost time incidents attributed to Komatsu’s autonomous trucks. The 1.8 Gt (2 billion st) is the most of any commercial mining autonomous haulage system and there is more to come. In November, Komatsu announced that an additional 150 autonomous haul trucks will be deployed to the Canadian oil sands over the next seven years.Komatsu has continued to pioneer autonomous haulage development, creating a range of autonomous options that includes semiautonomous and teleremote options all the way up to a haulage vehicle that stole the show at the world’s largest mining equipment trade show.In 2016, Komatsu advanced the concept of driverless haul truck to a new level when it displayed its Innovative Autonomous Haulage Vehicle (IAHV) at MINExpo in Las Vegas, NV. The concept vehicle is the first mega class haul truck designed to be fully autonomous, without an operators’ cab included on the vehicle.Unlike other haul trucks, the vehicle was developed exclusively as an unmanned vehicle designed to maximize the advantages of unmanned operation. Among other advancements, it was designed to distribute equal load to the four wheels, both when the vehicle is loaded and unloaded, and adopt four-wheel drive, retarder and steering. Komatsu said it is aiming for high-performance shuttling of this vehicle in both forward and reverse travel directions, thereby eliminating the need for K-turns at loading and unloading sites."

At 6 percent downgrade to a low point beneath California?s Sacramento River, the Lower Northwest Interceptor Sewer was a difficult project from the outset. Project owner Sacramento County Regional Sanitation District (SRC-SD) planned to excavate the V-shaped tunnel in two sections using an earth pressure balance (EPB) machine in soft ground. Muck removal, due to the steep downgrade, was a tricky proposition. ?We did look at muck cars, but determined they were not the best option due to the relatively steep slope of the tunnel alignment. The safety benefits of conveyors on this job were obvious, as there were not the potential hazards associated with muck cars traveling on an incline or derailing,? said Steve Norris, senior civil engineer for SRCSD The successful project represented one of the first instances of a conveyor system being used for a soft ground tunnel boring machine (TBM) application. Several projects in California, including a recent tunnel completed in 2009, have highlighted a growing acceptance of conveyor muck removal in a variety of ground conditions. Conveyors offer higher system availability than more common methods, such as muck cars, as they allow for continual operation of the TBM. The design of conveyor systems must, however, take into account the differences in material between soft ground and hard rock, including belt cleaning features, sealed transfer points and other elements.

Although grinding mill liner life has been the subject of extensive studies, evaluation of the effect of liner design on power consumption, a far more significant part of total grinding costs, has been less comprehensive. The factors that effect ball mill energy efficiency are reviewed, and attention is then focused on the mechanisms of grinding. The trajectory of the outer row of balls, with different lifting face angles, is derived, and basic recommendations for mill speed and liner configuration are presented.

Rapidly rising gas and oil prices and the falling quality of coal is forcing energy users in many parts of the world to consider the application of low grade fuel, particularly coal, for steam raising and power generation. However, the use of such low grade coal is normally resisted by the consumer because of operational problems associated with high ash content, sulfur emission and, in some instances, slagging problems caused by low melting temperature constituents in the ash. Recently developed technology involving 'fluidized bed combustion' offers a potential solution to these operational problems. Much of the early work was conducted in Britain, where rig tests were commenced during the early 1960's. This has led on to the successful conversion and operation of a fluidized bed fired industrial boiler at the Renfrew works of Babcock & Wilcox Ltd. Orders for the first commercial boilers incorporating this technology have recently been announced. Significant development work on fluidized combustion is now being undertaken in various parts of the world, in particular North America, Germany and Japan, and the first large scale units are under construction or being commissioned. This paper concentrates on the development of the technology in Britain, outlines the reasons for applying fluidized bed combustion and de-scribes its application at atmospheric pressure for steam raising and at elevated pressure for power generation . The determination of the proper cutoff grade for an open pit metal mine is based on economic criteria and the operating philosophy of the mining company. Previous papers have dealt with the balance of a fixed mine production capacity versus economic return. Mine production capacity is often controlled by the amount of mining equipment and the working area in the pit. A complete cutoff grade strategy is a balance of economic return of mining higher grade material versus the capital costs of additional production capacity and the operating cost of moving the waste and low grade material to assure proper ore release. An approach to the problem is presented which is based in part on work by previous authors and provides guidelines to proper cutoff grade strategy encompassing the time value of money and variable commodity prices.

"Nucleation and growth of copper on 316L stainless steel from synthetic acidified copper sulfate was studied in the absence and presence of chloride ions and/or organic additives – HydroStar® 4208, DXG-F7® and Cyquest® N-900 – using a potentiostatic technique. The current–time data obtained at 0.16V versus the SHE were analyzed using nucleation and growth models. Scanning electron microscope (SEM) images of deposits produced at 300 A/m2 show that the addition of 20 mg/L chloride ions increased the size and reduced the number of copper nuclei. Potentiostatic current–time data from the electrolyte without organic additives, and confirmed by SEM images, indicate progressive nucleation with two-dimensional growth under diffusion control. None of the organic additives studied at a concentration of 2.5 mg/L with 20 mg/L chloride changed the nucleation and growth mechanism, but the additives increased the number and reduced the size of copper nuclei, leading to more uniform coverage of the stainless steel substrate.IntroductionElectrowinning of copper is an important process in the manufacture of high-purity copper metal. Approximately 20 percent of the world’s refined copper is produced from acidified copper sulfate solutions by electrowinning (Schlesinger, Sole and Davenport, 2011). In many plants, copper is electrodeposited on AISI 316L stainless steel substrates for a period of 6-7 days, after which the copper is stripped from the blanks. Even though the deposition time for a commercial copper electrowinning circuit is around one week, it is critically important to control the nucleation, growth and nature of the initial deposit (Sun and O’Keefe, 1992).Deposit morphology and structure are influenced by the real current density at the electrode surface. The real current density across the cathode surface is made uniform by proper design of the electrowinning cell and electrodes and careful operational practice. Even with good design and control, some current maldistribution occurs. The outcome of severe current maldistribution is poor deposits that affect product quality and/or increase energy consumption. To combat current maldistribution and create a larger operating window in terms of current density, temperature and copper concentration, small amounts of organic smoothing agents – traditionally, guar products – are added to copper electrowinning electrolytes. Moreover, these additives inhibit the growth of copper nodules and lead to improved deposit quality by producing bright, smooth and dense cathodes.Recently, the use of polysaccharides, such as HydroStar 4208 and DXG-F7, and polyacrylamides, such as Cyquest N-900, has been reported in commercial electrowinning tankhouses as replacements for guar (Ashford, Clayton and Sandoval, 2012; Robinson et al., 2013; Sandoval, Morales and Bernu, 2010). However, little information has been published on the effect of these new organic additives, especially regarding the nucleation and growth mechanisms of copper electrodeposits in their presence."

The increasing popularity of alternative methods in delivery of underground infrastructure projects has given rise to innovative and collaborative contracting strategies to allocate and manage the unique risks associated with the work. This paper presents approaches and recent examples of how risk has been dealt with using various alternative delivery methods, including Progressive Design Build (PDB) and Construction Manager/General Contractor (CM/GC). Based on the experience gained from these examples, recommendations for an innovative and collaborative risk baselining approach using contingency sharing are presented that should advance the overall goals of equitable risk sharing and compensation.

Synthetic fuels will be the first major development effort to feel the effects of a new set of opposition forces. These confrontations will not be of the same variety as those which occured in the 1970s. Instead the synfuels industry, particularly in the West, will find itself confronting a new coalition of local political, community, and state spokesmen. They will oppose synfuels because the projects will represent a threat to existing lifestyles, political structures, taxes, social life, water rights, economics, and other politically sensitive considerations. In short, they mean change -- usually dynamic, full of unknowns and always threatening. The battles themselves may be fought technically over environmental issues, law and regulations; often these will be the instruments of the opposition. The real underlying problems will likely lie much deeper. In many cases environmental groups will be enlisted as the standard bearers; however, this approach may simply reflect the fact that environmental objections are convenient or at times the only tools at hand.

Natural zeolites are gaining recognition as an important commodity with an increasing number of industrial and consumer applications. This potential has prompted the Anaconda Minerals Company and other firms to investigate occurrences and markets for zeolites. The deposits of mordenite-rich tuff at Rome are of interest for their economic potential and for the excellent opportunity they provide to study a zeolite deposit formed in a hydrologically closed basin. Location The Rome property is located approximately 9 km west of Rome, Oregon, in Townships 31S. and 32S., Range 41E., Malheur County. It lies within the Owyhee Uplands of the northern Basin and Range physiographic province (Figure 1). The area discussed here includes a major portion of the depositional basin in which the zeolitic tuffs occur.

"Built in 1940’s to provide a key roadway arterial between New York and Boston, the Heroes Tunnel is the only highway rock tunnel in the state of Connecticut and is part of the Wilbur Cross Parkway. This 365.0 m long tunnel consists of two barrels, each with two lanes of traffic, and carries over 71,000 vehicles per day. For nearly 70 years, the tunnel has seen millions of vehicles pass through but time has taken its toll and now the tunnel lining, ventilation system and radial section joints are significantly deteriorated and in need of rehabilitation. Owned and maintained by the Connecticut Department of Transportation (CTDOT), CTDOT initiated a unique managed approach to mitigate the risk, social impacts and financial implications associated with rehabilitation of this tunnel. This new approach consists of performing field inspection and conducting a comprehensive study to explore six rehabilitation options, including construction of new tunnels and enlarging the existing tunnels. The main criteria for this study are: Impact on traffic and the resulting delay cost; Construction cost; Construction duration; and Construction complexity. This paper will present the results of the alternative study. PROJECT BACKGROUND Location and Importance Heroes Tunnel is located in the State of Connecticut within the Town of Woodbridge and the City of New Haven near the Town of Hamden border. Heroes Tunnel is the only true highway tunnel in the State of Connecticut. The tunnel is part of the Wilbur Cross Parkway (Route 15), a scenic connection between Hartford and New York. Originally constructed and opened to traffic in 1949, the tunneled portion of the parkway passes through the West Rock Ridge. The tunnel was originally named West Rock Tunnel, but was re-designated as Heroes Tunnel in 2003. Route 15 is a vital roadway within the State transportation infrastructure. In the vicinity of Heroes Tunnel, Route 15 carries approximately 71,000 vehicles daily. Locally, Route 15 provides access to residences, shopping centers, and points of interest, as well as other state roadways. Regionally, Route 15 connects New York to the Hartford area and serves as an alternate expressway route to I-95 and I-91. The tunnel is approximately 365.0 m long and passes through the West Rock Ridge. West Rock Ridge is an 11.3 km long rock ridge located on the west side of New Haven. A network of suburban streets abuts the mountain on all sides and a seasonal paved park road climbs to the crest of the ridge. Figure 1 depicts the tunnel topography and location."

INTRODUCTION Radon-222 is an inert, radioactive gas formed by the radioactive decay of radium-226, a long-lived member of the uranium-238 decay chain. Radium is present in varying amounts in virtually all soils and, on the average, about 36,000 pCi (1330 Bq) of radon per square meter of soil diffuse into the atmosphere each day (UN 1977). Radon decays with a half-life of 3.6 days through four short-lived daughters to lead210 and it is these short-lived daughters[ [Ra A, (218Po, t, = 3.0 min) , Ra B, (214 Pb, t;, = 27 min), Ra C, (214Bi, t] = 20 min) and Ra C1 (214Po, t] = 2.5 x 10-6 min)] ]which cause the major health hazard associated with radon (Bale 1951). Atoms of these daughters, either unattached or attached to the ever-present particles in air, are deposited on the surfaces of the respiratory tract; alpha particles emitted in their decay can result in large doses to the cells of the bronchial epithelium lining the respiratory tract. These daughters will be present in air in varying relative concentrations depending on the "age" of the air (time since radon emanated into it) and on the amount of mixing of radon and radon daughter contaminated air with clean air. [The practical unit developed to quantify the amount of radon daughters in air is the Working Level (WL). This unit was historically related to the equilibrium concentration of 100 pCi (3.7 Bq) of the short-lived daughters of radon in one liter of air (cf. Holaday 1969) and is defined as any mixture of the short-lived daughters in a liter of air that have a-potential alpha energy of 1.3 x 105 Mev (2.08 x 10-5J) in their decay to lead-210. The working level month (WLM) was developed along with the WL, and was defined as an exposure to one WL for a working month (170 h). This is equivalent to 2.2 x 107 MeV•h•L-1 (3.54 x 10-3 J.h.m-3). If the average breathing rate is taken as 1.2 m3.h•1 (ICRP 1975), then one WLM is equivalent to inhalation of 4.24 mJ of potential alpha energy.] It is now generally agreed that the inhalation of radon daughters is the major potential radiation hazard in uranium mining, and contributes a substantial fraction to the natural radiation exposure of the general population due to the accumulation of radon and radon daughters from natural sources in buildings. Radon daughter concentrations in modern mines are controlled by ventilation, and by blocking off old working areas (cf. Simpson, 1959). However, before the hazard from radon daughters was recognized, considerably higher concentrations of radon daughters were present in some uranium and non-uranium mines. These high radon daughter concentrations resulted in an increase in lung cancers in the mining population, and it is these results that are our main source of information on the risk of inhaling radon daughters. HISTORICAL REVIEW Many excellent reviews of the history of understanding the health effects of inhalation of radon daughters are available (see, for example, Hueper 1942, Lorenz 1944, Sikl 1950, Stewart 1964, Holaday 1969, Lundin 1971, Cross 1979) but a brief summary of some of the highlights in this area may be of interest. [a] 1556: Agricola describes an unusual and fatal chest disease occurring among underground miners in the region of Schneeberg and Joachimsthal (Jachymov) in the Erz mountains in Central Europe. (It is of some historical interest to note that Agricola's book was translated from Latin into English by a mining engineer and his wife; the engineer later became President of the U.S.A.) [b] 1879: Haerting and Hesse indicated that the majority of deaths among Schneeberg miners were due to lung cancer; the lung cancers in these miners (who were incidentally not cigarette smokers) were observed twenty to fifty years after they began working in the mines. [c] 1896: Discovery of natural radioactivity by Becquerel, followed by discovery of radon by Dorn in 1900. [d] 1924: Ludewig and Lorenser report high concentrations (400 - 15000 pCi or 15 - 570 Bq per liter) of radon in the air in the Schneeberg mines and suggest that radon could be responsible for the high rate of lung cancer among miners. However, the reason why radon should cause lung cancer specifically was still not really understood up to twenty years later (Lorenz 1944). High concentrations of radon in the air in the Joachimsthal mines were reported by Behounek in 1927 and a high incidence of lung cancer among Joachimsthal miners (similar to that among miners at Schneeberg, which is only some 30 km distant but in a different political district) was noted at about the same time (Sikl 1930; cf. Sikl 1950). It is estimated that about half of the Joachimsthal miners died from lung cancer and about half from silicosis and tuberculosis (Sikl 1950). [e] 1930's and 1940's: Radioactive ores are deliberately mined in the U.S.A., Canada and other countries primarily as a source of radium for medical purposes and for luminescent dials; other radioactive ores are mined as a source of several non-radioactive minerals, while extensive uranium mining did not begin until the late 1940's. [f] 1940: Based on crude epidemiology and dose calculations, Evans and Goodman propose 10 pCi L-1 as a maximum permissible concentration of radon in continued human exposure. This is the first known recommended maximum permissible concentration for radon. This recommendation was adopted by the U.S. National Bureau of Standards in 1941 and reconfirmed in 1953.
