Pad construction costs can impact the overall economics of heap leach projects. Pad construction costs for single-and double-lined pads, using various designs, are listed for a typical small and large project. Double-lined pads are now more often required by regulatory agencies. Unless such designs reduce the risk of site specific contamination significantly, the extra costs cannot be justified from an economical viewpoint. Specific attention is given to the short project life (typically five years) of heap leach projects. A few numerical examples are presented to demonstrate the overall economic impacts of these costs on economic parameters.

The Waste Isolation Pilot Plant (WIPP) Project was established in 1975 by the Department of Energy (DOE) under Public Law 193 to develop the necessary technology for safe disposal of radioactive wastes from the defense programs of the U.S. The technology development involves extensive theoretical, numerical, and laboratory programs, as well as construction of the WIPP facility in southeastern New Mexico for in situ testing and waste storage demonstration. If after the demonstration, the facility is found to comply with regulations of the Environmental Protection Agency, then the facility will become a repository for Transuranic (TRU) waste. The underground portion of the facility is 655 m beneath the ground surface in massive natural salt deposits of the Salado formation, as shown in Figure 1.

Noise-Induced Hearing Loss (NIHL) continues to be a concern of the mining industry. A new noise standard (30 CFR, Part 62) is aimed at reducing NIHL in mining through engineering and administrative noise controls. However, the difficulty and expense of implementing engineering controls can make administrative controls an attractive alternative for reducing worker noise exposure. Over the last three years, the National Institute for Occupational Safety and Health (NIOSH) has conducted worker noise exposure surveys in underground and surface coal mines and coal preparation plants. The surveys revealed numerous possible administrative controls and an approach to implementation and analysis. The surveys have shown that worker dosimetry, time-motion studies, and equipment noise profiling are important aspects of effectively utilizing administrative controls. A description of the approach for selecting, implementing, and evaluating administrative controls, and a list of administrative controls, are reported.

The U.S. Bureau of Mines has investigated the recovery of metals from copper industry wastes by sulfuric acid leaching in a semi-continuous, bench-scale system to solubilize arsenic, copper, and molybdenum. Leach residues contained approximately 40 wt pct PbSO4, suitable for processing at a lead smelter. Arsenic and molybdenum removal from leach solution was examined using solvent extraction with tri-n-butyl-phosphate (TBP), and copper was subsequently recovered by cementation. Bleed electrolyte from a copper refinery was determined to be a viable source of acid for the initial leach stage.

INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. The sedimentation and dewatering characteristics of flocculated slurries are determined by the size and density of the flocs. Studies of the formation and growth of flocs reveal that floc size is limited by breakage of the agglomerates due to shear in the suspension. Floc density measurements indicate that there is an inverse relationship between size and density. This relationship appears to be determined primarily by the nature of the solid particles, especially the size distribution, but it appears that agitation of the suspension can lead to some densification of the flocs, in addition to breakage. It follows that both size and density can be controlled to a significant extent by regulating the physical conditions (agitation, method of flocculant addition etc.) during flocculation. The use of physical floc conditioning to control the sedimentation and dewatering (filtration) behavior of flocculated, fine-particle suspensions is evaluated in terms of its effects on floc size end density.

Water conservation and compliance strategy can be cause for success or failure of a new or existing mining operation. Water accounting at outset, and pit and waste dump planning, may not fully consider total inflows, or sediment loads encountered during mine life. Environmental impact assessments, and permitting often dictates the rules, and these may change, to be more stringent, during course of mine development. This paper will identify techniques to control unprojected fresh water, or increased surface water flows in surface mine operations.

RADON EXPOSURE AND CARCINOGENIC CELL TRANSFORMATION The highest radiation burden to miners is due to inhalation of radon and its short-lived decay products. The quantification of the risk associated with this radiation burden is complicated by modeldependent lung dosimetry, insufficient accuracy of past human exposure data as well as lacking knowledge about potential synergism of various carcinogens. Nevertheless, it is evident from epidemiological studies of miners that inhalation of elevated levels of radon daughters is correlated with increased lung cancer incidence (UNSCEAR, 1977). The situation is further complicated by the lack of reliable data on the biological variability of the latency period for the development of lung tumor under varying exposure conditions. At present information on variation with age is scarce, however, it is indicated that the excess lung cancer rate for workers exposed to high radon levels is considerably higher, if exposure occurs at ages over 40 years as compared to under 30 years of age (Sevc, Kunz, Placek, 1976). Furthermore, latency period is shorter by 6 - 7 years for smokers exposed to elevated radon levels than for non-smokers (Fry, 1976). Analysis of US- and CSR-uranium miner data revealed that the mean latency period is in the order of about 15 years (Jacobi, 1973). These uncertainties, together with medical diagnostic shortcomings, lead to the dissatisfying situation that at present the detection of radon induced injury of mining personal is primarily the assessment of the endpoint, i.e. radiation induced cancerous transformation of lung cells with typically less than 10% chance for recovery. Therefore it would be advantageous to develop practically applicable diagnostic aids to indicate already early precancerogenic changes of cell characteristics. This would permit the identification of specific population groups at increased risk for the development of lung cancer, thereby increasing the chances of more successful medical treatment. Despite continuous improvements in the reliability of test methods for the diagnosis of cancer cells there is still need for techniques, which enable the detection of transformed cells before the onset of invasion of the host organism. It is generally recognized that the transformation of a cell into a malignant state leads to a change of the cell surface, indicating a correlation between membrane-specific immunological properties and loss of growth control. Surface alterations on cells appear to be responsible in part for the malignant state and are not simply secondary effects of the transformation (Schnebli and Burger, 1973). Furthermore, membranes of cancer cells differ significantly from those of normal cells, particularly, in permeability properties (Rastogi, 1976). In dying cells, proteins, glycoproteins, peptides, aminoacids and their breakdown products are released, which block the permeation of the membrane itself. A mammalian cell can be considered as a 3-phase system (interior, boundary, environment) with the membrane forming a heterogeneous barrier between two subsystems. Under normal circumstances a difference of chemical potential is maintained on both sides of the membrane, causing an ion gradient across and fixed surface charges on the membrane. This results in a membrane resting potential (MRP) between cytoplasm and the bulk medium. It has been shown that MRP is a highly sensitive indicator for cellular reactions due to physical, chemical and biological agents, particularly whenever phenomena of transport and ion gradients as well as permeability are involved (Redmann, 1980). The primary interaction of the agent "ionizing radiation" with any form of living matter occurs at the cellular level. The component with the highest hit probability is the cell membrane. In the study presented MRP-changes of human cells were investigated with simultaneous measurements during irradiation and post-irradiation intervals up to six days. Furthermore, the suitability of MRP-measurements of human cells was tested as an indicator for early changes of cellular properties prior to the histological confirmation of carcinogenic transformation. EXPERIMENTAL METHODS Lung cells The biological specimen used were cultured human lung cells and human lung biopsy samples. Monolayers of lung fibroblasts (W138) were grown in petridishes using conventional culture techniques. In addition, transformed lung cells (W138SV13, subline 2RA) were used applying similar culture methods. All petridishes were incubated at 37°C and only cells in logarithmic growth phase were used. Freshly excised lung biopsy samples were obtained from randomly selected male and female patients (20 cases), where suspected or unclear malignancies were indicated by clinical or X-ray observations. At the time of sampling 80 % of the patients were or had been smokers in the past. The samples were taken by means of a stiff bronchoscope introduced into the trachea under local anasthesia with 1 % Novesinsolution (preparation with Atropin and Pantopen). This permitted the observation of both main bronchi down to the segmental bronchials. From each patient two tissue samples were excised from the mucusepithelial layer under visual control with fiber optics and transferred immediately into 1 % NaClsolution. Operating mines in Wyoming and Montana, which are generally characterized by shallow overburden and thick coal seams, are faced with reclamation problems which are unique to this area. Unlike the eastern or midwestern mines, removal of thick coal seams and lack of sufficient overburden creates overburden deficiencies that require careful evaluation prior to mining to insure compliance with regulatory requirements. Computer models and computer graphics can assist in such evaluation where appropriate alternatives can be selected which satisfies both the regulatory requirements and minimizes cost. This paper presents one such model used in evaluation of backfill requirements for restoration of surface and ground water regimes, restoration of mined-out areas to the approximate original contour, and the blending of the mined-out areas to the surrounding topography.

SAG mill throughput is often a bottleneck in increasing metal productivity. Improved size distribution control in the mill feed can be used to increase mill production. This can be accomplished by controlling blast fragmentation as a function of energy input and rock characteristics. Such an approach requires the integration of rock fragmentation and comminution modeling. The optimal mill feed size distribution is determined by adapting a population balance comminution model to a measure of rock hardness or fragility which is also relevant to the rock fragmentation that is achieved by blasting. The relation between the size distribution and fragility of the feed and of the mill's product and the critical size in a SAG mill is examined.

In response to the Natural Resources Canada “Crush It Challenge”, Corem partnered with the University of British Columbia and led a project to develop and demonstrate the use of high-pressure grinding to replace the workhorse of the industry, wet ball milling, with high-pressure grinding. Two plant case studies, a small tonnage gold recovery operation, and a large tonnage copper recovery operation, were carried out. Plant circuit performances were compared to pilot plants operated on the same circuit feed set up to represent the novel equipment and flowsheet that was developed to produce separation circuit feed. Numerous obstacles to industrial implementation of highpressure grinding in this role which were recognized at the outset of the work were successfully addressed. In both cases, comminution equipment energy savings alone, and final stage total circuit energy savings, exceeded 60% and 50%, respectively. Downstream mineral separation performance was the same or better.

Flotation columns have been readily accepted for use in most sulfide flotation plants; however, recently columns are being used in many other areas. Recent improvements in design methodologies have overcome many operating problems and led to improvements in metallurgy. In addition, physical improvements in column design have simplified their operation while leading to better control. The Turbo-Air External Bubble Generator has provided a method for bubble size control and variation in air holdup and carrying capacity. These have enabled commercial operations to improve grades and recoveries by optimizing performance.

A previous investigation showed that corrosion currents estimated from polarization curves for the pyrrhotite-grinding media system under abrasion correlated well with corrosion currents estimated from marked ball wear test data by applying the Faraday's Law. Freshly abraded metal debris were magnetically attracted to pyrrhotite and lowered the rest potentials of the mineral particles, thereby affecting the corrosive wear. The investigation was extended to explore the interactions between a nonmagnetic sulfide mineral, pyrite, and abraded metal debris and their effects on the corrosive wear mechanism. The electrochemical behavior of a three-electrode system involving pyrrhotite, pyrite and grinding media was also investigated as a first step towards elucidating the nature of interactions that occur in the grinding of complex sulfide ores.

The Dulles Corridor Metrorail Project is a $3-billion project that will link Dulles International Airport with the downtown center of Washington D.C. by way of a single seat train ride. The project is mostly above ground, but it does include two short, yet complex, tunnels through the area of Tyson?s Corner. The project is being completed in two phases. The Dulles Transit Partners (DTP), led by Bechtel, was awarded the first phase, a $1.6-bil-lion phase that includes 17 km (11 miles) of track with five stations. At Tyson?s Corner, the project includes twin 730-m- (2,400-ft-) long, 6-m- (20-ft-) diameter tunnels. Bechtel is self-performing construction for the $1.6-billion design-build job. Gall Zeidler Consultants was hired by DTP as designer for the NATM tunnel portion of Phase 1, and Beton-und-Monierbau was hired as tunnel subcontractor. Tyson?s Corner is an affluent and congested area that sits 152 m (500 ft) above sea level. To get through the area, it was decided that tunnels would be the best option with the least amount of disturbance to the surrounding areas. However, with extremely shallow groundcover above some points as well as soft soil throughout, the tunnels are also the most complex aspect of Phase 1. About 213 m (700 ft) was constructed utilizing the cut-and-cover method. The remaining 518 m (1,700 ft) is being constructed using the New Austrian Tunneling Method, which integrates the principles of the behavior of rock and soil masses under load, and monitoring the performance of underground construction during construction. ?The tunnel only falls 2 m (7 ft) from one end to the other and we pass through two soil conditions, they are both soft ground,? said Dominic Cerulli, tunnel task manager for Bechtel. ?Soft ground is very tricky because you have to close the ring in a timely manner to minimize settlements at the surface. If you don?t close the ring quickly to achieve a round structure that?s good in compression, the tunnel could start necking and squatting and the ground above it will settle. We are under major roadways, so excessive settlement would be a bad thing.?

To evaluate intelligently and to market a source of rare earth raw material, it is necessary that the producer understand the requirements of the processor and the manner in which these requirements effect the value and salability of his product. This paper will be an attempt to aid in such an understanding. The majority of rare earth processors are primarily chemical companies, not mining or metallurgical companies, as the complexities of the processing procedures are' much more chemical in nature than metallurgical. The rare earths and the rare earth industry are normally divided into two groups - the ?light? or cerium group and the ?heavy? or yttrium group. They are so named because cerium and yttrium are the most common elements in 'heir respective groups and are so divided on the basis of mineralogical and chemical characteristics. The dividing line of the two groups is not rigidly fixed but usually is considered as being between samarium (atomic number 62) and europium (atomic number 63). Although the two groups are quite similar, processing procedures differ significantly, hence most processors tend to specialize in one group or the other. There is, however, a growing tendency toward participation in both groups.

Unlike most other minerals, electrokinetic measurements of calcium montmodonite (a clay mineral) and u1exite (a boron mineral) exhibit an unusual behavior. While the addition of monovalent salts such as NaCI and KCI is expected to compress the electrical double layer with a resultant less absolute charge, an opposite trend is observed. A set of systematic experiments with monovalent and multivalent ions has been carried out to understand the mechanism of this phenomenon Examination of the results reveals that the behavior of montmorillonite is dictated by the exchangeable divalent cations at the edges which undergo an exchange process with monovalent cations resulting in the reduction of positive charges. The solubility of ulexite, on the other hand, is found to decrease with increasing monovalent cation concentration leading to again an increase in the absolute negative charge.

This paper is intended to give the reader an update on the work being done at the Mackay School of Mines about the fate of cyanide on precious metals mill tailings waste. During the last two years several tailings impoundments have been sampled and analyzed for total and free cyanides. From our sampling program we are beginning to learn valuable information concerning the fate of cyanides in precious metals mill wastes. Included in this paper is a detailed description of our sampling and analytical techniques. Also, some of the data obtained from five sites are given.

Over the past several years, Somerset International has successfully installed over 20 patented Sub325® Fine Coal Recovery Systems in the United States, Australia, Canada and Russia. These installations recover between 5 TPH and 40 TPH for the host sites. In addition to the increased revenue from the direct recovery of a recirculating load (Screen Bowl “Insurance”, Direct Recovery vs. Indirect Recovery via Recycle, CPSA 2020), host sites have seen benefits ranging from improved operation of refuse equipment to a reduction in the solids content of the refuse streams. As Somerset has improved ultra-fine coal recovery through the introduction of Sub325® Effluent Flotation and, most recently, the Sub325® Effluent Settler™, the amount of coal that has been recovered from these systems has increased by up to as much as 25%. Many host sites have taken a sense of ownership in the Somerset system and consider it to be a critical circuit in the overall optimal performance of the plant. In the past year, Somerset has taken the initiative to expand upon the capabilities of the Sub325® Fine Coal Recovery System, primarily the Sub325® Solid Bowl Centrifuge, to include Refuse Tailings Dewatering to allow for co-mingled refuse disposal. As slurry ponds and boreholes are becoming difficult to impossible to permit and operate, there is a need for a reliable, low-maintenance, continuous operation that can produce a handleable refuse cake. Refuse tailings disposal applications are by no means limited to coal plants and impoundments. Somerset has successfully tested at iron ore and phosphate locations throughout the world and have begun commercial installations. The ability to dewater -325 mesh material, whether it be coal, coal refuse, iron ore tailings, or something else, is a vital piece of processing capability for the continued production of mining operations across the globe. This paper highlights the success that Somerset has had in the coal industry worldwide as well as the initial successes with phosphate, iron ore, and copper tailings (patent pending).

Surface subsidence caused by underground longwall mining is a very complicated process in time and space, influencing building and structures on the surface of the mining area, including houses, pipelines, and highway. The field monitoring data of surface subsidence are essential for protecting them. This study investigated the dynamic and residual subsidence characteristics of both the surface and the highway over a 730-day monitoring period on a longwall panel. Three monitoring lines (Lines 1–3) were established to monitor the subsidence process, and three stages were identified: initial stage of surface subsidence, active period of surface subsidence, and residual subsidence deformation stage. The maximum subsidence value on the highway (1,786 mm) was smaller than that on the surface (2,094 mm), and the maximum subsidence velocity on the highway (41.7–50.8 mm/day) was also lower than that on the surface (66.7 mm/day). During the residual subsidence deformation stage, both the surface and highway subsidence velocities decreased to below 0.6 mm/day. Furthermore, differences in subsidence characteristics between the surface and the highway were analyzed, with the subsidence value on the highway always being less than that on the surface, while the subsidence velocity during the residual deformation stage was not always lower. This could be attributed to the influence of dynamic loads from vehicles, which could induce additional residual subsidence on the highway. Further investigation into this phenomenon will be conducted in future research.

Most Newfoundland. mineral deposits can be clearly classified as within rocks formed either as accreting plate margins (ophiolitic pyrite-chalcopyrite massive sulfides such as Betts Cove, Whalesback, York Harbour, chromite at Lewis Hills, and asbestos at Baie Verte), at consuming plate margins (Kuroko-type polymetallic massive sulfides such as Buchans and Pilleys Island, porphyry-type Mo-Cu at Rencontre, fluorite at St. Lawrence), or within plates (zinc deposits at Daniels Harbour, sedimentary iron ores at Wabana, manganese in Conception Bay.) As these metallogenic patterns can be convincingly extrapolated southward into the Appalachians and northward to the Caledonides, they provide an important means of eliminating and selecting areas for particular exploration targets. Sonic criteria are described for the recognition of these environments of differing economic potential.
