"A commercially available through-the-earth (TTE) communications system was evaluated at an active underground longwall mine in West Virginia. This TTE system uses electricfield (E-field) sensing to send text-based communications through two separate antenna arrays connected in parallel. Each antenna array is composed of interconnected, grounded metallic rods or other such structures. Two-way communication between subsurface locations was investigated in this study using various antenna configurations. This field study was conducted as a part of a larger multisite evaluation of available TTE systems in an effort to determine their operational sensitivities. IntroductionWireless, through-the-earth (TTE) communication technology is designed to achieve point-to-point communication through solid strata using very low frequency (VLF) and ultra-low frequency (ULF) electromagnetic waves. Using this approach, communications are established without the need for intermediary communications infrastructure. As a result, TTE systems have the potential to provide reliable, robust communications between surface and underground personnel. Exploration into the use of TTE technology for this purpose dates back to the 1920s (Jakosky and Zellers, 1924; Pittman, Church and McLendon, 1985), but U.S. permissibility requirements slowed the development of TTE equipment for widespread implementation (Durkin 1980; Pittman, Church and McLendon, 1985). One of the primary challenges in producing wireless TTE communications is the counteraction of signal attenuation when propagating through solid strata (Barkand, Damiano and Shumaker, 2006; Wadley, 1949). The long wavelengths of TTE transmissions make them well-suited for reducing the rate of attenuation. However, even when operating within the VLF to ULF range, the performance of TTE systems is still affected by geologic and anthropogenic factors (Geyer, 1973; Geyer and Keller, 1976; Geyer, Keller and Ohya, 1974; Jakosky and Zellers, 1924; Large, Ball and Farstad, 1973). Although commercially developed TTE systems have demonstrated the ability to communicate in a variety of conditions, their range and performance have been highly varied (Barkand, Damiano and Shumaker, 2006; Geyer and Keller, 1976; Geyer, Keller and Ohya, 1974; Ilsley, Freeman and Zellers, 1928; Jakosky and Zellers, 1924; Yenchek et al., 2012)."

The Gualcamayo Mine is located in the Andes Mountains north of San Juan, Argentina (Fig. 1). A property of Yamana Gold Inc., it declared commercial production in July 2009 and has a total mineral reserve and resource base of approximately 88 t (3.1 million oz) of gold. Crushing operations for the openpit mine are located in a 13,500-m3 (477,000-cu ft) underground cavern with a ceiling height of 22 m (72 ft). More than 3,600 m (11,800 ft) of tunnels are used to access the cavern and convey the ore. The project as described in this paper relates to the design and construction of the main cavern, conveyor system exit tunnel, the mechanical system access tunnels and two 4.2-m- (13.7-ft-) diameter shafts (Ore Pass #1 and Ore Pass #2) (Fig. 2). Preliminary engineering for the project was performed by Hatch Chile. Rizzo Associates Argentina, S.A., a division of Paul C. Rizzo Associates, Inc. (Rizzo), was contracted to provide geomechanical and geotechnical support for the construction of the access tunnel system and geomechanical design and construction supervision for the cavern and shafts.

INTRODUCTION A shuttle car is a self-propelled rubber-tired haul¬age vehicle designed specifically for underground min¬ing, primarily in coal mines (see Figs. 1 and 2). The drive mechanism is located on the sides of the vehicle, and the load is carried in the center. A chain-and-flight conveyor distributes the load when the car is being loaded by a loading machine or continuous miner and also discharges the load onto a conveyor belt or into a mine car. As the name implies, the shuttle car shuttles back and forth between the working face and the un¬loading point and is not required to turn around. Shuttle cars have served as primary haulage in this country since 1940 and still perform this function in most coal mines today. TYPES OF SHUTTLE CARS Shuttle cars may be battery-powered, diesel-powered, or cable-reel electric powered. Battery-powered cars were used between 1940 and 1950, but are almost out of existence today because of their limited power. Diesel cars have been used in coal mines, but are used mostly in noncoal mines where rules and regulations are not as stringent. Also, objections by organized labor have limited the use of diesel-powered shuttle cars in coal mines. Today, the largest number of shuttle cars are cable-reel cars. Electric power is fed through a cable stored on a cable reel that may have a capacity from 152 to 244 m (500 to 800 ft), depending upon the size of the cable and the cable reel (see Table 1). This, of course, limits the travel of a shuttle car. However, time studies have shown that for the most efficient haulage cycle, the length of haulage should not exceed 91 m (300 ft). As haulage distance increases, the waiting time for the loader or miner becomes longer, and haul¬age efficiency suffers. Cable-reel cars are manufactured in standard hand and opposite standard hand models. A standard car has the operator's control on the left front side and the opposite standard car has the opera¬tor's controls on the right front. Generally a loader or miner operates with two shuttle cars, one of each type. This allows the trailing cable to lie on either side of the entry and prevents the cables from fouling each other. Shuttle cars are designed to operate with either dc or ac power. Cars using dc power are designed for 250-v supply and ac cars are designed for either 440, 550, or 950 v, three-phase voltage. Most coal mines that are relatively level can use dc cars where dynamic brak¬ing is not required. For mines having steep grades (in excess of 15%) ac cars are used because ac traction motors have inherent dynamic braking and are safer when tramming downgrade. A recent innovation in shuttle car design in the last five years has been the introduction of an ac/dc car. This design utilizes ac input power through the cable, and the power is rectified on the car to 250-v do for traction motors. The pump motor and conveyor motor are powered by ac voltage. The main advantage of this design is efficiency-a much smaller cable may be used and the smooth operating characteristics of the dc traction motor is obtained. This prevents shock loading on the traction drive train, which is an undesirable feature of ac traction motors. SHUTTLE CAR FEATURES Elevating Discharge Today, all shuttle cars are equipped with an elevating front conveyor that allows the shuttle car to discharge into a mine car or belt feeder without the use of ramps. Mineral property appraisers engaged in eminent domain actions on properties for which mining is the highest and best use must be fully competent in all phases of mineral resource estimation, mine project development, and mine operations (or retain the requisite competent assistance), as well as educated in eminent domain appraisal (USPAP Competency Rule). Failure to ensure such triggers the issue of appraisal competence and demonstrates a flagrant disregard of the myriad code(s) and guidelines to which the appraiser is subject. The cavalier assertion of some vague, undefined “latitude” in the valuation process does not exonerate the appraiser from a disregard of the USPAP Competency Rule. Lack of independence (i.e., “advocacy”) in mineral property appraisal is the usual result of a weak background in mining and/or appraisal theory. While it is readily apparent to those able to recognize it in reports and testimony, judges and juries cannot be expected to detect or recognize purposefully misleading (or even fraudulent) valuation concepts or testimony. Purposeful deception by the appraiser can lead to specious over-compensation of the property owner (thus victimizing the taxpayer); or, a failure to provide appropriate and just compensation to the property owner – yet, the purpose of an eminent domain proceeding is to leave the property owner no richer or poorer as a result of the taking. This paper highlights some of the deceptive practices encountered in litigation settings and raises issues of competency, professional ethics, and the effectiveness of the inherent enforcement capabilities within those institutions awarding professional certifications. INTRODUCTION The practice of eminent domain mineral property appraisal requires (particularly with respect to undeveloped mineral properties) that the appraiser possess the requisite level of competence in all phases of mineral resource estimation, mine project evaluation, mine development, and mine operation (through closure). To the extent the appraiser lacks such competence, it is incumbent on the appraiser not only to divulge this lack of expertise but also to seek competent assistance in the performance of the appraisal. This competence or expertise can only be obtained through a combination of appropriate and relevant technical education and direct mining industry experience. There exist a number of professional certification and/or credentialing authorities that speak to such competency. In a similar manner, eminent domain mineral property appraisal (as the term implies) also requires that the appraiser possess the requisite level of competence in the practice of eminent domain appraisal. This competence or expertise can only be obtained through appropriate and relevant education, direct knowledge of appraisal theory, particularly as it relates to the concept of eminent domain, and licensure.

Throughout the history of the development of mechanical conveyor systems, it has always been an established condition that loads are received at one end of a single-belt conveyor and discharged at the other end, in a point-to-point, manner. In systems designed for the continuous transport of granular materials, vertical or horizontal changes in; direction have always necessitated two or mope single-belt conveyor units, with a corresponding number of motors, assemblies and attendant mechanical and human or electronic controls. Besides these high-cost factors, every change in the system's direction also calls for a transfer point that involves a drop-back of the material from one level to another with some loss of the material and, in many cases, unwanted additional granulation. Where changes in the location of the discharge point are wanted, the conventional single-belt conveyor must either be replaced by a shorter or longer unit or additional units purchased and installed, or existing units rearranged. This can take days or weeks, and involve special expenditures as well as loss of valuable production time.

In the time period from the early 1980's to the present, longwall roof support technology has evolved tremendously. Chock supports and caliper shields were replaced by 2-leg or 4-leg lemniscate shields. The lemniscate linkage for which the support is named offers numerous advantages to the sup-port both as a fabricated structure and to its performance in the mining application. The hydraulic system, which is the dynamic element of the roof support, was essentially unchanged in early lemniscate shields with the exception of the complexity of additional hydraulic circuits to power a canopy tilt cylinder and canopy side-seals. The control of these fluid-powered functions was provided by direct manual control of valves energizing individual functions onboard the roof-support or the adjacent roof-support. This control valve-gear was comprised of multiple individual valves arranged in a "bank" or integrated into a single hydraulic distribution block with a single operating handle to select any independent function.

Hecla Limited, Magee Scientific and the U.S. National Institute for Occupational Safety and Health (NIOSH) combined efforts to evaluate an in situ air filtration system for use in an underground mine environment. The purpose of the collaboration was to determine the efficacy of such a technology for reducing the concentration of airborne diesel particulate matter (DPM), with the aim of improving air quality in underground hardrock mines. A secondary goal was to evaluate the use of an aethalometer as a means of real-time measurement of black carbon as a surrogate for DPM. The evaluation included measuring the DPM-capture efficiency of the filter when it was preloaded with dust. Toward this end, rock dust was introduced at the filter inlet to create a dust layer on the filter surface, with the intent of providing improved capture of the much smaller DPM particles. The filtration efficiency for DPM was assessed by comparing measurements of DPM taken at the inlet and outlet of the system, using both realtime and time-weighted-average approaches. The real-time measurements were performed with a Model AE33 aethalometer, and filter samples analyzed by the NIOSH 5040 method were used to assess the effects of the system on time-weighted-average concentrations of total carbon. Results showed a reduction in DPM concentrations in the range of 82 to 89 percent. While the calculated efficiencies based on the two different measurement methods were similar, the DPM levels reported by the aethalometer were higher, possibly due to differences in the performance of the size selectors used for the two methods: impactors versus cyclones. More research is required to develop a robust correlation between the two methods to support the use of the aethalometer in future mining applications. The advantages of the aethalometer are that it can measure and record DPM levels for weeks at a time and can be directly connected to a mine monitoring system, potentially at multiple locations. Ideally, such data can be used to initiate the startup of the filtration system should DPM concentrations reach an action level. This work demonstrated that in situ filtration systems, modified to collect DPM and coupled with real-time monitoring, show promise in reducing DPM concentrations in the mine environment.

An air-pulsated jig has been widely adopted as a main coal washer. It may be mainly because of its many technical and economic features such as large capacity, low running cost, long life, etc. However, the recent increasing demand of fuel coal requires a higher productivity and efficiency of the air-pulsated jig. To fill this requirement theoretical and experimental investigations have been conducted on model and practical jigs in Japan. This paper generalizes the results of these investigations. In jig operation it is essentially of the most importance to create efficiently the pulsation of the water best suited for coal washing. The optimum pulsation should be determined by the theory of jigging process, and the method to realize it by that of pulsating mechanism.

The Federal Coal Management Program represents the culmination of several years of effort by the Department of the Interior (001) to reformulate the manner in which coal owned by the United States is leased and developed. These efforts began in 1970 with a study by the Bureau of Land Management (BLM), which indicated that unless drastic changes were made in. the federal coal leasing procedures, federal coal lands would be leased almost for the asking while production of coal from those lands had been decreasing. Consequently, informal action was taken in 1971, which resulted in no further leasing being authorized until February, 1973. At that time, a formal moratorium on most coal leasing was established, with exceptions granted only for leases needed to satisfy short-term needs such as maintaining existing mines or supplying reserves for new contracts in the immediate future. This leasing policy embodied a long term objective of developing an entirely new planning system for federal coal leasing, as well as to schedule the preparation of a programmatic impact statement for this new system. As a result of the 1973 moratorium and the ensuing application of short-term criteria, only 10 federal coal leases (covering approximately 30,177 acres) were issued from February, 1973, through January l, 1976.

INTRODUCTION The Washington Metro is a 98 mile rapid transit system that will serve the District of Columbia, southern Maryland, and northern Virginia. The construction work herein described relates to Section B-1 of this system. The contract for this work was awarded by the Owner, The Washington Metropolitan Area Transit Authority, to a joint venture doing business under the name of Ball-Shea-Norair. The partners in this venture were Gordon H. Ball, Inc., Danville, California; J. F. Shea Company, Inc., Walnut Creek, California; and Norair Engineering Corporation, Washington, D. C. The bid price for the project was $33,741,524 with a contract duration of 910 calendar days. Notice to proceed was issued January 5, 1970. The present modified price for the work is $36,866,000 with completion anticipated in July 1974. (About 1,638 days elapsed time.) The work to be done consisted essentially of construction of 3,490 linear feet of cut-and-cover track with side platform, and 600 ft cut-and-cover arch shaped subway stations. Stations are located in Judiciary Square and Eighth & G Street, N. W., areas. Decking of excavation in street areas, maintenance of traffic and utilities, vent and fan shafts, underpinning of court buildings in Judiciary Square and the Smithsonian National Portrait Building, and an electrical substation were included in the contract. Stations were constructed of cast-in-place concrete.

A new method of slaking lime has been developed by DENVER EQUIPMENT DIVISION of Joy Industrial Equipment Company and patented under U. S. Patent 4,261,953. The new method utilizes an attrition machine, commonly used in mineral processing circuits as a sand scrubbing device, to slake lime. The scrubbing effect of the attrition slaker continuously produces a fresh reactive surface so that further slaking may occur. This process allows for utilization of slaking all grades of burnt lime and most grades of dolomite lime. Testing indicates that poor grades of water usually not considered for this service can now be tolerated using the attrition slaker. The slaked lime produced is of higher quality, faster reacting and much less apt to produce scaling problems than previously experienced. The attrition slaker can be combined with a spiral classifier and ball mill to eliminate any need for grit handling or grit removal. The attrition slaker can be designed for all burnt lime tonnages up to the limit of 175 tph and 1" pebble lime size. Control can be maintained easily with minimal operator assistance. The equipment, the principals of process metallurgy, and the above topics will be presented.

This paper presents the results of an analysis and summary of relevant literature on the mechanism of cementation of metals in acidic aqueous media, with the aim of reconsidering the conventional assumptions. The simplicity of the process as a mere galvanic metal displacement is discussed, and the real effects of pH and hydrogen pressure in different cases assessed. Finally, an alternative mechanism scheme with respect to the role of hydrogen species, in agreement with reported data, is proposed.

Tracer gas sampling methods are useful for monitoring ventilation systems, especially in remote or inaccessible areas, and can be utilized for analysis of the ventilation system immediately following a mine emergency. However, the success of this technique is largely dependent on the accuracy of release and sampling methods. Analysis of sampling methods is crucial for rapid response and dependable results during emergencies. For the purpose of this study, four well-accepted sampling techniques currently used in the mining industry were compared using solid-phase microextraction (SPMe) fibers with sulfur hexafluoride (SF6), an industry standard, as the tracer gas. Current sample collection techniques include plastic syringes, glass syringes, Tedlar bags and vacutainers. SPMe fibers are used in a variety of industries, from forensics to environmental sampling, and are a solventless method of sampling analytes. To analyze these sampling methods, samples were taken from a 0.01 % standard mixture of SF6 and nitrogen and analyzed using electron capture gas chromatography. A relative standard error of less than 10% validated results to compare the accuracy of various methods. The technical and practical issues surrounding each sampling method were also observed and discussed.

The A$29 billion Chevron-operated Wheatstone Project is one of Australia’s largest resource projects. Located at Ashburton North, 12 kilometers west of Onslow in Western Australia, the project will consist of two Liquefied Natural Gas (LNG) trains with a combined capacity of 8.9 million tons per annum and a domestic gas plant. The LNG Plant will serve the offshore gas fields, which are situated some 250 km off the coast of Onslow in Western Australia. Once operational and on-stream, the Wheatstone Project will contribute to Australia becoming the world’s second largest exporter of LNG. For crossing the environmentally sensitive shore area, a micro-tunnel with an internal diameter of 2 m and approx. 1,242 m in length has been constructed by means of the pipe-jacking method. The micro-tunnel will accommodate a 1.1 m diameter pipeline (trunkline) to deliver gas from the offshore fields LNG Plant. The Wheatstone shore crossing design involves a number of unique challenges owing to its coastal location, where the alignment crosses through a shore area and terminates in a marine environment. This paper provides an overview of the Wheatstone Shore Crossing Project, presents the key features, and discusses the main aspects of the micro-tunneling design.

Soil next to a smelter abandoned about 100 years ago near Socorro, NM was found, by the US Environmental Protection Agency (EPA), to contain high Pb concentrations. Detailed characterization of the soil by the New Mexico Bureau of Mines and Mineral Resources (Bureau) shows that the highest Pb concentration is in the clay-size fraction, although this fraction accounts for only 1 to 3 wt % of the soil. The depth of contamination, determined in areas relatively undisturbed since the smelter was abandoned, is no more than 76 mm (3 in.). Because of the soil's alkalinity, the Pb mobility is dominated by the movement of Pb-bearing particles, as opposed to chemical transport in solution.

The first reaction in organizing a project of magnitude is that it's the same as smaller projects -- just bigger. This is not totally correct. The industry's record of completing big-money jobs on time and within budget is not outstanding. From a personal point of view, my question is: What is the project size at which controls are lost? Is it controls? Is it the number of pieces of equipment? Is it the number of decisions to be made? The slowness of communications? Or is it a combination of all of these? In working on multimillion-dollar jobs, the percentage of overrun seems to be lower or show an underrun when the following basics are followed: 1) Preplanning is intensified 2) Data gathering is complete 3) Approach is optimized 4) Planning is realistically scheduled 5) Changes are minimized 6) Decisions are expedited

In 1976, a decision was made by Anamax Mining Company to install an unusual conveying system to transport ore 10.3 km (6.4 mi) from the new Eisenhower Mine to the Twin Buttes concentrator. The system, supplied by Cable Belt Limited of the United Kingdom, represents a radical departure from conventional belt conveyors. The driving tension is applied through two endless wire ropes driven by a single 2 240 kw (3 000 HP) drive while the belt acts only as the ore carrying medium. Full production was begun in January, 1979. Start-up problems hampered production for several months but were resolved by a joint Anamax-Cable Belt effort. The system has been operating at design capacity for 4-1/2 years, and has proven itself as a reliable, low cost ore transportation system.

Global public mineral reporting codes have driven strong governance of public disclosures of minerals information. Recently, we have seen an increase in disclosure of information related to Environmental, Social and Governance (ESG) issues, and governance of ESG information in mining companies has arguably reached a similar level of governance and diligence afforded mineral reporting. We define Resource Governance as the conjunction of environmental, social and minerals governance. A modern systems approach to Resource Governance, which combines mineral and ESG information, would provide not only reporting and governance capability, but also has the potential to sense/respond, predict, and manage ESG risks.

The construction and modification of tunnels brings a requirement for precise measurement of convergence and divergence to safeguard the structure, maintain safety and provide the assurance needed to maintain efficient progress. Established methods include manual measurement using tape extensometers and automated methods using photogrammetry and automated total stations. Drawbacks include the need for frequent access, power supply, cabling, and cost. The paper describes how the development of reliable optical displacement sensors (ODS) has changed the landscape. ODS sensors are connected to a long-range wireless mesh communications network via a solar-powered gateway outside the tunnel, with data instantly transmitted to the internet. A sensor and its reflector target can be installed in 20 minutes and is maintenance free for a decade. Tunnel movement is measured to sub-millimeter precision with repeatability of ±0.15 mm. Integration of a triaxial tilt sensor allows slope distance to be converted to horizontal and vertical changes and allows rotational movement to be determined. Applications include new-build and long-term structural health monitoring. Case studies will be given, including the refurbishment of rail tunnels in Spain where the ODS measured movement during track lowering in a situation where no other automated system was considered viable.
