The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance. The applicability of biosorbent materials for the removal of uranium and other heavy metals from synthetic and actual uranium mil 1 tailing (UMT) solutions has been investigated. The biosorbent materials used in this study were barium loaded beads of alginate, alginate-dextran sulfate, alginate-carrageenan, and alginate-xanthan gum. These studies were performed in stirred vessels and packed columns. It was observed that 100 percent of the uranium could be removed from a synthetic solution following 2 hours of contact time in a stirred vessel, and 80-100% of U, V, Mo, Mn, Sr, and Zn could be removed from a UMT effluent solution with a packed column. Kinetic evaluations were performed, using a generalized rate equation, on the biosorption of uranium with these barium loaded beads.

A new super-large 100 m3 (3500 A3) pneumatic mechanical flotation cell is now available to meet future mineral processing challenges. Several innovative design concepts represent a marked departure from conventional flotation cell designs. The radial discharge from the pump action rotor and the overhung vane type stator is contained in a conical bottom cylindrical tank with no dead comers. Peripheral launders collect froth overflowing the entire circumference of the tank and these launders are of a hexagonal design permitting cells to be nested together in a honeycomb fashion. This new flotation cell is powered by a custom designed hydraulic motor package that provides infinite speed control in individual cells and a soft start under load

The following paper is an evaluation of the instrumentation programs on recent Corps of Engineers tunneling projects. The authors have first-hand knowledge of the NORAD Cheyenne Mountain Complex (NCMC) Expansion Project. Information on the other projects comes from conversations with those directly involved in the instrumentation programs and from referenced reports. The specific objectives of this paper are: (1) to state the purposes of the instrumentation programs, (2) to discuss the benefits gained from the instrumentation, and (3) to present conclusions from this study that will provide guidance to those planning instrumentation on future projects. Presentation of detailed descriptions of the projects and instrumentation data is limited to that necessary to the accomplishment of the above objectives. NCMC EXPANSION PROJECT The NCMC is located at a depth of approximately 800 feet in Cheyenne Mountain near Colorado Springs, Colorado. For the current expansion project new chambers were mined to accommodate a new diesel power plant and associated cooling and air handling equipment. During 1971 some 55,000 yd3 of granite were mined through existing access tunnels for this expansion. A model of the new excavation is shown in Figure 1. The light shaded areas are new openings, and the dark areas are portions of the existing operating complex. The large chamber to the right is the power plant chamber and has a span of 67 ft, a height of 50 ft, and a length of 172 ft. The other large chamber on the lower level is the cooling tower chamber and has a span of 38 ft, a height of 45 ft and a length of 185 ft. Commonly used predictors of ground vibration from blasting, being linear in log-log plot, do not model the underlying physics of wave attenuation. Amplitude of the wave decays with distance due to geometrical spreading and inelastic attenuation producing a nonlinear carve in log-log scale. The nolinear decay of seismic waves has also been observed from non-explosive sources, such as, pile driving, drop hammer, traffic, etc. The improved predictors, by explicitly taking these two mechanisms into consideration, model the data trend extremely well at all distance ranges. Actual field data from different studies have been used to validate the improved models.

The past five years have seen communications techniques and hardware developed by the Bureau of Mines and its contractors increasingly brought into use in U.S. mines. The Bureau of Mines philosophy has been to help develop and introduce new hardware that goes as far as possible toward meeting the mining industry's needs. The Bureau of Nines programs are also designed to provide continuous fallout of new communications capabilities which are introduced to the mine operators as they occur. As more progress is made in meeting mine comnications needs, it is hoped that the mining industry will readily adopt the equipment and techniques that it finds most useful in meeting its individual needs. This paper reports on recent advances achieved in the development of improved nine communications systems.

Environmental laws and regulations have proliferated over the last two decades. 1/ Within the last year, Congress has dramatically expanded the scope of the Superfund program 2/ and has enacted significant new amendments to the Clean Water Act.3/ In addition, EPA has shown no signs of slackening the pace at which it promulgates new regulations to implement statutory programs. The agency projects that over the next few years it will issue approximately 275 new regulations under the statutes it implements. 4/

Widespread high-calcium (HC) limestones in New Mexico and adjoining areas, are low in magnesium, but some units include shale interbeds that would be deleterious for usage in sulfur removal. In southwest New Mexico, southeast Arizona, and adjoining parts of Mexico, limestones in the thick Mississippian Escabrosa, Pennsylvanian-Permian Horquilla, and Cretaceous U-Bar units are HC as are strata in the Mississippian Lake Valley, Pennsylvanian formations, Permian Hueco, and parts of the Permian Capitan Limestone of south-central and southeast New Mexico and west Texas. In north-central and central New Mexico, many limestones in the Pennsylvanian Madera Formation are HC as are some of the Cenozoic travertines. In northwest New Mexico, where the present-day mine-mouth coal- fired power plants occur, there are no HC limestones, but to the north in southwest Colorado some beds of the Mississippian Leadville Limestone and Pennsylvanian Hermosa Formations are HC. HC limestones considered contain at least 95 percent calcium carbonate and less than 3 to 5 percent magnesium carbonate. Limits for other impurities are alumina, 1 percent; silica, 2 percent; sulfur 0.05 percent; phosphorous, 0.02 percent; and iron oxide, about 1 percent. Chemical and physical requirements differ slightly depending upon the ultimate use.

In this study, several methodologies to manage low grade and often competent portion of the ore have been proposed and tested in lab, pilot and operational scales. Relevant to this subject, the Cooperative Research Centre for Optimising Resource Extraction (CRC ORE) has developed Grade Engineering® (GE) concept to modify feed streams by rejecting the low grade and possibly hard components in the stream at the early stages of a value chain. Application of GE requires to understand the impact of the process on the value chain as they are value modifiers on in situ opportunities. Traditional modelling approaches and tools do not have the ability to run the analysis in a block model scale with high fidelity in an integrated value chain. Integrated Extraction Simulator (IES) in conjunction with sophisticated analytical tools such as a neural network (NN) was used to develop and reconcile a fully integrated value chain. The value chain model makes it possible to run all available blocks in the Geomet block model, which could be several millions, under possible scenarios for Grade Engineering for economic evaluation analysis and mine planning.

The Mineral Creek Diversion Project is at the Asarco Ray Mine Complex, about128 km (80 miles) east of Phoenix, Arizona. The new tunnel will intercept the waters of Mineral Creek about 2,134 m (7,000 ft) upstream from an existing tunnel. The 5.74 m(18.83 ft) hard rock TBM will break into the old tunnel about 2,162 m (7,090 ft) in from the old portal after mining 3,888 m (12,753 ft). The TBM will mine through a series of igneous and metamorphic formations including volcanic tuff, soft volcanic ash, massive diabase, fractured quartzite, and schist. The TBM will hole through into the existing 4.88 m (16 ft) dia. horseshoe tunnel where the TBM will be disassembled and removed from the tunnel.

The continuous sintering process was invented more than 60 years ago by two metallurgists, Arthur S. Dwight and Richard L. Lloyd, who saw a need for automation in mineral processing. Their specific objective was to beneficiate copper ore by desulfurizing and agglomerating it for copper blast furnace smelting at the Cananea plant in Mexico1. Since their early development the process expanded widely in scope, size, and application. The current worldwide sintering applications exceed 250 million tons per year for agglomerating ores of lead, manganese, zinc, and iron. Sintering is also widely used for production of sintered lightweight aggregate from clays, shales, and fly ash. The continuous sintering process took on wide expansion during the 1960's in foreign countries. Plants for production of approximately 135 million tons per year were built in these countries for sintering iron ore fines as shipped from new iron ore projects of Canada, Liberia, India, Brazil, and Australia. This expansion represented construction of approximately 80 new sintering plants, some as large as 15 thousand tons per day production on a single large sintering machine. Sized self-fluxing or highly fluxed sinter has become recognized as a premium blast furnace charge and has enabled blast furnaces of Japan and Europe to produce upwards of 10,000 tons of metal per day with coke rates less than 1,000 pounds per ton of metal. This coke requirement is practically 50 percent of the ordinary rates achieved during the early 1950's when the peak blast furnace production was less than 113 of the current records.

An accurate, efficient and stable computation of the mill matrix function (eAt) is needed where mill matrix (A) is a real general matrix. Two important modeling cases in comminution where such need arises are: Heterogeneous comminution behavior of multi-component ores and ultra-fine grinding involving simultaneous attrition and fragmentation breakages. This paper presents the application of a novel splitting method in conjunction With similarity transformation technique in the form of "product formula" which is found to work in all cases and uses a most aggravating, yet interesting property of the matrix exponential in a restricted sense. Results are presented showing that this method can yield solution as accurate as those obtained With an analytical technique. The utility of this computational approach is demonstrated by parameter estimation analysis using a distributed component model in the liberation area through computer simulations.

A sulfur concrete technology has been developed by the U.S. Department of the Interior, Bureau of Mines, in which chemically modified sulfur is utilized with suitable mineral aggregates to produce construction materials which are resistant to corrosion by acids and salts. This report presents a summary of the basic technology and results of testing the materials under actual operating conditions in 50 corrosive environments in 40 commercial plants. After 4 years of testing, there was essentially no evidence of material degradation or loss of strength. Regular concrete materials were attacked and in some cases completely destroyed under the same conditions. Testing is continuing to establish ultimate longevity and durability of the sulfur concretes. The materials are finding widespread applications in metallurgical, chemical, and fertilizer processing plants.

"Underground construction poses certain challenges for all parties involved because the actual ground conditions are often unpredictable. Highly complex projects like tunnel construction are affected by various uncertainties. To address this complexity, the construction contract has to be flexible enough to be adapted to the actual conditions (e.g. divergent ground conditions, work delays). However, the adaptation of a tunnel construction contract does not guarantee the absence of a margin of interpretation. The perfect construction contract is an illusion because ex ante statements of the actual ground conditions are not feasible. This paper will discuss contractual parameters that must be considered in order to enable an effective adaptation of the contract during excavation. It is therefore necessary to discuss the following topics: decision-making competence, variable remuneration, fair-risk allocation, value engineering and partnering between client and contractor. INTRODUCTION Thinking of tunnel construction processes, engineers’ first (or at least second) association is about ground conditions. When constructing under the surface, the project is directly related to the ground conditions; however, ground conditions are known fairly well in advance. The estimated conditions can be the same or can also differ from the existing ones. A clear view of the conditions is possible only by driving through the section. What Hoek calls “Geological unpredictability which is guaranteed to provide some surprises in even the simplest tunnelling job” is, in addition to contractual issues, one of two critical aspects of modern tunneling (Hoek 1982). Almost no research tries to figure out, what flexibility in this context means and how to approach it in the contracts. Papers dealing with the New Austrian Tunnel Method (NATM) pose some principles to meet the requests for flexibility (cf. Austrian Society for Geomechanics 2011). However, it remains unclear how to create contracts in order to make them “flexible” enough to react to divergent ground conditions."

INTRODUCTION For overland conveyors of several kilometres length and as well as wide for conveyors designed for high mass flows, the cost for the conveyor belting share is 40% to 50% of the invested cost 173. The German Standard DIN 22101 is used for calculation and dimensioning of - conveyor belts and belt conveyor components. Developments in rubber technology and conveyor belt design required a revision of the standard released in 1982 121, which was published in August 2001 131. New research results and publications 16-9, 13-15] led to a better understanding of the material behaviour and their influences on conveyor belts. Test and calculation methods have been established to determine the most important parameters which are related to the performance of a conveyor belt line. These parameters are • The running resistance of the idlers • The indentation resistance of the belt • The dynamic splice efficiency • The distribution of belt load in the splices, transition zones and on pulleys. As a result, new rubber compounds with low indentation losses allow the use of reduced friction coefficients and thus lead to reduced power consumption, smaller drives and lower belt tensions. The deeper understanding of the flux of forces within belt splices led to both optimised splice design and optimised rubber compounds which significantly improve the dynamic splice efficiency. Therefore, in accordance with the standard, the benefits of these technologies and the better understanding of material behaviour allow a reduction of belt strength still maintaining sufficient safety factors. Thus engineers are enabled to calculate belt tensions more exactly and users are encouraged to pay more attention to starting and braking techniques. DETERMINATION OF DRIVE FORCE According to the DIN standards the resistance to motion generally has to be determined for each different section of the belt conveyor including upper and lower run separately. The necessary drive power P is calculated as [ ] with v as the conveying speed. The total of all resistances to motion of carry and return run can be determined as [ ] FHo and FHu are the primary resistances consisting of the running resistances of the idlers, the indentation resistance of the belt, the fulling of the conveyed material and the flexure of the belt. While indentation resistance and idler resistance are measurable, they have been deter- mined to be responsible for up to 70% of the primary resistances covered by FH. Further FN is the secondary resistance that covers, for example, the resistance of feeding points and scrapers. Fa are the total slope resistances and Fs is the total of all special resistances, resulting, for example, from belt steering devices. These three resistances should be neglected in the following discussion. For conveyors where a determination of the substantial parts of the resistances to motion is not possible, according to the new DIN standard [31 a determination of the drive power is acceptable by using the fictitious friction factor) [ ] In this formula the index i identifies the individual section of the conveyor, 1 is the length of the section and MR, MG and ML are the related masses of the idlers, the belt and the load in kg/m. During the past two decades, we have witnessed the computer revolution. Like other revolutions, it has been successful in many ways; however, it has not been without difficulties. One of the areas where these difficulties have been more prevalent has been in the application of computers for the purpose of controlling industrial processes. During the early 1960's, many people naively assumed that bridging the gap between data processing and process control was a simple matter of connecting a few wires, doing a little programming, laying off most of the people and watching the plant make great increases in production as the lights on the computer blinked on and off. Unfortunately, it has not been that simple. Instead, a whole new-set of disciplines has been required to overcome the major obstacles that exist. Nevertheless, current successes are proving that the digital process control computer is here to stay, and that through the application of digital computers an attractive return on investment can be obtained in many applications.. The purpose of this paper is to illustrate some of the requirements for successful implementation of computer control systems, with particular attention to the following four objectives: First: Acquaint the reader with the general control problems so that he may more fully recognize the major requirements for successful implementation. Second: To acquaint the reader with the types of control hardware that can be considered for use in the development of control systems. Third: To discuss some of the major obstacles that must be overcome for successful implementation of computer control systems. Fourth: To discuss the systems approach in the development of control systems and to illustrate it in the implementation of an actual control system.

"INTRODUCTION AND BACKGROUND The world needs visionary people to break new ground and bring development forward. The human race has an inherent power and lust to explore and push borders, but also to connect and bring people together. Transport of people and goods has through history been a key factor to develop societies and increase collaboration between people and regions. Today, in the era of globalization, efficient transport systems are still vital for further development. Often, ideas of bold projects, like long bridges or tunnels, have been raised long before those projects are realized and actually built. This shows that visions must gradually be transformed into feasible business cases and sustainable political solutions. In some cases also technological development is necessary to make visions come true. Isambard Kingdom Brunel, indeed a visionary engineer, completed the oldest underwater tunnel in the world when the Thames Tunnel in London was opened in 1843. This tunnel is still in operation and now part of London’s rail transport system. Another milestone for the tunnelling industry was passed when the 54 km long Seikan tunnel in Japan was opened in 1988 after more than 15 years of construction. This tunnel is presently the world’s longest railway tunnel. Together with the 50.5 km long Channel tunnel between the UK and France, which has the longest undersea portion 37.9 km, they constitute examples of pioneering engineering projects that bring the industry forward. In 2016, the Gotthard Base Tunnel will be opened and then becomes the longest railway tunnel in the world with its 57.1 km. The trend is obvious that tunnels throughout the world are getting longer and longer. The Brenner Basis Tunnel presently under construction will yet again break the record being 64 km long. Presently, a number of even longer tunnels are planned and under design, some of these also have very long subsea portions, e.g. Bohai Straight Tunnel (123 km), Irish Sea Tunnel (around 100 km) and the Helsinki – Tallin fixed link (approximately 90 km). Northern Europe sees an increasing demand on efficient transport corridors to meet the growth of freight transportation between the Scandinavian Peninsula and central-Eastern Europe. Sustainable solutions will be required, and a shift from road/maritime transports to rail is imperative. Consequently, this paper describes yet another visionary project, a fixed railway link between Sweden and Germany, the Shortcut, to enhance traffic between these regions and to make it greener. It is true that this project still requires some work from politicians, economists and engineers to be realized, however, building a 100 km long tunnel under the Baltic Sea may become reality sooner than we think."

"Language barrier in a workplace affects workers’ productivity and safety. The objectives of this paper are to: (1) review the various approaches for breaking language barriers among miners; and (2) analyze the costs and benefits of these approaches, and make recommendations on the way forward. The authors achieve these objectives by reviewing the current approaches in breaking language barriers among miners. The review reveals that some of these approaches can be expensive with less benefits. Thus, it is concluded that mining companies should carefully select the optimal approach to break language barrier. INTRODUCTION Multi-national mining companies have expanded their operations into non-traditional mining destinations to grow and meet market expectations. For instance, Newmont Mining Corporation has about 14 operations and projects located in Africa, Asia, Australia and America (Newmont Mining Corporation Operations and Projects, 2015). Similarly, Freeport-McMoRan operates about 14 mines in North America, South America, Southern Asia, and Africa (Freeport-McMoRan Inc., 2015). Some mining companies have also attracted expatriate workers into their workforce. For example, Ma’aden, the Saudi Arabian mining company, in its 2013 annual report states that 34% of its total employees are expatriates (Ma'aden, 2013). Expatriates constitute a key source of skilled labor and facilitate skill transfer. The success of many international operations relies greatly on expatriate performance (Erbacher, D'Netto & Espana, 2006). Even companies that do not expand their operations into other foreign countries still have to deal with language barriers due to changing language demography of the country and the areas from which labor is sourced. For example, the language composition of the workforce and languages used in South African mines is diverse with miners proficient in Afrikaans, English, Zulu, Xhosa and others to varying degrees (Research Focus (Pty) Ltd, 2011). As a result of these trends, most mines today operate with a multinational workforce. This means cultural differences, including language barriers, exist among the miners. Marschan-Piekkari, Welch and Welch (1999) emphasize the fact that language problems become prominent as companies internationalize and grow their operations into more countries. According to a survey by Forbes, language barrier affects operations. For example, business owners acknowledge that language proficiency may promote a safer work environment (Rubin, 2011). A research has shown that language and cultural barriers in a workplace contributes to reducing workers’ productivity, increasing accidents, and hurts employers’ ability to recruit, hire and retain workers (Morris, 2002). Hence, mines are making efforts to break language barriers in their operating environments. Ma’aden, for instance reported in 2013 that 1,506 of its employees received training in English as a second language (Ma'aden, 2013)."
