Recovery of industrially useful metals from various secondary sources is an important issue in Korea whose natural resources are limited and needs in the strategic metals are on the rise. In order to meet such needs, researchers at the Korea Institute of Geoscience and Mineral Resources have launched a number of projects to help the nation to recover various metals from secondary sources. In this study, silver is successfully recovered from spent silver-oxide batteries first by distillation to remove mercury. The distilled residue was next subjected to leaching of silver using nitric acid. The study involves finding optimum conditions to leach silver from the distilled residue and subsequently to recover silver from the leach liquor by chemical precipitation. The chemically precipitated products are then subjected to reduction roasting to recover silver metal.

The geoscience matrix method has proven useful for valuing metallic mineral properties lacking delineated mineral resources or reserves. However, the method explicitly excludes commodity markets from the factors considered; marketability is assumed. When valuing industrial mineral properties, marketability cannot be assumed, it must considered. Market considerations may also significantly affect the standard weightings of geoscience matrix parameters such as the proximity to known deposits. In some cases, such proximity is desirable but in many cases it is undesirable. Application of the geoscience matrix method to industrial mineral properties therefore requires thoughtful, market-related adjustments to the basic geoscience matrix methodology.

Fairmount Mineral's Maiden Rock underground sand mine historically delivered air to ventilate diesel-powered equipment at its working faces through high-resistance, 381-mm- (15-in.-) diameter PVC distribution lines. In support of plans for expanded production, three new, low-resistance ventilation design alternatives were analyzed. The study determined that adequate ventilation for expanded production was possible with various commercially available, high-volume/ low-pressure fans combined with a systematic layout of control structures. The recommended redesign was implemented in 2001, resulting in a significant increase in flow volumes and a noticeable improvement in the mine environment.

The Pogo Mine, near Delta Junction, Alaska is a new 2500 STPD gold operation. The control system of the mine and milling operations are a hybrid of DCS (Distributed Control System) control and PLC (Programming Logic Controller) control. A DeltaV DCS system serves as the main control and operation platform while the PLCs operate a multitude of vendor specific packages. The communication backbone of the DCS system is a hybrid of star and ring fiber optic topology, which provides reliability and flexibility. The communication between the DCS and PLCs is typically facilitated by serial communication. This communication insures the integrity of the whole control system.

Cripple Creek and Victor Gold Mine is an epithermal gold deposit located in the Rocky Mountains of Colorado. Surface operations are continuing along with an expansion for an onsite mill to take place in the next couple of years. The surface pit is currently progressing downward from an oxidized zone into a transitional, more sulfide/ telluride-rich zone. Gold mineralization includes native gold, electrum, and tellurides. Cyanide heap leaching is the recovery process for the oxidized ore with the sulfide/telluride-rich ore to be processed at the new onsite mill. Ore characterization prior to mining is vital when there are two possible recovery processes. This characterization is dependent on geometallurgy. To identify the causes of the variability, multiple parameters are analyzed and assayed. These parameters are measured by a variety of analytical testwork. The analytical testwork provides measurements for the desired parameters. Geometallurgical models are developed for the parameters per recovery process, so estimations can be inserted into the resource model to optimize operations and recoveries.

The development of mechanical flotation cells has resulted in larger and better cells. This has led to flotation banks with only a few units, even in large-scale operations. This equipment development makes the old operational considerations ineffective. The flotation cell must be considered as a single reactor unit capable of handling specific tasks and getting excellent metallurgical performance. The result of the unit reactor concept development was the new large TankCell that comes in sizes up to 113 m3 (4,000 cu ft). The TankCell construction includes new modified rotor-stator designs, new tank geometries and a froth-handling capability independent from subprocesses taking place in the pulp (i.e., air addition). The conventional idea of a single flotation cell type for fine, intermediate and coarse materials does not give optimal results. Optimal flotation of coarse and fine particles needs different mechanism designs, impeller tip speeds and different froth control objectives.

So, while developing its Two Piece Assembly, Goodyear noted a number of trends in the mining industry: •The global market sophistication of equipment and operations requires the packaging of products and services to provide the best return on investment. •Industry consolidation and growth have resulted in fewer, more powerful mining houses, leveraging purchasing power in the marketplace. •User productivity demands continue to drive original equipment manufacturers to develop higher pay-load equipment. •Technology needs include improved ergonomics, to reduce fatigue and increase operator productivity. •Increased laws and environmental regulation prohibit on-site whole tire disposal practices.

At the present time, whether an electric utility uses high-sulfur coal is largely determined by geographical location, clean air legislation, and the age of the power plant. Acid rain legislation may well be the new force to change the use of high-sulfur coal. A number of coal papers were presented at the SME Fall Meeting in St. Louis, MO, Sept. 1986. These papers discussed high-sulfur coal in relation to its economics, trends and prospects, value of cleaned coal, and coal-cleaning technology. The Clean Air Act of 1970 required the reduction of SO, emissions from most stationary electric-generating plant to 0.5 kg (1.2 lbs) SO2, per million Btu of heat input. It was possible for many plants to utilize lower-sulfur coal or a mixture of high-sulfur and low-sulfur coal to meet this emission requirement. This 1970 act greatly increased the use of low-sulfur western coal. The 1978 amendment to the Clean Air Act required all new plants to use Flue Gas Desulfurization (FGD) to meet a requirement of 70% reduction of potential SO2 emissions to 0.3 kg (0.6 lb) SO2 per million Btu of heat input. With the requirement to use FGD, there was little or no demand for low-sulfur western coal in new eastern power plants. If' new acid rain legislation is enacted, it likely will require sizeable reductions in SO2, emissions by existing coal users. There might then be a shift to greater use of low-sulfur coals. The low-sulfur coals could come from either western or eastern mines or from cleaned eastern coals. Economics will dictate the approach older power plants will take to meet new regulationsuse FGD or low-sulfur coal. Coal use for electric power generation has changed from 1970 to 1985. Table 1, (Land, preprint 86-333) shows the change. The table shows that in 1985, US utilities used about 255 Mt (280 million st) of high-sulfur coal. Some 45 to 54 Mt (50 to 60 million st) of high-sulfur coal is being used in plants equipped with FGD and most of this use is in eastern states. This leaves 200 to 209 Mt/a (220 to 230 million st) of high-sulfur coal being used without FGD treatment. These plants are at risk if acid rain legislation is passed. Most of these plants are in the east and are more difficult to supply with low-sulfur coal. Estimates range from $20 to $30 billion capital investment and from $5 to $9 billion dollars per year operating costs to reduce SO2, emissions from those old medium-to-high-sulfur coal-burning plants. G. W. Land, (preprint 86-333), also presents tables relating to power generating costs and coal types. The author's tables are extracted from Land's tables IV and V. Table 2 here presents costs for a new plant. This includes the impact of different heat rates, fuel costs, fuel qualities, operating and maintenance costs, labor costs, and waste disposal costs. Table 3 compares estimated costs to retrofit an older plant with a limestone scrubber versus switching the same plant to low-sulfur eastern or western coal. Costs of switching include upgrading the electrostatic precipitator and - with western coal - costs of derating. Bhagwat, (preprint 86-325), details the trends in high-sulfur coal markets from 1974 to 1984. He also gives some prospects for high-sulfur coal markets, 1984 to 1994. The prospect depends mostly on whether acid rain legislation is enacted. By 1994, if New Source Performance Standards (NSPS) continue to be applied, high-sulfur coal demand from six mid-west and eastern states is expected to increase by 27 Mt (30 million st). • L. A. Introduction The February and April 1984 issues of MINING ENGINEERING have already provided introduction to the long-range planning efforts of the Society of Mining Engineers (SME). These efforts are intended to provide the basis for effectively maintaining and improving the Society in the face of the changes that are besetting the mineral industry. This requires that SME recognize what changes are occurring and determine how these will impact the membership. Then a plan must be developed and implemented so that the Society successfully meets the challenges of the next decade. The Board of Directors has charged the Long Range Planning Commission with the responsibility for meeting these goals. This article provides a summary of the work done by the Management and Organization Committee of the Long-Range Planning Commission. This committee's task was to analyze the Society's current organizational structure and management process. Then a set of recommended improvements was to be developed. In doing this, the Committee has been careful to operate under that popular axiom, "If it ain't broke, don't fix it." Thus, changes were not proposed simply for the sake of change, but only where the present system appeared to be less effective than desired. Bases For Action The Committee began by establishing a set of premises about SME and its membership. These premises provided the bases for subsequent actions and recommendations by the Committee. Highlights from the premises included: • The Society should be run on a business-like basis. However, its "business" is that of a not-for-profit scientific, technical, and educational public institution. SME enables professionals involved in or associated with the mineral industry to serve the public purpose of benefitting mankind. • The Society operates as a national (US) organization with transnational (worldwide) interests. It recognizes its obligation to make its goods and services available to minerals professionals throughout the world. In addition, the Society recognizes its obligation to translate technology for the "lay" public, who then also become users of its goods and services. • The Society's Board of Directors is the policy-making body of SME and has final approval of all programs. These responsibilities will become greater when the Society becomes a separate corporation. • At present, the Society provides the following goods and services: publications, meetings/programming/short courses, academic education support, information dissemination - internal and external, and individual member services. • Planning is an ongoing process. It is best performed on a decentralized basis. That is, each major service category should have a responsible group authorized to conduct planning for that category, subject to the Society's master plan and the Board's approval. • The Society is privileged to have highly qualified and motivated members who volunteer their time and efforts on behalf of the Society. The best of these volunteers should rise to the highest positions of leadership - the Presidency of the Society and Institute (AIME). • The Sooiety is strongly committed to the protection and promotion of the history, traditions, and identity of AIME and the use of AIME as the unifying forum for the Constituent Societies. Identification of Potential Problems Once the premises about the Society and its membership were well in hand, the committee began examining the many facets of SME's organizational structure and management process. This was done in order to identify problems or potential problems in these areas. After considerable review and discussion, 10 areas of potential concern were called out for more detailed study and possible recommendations for improvement. These 10 areas include: • A lack of continuity at the Board level and among officers due to the established turnover policy. • A series of subboards that serve, by practice, to diffuse management authority and accountability, rather than enhance it. • A question as to whether the dissemination of information has been adequately planned, organized, and staffed. • An apparent illogical divisional organization. Two divisions are discipline oriented and two are commodity oriented. • A regional organization that does not adequately fulfill its purposes. • Uncertainties about the per-

The Summitville Mine, located in the mountains of Southwest Colorado, is an abandoned gold mine. From 1984 to 1992, Summitville was mined for gold using an open pit heap leaching technology. During this period, the volume of acid mine drainage released from the mine significantly increased. This was attributed to the development of the mine pits, the waste rock piles, the heap leach pad, and increased discharges from the drainage adit. The release of this acid mine drainage resulted in the destruction of the aquatic ecosystem for more than twenty miles downstream of the mine. Beginning in 1993, plans were implemented to reduce the amount of acid mine drainage released from the mine. The majority of this work has been completed at the mine. This work includes removal of the Cropsy Waste Pile, closure of the Heap Leach Pad, and revegetation of disturbed areas. Significant improvements to water quality downstream of the mine have occurred resulting from mine reclamation. Aquatic life has returned to portions of the previously mining impacted areas. This study discusses the actions taken to reduce the amount of acid mine drainage generated at the Summitville Mine, the costs of these actions and the resulting reduction in metal loadings. Over 250 samples taken at over 10 locations since 1993 form the basis of this evaluation. Copper loading is analyzed as an indicator of the effectiveness of the actions taken.

The 2002 Arizona Conference was held Dec. 8 and 9, 2002, at the Doubletree Hotel at Reid Park in Tucson. The annual conference is organized by the Arizona Conference Board of Directors, which represents SME sections in Arizona and adjacent areas. The conference provides an opportunity for individuals and corporations associated with mining in the region to get together once each year to discuss the status of the industry. The meeting featured a keynote address, a distinguished lecture and about 30 technical papers. As was the case at the 2001 meeting, the economy, the price of copper and foreign competition continue to be the hot topics of discussion among the attendees. The domestic copper industry still faces challenges due to low copper prices dictated by the world market and because of a weakened domestic economy. There continues to be concern about the Arizona region’s copper industry in light of the mergers, downsizing and shutdowns that have occurred during the past several years.

For an industry that provides more than half of the nation’s energy needs, the U.S. coal industry still attracts negative publicity. However, the nation’s energy appetite continues to increase. And political leaders and the public are beginning to understand that alternative fuels will not be enough to keep up with that appetite. Does that mean the nation will now embrace the coal industry? No, according to speakers at the Rocky Mountain Coal Mining Institute (RMCMI) meeting. The industry still needs to sell the public on coal’s advantages over other fuels. And the industry must continue to develop technology that will allow coal to meet and exceed strict clean air and clean water regulations.

This study investigated roof falls in room-and-pillar drift coal mines in eastern Kentucky and utilized geologic methods for predicting roof conditions in advance of mining. In the Highsplint mine, the roof was classified in four categories or conditions: Condition A and B (Laminated Shale), Condition C (Rolling Sandstone with Shale in Pockets) and Condition D (Zone of Major Sandstone Roll(s)). Structure contour and isopach maps of the Darby coal bed and associated immediate roof rocks were used to project axial trends of the sandstone roof. Trend mapping in the mine and on outcrop provided more detailed control for roof projections.

The aim of this joint work between the French Coal Board and the Paris School of Mines is to be able to practically model the behaviour of a transverse drum cutting rock with picks. First a theoretical approach leads to the concept of cutting curves, giving forces and torque against penetration per drum revolution. Then experimental evidence, from full scale and reduced scale testing, validated and confirmed the theoretical shape of the curves. Finally practical applications are given, to improve the design or use of a shearer (or continuous miner). A micro-computer program is being developed to predict the cutting performances of a machine in certain conditions.

Most discussions of sustainable development (SD) in mining relate to metal mines in rural areas. Industrial minerals (IM) are closer to urban areas primarily owing to a high transport-cost component of delivered cost. This visibility to large populations overshadows IMs relatively small operation size and generally lower waste volume and toxicity. The IM industry needs to rethink its way of doing business to fit into the SD paradigm. Society and business in general will also undergo significant change to enable industrial SD along the lines of triple-bottom-line accounting with government pushing everyone. The benefit to IM mining from embracing SD is a renewal in their social license to operate and a rebirth of mining as a positively-viewed force in society. This positive view would lead to lower acquisition costs because society would not fight so hard to eliminate nearby mining. This would ease the current exploration woes of the IM industry by opening up new deposits for exploration and more readily allowing placement of mines nearer to markets. The earlier in the exploration process SD is initiated, the better.

An Atomic force microscope (AFM) was used to measure the surface forces between hydrophobic silica surfaces. The measurements were conducted in the presence and absence of Cu(II)species in solution to study the effects of the cation adsorption on the hydrophobic force. The results obtained in the absence of the Cu (II)species showed that the hydrophobic force does not change with pH, while the electrostatic repulsive force changes substantially with pH. In the presence of the Cu(II) species, the hydrophobic force begins to decrease at a pH where Cu2+ions are hydrolyzed, indicating that the first hydrolysis product (i.e., CuOH+ions) are the species adsorbing on the surface of the hydrophobic silica. The results of the surface force measurements were used to develop a model for the adsorption of the hydrolysis product of Cu(II) species on the hydrophobic silica.

Nowadays, stakeholders have a strong say to the enforcement of best practices by mining and quarrying companies. In most cases there is a direct relationship between sustainable development principles and best practices. Mining companies try to apply best practices in order to sustain their operation without lost time and effort to litigation, and other obstacles. However, when and where there is a lack of state or regional mineral policy, or when the mineral policy is fragmented and touching on conflicting laws, mining operations may be subject to additional administrative hassles, and, thus, operators feel threatened and tend to apply best practices loosely. This paper argues that the only way that mining and minerals operations can be a source of development is to ensure that they are working within the framework of sustainable development. Furthermore, in order to follow the paradigm of sustainable development they would need to be guided by a regional, national or even transnational (i.e. European) minerals policy.

The extractive industries addition to the International Valuation Standards (IVS) is scheduled for publication in the next edition of the IVS book in January 2005. This will provide guidance for valuation of minerals and petroleum industry assets of all types for all appraisal uses. It will provide asset valuation support to the International Financial Reporting Standards for the stock markets of the world, and a global umbrella standard which can be supplemented for local needs by institutes and regulators. This paper discusses implementation of the IVS within the minerals industry and important issues that the industry should confront.

What prompted the merger of the two long-established American Mining Congress/National Coal Association (AMC/NCA) groups that combine the coal, hard-rock, industrial- and agricultural-minerals sectors of mining? Both associations have been facing similar stresses for several years - structural changes in their respective industries, the changing personality and role of government and well-financed and organized opposition groups. In 1993, the AMC board of directors undertook efforts at reorganizing the association. One board member, who serves on both boards, suggested it might be time to give serious consideration to merging the organizations. This is an idea that had been discussed more or less informally at least three times during my tenure at NCA. Negotiations toward a merger began after that and were consummated in February of this year.

Ground falls (roof and rib) have historically been responsible for about 50% of all fatalities in bituminous underground coal mines. In some recent years, the number of ground fall fatalities has approached zero, indicating that significant progress has been made. On the other hand, last year?s Crandall Canyon twin mine disasters, in which 9 miners perished in violent coal bumps, provided a stark reminder that complacency is premature. One important success has been a great reduction in the number of miners killed inby roof supports. Throughout the 1990?s these accounted for nearly half of all roof fall fatalities, but there have just been two inby incidents in the past 5 years. Progress has also been made in pillar recovery. Safer mining technologies have reduced the number of fatal incidents, but some recent failures have underlined the need for careful management of the retreat mining process. On the other hand, more than 400 miners continue to be injured each year by rock falling from between supports, and 100 more are injured by rib falls. Together, these two categories also account for a large percentage of recent ground fall fatalities. Available technologies such as roof screen, rib bolting, and inside control roof bolters could dramatically reduce injury and fatality rates if they were used more widely. Further advances in these areas will likely be the next big advance in ground control safety.
