Generally, waste such as soil and sandstone is used in mines for road construction or haul roads. In many such mines, it is challenging to design haul road pavement to match the dumper capacity. This paper investigates overburden soil to find its utility as a pavement material. It is found that overburden soil is unsuitable pavement material without stabilization; hence, nine composite materials are developed using overburden soil and RBI. Physical, mechanical and microstructural properties of unstabilized and stabilized soil are determined. Statistical analysis is carried out to assess the effect of soil type, RBI and curing period of strength characteristics of unstabilized and stabilized soil. ANOVA tests assess the influence of RBI percentage on soil geotechnical properties, and regression relations are developed. Two-way ANOVA shows the effect of RBI and soil type on soil geotechnical properties, whereas one-way ANOVA shows that the influence of soil type is more than the RBI. The regression relation is developed for CBR, UCS, Poisson’s ratio and modulus of elasticity with a good correlation coefficient. The performance of RBI is more with the finer material and reduces with an increase in the size of soil grains. The performance of the developed composite is better than the earlier developed composite based on overburden with fly ash, lime kiln dust, lime or clinker.

Swelling clay soils have been problematic to many types of infrastructure in the United States. However, their impact on underground construction is often misunderstood. The use of swell pressures in design of initial tunnel and shaft support lacks proper guidance and is often mis-interpreted. This paper provides insight and guidance on how to implement a geotechnical investigation program to determine if swelling soil exists at a site and how it impacts the design of temporary support systems for underground projects. An example is provided for how swell pressures were incorporated into the design of an initial support system for a rib and lagging tunnel system and problems that occurred.

Rapid growth in the rate of surface mining for coal has caused many states to increase the rigor and complexity of their surface mining codes. The promulgation of Federal surface mining standards may cause those states containing Federal land to amend their codes also. Presented is an up-to-date review of these codes with tabular summaries that divide the codes into operative functions. These summaries will be of use to new operators, multiple-state operators, and state officials. Suggestions are made for industrial efforts to present workable and acceptable amendments to these codes.

Further development of the Nitric-Sulfuric Leach (NSL) process has led to an improved design of the leach and nitric acid recovery steps. NO produced in the leach step is reacted with oxygen, regenerating N02, which is sparged directly into the leach reactor. Leaching is simplified to two steps and the nitric acid plant is replaced with an oxidation recycle gas sys-tem. Laboratory work substantiated the concept and led to selection of operating conditions. The lab work also pointed to improved process control compared to use of nitric acid as the sole oxidant. Recovery of copper from purified pregnant liquor is modified to use air agitation electrowinning improving cathode quality and lowering tankhouse costs. Economic evaluation shows reduction of capital requirements from $2400/AT to $2000/AT in 1978 dollars for 50,000 TPY of copper production.

An understanding of how health and safety management systems (HSMS) reduce worksite injuries, illnesses and fatalities may be gained in studying the behaviors of health and safety leaders. These leaders bear the accountability for identifying, understanding and managing the risks of a mining operation. More importantly, they have to transfer this knowledge of perception, recognition and response to risks in the mining environment to their workers. The leaders’ efforts to build and maintain a mining operation’s workforce that consistently executes safe work practices may be captured through more than just lagging indicators of health and safety performance. This exploratory study interviewed six leaders in occupations such as site-level safety supervisors, mine superintendents and/or general managers at surface and underground stone, sand and gravel and metal/nonmetal mine sites throughout the United States, with employee populations ranging from 40 to 175. In exploring leaders’ perspectives on how they systematically manage health and safety, examples such as approaches to task training, handling near-miss incidents, identifying future leaders and providing workers with feedback offer insights into how leaders translate their knowledge and management of site-level risks to others.

The threat of rock bursts along with the danger from methane gas and coal dust explosions belongs to particularly dangerous phenomena in Polish pit-coal mines. This phenomenon results mainly from the physical-mechanical properties of the rock mass as well as the geological-tectonic structure of the Upper Silesian Coal Basin. In the postwar years in Polish coal mining thanks to a multi- directional activity, a decrease of rock bursts and their effects has been noted. For example, the number of rock bursts reported in 1965 amounted to 71 in comparison to only 23 in 1974. The ratio of rock bursts calculated for 100,000 tons of coal extracted from rock bursting strata amounted to 0.08 in 1965; however, in 1974 it amounted to 0.023 /Fig. 1/. These results were obtained in face of a continually growing potential threat from rock bursts caused by the systematic increase of extraction from rock bursting strata, exploitation at gradually greater depths along with the extension of exploitation into deposits enclosed in different types of pillars and other parts of deposits surrounded by workings. Despite the achievements of science and mining practice in this field, this threat has not yet been fully studied and controlled as it should be, As a result, research on preventing rock bursts is being continually widened in Poland. This research has a complex, multi-staged and long-range character. Theory, laboratory and field work in the mines are working on a solution to the problem.

The request to participate on your theme panel was accepted with some reluctance but indeed as an honor. My subject was outlined to cover 'Energy Resources - both nuclear and conventional' as related to your theme 'Minerals - Treasure Trove of the West'. This is indeed quite an order and I hope you will forgive me for concentrating mainly on the nuclear-uranium portion with brief references only to conventional fuels some of which will be covered in detail later in your conference. In regard to Uranium, I am speaking on the fringe of the area containing half the uranium reserves in your country and no doubt to many who are very conversant with knowledge of these resources. Nevertheless since our two countries have been very closely allied in both nuclear developments and uranium supplies I hope an exchange of information may be mutually beneficial. Concentration on the nuclear fuel resources is I hope understandable as nuclear energy is the coming source of power which will augment the rapid demand in the industrialized countries and provides hope for economic power in many of the more underdeveloped countries. The situation regarding conventional fuel resources is more widely known and their expanding future revolves around production cost reductions, research into diversified uses, plus more assurance of imports from countries less effected by international controversies determining export policies.

Niobium in kaolin clay from the Late Permian sequences was reported in the range of several hundreds of micrograms per gram and was considered as a potential resource for its high concentrations and large areal distribution. Ti-bearing minerals associated with kaolin clay were identified as the main host phase for niobium in some case studies. However, the correlation between the concentration of niobium and titanium is poor, and the types of Ti-bearing minerals and modes of occurrence of niobium are not clear. Typical kaolin clay samples from the Late Permian sequences from southwest China were characterized, and the final products derived from kaolin clay sample were investigated using XRF, ICP-MS, XRD, SEM, and TEM (EDS). The results reveal that there were three types of TiO2 mineral phases in the clay samples: (a) massive TiO2 minerals and (b) aggregates of nano TiO2 minerals did not contain niobium while (c) granular TiO2 minerals were the source of niobium from the EDS analysis. The granular TiO2 minerals included anatase and rutile, both of which were the sources of niobium in kaolin clay in the current study. The findings are of great theoretical implication for source and origin study of Ti-bearing minerals and guidance for separation and recovery of niobium from kaolin clay.

The current understanding of the mechanics of rock fracturing during smooth blasting is largely empirical and qualitative due to an inability to model the dynamic process at the fundamental level. In order to overcome this difficulty, a numerical simulation of smooth blasting is performed using the Dynamic Lattice Network Model. This model is capable of simulating material inhomogeneities and the dynamic evolution of fragmentation at the micromechanical level. In this study, smooth blasting techniques are numerically analyzed to characterize the development of the damage rock zone during explosive fracturing.

Whilst all public mineral reporting codes require classification of mineral resource and reserves according to the level of geological knowledge and confidence of the estimates, companies are not required to disclose how mineral estimates and associated cashflow projections respond probabilistically to the incorporation of different types of risk events. As the level of expectations and scrutiny of investors and stakeholders continue to increase over the years, it will be essential for companies to adopt an integrated framework for sensitivity analysis to increase corporate value through better capital allocation and reduce potential losses associated with poor investment decisions. Failure in fully capturing the impact of unexpected incidents in mineral estimates and financial modeling could be extremely harmful to the business, affecting the company’s reputation, and negatively impacting the relationship with stakeholders.

This paper describes the 6, 000 tpd, three stage haulage system at the Ozark Lead Company's mine in southeastern Missouri. It details the methods and problems pertinent to the loading, hauling, sorting, crushing, storing and hoisting of waste rock and ores obtained from underground development headings and production areas. The Ozark Lead Company is a wholly owned subsidiary of the Kennecott Copper Corporation. Its mine is located nine miles south of Bunker in Reynolds County at the south end of the "New Lead Belt" mining district. Development started in May, 1964, by drilling a seven foot diameter (six foot cased), 1, 250 foot development-ventilation shaft. Drifting began in August, 1965, to obtain a bulk ore sample, to test ore continuity, and to drive two mine levels while the pre-grouted production shaft was being sunk. Over 7, 900 feet of 12 by 24 foot drifting was done from this small shaft. In March, 1966, a 20 foot diameter, three compartment, concrete lined production shaft was collared. It intersected existing development headings at a depth of 1, 195 feet in April, 1967, and was completed along with a concentrator and other facilities in June, 1968. Mine production began that month, with 5, 000 tpd reached in 1970.\

An appropriate exploration budget is the amount needed to achieve the goals of the company. It can be determined by discounting the income expected from achieved goals. Budgets for individual projects are determined in a similar manner except that risk of failure is included in the computation.

Disintegration of the immediate shale roof in coal mines interferes with ventilation, production, and safety. The effect is seasonal and correlates with high levels of moisture in the intake ventilation air. Disintegration, though not completely understood, is caused by shale dilation and weakening upon exposure to atmospheric moisture. Fluctuating moisture conditions are particularly deleterious, and may be at least partially controlled by "tempering" the air before it is brought to the working places. Roof behavior was studied in an operating mine during a 12-month monitoring period. This approach can be used in developing criteria to reduce or prevent shale roof deterioration.

Most lead and zinc secondaries are recycled pyrometallurgically. However, many problems encountered in secondary smelters have been solved by addition of physical concentration and/or hydrometallurgical processing steps, with resulting important environmental benefits. U.S. secondary lead and zinc operations are described, covering conventional smelters, EAF-dust treaters, and zinc sulfate/fertilizer producers, including plant capacities, technologies, and outputs. During the past two decades, remarkable advances have been achieved by recycling spent lead-acid battery components. Interaction between primary and secondary zinc producers, the fertilizer industry, and the zinc chemical industry has substantially decreased waste generation.

In designing and operating underground room-and-pillar coal mines, it is always difficult to achieve a good balance between preventing surface subsidence and achieving high recovery ratio. In this paper, a design methodology applying the pressure arch theory is proposed, and the principles and mathematical models involved are detailed. A computer program was developed to carry out the design optimization process and was applied to the examination of a documented case in which a massive cascading pillar failure had occurred over a large area in a shallow coal mine. The results indicate that the proposed design method can be applied to prevent subsidence while achieving reasonably high recovery ratio for roomand- pillar mining operations.

US coal production increased 3% to a record 832 Mt (917 million st) in 1987, according to preliminary Energy Information Administration (EIA) data. Most of the increase was due to the unusually warm summer and the increased coal-fired electricity demand for air conditioning. Drought conditions in the Northwest lowered hydroelectric generation, contributing to the higher use of coal by electric utilities. However, excess production capacity and increased competition from natural gas added further downward pressure on delivered coal prices, continuing the declining price trend of the last several years. Coal production by region Appalachian coal production reached 402 Mt (443 million st) in 1987. This is about 3% more than in 1986 and just short of its 1984 peak. Virginia produced 7% more than its 1986 level, due to increased coal-based electricity demand. Smaller percentage increases were attained in eastern Kentucky, Pennsylvania, and West Virginia. Ohio and Alabama were the only major coal-producing states in Appalachia that produced less coal in 1987 than in the previous year. In the Interior region, 1987 coal production reached a record 182 Mt (201 million st), about 2% above 1986. Illinois is the largest coal-producing state in that region. Production there fell about 3.7%, primarily because of lowered demand at electric utility plants in Alabama and Tennessee. However, this was more than offset by production increases in western Kentucky, Texas, and Indiana. After falling slightly in 1986, coal production in the West resumed its upward trend to a record 248 Mt (273 million st). Wyoming is that region's dominant coal producer. It mined 7% more coal than in 1986. Wyoming's increase offset the 11% decline in New Mexico production and smaller declines in other Western states. Coal consumption and prices Domestic coal consumption reached a record 759 Mt (837 million st) in 1987. Most of the increase resulted from the unusually warm summer that led to higher than normal peak demands for electricity in the third quarter. Electric utility coal consumption was also boosted by the below-normal hydroelectric generation that resulted from low water levels in the Northwest. These factors more than offset the effects of increased nuclear power generation and competition from natural gas. As a result, coal provided 56.9% of electric utility generation in 1987, compared with 55.7% in 1986. Electric utilities consumed a record 651 Mt (718 million st) of coal. While electric utility coal consumption increased, the average cost of coal to utilities was down, from $1.58 per million Btu in 1986 to $1.52 in 1987. The average price of coal delivered to utilities in 1987 was $35.09/t ($31.84 per st), the lowest since 1981. Coal prices were held down by a glut of coal supplies and by a decline in the average price of natural gas to electric utilities. Coal consumption at coke plants in 1987 was 2.6% above the 1986's 32.5 Mt (36 million st). This increase reflects steel's recent resurgence. Coking coal demand, though, was reduced by the increased use of continuous casting and electric furnace technologies. The average price of coal delivered to coke plants fell from $56.02 to $51.35/t ($50.83 to $46.59 per st). Coal consumption in the industries other than coke plants amounted to 68.2 Mt (75.2 million st) in 1987, slightly less than in 1986. Coal lost part of its market share to natural gas, which was priced favorably relative to coal. The average price of coal delivered to manufacturing plants was at its lowest level of the current decade. It fell from $39.50/t in 1986 to $37.27/t ($35.84 to $33.81 per st). Residential and commercial coal consumption fell to 6.2 Mt (6.9 million st) that is 9.8% below 1986 and the lowest since 1980. This decline is also attributed to the relatively low price of natural gas in 1987. Coal stocks Coal consumers held 169 Mt (186 million st) of coal stocks at the end of 1987, 5.9% above the 1986 year-end level. Most of this increase was due to stockpiling by electric utilities in anticipation of a possible strike by the United Mine Workers of America early in 1988. Stocks at electric utilities increased to an estimated 154 Mt (171 million st) at the end of 1987, 5.6% higher than the previous year. This was much lower than 1984's stock buildup. Coke plants increased their coal stocks by 30% in 1987 to 3.5 Mt (3.9 million st), rebounding from the unusually low inventories of 1985 and 1986. The history and development of the FMC Coke process has been reported in numerous presentations over the past 10 years (1, 2, 3, 4, 5, 6) but a short review is desirable, especially regarding the aspects that are influenced by the coal to be used. F'MC has been developing this process in pilot facilities since 1956 and in a modest sized plant in Kemmerer, Wyoming since 1960 (Figure I). This plant produces strong uniformly sized coke briquettes from a completely non-coking coal, namely Elkol, a sub-bituminous coal of the Adaville seam. Since operating commercially, over 300,000 tons have been produced, 90% of which has been used in electric phosphorus furnaces and some 10% of which went for trials in iron blast furnaces. We believe that this commercial use of non-coking coals is a unique experience in the history of coke manufacture.

After years of steadily declining employment and production, the U.S. coal industry is having a moment. In 2016, when Donald Trump was running for U.S. President, he cast a spotlight on coal mining in his campaign speeches, promising to end the “War on Coal.” Fast forward to 2025. On the first day of his second term, President Trump signed the National Energy Emergency Act, which emphasizes domestic energy production as a matter of national security and focuses on incentivizing domestic energy resources. Then on April 8, President Trump issued an executive order opening federal land to coal mining to reinvigorate “America’s beautiful clean coal industry.” As the nation seeks to identify reliable solutions to meet its ever-growing energy needs, the administration is going all in on proven, reliable and readily available natural resources, including coal. This means the coal industry is positioned to play a pivotal role in the administration’s stated energy policy, and highwall mining could be an integral factor in helping the industry optimize the extraction of ore to make the most of this moment. The White House noted in a statement that the United States’ “abundance of energy and natural resources … have historically powered our Nation’s economic prosperity” and vowed to remove regulations that have hindered developing these resources — regulations that resulted in job reductions and higher energy costs for U.S. consumers, while weakening national security. “There has been an increase in electricity prices in the United States of over 30 percent in the past four years,” said Rich Nolan, president and chief executive officer of the National Mining Association (NMA). “This administration wants to focus on that, inflation and on increasing electricity availability to help lower the price over time by incentivizing energy policy. Coal is definitely a high priority for this administration.” Part of the White House’s strategy is to facilitate investment in coal-fired plants. The shift comes at a time when the reliance of coal-powered energy plants has been waning. According to the U.S. Energy Information Administration, 7.5 GW of electrical capacity from coal-fired plants was retired in 2024, following the retirement of 22.3 GW of electric generating power the two years prior.

The purpose of this paper is to present an example of the application of a theoretically derived mathematical model for track-soil interaction to the evaluation of the mobility of large-scale mining equipment used in open pit operations. The model described by Karafiath and Nowatzki (1978) and presented in detail by Karafiath (1978) was used to predict the performance characteristics of four different bucket wheel excavators (BWEs) on rwo types of copper mill tailings at various moisture conditions. The BWEs considered In the analyses are two-and three-tracked continuous excavators. Most have boom-mounted rotating buckets and swinging side- or rear-discharge conveyors. The analyses were performed at the request of Dames and Moore for the Kennecott Corporation's proposed remining of selected tailings deposits at the McGill, Nevada, concentrator. The objectives of the analyses were to determine whether BWEs would have sufficient mobility In the tailings deposit to achieve satisfactory production rates, and TO compare the predicted performance of the various BWEs evaluated. Good qualitative agreement was obtained between the results of the theoretical analyses performed for the McGil1 operation and the actual performance of BWEs in two South African gold mine tailings impoundments.
